Oxnard Fire Department STEPS UP BIG FOR CHILDHOOD CANCER By Chris Frost Oxnard-- The Oxnard Fire Department men stepped up in a big way on March 24, as the department hosted a virtual three-day head-shaving event in conjunction with Saint Baldricks to help fund childhood cancer research.

AINT Baldrick’s Foundation is a non-profit organization dedicated to supporting children with cancer. The organization features “Honored Kids” to inspire the community in its mission to help fund childhood cancer study. The event raised money for an important cause, and firefighters stepped n Oxnard Fire, see page 6

Oxnard-- Have you looked around? We live in one of the nicest places on earth. The weather is mild, pleasant, close to the water, and aesthetically one of the nicest places anywhere.

EANWHILE, there are places, like the Rocky Mountain West, that aren’t enjoying our climate. It’s cold, snowy, windy, and I mean so windy that your trash can end up somewhere down the street daily. The area recently had a record blizzard, and cities stopped, roads and businesses were closed, and people had to stay inside. It’s simply a piece of advice before you start whining about Oxnard. With that said, people should be happy about the city’s five-year priority session. There’s a plan to move forward, put forth by professionals who understand how to restore the city to financial health, and people should give it time to move forward. I do not advocate turning a blind eye to the plan. The public is the check and balance system for the city, and ultimately, they work for the taxpayers. If you have ideas, build on the good work, don’t just scream

NEWS Public Safety approves animal services agreement By Chris Frost Oxnard-- The Public Safety Committee, March 23, approved the city’s animal services agreement during the fiscal year 2021-2022. Commander Alex Arnett presented the agreement to the committee and asked them to authorize Mayor John Zaragoza to authorize a $2.479 million budget appropriation for the second year of the five-year agreement with the County of Ventura for animal safety services.

HE city council approved the Animal Services Agreement with the County of Ventura on June 2, 2020. The agreement requires the police department each year to report the upcoming fiscal year’s cost. Ventura County Animal Services will provide animal care services, emergency field services, and animal license processing to Oxnard. “Animal care services at the shelter are provided to all animals

originating within the boundaries of the city, whether picked up in the city or dropped off at the county’s animal shelter,” he said. “Animal care services at the shelter include confiscation of an animal, which can be as a result of an investigation into animal cruelty, boarding of the animal, and quarantine of an animal, if an animal was involved in a bite situation.” The agreement also includes veterinary services, euthanasia services, and animal adoption services. “There’s the disposal of dead animals and the posting of missing or found animals on the V-Cast website to help reunite the owner with their animal,” he said. “There’s an owner surrender because there are times an owner can no longer keep their pet for a variety of reasons.” The county also provides emergency field services, he said, as Oxnard only has one Animal Safety Officer (ASO) working in the field. “That ASO works 40 hours a week and is also on-call during his days off when the Animal Safety Officer is not

available,” Arnett said. “The city relies on the county for emergency field services. The county will only respond when the city Animal Safety Officer is not available.” The county responds when emergencies arise or as needed when requested by fire

and police personnel. “Examples of an emergency situation are a vicious animal at large threatening the public, a straight animal bite with the animal at large or confined, or an injured animal,” he said. “The county also provides animal license services. Limited staffing caused a decrease in in-person animal licensing at the service center. In order to be more efficient and provide better service to the community, the city turned over animal licensing to the county in the fiscal year 20192020.” The county sends renewal notices to animal owners, and animal owners can renew the license online through the county. “Animal license fees, minus the $6 animal license processing fee,

is credited to the amount the city owes each quarter,” he said. There is a 5 percent built-in increase in the agreement for each of the five years. Revenue generated by animal licenses is credited against the amount owed on the city’s quarterly invoices. The city projects approximately $540,000 of revenue from animal license fees, making the total cost of the agreement approximately $1.938 million. Committee Member Oscar Madrigal asked how much money the city saves by using the county for service rather than providing the service in-house. “I believe there was a study conducted several years ago,” Arnett said. “At the conclusion of that study, it was going to cost about the same amount that it would for Oxnard to operate our own shelter.” Madrigal noted that Oxnard has 35-40 percent of all the animal services in the county. The item passed unanimously and moves forward to the full council.

downtown. Plainly put, we need to make this place safe; how do we expect to attract and retain businesses in Oxnard? As you already know, I spend a lot of time writing many different stories about the city, and if I am writing stories about business owners locking doors to keep law-breakers out, we have a problem. We need more police to keep the city safe. If we do that, new businesses will come, and the area will attract foot traffic. When you address this problem, the city’s employee pipeline, which is a great idea, will supply those businesses with great new employees. This brings me to social services. There were great programs available that put people on the right path when I worked in Compton. However, with kids, if the child wants a better life, but the parents are generational lawbreakers, you have kids being dragged into the

