By Chris Frost chris@tricountysentry.com Oxnard-- The unofficial totals are in from Ventura County, and 1.5 cent sales tax increase for the City of Oxnard is heading towards victory. Measure E is a shot in the arm for the city, which is struggling under budget constraints to maintain city services. Permit simplicity, Measure F, which was penned by Moving Oxnard Forward Chief Aaron Starr, has been defeated. Measure L, which expands the duties of Oxnard City Treasurer Phil Molina, has been defeated by a wide margin. One of the more controversial initiatives, Measure N, passed. This will sunset Measure O funding if the city does not improve the roads. The City of Oxnard has not announced any legal challenges at press time. MAKES THE SENIORS AND OXNARD SPECIAL POPULATIONS SMILE By Chris Frost chris@tricountysentry.com Oxnard-- It was a special trick or treat celebration at the Wilson Senior Center, Oct 30, as the location hosted a “Trunk or Treat with a Drive-Thru Celebration that brought huge smiles to everyone’s faces. ARS lined up, drove in, and got plenty of candy as volunteers came together to make the evening a special event. Both groups have been displaced by Covid-19 and were overjoyed to be together. Oxnard Special Populations Director Maria Sandoval and Program Coordinator Jorge Cruz teamed up to make the event a success. “With Covid-19 happening, all regular programming stopped,” Cruz said. “We decided to get together and see what we could bring to our special pops and senior community and have them enjoy the holiday. We figured a trunk or treat program would work perfectly for both programs.” n Trunk or Treat, see page 7

Ramirez wins Ventura County District Five Supervisor race By Chris Frost chris@tricountysentry.com Oxnard-- Oxnard Mayor Pro Tem Carmen Ramirez has unofficially won the Ventura County District Five Supervisor race over Oxnard Mayor Tim Flynn. With 69 of 90 districts reporting, Ramirez unofficially has 21,428 votes. Flynn received 17,639.

Ramirez ran a campaign based on providing new jobs in the new economy while transitioning away from fossil fuels. Ramirez has taken the no fossil fuel pledge. She has faced several efforts by big oil political action groups that promoted Flynn. During the primary season, several stories came out that provided misinformation about the candidate. Big oil promoted Flynn again this fall, which she

addressed in a Sentry article published Oct. 8. Ramirez remained undaunted by the action and is in the process of drafting a letter to the California Geologic Energy Management Division to address idle oil and gas wells in the jurisdiction. “These wells are left unattended and are a threat to the public health and safety of our communities,” Ramirez said. “Idle n Ramirez, see page 3

I’ve also seen people say that other people are friendly, but the person is a Republican, so that person can be shifty and untrustworthy. I’ve also heard people say that it is impossible to like a Republican. If you think that, check your hate levels. They’re unhealthy. Let me point out something painfully obvious that I shouldn’t need to say. We live in The United States of America, which is a Republic. Instead of hating people or wishing them harm because they are a Democrat or Republican, try embracing the diversity this county offers. I have friends on both sides of the aisle. If I befriend someone, I don’t check their politics. If you want to censure someone because they think differently, why don’t you get all dressed up in your Americana gear and head over

Ventura-- The Donald Trump rally at the Ventura County Justice Center was victimized by Black Lives Matter advocates, Nov 1, as occupants of one car assaulted a woman with a mango and knocked her to the ground.

HILE atten­ dees rushed to the woman’s aid, a barrage of full water bottles was thrown at the peaceful celebration of freedom in America. Ventura Police and first responders responded to the scene quickly and took the woman to the hospital. Unconfirmed reports say the woman suffered a concussion when she fell and hit her head on the sidewalk.

“Ross” Jones said she didn’t see what happened, but she received first-hand accounts about the incident. “One of our Patriots was standing here waving her flags when a black car with four black guys drove by and threw a mango at her head, and she got knocked over and hit her head on the ground,” she said. “Then, while we were all over there helping her, they were throwing full water bottles at us, which can be painful. Let’s see how the Ventura PD handles this.” Jones said it’s not the first time the Patriots of Ventura County have been attacked. “Usually, when we’re here, Black Lives Matter comes and attacks us on some level, so we’re used to it,” she said. “They usually attack us on foot. At the last rally, a woman charged our group.

