Oxnard endorses opting out of the Microenterprise Home Kitchen Operations By Chris Frost chris@tricountysentry.com Oxnard-- The City Council, July 29, authorized Mayor Tim Flynn to send a letter to the Ventura County Board of Supervisors and recommend they opt out of the Microenterprise Home Kitchen Operations (MEHKO). The Housing and Economic Development Committee approved the action on a 2-1 vote. Moorpark and Thousand Oaks have

discussed this issue, and both cities decided to opt-out of the program. This program began with AB 626 and AB 377 and allows direct food sales to consumers from home-based kitchens if you are a home cook. These kitchens can operate from single or multi-family homes, and those homes can be either owned or rented. The Ventura County Board of Supervisors gets the option to opt-in or out of the program. The bill decriminalizes and sets limits

We need the tax increase By Chris Frost chris@tricountysentry.com Oxnard-- Maybe you didn’t notice, but the neighborhood cleanup this weekend is a classic example of why voters need to pass the sales tax increase for Oxnard this election day.

D

ON’T get me wrong; community-led initiatives are a beautiful thing. In Oxnard, plenty of people love getting involved. It shows pride and a sense of ownership. The city is unkept and has issues because of a tough budget, and this community cleanup addressed problems that a short-handed and lean city crew can’t. If you have pride, let them fix the revenue problem and then fix the areas that need help. City Manager Alex Nguyen took action on June 11, and the council voted to send a 2 percent tax increase to the voters. Honestly, if you want to look at the problem in its entirety, this tax increase need started years ago. There are people out there complaining, but when you point the finger at Oxnard and its executive leadership team, three fingers point back at yourself. Let’s start with the audits, where the past was riddled with a lack of controls. The city also decided

NEWS Molina and the treasury staff navigates challenging times By Chris Frost chris@tricountysentry.com

“If we don’t invest every dollar that we can, we’re losing money, and we don’t want to do that,” Molina said. “In the past, you’ve seen that we’ve invested as much as 97 percent of our idle cash. You’ll notice this time that we’re down to 68 percent.” After discussions with the city’s investment brokers, and local brokers at the Lion’s Club, Molina said the current market is artificially depressed for the investments it can buy. “For the purposes of trying to provide the market incentive, the president has identified that fed funds can’t charge more than .002 to 0 percent,” he said. “The Fed funds are overnight funds that banks and governments use to cover their cash shortages on a weekend and nightly basis. The rate floats up and impacts the GSE (Government Sponsored Enterprises) and other instruments we are in the market for.” The goal is understanding what will happen in the next 100 days, and how that will impact the rates. “Some of the brokers, the guys with the crystal ball, are identifying that the rates can increase substantially, from .002 to 3.8 percent and higher by the end of that time period,” he said. “That depends upon the results of the election.” The city is trying to decide if

HE pooled cash report requires monthly reports, and the council is the board for the cash the city invests. The city prepares investment reports each month that provide the details. The government code requires, and the council approved, an ordinance requiring the report to come to the council once a month. Molina kept busy making the city money early. He was online at 6:30 a.m. and put a bid in on two financial instruments and bought them at 6:40. “I’m a little groggy after being in the market since then,” he said. “What you have before you is a continuation of the report you had last month and the month before.” The city’s goal is to invest 100 percent of its idle cash. That holds especially true right now because the city is earning .004 percent interest in its investments.

they should invest in the lowinterest rates for the four-year period-of-time, or hold more cash and maintain its liquidity. “When the market starts to upswing, then we can get into the

higher interest rates,” he said. “I’ve shared with you the calculations and the potential for loss if we lock in too much of our cash. That’s the reason why we’re at 68 percent.” The report was for June 30, Molina said, and in July, the city paid out over $21 million of the unfunded actuarial liability for CalPERS. “We needed to keep that cash available, and we’ve done that,” he said. “You’ll notice with the July report; you’ll notice that the 68 percent has been improved again, and we’re at 77 percent. We plan to increase it to better than that.” The city’s general fund bank account, as of June 30, sat at $87,013,365, and the successor agency sits at $7,631,549. “Workers comp and parking citations are the minimal amounts needed for those obligations,” he said. “The total cash in the bank is $94,779,413.” The city has invested $289,194,757 in June 2020. The face value of those investments is $189,195,000. The market value is

$189,548,110,” he said. “We always want to be sure we have enough cash to pay our bills. In our calculations, under normal conditions, it should be $3 million to $4 million. “We’re not in normal conditions,” he said. “We have sales tax issues we have to worry about, the loss of business license revenue, and maybe delayed property tax payments. We want to maintain a level of cash to cover our operations during this difficult time. Everyone hopes it will turn around soon. The earned interest this month is about 1.58 percent,” Molina said. “A couple of years ago, that interest yield was at over 4 percent. The gain and loss is the difference between the cost of the investments and the market value. If we had to liquidate all the investments today (June 30), and we were able to get the market value, would we gain or lose money? In this case, we would gain $353,363 above the $189,194,757 we paid for the investments.” The item was a receive and file only and required no action.

Council approves purchase order with Famcon Pipe and Supply By Chris Frost chris@tricountysentry.com Oxnard--The City Council took action during its July 29 meeting and approved a purchase order with Famcon Pipe & Supply for essential and critical spare parts and supplies for the Water Division. The $367,282 purchase order will bring critical water distribution and treatment spare parts and supplies for the Water Division during the COVID-19 pandemic period. The water division maintains 563 miles of water main, ranging from four to 45 inches. They also manage 5,787 fire hydrants, six blending stations, and a desalter treatment facility. They need adequate repair and supply parts to ensure uninterrupted service and safe, reliable, potable water and fire protection. The water division had purchased spare parts and supplies from, Famcon, CED/ Rypal Industrial Solutions, J.L. Wingert, USA Bluebook,

Harrington, Hach, and Saf-T-Flo. The city wanted to make sure it had 4-6 months of supply material to get them through the stay at home order. Omar Castro from the water division presented the item to the council and said the water division historically uses local vendors as a warehouse source for supply material. The city started feeling the impact of Covid-19 back in March, and they still feel its effects. “We were notified by several local vendors that some of the critical repair parts, supplies, and services may be impacted by closures set forth by the governor’s office,” he said. “This impacted our ability to get material, some chemical supplies, and there was an extreme delay in shipment.” Castro received notice from the California State Water Resouces Control Board that said the city needed to make sure it had enough chemicals and materials while prioritizing and keeping a potable, safe, and reliable water supply for its customers during the pandemic. “The major purchase was from

Famcon Pipe and Supply because we have large diameter pipes,” he said. “At the water treatment facility, the desalter produces ultra-pure water, and those materials have to be stainless steel material.” The funds are appropriated and available in the water operating fund 601. “We’ll use the remaining funds from the fiscal year 2019-2020,” he said. Councilman Bert Perello asked how long it will take to get the equipment after the purchase. “Some of these purchases were made after we were notified by the State Water Resources Control Board,” Castro said. “We have them in our possession.” City Manager Alex Nguyen said the staff purchased the items because of the urgent need and because it was about water. “I told them they still had to get it ratified,” he said. The items are at a secure location, which deters theft, and heavy. “It would take a large piece of equipment to move it,” Castro said. “We also have added security at our water facility.” The item passed unanimously.

