Port Hueneme--Sharon's Sizzling Seniors had a special workout, Feb. 14, as the group also had a party to celebrate Sizzling Senior Tomie Katsuda who celbrated her 100th birthday.
T
HE celebration started with its usual workout, and, as always, Tomie was moving her feet and getting into the groove with
everyone. After the workout, Tomie, who was wearing a pink sash proclaiming her as the birthday girl, received a tierra and gifts from the attendees. The workout was packed as eveyone came to celebrate with Tomie. She was born Tomie Murahashi on February 4, 1920, in Laguna, California. At a young age, she moved to Mie (Japanese prefecture), Japan, and received her formal education. She married Lester Katsuda in Mie on January 18, 1937, at the age of 16. Soon after, she and Lester, who was also born in California, returned to California as newlyweds. They began their life together as farmers and had a daughter, Suzy, who was born in September 1941. In 1942, Suzy became sick, and she and Lester were taken from their Los Angeles home and incarcerated at the Manzanar concentration camp. Suzy was kept away
from her family for a long time and did not recognize Tomie or her father when they were reunited. While at the camp, Tomie thought the guards were going to take her, Lester and Suzy into a field and shoot all three of them. The trio considered moving back to Japan, but a close family friend told then that Japan was in a shambles after the war and they should stay n Tomie Katsuda, see page 11
C.A.R.L. hosts an adoption and orientation
in Ventura

Ventura-- The Canine Adoption and Rescue League C.A.R.L. held a joyous event, Feb. 15, as the group held an adoption day and also welcomed new volunteers who want to help furry friends. The event, hosted by the Ventura Pet Barn, had people stopping by and visiting
with the dogs as C.A.R.L. brought them out for an afternoon to help them find their forever homes. C.A.R.L. also helps sick dogs that it receives and does everything possible to help a sick dog that is not terminal. All the dogs visiting the store had a great time, as the afternoon was full of wagging tails and big doggie smiles. n Adoption, see page 4
Nguyen accused of age discrimination and harassment by Molina By Chris Frost chris@tricountysentry.com Oxnard--There is a dispute brewing within the City of Oxnard, as City Treasurer Phil Molina and City Manager Alex Nguyen are at an impasse over Molina's job as a city treasurer, a department head and alleged allegations against him by two city employees. During an investigation about the actions, Molina has lost his city email account, has been removed from the City Treasurer's office, has been temporarily suspended from his administrative duties, and says that city employees have been told not to speak to him. Molina seeks a return to normalc,
for his email account to be restored and for him to return to his office and continue with his administrative duties. Molina Attorney Andrew Covner tells the Tri County Sentry that the original intent was to try and resolve the matter internally. Still, since it is almost time for Molina to file for reelection, the issue needs to be public. "It may end up in court sooner rather than later, if necessary," he said. "I would prefer to resolve this without doing that." Molina sent an email to human resources on Aug. 16, 2019, and he said that were specific instances of harassment and discrimination against him by City Manager Alex Nguyen because of his age and his

status as a veteran. "He was singled out and not allowed to attend meetings called SLT (Senior Leadership Team)," Covner said. "They would have meetings; I believe weekly and all of the top management people who get together and discuss ongoing issues with the city. That happened before the harassment complaint." Nguyen offered to loan Molina his abacus, Covner said, and he implied that Molina didn't know how to use information technology and the resources of his department as Treasurer. "Whether it was made jokingly or not, it was made, from Phil's perspective, inappropriately," Covner said. "These comments were made at n Discrimination, see page 3

Council recognizes the Oxnard PAL U-14 girls soccer team for winning 2019 CSL League Cup Tourney T

Oxnard-- The Oxnard City Council had a busy agenda, Feb. 18, but they took the time to honor the Oxnard PAL Soccer U-14 Girls Soccer Team for winning the 2019 CSL League Cup Tourney.
HE kids came en masse to collect their award, and Mayor Tim Flynn was impressed by the accomplishment. "Wow," he exclaimed. "That's unbelievable. Let's give them a round of applause. I can tell they’re all smiling because there’s not one of that hasn't done their homework." Flynn said the council wanted to congratulate the team for being undefeated and winning their second consecutive league cup. "They are the first female Oxnard team to achieve this victory," he said.
"Most of the girls on this team have been playing together for over seven years. Eight of the girls were selected to the Cal. Southern South Olympic Development Program." Four of the eight girls competed in the Olympic Development Program West Regional Program, he said, and Cal South was crowned champion over Arizona. "After I made that comment about homework, not one of them is smiling now," he said. "I wonder why?" Coach Juan said he is the loudest and proudest person on the field.
"I want to thank the parents," he said. "Without them, this isn't possible. We all know that in youth sports, parents either make or break a team. I am lucky enough to say that I have great parents who support their daughters, and I have a successful team." Juan said his squad must maintain an A or B average to play on the team. "The eighth-graders are going to be in high school next year, and we're already looking at what's next for them," he said. "Yes, homework is important."
Juan thanked all his other coach and Jessie, the PAL Director, who helps him get things done. "This is my fourth time up here," he said. "The first three times were with my boys, and now they all graduated or gone on to school." It may be his first trip to the dais with the girls, but he noted that it wouldn't be the last trip. "We're going to Mexico in July to compete against academy teams, so we'll be back," he said. The crowd gave the girls a huge ovation.
Sterling Venue Ventures saves the PACC By Chris Frost chris@tricountysentry.com Oxnard— The Oxnard City Council approved an agreement with Sterling Venue Ventures, Feb. 18, that will keep the Oxnard Performing Arts and Convention Center open. The PACC had been scheduled to close because of budget cuts in the fiscal year 2019-2020. The city initially proposed a deal with Venue Tech, but the group withdrew their proposal after one committee meeting. Through it all, City Manager Alex Nguyen kept looking for ways to save the PACC and came up with a win-win solution for the city. Cultural and Community Sevices Director Terrel Harrison presented the item to the council and said the agreement is an excellent opportunity to keep the PACC
functioning. He introduced Sterling Venue Ventures and said the company operates eight venues in the surrounding areas. "They have 20 years of experience in the business and produce over 1,000 concerts and events each year," he said. You have two separate agreements before you tonight, one for the auditorium, and the other one is for the meeting rooms." The Sterling staff will program and promote and also coordinate the rooms with the PACC non-profit board. "The PACC non-profit board has a history with Oxnard, and they know our community," he said. PACC Auditorium The city will have a fiveyear lease with Sterling Venue Ventures, and every time Sterling has an event inside the auditorium, the city will receive $2,750.