Dear Savvy Senior, What tips can you recommend for finding affordable prescription eyeglasses? I used to have vision insurance through my work but lost it when I turned 65 and signed up for Medicare. Need Spectacles Dear Need, Unfortunately, in 2020 it’s still true that original Medicare does not cover vision services, which includes routine eye exams and prescription eyeglasses – unless you’ve just had cataract surgery. While there’s no one solution to this common need, here are a few tips that can help you save. Medicare Advantage While original Medicare doesn’t

cover vision services, there are Medicare Advantage plans that do. Medicare Advantage plans, which are sold through private insurance companies, cover all the same medical and hospital services that original Medicare does, but many of them also provide vision as well as dental, hearing and prescription drugs too. To locate Advantage plans in your area that provide vision coverage, go to Medicare.gov/plancompare or call 800-633-4227. But before enrolling in a plan, check the benefit details to ensure the plan’s vision coverage includes routine eye exams, eyeglass frames and lenses. If you are currently enrolled in original Medicare you can switch to a Medicare Advantage plan each year during the open enrollment

period, which is between Oct. 15 and Dec. 7. Or, if you already have an Advantage plan that doesn’t provide adequate vision coverage, you can swap to another plan between Jan. 1 and March 31. Vision policies typically start at around $11 to $13 per month for an individual, but before signing up make sure your savings potential is worth the cost of the monthly premiums and required copays. Discount Stores Purchasing eyeglasses from discount retailers is another way to save. Costco Optical is one of the best discount stores for good eyewear and low prices. Eyeglasses cost an average of around $184, but to shop there you have to pay a $60 annual membership fee. Some other good retail options for low prices include Sam’s Club Optical

and Walmart Vision Centers. You also need to find out if you are eligible for any discounts. Some retailers provide discounts to membership groups like AARP and AAA. Things have a way of catching up with me Dr. James L. Snyder THE PARSONAGE—I have learned in my life, and probably just one thing: things have a way of catching up with me. I can’t get away with anything. It’s not that I don’t try. There were a few times when I’ve come pretty close to getting away with something, but it didn’t turn out the way I hoped. One example stands out. Last year

someone hacked into the Gracious Mistress of the Parsonage’s bank account and purchased a case of wine for around $700. It took her a few days to see this in her bank account. When she saw it, she immediately went to the bank to dispute it. The interesting thing about this purchase on her account was, it happened while she was playing the piano in church on a Sunday morning here in Florida, and was

made at the same time in Southern California. I know my wife is terrific, but I did not believe she could do that. To be in two different places at the same time is magical. Maybe she has more arrows in her quiver than I imagined. She finally got it squared away with her bank and got the money put back. For a while, she was a little worried and checked her bank account every day.

Every once in a while, being the kind of person I am, I will ask her after the Sunday service, “Did you buy any wine today?” I found that quite hilarious but, being on the opposite side of the marriage aisle, she did not go along with that evaluation. SENIORS 805 Honoring Rev. C.T. Vivian’s Legacy By Marian Wright Edelman FOUNDER AND PRESIDENT EMERITA My much beloved friend Rev. C.T. Vivian was a leader in the Southern Christian Leadership Conference (SCLC), a confidant of Dr. Martin Luther King, Jr., a role model for so many of us in the 1960s era of civil rights activism, and a mighty and indispensable long haul moral warrior for justice. He was also a treasured personal friend known for being unfailingly gracious, generous, warm, and loving. I keep a photo in my home office of C.T. with my whole family taken when my husband Peter and I took our children and grandchildren on a civil rights tour through the South some years ago. His kindness radiated in his smile. Rev. Vivian participated in his first sit-in at a Peoria, Illinois lunch counter in 1947, an early example of the success nonviolent sit-in protests could have. As a leader in the Nashville sit-in movement, one of the ministers who joined Student Nonviolent Coordinating Committee (SNCC) members on Freedom Rides into Mississippi,

and as an SCLC leader bringing people to register to vote at Selma, Alabama’s courthouse he faced violence repeatedly. Although beaten and jailed he never wavered and like Dr. King and Gandhi believed hatred and violence always destroyed more than they created. A violent episode in Selma exemplified his dignified courage before our nation. In February 1965, television cameras filmed him leading a voting rights protest at the courthouse where he was physically blocked at the door by rabid segregationist Sheriff Jim Clark. “This courthouse does not belong

