HE multifaith event featured lots of music, dancing, prayer, support for those who need it, and a home for people who need to find their way back to God. The Great Life Church got started on March 1, but they were proud to attend the event. The church held a giveaway and had lots of activities ready for the kids to enjoy. “We’ve been working and

Mayoral candidates spar on Oxnard issues during forum Oxnard-- We’re heading into the home stretch of election 2020, and mayoral candidates, Pastor Richard Linares, Supervisor John Zaragoza, and Planning Commissioner and Attorney Deidre Frank, answered questions about issues facing everyone as the city faces significant challenges during the candidates’ forum. Oxnard, and it has so much potential. “It’s unappreciated, and I have some very good ideas to change that,” she said. “I work well with

others; I share my toys in the sandbox, and I think we need that. We’re a panel of seven, and we have to reach out to the entire city. The mayor is the one who holds it together. I conduct good meetings and show good leadership. It’s something that I want to do.” As the Oxnard Planning Commission Chairwoman, she is proud of her hard work, which has produced “beautiful projects,” and said she prevented “some bad projects.” She welcomes all questions and concerns about the city. n Mayoral candidates, see page 4

H

E started having seizures, and without doubt, brought the whole house to a standstill. At first, they would happen on Tuesday nights while I was writing, right around 3 A.M., so I had to stop and help him with the J-Train. This went on for a while, and let’s just say that I got tired of watching our Buddy suffer. So, I finally picked up the phone and called a vet. We went in, paid an unbelievable amount of money for a urine and blood test, and left with medication. By now, many people realize that I am cheap, but the equation changes when my animals get involved. I will literally stop buying food for myself before allowing my animals to suffer. I get that from my father, a hellraiser, but he had a real soft spot for animals. We started giving him his pill, and the seizures stopped. The J-Train and I were overjoyed, and that continued along for about 45 days. Then, the episodes

started again, and we needed to fix the problem. It seemed simple to me. Buddy built up a tolerance for his meds, and it’s not working anymore. I told the J-Train to call the vet and tell him the medication isn’t working, and can we please up his dosage? The vet tech said she would speak to the doctor and call us back. She never did. INCO members grill the ballot measures By Chris Frost chris@tricountysentry.com Oxnard-- The Inter Neighborhood Council (INCO) continued its mission of informing the public before the election, Sept 24, and held a forum about the ballot issues before the voters.

HE agenda covered Measure E, the 1.5 percent sales tax, along with Measure F, expedited permitting, Measure L, increasing the city treasurers’ responsibility, Measure M, the city meetings and procedural rules, and Measure N, involving roads and the Measure O sunset. The evening was full of longstanding grudges between Oxnard City Manager Alex Nguyen and ballot measure author Aaron Starr, who share no common views. The forum was informational and shared many questions that people had about the measures. Nguyen presented Measure E to the viewers and said everyone knows that Oxnard has the largest city in the county, with the largest population

and is one of the oldest cities. Meanwhile, the city stays busy with the tax dollars they receive. Oxnard Police gets 321,300 emergency communication center calls each year, along with 100,951 calls for service, 4,431 domestic disturbance responses, 4,279 alarm calls at businesses and residences, 5.017 reported crimes, 5,542 traffic collisions, 6,812 people get booked for misdemeanor and felony arrests, 6,666 calls are related to vagrancy and the homeless. There are 21,363 traffic citations and 757 DUI arrests. “These are large numbers,” Nguyen said. The Oxnard Fire Department responds to 20,630 calls each year. Those include 421 structure fires, 545 fire calls, 1,554 traffic collisions, 6,328 medical emergencies, 34 hazmat responses, 101 vehicle fires, 8,644 high medical emergencies, and 20,744 total training hours for sworn and civilian personnel. The cultural and community services department gets 384,723 visitors each year, as 97,003 people visit the Oxnard Library. City Corps has service hours for the youth, and there are 28,500 free summer lunches for students. There are 32,400 after school program participants, 15,547 youth center visitors, and 56,422 visitors to the city’s senior centers.

“The point I am making is we are a busy city, and we have a lot of demands for programs and services,” he said. “We work hard every day.” The Government runs on taxes, he said, and taxes make up 77 percent of total revenue. “What most people may not notice is that only a small portion of our sales tax stays in Oxnard,” Nguyen said. “Right now, our sales tax rate is 7.75 percent, and we only keep 1.5 percent of that. Most of it goes to the state and the county.” Oxnard is an older city, and places like Thousand Oaks and Camarillo have a newer infrastructure.

Measure E, if passed, will restore services and programs lost over the years. “There is no promise of Measure E enhancing anything,” Nguyen said. “It’s about restoring services to adequate levels.” Things that would be restored include maintaining the 911 safety emergency response system, restoring landscaping services, keeping public spaces clean and safe, restoring city infrastructure, retaining and attracting local businesses and jobs, restoring youth and senior programs, recovery, and relief, and securing long-term

financial security. If Measure E doesn’t pass, there will be more cuts in the city. “That’s the bottom line,” Nguyen said. Alex Ray Rivera asked why the city chose a 1.5 percent sales tax increase, instead of .5 percent or 1 percent? “We evaluated what our needs were in order to restore services,” Nguyen said. “I didn’t want to play games and do .5 or 1 percent, knowing that wouldn’t be enough. Nothing would frustrate a community more than if they approved a sales tax increase and not see real results.” Yolanda Solorio asked why Measure E doesn’t have a sunset. “This is about getting our revenue in line with our demand for expenses,” Nguyen said. “Sunsetting this would be irresponsible of me. It would be easy, but it would be irresponsible. Measure E is permanent because the City of Oxnard is permanent. This is what it takes to run this city and provide programs and services that everyone deserves to have. Sunsetting it would set up another similar fiscal crisis some years out. That’s the wrong thing to do.” Solorio wanted to know why there isn’t an oversight committee.

“I will do my best to address them,” she said. Zaragoza said he’s lived in Oxnard all his life and was born at Ventura County Medical Center. “It’s about seven miles from my house,” he said. “I met my wife in Oxnard and raised my family here. I’m a third-generation Oxnard resident and proud to be serving my community for the last 50 years.” From potholes to homelessness, he said Oxnard has challenges. “It has great potential, and as your mayor, I will provide the leadership to move Oxnard forward during these difficult times,” he said. “I retired from the City of Oxnard after 31 years as a public employee and opened a successful real estate and tax business in the City of Oxnard. I’m proud to say that I served for over 24 years as a policymaker, a city council member, 12 years as Mayor Pro Tem, and also served in numerous organizations.” He is currently serving out his term limit with the Ventura County Board of Supervisors after 12 years. “I love Oxnard, and I want to do more for the city,” he said. “I want to provide a happy and prosperous life for everybody. My reason for running for Oxnard mayor is because I care and love the city. As your leader, I want to bring Oxnard more businesses, an improved lifestyle, support and promote youth and recreational jobs, help seniors, reduce crime rates, increase budget reserves and continue to work on environmental programs for the health and well-being of the community.” He wants to help Oxnard be clean. “Our gateway to the city needs to be clean,” he said. “Our entrances to our neighborhoods need to be clean. Eradicating graffiti is important.