Communications Manager Katie Casey was at the corner of Patterson Road and Doris Avenue, and she attacked a lot of dead bushes with clippers brought by City Manager Alex Nguyen. “We’re trying to clear the walkway for all the residents who use this for their morning walks and runs,” she said. “I’m well prepared for this. I’ve done some weight training before, but I am definitely ready for some work today. This is all residentdriven, and we’re out here to assist them today.” Nguyen was one of the first people at the spot, so she rallied around him, and they kept busy on their mission. “We’re going to clear off the first part of Patterson, and the police department is going to pick up where we leave off,” she said. After the event, she avised using Epsom salts. “It’s good for sore muscles,” she laughed. “We’re grateful for the men who organized this and got us all out here. They gave us different parts of the city to attack. Different Neighborhood Councils stepped up, and they had their own cleanup events throughout the weekend.” Nguyen lives close and said as he dives by, he saw the challenge. “You see these weeds, they go all the way down,” he said. “Patterson is really long. We’re not just pulling them; we’re digging them out, so we can get as much of the roots as possible. I like the challenge. It’s like yard work. When you see the end result, it’s great, but this is a long stretch.” He brought the Recreation staff,

along with Casey and one police officer supervising. “Tomorrow, there’s a team of police officers and their friends and family coming, and they are picking up where we left off,” Nguyen said. “We’re going to do our best to do half of this. Otherwise, we’ll be embarrassed.” Recreation Leader Elsie Lopez spoke for her team of scholars, and she said they were having a blast. “It’s good for us to be out here helping the community,” she was. “We’re truly enjoying this. It’s their day off; this is all volunteer work for us, and it’s a good thing that we’re doing this. We’re building teamwork skills and working together. Not just with our scholars’ program, but the whole recreation program.” Since it is summer vacation, Lopez said she couldn’t get as many scholars as she’d hoped. “We were able to get a few,” she said. “I was pulling a weed and fell. The weed won that battle, but we were able to take it out.” Deputy City Manager Shiri Klima and her team made a difference at the corner of 7th Street and Ventura Road. Assistant Police Chief Eric Sonstegard picked the location. Klima is a new mom, and she enlisted her parents as babysitters. “We’re part of this community, and we have to be here,” she said. “The city, unfortunately, doesn’t have the resources to do this. The residents have to do it, and we are a part of that team.” She predicted a lot of sore muscles by the end of the day. “They might be in shape, but I’m not,” she said. “Everybody is doing what they can do and pitching in. We don’t have this planned out.”

The group planned to get 7th through 9th streets cleaned up. “We’ll do the best we can,” she said. “We don’t have power tools, or otherwise, we’d be trimming the bushes down and making them look nice. We’re cleaning up, sweeping, and there is a lot of trash.” Sonstegard kept busy with a broom, and he got the sidewalk looking nice. “We don’t have a lot of equipment here, so we’ll pick up trash, pull weeds, and do what we can,” he said. “I brought my son, so it’s always good to show him a little hard work, elbow grease, and a good work ethic. There are 200,000 people in Oxnard, so if everybody did a little something, we’d make a big impact on the city.”

Human Resources Director Steven Naveau said he’s put on a few pounds because of the pandemic, so the activity is a good thing. “I love to get to get out and volunteer in the community,” he said. “It would be nice to have more people, but we’ll go with who we have. Shiri said this is where we are going to be, and this is near where we live, so I said alright. I’ll come over. I’m always willing to do this. The call went out that we were doing these cleanups, and it’s always fun to volunteer with people you know, work with, and live near.” Planning and Sustainability Manager Kathleen Mallory came to help and hang out with the awesome people who work for the City of Oxnard.

What if every resident was like Marvin Boos and Michael Mercurio, who organized the cleanup, this weekend, and tried to make their little corner a better place, you know, just for a change? The problems will stop. If you have an issue, call your councilman and talk to him. If he or she blows you off, get behind someone you believe in, and make the council member who didn’t help you become a former council member. That’s what we do here in the United States. I’ve seen it work, and it can work in Oxnard.

NEWS Host Compliance to manage short term rental ordinance in Oxnard By Chris Frost chris@tricountysentry.com Oxnard-- The Oxnard City Council, July 29, approved Host Compliance as its enforcement company for short-term rental (STR) properties in the city.

T

HE agreement also sets in place fees for the STRs and gives the city a new revenue source. In the past, STR revenue was paid voluntarily. The fees for a short-term rental will include $280 for prequalification, $1,315 for the permit issuance, and a $283 business license fee for the first three bedrooms. Extra bedrooms will cost $20 per bedroom. The annual renewal fee will be $810. Part two of the application requires the homeowner to submit a floor plan of the property and a nuisance plan and client agreement certifications. They must also show proof of insurance, Transient Occupancy Tax registration, and proof of a business license. Then the property gets inspected, and if all goes well, the city will issue a permit if they meet the separation requirements and do not exceed the five percent cap. Property owners within 300 feet of the STR get notified of the permit. The fee pays the entire cost of the Host Compliance contract if there are at least 250 short term

rentals. According to the company, there are approximately 340 short term rentals in Oxnard. On June 26, 2018, the City Council established financial management policies when they adopted the budget. Subsection B of Section III in the policy requires that the full cost of providing services for private benefit be recovered through user fees and charges. Short term rentals have grown in number in Oxnard. Homeowners had a transient occupancy tax they paid voluntarily, but was inconsistent. Neighbors complained vehemently about the short term rentals and the loud parties, parking issues, the number of people at the rentals, and condition they left the properties in as they moved on. The city undertook many public meetings to vett this item, and the majority of the public wanted those renters to stay at a hotel. Associate Planner Paul McClaren presented the item to the council and said Host Compliance best met the city’s requirements and the City Attorney’s office. “Host Compliance will create an Oxnard STR web page that will include information about shortterm rentals for anyone seeking that information,” he said. “It will include a 24-hour hotline number and an application portal.” Host Compliance professionals will staff the hotline, document