lifestyle. That’s where the cycle needs to stop, with the parents. If an educator sees an issue, they need to intercede and get social services involved at home. I asked this question to candidates last year, and let’s say the answers got pretty sketchy. Since there is more tax revenue, how about expanding the INCO down to the street level. Set up neighborhood call trees to watch out for each other, meet, discuss, and educate each other. I know this happens in spots, but it needs to happen in every neighborhood. As the city recovers, add officers to each neighborhood to walk the beat, knock on doors, and offer help. Have outdoor events when that becomes possible and show strength. Finally, let’s talk about the homeless. The sole answer to this problem is not housing. Getting people off the street is a great idea,

but there are people, I’m told, who live at Ormond Beach and vehemently resist services. I’ve seen the worst, like people who push their way past the checkout lady at the front door of department stores who become obstinate when asked to open a backpack. I’ve heard stories about people walking into local businesses, stealing things, waving to the clerk while they leave, and damaging Ormond Beach. What’s frustrating is when I try to write a story about the agencies that are supposed to help, and they won’t discuss anything about what they do. If you want to spend some of that new tax money, hire a real agency that stands on transparency and actually talks about how they’re fixing the problem. Some people take help and make the most of the chance in front of them. Fix the ones who think they can do what they want.

Sometimes you do not have a lot of time during the day to cook and you would like to set a meal and forget it. Slow cooker meals are the perfect way to start a meal in the morning and then forget about it while you go about your day. When you return, your crock pot has transformed raw ingredients into a delectable dish ready for eating. This is one such slow cooker meal to make flavorful, tender and delicious shredded chicken.

HREDDED chicken can be used on tacos, sandwiches, salads, and rice rice bowls. Or whatever your creative brain can think of. Ingredients • 2 lbs boneless chicken • 2 oranges juiced • 1 lime juiced • 3 tablespoon cumin • 1 tablespoon salt • 1 white or yellow onion diced • 1 jalapeño • 2 roma tomatoes diced • 1 bell pepper diced To Cook Marinate the chicken in the salt, cumin, orange, and lime juices. Sear the

outside of the chicken in the crock pot if it has that function or on a pan on the stovetop*. Combine all the ingredients in the crock pot and cook on low for

Camarillo Hospice Certified Farmers’ Market helps the elderly By Chris Frost Camarillo-- The Camarillo Hospice Certified Farmers Market March 20 was a potpourri of friendship, camaraderie, and diverse shopping choices.

TTENDEES picked from excellent shopping preferences that hail from Italy, Germany, bakeries, vegan specialists, and great homemade treats for attendees’ four-legged furry kids. The event is a labor of love by the all-volunteer staff. With each purchase, a percentage of the gross sale gets donated by the vendors to the free grief and bereavement services at the Camarillo Grief and Bereavement Center. Day Manager Dave Nirenberg proudly supports the effort. “Years ago, Camarillo Hospice merged with Livingston Memorial, and now it’s a program of Livingston Memorial,” he said. “All the funds raised here at the market support the programs. There are a number of different types of counseling programs, started by Camarillo Hospice. Livingston Memorial itself is a hospice organization and fee-based. They

provide nurses to go into the home, and they charge for some of their services.” The market has made a difference every week for about 30 years. “It used to be rain or shine,” he said. “We’ve

had such issues with rain weekends; if we know there is a high percentage of rain, we cancel the market for that particular day.” Nirenberg said the market features organic and non-organic items and features pre-packed food products permitted by the health department. “Until Covid-19 hit, we used to have a small group of crafters who would come in on a rotating basis,” he said. He called it a warm, social, and friendly environment. “We typically have a

non-profit group that comes and does whatever they do,” he said. “Today, it happened to be the Girl Scouts selling their cookies. We have the Lions come in, and they do their recycling of

glasses. The community supports it well, and it’s a good market.” One of the busier booths was “The Lucky Lab,” featuring human-grade treats that put items you’d buy at the store to shame. “The Lucky Lab is my dog, and his name is Hunter,” owner Jennifer Brouhard said. “We’ve been doing this for about 13 years, and we handmake all the cookies. We have cupcakes and have pumpkin and peanut butter today.” The dog Jennifer had before Hunter had cancer, and that propelled her to create healthy treats. “I started with one cookie flavor, and it morphed into this over the years,” she said. “Most of our meat items are one ingredient, and it doesn’t have any fillers, chemicals, or preservatives. The cookies have organic flour, applesauce, and the peanut butter is organic.” Her first cookie was named the “Pooch Woofer.”

