Earth Day celebration packs Plaza Park By Chris Frost chris@tricountysentry.com Oxnard— Earth Day 2019 came to Oxnard’s Plaza Park, April 13, as the celebration encouraged people to think globally, take care of the planet, and was a perfect afternoon for a celebration. The day featured music by the MiniDriver Band, great food, community engagement and special recognition from State Senator Hanna Beth Jackson, Congresswoman Julia Brownley and Ventura County Supervisor John Zaragoza. The event, sponsored by the City of Oxnard, followed the theme that every day is Earth Day and featured EcoHero, an environmental song and comedy show to demonstrate the need for kids to act responsibly and take

Wesley Fenton is missing, police need the public’s help The Oxnard Police Department is seeking the public’s assistance in locating a missing adult male, Mr. Wesley Fenton, 41 years old. On April 12th, Mr. Fenton left his home in the 5200 block of Hidalgo Street in the City of Camarillo. Mr. Fenton was last observed in the area of the 101 Freeway and Oxnard Blvd the same day, around 2:40 PM. Mr. Fenton is a white male, 5’-11” / 170 pounds, last seen wearing a black hooded sweatshirt and grey sweat pants. He is known to frequent the area of Channel Islands Blvd and Saviers Rd. Oxnard-- On April 14, at approximately 5 p.m., officers from the Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a traffic violation. The vehicle stopped in the 5200 block of Saviers Rd.

Jerome Senin, the driver and sole occupant of the vehicle, was unable to provide proper documentation to operate a motor vehicle. Senin consented to a search of his vehicle and during that search, officers’ located methamphetamine, drug paraphernalia and a 40 cal. Handgun with ammunition. Senin was arrested for carrying a loaded firearm in his vehicle, possession of narcotics and possession of drug paraphernalia. Wastewater rate increase raises concerns over another recall vote By Chris Frost chris@tricountysentry.com Oxnard— The Oxnard City Council’s Public Works and Transportation Committee discussed a potential increase for wastewater rates in the future, April 9, as rising costs and cutbacks in supply is on the horizon. Oxnard Water Utility Manager Omar Castro presented the city’s water resource management plan, financial plan and rate study to the committee and said the city’s resources are combined with 4050 percent of state water it gets from the metropolitan water district via Callegas. “With our groundwater pumping, we produce about 25-30 percent through our wells, and we purchase 25-30 percent through the United Conservation District. Castro said challenges include

increased costs and the reliability of state water and the city sees an approximately 5.5 percent increase in price by 2040. The city will purchase state water for $5,000 an acre-foot. “If you look at what people are producing desalinated water at, it’s about $2,000 an acre-foot,” he said. “We also have an issue with vulnerability, we know that the pipeline is the sole source of state water, it’s about 50 percent of our water supply, and it’s reaching the end of its life.” Local groundwater is also being impacted, he said, as the Sustainable Groundwater Management Act (GMA), a mandated cutback in the management of the local groundwater supply, which could mean a 40 percent cutback in the groundwater supply. “That’s not just the water we

pump; that’s the water we’d have available from United Water,” he said. The city is looking toward ways to manage its resources, he said, and they are looking at expanding the advanced water purification facility which was initially designed to supply water to agricultural and industrial customers. “It was designed to put it in the ground to minimize the impact of seawater intrusion,” Castro said. “Now that we have new regulations, we can utilize that resource in our aquifer storage and recovery program, putting it into the ground and demonstrating to the state that it meets the potable standards and utilize that water differently.” The advanced water treatment facility needs to expand, he said, as

it is currently built at 6.25 million gallons per day, but the overall design allows it to treat 25 million gallons per day. “Some of the issues Crossroads are having is that water sources are complex. We share them between Oxnard and United Pumping groundwater, and it is an aging infrastructure that we have to maintain and replace,” he said. “Our climate changes are uncertain, and we did have a reasonable amount of precipitation this year, but our historical trend shows that we are in a dry period.” Water affordability remains a key, as the city has seen the projected impact from the state water purchase. “We want to make sure that we address our customers who care about the water quality as well as