"We will also receive 15 percent of the concessions," he said. "The city will pay all utilities up to $121,800 each year. That number is the average amount of all utilities over the last three years." Sterling will pay the difference if the amount exceeds $121,800 each year.
The PACC meeting rooms Harrison said that agreement is also for five years, and Sterling will pay the city 15 percent of all the rental fees. "As a highlight, that's how they are coordinating with the PACC board," he said. "The PACC Board will receive the other 50 percent." The city allocated $490,000 to the PACC for the next six months, and there is an adequate balance to pay for
utilities and maintenance for the balance of the fiscal year. Sterling Venue Ventures projects 52 events in the auditorium each year and has a goal to up that total in the future to 104 events. Harrison pointed out that the city will have a net-zero profit and loss. "If they have 104 events like their goal is, you'll notice there is $118,500 in the replacement and restoration fund," he said. "That is our goal so that we can make improvements in the performing arts center." Lance Sterling addressed the council and said he was born near Woodstock, N.Y., and the sounds of music have echoed through his life. "I am a healthy skeptic of corporate America, and fight companies like AEG and Live Nation every day," he said. "That's why the City of Oxnard is a great partner with us. We can bring in entertainment by banding it together with the other eight locations we have in Southern California. I believe the City of Oxnard has been strangled and not getting
entertainment in that venue because of the consolidation of the entertainment industry." During public comments, PACC Non-Profit Operating Company Chairman Gary Blum thanked the council for selecting Sterling Venue Ventures as the operating company. "Lance has been consistent from day one of the financial realities of running a 1,600 seat venue," he said. "Partnering with a company like Sterling Venue Ventures will provide a powerhouse of options the non-profit could ever achieve alone. NEWS Stephenson fights for the people instead of corporate money By Chris Frost chris@tricountysentry.com Oxnard-- The conversation with Ventura County Supervisor District Four candidate Kim Marra-Stephenson continues with using pathways to build a new job force trained in the green energy field.

TEPHENSON is running against incumbent Kelly Long, and for the last year, she has been knocking on doors, going on ride alongs with each police department in her district, meeting people, hosting events, and hearing about the issues that concern residents in Ventura County. She pledges to do the work to move Ventura County forward while using peoplepower and bringing them together instead of using tons of money to make things happen. Education to meet future needs As a principal, she worked with the civic alliance to make sure all the high wagehigh need careers are met in Ventura County. "Every high school in the Oxnard Union High School District has at least two pathways or more," she said. "In Camarillo, we had information technology, product information and design, robotics, digital music, mariachi, digital photography, education, agriculture, Cisco Networking, and at other schools, they had a partnership with the Navy base, plus engineering, law enforcement, culinary arts and more." The regional occupation program, which is part of the county educational system, has shared programs, like mechanics, dental hygienists, and aviation. "At our community colleges, we try to build partnerships with them," she said. "Ventura College reopened its agricultural program, and they are trying to partner with ours, and the kids can go
from there to there. Oxnard College has Cisco Networking so the kids could start with us, finish at Oxnard College, and get a Cisco certificate. We're working on all that, already." There is also the Ventura County Community College Board, she said, and she advocates them working altogether. "I did go advocate to the community college board on green energies," she said. "They were going to put charging stations at Ventura and Moorpark, and not at Oxnard College. It's a justice issue, and a few of us went to that board meeting and avocated (green energy) for various reasons. For environmental reasons, economic and justice reasons and equity reasons that we should build them on all three campuses. They ended up voting in that direction." The CRC is fighting a losing battle Stephenson said the California Resource Corporation has more uncapped and unused wells in the state than anyone else, and those wells are polluting the environment. "They're not taking responsibility for it by cleaning them up, capping them, and taking them out," she said. "We're bearing the cost of that. They know they are a dying industry." Until green energy gets enough market share, Stephenson said it's hard for them to compete with the oil industry wages. "We have to have moratoriums so that we can do that transition," she said. "In other communities, not here, there is eight times more

prosperity for green jobs than oil. They know what going on, and that's why they are investing a million dollars into this race." Channel Islands Harbor The missing ingredient to get Channel Islands Harbor redeveloped, she said, is a better communications model between Ventura County and the City of Oxnard. "What I thought was a shame on this first go-round (a proposed apartment complex) was there was very little communication and transparency," she said. "Then,

all of a sudden, the county dropped on the city their plan, and the city said no. There was all this time and money wasted, instead of bringing people together proactively and upfront to get the city, community, and county together and talk about what we need for everybody. Then, when it goes from the county to the city, we can say yes." In the meantime, she said the people have a beautiful undeveloped piece of land, Channel Islands Habor, with tons of potential. "I think there are mistrust issues all across the board," she
said. "Had we worked together from the start, we could have hashed some of that out before a developer paid all this money to create this plan, only to have it shot down. If the city and people of Oxnard had a say all along the way, it would have worked. My problem with it was it was going to reduce access for the general public. That's one thing I wouldn't want to see." As a supervisor, Stephenson pledges to take the first step to mend fences and build bridges between the county and city to get Channel Islands Harbor redeveloped. "That's not happening right now," she said. "If things are happening that makes us less effective, then we can be, that's a problem." If things go wrong, which it did in the case of the harbor development, Stephenson said the supervisors must ask Mark Sandoval what happened. "My opponent has told people multiple times I trust my staff, and I take their recommendations," she said. "I would ask questions." The push polls against Stephenson Those calls started a while ago, she said, and from what she's heard, they call her an extreme environmentalist. "They're just throwing stuff out there," she said. "It seems to me that they are targeting Democrats because she (Long) needs to split the Democratic vote to win this election.
That's why her mailers are blue, and last night, at the forum, she wore blue. She's making Democratic sounding headlines in her ads. She's not getting them right because they are not true to what she is. It's not working because they keep investing." People who receive a push poll, she said, should realize that it's based on money instead of reality. "My street cred is high, and it's not working," she said. "They are running a campaign this is based on things that are expensive, like signs, mailers, commercials on CNN and Fox News. Things that I can't afford. I think they are trying to bully me and get me to back down. I am running a grassroots volunteer campaign, and I am getting 170 people out each weekend to canvas and phone call." While Stephenson and one of her volunteers named Tiffany were working before going out to canvass, Tiffany got a push poll. "The person asked Tiffany if she heard about the Kim Marra Stephenson campaign, and Tiffany said hold on, I have somebody who wants to talk to you," Stephenson said with a laugh. "I said hi, this is Kim Marra Stephenson, and Tiffany is a strong supporter. You can go on to your next phone call. People are working all over on this campaign, and this isn't working for them. They feel threatened."