Like I’ve said, don’t burn any bridges because you never know when you are going to come back and use that bridge.” Linares said he’s proud to be a Ventura County resident for the last 10 + years and has been a licensed and ordained minister for eight of those years. While serving Oxnard as a minister, he had the chance to work with one of the greatest non-profits in Ventura County. “I gained a lot of experience, and one of my most eye-opening roles was as a 211 operator for Ventura County,” he said. “I worked for Interface Children and Family Services for over eight years. In this role, I became a trauma-informed mental health and first aid individual working with many families. I’ve had the opportunity of working with several crisis situations, like the Borderline situation that took place and also the Thomas fire. I’ve been actively involved with the Hispanic and low-income population, and also the homeless and mentally ill population here in the City of Oxnard and surrounding communities.” In the last couple of years, Linares said he’s owned and operated a men’s and women’s transitional living home and worked with children, women, and with men who struggle with addictions. “This is the reason why I am passionate about stepping into the position of mayor for the City of Oxnard,” he said. “I have been on the streets, in the hood, the mess, the muck, and the mire. It gets to the point where you realize there are so many areas that can use some solutions. When you have individuals who have the greatest education and not being able to address homelessness, one police officer said after 30 years of his police services, he thinks it’s an eye-

opening thing that we can’t address homelessness. We can sit here and focus on homelessness, but if we don’t focus on our youth, this is going to be a reoccurring cycle.” Why be Mayor? When asked why the candidates want to be mayor, Frank said that Oxnard is at a crossroads. “If we want to move ahead and follow the excellent example being set by our city manager, who knows what we are doing and finally figuring out the financial mess we were left, we’re on the right track,” she said. “I’m here to help him and help this city be better. We need to be better. We’re coming into some serious financial problems. The (ballot) measures we are going to talk about are horrible. Measure E (the tax increase) is our saving measure. We need to get E through, and who would understand that better than me? It’s time for me to move into a policy-making role. I am prepared to do that.” Linares said there is old, spineless leadership in city hall that cannot speak up, motivate, and rally change in the city. “As a master of ceremonies and a person with charisma that was given to me from God, I began to see that we need new blood and a fresh vision,” he said. “We need visionaries who are able to move forward. When I found out that John Zaragoza was running, God bless John Zaragoza. He’s an amazing individual. I know in the last couple of weeks its gotten crazy, but the dude is amazing, and I respect him for his role as a council member and a supervisor. Still, with Oxnard in the situation, it’s in, I found it to be an opportunity to step into this and give it all I’ve got. I’m a communicator and a networker. I can be a little bit loud and out there, but this is for the overall good of the people of Oxnard.” Zaragoza wants to be mayor because he cares and loves the city. “As your leader, I want to bring Oxnard more businesses, an improved lifestyle, support, and promote our youth and recreation,” he said. “I want to bring in jobs, help our seniors, reduce crime, increase our budget reserves, and continue to work on the environment. I’m terming out as a county supervisor, but there is still much to be done and addressed. Experience is extremely important, and I have the experience. I’ve been a policymaker and a business person in the City of Oxnard. I know the difference between running a private business and running the City of Oxnard. As a supervisor, I managed a $2.4 billion budget and 9,000 + employees. I’m the leader they need in Oxnard.”

Ballot Measures Of the five ballot measures that Oxnard will vote on this Nov, Linares said it comes down to two of them. “One is supported by the City of Oxnard gang, and the other four measures are supported by Aaron Starr, the star that is shining bright,” Linares said. “I side with Aaron Starr. As an individual, it looks like the city has done nothing but demonize him. We need checks and balances. Aaron Starr has enough guts to stand up to the powers that be and be able to advocate for better accountability and possibly better negotiation. I support Aaron Starr in every one of the measures he’s put forward. I don’t negate the fact that Measure E is something we need to do, but I believe we need to negotiate that.” Ultimately, he said the voters need to choose. “As a person who is just coming into this, I’m aware of it,” he said. “I would like to know more details, but I am one of the people who endorse Aaron Starr and his request for more accountability, versus the city of Oxnard wanting to raise a 1.5 percent tax on retail. We need to negotiate that better, and Alex Nguyen can do a better job of that.” Frank supports Measure E, the sales tax increase. “Unlike the other candidate, I’ve read these initiatives,” she said. “On Measure F, the expedited permitting, this is a nightmare and creating another city bureaucracy. The city will have to form training programs and peer reviews for contractors and architects. They’ll have to be audits for plan checks. The permitting program being proposed by Measure F is optional.” Frank called Measure L, which gives additional powers to the city treasurer, ridiculous. She also opposes putting all the Measure O money into street paving. Zaragoza suports Measure E. “It’s vital for the sovereignty of Oxnard’s budget and the general fund,” he said. “It will restore numerous services for residents. For example, it will help the firefighters. Right now, the standard of response across the country is about five minutes. We are now going six to eight minutes. Public safety is important. Oxnard PD has lost 17 positions, ranging from sworn officers to support staff. Funding is necessary to replace equipment. The police cars, I understand, have between 150 to 200,000 miles. We need to support the neighborhood police storefronts to support our neighborhoods and our youth. We also need to restore our landscaping, medians, and parks. Our gateway to the city looks horrible. There’s trash all over the place. We need to clean up our city.” Attracting new jobs

