Nguyen announces a new Oxnard Navigation Center location

By Chris Frost chris@tricountysentry.com Oxnard-- During his report to the Oxnard City Council Feb. 4, City Manager Alex Nguyen proposed a new location for the Oxnard Navigation Center, 241 W. Second St. in downtown. The city will hold a Community Town Hall Meeting, Feb. 11, at the Oxnard Public Library in meeting room B, starting at 6 p.m. to seek public consensus on the design and operation of the new center. The previous location, 1258 Saviers Road in the Five Points area, brought tremendous community concern as people lined up to express their dissatisfaction with the site. Nguyen announced Jan. 7 that he terminated that agreement. Housing Director Emilio Ramirez said the city is actively working to create a state-ofthe-art navigation center. "In this case, it will be mixeduse," he said. "On the ground floor, there will be navigation and a shelter, a supportive services office, critical care case management, and permanent supportive housing." Additionally, he said Gold's Gym and Embassy Suites will host a job fair at the homeless shelter on Feb. 27. "They're seeking to employ people who are recovering from their trauma," he said. "They have six positions at Gold's Gym and 11 at Embassy Suites. They're looking to recruit specifically from the shelter, located at 351 S. K Street." Mayor Tim Flynn thanked Ramirez for the positive update.

CS- Can an independent (conservative) supervisor build a coalition and achieve success at the county level? Burum-- Absolutely! The time is long overdue for fresh ideas, and we would encourage a financial competency coalition as opposed to political. The Board of Supervisors will have three seats up for election this year. I have strong relationships with Bob Huber and Kelly Long (as well as their staffs). I also have gotten to know Kim Stephenson and Matt LaVere throughout the
past few years and can work with both of them effectively. We would encourage strong economic growth policies and procedures by having the County Planning Staff re-visit regulatory conservation-related constraints in the county’s existing industrial and commercially zoned areas. Properties which have not been allocated for housing, farming, public use etc. should be identified as available for future build out and in-fill development. The county can foster economic growth by prioritizing investment in water supply, reducing the cost of housing, promoting/implementing businessfriendly regulations/permitting and encouraging development efficiency of commercial, industrial in-fill, and maximizing capacity in our Opportunity Zones. Specifically, I would champion renewal and growth at Port Hueneme, Channel Islands Harbor, and downtown Oxnard. I believe I am the only candidate with a MBA, successful record as a

A conversation with Alex Nguyen By Chris Frost chris@tricountysentry.com Oxnard-- City Manager spends a lot of his day wrestling with complex city issues, which demands much of his time and tests his leadership skills. At times, he's commented that his life is not his own because his appointment book is full every day. Nguyen did find time to discuss those issues with the Tri County Sentry and faces specific challenges about the PACC, the homeless, the budget deficit, the Ormond Beach Power Plant, and the ballot initiatives, which means a court fight and more distraction. Ballot initiatives Nguyen doesn't stand against ballot initiatives, but he did say that professionals understand how government functions, and it has evolved. "None of us are perfect, but we are constantly tweaking it and making improvements," he said. "A lot of the
foundation is sound, based on over a century of evolution and wisdom. There are reasons why we have these systems and checks and balances." He doesn't want it to be the wild wild west where anything can happen. "Aaron Starr accusing us of Machiavellian politics is akin to the devil coming to city hall and accusing us of being naughty," he said. "Let's get to the merits of it and discuss what he is not discussing. There are different opinions about term limits, but the city's measure also includes contribution limits. I think that's the real concern here for Mr. Starr. The term limits that he proposed isn't necessarily any stronger or better. He claims it's better because you have to take a hiatus between offices." Nguyen asks when that ever made sense, and since when does not taking a hiatus been proven to be a bad thing? "Why would you, for example, become a council member, get a lot of experience, and now you can't run for mayor," he said. "Where's
the logic in that. I think that's a red herring. What he's really trying to do is conceal his concern about campaign contribution limits." Nguyen says that Starr is "absolutely well-funded." "Look at his campaign disclosures," he said. "That's all you have to do. I've looked at them." Nguyen doesn't see why the administrative measures of the local government should be on the ballot. "This idea of pre-taping staff presentations, what a waste of resources," he said. "I'm running a local government here with a lot of serious challenges. I'm not running Netflix." The Measure O initiative, he said, is the most deceptive to the public. "I'm pretty certain that his paid signature gatherers were convincing people to sign the petition to improve the streets, there was no thorough explanation about what the price would be, what the cost was, and what the risk was. When you do basic math, it's not possible to do a pavement condition index of 80.
It is financially not possible. What it is like is when you are running in a race, and you have a bum knee. Then Aaron Starr comes up faster and says if you don't run faster, I'm going to shoot your other knee, so there is no way you're going to finish the race." Nguyen called the treasurer initiative "utterly absurd" for many reasons. "There are no criteria, outside of what is in the election code, a registered voter of Oxnard, there are no financial qualifications (to be treasurer) you don't have to have any financial background. You don't have to take a single class in finance, banking, investment, or any of those financial fields, none." He asks the public to imagine an elected treasurer who is also the Chief Financial Officer. "There is a reason why that doesn't exist anywhere in California," he said. NEWS Ramirez stands against the CRC By Chris Frost chris@tricountysentry.com Oxnard-- Part two of the interview with Ventura County District Five Supervisor Candidate Carmen Ramirez continues with a discussion about the homeless.