“We don’t make it anymore,” she said. “We still make it sporadically.” Jennifer loves meeting all the people at the market. “I have loyal customers, all the dogs, and stories,” she said. “It’s a cool business.” David Mohr brought YouBite German Sausages, Made in Camarillo, to the market, which features the taste of fresh old-world European meats for anyone to bring home. “We came from Germany six years ago,” he said. “We brought the recipes and machinery to make the sausages. We make it right here in Camarillo, and that’s what sets us apart. The Germanness, terrible puns, and great sausages.” As a child growing up in Germany, he said beer and sausages run through his blood. “My father-in-law used to be a farmer in Germany, and he used to make his own sausages out of turkeys and chickens,” he said. “They moved to the United States 15 years ago, and they always wanted to set up a sausage business again, and they needed help. They asked my wife, and I was the guy who tagged along.” He loves the German bratwurst. “They are our best-seller,” he said. “If you fry it up

on the grill or pan, it turns out super-delicious with potatoes and veggies. It carries so much flavor that you don’t need much else. When someone bites into a storebought sausage, they probably think that it’s salty and greasy. With our sausages, people taste the freshness of the ingredients we put in and the firmness and good overall quality.” He loves selling a tangible product in a family business that people genuinely like. “It’s a lot of work, but it also gives you a lot of personal freedom,” he said. As people entered the market, they met Mardene Hanson from Camarillo Republican Women Federated, who was soliciting women’s club members. “I am in charge of the Farmers’ Market membership drive,” she said. “We have monthly meetings with speakers who are wonderful and meet at Spanish Hills Country Club. We were able to meet inside last week.” She said most people approach her and encourage them to stay strong. “So we don’t get rolled over, like the last election,” she said. “We don’t want people to give up.” “I talk to Democrats and Republicans,” she said. “I see their interest in keeping Camarillo the way it is.”

there are a couple of opportunities available, including continuing the same manner and scope it has right now. The county can continue with that, add more resources, and enter into a long-term agreement. The other option was starting over, ending the current Exclusive Operating Areas, drafting a Request for Proposals (RFP), and look at other options about managing the system. The current system has been in place since January 1, 1981. The county EMS service will stay in place. Scott Powers from the county executive office presented the item and called it a critical part of its coordinated medical transport services. “These ambulance agreements expire in three months,” he said. EMS Administrator Steve Carroll said the ambulance system became statewide after 1980 with the EMS (Emergency Medical Services) Act, which created the health and safety code. “The LEMSA (Local Emergency Medical Services Agency) is responsible for planning, implementing, evaluating, and improving the local EMS system,” he said. “It includes prehospital services and relative specialty care hospital services, such as trauma and stroke.” An excellent example of the system and how it works is the coordination between the hospitals and the Covid-19 response. “We have an exceptional system of coordinated efforts responding

to Covid-19 during the extreme Covid-19 surge over the last few months,” Carroll said. Emergency physician Daniel Shepherd, the Ventura County Medical Services Agency director, said he oversees a patient’s care when they call 911. “That care starts when the call is first received by dispatch, and that’s the first link in our chain of survival,” he said. “We have an array of support and the Basic Life Support and Advanced Life Support level that provide care to Ventura County citizens. We have a high-functioning, collaborative and innovative system.” Powers interjected that one great thing the county offers is a healthy payer mix, which means that a portion of the payers are publically or privately insured. “The publically insured are individuals in Medical or Medicare,” he said. “The amount of pay that goes to their ambulance bill are nominal amounts. Anywhere between $300$600 for one trip. On the other side, there is the commercial element, and there is a strong amount of individuals in the county that have commercial insurance, which allows public insurance to be subsidized to some degree. It covers it from an economic perspective. Our rates are low when you compare them to other counties in the state.” The county also has robust local partnerships, and there is strong coordination between city and

county fire departments and EMS. The agency services the county with the closest resource, regardless of boundaries. “That needs to continue in order to be a highly efficient and functioning system,” he said. Powers said the county is looking at the Ambulance Provider Model, Alliance Model, and Fire Direct. “LEMSA manages ambulance contracts and the EOAs,” he said. “The Alliance Model allows the county fire department to lead, but maybe allow the city fire to play a part. The fire department contracts with LEMSA and becomes the entity that controls the ambulance by sub-contract and fire personnel. There’s another level there, but there is also an opportunity for improvement.” Fire Direct means the fire department stands up an ambulance service, and there is no ambulance contractor. “There are other modifications that we can explore as well,” he said. Going through an RFP provides the county the opportunity to capture the ambulance companies’ profits and reinvest that money back into the system. “How much money that is has yet to be determined,” he said. “It’s an interesting opportunity, and we need to look into that further. Competition always fosters innovation and improvement. It’s also transparency. It has been over 40 years since we’ve bid this. We are well aware of that, and we

want your board to understand that.” The Alliance model and Fire Direct offer unique revenue opportunities, and he said AB 1705 is “a unique revenue opportunity for public institutions that provide ambulance services.” “It will be enacted this year, and we won’t see the financial impact and the benefits of it for maybe another year or less,” he said. “We have good connections with Contra Costa Fire, and we are eager to contact them and get the information as the months’ progress.” Issuing an RFP does carry risks. “There is no going back in terms of manner and scope,” he said. “Once you disassemble it, you have to rebid and rebuild it and continually repeat it and rebid it,” he said. “That’s usually a 10-year cycle, and the county would assume considerable financial and medical risk to some degree. There’s also the risk that we won’t get a bidder, and we have to go back, rebid and readjust the RFP for that.” Not all RFPs provide the results that counties want to see. “Is the system broken enough that we should be pursuing this,” he asked. “It’s an important question and decision to be made. We will examine this further as we move on this year.” In November 2020, the Oxnard City Council withdrew from the Joint Powers Agreement with Ventura County that it agreed to in 1973 and stated that the action grants local control of the