to you, Clark,” C.T. told him. “This courthouse belongs to the people of Dallas County…You can turn your back on me, but you cannot turn your back upon the idea of justice. You can turn your back now and you can keep the club in your hand, but you cannot beat down justice. And we will register to vote, because as citizens of these United States we have the right to do it…” The cameras rolled as Sheriff Clark punched C.T. in the mouth and knocked him to the ground. C.T. got back up and kept speaking as he was dragged away bleeding to jail. The resulting news broadcasts

of his beating and arrest helped bring national attention to Selma’s voting rights movement. That became a harsh spotlight during the follow-up actions over the next months, including three Selma to Montgomery voting rights marches, the Bloody Sunday attack at the Edmund Pettus Bridge, and the murders of nonviolent protesters Jimmie Lee Jackson and Rev. James Reeb, which led to the signing of the federal Voting Rights Act in June. C.T. said of the courthouse attack: “Everything I am as a minister, as an African American, as a civil rights activist and a struggler for justice for everyone came together in that moment.” C.T. was a warrior for justice his entire life including protecting the right to vote. When President Obama awarded C.T. the Presidential Medal of Freedom in 2013, he called him a “stalwart activist on the march toward racial equality,” saying, “Rosa Parks said of him, ‘Even after things had been taken care of and we had our rights, he was still out there, inspiring the next generation,’ including me… and at 89 years old, Reverend Vivian is still out there, still in the

“After all these years you haven’t told me everything about yourself,” my wife said to me. “Why didn’t you tell me you smoke cigars?” Then she laughed. I didn’t. She egged me into an intense conversation about the fact that I did not, in any way, smoke cigars; therefore, why in the world would I buy cigars. Looking at her, I could see she was enjoying this to the hilt. “Is there anything else,” she said rather soberly, “that you haven’t told me?”

Rev. Vivian told young leaders at a Children’s Defense Fund event he believed they were inheriting the world at a unique point in history when the chance to create a more peaceful and just future for all people was not just possible, but necessary for continued survival and that “this is the moment we have waited for…We talked about a new world coming. We talked about all of that, right? Now that it’s here, we’ve got to make it real.” I hope the next generation will heed this great servant leader’s wisdom in this darkest hour until equal opportunity is real for everyone in our nation.

Well, if there was, I would not remember it at my age. Then, as I stood there with my jaw dropped to the floor, she began laughing hysterically. “Ha, ha, ha, I got you.” But it wasn’t over yet. The next Sunday after the church service, on our way home, my wife looked at me rather soberly and said, “Honey, did you by any cigars today while you were preaching?” Then she laughed heartily, and I mumbled under my breath as I gritted my teeth.

NEWS Public Works & Transportation approves the third amendment with the Channel Islands Beach Community Services District By Chris Frost chris@tricountysentry.com Oxnard-- The Public Works and Transportation Committee, Oct 27, recommend the City Council approve and execute the third amendment to Agreement A- 7864 with the Channel Islands Beach Community Services District.

HE action extends the term from Dec 31, 2020, to Dec 31, 2022, for wastewater transportation and treatment services. Wastewater Division Manager Jan Hauser said the item is a time extension only, and all the other terms and conditions remain. The city has a regional wastewater treatment system and serves several agencies outside the City of Oxnard. “That includes the City of Port Hueneme, the naval bases, other unincorporated areas in Ventura County, and the Channel Islands Beach Community Services District,” he said. “Each one of these is regulated through a sewer-use agreement. They’re all unique and individual to the communities being served outside the city.” The treatment plant is rated at 31.7 million gallons per day, he said, and it currently treats approximately 20 million gallons per day. Channel Islands Beach serves the area around the harbor, including Hollywood Beach, Hollywood by the Sea, Silver Strand, and a few other parcels along the harbor. “One of the unique aspects of this agreement is we bill