N a press release on Jan. 30 from David Cruz said that Ramirez accused the churches of not being involved and "just praying for a miracle." Cruz is part of the Latin Business Association, which has endorsed Jeff Burum for the supervisor position. Ramirez has her religious beliefs but said she doesn't parade them out to the public to get votes. "I'm raised Catholic, and I strongly believe in the message of Jesus for charity and compassion for everybody," she said. "The people who claim to be a Christian can turn a blind eye to the problems. People of faith believe in the teachings of Jesus, or whatever religions they are in. Most religions teach compassion to people. Come forward and help our council make the right decision. I've seen it many times, and I have many friends who are religious people, including ministers, pastors, and they've been allies in our efforts." During her time as a legal aid director, she was on boards with the clergy to get housing built for farmworkers. "I've contributed to four or five church efforts in the area that are working for the homeless, for teenage moms, victims of domestic violence, and women in rehab," Ramirez said. "It is a false claim that I attacked the faith community. Saint Paul said that charity has to include action. Words are not enough." The California Resources Corporation Ramirez said the California Resources Commission (CRC) was formerly called Occidental Oil, but she doesn't know the details about why they changed their name. "California is a major oilproducing state," she said. "We have a lot of oil drilling close to homes. I am happy that I supported, as an individual, the vote by the county board majority to put a moratorium on drilling
in certain areas. It appeared there was scientific evidence that it was contaminating the aquifer. The California Resources Corporation was opposed to that. How do you oppose keeping our drinking water safe?" She noted that some nice people, like Amy Fonzo, work for the CRC and used to work for United Way. "I see Amy, and she's a lovely person," Ramirez said. "I believe she's a mother, and everybody who's a parent should worry about the fossil fuel industry." She said that list includes oil executives. "There's no doubt in my mind that the fossil fuel, the production of greenhouse gases, is a threat to our existence," she said. "If people are not aware of that, they should become aware because I'm not 25, and I may not see the worst consequences, but our young are. I realize that people have nice paying jobs in the fossil fuel industry, locally. They don't want to lose their jobs, and I don't want them to lose their income." Another project she helped stop was a proposal for a liquified natural gas terminal from a company called BHP Billiton. BHP is the largest mining company on the planet, she said, and if someone Goggles them, they'll see they leave environmental destruction in their wake. "It's all over the third world, the under-developed world, where they went to mine," she said, "There were some human rights violations alleged against them." She woke up one morning and discovered the company wanted to import natural gas in the liquified form to California. The liquified natural comes in a supertanker, she said, and it gets heated up until it becomes gas. "It was going to piped under the ocean floor here, which has all kinds of faults on it," she said. Capps asked the U.S. Geological Survey to do a study about what the faults were, and where this pipe was going to go through offshore, but coming ashore at Ormond Beach. The study showed a lot of faults, and if it had broken, it would have destroyed life on the channel. It would have affected the animals, the fish, the food supply, the machine industry, our beaches, it would have been a horrible disaster." The community rose up and said no to that project. "One of the things that BHP Billiton did was develop a scholarship fund at the community foundation that I objected to, but it was too late," Ramirez said. "It was only for Hispanics. They gave money to schools for playgrounds. They gave money to non-profits." She felt that BHP was trying to play the good guy. "When NRG wanted to put the Puente Power Plant here, they did the same thing," Ramirez said. "They became a major contributor to community events, their logo was everywhere, they wanted to put their banner up at the Cowboys game, and they wanted to be the good guys." At Earth Day, NRG had a booth, she said, and they gave away seedlings and mulch. "They gave money to a marine mammal group to help the sea lions’ and seals’ rescue," she said. "I thought; these people are causing these problems, and they're going to buy them off with a contribution." NRG also gave a lot of money to the Chamber of Commerce. "The chamber was always opposed to the entire city council's effort to stop the Puente Power Plant," Ramirez said. "They throw a lot of money around, and the CRC engages in the same activities." She said it's time to look towards the future. "We have to change," she said. "We had our industrial