ambulance transport provision. “They have made some assertions that were extended response times and limited ambulance resources,” he said. “There’s an issue with a private ambulance company running ambulance services and taking those profits elsewhere when they can be reinvested in the existing system. The city issued an RFP, and they are looking to start that service on July 1.” The City of Oxnard has sent the county letters opposing the approval of the ambulance service contract and said the county lacks the authority because of its withdrawal from the Joint Powers Agreement. Powers said the EMS Act from 1980 supersedes all the agreements. “We don’t see any legal relevance from the 1973 Joint Powers Agreement,” he said. “We’re adhering to the EMS Act in 1980 and don’t support fragmenting the system.” Ambulance response times in Oxnard are the lowest in the county, he said, and the proposed agreement increases coverage and response times. “We will be increasing ambulance units for this three-year extension, which is rare,” he said. “This is a short-term extension, but we have negotiated four units at peak hours, 12 hours, and one of them is in the City of Oxnard. It will speak to those response times and issues they may have. We have negotiated an additional ambulance unit for that city.”

I think he’s ready for a haircut anyway.” Cooper Hamilton said he heard about the event from his dad. “I decided I wanted to do it with him because I need a haircut, and I want to do this for fun,” he said. “One of my friends bet me $20 (that I wouldn’t get my head shaved), and when I told him that I was actually going to do it, he said, no, I didn’t bet.” He supports cancer research. “I want to help kids get treated and have a better life,” Cooper said. He admitted his new look is not permanent. “I’m going to let it grow out and keep it long,” he said. Mom Hayley Hamilton had no plan to shave her head. “I don’t have the courage to do that, and I’m not sure I want them to do it,” she said. “I have a lot of respect for what they’re doing and standing

in camaraderie with people who lose their hair for other reasons. I am proud of Cooper and my husband for doing this.” Alexander has friends who’ve lost kids to cancer, so every little bit that he does helps. “I always have such a strong emotional reaction when I hear these stories,” he said. He’s proud of his firefighters and said they’re always quick to get behind a good cause. “I don’t think there’s been any pushback or hesitation for all our guys to step up and shave their heads,” he said. He was a little worried about ending up with a cold head. “I’m going to get up and go for a run in the morning, so I’m going to have to do something to protect my noggin once there’s no hair on it,” he said. He was worried when his wife Hayley grabbed the clippers. “The last time she cut my hair was about 20 years ago, and from one side to the other, it was terribly uneven,” Alexander said. “It scared me a little bit that she was going to cut my hair

again.” He noted that firefighters did this for a good cause. “The kids that are going through cancer treatment don’t have a choice with something like this,” he said. “It’s poignant that we get to do this and maybe make it a little bit easier for kids if they see us with bald heads.” Fireman Nick Ketsleger had lots of hair, but he was about to be shaved for childhood cancer research. “The union brought this to us, and we decided to help,” he said. “It’s for a good cause. I like having hair, but for a good cause, I have no problem getting rid of it.” Nick brought a beanie to the event, so he came prepared to deal with a cold head. His wife is on-board with the event. “She’s excited,” he said. “My kids are probably going to be a little bit surprised. They’ve never seen me completely bald. It will probably take three months to grow my hair back.” Firefighter Ulises Castellanos from Oxnard Firefighters Local 1684 said the event marked day one of the three-day head-shaving events to

raise awareness for childhood cancer. “Saint Baldricks broke it up into three different days, and we have three different shifts at the fire department,” he said. “With Covid-19 regulations, it made it a little tough to get everyone together in one place.” The Covid-19 tiers relaxed a little bit, so things aren’t as bad as it was a month ago. “Our fire department crews can walk around internally because we are in our little bubble with no mask at the moment,” he said. “This is a closed event, not open to the public, and very few people are coming who are not with the fire department.” He’s getting his head shaved on Wednesday. “We live streaming on our Facebook page and drawing a little attention to this,” he said. “It’s a serious cause, but we’re doing our best to have fun with this.” After Firefighter Andrew Behrens got his head shaved, he was smiling and checking out the bald look. “It feels great, and it feels fast,” he said. “I’ve shaved my head before.”