these SLT meetings. All of the top leaders in the city were there and laughed at Phil's expense because of his age." Additionally, Covner said Nguyen made anti-veteran comments. Nguyen, he said, left Vietnam before the fall of Saigon. "A letter was sent to human resources," Covner said. As an elected official and City Treasurer, Molina, in a general law city, as opposed to a charter city, has "very clear duties" that he is responsible for, including safeguarding the treasury, safeguarding the investments and being responsible for warrants, which is how the city disperses money. Molina also has administrative duties, Covner said, and according to the Oxnard Municipal Code, that get assigned to him by Nguyen. "The city has taken the position that in terms of the performance of those
administrative duties, he is an employee," Covner said. "As an elected official, he is not an employee." He calls it a strange issue. "As an elected official, he is one of the top managers," he said. "By statute, he is in charge of the Treasurer's department, and he's not under the control of the city manager, or to a larger extent, the city council because he has duties that he has to perform. He has a whole list of administrative duties that get assigned specifically by the city manager." Covner said Nguyen feels that he can take those administrative duties away and assign them to someone else. "To me, that's an open legal issue that's never been resolved," Covner said. "Clearly, the Oxnard Municipal Code and ordinances, as acted on and required for the municipal code, it has the same legal effect as a code. There are ordinances and codes that say the city manager will assign duties to the city treasurer." He said he feels it's a little ambiguous if the city manager supervises how those duties are
carried out. "Mr. Nguyen has taken the position that he is the direct supervisor of the elected city treasurer, in terms of these administrative duties, and he can assign them and unassign them at his pleasure," Covner said. A harassment complaint got submitted to the human resources department in accordance with Oxnard's policies and procedures related to all personnel. Covner said that Mr. Nguyen and City Attorney Stephen Fischer consider Molina to be an employee and subject to the city's policies and procedures that all employees are subject to follow. "Those policies provide that if you have a complaint of discrimination or harassment, you take it to human resources," Covner said. This specific complaint from Molina included Mr. Nguyen's past comments about an abacus, the decision to remove Molina from SLT meetings, Mr. Nguyen's comments about his childhood departure from Vietnam, and his assertion
that city employees should not speak with Molina. "This includes people within his own department," Covner said. "Apparently, they were told to limit their communications with Phil." From there, the city issued a detailed memo that defended, Mr. Nguyen, Covner said, and in that memo, the comments about the abacus at the SLT meeting was "just a joke." "There's no evidence that Mr. Nguyen's past experiences in Vietnam made him anti-veteran or had anything to do with Mr. Molina's removal from the SLT meetings," Covner read from the memo. "The conclusion was that 'your complaints against the city manager for age and military discrimination and retaliation are unfounded. You've not provided adequate information to allow for an investigation into your claims that employees have been told not to talk with you." The response said the Molina and Nguyen would meet one-on-one to discuss what happened at the SLT meetings. "Obviously, this was n Discrimination, see page 4

embarrassing and humiliating," Covner said. "He remains the only senior leadership person who is not allowed to attend these SLT meetings." On the day the complaint was marked as unfounded, Sept. 10, 2019, Covner said that Molina received a notice of investigation against him. "The evidence of retaliation in the employment context is generally circumstantial," Covner said. "It's rarely direct evidence of discrimination or retaliation." In such a circumstance, he said they looked for temporal relationships. "This is more than a temporal relationship," he said. "It's the same exact day, Sept. 10, 2019, when a memo was issued responding to Phil's complaint saying that his claims are unfounded. On the same day, he received a notice of an investigation of him from Mr. Nguyen." The memo was short, Covner said, and it advised Molina that it is a confidential investigation, and they asked Molina not to disclose the information. "There were two specific employees that he (Molina) was told not to have any contact with," Covner said. "Interestingly, both the employees are not part of his department, and he has little contact with." Covner said he received a letter from Assistant City Attorney Jenny Kelly, and that said the city wants to interview Molina. The city hired a law firm from Orange County to hold the interview. Covner accompanied Molina at the interview and said they talked to him for over three hours. "This lawyer apparently was given a whole list of grievances that was not in any way related to specific employees and their alleged abuse or harassment of specific employees, but how Molina did his job as a treasurer," he said. "Why does he review bills. I don't think there were 30 minutes of questioning, in my opinion, that he engaged in harassing behavior." Covner said he wants to know what the allegations are, but the city attorney's office has taken a strong stance and refuses to tell him anything about the complaints other than saying they've been made and they exist. "You have to go to court to enforce due process," he said. "In my opinion, as an attorney, they haven't afforded him due process n Discrimination, see page 6