revolution. We used to use steam. We used to have boats carry loads down the canals because we didn't have a railroad. Then we got a railroad, and we had to use coal." When the world went to oil, she said people didn't want to give up the horse and buggy. "Too many jobs would be lost," she said. "They said, please, let's not do this, but we had to do it, because now we have the combustion engine, and we have cars. California Resources Commission is counting on us to say there is nothing we can do about climate change, or I don't believe in climate change." The PAC Money to stop Ramirez and Kin Marra Stephenson Ramirez said the CRC put $826,000 into a fund to support Tim Flynn, Kelly Long, and Matt Lavere. "Matt has denounced it," Ramirez said. "Right now, they're focusing on phone calls to slander me and misrepresent what has been going on in our city." Volunteer Sylvia said she received a push poll, and the lady on the phone said she was conducting a survey. "One question was did we know that Carmen (Ramirez) had taken public money to travel to China," she said. "She said that Carmen voted to make Oxnard a sanctuary city. They only wanted to speak with my husband Warren, but he put it on speaker." The company doing the survey, she said, was Competitive Edge.
"I asked who paid for the survey, and she said she wasn't allowed to tell us that," Sylva said. "They also said that Carmen was responsible for the downgrade of the city's credit rating, which caused taxes to be increased, and she voted to hike utility rates, and there was a vote to have her recalled." Competitive Edge also said that Ramirez wanted to end oil production in Oxnard, which would cost jobs and supported Cause. "They asked how we felt about that," Sylvia said. Ramirez sad that Oxnard passed a safe city resolution and pointed out the city is 75 percent Latino. "Our city passed a safe city resolution," she said. "A lot of people who live here are undocumented. They work in the fields and picking the food we're eating. Our growers depend on this labor, and they acknowledge that about 85 percent of them are undocumented." The city and police department has always had a policy that says you don't have to worry about calling the police for an emergency. "If you're in trouble, see a crime, or you're a witness, we are not immigration, and that is a federal responsibility," she said. "We can't have community safety if a significant part of the population is afraid to call the police." She, along with two other council members, supported the safe city measure. "I understand the question was did you know that Carmen supports a sanctuary city that allows violent criminal immigrants to avoid deportation," she said. "It does nothing of the kind. Violent criminals of any kind, they're going to be pursued, and the criminal will be found." Ramirez went on a trade delegation trip to China with State Treasurer John Chung along with other elected officials. "I didn't cost the city anything, and it was paid for by business organizations," she said. "They wanted to promote trade with China, and I was there with the Mayor of Beverly Hills, a council member from Ontario Calif. and the Mayor of West Nevada. It was an elected officials’ trip, not a junket, and it was a lot of hard work. Saying that I went on taxpayer money is a lie." Ramirez said Oxnard's credit rating has gone up during her
time on the city council. "We were heading towards junk bond territory because of our debt ratio," she said. "The utility rate increase that I voted on, as did Tim (Flynn). We voted to increase the utility rates, and we did a cost of service statement. It's not a tax; it's s fee for the service. You can raise the fee if you can show that it costs what it costs to deliver the service. Our credit rating went up because we did this hard thing."

The PACC keeps limping along, Nguyen said, and people have been unclear about its reality. "I am worried about all these things, not just financial success," he said. Being a cheap rent venue for the community is not enough, he said, as all the boxes need to be checked off. "If we want to go that route, it should be a much smaller facility so we can afford the subsidy," he said. "That's been part of my philosophy all along. How do we make this venue work for us?"
Clean Power Alliance She feels the time is now to begin transitioning from fossil fuels. "We have to transition in a reasonable way and make sure they have a place to go and get training, so they're not left behind," she said. "The whole energy market is changing, and I know this because I am on the Clean Power Alliance board, which I helped lead the way for our city to become a member." The alliance is accountable to the public, she said, and the board is comprised of elected representatives or their delegates. "We vote on policy, on executive salaries, how we're going to hold our meetings and what our policies are about contracting with energy developers," she said. "Our goal is to have 100 percent renewable energy fed into the grid to support our customers' needs in their businesses and their homes. We're doing a heck of a good job, and we are going to meet our state greenhouse goals 10 years early." They are buying green energy, she said, that includes solar, battery storage, some hydro energy, and there is a goal in place to add wind and geothermal energy to the mix. "It's a little bit harder to come by now, but we are going to," she said. "We have 1 million customers, and our prices are lower than Southern California Edison. The investor-owned utility, Edison, has to deliver electricity to our homes. They have poles and wires, that's their responsibility, and it will always be, I hope, to keep that coming. They do the billing." Edison is not accountable to the public, Ramirez said, like the Clean Power Alliance is accountable. "We're elected officials, and we have to respond to our constituents," she said.

OPED Be ever vigilant: no turning back By Marian Wright Edelman A new Black History Month ad by Google featuring some of the search engine’s “Most Searched” terms has gained a lot of attention. It begins with a simple statement: “There are moments in American history that captivate us all.” Viewers then see images from the top Google searches for 20 of those historic moments: The most searched performance. Most searched guitar solo. Emmy, Grammy, Oscar, and Tony winner. Female poet…Tennis player. Ballerina. Gymnast. Athlete… Homecoming. Tap dancer. Pulitzer winner. Talk show host…World War II airmen. NASA mathematician. Autobiography. Movement. As the ad ends with the “most searched speech” and a clip of Dr. Martin Luther King, Jr. sharing his dream for America at the March on Washington, we have just seen that all of these celebrated moments and accomplishments feature Black Americans. At too many points in our national experience, Black history and American history have seemed to tell different stories. But we need to continue to search out and celebrate every moment where we see the threads of our separate stories woven together. Native American history, Black history, Latino history, Asian American history, women’s history, immigrant history, and LGBTQ history—are all American history. President Barack Obama’s election was a nation defining moment. On the day of his first inauguration, the sea of nearly two million multicolored faces cheering together on the National Mall confirmed its historic impact, not just for Black Americans, but for all Americans. In today’s tumultuous times it often feels as if our nation is veering off course and our divisions are being exploited and threatening to unravel our national fabric. In this current election year, I hope we can reaffirm the promise and hope of that moment. Everywhere one looked on that historic day there were reminders of how Black history and American history converge. Journalists pointed out that our Capitol was built with slave labor and our National Mall sits on land that once held slave markets. At the opening ceremony at the Lincoln Memorial