Chief Alexander Hamilton got his head shaved and said that the answer is straightforward when you’re dealing with childhood cancer. “Cancer for firefighters is something near and dear to our hearts,” he said. “Unfortunately, cancer is something of an epidemic for firefighters. We understand the toll that cancer takes, and for kids to have to go through that, it’s unconscionable. Anything that we can do to help get rid of cancer, particularly for kids, we want to be part of that.” He said it’s easy to get on board and help the kids, but his wife is not happy about him getting his head shaved. “My wife is bringing my 11-yearold Cooper down, and he is going to shave his head as well,” he said. The city is currently in the middle of a general plan update, and there is an opportunity for equity, inclusion, and help from general plan policy. Assistant City Manager Ingrid Hardy introduced the item to the council and said the city’s internal operations currently include workforce graphic data, employee learning, development, opportunities, and challenges. “In June of last year, the staff presented to the city council an organizational initiative entitled “Moving TO,” which is short for moving towards the future new processes and fresh paths,” she said. “Workplace transformation is one of the three focus areas for this initiative. The objective under this focus area is the continual transformation of the organization, and its culture, with emphasis on employee action, retention, engagement, development, and sustainable longterm operational efficiency.” Thousand Oaks has a reputation of being an employer of choice; the city hopes to evolve and improve to retain its talent in the organization and attract the best and brightest people. Human Resources Director Tim Giles offered information on city staff, and public interaction is one at a time, and they hear about the greater interaction they have with staff one at a time. “It lacks that understanding of how our staff, in total, is performing in what they’re doing,” he said. “With gender diversity, our staff is 44 percent female. The California workforce is comprised

of 45 percent female. We track each employee with the statewide numbers on gender diversity within the workplace.” The ethnic diversity within the workforce includes 58 percent white employees, 28 percent Hispanic, 10 percent Asian, and two percent African American. “When we compare that to our community and the demographics we have in the City of Thousand Oaks, we see that the minority community is well represented in our workforce,” he said. “The community is approximately 17 percent Hispanic, and 28 percent are within the city’s workforce. There are nine percent Asian people in the community, and 10 percent are within the workforce. African Americans are one to two percent within the workforce.” He said the metrics prove the city is open and diverse to hiring candidates, and the focus is hiring the best candidate without regard to whatever background they bring. “It’s always a good thing for us to be able to say that our workforce really reflects the diversity and richness of our community,” Giles said. “We seek that diversity because of the differences in backgrounds, experiences, history, and cultures. When that is brought in, we are able to come up with better and more comprehensive recommendations for the community.” With all that said, Giles said there are challenges and opportunities to improve the city, and it wants to achieve diversity at all levels within the organization. “Across divisions and departments, we want to see that kind of diversity achieved,” he said. “As we are able to bring that diversity of thoughts into each of

our work-units, we believe that it will improve the services we provide to our community.” As the city examines improvement opportunities, he said they’ll start with their recruiting efforts. “One of the things we seek to do is bring in a diverse but highquality candidate pool,” Giles said. “We’re looking to maintain the best-qualified candidates that we can within our workforce. One of the ways that we can attract highquality candidates is based upon the reputation the city has. The city is known for its diversity and a number of positive aspects that make it a favorable place to work.” Regardless, the city examines its approaches to employment and understands it can eliminate unconscious bias. “We’re looking at techniques that we would be using to help the hiring managers develop a more robust and broader pool of candidates from which to choose from,” he said. “We’ll be training our hiring managers to focus on the cultural fit to complement technical competence. We have seen the situation where you can bring in the person who knows and understands how to do the job best, but if they don’t fit in the culture, you end up with a detrimental situation that you have to deal with. We want to focus on a culture that values inclusion and values participation.” Once someone is employed, Thousand Oaks turns its attention to employee development. “Communication is a focus of their performance,” Giles said. “We focus on supervisors who communicate with employees and are open to communicating

with co-workers and supervisors. It’s that communication that allows a diverse workforce to contribute in a meaningful way. If that communication is not there, employees don’t know what they’re doing that can help them get ahead or what things they have left out. With that communication, we focus on ways employees can be more successful in the organization and identify opportunities for advancement.” The city also focuses substantial resources on technical skills, development, and outside courses that help employees develop the skills they have and a higher education level to make them qualified for higher-level positions. “We’re also constantly looking for opportunities where an employee can reach above their current job assignment and, for a period-of-time, do a stretch assignment, do another person’s job and learn those skills,” he said. “They become more valuable to the organization and be ready to step in when opportunities arise. Within the last year, we launched a program with the city, iEvolve Thousand Oaks. That’s a comprehensive training platform, and we’re focused on e-learning. These are video courses available to the employees at their desk, home, their cellphones, as well as developmental opportunities onsite.” There are over 12,000 video courses available to Thousand Oaks employees. “They can develop their skills or fill any gaps they may have, based upon their needs and what they have identified and what their supervisors might suggest for them,” he said. “Over the last year,

over 12,800 of these courses have been viewed by our employees. People are taking the opportunity to use this platform to assist them to develop their skills and make themselves more valuable to the organization and give them better opportunities to advance within the organization.” Giles said the City of Thousand Oaks has a team mentality and always pulls together. “It shows that respect is there,” he said. “Over the last year, we have witnessed some challenges with respect to this. We’ve seen the societal divisiveness that we watch on the news or see in society. We look at the pandemic response and how it has put an undue burden on employees and the rest of our community.” The city continues focusing on getting back to a culture where it’s natural for all employees to belong in the City of Thousand Oaks. “We think that an achievable goal,” Giles said. “It’s the ultimate goal of a diversity and inclusion program. Develop a sense among employees that they belong and can contribute.” The city rolled out with its statemandated harassment prevention training through the iEvolve platform. “It allowed us to adopt a progressive curriculum addressing bias prevention on a wide range of sensitive topics, including race and gender identity,” he said. “In the training I have seen over my years, working with municipalities, I have never seen a curriculum that has addressed diversity and inclusion as well as that program did. It gave an eye-opening opportunity for our employees to see things they haven’t seen in other opportunities.”