Education failures, gang membership, and the employment gap If kids drop out of school, Flynn agrees that kids have the propensity to get in trouble. He said that the Ventura County Sherrif 's Department in Thousand Oaks and Newberry Park established a Safe Passages Program, and he advocates creating such a program in El Rio, which is a vulnerable community with a vulnerable population. "This Safe Passages program does exactly that," he said. "We know that youth education programs are extremely important. As an educator, the number one problem with education, not just in Oxnard, but all through the state of California and across the country is the lack of parental involvement in their child's education. The number one problem is the lack of connectivity between the parents and their kids' education." The lack of qualified teachers, students not being able to speak English, and not having enough resources, he said, is a secondary problem. "I don't intend on losing this supervisorial seat, and I believe I'll win," he said. "If I do lose for whatever reason, I have a plan. I'm
going to go to Mexico for up to a year; I am going to learn to speak Spanish fluently, and I want to be that person who gets into that gymnasium on the first day of school and be the conduit for the parents, especially the migrant parents, to show their children success." He wants to meet with the parents, or even one parent, on the weekday or the weekend, and he wants it to be a mandatory meeting. "Other people will talk about this, but after 25 years, I am singularly focused on connecting parents with their kid's education," he said. "That transcends everything. When we see children involved in gangs, there is also a lack of connectivity with the parents." Flynn says there are a lot of excuses made about this, and he calls it explanations about why children drift away and get involved with gangs and don't do well in school. "We, as a society, have to start focusing on what is happening and not happening at home," he said. "We need to find remedies to help those parents connect with their children." Parents who have issues on their own, he said, require professional help. "There are remedies that parents are open to that would not necessitate the allocation of resources to get parents connected with their kids," he said. "Waiting, and allowing that child's situation to deteriorate further does hurt the kids. The
upfront investment is essential. When people talk about prenatal care and preschool for children, a lot of this is trying to make up for what is not happening at home. People talk about this, and they provide all kinds of explanations. Okay, those are explanations, and we need to overcome that. The end." He doesn't agree that teachers and schools do not affect what can happen at home. "I think considerably more resources need to be allocated in the state education budget to provide parents the tools and foundation at home to help their children be successful," he said.
about who C.A.R.L. is and what it does. "At the end of the orientation, they'll get to check the areas they would prefer," Gilmore said. "They can do adoptions, away events, walking our dogs at the kennel, which requires a second orientation; they can also do social media. There are a lot of different things they can do, or they can do multiple things for us." She loves adopting a dog to a forever home and family. "What's especially thrilling for us five or 10 years later, we'll get a picture of that same dog that is still with the family on vacation or someplace," she said. That gives us satisfaction." C.A.R.L. also saves lives, she said, and they will go to Ventura County Animal Services and pull out dogs. "Especially dogs that could possibly go on the euthanasia list," Gilmore said. "We keep our dogs for life. Our contract states that for any reason that you can't keep one of our dogs, we want the dog back. We don't want them given to anybody else." Once someone puts in an application, someone from C.A.R.L. will do a home check, and if it all goes well, that dog can possibly go and live with that applicant. "We want to do our due diligence to make sure the dog is not going to be a backyard dog where it sleeps
outside and is never a part of the family," she said. "Our goal is to have our dogs be in a family." One thing that Gilmore wants the people to know is the difference between a rescue and a shelter. "We get to know our dogs," she said. "When you come to adopt a dog from us, we're able to tell you if the dog has separation anxiety and can't be left alone for more than three hours." Other families might hear that a dog shouldn't go to a home with small children. "When you go to a shelter, you get maybe, if it is an owner turn-in, what the owner says," she said. "If it's a stray, they know nothing about the dog." C.A.R.L. requires that the entire family meets the dog, including children. "We want to see how the dog interacts with the children and how the children interact with the dog," Gilmore said. "We will never let someone adopt a dog for a gift. We have dogs that were given as gifts that people never wanted or never wanted that breed." The group has hired trainers who help transition a dog into a home. "If it is not a good fit, all someone has to do is say it's not a good fit, and they say return the dog to us," she
said. C.A.R.L. always needs foster parents for their dogs. "We would rather have dogs in foster homes," she said. "If you foster for us, we do the same thing; we do a home check, and while you foster, we pay all their expenses, all their food, and medical bills. Your only obligation is to bring the dog when we request it if somebody wants to meet them. So, they bring them to adoption events." If a foster parent wants to adopt their dog, Gilmore said they get the first choice. "That happens quite frequently," she said. "That's our hope." C.A.R.L. Volunteer Jose Rivera had a cattle dog named Buddy in tow, and he loves helping all the animals. "I have two animals at home," he said. "Buddy is energetic and ready to take off anywhere. We're hoping for the best home he can get." Volunteer Kathy Kirby loves animals. "I always have loved animals," she said. Although some dogs may have separation anxiety, Kirby suffers from the same feeling. "I could never do it," she said. "Even if I were getting kicked out of my house, my dog and I would live in my car."
Channel Islands Harbor Flynn said the city and the county work well in many different areas, and counties and cities must work together closely. "Many have the municipal city experience before they get elected to the Board of Supervisors," he said. "Having somebody understand the needs that cities have and how that translates to the county government level, many of the current County Supervisors have municipal government experience. I think that sometimes, perhaps it gets lost in the siloing between them and us, and there is not a lot of cooperation." Plainly put, Flynn thinks the county experience with Channel Islands Harbor shows that the county has not been successful with enlisting
the help of the community. "It's all within the Oxnard City limits," he said. "They have no engagement. In engagement, I would give them a two out of 10. When that engagement level is as low as it is today, it doesn't matter what the county government tries to do in Channel Islands Harbor; it is continually met with an insurmountable force." If elected, Flynn said it would be his job to end those two out of 10 engagement levels. "Can one person do it alone; no," he said. "It's going to take a countywide collaborative effort between the county and its residents. That's where it starts. The redevelopment of Fisherman's Wharf is my number one issue. It's going to take time to re-engage the residents and win over their trust." Whatever proposal comes forward, he said the public must understand that it does not have the bandwidth to remove the fact that Channel Islands Harbor is an enterprise fund and assume it as part of the county's general fund. "The county's finances are in good shape," he said. "One of the reasons why they are in such good shape is they haven't allowed enterprise funds, as Oxnard did with the golf course and the PACC, to overwhelm the general fund. They don't provide the service, or they make the cuts." The county is in a deficit, he said, after the vote in Seabridge and Westport to eliminate the harbor patrol. "The county has over a $1 million bill for that," he said. "The county is in a situation where they need to rely on public-private partnerships to make the enterprise fund a viable entity." Flynn said the Channel Island Harbor Commission rubber-stamped whatever the county wanted. "The residents were so hostile, that even when the county executive tried to show up at a meeting at the harbor commission, the person would almost be assaulted," he said. "It's going to take a lot of leadership, and it's going to challenging to try and unite people behind a common vision for Channel Islands Harbor. Once people agree their needs to be a path to move forward, they go in about 20 different directions."