When Zaragoza was on the council, they brought in The Collection at River Park, which he said brought thousands of jobs. “We also revitalized downtown,” he said. “During the downtown part of it, we were also planning to bring in housing to Oxnard to help downtown develop their businesses. It was a mixed-use proposed for that, and a Mercado proposed for that.” He also works with RDP21, which is a community-based organization that advocates for and supports the county’s military facilities, defense contractors, and 19,000 jobs. “It’s worth $2.4 billion, and half of the people work here in Oxnard,” he said. “Also, in the county, we have 9,000 employees and another $2.4 billion operation. Half of those people work here in Oxnard.” The Sakioka Farms development is coming up, he said, which will create a lot of jobs. “We’re also working on a CW8, which is an apprenticeship program to put our men and women to work with unions and have local jobs here,” he said. Frank said the Oxnard Planning Commission and city council are moving the Sakioka Farms project forward. “We have huge industrial going in with 10s of thousands of jobs,” she said. We’ve already broken ground. It’s on farmland adjacent to the 101 freeway. This is huge. Think Amazonstyle, but I don’t know what’s going in there.” Frank said Oxnard needs big ideas. “We have a team in place right now that shouldn’t be dragging us to the table,” she said. “We should be running with them to the table, supporting jobs and education. It should be critical. We need programs at Oxnard College. At the planning commission, we need to be in the foresight of bringing businesses to Oxnard. It doesn’t happen overnight.” Linares said before using foresight, Oxnard needs to utilize hindsight. “Before we try to attract new businesses, this is why it is important to look at what Aaron Starr is doing,” Linares said. “We have forgotten about our small businesses. We want to bring in large businesses. Let’s take care of our small business owners who are struggling right now through the pandemic; they need our help right now. Some people want to buy a new car, but they can’t afford a new car right now. We need our council on one page. Right now, they are on Alex Nguyen’s page. I respect Nguyen, and I think he can do an amazing job. At the end of the day, we keep trying to attract large businesses, and we can’t even take care of our small businesses. Downtown Oxnard is crippled right now. We need to make the permitting process easier because businesses aren’t going to come if it continues to be the mess that it is.” This story will continue on Oct 9.

Dear Editor, Oxnard City Manager Alexander Nguyen claims to have greatly increased transparency at City Hall. Really? California’s 482 cities are required to report employee wages and benefits to the California State Controller each year. Can you guess which four cities did not disclose that information for 2019? As of today, September 26, 2020, those four cities are: Compton, Ione, Roseville … and Oxnard. See for yourself at this link: Government Compensation in California It shows Oxnard as “Failed to File.” You know things are really bad in Oxnard when even the City of Bell reports this information on a timely basis – and their corrupt finances are legendary. The motivation for not being transparent is obvious. The City of Oxnard wants you to vote for Measure E, a massive 1.5% sales tax increase ... with no

end date! That will double the City’s tax from 1.5 percent to 3 percent making it the HIGHEST city rate in California: a dubious achievement shared only by Santa Cruz and Watsonville. Oxnard City Hall doesn’t want you to see the impact of last year’s managerial pay raises – at the same time they cut funding for libraries, youths and seniors. And this lack of transparency is one more reason to Vote NO on Oxnard Measure E. It’s also a great reason to Vote YES on Oxnard Measure L (the Oxnard Fiscal Transparency and Accountability Act). Measure L will improve vital city services by making the city more accountable to the people of Oxnard. Measure L requires complete transparency of Oxnard City Hall’s spending, including requiring them to post every invoice online. Measure L requires hiring licensed accountants for the city’s finance department, performance measurements for city departments, internal audits of city operations, and requires

that wrongful and criminal acts be reported to the city council and law enforcement. And Measure L puts the city finance department under the direction of a City Treasurer elected by and accountable to the people of Oxnard. We spoke with both candidates running for Oxnard City Treasurer. Both candidates for Treasurer urge you to Vote YES on Measure L ... and both are committed to regularly disclosing employee salaries and benefits. But they won’t be able to do that unless we Vote YES on Oxnard Measure L. The best way to improve Oxnard is to Vote NO on Measure E’s tax increase and Vote YES on citizen-sponsored reform measures F, L, M and N to bring real transparency and accountability to City Hall, fix our streets and alleys, better fund Oxnard’s needs and produce more jobs for Oxnard’s economic recovery from COVID. Updates on City of Oxnard Employee Pay and Benefits Reporting Oxnard--– Since 2009, the City of Oxnard has filed an annual employee pay and benefits report to the State Controller for its annual Government Compensation Report (GCR). The information submitted by the City of Oxnard provides a listing of every City employee (by title) and discloses the total wages, retirement and health insurance contributions. In addition to submitting Oxnard’s employee pay and benefits report to the State Controller for its annual GCR, the City of Oxnard has submitted to the website TransparentCalifornia. com a detailed compensation and benefit information for each City employee by name and title since 2012. The City filed a GCR report for 2019 with the State Controller’s Office on June 26, 2020. It also submitted a 2019 employee compensation report to Transparent California on the same date. Upon receipt of the report, the State Controller’s Office had follow-up questions and the City has been actively working with the State to finalize

its GCR for Oxnard. Unfortunately, the State’s reporting system, which has three statuses: Compliant, Failed to File, and Non-Compliant, had incorrectly listed the City’s status as “Failed to File”. In a written communication to the City, Christopher Mayfield, Supervisor, Government Compensation Unit of the Office of State Controller, noted that “the City of Oxnard is currently listed as Failed to File on the GCR website, which is obviously not accurate.” The State has updated the City’s status as Non-Compliant as it works with the City to finalize the data that it will include in its final report. The City will continue to work with the State and Transparent California to ensure that they publish the reports on their respective websites. County. “There used to be a church of this denomination that was here five years ago,” he said. “Pastor Bob and his wife, and me and my wife got this thing started. Pastor Bob focuses on growth, and he has built churches in many other places. This is where God called us to come.” The church holds services every Sunday morning, at 10:30 a.m., and everyone is welcome. “We’re not restrictive in any way,” he said. “We tell them about the Lord, Jesus, his good news, and we give them the opportunity to be blessed. We are also about developing relationships. God is real, and his word is relevant today. He desires relationships, and he wants us to have a relationship with him, as well.” Jolene Barker runs the children’s ministry at the church, and she feels that it’s essential to teach the kids good Biblical values. “With a chaotic world right now, it’s important for us to teach the children to love God, obey their parents and authority, and teach them about the fruits of the spirit, love, joy, peace, patience, gentleness, and kindness,” she said. “All these things, we believe, are important to teach.” Jolene and Bob are teammates, and they share opinions about the

church. “We talk about it, and he is open to what I have to say,” Jolene said. “He has the final word, and he has to answer to God for all the decisions that he makes.” The church started right when Covid-19 struck. “We haven’t been able to get off the ground,” Jolene said. “When they said we could have 25 percent capacity, we opened and had 25 percent or less. We went to the beach a couple of times, and we went to our parking lot. We have a good team of people, and its been slowly growing since we’ve been open.” “This is a place to worship freely,” she added. “We’ve been locked up for so long, and churches can’t congregate, so we are here to worship. These are many churches coming together to worship Jesus.” Pastor Bob Barker believes that human nature is to get fearful and afraid, and they’ll follow the crowds and chaos when chaos is around. “When you have something that’s like a rock, and something stable to run to,” he said. “I believe that’s what faith is. Something to run to in the middle of the mess. In the middle of the mess, to run to what you’ve always believed in since you were a child, the one thing that never changes is that Jesus loves

you, and he’s got everything under control.” People who need faith can bank on the holy trinity. “If the lord and faith worked for your parents, grandparents, and America, I like to go what’s proven,” he said. “Faith in God and trust him. Run back to the roots of God. He loves you, and he’s not going to let anything happen that’s outside of his plan or will.” Vivian Tejada from Church 4610 was working the prayer tent with her husband but took the time to enjoy the spiritual day. People were coming to the prayer tent and needed to feel the Lord, and Vivian said, we’re all in the same boat. Most want comfort in an uncertain world. People felt that 2020 hit everyone like a wrecking ball.