them for the use of our sewers and treatment, and they bill us because we use part of their sewer system,” he said. “There’s a two-way billing built into the agreement. That’s one of the things we want to address.” The original agreement ran from May through Dec 2016, he said, then followed by a first amendment that extended the term through Dec.31, 2018. “A second amendment extended the agreement through 2020,” Hauser said. “We’re asking to extend it one more time. In the meantime, through work with Channel Islands Beach, we hired a third-party consultant to look at the agreement, look at the infrastructure service areas, billing, and all the things that are challenging in the existing agreement.” He pointed to a graphic of the Oxnard and Channel Islands Beach service areas and said the Channel Islands Beach wastewater system travels through Oxnard in several places. He called it a small yet complex system of spaghetti infrastructure. “That was one of our goals in the study, to see if we could separate that infrastructure,” he said. “The scope of the work was to look at the shared infrastructure to identify areas that we can meter, based on billing, then, the overall service area.” The study had many recommendations, starting with transferring the infrastructure. the bridge over the harbor. “It serves only Oxnard residents, but they (Channel Islands) own and maintain it,” he said. “That doesn’t make a lot of sense. “There’s also gravity sewer that we cannot measure the flow. There is not a lot of flow, but it goes to their system. The recommendation is to transfer the ownership of those pieces of infrastructure.” The other change will meter all the flow. “Right now, there is no metering,” Hauser said. “Billing is based on a base rate identified in the original agreement. That increases by the rate increases passed by the city council. The transfer of infrastructure would also require a modest change in the service districts. A new agreement will need to have an industrial

pretreatment program or a multijurisdictional agreement as part of our NPDS permit that’s not part of the current agreement. One of our goals is to get the billing one way, based on our metered flow.” The billing has a base rate; they don’t know how it was determined, which determines what the city bills Channel Islands and what Channel Islands bills the city. “That increase is based on the rate increases,” he said. “One is based on the residential rate, and one is based on the regional rate,” he said. “The rates have gotten a little bit out of whack. It’s also based on an assumed flow. None of this is metered. It’s basically a flat rate.” Committee Member Bryan MacDonald wanted to know how they meter the flow. “Do we meter it at the lift

station, as to what comes out of the lift pump,” he asked. Hauser said he’s correct. “There are about six pump stations in this system,” he said. “We can install meters on all of those stations. That would meter all the flow from our side and their side that’s going to the shared force main. We have put one meter on one of our lift stations. They have purchased into our system; we’re one of the co-owners of the system, so they have an allotment of flow they can use. The billing would be based on the actual flow. We would measure their flow and our flow, subtract our flow, metered by their stations. That’s what we would bill them.” Chairman Bert Perello said he’s happy that both sides agree about this issue. “We’re making progress,” Hauser said. “It’s been a cordial relationship.” Perello asked if any of the pipelines are underwater, and Hauser said they’re under public streets. “What are the conditions of the pipelines,” Perello asked. Hauser said the two groups would need to examine that concern jointly. “We need to evaluate the condition of the infrastructure that would be swapped,” he said. “It’s a pump station they currently operate and maintain, but it only serves our customers. Then, there is a gravity sewer line that runs south on Victoria. We’ll have to evaluate the condition of the infrastructure throughout the infrastructure.” The system has no odor complaints. “This particular area in the county has had real impacts imposed by short-term rentals,” Perello said. “When we’re talking about metering, are we talking about a residential unit or a residential unit that is being used as a business, industrial, or a commercial establishment?” Hauser said they’ll get billed on a formula rate. “They’ll be responsible for billing the people in their service district,” he said. “We’re going to bill them one bill on a wholesale rate for all their usage.” The item passed unanimously.

He came dressed as a member of SWAT, and he admitted that it is a recycled costume. “It’s something I already had, so you know what, it worked,” he said while laughing. “I’m a candy guy and a scaredy-cat guy. “I can’t watch scary movies because I get spooked out. I’m more into treat than into tricks.” Sandoval said the Oxnard Special Populations hadn’t had any programming because Covid-19 has shut the program down. “For them, and for me, this is a huge deal,” she said. “We’re bringing them a little bit of hope and bringing their spirit up. We want them to enjoy and have a good time. It’s been difficult

for the Special Populations, but I think the parents have done a wonderful job keeping them at home and following all the CDC guidelines. I know a lot of them want to come out, socialize and have the fun club and the Day at the Park. It’s been hard for everyone, not just them. We manage, and we’ll figure it out together.” She, too, wore a recycled costume. “This is kind of like a witch, Dia de Los Muertos costume,” Sandoval said. “I am a candy person, and I like Twix. I take my nephews out trick or treating.” Martha Jimenez brought candy for the seniors and the Oxnard Special Populations, and she was motivated to come to the event. “It’s been hard,” she said. “This is a little happiness in the mix of sadness. It’s not the same without the kids.” She can’t decide between candy and scary movies.