C.A.R.L. is a non-profit allvolunteer organization and has a boarding kennel for the public that cares for those dogs and dogs in the care of the organization. Vice President Ellen Gilmore from C.A.R.L. has been with the organization for 10 years, and they have been making a difference in dogs’ lives for 23 years. "We've been saving and rehoming animals, dogs specifically," she said. "I am the lead here at the adoption center, and I am in charge of all the spays and neuters. We cannot adopt out a dog who is not spayed or neutered." She is also the clearinghouse for all applications, and the group does a home check for everyone who applies for a dog. If everyone spayed or neutered their dog, Gilmore said C.A.R.L. would not be in business. "People will pay thousands of dollars for a dog, and there will be a dog of the same breed sitting at a shelter someplace," she said. "There is a rescue for almost every single breed of dog there is, so they can be saving a life or having a great companion by rescuing a dog that needs to be rehomed." In addition to the adoption event, C.A.R.L. had an orientation for new volunteers. New volunteers learned
She says it takes an army of great people to run C.A.R.L. and make a difference. "I spend 60 hours a month with C.A.R.L., and I found out about them by accident," she said. "I am a veterinary assistant, and I did some research and came across this organization, and it's worked out." Gilmore has a Cannon named "Hero" up for adoption, which came to the group from Israel. "We offered to assist in transport from Israel to the east coast," she said. "He stopped in Camarillo, we fed him, cleaned him up and his kennel, and got him ready for the rest of the trip." C.A.R.L. got the call to take six young dogs from Israel, Gilmore said, and Hero is the last of those six dogs. "Their breed is about 2,000 years old, and they're protective," she said. "They were raised to guard. They have incredible energy, and they need a job. They are also smart and affectionate." Cannons are barkers, she said, but she also admitted they'll grow on anyone after a while. Gilmore said that people who want to get involved should visit carldogs. org and click on Volunteer. Eight DUI suspects arrested at checkpoint Oxnard-- The Oxnard Police Department Traffic Unit arrested eight impaired drivers while conducting a DUI/Driver’s license checkpoint on Feb. 15, 2020. The checkpoint was conducted on Oxnard Boulevard north of Second Street between the hours of 8 p.m. and 3 a.m., resulting in the following: • 736 vehicles screened • Eight DUI-alcohol suspects arrested • Seven drivers cited for operating a vehicle unlicensed or while suspended/revoked • 12 citations issued • Three vehicles towed DUI checkpoints are placed in locations based on collision statistics and frequency of DUI arrests.
Man, 21, stabs parents as they sleep Oxnard-- On Feb. 9, 2020, at approximately 5:06 a.m., Officers from the Oxnard Police Department were dispatched to the 200 block of West Vineyard Avenue about a stabbing victim. When officers arrived, they found two stabbing victims, a 50-yearold female, and a 46-year-old male, in two separate apartments. The male victim was suffering from numerous stab wounds to his upper body, and the female victim was suffering from several lacerations to her upper body. Officers also located the suspect, Juan Tavares, inside of one of the apartments. Investigators from the Violent Crimes Unit responded to assist. Based on preliminary information, it appears that Tavares and victims are related and reside together. At one point, Tavares woke up and, for unknown reasons, stabbed both victims as they slept. The female victim fled to a neighboring apartment to request help. Another family member detained Tavares until officers arrived. Tavares was arrested for attempted murder and assault with a deadly weapon and was transported to the Ventura County Jail. The investigation is ongoing, and no further information is available at this time.

Stabbing incident suspect arrested

S the officers arrived on the scene, several of the suspects fled southbound in the alley. Several of the suspected gang members were contacted in the alley. One of the suspects, a 17-year-old male juvenile, possessed a loaded revolver. Possession of the firearm was a felony because the firearm was not registered to him. The minor was also in violation of California’s GunFree School Zone Act for possessing the firearm within 1,000 feet of Art Haycox Elementary School. Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be approximately $13,500. This includes fines, fees, DUI classes, license suspension, and other expenses, not to mention possible jail time. The Oxnard Police Department reminds drivers that “DUI Doesn’t Just Mean Booze.” Prescription drugs, particularly those with a driving or operating machinery warning on the label, can impair and result in a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs. Funding for this checkpoint was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
One dead and two additional injured in Oxnard shooting Oxnard-- On Feb. 9, 2020, at about 4 P.M., Oxnard police officers responded to the mobile home park located at 1301 Commercial Avenue about a possible gunshot victim. When officers arrived, they discovered a 45-year-old male Hispanic suffering from multiple gunshot wounds to his lower body. The male was immediately transported to the hospital. He was listed in critical condition at the time of this release. Additionally, officers located a 31-yearold Hispanic male lying in a nearby shed, close to the first gunshot wound victim. Additional EMS arrived on the scene and began emergency life-saving measures. Unfortunately, the second male succumbed to his injuries and was pronounced dead at the scene. While this incident was unfolding, additional officers were notified of a possible third gunshot victim in the area of the 1400 block of Pine Street. Officers located a third gunshot wound victim, a 33-year-old Hispanic male, in the area. The third victim had one nonlife threatening gunshot wound to his arm. He was transported to the local hospital for medical assistance. The motive for this shooting is unknown. It appears that additional
parties may have been involved. The investigation into this incident is still on-going.

Oxnard-- On Feb. 16, 2020, at approximately 5:49 p.m., Officers from the Oxnard Police Department responded to the 2700 block of South “C” Street about a stabbing victim. When officers arrived, they found a 37-year-old male victim who was suffering from numerous stab wounds to his upper body. Officers located a possible suspect a few blocks away. The suspect, Jesus Martinez, was later positively identified by the victim as the person who stabbed him. Investigators from the Oxnard Police Department Violent Crimes Unit responded to assist. Based on preliminary information, it appears that the victim and an additional 21-year-old Oxnard resident were involved in a fight. During the fight, Jesus Martinez intervened and stabbed the victim several times. Martinez was arrested for assault with a deadly weapon and was transported to the Ventura County Jail. The investigation is ongoing, and no further information is available at this time. OPD arrests the church thief Oxnard-- On Feb. 15, 2020, an alert employee at the Santa Clara Church noticed a suspicious subject, whom she believed might have stolen some sacred goods from the church last week, who was loitering on church grounds possibly casing for an additional theft. Her suspicions were correct. Octavio Delgadillo was contacted by officers and found to be in possession of several stolen items. The monetary value of the stolen items qualified Delgadillo to be arrested for two separate felonies related to the theft. However, the church was happy to recover the consecrated liturgical antiques and regalia, which they consider to be priceless. Delgadillo was arrested more than 20 times in the city of Moorpark in 2019 and very recently relocated to the Oxnard area.

"I was thrilled until I read the proposed rates and saw the flat rate we paid is now the hourly rate. I talked to people about the insurance requirements,
and it's not doubled or tripled, it's like $6 million." People are advising her to move her show, which she feels is sad. "The PACC was created for people to have affordable rates to have meetings," she said. "That will no longer be possible." Al Velasquez has first-hand knowledge of what Mr. Sterling can do. "I attended one of the PACC Board meetings, and they clearly demonstrated that they were unable to make it profitable," he said. "They failed, and that is a given." During Council comments, Mayor Pro Tem Carmen Ramirez is happy there is an agreement, but she wanted to know what Sterling's relationship will be with the non-profit board? Sterling said the board initially was going to operate the venue, and he was going to take care of the bookings. "Over the course of time, I realized the best way to get this moving forward, so it wasn't a burden was for me to go into the booking," he said. "I am going to work with the board, and they are going to operate the community center. The