“We have a hope that we can present what we can pray to,” she said. “The Lord is our hope. He never promised that the world would be easy, and our life would be easy, but he promised that he’d walk through it with us.” Vivian said people who took advantage of the prayer tent confess their sins to Jesus and God. “We believe that when Jesus died on the cross, the veil was torn, and it gave us direct access to God,” she said.”That is for who the prayer for, and we ask for forgiveness. We believe that he forgives us, and the Bible takes our sins and throws them into the deepest part of the ocean, and he doesn’t remember them when we repent. If he can forget them, we should be able to forget them and move on without shame and guilt.”

She loves everyone. “We pray that the lord comes into every situation,” Vivian said. Jose Tejada and his wife Vivian said the prayer tent is part of the event, and they happily volunteered. “There is so much need around the world,” he said. “This is 2020, and so many things happened that are crazy. In the end, we believe in miracles. God listens to our prayers, and all the people out there need prayer.” Rachell Tuerra sang to the crowd and lifted spirits high. “This is a wonderful event,” she said. “I sang the National Anthem and sang a song called “Find the Rest” with my brother,” she said. “It’s wonderful to be able to be here, be free, and worship Jesus.” She, too, felt inspired. “It reminds us to come back to the foundation of God,” she said. “It’s great to come back to this because I feel like it’s moved away, and we need to ring God back.” The event had lots of flags and dance, which a member of the Jubilee Church said the significance dials back to Psalm 150. “It says to praise the Lord in song and dance,” she said. “We’re praising the Lord with everything we have.” Her flag was purple. “Purple is royalty, majestic, as the King Jesus is,” she said.

both candidates. The venue allowed them to answer questions and give voters the full story of where they stand. Flynn took a moment to thank the INCO for giving them a venue to exchange ideas. “I have a focus as a candidate for the Ventura County Board of Supervisors that’s based on rebuilding Oxnard’s economy, revitalizing Oxnard’s neighborhoods, and reinvesting in people,” he said. As mayor, he focuses on bringing higher-paying jobs to the City of Oxnard, which he said is difficult for a part-time government and mayor. “Mayors don’t have the same resources, like the governor of Texas, who can go to another state and say here’s $15 million, come to our state,” he said. “I led the effort to recruit Amazon’s second headquarters to the City of Oxnard. Even though that effort did not succeed, we were able to showcase our assets. We put together an eye-catching proposal that showcased our assets to other companies. That’s how I was able to convince then-City Manager Nyhoff to go after this Amazon application.” The city will announce a new and large employer in two weeks, offering higher-paying jobs and benefits. “That’s coming to the City of Oxnard,” Flynn said. “I want to take that track record and bring it to the County of Ventura,” he said. “We need prosperity in all Ventura County cities, not just Oxnard.” Flynn taught high school for 25 years and college for 20 years, and he believes in reinvesting in the people. “My whole life has been centered on investments in younger people and students for upward social mobility,” he said. “We need to reinvest in younger people. Specifically, younger people need training and job skills, so those higher-paying jobs will come.” As a supervisor, he wants to revitalize Oxnard’s neighborhoods. “I have spent a lot of time in some of the poorest neighborhoods in the City of Oxnard,” he said. “One of them is in Southwinds, at Cuesta Del Mar. I instituted one of my top accomplishments, the Safe Homes, Safe Families Program, so we can eliminate sub-standard housing for

the people of Oxnard. I am bringing a solid track record as mayor to the Ventura County Board of Supervisors. I’m focused on reinvesting, rebuilding and revitalizing Oxnard and Ventura County.” Ramirez called it the most important election, coming up, and everyone will be able to vote by mail if they wish. “I am a former legal aid attorney, I still practice law, and I have the pulse of the community, and what they are going through,” she said. “They’ve been struggling to survive on minimum wage, with a lack of adequate housing, and a lack of access to healthcare. These are all things the county has a lot to do with, and I will push those initiatives.” She wants to get back to recovering from Covid-19, which has cost people their lives, income, and businesses. “We have people struggling who are small landlords, and they can’t continue to pay their mortgage because their tenants have no income,” she said. “They need relief, and the county, so far, has been doing a good job of providing some assistance, rental assistance, and business assistance, but it’s not quite enough. I am concerned that we are going to see more homeless folks on the street. There are families, too, living in overcrowded situations.” In 10 years, Ramirez said she’s never missed a meeting. “Since I have been on council, I have taken every opportunity to get involved and represent our city on regional and local county entities where the city needed representation,” she said. “I represent the city at the Southern California Association of Governments. We talk about transportation and social equity now. We need better-paying jobs, but you can’t get a good-paying job if you’re depending on the internet that doesn’t work in your community. The county has something to say about that. We need people to feel healthy, so they can go to work and support their family. We need to work better with our community colleges to provide the training for the new jobs that are already here in renewable energy and modernize our infrastructure. We have a lot of work to do, and I’m ready

to do it.” The top priority for District Five Flynn said his number one priority in the district is jobs. “County government and the role of county government have not been focused on jobs and the economy,” he said. “I want to change that. I think there are people on the Board of Supervisors, once elected, to work with and prioritize job growth. Ventura County is about 147 years old. It wasn’t until 2017 that the county had an economic plan. I want to be the supervisor that works together with the majority of the board to make sure that the program is implemented for economic growth. We’ve had five years of stagnant economic growth in Ventura County. My number one priority is higherpaying jobs and upward social mobility for the residents of the City of Oxnard.” Ramirez wants to get the economy running again after the pandemic shutdown. “We have to continue supporting our small businesses and our large businesses, as well,” she said. “We need to be responsive to the residents and the businesses in the district.” Ramirez said what people truly need is affordable housing. “That, and the construction of affordable housing in the confines of SOAR, which means we have to go up,” she said. “Those are great jobs, the construction jobs.” Renewable energy jobs, she said, are on the horizon. “I have led the charge to change our energy support to the Clean Power Alliance,” she said. “One of my initiatives is that we would invest in clean power, which would invest in jobs and new technologies and move away from old obsolete systems. That is the future; those are going to be great jobs, so we’re not stuck in the old ways of doing things.” How will you take the City of Oxnard to the next level when elected? Ramirez was the chair of the Economic Development Collaborative, which the county, Oxnard, and other cities also participate in to get the economic strategy going.