“I like them both at the same time,” she said. “I like Almond Joy. This (candy) was all donations from different people and businesses in the community.” Alice in Wonderland welcomed all the attendees as they entered Trunk or Treat Street, and she picked the costume, especially for the day. “A lot of things are happening with Covid, and we don’t know what is going to come next,” she said. “It’s important for everyone to know that the City of Oxnard still cares. We genuinely care about our seniors and our youth. We want them to enjoy themselves in these trying times.” Alice loves candy. “Any kind of candy, as long as it’s got sugar,” she said. “The little ghost (behind her) is not too scary,” she said. “My son is autistic, so he wanted to do everything himself. It’s wonderful to see the kids smile and be amazed. We’re happy to do this. I’m taking it day-by-day. Working for the city and being able to do different things with Covid-19; helping out the people and seeing their joy is priceless.” Fernando Garcia and his team gave away pumpkins. “We had a bunch of pumpkins donated to us, and it was pretty simple because I had the truck to put them back,” he said. “I am a candy-eating guy, and my favorite kind of candy is Twix. I like lots of butter on the popcorn.” He’s hanging tough through Covid-19. “We’re still working every day and serving seniors with our home-delivered meals program,” he said. “It’s kept us sane because we’ve been able to walk in and continue to do our work.”

If you’re examining an issue, talk to both sides. I just did a story like that, and I got all two of the three sides of a controversial story. I tried for all three sides, but one side ignored my email. The readers need to know that too. That says a lot. We also follow a different editorial formula. We don’t just give you the who, what, where, when, and why with a couple of quotes that make you think

Last week we made salsa verde. But what good is salsa if you don’t have chips? Well the answer is salsa can go on anything, but chips are definitely my favorite pairing. So Today we are going to make our own tortilla chips.

Southwinds Pocket Park breaks ground and celebrates By Chris Frost chris@tricountysentry.com Oxnard-- It was a joyous celebration at Cuesta Del Mar Pocket Park, Oct. 31, as community leaders, neighborhood volunteers, and kids got together to hold a ground-breaking celebration, followed by a big celebration.

IDS had a huge pumpkin decorating circle, followed by lots of games, fun, food, music, and celebration. The park was in rough shape, but the future looks bright for the space and community. The pocket park idea came to fruition because of Lucy Cartagena. “I went to Emilio (Ramirez), who is the new housing director,” she said. “I asked about this empty space, and they want to make green spaces out of empty spaces. I’ll be doing another installation on the corner of C and Sixth streets with another empty property.” She loves the area. “They are going to have great art,” she said. “There is going to be a sensory garden here. A sensory garden has sight, smell, see, and taste. This is for the children. There is not a free sensory garden from Santa Barbara to Thousand Oaks. We’ll have two in the City of Oxnard.” Lucy loves Halloween candy. “I love milk chocolate,” she said. “I’ll be at Oxnard High School tonight, Oct 31. They’ll be doing a drive-by Trunk or Treat. I’m going as myself. I’m scary enough.” Oxnard Commission on Homelessness Chair Peggy Rivera traveled with Cartagena and said she’s thrilled to see the pocket park come to life. “This is well-deserved,” she said. “I am happy to be associated with such great women like Lucy and Carolina, who love their community and bring it all together to make things happen.” The Commission on Homelessness has not met since March because of Covid-19.