Oxnard-- On April 13, at about 11:45 a.m., an elderly female in her early 70’s was attempting to get into her vehicle near the intersection of Sixth Street and A Street when the suspect, Adam Barcenas (age 56), approached her, punched her in the head, and pushed her to the ground. While the victim was on the ground, suspect Barcenas kicked the victim in the back multiple times before walking away. The victim did not know the suspect. A short while later, suspect Barcenas approached an elderly male in his early 80’s, who was walking with his wife near the intersection of Sixth and A Street. Barcenas punched the elderly male in the face and walked away. The male victim started walking back towards his vehicle when Barcenas came back and punched the elderly male again. Suspect Barcenas was a stranger to the second victim also. An off-duty private security guard intervened by pepper spraying suspect Barcenas and detaining him until officers arrived. Downtown security guards also assisted in helping to detain suspect Barcenas. Both elderly victims received minor injuries, received emergency medical treatment on the scene, and refused to be transported to a medical facility for further treatment. Suspect Barcenas has an extensive history of violence, disorderly conduct, and robbery and is currently on parole. He was arrested for two counts of felony elder abuse and battery. “Oxnard has been for far too long the dumping ground for far too many efforts that resulted in pollution and a lack of respect and protection for our coastline,” Jackson said. “For the last 20 years, it has been my privilege to work with people like John (Zaragoza) and Carmen Ramirez. We are here to celebrate the commitment of the City of Oxnard to make a better and healthier future.” Brownley said it’s beautiful to be in Oxnard and reflect on what everyone needs to do collectively to make sure the planet is healthy for every generation. “It’s interesting to reflect and think the first Earth Day was created by a Democratic and Republican Senator who decided that it was important to have an annual recognition of our planet,” she said. “From Earth Day, the Environmental Protection Agency was created. The clean air and clean water act were passed under President Nixon. It was a bipartisan issue then, and right now in the Congress of the United States we are not in that bipartisan landscape, and we need to get back to it.” Event Organizer Trish Honigsberg said the celebration is fantastic. “This is my 19th event, and I am

proud of that,” she said. “We ordered a beautiful day today and look at all these people enjoying the planet and learning how they can protect it.” Honigsberg said being inspired to make a difference is the key. “Little things make a big difference,” she said. “It’s what you can do to help the planet; whether it’s using a reusable bag and make a commitment not to use a plastic bag which is such a problem in our environment.” She said the change could be as small as not using a straw. “Who needs a straw,” she said. “Maybe using your clothes, a little bit more, buying clothes that last longer. Look for things that you can do to help the environment.” Honigsberg said Earth Day is a great place to learn how to help the environment. “We have what you can do for zero-scaping, lowering your water usage, and buying things that are reused, upcycled and things that are more fun,” she said. People who want to get involved can join in the fun at Coastal Cleanup Day on the third Saturday each September. “Come on out and do what you

can to clean up the environment,” she said. “There are also several environmental groups you can join.” Honigsberg said City Corp comes out and helps each Earth Day. “They are an amazing group, and we couldn’t put this on without them,” she said. Lisa Costello brought her business “Urban Upcycling” to the event which specializes in things made from recycled fabrics and recycled gift cards. She had a big display of rings for sale that are made from items like rosewood and recycled wood. “Some of the rings are made from glass, and some are made from stone,” she said. “They’re fun.” She used to work for an ecofriendly organization. “They got me into the network of where to purchase and where to find locals who do this kind of work, and people who were making recycled wallets inspired me,” she said. “I’ve been doing this ever since, and this is my seventh year.” She also makes handmade hats from recycled yarn. “This time of year, it’s fun to have something else out,” she said. “I meet a lot of people and get to network

with so many people.” Channel Islands Restoration President Cindy KImmick had her booth armed and ready to educate people about native and invasive plants and animals in the Channel Islands. She had a display with skulls, horns and antlers, invasive plants and native animals like the Channel Islands fox. “They (the fox) are doing well now, but a few years ago they were not doing well,” she said. “They became endangered on four of the six islands for a variety of man-caused things.” She said feral pigs were on the island and bald eagles died out because of DDT. “Golden Eagles moved in after the bald eagles left to eat the feral pigs,” she said. Channel Islands Restoration supports the plants in the fox’s environment, and they eat the berries. “We support the plants for the mice, which is one of the main prey animals the fox eats,” she said. “The fox was a multi-organization effort.” Caitlin Kimmick said she’s been interested in animals and nature since she was a child. ”It’s pretty obvious where my interests are,” she said. “I wound up