“We also provided advice to small businesses, large businesses, and how they can improve their systems and modernize,” she said. “One of the things we really need is better internet access. That is a county problem. Some places in the City of Oxnard do not have good internet access. This is a problem for businesses as well as students. Everybody is trying to communicate through the internet because it’s not safe meeting with people because of the spread of Covid-19. That will be one of my number one priorities: better internet access to help students, small businesses, and families.” She also wants people to access healthcare in some way. “When you lose your job, you lose your health insurance,” she said. “We need to figure out how everyone can be healthy and get their vaccines and medications. We don’t want them going to the emergency room or putting the burden on the employer to buy expensive healthcare.” Flynn said when people get elected as a supervisor, they forget the people they represent. “There’s an ivory tower there off Victoria Ave, and I want to break down that ivory tower,” he said. “One of the mantras of my family, and my father was the one who indoctrinated me in this is shoe-leather. It’s about door-to-door contact with people. It’s about real issues with real people. It’s not about this nonsense in this ivory tower off Victoria Ave. I’m not disparaging the county building or the employees who work there. I’m talking about people who get elected to county positions. They forget where they come from.” Flynn said he comes from Oxnard, and his family has been in Oxnard for just under 100 years. “You know what my dad did on the Board of Supervisors for 32 years,” he said. “Just wait till you see what I’m going to do. I’m going to bring shoe leather and local government to the people and break down that ivory tower and grow jobs. I will make sure that the government is never separated from the people.” What are your plans for Fisherman’s Wharf? Flynn said he has a history with all

the issues surrounding Fisherman’s Wharf and Channel Islands Harbor for eight years. He noted the Harbor Patrol issues and its excessive cost and the lack of maintenance in many areas in Channel Islands Harbor. “Channel Islands Harbor used to be the jewel of Ventura County,” he said. “The Lobster Trap, The Whale’s Tail, I grew up here. I remember what it was like, and I want to bring Fisherman’s Wharf back to its glory.” He also lived in San Francisco and has memories of the “Real Fisherman’s Wharf.” “I want to bring dynamic leadership to the County of Ventura,” he said. “I want to ignite the citizen participation movement that I helped start with the Harbor Task Force eight years ago. I want to take Fisherman’s Wharf and bring it back to its glory.” Ramirez called Fisherman’s Wharf an excellent opportunity for Oxnard and the region. “Unfortunately, we’ve come to a stalemate,” she said. “I’m hoping that as the county supervisor, I can get us past that obstacle. What’s the obstacle? The developer the county chose, for some reason, would not negotiate with the residents. It was my way or the highway. We had to get the Coastal Commission to tell the county no. The people of Oxnard and the planning commission have the right to review the plan. The plan was for 100 percent exclusive coastal apartments and limited coastal access.” She called it a tourist destination. “It’s the gateway to the Channel Islands,” she said. “The people who live there and pay taxes need to be respected and listened to. We need to have a collaboration. I am very good at collaboration. We can get to yes, but we have to work together. It can’t be my way or the highway, or if you don’t do it my way, I’m going to sue you. That’s what we’ve been hearing all this time. That’s why nothing has been accomplished.” The county is at the end of the road with the Wharf, and they have to start over. “It will be good for everybody,” she said. Meanwhile, Buddy had two seizures in 21 hours. She called the new vet and couldn’t get through. It was time for me to get involved. Without an appointment, I went down to the new vet and said someone needs to help me

before Buddy has another seizure. I was nice and apologized for bumrushing them. But too bad. I am going to advocate for my dog. I spoke to the practice manager and asked him if we could up his meds. Oh yea, I did mention that if Buddy had another seizure, I would be back and not conciliatory if they don’t help him. He excused himself, took Buddy’s records, and conversed with a Vet Tech and the Pharmacy

Tech. He came back, and Buddy was undermedicated. They upped his dosage, and he hasn’t had any problems since. While he was there, he also got medication for dermatitis, and oh boy, the side effect is an insatiable appetite. Now he eats his food, and when allowed, he’ll steal Ziggy’s food, as well. Unfortunately, when Buddy eats Ziggy’s food, he gets flatulent. Especially around bedtime. We fixed that problem

quickly and set the fans on high. The bottom line is that sometimes you need a native New Yorker to step in and play to jerk. I tease the J-Train a lot and write about it often. The truth is that we bust on each other, but together, we make a great team who love each other without limits. It’s our culture. She’s from Newark, New Jersey, and I’m from Freeport, Long Island. We play by a different set of rules.

The GOOD Club and President Steven Auclair honored by the Ventura County Democrats By Chris Frost chris@tricountysentry.com Oxnard-- It was celebration day at the Greater Oxnard Organization of Democrats, Sept 26, as the GOOD Club received the Kennedy Spirit Award.

ACH year, the Ventura County Democratic Party awards one group as an outstanding organization. The GOOD Club proudly received the honor in 2020. The Greater Oxnard Organization of Democrats was founded in 1989 and has grown its membership exponentially over the last year. Under President Steven Aucliar’s administration, the club has grown 135 percent and sits at an all-time high for members. They are not only the largest Democratic club in Ventura County, but one of the largest in the tri-county area (San Luis Obisbo, Santa Barbara, and Ventura County). Auclair also received the Chris Lanier outstanding activist award from the Ventura County Democratic Party. Lanier was a leading activist based in Ventura and was heavily involved with the party for many years. Auclair considers the honor a

great way to capstone his tenure as the GOOD Club president. He will reach his term limit in April 2021. “I’m excited to see what we’ve done this year,” said. “We have 320 members as an organization.” Auclair said it’s all about mobilizing the club. “A few years ago, we were at 46 members,” he said. “We’re in our 31st year now, and president after president of this organization said we must be active.” Auclair said it all started with the failed recall election in Oxnard, which mobilized the people. “We can’t take progress for granted,” he said. “We’re one election away from having our city be taken over.” The club started offering free membership, and they grew rapidly. “We had already grown to about 265 members,” he said. “Typically, with membership organizations in Jan, every year, you do your renewal drive and get people to renew through the spring. When Covid-19 struck in March and April, it was right in the middle of our renewal period. Our executive board and body decided to waive all unrenewed memberships because of Covid-19.”