Covner said Molina sees the bills and said the city spent "thousands and thousands of dollars" over the issue. "They told me we'd have to do a second interview," Covner said. "I said you've had all this time, and you barely hit on the harassment complaint. You spent most of your time talking about how Phil does his job as a treasurer. If we're going to have a second interview, I want to know what the issues and the topic are, and we're going to stick to those. Otherwise, there is not going to be a second interview." That created a stalemate, and Covner said Nguyen used that to keep things from moving forward. "According to Nguyen, the investigation is ongoing, and Mr. Molina's attorney refuses to cooperate," Covner said. "We can't do anything, and all the sanctions we've imposed on Molina arbitrarily remain in place." Covner said an employer has a great deal of discretion about how they conduct an investigation, but they are supposed to be over in a reasonably short time.
"The state department that oversees employment laws, they publish recommendations that say the investigation should take no longer than a month," he said. "It should be done. The fact that Phil will not submit to a second interview is on my advice." On Sept. 26, 2019, Covner said that Molina received an email from Nguyen about the suspension of his city email account. Covner said the memo stated that Molina violated the order not to contact one of the employees listed in the notice of investigation, and Nguyen listed those emails where he violated the directive. "A lot of emails are sent to a list of people, and you hit reply all," he said. "Apparently, about six different times, this one employee was copied on a response of Phil to an email sent to him. Based on that, they suspended his email, and it remains suspended until this day, Phil can't access p.molina@ oxnard.org. He's blocked and cannot send or receive any emails." Covner feels that Nguyen is well outside the authority to do this on his own without any kind of hearing or validation from the Oxnard City Council. "In my opinion, and it looks like we are going to be heading to court sometime
soon, we'll ask the court to decide whether that would be an unlawful interference with Phil's ability to carry out his statutory duties," Covner said. "This is an email world, and he can't communicate with investment people." Despite Mr. Nguyen's assertion that he needs an abacus, Covner said that Molina is "a smart guy." "He's very competent and understands sophisticated financial software," Covner said. "He's a certified public accountant." Molina has developed an alternate email address, Covner said, that the city allows him to use. "Any email sent to him at his Oxnard.org address; it's my understanding that those emails go to Mr. Nguyen or the current assistant city treasurer," Covner said. "The system in place right now requires him to do his statutory job in a building across the street from the treasury department. He's not allowed to enter the treasury department by order of Mr. Nguyen. He has to carry out his job through Assistant City Treasurer Eden Alomeri. She is caught in the middle." Molina received an email from Nguyen on Oct. 16, 2019, and his administrative duties as the city treasurer were temporarily suspended. "By this email, Nguyen stripped Phil of all his administrative duties," Covner said. "He's on administrative leave, so he's still being paid, and that reduced his salary. Apparently, the bulk of his salary is because of his administrative duties." Covner said his current office, 300 W. Third St. is where the two alleged complainants work. "Phil might run into them in the elevator," Covner said. "He doesn't talk to them. He's afraid to, but they always look at him, smile, and ask him how he's doing."

HEALTH Questions complicate efforts to contain new virus from China By Lauran Neergaard WASHINGTON (AP)— Reports one day suggest the respiratory outbreak in China might be slowing, the next brings word of thousands more cases. Even the experts have whiplash in trying to determine if the epidemic is getting worse, or if a backlog of the sick is finally getting counted.

ONTINUING questions about the new virus are complicating health authorities' efforts to curtail its spread around the world. And the United States is taking the first steps to check that cases masquerading as the flu won't be missed, another safeguard on top of travel restrictions and quarantines. Here's what you should know about the illness: WHAT IS THE NEW VIRUS? It's a never-before-seen type of coronavirus, a large family of viruses that affect both animals and people. Some types cause the common cold. But two other types have caused
severe disease outbreaks before: SARS, or severe acute respiratory syndrome, in late 2002, and MERS, or Middle East respiratory syndrome, which first appeared in 2012. The World Health Organization officially named the new illness COVID-19, reflecting that it's a new coronavirus that emerged late last year. Common symptoms include fever, cough and shortness of breath. While serious cases can turn into pneumonia, most patients appear to have a fairly mild illness. HOW FAST IS THE OUTBREAK GROWING? There's some confusion about that. China's tally reached more than 66,000 cases Saturday, a huge increase from earlier in the week. Why? Chinese health authorities say they changed how they are counting. Instead of waiting for a virus test to confirm someone's diagnosis—there's a huge testing backlog—they're now counting patients on the basis of their symptoms and lung X-rays. The WHO isn't sure that's a good idea, and wants to make sure people with flu or some other respiratory infection aren't getting caught in the mix. Elsewhere, fewer than 600

Most involved travelers from China and people who came into close contact with them. IS QUARANTINE WORKING? China has put 60 million people in its hardest-hit cities under lockdown, an unprecedented response. Without a good count of how many people are sick, and when they got sick, it's hard to tell if it's working. That's different from typical quarantine measures, which try to target people who may
be at risk—those who were in China's hot zone or who came into contact with another patient anywhere else in the world. That's a way to buy time for health authorities to prepare if the virus starts to spread more widely. But how to quarantine large numbers of people is a difficult question. The Diamond Princess cruise ship, which has the largest cluster of infections outside China, was quarantined in Japan with more than 3,500 passengers and crew. Experts have questioned if the close quarters have contributed to the spread. U.S. officials said Saturday it would evacuate its citizens on board and bring them to quarantine stations on
Air Force bases in California and Texas. In the U.S., about 600 people evacuated from hardhit Hubei province in central China are still in quarantine at several military bases, apart from other people on the base but with some room to roam. For 14 days—what scientists believe to be the incubation period—they are checked for symptoms and tested if they show any. As of Saturday, there were 15 cases in the U.S., including three of the evacuees. COULD THE VIRUS BE SPREADING SILENTLY IN OTHER PLACES? In the U.S., the Centers for Disease Control and Prevention is starting a new effort to spot if that happens— by adding coronavirus testing to the network that normally tracks influenza. When a patient sample tests negative for flu, lab workers next will check it for the new virus.
HOW DOES INFECTION SPREAD? Like typical respiratory viruses, it spreads mostly through droplets from coughs and sneezes. What about surfaces like doorknobs touched by that person blowing his nose? Currently, people who are seriously ill get standard pneumonia care including fluids and oxygen. In China, scientists are testing some medicines developed for other viruses to see if they might tamp down this one. Several research groups are on the trail of possible vaccines, and one being developed by the U.S. National Institutes of Health might begin first-step safety tests in people as early as spring. But specialists stress it would take far longer—best case scenario a year—to ready a vaccine for widespread use.