going to the North Hollywood Zoo Magnet, which is right across from the Los Angeles Zoo.” She said people need to care about the world. “One of the most important things is education, which is why I like coming to these events,” she said. Cindy said the group just affiliated with “Friends of the Island Fox” and raises money to support fox monitoring. “Now that the foxes are no longer in danger, there is no money to monitor them,” she said. “That’s one way that a lot of restoration efforts fail.” Lots more information is available at cirweb.org and islandfox.org. The Oxnard Career Center gang are ready to help people’s employment dreams come true.

Oxnard Job Fair brings employees and employers together By Chris Frost chris@tricountysentry.com Oxnard— The Oxnard Job Fair had a massive crowd of eager beavers of all ages at the college, April 12, all looking to cash in on their drive and energy, capture some opportunity and turn it into their next big adventure. The event, sponsored by the City of Oxnard, the Oxnard Chamber of Commerce and Oxnard College, brought eager employers and employees together that made the day a winwin day for everyone. Potential employees got the opportunity to pick-and-choose what direction they wanted to pursue, as many companies offered to train the candidates and give them skills they need to make a great career choice. The event also offered career and resume coaching for people who need a little direction, encouragement and some positive attitude and a chance to resumebuild and perhaps try an internship along the way for students. Career Center Coordinator Shannon Trefts and Career Counselor C.J. Tolentino ran the Oxnard College information booth, and Trefts said the event was an opportunity for people to fulfill their employment wishes. “We’re giving people to Oxnard-based employers,” she said. People who need career

counseling get directed to their career center so they can determine what their needs are. “Everyone is unique so that it would be a one-on-one approach to their development,” she said. “I love helping people discover what their passions and purpose are and it is rewarding.” Trefts said dealing with doubt is an ongoing issue at the career center and one of her jobs is to give candidates hope. “There are things out there for everyone, and we have to figure out where that match is,” she said. Software Engineer Walter Richard attended the job fair and said he was looking for a new direction after being out of work for 18 months. “I am looking for all kinds and any kinds of work right now,” he said. “This is like a smorgasbord of stuff, so I am trying to put my irons in the fire anywhere and everywhere.” He is optimistic. “I made a connection at every table, so I am keeping my head up, and if I have to start all over at the entry level, I am willing to do that, “he said. “I want to get back into the workforce.” Justin Hawk ran the table for the Oxnard Fire Department and said the fire service is a great career full of excellent community service. “I recommend it to anyone interested in the fire service,” he said. “We provide emergency medical services and run a lot of medical calls.” Hawk started in the United States Marine Corps and said the

fire department is an excellent fit for him. “It’s all about that brotherhood, and I loved that being in the service,” he said. “I was looking for something that was paramilitary, and the fire service is something that exemplifies what the Marine Corp does.” He called the Oxnard Fire Department a tight, small group. “It’s only 125 firefighters, and it has a small firefighter feel,” he said.

He wants people who show lots of pride in their work. “Our drums are the Rolls Royce of the drum industry,” he said. “The company is a great place to work, and everyone is interested in personal development.” Lupe Chiqjuito, human resources recruitment specialist for Child Development Services said was looking for future graduates that would like to work with children. “We offer childcare services, and we also offer providers going to the homes and teaching the families and children,” she said. “It’s rewarding to see the children getting all the help they need. The children are the future of our society.” People who love the job and have some education, but don’t have any experience can start at the entry level and grow with the company. “If someone who wants to start by teaching there is a classroom aide position open, and they only have to have six units in child development and early childhood education,” she said. Student Volunteer Cassy Ortega was having a great time and said she was impressed by the high turnout. “At the moment, I am trying to finish up my studies,” she said. “I am a biology major.” She planned to transfer to a four-year college and pursue a career in forensics. “I want to examine crime scenes and all the DNA evidence,” she said. “I love being in the lab, and it goes back to being in high school.”