Club donors in Oxnard liked the plan and stepped up their support. “Then we had the George Floyd incident and Black Lives Matter, and we took a look at or organization and what barriers there are to access this organization,” Auclair said. “It turns out that we should not ask people for money to become a member.” The GOOD Club became the county’s first city club to move to a zero dollar membership structure. “We haven’t lost any money,” he said. “Our donors respect that and said we’ll make up the money. It’s amazing to see how many people want to be involved. That $30 barrier

was too much for some people. It opened the doors wide to the Democratic Party.” Auclair believes in a multi-generational, diverse organization. “You often see clubs and organizations struggle on how to do that well,” he said. “I’ve worked hard to do that and reached back to all our former members and invite them back, and I reached to people who are just coming of age in the political movements.” The GOOD Club is a respected and trusted organization, and they work alongside organizations that do meaningful work. “Several months ago, our organization hosted the George Floyd Candlelight Memorial with the Community Advocacy Coalition,” he said. “Instead of taking the microphone, we came along with the organization that was doing the work.” Auclair feels that’s why their peers recognized them. “Several of the clubs in the last two months have gone to zero dollar membership models,” he said. “We hope this leads to inclusion. It’s something I’ve been passionate about my whole life.” As far as a successor, Auclair said the next president needs a

mark of leadership and building up infrastructure and building voices within the organization. “We have a strong executive board right now with passionate people among us,” he said. “I’m sure we’ll find a good president to lead us. I’m not going anywhere, and I’ll stay on in a different capacity. I’m a big believer in institutional memory. We should keep building and not just build during an election year. We need to be engaged, and we’re having big discussions about community involvement in 2021 with beach cleanups and coming alongside groups working with our homeless population. We want to use our members in a way that we can make changes in our community. Be on the lookout for that.” Auclair is the elected district three representative in the Ventura County Democratic Party, so his influence will stay within the organization. “I’ll bring my passion for building clubs and deeming them as civic organizations, not just political organizations at the county level,” he said. “That’s the conversation I’m helping with right now. This past month, we seated the President’s Council, which is a group of clubs. Dear Concerned, Elder abuse is a big problem in the United States that has escalated during the COVID-19 pandemic. According to the National Council

while elder abuse does happen in nursing homes and other long-term care facilities, the vast majority of incidents take place at home where the senior lives. And tragically, the abusers are most often their own family members (usually the victim’s adult child or spouse) or caregiver. How to Recognize Abuse So, how can you tell if an elderly relative or friend is being abused, and what can you do to help? A change in general behavior is a universal warning sign that a problem exists. If you notice that your relative or friend has become very depressed, withdrawn or gets upset or agitated easily, you need to start asking questions. Dear Savvy Senior, Can you write a column on how to recognize elder abuse and what to do if you suspect it? Concerned Relative

on Aging, as many as 5 million seniors are victims of abuse each year, but studies suggest this crime is significantly under-reported. Only 1-in-14 cases of elder abuse ever get reported to the authorities because victims are usually too afraid, too embarrassed, too helpless or too trusting to call for help. The term “elder abuse” is defined as intentional or negligent acts by a caregiver or trusted individual that causes or can cause harm to a vulnerable senior. Elder abuse also comes in many different forms: emotional, psychological, physical or sexual abuse, abandonment, neglect and self-neglect, and financial exploitation. Those most vulnerable are seniors that are ill, frail, disabled, socially isolated or mentally impaired due to dementia or Alzheimer’s disease. It’s also important to know that

Suspicious bruises or other injuries that can’t be explained. Sudden changes in behavior (upset, withdrawn, fearful). Broken eyeglasses. Caregiver’s refusal to allow visitors to see an elder alone. • Neglect or self-neglect: Weight loss, poor hygiene, unattended medical needs, and unsanitary, unsafe living conditions. • Emotional or psychological abuse: The senior is extremely upset, agitated, withdrawn, unresponsive, fearful or depressed, or demonstrates some other unusual behavior. • Financial exploitation: Missing money or valuables. Unexplained withdrawals from bank accounts, or transfers between accounts. Unauthorized use of credit, debit or ATM card. Unpaid bills despite available funds. Checks written as a loan or gift. Abrupt changes in a will or other documents. What to Do The best ways to help stop elder abuse is to be in touch and keep the lines of communication open. The agency will ask what you observed, who was involved, and who they can contact to learn more. You don’t need to prove that abuse is occurring; it is up to the professional. Avocado Toast

Avocado toast has a bad rap. You may hear it referenced in ways like this- “Avocado toast is so bougie”, “millennials waste all their money on avocado toast”, “Who pays $12 for toast?”

ELL I say, If you make it at home for less than a dollar is it still bougie and expensive? I think not! And if you add an egg, you now have a well-rounded meal that is sure to get your day started right. We fried an egg a couple of weeks ago, and we are going to do

it again today. I will include that recipe again today for a refresher. This recipe is for one slice of toast. If you would like 2 slices of avocado toast, double the recipe, and so on. Ingredients - 1 Slice sourdough - ½ Avocado

- 1 Egg - ½ Teaspoon vegetable or canola oil - Salt - Pepper - Squeezed Lemon To Cook Toast the piece of sourdough. Halve, pit, and peel an avocado. Cut the avocado into ½ inch cubes and place in a bowl. Smash avocado with a fork until you have your desired consistency. Add a pinch of salt and squeeze lemon juice. Mix. Spread smashed avocado onto the toasted piece of sourdough. Heat a non-stick frying pan on medium heat for 3 minutes. Add the oil. Crack your egg directly on top of the oil. Sprinkle a pinch of salt on the egg. And leave be for about 5-7 minutes. Seriously, don’t fool around with the egg at all. It doesn’t need any help from you. You will know the egg is ready to eat when the whites become fully firm. If you pull them off right when that happens, the yolk will be a beautiful runny delight. If you would like pepper, add at the very end. Place on top of the avocado toast. EAT. I hope you enjoyed this dish! LUCY CARTAGENA HITS THE CAMPAIGN TRAIL

Oxnard-- The campaign for the Oxnard City Council District Four seat jumped into high gear, Sept 27, as Candidate Lucy Cartagena cruised the campaign trail with the help of her friends.