SENIORS 805 COVID-19 vaccines: Finding the right facts By Marian Wright Edelman FOUNDER AND PRESIDENT EMERITA I learned my first lessons about injustice and health growing up in segregated Bennettsville, South Carolina. I remember being awakened in the middle of the night after a Black migrant family’s car collided with a white truck driver’s vehicle on the highway in front of our church parsonage, and the horror I felt when my Daddy, siblings and I witnessed the white ambulance

driver and attendant arrive on the scene only to leave behind the seriously injured Black migrant workers after they saw that the two white drivers were not hurt. I also remember my parents’ and church members’ sadness over the senseless death of little Johnny Harrington, who lived three houses down from our church parsonage and who died after he stepped on a rusted nail because his hard-working grandmother didn’t know about the need for or have the money for him to get a tetanus shot. The sorrow

and outrage I felt as a child helped shape my life’s work. Way before and through the Civil Rights Movement it was always clear that health care was one of the basic rights for which we were fighting because it could mean life or death. The COVID-19 pandemic has put the life or death consequences of our nation’s enduring health disparities on full display. Black, Latino and Native Americans and low-income white families, including children, are getting sick and dying at disproportionate rates. Now that COVID-19 vaccines are available, making sure communities of color have ready and equitable access to them is critical. And despite a dark history of past mistreatment

and distrust in the health care system, Black and Brown communities must not let any untrue rumors or fears about vaccines today make these deadly disparities even worse. We must all do our part to educate ourselves and share the right facts.

A group of Black experts led by Dr. Thomas A. LaVeist, a medical sociologist and the dean of the School of Public Health and Tropical Medicine at Tulane University, and Dr. Georges C. Benjamin, a physician and the executive director of the American

Public Health Association, published an op-ed in The New York Times sharing their own confidence in the research showing the available vaccines are safe and effective. They write: “We are among 60 Black members of the National Academy of Medicine, the premier health science organization in the United States. Together we are scientists, doctors, nurses, other health care professionals and public health experts. We feel compelled to make the case that all Black Americans should get vaccinated to protect them-

NEWS Money approved for Oxnard park maintenance By Chris Frost Oxnard-- The Finance and Governance Committee, March 23, approved additional funding for city park maintenance across the entire city unanimously.

AYOR John Zaragoza requested the funding, $300,000, for the maintenance that will come from the available fund balance. Assistant Public Works Director Steve Howlett presented the item to the committee and said the city maintains 54 parks, 34 with the general fund money, two from Measure O, and 18 with money from the special districts. During the fiscal year 2019-2020 budget, cuts included reducing 12 ground worker positions, plus decreased contract services and water usage. The city currently mows the parks monthly. “Increasing the service levels at the parks will require

weekly mowing, additional labor, and support, which the parks division currently does not have,” he said. “In addition to the cuts we experienced, there was also a decrease in equipment due to use and age of the equipment.” At one time, the city had four 60-inch deck mowers, and currently, they have zero. “It is recommended that we contract the weekly mowing of all 33 general fund parks,” he said. “One of the general fund parks is a beach and does not require any mowing. A conservative estimate to mow all the city parks is $100,000 per month. The total cost of these maintenance services is not to exceed $300,000 from April 1 until June 30, 2021.” During public comments, Manuel Herrera supports Zaragoza’s request and said it is money well spent. “If we appropriate this money now, our kids and families can enjoy the parks,” he said. “Especially since they have been couped up in homes due to Covid-19. Let’s get our kids away from the computers and allow them to

enjoy the beautiful Oxnard weather. I have reviewed the video on this item, and I don’t see a downside.” In committee comments, Zaragoza said park maintenance is developing a 20212022 budget to get approved. “Council members, I have received numerous calls regarding the need for the parks to be brought up to a useable condition,” he said. “Resident concerns have been brought about due to