the level of service,” he said. “The regional economic vitality depends on our water security.” The rate study will examine best investments to secure the city’s water future, he said, what actions they must take to meet the regulatory and climate changes, the necessary steps needed to supply high water quality, balance long-term project priorities with today’s water rates and create a dialogue with customers and identify their essential items. “The urban water management plan is something we have to address and update in 2021,” he said. Castro said the water resource management plan has five steps: Build a consensus, the baseline assessment, alternative screenings, regional stakeholders and alternative selection. “The first step is soliciting input goals and objectives through surveys and interviews, and that is part of our in-reach,” he said. “That is talking with all of our employees, managers, directors and well as city council members. We will work closely with our city attorney’s office to make sure there’s no Brown Act violations or issues.” Step two means assessing the water division assets and having a clear plan of what their financial health is and identify those resources. “We have to engage in our partners and our regional partners,” he said. “Step five is to establish the optimal alternatives based on cost reliability, implementation complexity, regulatory constraints, and regional customer benefits. For the financial model, we have to assess the quality of benefits of each one, develop preliminary costs for each one, and conduct a cost-benefit analysis and determine the best short-term and long-term goals.” Castro said the city would have a public outreach and make sure there is plenty of material for people to see and they must connect everyone who can participate. “We have the utility rate-payers advisory panel and community members, up to 10 meetings and we’ll utilize that input and develop our rate structure and alternatives, and provide recommendations,” he said. “The last component is our Prop 218, which is the informative process to all of our communities about the rates.” Castro said the consultant team cost would not exceed $519,143. “The water rate study and financial plan will not exceed $160,442,” he said. “If we weren’t doing the resource management plan, this would probably go up another $170,000, or more, but we are going to be able to extract and get the information off our plan and develop these rates.” During public comments, Alicia Percell said she is concerned about how the prices are set for the cost of recycled water. “It’s clear that the users of recycled water are not paying the capital costs for the AWPF facility,” she said. “The capital cost for building the facility is being borne by all the ratepayers in the city, not the users of the recycled water. “While it’s not of our choosing, homelessness is one of the most important issues that we, as a city, must address,” he said. “Regardless of all our other challenges, we must address homelessness.” The city uses a housing ready system currently, which places a homeless person in a shelter, were they receive medical, mental and behavioral services, which Nguyen called “fail points” and from there, the homeless person will enter transitional housing and receive training, education, income and develop a relationship with a landlord, which leads to permanent housing. “This is the model that communities have been using for decades,” he said. “The shelters the homeless person is convinced to enter have high barriers and strict rules and a strict number of days you can utilize the shelter.” In many cases, he said the person couldn’t enter the facility until late in the day, the person must be sober and employed and must be out in the morning. “During that process, you would get help with medical issues, behavioral health issues, and other behavioral health issues,” he said. “If you are successful with this program, and there is available transitional

housing, you can start working on the other skills to get back into society and stabilize your life.” He pointed out the old system is antiquated and can’t keep up. “This situation has exploded, and in every community, we are dealing with hundreds, and in some cases, thousands of people," he said. “The old system employs fail points because until you reach the end, the person is still homeless. Doing this work when you are homeless is difficult. I challenge anyone who’s ever had any mental health professional work with you do any counseling or therapy outdoors.” Housing first makes a small adjustment and makes the home the primary tool. “The goal is life stability, not housing,” he said. “It gets the person into a safe environment, four walls and a ceiling that is warm and safe, and you still have to work on the issues that you try to work on in the housing ready plan.” It’s useful in getting people back to a stable life, but what it also means is that every person you can get into housing first, is one less person in public spaces outdoors. The problem by the numbers Nguyen asked the fundamental question: what do we do when people

become homeless? “It’s a different question if you are only talking about a handful of people, an individual or one family, but we have a crisis,” he said. “We have across California, we have hundreds,” he said. The homeless count in Oxnard is almost 600 people, he said, and although it is a significant number, the city must not let it paralyze the effort. “We have to address this in a way that is effective and achievable and take them in bite sizes that we can chew swallow and digest,” he said. The problem is rampant in California, he said, as 25 percent of the total homeless population, approximately 134,278 people, live in California. “More than a quarter, 26 percent, are diagnosed as severely mentally ill, 24 percent are victims of domestic violence, and about 13 percent of California’s homeless population is in the age bracket of youth, and about 9 percent are veterans,” he said. Ventura County has approximately 1,700 homeless people, and Oxnard has one-third, or 548. “We have a larger population than some of our other cities, and to be blunt about it, we are poorer than some of the other cities,” Nguyen said.