T

HE event was lively and Covid-19 safe, as Lucy rode on the back of a classic Chevy Impala Convertable, waived to the crowd, and let everyone know that she will be a force to be reckoned with this Nov. The campaign finally parked at Marina West Park, where supporters were waiting for her with giveaway prizes, dinner, and lots of fellowships. Lucy responded to each person, thanked them for coming, and listened to concerns from attendees. Besides being a female Latina, she said the most significant difference between her and Councilman Bryan MacDonald is that she can relate to the community, and her boots are on the ground. “I am trying to campaign during a pandemic,” she said. “I decided to do some micro-events. The way people started with Covid-19 during the parades, I wanted to do something more reflective of Oxnard, and that is with the lowriders. The City of Oxnard has over 26 car clubs, so it resonates with the community. I have great support from the lowrider community, and they agreed to come out and do some cruising in each neighborhood. Next week, we’ll be at Beck Park,

then Durley Park, then Lions Park.” If there is a community-friendly, family-oriented event in the city, Lucy said the lowriders are happy to help. “Who better represents who I am and what I stand for than the lowrider community,” she said As she experiences her first campaign, she learned that the city is truly Oxnard strong. “The community is well-receptive,” she said. “People want things to be better. We need to do better by them. It gives me more seasons to want to run. I want to do well for them, and I have got nothing but good reception from the community.” In her community experiences, residents agree with Lucy and say the most challenging issues are the homeless community, the streets, the dirtiness, and unkempt parks in Oxnard. “It’s the reason why I am running,” she said. “I think it’s time to stop crying and complaining about

it to people who are not listening and have been sitting there for over 10 years and don’t care. Now it’s time for us to take the chair and do something about this.” She acknowledges the effort to place members of the homeless community at the Vagabond Hotel and the proposed solutions center across from the library, but she said it’s not enough. Cartegena was part of a vocal group that stopped the original homeless shelter proposal on Saviers Road. “The community comes out, and they’re strong,” she said. “When the community rallies together and Oxnard is Oxnard strong, they don’t want it,” she said. “As long as they know what’s going on, and the city doesn’t let the community have buy-in, but when the community finds out, we will get our way.” If they’d let the community know what’s going on, Cartegena said you would probably have 99 percent

support instead of opposition. She aligns with environmental issues, but at the same time, Lucy said they could do better. “I don’t think they’ll call me a trailblazer,” she said about how council members would characterize her candidacy. “What will the community call me? The homegirl.” She looks forward to speaking at a forum without Tim Flynn trying to shut her up. “I’m looking forward to it,” she said. “It’s the only time I will have a captive audience without our current city council trying to shut me up, and our current city manager trying to interject. I don’t need Bert Perello trying to tag team.” Cartagena said she could work with City Manager Alex Nguyen. “Alex Nguyen’s job is specific,” Cartagena said. “He takes direction from the City Council. I would want to keep him to his job. I can work with him, as long as he does what his job requires him to do.” Families First came out to the event to endorse Lucy. “They’re not supposed to be here, but they are out here supporting me,” she said. “Families First does parenting and co-parenting classes.” Former Police Chief Jeri Willams asked her what she was going to do for the community. Williams gave her conviction when she was fighting against Alphonse Limón and

the police. “I founded Families First and do parenting and co-parenting workshops,” Cartagena said. “We do wraparound services for our parents. We believe the parents are the first teachers. It works in a triangle. The child is in the middle, then family, community, and school.” Cartagena said one thing the pandemic did was wake up the youth. “The youth are now at home and in the community instead of at school and home,” she said. “These youth are now home looking at the news which they didn’t do before. We need to capture the youth and get them active in the community. Let’s use what is against us for us. This gives us time to reach people at home.” Hope Rodriguez supports Cartagena because she is a great candidate for the city itself. “She has been doing multiple events that help the whole community,” she said. “She’s also been nothing but giving to anyone who needs help. My biggest concern is the homeless issues, as well as housing issues. Since we are in a community with field workers, that should be important. With Lucy being a candidate, she’ll look into farmworkers who need help and resources.” Stefanie Becerra has known Cartagena for three years and said she does a lot for the community. “From the smallest events to helping out anything, to be honest,” she said. “Lucy has helped me with a lot of my personal problems. She is so helpful to this community.” Magdalena Martinez stands strongly with Lucy. “The police are so closed-minded in many situations,” she said. “Especially in the Latin and Colored community. I feel like once we get enough time to explain ourselves about the situation, the cops can be like, let me act before I shoot someone or beat someone up. Gavin Newsom signed a law on Saturday requiring California to house transgender inmates in prisons based on their gender identity—but only if the state does not have “management or security concerns.”

HE California Depart­ ment of Corrections and Rehabilitation houses men and women in separate facilities. Transgender inmates are often housed based on their sex assigned at birth. Advocates say this is dangerous, particularly for transgender women housed in facilities for men. The law Newsom signed Saturday says officers must ask inmates privately during the intake process if they identify as transgender, nonbinary or intersex. Those inmates can then request to be placed in a facility that houses either men or women. The law says the California Department of Corrections and Rehabilitation cannot deny those requests solely because of inmates’ anatomy, sexual orientation or “a factor present” among other

inmates at the facility. But the state can deny those requests if it has “management or security concerns.” If a request is denied, the state must give the inmate a written statement explaining the decision and give the inmate a “meaningful opportunity” to object. Sen. Scott Wiener, a Democrat from San Francisco who authored the bill, said he doesn’t expect that exception to be used very often. “It’s just a false narrative about transgender people and about transgender women in particular that they’re somehow not really

women and are just trying to scam their way into women’s bathrooms or facilities in order to do bad things,” Wiener said. “Overwhelmingly the people who are being victimized are trans people.” At any time, if inmates raises concerns about their health or safety, the law says the state must reassess where they are housed. “It means a lot to me and my sisters,” said Michelle Calvin, a transgender woman incarcerated at Mule Creek State Prison who recently called in to a news conference about the bill. “I’ve been in for 15 years. I’ve been through the abuse, I’ve been through the disrespect of staff not addressing me for who I am because I am a woman.” Connecticut passed a similar law in 2018. Rhode Island, New York City and Massachusetts have also

housed inmates based on their gender identity. The law also requires officers to address transgender inmates based on the pronouns of their choice. And it requires officers to search inmates based on the search policy of their gender identity. The law was one of several LGBT-related laws Newsom signed on Saturday. He signed another law authored by Wiener requiring local public health officers to better track how diseases are affecting the LGBT community. He signed a law authored by state Sen. Lena Gonzalez to ban life and disability insurance companies from denying coverage solely because someone is HIV positive. And Newsom signed a law authored by Assemblyman Miguel San­tiago that sets up a Transgender Wel­lness and Equity Fund to pro­vide grants to organizations that support the transgender community.