The company will also contact the property owner. “The portal also allows applicants to submit applications online,” he said. “This will require that all documents be uploaded, or the application won’t be accepted. It will also timestamp the applications to when they are submitted.” Host compliance will monitor all online STR platforms, he said, like Air BnB’s and all the different STR platforms. They have algorithms that search the different websites and identify STRs in the city. “By identifying those addresses and exactly where they’re located,” he said. “We can then verify whether they have permits and look at their advertisements and determine if they have the appropriate requirements from the ordinance on their advertisements, like how many rooms and how many people can stay. There is a three-night minimum stay. The business number and the permit number are all a requirement that would end up being on those advertisements.” If someone complains about a location, Host Compliance will start a case file for that STR and follow the required nuisance response plan; the STR applicant submits to Host Compliance. They will contact the owner to take the appropriate action to resolve the issue. The STR owner has 30 minutes to fix the problem. If that d o e s n’t happen, t h e

company will turn the case over to code enforcement or the Oxnard Police Department. “The city will also have the ability to look, every day, at any case if they began the night before and determine if it is an actual nuisance complaint and if it qualifies as a strike under the ordinance,” he said. “That could mean that we send code enforcement out to issue a citation. There are processes here that Host Compliance will help us to work through, to get code enforcement to regulate and apply the citations. or any other elements in the STR Ordinance.” Host Compliance will monitor rental activity, how many nights the property gets booked, which helps them comply with the threeday and 100-day minimum and maximum each year. They will also track Transient Occupancy Tax payments and fraud if it arises. “We’d be able to identify that through the website and the efforts that Host Compliance does for us,” McClaren said. Before public comments, Councilman Bert Perello asked if the ordinance covers the Americans With Disability Act requirements, and said people who have disabilities have expectations. If they get upset, they’ll look at agencies, like Oxnard, that have deep pockets. City Attorney Stephen Fischer said the city does not operate the STR and is only the permitting authority, and the person operating the STR is liable. James Aragon said during public comments that he’s stayed at plenty of Air BnB’s, including a beach house in Oxnard. “I’ve never had a problem with neighbor complaints or the owners of the property renting them out, whether it was an individual entrepreneur renting it out or a large business,” he said. “It’s disappointing that three-quarters of these businesses wouldn’t be able to operate under these regulations. I read the code, and it’s quite onerous.” Pat Brown said she couldn’t imagine using large homes by the beach as a business. “It gives me the willies,” she said. “If I rented one and found out, parties were going on all around me all the time and there was not enough parking I would get very, very aggravated. I can’t imagine there is enough parking. That’s the

only reason why people rent a place at the beach. To have a wild party.” During council comments, Bert Perello said, “a tremendous amount of work” went into the contract and fee structure. “I represent the area, and when the short-term rentals impact a neighborhood in the matter they impact this particular area of Oxnard, they have changed the neighborhood’s makeup,” he said. “That is what’s generated the hot button issues. I’ve had personal experience with seeing what is going on. Unfortunately, it’s exacerbated by Covid-19. People come in; social distancing is out the window, facemasks are out the window, and people who mention stuff are accosted. You’re coming into my neighborhood; people are trying to maintain safe distances, and you come in and expose us to what you are bringing in.” His concerns center around who will manage the three-day limit for renters, whether or not they partner with other renters to bypass the situation and if the problems are addressed in real-time. Kyle Salonga from Host Compliance said his company will address any issues 24/7 and has a live hotline. “We’ll call the host to deal with the issue within the 30-minute timeframe or 15-minute timeframe after certain hours,” he said. “We’ll contact the owner and contact the complainant to see if the issue has been resolved. All the time, we are trapping the data back into the platform, so your code enforcement can see that. A lot of times, there are three strikes and you’re out policy.” Perello asked about sharing data with the public, and Salonga said the information does not get shared with the person violating the rules. “That get’s shared with the city staff,” he said. “That’s your data, and you can do with it whatever you wish.” Typically, it’s not shared with the public.” Perello asked what happens if there is a problem at a STR, and the owner is out-of-state. McClaren said the ordinance resolves that issue. “The person on the nuisance response plan has to be within 25 miles of the property,” he said. “Anybody living out-of-state will have to hire a management company.”

NEWS Craig Brashear arrested for attempted bank robbery Oxnard-- On Thursday, Aug. 6, 2020, officers responded to a report of a bank robbery in progress at the Wells Fargo Bank, located in the 400-block of E. Esplanade Drive, in Oxnard.

HE suspect, Craig Brashear, claimed to have a “bomb” and demanded an undisclosed amount of money from the bank teller. A bank employee immediately retreated from the counter and called police to

report the incident. Responding officers contacted and detained Brashear as he was fleeing the business. Brashear also claimed to have placed an explosive device on the roof of the bank. The Oxnard Police Department Unmanned Aerial Vehicle (UAV) was used to search the roof for possible explosive devices. No suspicious devices were located in the area. Police arrested Craig Brashear for attempted robbery of the bank and the malicious informing of a false explosive device. A records check revealed that Brashear has multiple prior bank robbery convictions.

Oxnard-- On Aug 11, 2020, at approximately 7:50 a.m., officers from the Oxnard Police Department and EMS personnel responded to a single-vehicle traffic collision in the area of Ventura Road south of Wagon Wheel Road. Officers determined that a 49-year-old male of Oxnard driving a 2003 Toyota Tacoma pickup truck was traveling northbound on Ventura Road. For unknown reasons, the driver veered off the roadway onto the center divider. The vehicle then struck a support structure for the train bridge located on Ventura Road south of Wagon Wheel Road. The driver sustained critical injuries and was pronounced deceased at the scene of the collision. Traffic inves­ tigators have taken over the inves­ tigation. It does not appear that alcohol or drugs were involved. The bills also call for environmental health inspections every year and to serve no more than 30 meals per day, 60 meals per week, or $50,000 in gross annual sales. “The City of Oxnard can’t add any of its own standards or regulations,” Former Community Development Manager Jeff Lambert said. “It’s an all or nothing program.” The city loses local control over these enterprises, which raises a lot of concern at city hall about traffic loading, noise, and parking. These kitchens are also exempt from building standards, including fire safety. “It will create an additional need for enforcement because there are obvious conflicts between these potential uses and people living in adjacent properties,” Lambert said. “We’re concerned about fire hazards within single-family homes that are not designed for commercial kitchens.” On the flipside, Lambert said the report produced for the county, called “Enabling Ventura County’s Entrepreneurial Ecosystem 2018,” discusses the value behind Ventura County’s food industry and said it’s an opportunity for people to pull themselves up by creating a food option they can sell. “Clearly, the idea to create some kind of commercial kitchen to create entrepreneurship in the food