During the inauguration ceremony Aretha Franklin, the Queen of Soul, sang “My Country ’Tis of Thee” and reminded all Americans of our nation’s original promise to “let freedom ring.” During his benediction, Rev. Joseph Lowery quoted a stanza of the song we call our Negro National Anthem, James Weldon Johnson’s “Lift Every Voice and Sing”: God of our weary years, God of our silent tears, Thou, who has brought us thus far along the way,
Thou, who has by Thy might Led us into the light, Keep us forever in the path, we pray… Shadowed beneath Thy hand, May we forever stand, True to our God, true to our native land. For all of us who immediately recognized those beloved words the symbolism was overwhelming. For over a hundred years, every time that hymn has been played in church sanctuaries, school auditoriums, or community meetings it allowed Black Americans to sing our own song about our faith in America’s promise of liberty and hope for the future. Rev. Lowery didn’t recite every line, like those that speak of the bitter obstacles overcome and the blood shed along the way. He didn’t need to. As part of the blessing of our nation and its new President, the Negro National Anthem became—
at long last—part of the larger American hymn. And as President Barack Obama’s name was added to a list that began with George Washington and First Lady Michelle Obama graciously stepped into her role, we watched with pride the next chapters in Black and American history coming together before our eyes. The book is still being written. As we celebrate Black History Month this year, this is a time to celebrate and cheer past progress but it is no time to drop our vigilance. All Americans must remain vigilant and help our nation move ahead to fully include all its peoples. All of the people beginning with its children. We must continue to speak out, organize, vote and challenge any effort to undermine the progress made to date. We’ve come this far along the way and must continue to work for a nation where no child is left behind.

OPED Kobe Bryant: ‘God is great! It don’t get no simpler than that bro!’’ By Larry Buford In the aftermath of the tragic accident on Sunday, January 26, 2020—where basketball legend Kobe Bryant, his daughter Gianna and seven others were killed in a helicopter crash—there have been many somber and celebratory tributes in Los Angeles and around the world. TV clips of him, whether in action on the court, or off court interviews are constant; and they all point to his dedication to the game; his strong, disciplined work ethic; and his respect and love for others— especially his wife Vanessa and their children. One of the stories about Kobe that caught my attention, was the fact that he and Gianna went to church in the early morning before they boarded the chopper. According to a New York Post article: [Kobe Bryant and his 13-year-old daughter, Gianna, went to church just hours before dying—along with seven others—in a helicopter crash on the way to the teen’s basketball tournament, a report said. The two attended 7 a.m. Catholic Mass and received Communion at the Cathedral of Our Lady Queen of the Angels in Newport Beach, a church spokesman confirmed to the Daily Mail. After leaving the house of God, Bryant and Gianna boarded a Sikorsky S-76B with the other occupants at John Wayne Airport in Santa Ana at 9:06 a.m.] So, now we know that Kobe was not only religious to his profession, but also to his faith and spirituality. In a 2006 interview on ESPN’s show, “Quite Frankly,” hosted by Stephen A. Smith, Kobe revealed his spiritual side. Concerning the

Colorado incident of accusations of adultery, the host asked how he got through it, and when do you know [God is with you]. Kobe responded, “God is great…until you got to pick