“We’re going to meetings starting in Nov,” she said. “It’s going to be a virtual meeting. We’re happy to bring them back. There’s a lot of unfinished work we have to address.” Despite the extended layoff, Rivera said the committee’s vision is always there. “The vision is to end homelessness someday,” she said. “Just to keep our attitudes positive and be connected, even if it’s through a voice, is big. They didn’t allow us to have virtual meetings for a little while, so we’re happy to have a vir-

I felt like I was wasting supplies, and I dropped out of college. At that time, I had a business already, so I dedicated most of my time to painting murals and signs. That was back in 2010.” Juan is now a muralist and business owner. “You bring your vision to life,” he said. Merari Menjivar was busy working on a Halloween pumpkin. “I’m trying to make it creative and add spooky Halloween colors that are traditional,” she said. “I’m also going to add some fun colors and some different culture colors that represent the Day of the Dead.” She said Covid-19 makes her sad. “I normally wanted to do a lot of stuff with my family,” she said. “Because of Covid-19, we can’t visit or see each other. Most of my family, I haven’t seen for almost a year now. I live next to my cousins and some of my friends. They’re always super nice, kind, and supportive. My brother and my cousins always look after me. I am the oldest. I am supposed to look after them.” Carolina said kids are always welcome at the pocket park. “Eventually, we’re going to have containers to put our stuff away,” she said. “We’ll have more programs coming. Everybody can be part of this project.” The new park is located at 610 Cuesta Del Mar Drive.

HEALTH 79th California prison inmate dies of COVID-19 complications AVENAL, Calif. (AP)—An inmate at a central California prison died of complications from the coronavirus Saturday, authorities said, becoming the state’s 79th person to have a fatal case of COVID-19 while they were incarcerated.

HE Avenal State Prison inmate died at a hospital, the state Department of Corrections and Rehabilitation said in a news release. The prisoner’s name was not released. There have been 15,872 confirmed cases of the coronavirus in the state prison system, according to online statistics. The virus has killed more than 17,500 Californians and infected more than 900,000. Advocates say jails and prisons nationwide are prime locations for

the virus to spread between inmates and staff. Officials have released hundreds of inmates to decrease jail and prison populations across the

country during the pandemic. The person was the eighth inmate from the Avenal prison to die from the virus, officials said. The

prison, which is located in Kings County about 185 miles (297.73 kilometers) north of Los Angeles, has 24 people who are currently

positive for COVID-19. Of the 79 state prison inmates known to have died from the coronavirus, 28 were from the San Quentin State Prison. Twenty-six were incarcerated at the California Institution for Men in Chino. In a privately run San Diego federal jail, at least 56 inmates tested positive for the coronavirus last week in a facility that houses mostly pretrial inmates, the Los Angeles Times reported Sunday. The number of infections is thought to be far higher because many people have not been tested, and studies suggest people can be infected with the virus without feeling sick. For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some—especially older adults and people with existing health problems—it can cause more severe illness, including pneumonia, and death.

Amid pandemic, in-person voting underway in California By Adam Beam SACRAMENTO (AP)—Inperson voting started for most California counties this weekend as local election officials—many for the first time—opened polling places days early in hopes of avoiding crushing crowds on Election Day. More than 22 million people are registered to vote in California, nearly 88% of all eligible adults. That’s the highest percentage heading into a general election in the past 80 years, according to the secretary of state’s office. This year, all voters got a ballot in the mail, part of the state’s effort to encourage people to vote remotely to avoid spreading the coronavirus that has killed more than 17,500 Californians and infected more than 900,000. So far, more than 9.4 million people have returned their ballot, accounting for nearly two-thirds of all votes Californians cast during the 2016 presidential election. That points to a potential record-high turnout as vote centers opened in advance of Election Day on Tuesday. The state Legislature agreed to let counties offer fewer polling places this year, but only if they opened them earlier. But like most things in 2020,

voting in person won’t be the same. For the primary in March, Santa Barbara County opened 86 traditional polling places on Election Day. But this election, the county planned to have 35 consolidated polling places open on Saturday, three days ahead of Election Day. Registrar of Voters Joe Holland isn’t sure what to expect because, out of roughly 241,000 registered voters, more than 123,000 have already voted. “This is really fundamentally changing the way America votes,” he said. “The old-fashioned way of voting is history, and it’s really exciting.” People who do vote in person will be greeted by poll workers who will follow behind them to clean the equipment after they use it. It’s likely to slow down the process and could create long lines. Officials are also worried about the potential for violence, given the tense political environment this year. Businesses in Beverly Hills and some San Francisco Bay Area counties are boarding up windows and coming up with emergency

plans, the San Francisco Chronicle reported. A report by the Armed Conflict Location & Event Data Project listed California as a “moderate risk” for electionrelated violence. “We are always gaming out different scenarios,” Gov. Gavin Newsom said earlier this week when asked about the prospect of