Of the 548 homeless people in Oxnard, he said 455 were considered unsheltered, and the rest were in a shelter (89) or transitional housing, approximately four people as of the most recent count. “Of the 548 if you take out the four that were in transitional housing during the count, everyone else is homeless, including the 89 who are in the shelter,” he said. The report also had a heat map that translated where the homeless reside in the community, and they were spread around the city. Nguyen told the council the primary public concern of the homelessness is the health and safety of homeless people, and the public nuisance associated with crime, litter, taking over public space, the lack of improvement and the fact the problem is worsening. “Taking over public space is a complicated dilemma for us because the courts have ruled that homeless people have a right to be in public space,” he said. “What they don’t have the right to do is violate laws and commit crimes.” From the city’s perspective, although the homeless community has a right to be in a public park, a large crowd deters residents from enjoying the location. “We are not a community of people

who can afford to take our kids to Disneyland every weekend, and our communities need our neighborhood parks,” he said. “It creates conflict and dilemma for the broader community.” He pointed out the situation is not an Oxnard-created problem, and the city shares homelessness with many communities throughout the state. Nguyen said the primary reason why people fall into homelessness is the lack of affordable housing. He pointed out in the last 20 years that the median home price in Southern California went from $180,000 to $552,000 in 2016. “During the same 20-year period, the median wage had a slight decrease from $68,000 to almost $65,000,” he said. “It’s the basic economics of supply and demand,” he said. “The population continued to increase so more people are competing for the same number of limited housing opportunities.” Nguyen said in Oxnard; about 2,000 people are waiting for affordable housing. “In many cities, the first resort for addressing homelessness is to call the police, and the bottom line is that policing will not solve homelessness unto itself,” he said. OPED What it was, was a hummingbird Dr. James L. Snyder Even as old as I am, there are still things I fear. I do not want to make a list, I’m afraid to. When I have conquered one fear, another one knocks on the door and introduces itself to me. Out of respect, I fear that fear. This is not true of the Gracious Mistress of the Parsonage. As far as I know, she fears nothing, but many things and people fear her. I am the president of that Fear Group. She has a subtle way of expressing her fear and each day I am learning more of that subtlety. I am not sure why, but most of her fear has to do with what I am eating at the time. She has some phobia about apple fritters, especially me eating them. One thing about her is that she always faces her fear head on. That was, until recently. Last Tuesday I came home from my office and entering the house I heard some screaming, “Get away from me. Don't you dare come near me. Leave right away.” I was scared at first. I was thinking these remarks were directed in my direction. I always fear the worst in every situation. My philosophy is, if you fear the worse and it doesn’t happen, it’s a good day. The turmoil going on inside the house as I entered was very mysterious to me. I never heard such loud yelling in our home before. My first thought was it was directed to me, then my second thought was, there is an intruder in our house. If that was true about an intruder, I felt sorry for him. Crossing our doorway and coming face-to-face with the Gracious Mistress of the Parsonage would not be a good thing for him. He would encounter the other side of her graciousness. I can only remember one time when I encountered that side of her. The details are not necessary, the only thing important is, I survived. Now, I was wondering if this intruder was going to survive. Very cautiously, I crossed the living room to where the noise was coming from. There she was, standing in front of our glass doors leading into the porch area. My wife was standing there with a broom in her hand,

looking out and screaming, “Get away from here or I’m going to hurt you.” At this point, I did not want to interrupt her. I did not want that fear she was experiencing directed in my direction. So, I waited. Finally, she whirled around, saw me and said, “Come here and help me.” One fear I have yet to overcome is stepping into a situation I know nothing about. This qualified as one of those situations. I stood there, staring at her not knowing what to do or say. “Don’t just stand there, come and help me.” I took one step toward her and she said, “There are bumblebees out on our porch. They tried attacking me when I was out there. I’m afraid of bumblebees.” I did not have a notebook handy, but I wanted to jot down a new “fear”

that she had. I had no idea that she was afraid of bumblebees. That information may come in handy down the road and so I tucked it into the back of my noggin. When it comes to bumblebees and other kind of stinging insects, I like to keep my distance. “I want you,” she said as sternly as I have ever heard her talk, “go out there and get rid of all those bumblebees.” I guess she is not afraid of bumblebees stinging me as much as stinging her. Being the wonderful gentleman husband that I am, or try to be, I put on my big pants and headed towards the back porch to deal with those bumblebees. Very carefully I walked out to the porch and stood there looking all around. Hiding behind the curtain the Gracious Mistress of the Parsonage was watching.