industry is a good idea,” he said. “This is not the way to deliver that option for the County of Ventura or the City of Oxnard.” Ventura County Environmental Health Director Charles Genkel said the county is the enforcement authority when it comes to food facilities and MEHKO is an opportunity for someone to start a restaurant. “There are varying opportunities out there,” he said. “You may have a home chef or new chef who wants to offer his new meals and invite people to do it legally. They may have a stay-at-home mom and dad, and they want to sell their tacos on Tuesday. That allows them to make a little extra money.” Feedback for the program varies, he said, as some advocate the program, while others are concerned. During public comments, Pat Brown has experience dealing with these situations and gives the example of a young stay-at-home mom dealing with small children not old enough for school, while she sells food for parties. “Like a caterer,” she said. “She decides to do this in her home with her little kids running around. They’re throwing stuff into things cooking on the stove, licking their fingers if she leaves the kitchen. This could be dangerous and unhealthy. People eating this food could unknowingly not realize

this is happening. It looks just as good, and you wouldn’t know the difference. There are professional kitchens that people will rent to cook meals. That is the best way to go or go to a restaurant. If it’s only open for breakfast and lunch, and you are catering dinners, there are a lot of those places around. They would be delighted to make a little money on the side and have someone in there cooking after they’ve finished their breakfasts and lunches.” She called the annual inspection a joke and said inspections must occur regularly. “What about bugs, insects, and rodents,” she said. “How are you going to control all that? It’s too dangerous, and you can make people sick.” Lucy Cartegena sent the council information from the county’s environmental health agency and pointed out that a person must meet over 60 criteria to sell their food. “You can only sell up to 60 meals a day,” she said. “The very idea that we’re losing money, enterprise, and going backward amazes me. This is not a suburban area. In suburbia, it’s legal, but people don’t live there, they sleep there. In Oxnard, we live here, work here, and we eat here.” During Council comments, Mayor Pro Tem Carmen Ramirez said she did not want to support the letter of opposition.

“When I first read this, I thought this is something that can be good for small startups in their kitchen,” she said. “Reading the letter further, it pointed out that a new restaurant opening in Oxnard needs a grease trap, which is hugely expensive. Why is that? Because we can’t have people in an overwhelming way throwing grease down our drains. I like the idea of people trying to do this in a commercial kitchen.” Councilman Oscar Madrigal said people in Oxnard already run restaurants from their homes. “Pre-COVID, you go to neighborhoods like Rose Park, Colonia, Cal-Gisler, Riverpark, Bartolo Square north and south, and there are places where you can have lunch and dinner on Sunday,” he said. “You won’t be the only person there. This is going on in our city.” Council Member Vianey Lopez agrees with concerns about the lack of oversight in the community. “At the same time, I do recognize that we do have a wide culture of families in Oxnard that want to start their business and find ways to make ends meet,” she said. “I like the idea of exploring how to make this possible so that we can keep the health and welfare of Oxnard and our surrounding area in mind.” She mentioned building a Zocalo and possibly having such a place in South Oxnard. “This is one space that would

embrace the culture of our city in South Oxnard,” she said. “This is a space where we can explore these opportunities.” Councilman Bert Perello said for someone to get themselves into an enterprise is a tremendous opportunity, but he said there are too many red flags to support the item. “We have short-term rentals, we just dealt with, that are noncompliant in the area where the zones were,” he said. “They were running businesses without a license, in an area not licensed for businesses. If we have an individual working on a car in his front yard and is not his car, he’s doing business, and we would take action. I can’t support this.” City Manager Alex Nguyen said at the core of the item, he wants to support it, but he has a problem with the one size fits all plan offered. “There is no room for flexibility here, and counties are given the option to opt-in or out,” he said. The cities will be damned either way. The spirit of what it is trying to achieve is valid. This is a community that can benefit from this greatly, but we need to find a program that fits Oxnard. When it comes to permitting a food establishment, that is solely the jurisdiction of the county.”

Concerned Daughter Dear Concerned Depending on how closely you want to monitor your mother, and what she’s comfortable with as well, there are check-in call services

along with some new monitoring technology devices you can turn to for help. Here are several to consider. Check-In Calls If you just want a simple check to make sure your mom is OK every day, consider signing her up with a daily check-in call service program. These are telephone reassurance programs run by police or sheriff ’s departments in hundreds of counties across the country and are usually provided free of charge. Here’s how they work. A computer automated phone

system would call your mom at a designated time each day to check-in. If she answers, the system would assume everything is OK. But if she didn’t pick up or if the call goes to voice mail after repeated tries, you (or her other designee) would get a notification call. If you are not reachable, calls are then made to backup people who’ve also agreed to check on your mom if necessary. The fallback is if no one can be reached, the police or other emergency services personnel will be dispatched to her home. To find out if this service is available in your mom’s community, call her local police department’s nonemergency number. If it’s not offered, there are other organizations or companies you can turn to that provide similar services. One that I love that’s completely free to use is Mon Ani (monami. io, 650-267-2474), which offers a volunteer phone bank that provides phone or video calls daily,

weekly or anything in between. The volunteer will connect with your mom, provide companionship and make sure everything is OK. And, they’ll let you know if they detect a problem. Monitoring Technology Technology also offers a variety of new ways to help you keep an eye on your mom when you can’t be there. One nifty new option is the Electronic Caregiver’s ( e l e c t r o n i c c a r e g i v e r. c o m ) “Premier” product, which is a wearable wrist device that provides activity monitoring, a 24/7 emergency help button, medication reminders and a GPS locator so you can determine your mom’s whereabouts when she’s away from home. It’s also linked to a family caregiver app to keep you and other loved ones in the loop. The device is free with a monthly subscription that costs $40 to $60 a month, depending on the level of