When asked, “how do you get to that point that you don’t worry about yourself even under such trying circumstances?” Kobe responded, “let it go…put it in God’s hands…
and He’ll carry it. You want your daughter to grow up with a father; you want your wife to have a husband there for her…I know they need me.” In that same interview when asked to comment on some of the derogatory things Lakers Head Coach, Phil Jackson, had written about him in his book, Kobe said “life is short” and that he had forgiven him, and does not pass judgment on others. Apparently, Kobe had a good understanding of God’s principles and standards that he upheld. I believe that is what made him the legend that he had become—he revered God. God was first in his life! He didn’t worry about himself or what others thought about him. His trust was in God. May Kobe rest in peace and in power! And if you really want to honor him, let’s dedicate next Sunday to him by attending a local church and praying for the souls of the deceased, and for all the families and friends affected by this tragic loss. If it was one of the last things Kobe thought important to do, maybe you can make it the first thing you do to show honor. May God bless us all!!
What did we know before Facebook? Dr. James L. Snyder To paraphrase one of my favorite humorist, Will Rogers, “All I know is what I read on Facebook.” I must admit that I also get information from Facebook. I can keep up with my family and friends, know what they are doing, and know what they are saying. The information there, whether true or not, is available to all who read. Quite honestly, I don’t always believe what I read on Facebook. Just saying! As you grow and get older, you adjust to the changing environment that you are in along with the technology. I well remember the day I transitioned from a manual typewriter to a computer. My first computer had no hard drive, and many, perhaps cannot relate to that. However, I thought I was in writer's heaven. I never thought much about this until one day a young person asked me, “How did you know anything before Facebook?” There was a young man born after the invention of Facebook. At first, I did not quite understand what he was saying. I had grown accustomed to the developing modern-day technology. Not that I am an expert, I am just a user. Looking at this young person, I said very simply, "Before Facebook, we had grandmas." He did not understand, so I had to try to explain the GrandmaFactor. My grandmother was a very sweet and wonderful woman. I only knew her when she was older because after all, she was my grandmother. I remember all the wonderful dinners she cooked for us and especially the pies. However, there were some things about grandma I did not know until after she had passed.
Unbeknownst to me, she was known in the entire community as the Queen of Gossipers. This really caught my attention. Everybody in the community knew my grandmother. More than that, my grandmother knew everybody in the community, especially their secrets. How she got to that place of being the Queen of Gossipers is something I have never put together. All I know is, she was. According to some conversations I had with her friends, my grandmother knew what was happening two days before it actually happened. For the life of me, I don’t know what that means. Nothing happened in the community that escaped my grandmother’s attention. Whether people needed my grandmother’s permission to do something or not, I’m not quite
sure. Whatever happened, she knew about it long before it happened. If you wanted a rumor started, just visit my grandmother and whisper a confidential secret to her. Usually, by the time they got home, that secret was all over the community. Often I have wondered if my grandmother knew that some people were using her. Then I wondered if some people knew how much she was using them. At times, this was a little touchy. If a couple was getting engaged, everybody knew about it before they actually were engaged. How she managed that I don't know. She read a person like Will Rogers read the newspaper. For her 90th birthday, some people in the community wanted to give her a surprise birthday party. They knew, however, it would be very difficult to surprise my
grandmother. Several of them met at a restaurant in the next town to work out some details. They came up with many different scenarios, but none seemed workable. Then, one of the older women in the group came up with a plan that would out-gossip the Queen of Gossipers. The plan was simply this. On a certain night, a group would meet at the church to develop a plan to fire their pastor. Everybody knew that grandmother loved her pastor to pieces. Anything like this would have gotten her dander up, and you do not want to do that. The success of the plan depended upon the right person whispering this gossip to my grandmother. Otherwise, she would not really believe it. The woman who came up with this was my grandmother's closest
friend, and so she was chosen. If Grandmother would believe anybody, it would be this woman. They made plans for the birthday party. How they got it to everybody without my grandmother knowing is in the same category as who killed JFK. At the right time, this woman went to my grandmother and confidentially whispered the plan to fire her beloved pastor. "Now, don't let this get out to anybody; this is top secret." Before the night ended, everybody in the community knew of the plan to "fire the pastor." On that night, people came early because it was supposed to be a surprise. It was a wonderful surprise. At the right time, my grandmother marched into that church, slammed open the door, and said as angrily as she had ever been, “How dare you fire my pastor?” At that moment, everybody, including the pastor, burst into singing, “Happy Birthday to You.” It took a few moments for my grandmother to understand what was really happening. When she finally realized what the meeting was really about, she laughed and said, “How did I miss this?” As I listen to the woman telling me, the story I thought of what David said. “The secret of the Lord is with them that fear him; and he will shew them his covenant’ (Psalm 25:14). asked what the airline does, another company representative stopped her from answering the question. Port Hueneme Mayor Laura Hernandez called the day glorious and the event beautiful. "It was 20 years ago today, I, along with members of the Ventura County Emergency Operations Team, received that fateful call that a plane crash occurred off our coast," she said. "We responded immediately and began working with the 73+ agencies that were needed to help with the response and recovery. Today, I am honored to be here as the mayor of Port Hueneme." Her voice started to quiver
as she spoke of the lives lost and touched in the tragedy. "On behalf of the City of Port Hueneme, I would like to welcome the friends and family of Alaska Airlines Flight 261," she said. "I hope you find comfort, solace, and love in what we consider a sacred place." National Transportation Safety Board Managing Director Sharon Bryson called it an honor to reconnect with the Flight 261 family members. She was there at the first family briefing and said the first responders and the Alaska Airlines team were remarkable. "When I told the chairman and the other folks back at headquarters that I was coming