Then, I broke out into hilarious laughter. Giving me one of her infamous quizzical looks, she said, “What in the world are you laughing about?” I must admit that in any situation, I always am on the laughing side. Either somebody is laughing at me, or I am laughing at someone else. This time it was a little of both. “There are no bumblebees out here,” I said between laughter. “What was it then?” I wanted to tell her, but I was going to relish the moment as long as I could. There is nothing quite like getting something over on your wife. It rarely happens and so when it does, I enjoy it. I came into the house, looked at her with a smile all over my face and said, “What it was, was a Hummingbird.” I barely got it out before laughing uncontrollably.

Looking at me she said, “A Hummingbird?” “Yes, my dear, it was a Hummingbird.” Looking at me with a rather dismal look she said, “Do you suppose we ought to get a hummingbird feeder?” One of my favorite Bible verses came to mind, “Fear thou not; for I am with thee: be not dismayed; for I am thy God: I will strengthen thee; yea, I will help thee; yea, I will uphold thee with the right hand of my righteousness” (Isaiah 41:10). OPED The only reason we know about mass surveillance by the government is because of journalists who relied on informants leaking classified information at great personal risk By Robert Romano When you get right down to it, the only reason the Foreign Intelligence Surveillance Act (FISA) was ever adopted in 1978 in the first place was after disclosures by reporter Seymour Hersh in the New York Times on Dec. 22, 1974 of a highly classified domestic spying operation. The report, entitled, “Huge C.I.A. operation reported in U.S. against antiwar forces, other dissidents in Nixon years,” uncovered surveillance on U.S. soil of antiwar protesters, members of Congress and others. Hersh relied on informants disclosing the classified program and talking about it. There is no question those disclosures were illegal. But they were necessary to get Congress to act. It led directly to the creation in 1975 of the select committee led by the late Sen. Frank Church (D-Idaho), and then later the adoption of FISA, which was supposed to prevent that sort of political surveillance from ever occurring again. Other disclosures of mass surveillance by the federal government, such as to reporter Glenn Greenwald in 2013, revealed a spying program so sweeping that it, in former National Security Agency contractor Edward Snowden’s words, “targets the communications of everyone.” But the only reason we found out was because Snowden broke the law and gave evidence of the classified surveillance programs to Greenwald. In its most recent iteration, the Obama administration had a spying operation on the Trump campaign in 2016, investigating whether thencandidate Donald Trump and his campaign were Russian agents and conspiring with Russia to hack the Democratic National Committee (DNC) and John Podesta and put the emails on Wikileaks. We now know, based on Special Counsel Robert Mueller’s finding, that there was no conspiracy between Trump and Russia. The only reason we know as much as we do about the 2016 episode was because Senior Director for Human Rights and Human Freedoms of the

McCain Institute, David Kramer, was given the dossier alleging the conspiracy by former British spy Christopher Steele, the document’s author. Kramer then gave it to Buzzfeed reporter Ken Bensinger, who read it, took pictures of it and had it published in Jan. 2017. Because it was published, the American people were able to later find out that it had been used as the basis of top secret FISA warrants that were taken out against former Trump campaign advisor Carter Page starting in Oct. 2016. That means upon inclusion in the FISA warrant, the Steele dossier contained classified information. Leaking it therefore was illegal, too.

The dilemma here comes with going after the publisher of the classified information, in this case Assange, but it could be any journalist who receives this type of information and exposes it and is accused of facilitating the leak.