monitoring. If your mom is primarily homebound, another option to consider is a sensormonitoring system like Caregiver Smart Solutions (caregiversmartsolutions.com). This uses small sensors (not cameras) placed in key areas of your mom’s home to track her activities – everything from whether she used the coffee pot to how much she’s watching TV – and will let you know if something out of the ordinary is happening. For instance, if she went to the bathroom and didn’t leave, it could indicate a fall or other emergency. You can also check up on her patterns anytime you want through the system’s website or app. And for additional protection, it offers emergency call buttons that can be placed around the house. SENIORS 805 Are homemade cookies addictive? Dr. James L. Snyder Some people say we are living in the “new normal.” I’m not sure exactly what they mean, and I don’t have the time to ask, nor the desire. If the “new normal” is what I have been experiencing in the parsonage for the last several months, I’m all for it. Let it continue. Everybody should be able to live their own normal. Because of being limited, as far as traveling is concerned and going shopping or whatever, the Gracious Mistress of the Parsonage and I have spent a lot of time at home enjoying our time together. I must say that my wife and I don’t always see eye to eye. After all, I’m 6’3”, and she’s only 5’2”. I’m tempted to say at times, but I value my life too much, that I have a “higher perspective” than my wife. But you didn’t hear it for me. We have spent almost half a century together, and we’re coming out of it most amicably. Some people might say we were opposites in many regards. She’s on the vegetable side of the table, and I’m on the fruit side. There have been some little clashes concerning that. She’s a vegetable connoisseur and I, well, let’s say I’m a fruitoholic. The only veggie I really approve of is the Carrot Cake. Apart from that, we have been able to carve out a wonderful life together. I didn’t realize how much

it was until all of this “lockdown” nonsense that we’re in right now. When I go out, come home and walk into the house, I am overwhelmed by the aroma that is all through the house. The first time this happened, I had to stop and try to figure out what was happening. Then it became clear, the Gracious Mistress of the Parsonage had spent the whole day cooking or baking. One day it is baking, and then the next day it is cooking and putting it all together, it is marvelous. We haven’t eaten out in a restaurant for months, but rather have enjoyed home-cooked meals the whole time. I’m not sure if I should leave a tip! I remember one day when I came into the house the aroma was one of my favorites. My wife had been baking cookies all day long, and the house was filled with that beautiful aroma. On the table were cookies just out of the oven, and in the oven was a new batch of cookies. Those cookies on the table smelled so wonderful. Not only that, but they also looked delicious. I’m not sure what delicious looks like, but those cookies came very close to that definition. I came and stood by the cookies and looked at them, and then I heard, “Don’t you dare touch one of those cookies!” Looking up, my wife was staring at me, knowing full well my intent to snatch a cookie. The problem

with cookies on the table is when you take one, there is an empty space so you can’t get away with it. “But, my dear, they look and smell so wonderful. This must be the last batch of cookies you have ever made in your life.” I’m trying to negotiate into getting at least one cookie. The problem is, nobody, especially me, can negotiate with the Gracious Mistress of the Parsonage. I looked at her, looked back at the cookies, and then again at her with some of my most sorry-looking eyes I could manufacture. If I could have created a tear, I would’ve at

that moment. At that time, I knew I would have to wait to have a cookie, but it was just killing me to not only smelling them but seeing in the same room that I’m in. Such torture is inhuman. I went into the living room and sat down to watch a little TV. In a few moments, my wife came in carrying one cookie and said, “You can have one cookie per day.” Smiling at her, I accepted the cookie and indulged in gratifying my cookie-itis. And it was wonderful. My problem at the time was, it was only one, and it was small. I found out she was making

love being in Your service. But I humbly request a demotion and transfer. I’ll file papers or clean latrines. Just get me out of the battle — please, sir.

How can anybody live on just one cookie per day? Later on, I saw on the table plastic bags filled with cookies designated for some friend or family member. An idea crumbled in my head at that time. When my wife said, “one cookie per day,” what did that actually mean? Looking at all the bags of cookies on that table, I developed my own interpretation and assumed it meant one cookie per day per plastic bag. I hope she doesn’t catch on to my plan, but I have enjoyed her cookies all day long. Remember, I only ate one at a time. Shishito Peppers they are sooooo easy to make. Let me show you…

Shishito Peppers are a mild pepper that grows natively in Japan. The flavor is mild, earthy, and peppery. They fry up very nicely and are a great side to any meal, especially fish.

OU most commonly find them as a green color, but you will see them in red as well. Mine are mostly red. They are from a home garden. They start off green and as they age, they eventually turn red. I cannot decern any difference in flavor between the green and red shishitos. They are both delicious.

The texture when fried is a combination between a snap of the outer skin and a fleshy inside. They are really quite a delight to eat. And don’t worry about the spice level if you are spice adverse. They are very mild, with an occasional pepper having a slightly elevated heat, but nothing crazy. Oh, I almost forgot to mention-

Ingredients 1 cup Shishito Peppers 1 Tablespoon Vegetable Oil ½ Teaspoon Salt To Cook Heat a medium frying pan over high heat for a few minutes until pan is hot. Add the vegetable oil and mix in shishito peppers. Once the peppers are in the frying pan and have a bit of oil coverage, leave them alone for 4-5 minutes. Next mix the peppers again. You will have good blister marks and try to turn them facing up. This will help you get a good blister on both side of the pepper. Leave them alone for another 4-5 minutes. Salt. Mix. And EAT! This is one of those dishes that seems like it would be hard. Shishitos have an air of higher end eating, at least that’s my impression. But they couldn’t be simpler to make. After all, you are burning them on purpose. So even if you are just getting started in your kitchen, Blistered Shishito Peppers are a surefire way to build your confidence and have pride in an excellent dish. I hope you enjoyed this meal! Flynn looks to an engaged student population at the State of the City address By Chris Frost chris@tricountysentry.com Oxnard-- The State of the City address, hosted by the Oxnard Chamber of Commerce, continues with Mayor Flynn saying the city must focus on its youth to grow successfully in the future.