here, they asked me to, once again, extend their deepest sympathies," she said. "There are many still working at the agency who were here as a part of that investigative team." She noted that it's interesting to hear the speakers talk about the improvements in transportation safety. "At first, I thought I would talk about all the safety improvements, but I have a sense that there's something else important that you did that you may not be aware of," she said. "As you might expect, the NTSB arrived on the night of Jan. 31 after having worked all day and having flown cross country. We came here with a team of varying experienced investigators, and you met many of the investigators throughout the investigative process. What you might not know is when we showed up, the victim assistance program that was required by law in 1996 was in its infancy. Perhaps it's good that you didn't know that on the night that we showed up here, but we were still learning at that particular point in time." She led that team, and in addition to all the difference they made in the area of transportation safety, it made a huge impact on others around the world. "Yes, you have touched the
lives not only of people here in this great community but for thousands of other people that were faced with similar tragic events," she said. "This program is now recognized and used around the world. The lessons learned here helped shape the transportation assistance program. It's become the model for other federal agencies, other transportation industries, and the international aviation community." Maryann Busche Michener spoke to the crowd and said she lost her youngest son, Ryan Busche, and daughter-in-law, Abigail Miller-Busche, who she believes went to be with the lord on Jan. 31, 2000. "After the tragedy, my husband and I, all we wanted was an apology," she said. "We didn't want money; we didn't want anything else. It was frustrating because we were told that we couldn't have that because of legal reasons." She looked into doing something to make some changes and spend many hours in prayer, seeking God's wisdom. "Because of an answer to prayers, and a lot of changes at Alaska Airlines, a complete apology is now available," she said. "We are excited about that because it makes such a difference."
Alaska Airlines Chairman and Chief Executive Officer Brad Tilden broke down when he read the letter. "To the families and loved ones of those lost on Alaska Flight 261," he said. "There are not a lot of things on my desk, but one thing is a small acrylic square given to me by some of you, reminding you of your loss, and reminding us never to forget our history. I am writing today to apologize for the tragedy of Flight 261. When our airplane crashed off these waters, 88 people lost their lives that day, including your family and our co-workers. Alaska was responsible for the loss of 261. For that, and for your loss, I am extremely sorry." The tragedy changed the airline, he said, and all the new hires go to the remembrance memorial. "He (Kevin Cruz) tells them it's the darkest day in our 88year history," Tilden said. The accident changed our safety culture." Tilden said every employee has the power to stop the operation if something isn’t right. "We do this on every flight and every day," he said. "Today, each of our leaders holds safety as our most important value at Alaska Airlines and Horizon Air. Safety surpasses everything else."

Limon has been a member of the budget, housing, and health committees for the last three years, and everyone is clear that one solution does not fix the homeless epidemic. "It must be addressed from different perspectives," she said. "You have the health perspective and those who are not living in a home because they have health issues. You have the mental health issues, the jobs issue, the housing issue, and all
of these issues are part of the conversation about why we have the number of individuals who are homeless." Additionally, the state has a cost of living index that is unreal, she said, along with the income inequality in California. "We've invested hundreds of millions of dollars that have gone out to counties to try and assist and alleviate this," she said. "Kern County may have a different solution than Ventura County." Assembly Member Jacqui Irwin said watching everyone get out there and doing things for the local races is exciting. "People are energized about what's going on at the national level, and they want their voices heard," she said. "To have this united effort to support Democrats throughout the county is phenomenal. It's the first time it's ever happened in Ventura County. I have three staff members with me today, and they are helping with the phone calls." FDA approves first treatment for kids with peanut allergy By Lauran Neergaard

WASHINGTON (AP)— The first treatment for peanut allergies is about to hit the market, a big step toward better care for all kinds of food allergies—but still a long way from a cure.

RIDAY'S approval by the Food and Drug Administration promises to bring some relief to families who've lived in fear of an accidental bite of peanuts at birthday parties and play dates, school cafeterias and restaurants. Named Palforzia, it was developed by Aimmune Therapeutics. “It's been a life-changer,” said Nina Nichols, 18, of Washington, whose first encounter with peanuts as a toddler—a peanut butter cracker shared by a friend— required a race to the emergency room. She entered a Palforzia research study as a teen and calls it “a security blanket.” The treatment is a specially prepared peanut powder swallowed daily in tiny amounts that are gradually increased over months. It trains children's and teens' bodies to better tolerate peanut so that an accidental bite is less likely to cause a serious reaction, or even kill in severe cases. Palforzia users still must avoid peanuts just like they always have. The treatment is not for everyone. Palforzia can cause side effects, including occasional severe allergic reactions. The FDA is requiring that doctors and their patients enroll in a special safety program, and patients must take the first dose and each increased dose under supervision in a certified health center. And if youngsters stop taking
the daily dose, they lose the protection. Shots have long been used to induce tolerance for allergies to bee stings or pollen. But swallowing an allergen to build tolerance is a new twist—one that scientists call “oral immunotherapy.” And peanuts are just the first food to be tackled. Tests for eggs, milk and tree nuts are underway. But because of the drawbacks, scientists also are developing next-generation options that work differently. Next up for FDA review: A skin patch for peanut allergy. “For so long, we had nothing to offer these patients,” said Dr. Pamela Guerrerio of the National Institutes of Health, which funded much of the research that led to food allergy therapies. “We finally have a treatment. That's a big step.” Aimmune executives said Friday they hope doctors can begin prescribing the treatment in “a matter of weeks.” They set the treatment's list price at $890 a month, but how much patients will pay depends on their insurance. Aimmune says it is working with insurance companies for coverage, and will offer a patient
co-pay assistance program. FOOD ALLERGY IS A GROWING PROBLEM Millions of Americans have food allergies, including about 1 in 13 children, and the numbers have increased in recent years. Peanut allergy is the most common one among children, and among the most dangerous. Accidental exposures are frequent, with about 1 in 4 affected children winding up in the emergency room every year. What happens: The immune system overreacts to the food by triggering an inflammatory cascade. On average, children can experience hives, wheezing or worse from just a 30th of a single peanut, sometimes even less, said Dr. Hemant Sharma, who leads oral treatment studies at Children's National Hospital in Washington. Until now, all doctors could advise was to read food labels and avoid anything that might contain hidden peanuts. Decades ago, attempts at shots were deemed too risky for food allergies. Then, in 2006, researchers at Duke University and the University of