The children have been behind closed doors causing kids to become glued to their laptops, siblings fighting, and parents complaining about their kids complaining about wanting to go out and play at the parks. Many of our youth are obese and overweight and showing signs of illness. I did some research and found that kids at parks are happier. It helps with mental health and can reduce stress

and depression. They develop self-esteem.” Outdoor exercise impacts the brain positively, he said, and Vitamin D levels go up. “It’s called the sunshine vitamin,” Zaragoza said. “Vitamin D helps tremendously for depression, heart attacks, and even strokes.” Committee Member Gabriela Basua acknowledges the item is out of the norm but loves the action. “It is great,” she said. “It’s

definitely needed. Mayor Zaragoza, I appreciate your leadership.” She wants to know where the money will come from. “The funds for this will come from the general fund reserve,” City Manager Alex Nguyen said. “The phrase “a downpayment from Measure E (mentioned by Manuel Herrera) is just an expression.” Committee Member Gabe Tehran asked Howlett to explain the appropriation amount versus the bid contract amount. “This project is currently out for bid, and it closes on March 31,” Howlett said. “With the timing of this committee meeting, we had to ask for a heavy number. Anything that’s not used will be returned to the general fund. We have started the process of the other contracts, including next year’s maintenance of the parks. That’s currently out to bid and will be closing on April 8. This will become part of our budget discussions.” The item will move forward to the full council.

Thousand Oaks study session examines fees Thousand Oaks-- The city council, on March 16, held a study session on the draft citywide user fees, fines, penalties, rates, assessments, and development impact fees. The study session identified what a user fee is and other fee types in the user fees manual.

It also provided a document overview to develop the staff’s user fees manual and the fee changes for the next two fiscal years. Finance Director Jaime Boscarino introduced the item to the council and said the draft includes 256 fees with approximately 650 subcomponent fee items.

“These comprise development-related user fees, as well as non-development user fees,” she said. “The draft user fees were presented to the Finance Audit Committee for review and discussion on March 8.” A user fee is different from a tax, and in November 2010, the public voted on and approved proposition number

NEWS Munis software promises budget accuracy By Chris Frost Oxnard-- The discussion about the city’s new Tyler Munis Enterprise Resource Planning Software System continues with a discussion about special districts

OUNCIL members received an update about the city’s new Tyler Munis Enterprise Resource Planning Software System (ERP) on March 16 and learned how the proposed changes to the city’s chart of accounts will make the city more efficient. Assistant Chief Financial Officer Donna Ventura said in the current chart of accounts; each special district is its own fund. “In the new Munis structure, all special districts will be in one fund, but each district will be its own program,” she said. “There isn’t much difference between fund and program. You’ll still be able to produce all the same information that we produce today for the fund as a program, but it helps organize the information better because it’s truly a group of programs that are related to one fund.

In the new structure, we have about five funds that we’ve identified that have these programs associated with them.” When the council approves budget appropriations for every fund, she said what will look a little different is the council will approve appropriations for 48 funds plus 73 programs. “Think of it as an extension of the fund,” Ventura said. “The sixth segment is the object, and that is one segment rather than three, and represents the assets, liabilities, revenues, and expenses that is reduced down from 1,100 to under 500 in the new file chart. We’re reducing and eliminating a lot of redundancy in the accounts.” The list of projects currently sits in the general ledger chart of accounts in HTE, the current software system, but in Munis, projects will reside in a separate module called the project ledger. “All of those project codes that are constantly changing, the chart of accounts in the general ledger should be fairly static, but you shouldn’t have a lot of changes in the general ledger,” she said. “It’s meant to be higher-level summary information. In Munis, all of our projects will be housed in

the project ledger, and the project gives us more flexibility and functionality of how we manage our projects and the level of detail of the information we report against those projects. The information will get summarized and linked to the general ledger at the general ledger object summary level.” In Munis, you can’t override a budget warning. “It will not be able to be processed,” she said. “You have to go in and get your budget adjustment approved, and then you can proceed with your transaction. However, there is this budget rollup code that allows you within an individual division and fund to look at the budget in aggregate across a number of accounts. It would not require a change in budget appropriations because it’s all within the same fund in the same division. Let’s just say that you have several different accounts that budget available in one account, but not the other. Rather than forcing you to do an administrative budget adjustment just to move budget between these two accounts, Munis will look at the overall budget for that group of accounts. As long as there’s sufficient budget, the transaction can move forward.”

In Munis, the city is designing all the operation and maintenance accounts together under a budget rollup code. “For every division and fund, you’ll be assigned a code that represents a budget rollup code,” she said. “For a transaction that is being processed in those accounts, the system will look to see whether or not there is a budget.” Other accounts, like salaries and benefits, she said, the utility expenses and fixed charges, indirect costs, or internal service fund allocations, will not be included in the budget rollup code. “It will all be checked at the individual account level,” Ventura said. The Munis system, she said, is a big improvement in the administrative burden of processing a lot of budget adjustments. “It will also improve the accuracy of how things get coded,” she said. “It takes away the incentive for people to potentially code their item to an account that has a budget available. There’s no reason to do that under this setup because we want to make sure all expenses get coded to the proper account for analysis purposes. That will improve our budget accuracy going forward.”