NBA stars celebrated off-court for good works By Tim Reynolds CHICAGO (AP)—Giannis Antetokounmpo is passionate about helping children in Greece and Africa. Kevin Love is trying to shine the brightest light he can on mental health by sharing his own struggles. Chris Paul is aiming to ensure that technology comes to schools where it hasn't been affordable. Former President Barack Obama is aware of all those endeavors. And he's trying to make sure plenty of other people find out as well. That's why Obama invited that trio of NBA stars to sit alongside him for a panel discussion hosted by his foundation on Saturday, saying he invited that trio of basketball stars to laud what he called their “extraordinary leadership” when it comes to their off-court work. “It's so much bigger than basketball,” Love said. Obama clearly agrees. The foundation that was created in 2014 has championed causes like the ones that are near and dear to Antetokounmpo, Paul and Love, which is why the 44th President decided to invite them to sit for what was called a “fireside chat.” Most of the conversation had nothing to do with basketball, which is exactly the way it was planned. “Part of the reason I wanted to convene these three, in addition to being amazing athletes, they're good people and each of them are at different stages in their careers,” Obama said. “You've got old Chris Paul down at the end, the young guy (Antetokounmpo) here and Kevin somewhere in the middle. But each of them has shown character on the court but also off the court. And the work I'm doing after the presidency is entirely focused on how do we lift up and identify and amplify and support the amazing next generation of leaders that are coming up.”

SENIOR Finding connections, comfort at the local cafe

LOS ANGELES—Doug and Connie Moore met at seminary. He was a student and pastor of an inner-city congregation, and she was a student and a public health nurse.
“
SHE’S the one who drew me to the needs of the poor,” Doug says. The pair wed in 1974, and Doug became a pastor at the First Evangelical Free Church of Los Angeles in 1983. They became deeply involved in their community and dedicated much of their free time to teaching English as a second language, creating tutoring programs and mentoring students in poor communities here and abroad. But these days, the retired couple spends most of their time inside their modest two-bedroom apartment in Los Angeles. “There are a lot of hours spent alone,” says Doug, 69. “I can’t have a conversation with Connie.” Connie, now 73, was diagnosed with Alzheimer’s, the most common form of dementia, in 2015. About 10% of Americans age 65 or older have the disease, according to the Alzheimer’s Association, including an estimated 670,000 people in California. Doug, Connie’s primary caregiver, knows his wife needs as much stimulation as possible. So, twice a month, the Moores visit a program often referred to as a “Memory Cafe,” which offers social activities for people living with Alzheimer’s and dementia—and their caregivers. Activities include art, music, poetry, presentations and social interaction. There are more than 800 regular gatherings around the

For Alzheimer’s patients and their caregivers, social and emotional isolation is a threat. Brothers became doctors, then their paths took them home By Jon O’Connell SCRANTON, Pa. (AP)—The Mercuri brothers get the twins question a lot. They're three years apart, but they understand why people ask. The two young doctors, John, 34, and Matt, 31, are about the same height. They share the same slight build and matching gait as they whisk through Geisinger Community Medical Center. They wear the same style glasses and both speak in lofty terms about their purpose as physicians. Other than their chosen specialties—John Mercuri is an orthopedic surgeon and Matt Mercuri is a neurologist—they charted near identical career paths, including their return to Northeast Pennsylvania to practice and settle down. They both went to Scranton Prep, then the University of Scranton. They studied medicine at New York University and stayed in the city to complete residency training and fellowships. That they came back at all busts current trends for young doctors. The Association of American Medical Colleges found that between 2008 and 2017, 54% of physicians practice in the state where they completed residency training. There's plenty more research that shows doctors tend to stay put where they complete the last formal part of their training. That's why academic institutions like the Geisinger Commonwealth School of Medicine in Scranton want to get med school students into underserved and rural areas for residency training. The Mercuri brothers, however, challenge the statistics, perhaps
because New York City attracts more docs who never intend to stay. “In my orthopedic surgery class, it was not the case that people stayed there for practice,” John Mercuri said. “Everybody dispersed across the country from Seattle to Stowe, Vermont.” His return was deeply personal, he said, but also rooted in finding a fulfilling career. “Obviously there's an innate draw to come back home where all your family's living and the place where you grew up,” he said. Conversations with Dr. John Doherty of the former Scranton-based Professional Orthopaedic Associates over several years convinced him he had plenty of opportunities to grow here. Geisinger, the Mercuris' current employer, acquired Orthopaedic Associates in 2017. “It became apparent to me, careerwise, that it was more than viable,” John Mercuri said. They both agree that older brother
Erik Baker opened their eyes to the medical field. Until theirs, no previous generation of Mercuris pursued careers in medicine, though they had no shortage of highly motivated role models. Their mother is a certified public accountant. Their father, an attorney
by training, is the retired district magistrate John J. Mercuri, who served on the bench in the North Pocono region for 34 years. Baker studied at the University of Pittsburgh and helped lay the groundwork for his younger brothers. “We had an example of a sibling who did it before we ever got around to having to make any of those decisions,” John Mercuri said. Medicine hadn't been the first choice for either of them. J o h n Mercuri studied philosophy; his brother studied the humanities. But independent of each other, they both turned their attention toward medicine. “When the time came to start thinking seriously about what to do for a career, the prospect of medicine was stronger than anything else,” Matt Mercuri said. “And I think it was compatible with a background in the humanities. . Can there be a more human art than the art of medicine?” he said, pausing before chuckling.
“I think I put that in my personal statement,” he said. Their Jesuit education, which leans heavily on service as a way of life, at Scranton Prep and the University of Scranton might have had something to do with it, too, they agreed. “You find purpose and you make the most meaning in service to others,” Matt Mercuri said. “I think that I was also inspired by watching our father, who spent his life in public service as well.” Geisinger, the enormous nonprofit health system that is strengthening its northeast Pennsylvania position, hired both brothers. John Mercuri said he explored other orthopedic practices in his quest to come home, but found Geisinger was bringing big-city technology, the kinds of tools, specifically robotics that he trained on in New York, to his home turf. He was also impressed by the health system's novel guarantee on joint replacement surgery outcomes. “That sort of forward-thinking, cutting-edge environment is extremely interesting and I'm glad to be a part of it,” he said. Matt Mercuri enjoyed his nine years in New York but missed the sense of community he knew he had left behind. “I was literally surrounded, every day, by millions of people on this relatively small island, and yet I felt completely anonymous walking down the same sidewalk every day,” he said. “It's not like that here. That was apparent on day one.” When he moved back, he learned that his neighbor was his grandfather's internist. “The moment I arrived. community,” he said. “That's the stuff.”