Most experience at least mild side effects, such as hives or stomachaches, and about a fifth dropped out of the study, said Dr. Scott Sicherer, a pediatric allergist at Mount Sinai Hospital in New York. As for severe reactions, they struck about 9% of patients treated in the Palforzia study, nearly three times the number in the placebo group and prompting debate about the drug's usefulness. “There is a trade-off,” Sicherer said. Families and doctors together will have to decide “does it make sense for me or my child?” OTHER OPTIONS Other allergy treatments in the pipeline: • DBV Technologies' Viaskin is a daily patch that contains small amounts of peanut protein absorbed through the skin, in hopes of fewer side effects. • Allergen drops under the tongue are in early-stage testing but showed promise in a recent study from the University of North Carolina, Chapel Hill. • Shots to block allergic reactions deliver antibodies that tamp down the inflammatory cascade that follows accidental exposure. A Stanford University pilot study suggested a single shot could block a peanut reaction for two to six weeks. “Palforzia is a step forward,” said Children's National's Sharma. “What all of us hope for that would be truly revolutionary is a treatment that's curative, that really gets rid of the food allergy permanently.”

Letter to the Editor Dear Editor, Measure B, the so called “Government Accountability and Ethics Act”, is a defective incumbent protection scheme written at the direction of City Manager Alexander Nguyen and placed on the March 2020 primary ballot by the Oxnard City Council. It is designed to extend city council terms, handcuff the council’s political challengers and kneecap several citizen-sponsored initiatives qualified for the November 2020 ballot. To lure you into voting for it, Measure B includes false promises of reform on topics that the City’s taxpayer-funded polling said the voters would like to hear. And the City Manager is also using your tax money for a marketing campaign that includes glossy mail pieces. Perhaps you have already received one in the mail. Let’s debunk the City Manager’s claims one subject at a time. FAKE TERM LIMITS The City Manager claims that Measure B will “establish term limits for the Mayor and members of the City Council.” Instead, Measure B would LOOSEN the already existing term limits. Here’s why. Oxnard residents spent many months last year signing petitions to qualify a term limits initiative for the ballot. The City Council opposes it, so they voted to place Measure B as a competing measure on the ballot. But instead of placing the citizen-sponsored initiative on the ballot, the City Council voted in the middle of the night on January 21 to adopt the citizens’ initiative into law ... knowing that many voters will unwittingly vote on March 3 to replace that language with the wording in Measure B. So, as of January 21, we have term limits for the mayor and council members – limiting them to TWO consecutive terms (8 years) but eligible to run again after a two-year break. If you vote for Measure B, you’ll be increasing the limit to THREE consecutive terms. However, the city planted a LOOPHOLE in Measure B that allows an incumbent to
EVADE TERM LIMITS by switching back and forth between mayor and council positions. They’re term limits without actual term limits. The REST of Measure B’s offerings are there only to DECEIVE you into voting for LOOSER term limits! CONGRATULATIONS! YOU’RE A LOBBYIST! City Manager Alexander Nguyen claims that Measure B will “prohibit councilmembers and commissioners from accepting gifts from lobbyists and contractors.” Not exactly! Measure B prohibits them from accepting ANY gift (no minimum dollar value) from: “any person who during the prior 12 months knowingly attempted to influence an elected City official or member of the Planning Commission in any legislative or administrative action.” You do not have to be a PAID lobbyist to be ensnared by this language. Nearly every resident speaking at a council meeting is attempting to influence the outcome. All those speakers are “lobbyists” according to Measure B. If you ever call a city representative to complain about tree trimming, street repairs, trash, or any other city service … you are now a lobbyist! Once YOU are painted as a lobbyist, it becomes a crime for an elected official to accept ANY gift of any size from you – not a bottle of water, not a cough drop, not a pencil, not a cookie. You suddenly become a participant in a criminal act. And because Measure B ensnares thousands of ordinary citizens, it will inevitably be selectively enforced ... against the City’s political opponents. Incidentally, Measure B’s prohibitions on gifts do NOT apply to the city manager and staff ... even though they make almost all of the spending decisions. A properly written ordinance that applied to PAID lobbyists and that also covered gifts to city staff would be a good idea ... but if the voters adopt Measure B there would be no way for the council to adopt such a measure.
Measure B can only be amended by a new ballot initiative at a future election. FAKE CAMPAIGN REPORTING REQUIREMENTS The City Manager claims that Measure B will “eliminate the influence of outside special interests by strengthening campaign finance reforms.” There are NO NEW CAMPAIGN FINANCE REPORTING REQUIREMENTS in Measure B. Measure B merely requires compliance with EXISTING state law, Government Code 81000, et. seq., that ALREADY requires campaign finance reporting to both the city clerk and to the state. INCUMBENCY PROTECTION The City Manager further claims that Measure B will eliminate influence by “limiting political contributions to Mayoral and City Council candidates,” but he’s not telling you the whole story. Measure B’s limitation on campaign contributions is so open-ended that it even prohibits a candidate from contributing more than $500 to his own campaign. This type of limitation has already been ruled unconstitutional (in Buckley v. Valeo) ... and powerful incumbents routinely circumvent these limits through supposedly “independent” expenditures paid by moneyed interests seeking favors. Justice Stephen Breyer wrote in Randall vs. Sorrell that “contribution limits that are too low can … harm the electoral process by preventing challengers from mounting effective campaigns against incumbent officeholders, thereby reducing democratic accountability.” It was on that basis that the U.S. Supreme Court issued a ruling in November 2019 inThompson v. Hebdon that set aside a Ninth Circuit ruling that upheld $500 contribution limits in Alaska. Measure B also limits contributions to candidate-controlled ballot measure committees. We believe the City Manager included that to CRIPPLE our ability to raise money for five initiatives that residents
qualified for the November ballot ... and that he states he opposes. However, the U. S. Supreme Court has ruled (in Citizens Against Rent Control v. City of Berkeley) that it is unconstitutional to place contribution limits on ballot measure committees. Measure B is already facing a constitutional challenge in court that could potentially cost the taxpayers a fortune in legal fees if the measure is adopted by voters. FAKE TRANSPARENCY The City Manager claims that Measure B will “expand transparency by posting the City’s monthly financial reporting and City contracts on the City website.” Oxnard is ALREADY required by state law to produce monthly financial statements -with or without Measure B. For many years Oxnard has refused to produce monthly financial statements, and they are presently being sued for failure to comply. If Measure B is adopted, it will give the public absolutely nothing NEW in terms of financial reporting. If the city complied with existing law, they’d ALREADY be making these available with city council agendas each month on the website. Measure B says that all “agreements requiring City Council approval” must be posted on the website “prior to city council action.” These agreements already have to be posted with the city council agendas under current law. But under current city ordinance, council approval is only required for contracts that exceed $200,000. It used to be $25,000 ... but the City Manager convinced the City Council to raise the limit (and reduce transparency) shortly after he was hired. And that speaks volumes as to what management at City Hall actually believes. Please forward this to Oxnard friends and neighbors so that they, too, will know what's going on. NEWS Officer Nathan Martin killed in vehicle accident Preliminary information indicated that Officer Martin was driving a motorcycle eastbound on Third Street when a large tractor-trailer made a left turn in front of him. Officer Martin was transported to the Ventura County Medical Center, and despite all lifesaving measures, he died from his injuries. The California Highway Patrol was asked to conduct the traffic collision investigation and handled the task. Officer Martin was 45 years old and a 20-year veteran of the Oxnard Police Department. He is survived by his wife, Marita;