Ibarra charged with resisting arrest and firearm possession Oxnard-- On March 20, at approximately 11:07 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a suspected traffic violation at Fifth and B streets. After the vehicle yielded, 18-yearold Oxnard resident Andres Ibarra fled from the traffic stop, and an officer pursued Ibarra on foot. As Ibarra fled, he was seen holding the area around his waistband. He led the officer on a lengthy foot pursuit but was ultimately apprehended. Officers retraced the route Ibarra ran and located a loaded firearm. Officers arrested Ibarra for delaying a peace officer and carrying a loaded gun, and not being the registered owner, a felony. council. “As mentioned, there are seven exceptions to Proposition 26,” she said. “The first exception is for a specific benefit or privilege. An example is a fee charged for a restricted parking permit. The second exception is for a specific government service or product, and it’s a charge only paid by individuals requesting that service.” The regulatory charge’s exception is a charge to a specific business, like a taxi operator. “Staff incurs costs to make sure the business meets regulatory requirements and issue licenses,” she said. “The fourth exception is user charges, which is a charge for the use of or entrance to government property. The fifth are fines and penalties, parking citations, for instance, and the sixth is developer charges imposed as a condition of development.” The seventh assessment is benefit assistance and property-related charges. “The fee must be based on the cost of service provided,” she said. “The government cannot make money off of fees; we can only cover our costs.”

The fees cannot be arbitrary, and there has to be a basis for charging the fee. “They are important concepts to remember when we are studying fees,” she said. Fiscal sustainability permeates through the city, she said, and it is no different with user fees. The city council’s goal of adjusting fees bi-annually is full cost recovery. She said the city aims to ensure that fee revenue provides a user with specific benefits or privileges covering the city’s cost to provide those services to residents. “For any fee that is not set at full cost recovery, we are thus relying on taxpayer revenues to subsidize the cost of those services,” she said. “That leaves less tax revenue for services that benefit the community.” The city performs a cost-of-services study periodically, and the staff issued a request for proposals at the end of 2019. “Our evaluation committee comprised of staff from multiple departments, evaluated the qualified proposers, and selected Woolford Consulting, based on the experience,

expertise, quality, references, price, and familiarity with our city services,” Boscarino said. The cost of services study for the building will be completed before the next user fee study in 2023. “The city has been without a building official for the past year,” she said. “Because of Covid-19 compliance obligations, the staff thought it was best at this time to postpone the study on the building.” Over the course of time, she said, things may change when it comes to how the city provides services. Staffing levels change, technology changes, processes may become more efficient, and regulations change. “It makes sense over time to perform a new cost-of-services study,” he said. “The study is performed by a consultant that is experienced in calculating the cost-of-services and is aware of legislative changes and requirements. NEWS Camarillo seeks community input on roadway safety issues Camarillo-- The City of Camarillo is seeking community input in developing a Local Road Safety Plan (LRSP).

HE LRSP will be used to analyze safety data such as roadway geometry, collision trends, and traffic violations on local City roads to develop countermeasures that can most effectively address the safety

issues that contribute to collisions. The LRSP offers a proactive approach to addressing public streets’ safety needs by providing a framework for residents, stakeholders, and City staff to identify, analyze, and prioritize roadway safety improvements on City streets. The LRSP is a safety planning process that uses a systematic data-driven analysis to proactively address local roadway safety needs, evaluating input from multiple key stakeholders.

The LRSP outreach process will include engaging stakeholders from the five E’s of Traffic Safety: Engineering, Enforcement, Education, Emergency Response, and Emerging Technologies. The LRSP will be consistent with California’s Statewide Strategic Highway Safety Plan (SHSP) and provide grant funding eligibility through the Highway Safety Improvement Program (HSIP). The ultimate goal of the LRSP is

to develop a list of countermeasures that can be applied systemically across multiple locations to reduce fatalities and injury collisions proactively. The LRSP is anticipated to be complete by the summer of 2021. The plan will be reviewed by the Transportation & Infrastructure Committee, followed by a Stakeholder Working Group meeting, Public Engagement Meeting, and ultimately to the Camarillo City Council for adoption. The final

plan will guide the development of specific improvement projects to be implemented by the Traffic Engineering Division or through a future 5-Year Capital Improvement Program. Gang members arrested for possessing a firearm Oxnard-- On March 23, at approximately 5:30 p.m., Officers from the Oxnard Police Department Special Enforcement Unit (gang unit) conducted a traffic stop of a grey Nissan Altima in the 900 block of Kimball Road, Ventura. Officers contacted four subjects in the vehicle; two female occupants, Mark Hernandez (20yrs) and a male juvenile (15yrs), all Oxnard residents. Hernandez and the male youth are known criminal street gang members within the City of Oxnard, and both are currently on probation within the County of Ventura. The male juvenile is a prohibited person from possessing firearms and ammunition due to prior firearm arrests, assault with deadly weapon arrests, and was released from custody under SB 439 about a shooting that he committed at the age of 11 or 12.

During the vehicle search, officers found a loaded non-serialized P80 (Glock Style) 9-millimeter semi-automatic handgun concealed in the passenger compartment. P80 semi-automatic handguns are commercially sold incomplete and without serial numbers. They must be further manufactured to make them functioning firearms and later serialized. Both Hernandez and the male juvenile were arrested for various firearm and gang-related charges.