violence at the polls. “We’re going to make sure we’re prepared and make sure people are safe in this state.” The pandemic has also changed how election workers count the ballots. In a normal year, observers from campaigns and advocacy groups will look over the shoulders of election workers as they count ballots on Election Night, often sharing tight spaces. That’s not possible during a pandemic, with public health orders requiring people to stay socially distant. In Sacramento County, observers can still watch the county this year through the eyes of a robot, affectionately nicknamed “Clyde,” purchased with the help of grant funding. County spokeswoman Janna Haynes said Clyde looks like “a tablet riding a Segway,” with its camera projecting video onto a screen in the lobby for observers to monitor. “He’s pretty stealth,” Haynes said. Republican President Donald Trump has routinely cast doubts about the integrity of mail-in

voting, a message amplified by social media and conservative media outlets. California Republicans are working hard to boost turnout through other means. In Sacramento, the county GOP hosted a drive-thru ballot collection on Saturday, encouraging people to show up in costume to hand over their ballots to “trained collectors” who promise to deliver their ballots to the county elections office on Monday. In some counties with closely contested U.S. House races— including Orange and Los Angeles—Republicans have set up their unofficial ballot drop boxes to assuage any fears of spooked GOP voters. Secretary of State Alex Padilla initially said those boxes were illegal and ordered them removed. Republicans refused, arguing they are collecting ballots as allowed under state law. The talk is impacting some Democratic voters, including 50-year-old Krystal Bastyr, who drove her ballot to the Sacramento County elections office earlier this week to deliver it in person. “I wouldn’t mail it. I won’t even drop it in this box. I’m taking it inside,” she said. “Nobody is going to mess with my vote.”

HONEST THIEF

“Honest Thief ” is a perfectly middle-ofthe-road Liam Neeson action vehicle. Not as bad as “Unknown,” not as good as “Cold Pursuit.” It would get stomped by any real competition at the box office, but of course this is the Era of No Competition. Actually, it’s the Era of No Movies At All in certain parts of the country – including New York City, where I live – so I’m grateful to be able to visit my family in Pennsylvania and see anything in a theater, even something as disposable as this.

EESON stars as Tom Dolan, a career bank robber who’s getting bored with his once-exciting line of work. While renting a storage locker for an illgotten $9 million, he meets aspiring psychologist Annie (Kate Walsh), and the two fall in love. A year later, Tom wants Annie to move in with him. There’s just one problem – she doesn’t know that he used to rob banks. Tom wants to put that chapter of his life behind him so badly that he calls the FBI to turn himself in. He figures that if he returns all the money (apparently the robberies were all for sport and he never spent any of the money, which raises unanswered questions about how exactly he supports himself), he’ll get a reduced sentence and can get out in a few years with a clear conscience and a girlfriend waiting for him. The FBI suits set promptly to mucking the whole thing up. First they don’t believe Tom when he tells them he’s the notorious In-N-Out Bandit (he hates the nickname because it makes him sound unprofessional, I’d hate it because it

way than robbing a bank, except of course, for the loose end in Tom. They try to silence him, but this is a Liam Neeson action movie character, so you know he’s got a Very Particular Set of Skills. The rest of the movie is Tom playing cat-andmouse with Nivens and Hall. Better make it dogcat-mouse since the good FBI, led by Agent Myers (Jeffrey Donovan) is also involved. Myers’ defining character trait is that he has a dog that he got in a divorce, and I can just picture the writers trying to work a dog into the script because they’ve seen “John Wick” too many times. People get crossed (Tom sells out one character rather unnecessarily), murders take place, and Annie gets pulled into danger, but she’s the kind of character that if she doesn’t get killed in Act 1, she’ll probably be okay for the rest of the film. The story, motives, and even action are secondary in “Honest Thief.” The whole project is merely an excuse for Liam Neeson to do his Liam Neeson thing. Like his gravelly voice? You’ll be satisfied. Like to see him making threats over the phone? This movie has you covered. Like to see him interacting with a romantic interest? He and Walsh have good chemistry and they take the material more seriously than it deserves. But this is a bland movie content to play to movie-starved viewers that are willing to settle for bland. Grade: C-

Except that they don’t keep the money as evidence, they keep it for themselves. They’ve just made millions of dollars in an easier