HEN officers arrived on the scene, they found a motorcyclist suffering from life-threatening injuries. Officers quickly identified the motorcyclist as off-duty Oxnard Police Officer Nathan Martin, who had just left the police station less than a mile away.

patrol officer, property crimes investigator and traffic officer. He was currently the School Resource Officer at Hueneme High School and had just left the campus less than an hour before the accident. The Oxnard Police Department has been in contact with the Oxnard Union High School District
since the time of the collision, and grief counselors responded to Hueneme High School the next day to assist with grieving students. Several of the first responders were close personal friends with Officer Martin and are devastated. Peer support and police chaplains have been at the
police station since the collision to provide help and support for his fellow employees. The Oxnard Police Department wants to thank their brothers and sisters at neighboring agencies throughout Southern California that have reached out to offer support and assistance.
Here's a novel idea By Chris Frost chris@tricountysentry.com Oxnard-- You know, as I cover all the events surrounding this election, it's easy to point to issues in a place like Oxnard. We have a homeless problem that has hurt businesses, got people injured and killed, and there are not enough resources to address the issue. We have crime, drugs, and vagrancy and a city that needs to cut services so they can meet its budget. My wife is afraid to drive home after work at night because of these issues. I showed her a picture of a man who allegedly killed a woman last year, and she was horrified because she saw him the day he committed the crime. We also have a housing problem. Rents are sky-high, and there are not enough places for our residents. Do you need a job, try going to a local department store to get work. You might get one, but don't expect to get more than 29 hours a week. If they give you 30 hours, they have to offer you insurance, so you're stuck trying to get by on a parttime wage or racing from one

Meanwhile, we have an election coming up, and I have been getting little tidbits of information from people who would love it if I put it in the paper and harpoon their opponents' chances. I even wrote an article about a candidate, and the next thing I know, I get a press release from a supporter of another candidate wanting me to put it in the paper. The press release accuses a challenger of throwing a religious group under the bus. It was based on one sentence taken out of context and sensationalized.
I also interviewed a city official who doesn't like the ballot initiatives. The author of the ballot initiatives gets equal time, but I am accused of being biased and one-sided. I have the audacity of reporting both sides of the story, and one official doesn't like it. Now, I know I am just a guy sitting in front of a laptop writing a newspaper, but wouldn't it be a better idea if the candidates spent less time trying to throw each other under the bus and actually worked on fixing all the problems we face? Present your best argument and let the voters decide. If someone tries to make themselves look good by making someone else look bad, you have to wonder why that person uses such a strategy. Plainly put, stop trying to make the other candidate look bad, and make yourself look good. We have too many challenges ahead of us for this type of nonsense. Don't say, "if elected, I will..." if you believe in something, do it. I will cover it, and you will probably get elected because you will be the candidate who did something.