HE event was virtual this year because of social distancing requirements caused by Covid-19 but focused on a healthy future with good management and a rock-solid vision. As the world continues changing, Flynn said Ventura County must grow with the need and take care of its people. “It is estimated that by 2040, half of all the current jobs will be gone,” Flynn said. “What are we going to do to invest in younger people?” It has a lot to do with job training.” Flynn met and spoke at length with City Manager Alex Nguyen, and he told him about his interest in 21st Century jobs. Nguyen said Oxnard needs an employee pipeline to develop the young workforce. Nguyen and his staff reached out to large, medium, and smaller businesses to hear about their employment needs. That meeting took place six months ago and included the president of Oxnard College and the city government to focus on the job training skills. That program continues to move forward, with many different entities, including Oxnard College and the labor unions, through their apprentice programs. During that process, Flynn said many kids lack “soft skills,” like being able to think critically and work together in a group, write, present

yourself, and speak. “We’re focused on that and getting the youth retrained,” Flynn said. One of the more substantial reinvestment opportunities rests within the two regional airports in Oxnard and Camarillo. The area is home to approximately 845,000 people, and no commercial airline operates in Ventura County. Covid-19 has hurt Oxnard Airport. Flynn feels that Oxnard must reinvest in its airport to keep its leadership role in Ventura County. “One of the key components to getting new businesses here and expanding businesses is investing in an airport,” he said. Oxnard has a new fiber-optic master plan in place and has an intelligent traffic system. That is approximately 38.5 miles of fiber optic cable running through the city. The fiber optic system means faster internet service for Oxnard. “We’re looking to capitalize on that existing resource, partner with private industry, and provide that finished product at the speed of 1 Gigabyte,” he said. “At home, my internet service, which is really fast, is about 100 megabytes per second, but a gig of the internet is about 1,000. It’s unimaginable what effect this can have on this local economy. Oxnard is making that investment, but it’s important that we make that investment county-wide.” Another large project coming to the city is the Maulhardt Property, at the intersection of Rose Ave and Camino Del Sol and over 100 acres of land. The development will have a new

high school, built by the Oxnard Union High School District and will take up 50 acres. The rest of the property will be residential development. An important part of revitalizing and reinvesting in the economy is magnet programs at the school, he said, including science, technology, engineering, arts, and math. Down the street from the high school is one of the largest medical corridors in Ventura County. “Wouldn’t it be amazing if there was a medical magnet program right there at this brand new high school,” Flynn said. “The Oxnard Union High School District is going to be reaching out to the public and asking them what types of programs they’d like to see there. If you see a trustee or anyone associated with the Oxnard Union High School District, talk to them about those special programs and revitalizing and reinvesting in Oxnard.” Flynn put a lot of effort behind developing 430-acre Sakioka

Farms, and the city tried, albeit unsuccessfully, to bring Amazon’s HQ2 second headquarters to the city. That effort showcased the property to other entities, and an Amazon distribution center was spawned from that application. “That did not succeed due to a variety of reasons,”

he said. “Mr. Lambert, the former community development director, and Mr. Nguyen got Sakioka Farms back on track. We have entities negotiating with the City of Oxnard, and we should have something very exciting to announce to the public

at the beginning of Sept.” Over the last five years, there has been zero to negative growth, and Flynn said, moving forward, there must be vision and growth. “Particularly higher-paying job growth, so our children can afford to stay in Ventura County,” he

said. “Many of you have children who live at home. I have two children living at home. One is in college, and one just graduated from college. In order for them to stay in Ventura County, or at least have the possibility to do so, we have to have jobs that pay a sufficient amount of money, so they can afford to build a house here. That is the vision, and Oxnard is at the center of bringing that new leadership role here. Oxnard is the largest city in the county. There is no reason for us not to lead Ventura County as the largest city. We need leadership at the city and county level and businesses working together. I am committed to you, as business leaders, to make sure these plans come about. We are, as we speak, on the cusp of some exciting developments. (AP)—On June 2, Justin LaFrancois attended a protest against police violence and racism in downtown Charlotte, North Carolina, where he planned to livestream the event for his alternative newspaper’s website.

HORTLY into the march, police, who reported that water bottles and rocks were being thrown at them, unleashed a volley of tear gas on the entire crowd, including those who were marching peacefully. The protesters tried to run. But hemmed in by tall buildings and desperate for an escape route, they tugged at the closed gate of a parking garage, pulling it up just high enough so they could slip inside to escape the pepper balls and exploding flashbangs. “Oh, my God,” LaFrancois said in a video that captured him wheezing hard and coughing from exposure to the gas. “My face is on fire. My eyes are on fire.” The Charlotte protest was one of the dozens around the country during the past few months where police unleashed tear gas on peaceful protesters. Tear gas

has commonly been used as a defensive tool by law enforcement to make rioters disperse. But during the nationwide Black Lives Matter protests, federal, state, and local law enforcement agencies have sometimes been using it offensively, including against peaceful protesters, children, and pregnant women, without providing an escape route or piling on excessive amounts of gas, witnesses and human rights advocates say. Law enforcement officials say tear gas, if used properly, is an effective tool for crowd control. Without it, “the only thing left to do is physical force—shields and batons,” said Deputy Police Chief Jeff Estes of the Charlotte-

Mecklenburg Police Department. Estes said he’s been exposed to tear gas and pepper spray many times. “So, I know the effects. I would rather have that than see what we’ve seen in other places where people who are violently assaulting other people have to get hit with sticks and shields,” Estes said. But interviews by the Associated Press with medical researchers, federal regulatory agencies, and a review of U.S. government-funded scientific studies raise questions about the safety of the gas, especially its use on individuals in confined spaces, in excessive quantities, and when it’s fired directly at protesters. Medical professionals interviewed by the AP said the use of tear gas is particularly concerning during the COVID-19 epidemic. The AP also found that there is no government oversight of the manufacture and use of tear gas. Instead, the industry is left to regulate itself. “I think this is deeply

problematic because there’s no transparency around the manufacture or the sale of these weapons,” said Rohini Haar, an emergency room physician and researcher at the University of California School of Public Health in Berkeley who has published studies on tear gas. “The U.S. has an obligation to protect its citizens. We regulate so many other things. This is an actual chemical weapon.” Haar said her research shows that tear gas has also been getting stronger over the years. She said she is particularly concerned about the unknown health effects of silicon that is sometimes added to tear gas to make it last longer in the air and on surfaces. The AP reached out to the five leading tear gas producers in the United States. Four never responded to repeated requests for comment. A fifth, the Safariland Group, declined an interview request through a public relations firm but noted that the company was divesting Defense Technology, its tear gas maker, to its current managers in the third quarter of this year. Tear gas was developed around World War I and is banned in warfare by the Chemical Weapons Convention, ratified by almost every country in the world including the United States. But it allows chemicals classified as riot control agents, including tear gas, to be used for law enforcement. However the provisions of the agreement don’t regulate what counts as a riot-control agent, said Anna Feigenbaum, author of the book “Tear Gas: From the Battlefields of World War I to the Streets of Today.”