"She was part of the relocation camps in World War ll," he said. "Tomie raised a family here. She was a local farmer here, and they raised different crops. She's had amazing support from her niece, who is there and makes her golden years happy. We're happy to do this." One of Rollins' big priorities is a health community throughout Port Hueneme, and Tomie is an outstanding example of that effort. "We try to get the parks renovated, energized, and that's where we're at," Rollins said. P o r t Hueneme Mayor Laura Her nandez brought Tomie a proclamation and felt honored to present Tomie with a certificate of
recognition for her 100th birthday. "We want Port Hueneme to be a place of wellness and where we can all grow old and healthy," Hernandez said. "Tomie, you are such an inspiration to us all. My mom is 93, and I can't get her to a class to workout. I want to recognize Tomie's strength, tenacity, and perseverance through a life filled with challenges and sacrifices. in the United States. The family started growing vegetables and finally started growing flowers until 2004 when Lester passed away at age 90. At the time, Tomie was 84. Through it all, she feels fortunate to live a full life with her family. Sizzling Seniors Leader Sharon Kloeris said Tomie started coming to the workouts at age 96, and she finds that incredible. "She's an inspiration and a mentor," Kloeris said. "If I can continue to get her to come to class for four years, it's a dream come true for me. She's amazing, and I hope I have to opportunity to celebrate my 100th birthday." Port Hueneme Community Services and Recreation Program Manager Anna Hanely is always impressed with Tomie. "She's tenacious and comes three days a week to this exercise class," she said. "We have the opportunity to interact with her quite a bit, and she's

"She comes here and gets moving," Collaso said. "She's not just sitting there watching. Some people sit on the sidelines, or they come for a few minutes, and they leave. She stands up and gets her legs moving. She's awesome." Laurie Jordan said she's been watching Tomie participate since she arrived at the Sizzling Senior class four years ago and said she's an awesome inspiration to everyone. "When she first started, she just sat there," Jordan said. "Then she started moving and pretty soon, she was really moving, and now she looks forward to coming every day that she can be here. That's is a complete inspiration to me." Lee Morrel started working out three years ago and enjoys seeing Tomie workout. "It gives me a lot of joy to see her," she said. Shirley said at first Tomie didn't want to come, but her niece convinced her to give it a try. "Her family notices a big difference in the way she moves now," she said. "That's amazing. They take her to Las Vegas every year." Tomie loves to play blackjack and celebrates each time she wins a hand. "I hope so," she said. "I work hard, get up at 7 a.m. every morning, have breakfast, and keep active." Niece Ruby Katsuda said the Sizzling Seniors party is the last one to mark Tomie's 100th birthday, and her whole family celebrated with her on Feb. 9.

Snoop Dogg apologizes to Gayle King for rant over Bryant By Nekesa Mumbi Moody NEW YORK (AP)—After days of blistering criticism, Snoop Dogg has finally apologized to Gayle King for attacking her over her interview with former basketball star Lisa Leslie about the late Kobe Bryant. “Two wrongs don't make no right. when you're wrong, you gotta fix it,” he said in an Instagram post on Wednesday. “So with that being said, Gayle King, I publicly tore you down by coming at you in a derogatory manner based off of emotions of me being angry at a question you asked. Overreacted,” he said. “I should have handled it way different than that, I was raised way better than that, so I would like to apologize publicly for the language that I used and calling you out your name and just being disrespectful.” Snoop Dogg was furious that the “CBS This Morning” anchor brought up rape allegations from Bryant's past in her interview with Leslie, a friend of Bryant. The retired Lakers star was killed in a helicopter crash last month along with his young daughter and seven others. Snoop Dogg went on Instagram and called King crude names. He also said she better back off “before we come get you,” and posted a slew of insulting photos and memes about her. King herself was angry at CBS News for promoting a snippet of what was a wide-ranging interview on social media, which drew sharp reaction and accusations from some that she crossed the line. King, in her own Instagram message last week, said she could see why people might be upset if they only saw a brief portion of what was discussed.

NEWS National Black News Channel makes debut By Brendan Farrington TALLAHASSEE, Fla. (AP)—Former U.S. Rep. J.C. Watts was beaming like a proud parent as he talked about the launch of Black News Channel—a project he's worked on for years to create what's now the nation's only 24-hour news network aimed at African Americans.

E was sitting at the network's Tallahassee studio with Gary Wordlaw, head of news and programming, watching a countdown clock as the network prepared to go live. “I was sitting there leaning forward looking at the screen, and Gary goes, ‘OK, in about two minutes we're going to see if this baby comes out.' And sure enough it did,” Watts said in an interview at the studio. “We birthed a child on Feb. 10 at 6 a.m. Eastern Standard Time—a healthy child— and now we have to nurture it on to adulthood.” The goal of the network is to reach Black audiences with stories that give a broader perspective about their community than what other networks provide. That could include health issues unique to African Americans, discussions about historically Black colleges and universities, how federal housing policy proposal could affect them or
just simply making people aware of positive accomplishments African-Americans are achieving, Watt said. “We are more than athletes and entertainers, and on the hard news side, we're more than crime,” said Watts, who was a star quarterback at the University of Oklahoma in the 1980s and later played in the Canadian Football League. “For every 17-year-old African American male that you show me that's being carted off in handcuffs on the 10 o'clock news ... I can show you 50 17-year-old African American males that get up every morning trying to figure out, ‘How am I going to make my mother proud of me.' That's the story doesn't get told enough.”
Other channels focused on African American audiences, such as BET and TVOne, have had news programming but haven't concentrated solely on news. Watts serves as chairman of the network, and it's a project that he's worked on for years. It received a lift when billionaire businessman and Jacksonville Jaguars owner Shad Khan provided the capital to get the channel on air. While Khan hasn't disclosed how large a check he's writing, he has said it's enough support to keep it alive for years. While there were some glitches that kept the network from being seen in all the markets it was hoping to reach during the first week launch, Watts said those problems
will be resolved. The network has or is working on agreements with cable, satellite and television streaming companies and expects to soon be available in more than 100 million households. Watts said he hopes that it isn't just African-Americans that tune in. “For anyone who wants to have a deeper relationship, a deeper understanding of the AfricanAmerican community, I think we can be helpful,” Watts said. The network has about 60 employees at its home in Florida's capital city, and has bureaus around the country with plans to have a staff of about 100 nationally. A recent look at the network showed stories ranging from an investigative piece on whether a major credit reporting company has an algorithm that gives Blacks lower credit scores, to a look at privacy concerns on dating apps. And like other networks, it covers weather, sports and entertainment. And Watts, a father of six, smiled when asked what the viewers saw when his new baby was born. “Later in the day I went around to staff saying, 'This will be a trivia question: What's the first story ever aired on the Black News Channel?” There's a two-part answer. The first image was a photo of the National Museum of African American History & Culture in Washington, D.C. Watts, a Republican, teamed up with civil rights leader and Democratic Rep. John Lewis to pass legislation to create the museum.