WASHINGTON (AP)—If you’re on Medicare, don’t run to the mailbox looking for a $200 prescription drug card courtesy of President Donald Trump. Government officials said Friday that key details of Trump’s election-year giveaway still have to be fleshed out, including the exact timing and how Medicare’s cost would be covered—a sum that could approach $7 billion. It’s also unclear which Medicare enrollees will get the promised cards. Trump said 33 million beneficiaries would receive cards in the mail, but more than 60 million people are covered by the federal health insurance program for seniors. Trade groups representing the two industries most affected by the plan—drug companies and insurers— said they have received no specifics from the Trump administration. Public policy experts called it an attentiongrabbing move—weeks before the presidential election—that won’t change much in the end. “Providing a coupon does absolutely nothing to address the underlying problem of high and rising drug prices,” said Tricia Neuman, a Medicare expert with the nonpartisan Kaiser Family Foundation. “The administration has had nearly four years to work with Congress or go through the regulatory process to adopt proposals that could have a real and sustained impact on drug prices.”

“Bill & Ted Face the Music” By Bob Garver

in the future miserable. Though have to I wonder how there’s a future at all unless they succeed. Ugh, I saw this movie only a few days after “Tenet,” and I was in no mood to sort out another complex system of time travel. The adventure includes a side-trip for the daughters to round up musical talent for the big performance that evening, which is basically just a rehash of the first movie with less fit actors. Weaving and LundyPaine are likeable enough, but they cannot make Bill & Tedspeak sound natural to save their lives. There’s also a subplot about Kelly’s mother (Holland Taylor) sending a robot assassin (Anthony Carrigan) into the past to kill Bill and Ted. Somebody behind the scenes must think Carrigan is hilarious, because he’s constantly allowed awkward riffs that kill the movie’s alreadyshaky momentum. Very little about “Bill & Ted Face the Music” worked for me. The new characters are either unfunny (the daughters), unnecessary (Kelly and her mother), or both (the robot). I suppose it’s a trip to see Winter and Reeves back in these roles, and to be fair they haven’t lost an ounce of sincerity or chemistry in thirty years, and I’m sure it means much more to people who were fans of them thirty years ago than it does to me, but I find that a little of Bill & Ted goes a long way. This movie is too harmless to strongly dislike, but if you aren’t already fans of these characters, you probably won’t be won over by “Face the Music.”

I watched the first two “Bill & Ted” movies to prepare for new installment “Face the Music,” and I have to say, they didn’t do much for me. I didn’t think they were painful or anything, but having grown up with similar dimwitted duos (Wayne and Garth, Beavis and Butthead, etc.), I didn’t think the title pair brought much to the table. Their manner of speaking, which is basically slacker talk with one out of every ten words inexplicably higher than their apparent vocabulary level, gets old fast and the time travel jokes never rise above “lazy.”

liked that George Carlin was in the movies, but that’s mostly because his appearances triggered happy memories of his standup. The point is that I’m maybe not the target audience for “Face the Music,” since I wasn’t coming in as a fan. Alex Winter and Keanu Reeves are back as Bill S. Preston, Esq. and “Ted” Theodore Logan, respectively. Although we’ve known since “Bill & Ted’s Excellent Adventure” back in 1989 that the duo’s music and philosophy (“Be excellent to each other”) will one day unite the world and usher in centuries of greatness, things aren’t going so excellently lately. Their band Wyld Stallyns is on the rocks following the tumultuous departure of Death (William Sadler) and they can’t seem to get the sound or song that will take them back to their previous height. Their marriages to princesses Joanna (Jayma Mays) and Elizabeth (Erinn

Hayes) are souring, though they have the love and admiration of their daughters Thea (Samara Weaving) and Billie (Brigette Lundy-Paine). Also, there’s the small matter of the universe collapsing on itself because they can’t get their act together.

Fortunately, they have help from time traveler from the future Kelly (Kristen Schaal), the daughter of Carlin’s character from the original. She says that they have forty-seven minutes (in real time) to write the song that will unite the world or the

whole universe dies. They can use a time machine however they see fit to accomplish this goal. They decide to go to various intervals in the future to get the song from their future selves, who have already written it. But taking this shortcut just makes their lives

NEWS Ventura County is meeting state reopening metrics and is poised to enter Red Tier in one week Ventura-– On Sept. 29, the State of California announced that the County of Ventura has met the State COVID-19 metrics for one week. If the County meets the metrics for an additional week the State will allow the County to move into the Red Tier of the State’s Blueprint for a Safer Economy.

I am excited Ventura County has been cleared to go to this next phase,” said Supervisor Kelly Long, Chair of the Board of Supervisors. “Ventura County has consistently exceeded the standards in five of the six initial metrics set by the state. Clearing this last hurdle is a testament to the public’s patience and adherence to safety protocols. I look forward to more latitude and flexibility for our

local businesses and social activities that will help our local economy and improve our quality of life.” As of Sept 29, the County has met the threshold for the case rate for the Red Tier. Any county within this tier must indicate a daily case rate of between 4-7 cases and a positivity rate of between 5-8 percent. Ventura County currently has a daily case rate of 7.0. The County’s testing volume of 283 exceeds the State average of 248.9. This has allowed for an adjustment by the State of the case rate from 8 to 7. Exceeding the requirements for testing has helped the County advance. “This is a huge step forward for our County,” said Mike Powers, County Executive Officer. “This advancement shows the commitment of our business community and community members to bring the numbers down. We understand the hardship faced by so many and appreciate that this next tier will offer

the reopening of many areas. The economic toll of this virus continues to adversely impact the business community. We will continue to work for further progress.” The County anticipates that establishment in the Red Tier would become effective starting Tuesday, October 6, 2020. “Businesses are encouraged to prepare now for reopening,” added Powers. The County has been actively working with the State to advocate moving forward into this less restrictive tier. “This is a critical time at which we must continue to work together to further slow the spread of COVID-19. All residents are urged to follow all guidance so we can continue to improve our metrics and move through the tiers. Wearing masks, social distancing and only gathering with members of one’s household are important measures to keep us on the right path,” said Public Health Director

Once in the Red Tier, personal care services, restaurants, places of worship, movie theaters, gyms and fitness centers, along with museums, zoos and aquariums will be able to open for indoor operations with modifications. Stores with indoor operations that are open in the Purple Tier can increase indoor capacity to 50 percent in the Red Tier. Restaurants can open indoors at 25 percent capacity. Places of worship, higher education, and zoos and museums can open indoor operations at 25 percent capacity or 100 people, whichever is less. Fitness centers and gyms will be able to offer indoor operations at 10 percent capacity. School openings for in-person instruction are only able to be considered once a county has been in the Red Tier for 14 consecutive days. At this time, only schools that have applied for school waivers and

have been approved are allowed to be open for in-person instruction. If the County continues to meet the threshold for case rate and other metrics, K-12 schools across the County could reopen as early as Wednesday, October 21, 2020. Additionally, as of September 28, the State has allowed for outdoor playgrounds operated by a city, state, county, or federal government to open. The County of Ventura is in line with the guidance that has been provided by the State.