FACT CHECK: Trump’s false push on preexisting conditions By Ricardo Alonso-Zaldivar and Hope Yen WASHINGTON (AP)— President Donald Trump is teasing the possibility of executive action to require health insurance companies to cover preexisting medical conditions, something that he says “has never been done before.” It’s been done before. People with such medical problems have health insurance protections because of President Barack Obama’s health care law, which Trump is trying to dismantle. A look at Trump’s claim du­ ring a news conference Friday evening in Bedminster, New Jersey: TRUMP: “Over the next two weeks, I’ll be pursuing a major executive order requiring health insurance companies to cover all preexisting conditions for all customers. That’s a big thing. I’ve always been very strongly in favor. ... This has never been done before.” THE FACTS: No executive order is needed to protect people with preexisting medical conditions because “Obamacare” already does that and it’s the law of the land. If Trump persuades the Supreme Court to overturn the Affordable Care Act as unconstitutional, it’s unclear what degree of protection an executive order would offer in place of the law. The Obama health law states that “a group health plan and a health insurance issuer offering group or individual health insurance coverage may not impose any preexisting condition exclusion with respect to such plan or coverage.” Other sections of the law act to bar insurers from charging more to people because of past medical problems and from canceling coverage, except in cases of fraud. In the past, there were horror stories of insurers canceling coverage because a patient had a recurrence of cancer.

Force of Nature Force of Nature

I could tell “Force of Nature” was a bomb based on the casting alone. The biggest name attached to this movie is Mel Gibson, whose prolific history of public meltdowns makes him an albatross to any project carrying his name. But he still has his fans from “Lethal Weapon” and “Braveheart,” and he even directed “Hacksaw Ridge” to a Best Picture Oscar nomination four years ago. So maybe there’s still “some” room in Hollywood for him.

HEN there’s Emile Hirsch, who in 2015 was charged and convicted of assaulting a female studio executive. The guy should not have a career anymore. I guess somebody connected to this movie thought Hirsch had enough clout leftover from “Speed Racer” and “Into the Wild” that his name could be a boon to this film. And if you’re thinking, “enough with the actors’ personal lives, how are they in the vacuum of this movie?” they’re terrible. Gibson lazily relies on “grouchy” affectations and Hirsch is awkward and unconvincing as a cop. These roles could easily have been played by non-trainwreck actors, probably to better effect, though it’s not like better actors would be able to save this dismal material. The film is a “Die Hard” knockoff where our heroes are trapped in an apartment building during both a hurricane and an invasion of violent thieves led by a man called John the Baptist (David Zayas). Cops Cardillo (Hirsch) and Peña (Stephanie Cayo) are called to evacuate the

building, only to find out that some of the residents don’t want to leave. Former cop Ray (Gibson) doesn’t want to leave because he knows his doctor daughter

Troy (Kate Bosworth) wants to take him to the hospital for a humiliating medical procedure. Elderly German Bergkamp (Jorge Luis Ramos) wants to protect the

meat to his mysterious pet. The film is clearly building to a scene where the pet attacks the bad guys – Chekov’s gun and all that. The action is exactly what you’d expect from a crummy On Demand movie – rainy shootouts, shaky fistfights, and bad guys who always give up the element of surprise. Since the action doesn’t start up for a while, we get that overdone trope where the film opens in the middle of a random action scene and then cuts to a few hours earlier. No doubt the film wants us in suspense over who survives the opening fight: main character Cardillo or a henchman who’s like the fourth guy from the top. The drama is even worse than the action. Cardillo is haunted by a fatal mistake from his past. Other characters tell him that it wasn’t his fault, but it totally was, though the victim and a third party were idiots too. There’s somehow time for a relationship between Cardillo and Troy, which is not only ridiculous and far-fetched, but I think the movie should have made Peña the love interest for Cardillo instead. The way she pushes him in an opening scene is something he needs in his life. Also, the film throws in some mentions of racial profiling and the Holocaust, as if checking these items off a “wokeness list” will automatically make the film deeper. The ending of “Force of Nature” is annoyingly abrupt, but I suppose it’s a blessing in disguise if it means I have to spend less time with this awful movie. Nothing about this movie is original (save for the pet) or even likeable (save for Cayo). This movie never should have been made, and the fact that it was made means that some deplorable people earned paychecks, so there’s that depressing thought on top of everything else.

NEWS Girl Scout Teaches English to Blind Students in Thailand

Jessica Shiflett from Camarillo, CA, earns her Girl Scout Gold Award Ventura — Jessica Shiflett, a current senior at Adolfo Camarillo High School, is half Thai and has had the privilege of visiting family in Thailand every summer. Year after year, she was shocked to see the number of visually impaired individuals on the streets in each city she went to.

HILE Thai students in traditional primary schools have been taught English for years, visually impaired students don’t always have the necessary resources to gain full comprehension of the language. Armed with inspiration, Jessica set off to begin her nearly two-yearlong journey to complete her Gold Award. “My goal was to expose underprivileged blind students to English through

songs, to build their confidence in speaking and comprehending the language,” Jessica said. “Blind students in Thailand don’t have the opportunity to fully learn English to the extent where they can actually use it. By completing this project, their English will improve and they’ll be more likely to succeed later in life.” To begin her project, Jessica got in touch with The Christian Foundation for the Blind in Thailand to discuss project details and plans for her summer visits. She began searching for nursery rhyme books, typing out song lyrics, and recording audio files of herself singing the songs in English. In August of 2018, she visited a school for the blind in Bangkok to teach English and music to students. The head director, who was also the director of ten other blind schools across Thailand, would later aid Jessica in distributing her

project to even more students. After her trip, Jessica received an in-kind donation of CDs from Fry’s Electronics in Oxnard for her audio library project. She put in hours of work compiling and typing lyrics, singing and recording mp3 files, organizing songs onto CDs, binding together songbooks, and labeling her necessary materials. Her songbooks would later be translated into Braille for the student’s use. It was in this timeframe that

Jessica also began contacting the principal of Santa Rosa Technology Magnet School to discuss setting up a Pen Pal project with the Thai students. “Through the basic English-learning songs, the blind students are able to practice their pronunciation and gain confidence in speaking English aloud, which they do not normally get to do,” Jessica said. “The booklets also help them follow along and read the lyrics, exposing them to more words and phrases.” Upon her return to Thailand in July of 2019, Jessica brought ten CDs with over 50 self-recorded songs in English as well as the accompanying lyric booklets to donate to the schools. She visited additional schools to spend more time with the students, learning about their way of life and teaching them English through songs and reading. In total, Jessica was able to donate her songbooks and CDs to ten schools for the blind in Thailand. Jessica then returned to Santa Rosa Technology

Magnet School to continue her project. “After I came back from Thailand, I was able to set up a Pen Pal email system where blind students in Thailand could connect and communicate with a third-grade class in America,” she said. “The third-grade students would then offer corrections for the Thai students’ grammar with the help of my old third-grade teacher and reply about their day.” Jessica believes that the regular correspondence, even with the challenging fourteen-hour time difference between the countries, will continue to help improve the Thai students’ English skills. Additionally, she hopes that the experience gives the American students a chance to immerse themselves in new cultures and learn what life is like in different parts of the world. Finally, Jessica worked on creating 25 sets of digital flashcards with a variety of grammar topics. These flashcards, along with the booklets of song lyrics, were translated to Braille

and posted on e-libraries exclusive to blind individuals in Thailand for anyone to access. “When I went to Thailand, I was able to witness [the students] using the audio library while following along in their books,” Jessica said. “I also saw them dancing and shouting along to the music using new English words that they had not used the previous years.” On her project’s completion, Jessica said, “The most successful part of my project was all of it. Singing over fifty songs and typing all the lyrics, [making] the flashcards, and seeing the emails back and forth between students. All of this, including seeing the kids dance and sing to my songs, I felt like I had given hope to kids that would’ve never had this opportunity in their life.” Gold Award Girl Scouts channel their leadership, passion, work ethic, and creativity toward developing innovative solutions to challenges both in their communities and around the world.

Gang member/prohibited person arrested for firearm possession

The area is exempt from further CEQA review under CEQA Guidelines. The item was placed on the consent agenda as a non-controversial approval, but City Councilman Bert Perello had questions about the off-ramp when people get off the 101 Freeway south and then get off at the Wagon Wheel development. People talk to him about drivers coming from the off-ramp, unaware of what’s going on at the bottom if there is a sudden stop. Former Community Development Director Jeff Lambert said the city is working with the developer to redesign the off-ramp. “It will largely stay in its current function, but making it a safer condition as the cars leave the freeway on that off-ramp,” he said. “The applicant and Cal Trans are working closely on that final design.” The plan is to have the design approved by Cal Trans by mid-2021, followed by constructing the improvements within 6-8 months. The item passed unani­ mously.

Oxnard-- On Aug. 6, at appro­ ximately 6:20 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a traffic violation on South J Street at Linden Drive, in Oxnard. Officers contacted the driver, who is a 17-year-old documented Oxnard gang member. Officers learned that he is on probation with searchable terms. The 17-year-old juvenile has previously been arrested for assault with a deadly weapon and possession of a firearm. Officers conducted a probation search at his residence and located a loaded 9mm gun in his bedroom. The 17-year-old juvenile was arrested for various firearm violations. ENTERTAINMENT Seth Rogen’s Israel comments highlight fraught diaspora ties By Tia Goldenberg TEL AVIV, Israel (AP)—It began as a lighthearted conversation between two Jewish comedians, riffing on a podcast about the idiosyncrasies of their shared heritage. But after talk turned to Israel, it didn’t take long for Marc Maron and Seth Rogen to spark an uproar.

HEIR comments about Israel—especially Rogen saying the country “doesn’t make sense”— infuriated many Israel supporters and highlighted the country’s tenuous relationship with young, progressive Jewish critics in the diaspora. Israel has long benefited from financial and political support from American Jews. But in recent years the country has faced a groundswell of opposition from young progressives, disillusioned by Israel’s aggressive West Bank settlement building, its perceived exclusion of liberal streams of Judaism and Prime Minister

Benjamin Netanyahu’s cozy relationship with President Donald Trump. “What Seth Rogen said is par for the course among our generation and the Israeli government has to wake up and see that their actions have consequences,” said Yonah Lieberman, spokesman for If Not Now, an American Jewish organization opposed to Israel’s entrenched occupation of the West Bank. Rogen’s remarks follow a dramatic shift by an influential Jewish American commentator who recently endorsed the idea of a democratic entity of Jews and Palestinians living with equal rights on the land between the Jordan River and the Mediterranean Sea. Peter Beinart’s argument that a two-state solution—Israel and Palestine— is no longer possible sent shock waves through the Jewish establishment and Washington policy-making circles. For many Jews, Israel is an integral part of their identity, on religious grounds or as an insurance policy in the wake of the Holocaust and in a modern age of resurgent anti-Semitism.

But polls have shown that while most American Jews identify with Israel and feel a connection to the country, that support has waned over recent years, especially among millennials. Some have even embraced the Palestinian-led movement calling for boycotts, divestment and sanctions against Israel to protest what it says is Israeli oppression of Palestinians. Israel accuses the movement of waging a campaign to delegitimize its very existence. “You don’t keep all your Jews in one basket. I don’t understand why they did that. It makes no sense whatsoever,” Rogen said. “You don’t keep something you’re trying to preserve all in one place especially when that place has proven to be pretty volatile. He said Rogen “was misunderstood and apologized” for his comments. “I told him that many Israelis and Jews around the world were personally hurt by his statement, which implies the denial of Israel’s right to exist,” Herzog wrote. In an interview with the Israeli daily Haaretz, Rogen said he called Herzog at the urging of his mother and he denied apologizing. He said the comments were made in jest and misconstrued.

Roman Catholic educators have an extra challenge—trying to forestall a relentless wave of closures of their schools that has no end in sight. Already this year, financial and enrollment problems aggravated by the pandemic have forced the permanent closure of more than 140 Catholic schools nationwide, according to officials who oversee Catholic education in the country. Three of the nation’s highest-ranking Catholic leaders, in a recent joint appeal, said Catholic schools “are presently facing their greatest financial crisis” and warned that hundreds more closures are likely without federal support. “Because of economic loss and uncertainty, many families are confronting the wrenching decision to pull their children out of Catholic schools,” said New York Cardinal Timothy Dolan, Boston Cardinal Sean O’Malley and Los Angeles Archbishop Jose Gomez, president of the U.S. Conference of Catholic Bishops.