And yet, if it had not been published, the domestic spying operation in 2016 might have never been fully revealed. It is in this context that we must view the prosecution and extradition of Wikileaks founder Julian Assange to the U.S. for his role in publishing the Chelsea (formerly Bradley) Manning disclosures from the Iraq and Afghanistan wars, which included incidents of collateral damage where civilians were killed by U.S. forces. Manning was court martialed for the disclosures. Now Assange is being prosecuted by the Justice Department for publishing and allegedly assisting Manning with the hacking. The dilemma here comes with going after the publisher of the classified

information, in this case Assange, but it could be any journalist who receives this type of information and exposes it and is accused of facilitating the leak. The freedom of the press to publish even if it includes classified information is protected under the First Amendment and was upheld in the landmark New York Times Co. v. United States (1971) Supreme Court ruling that allowed the Pentagon Papers to be published — which revealed a Department of Defense study that documented U.S. involvement in the assassination South Vietnamese President Ngo Dinh Diem in 1963, the ineffectiveness of U.S. bombings in North Vietnam and other classified information. The American people do not get to choose what sorts of activities are revealed in this manner, but they and their representatives in Congress are often called upon to react to them and in some cases, enact reforms to prevent such wrongdoing from recurring. The case of Julian Assange is not much different. On one hand, he published classified information on a regular basis that was submitted to Wikileaks that many feel was damaging to national security. On the other, he was facilitating the public interest in the same manner as other national security journalists by reporting accurate information, albeit classified, about the conduct of U.S. foreign policy. Whether Assange was a participant in the theft of the classified information is the subject of the prosecution that will have to be proven in court assuming he does not plead guilty. The fact that he as the publisher is being targeted in this case, however, is not really cause for celebration. Instead, this will undoubtedly have a major chilling effect on the freedom of the press of journalists to uncover the next time the government has a mass surveillance program or worse that threatens the liberty of the American people. Change the currency to reflect all of us in America By Marian Wright Edelman Every day I wear a pair of medallions around my neck with portraits of two of my role models: Harriet Tubman and Sojourner Truth. As a child I read books about Harriet Tubman and the Underground Railroad. She and the indomitable and eloquent Sojourner Truth represent countless anonymous slave women whose bodies and minds were abused and whose voices were muted by slavery, Jim Crow, segregation and sexism throughout our nation’s history. Although Harriet Tubman could not read books, she could read the stars to find her way north to freedom. And she freed not only herself from slavery but returned to slave country again and again across forests, streams and mountains to lead other slaves to freedom at great personal danger. She was tough. She was determined. She was fearless. She was shrewd and she trusted God completely to deliver her and other fleeing slaves from pursuing captors who had placed a bounty on her life. “’Twa’nt me. ’Twas the Lord. I always told Him, I trust You. I don’t know where to go or what to do, but I expect You to lead me. And He always did…On my underground railroad, I never ran my train off the track and I never lost a passenger,” she was quoted as saying. No train, bus or airline company can match this former slave woman’s safety record. And few of us could match her faithful partnership with God, determination to be free and willingness to help others become free

without thought about self-sacrifice. In April 2016, the Obama Administration Treasury Department under then-Secretary Jacob Lew announced that Harriet Tubman’s face would grace the front of the redesigned $20 bill, making her the first woman in more than a century and first African American ever to be represented on the face of an American paper note. But President Trump said he was opposed to the idea of honoring Harriet Tubman that way before he even took office, and three years after the initial announcement, current Treasury Secretary Steve Mnuchin has since said that under the Trump Administration the Treasury Department is unsure when or whether that change will still happen. Now a bipartisan pair of House members, Elijah Cummings (DMD) and John Katko (R-NY), has reintroduced the Harriet Tubman

Tribute Act of 2019 (H.R. 1083) to require the Treasury Department to put Tubman on the $20 bill. We must follow through and insist that as our nation prepares to celebrate the 100th anniversary of women’s suffrage in 2020 we will be able to celebrate with redesigned American currency that reflects all of us. When Secretary Lew originally announced this bill honoring Harriet Tubman I celebrated with deep joy and noted that she would not be alone. The Treasury Department also announced that Sojourner Truth and women suffragette activists and leaders Elizabeth Cady Stanton, Alice Paul, Susan B. Anthony and Lucretia Mott would be featured on the back of the $10 bill. It also said great contralto and opera singer Marian Anderson, First Lady Eleanor Roosevelt and Dr. Martin Luther King, Jr., would be featured on the back of the $5 bill, honoring Marian Anderson’s concert

and Dr. King’s March on Washington as groundbreaking events at the Lincoln Memorial that helped shape our democracy. It was eighty years ago this week on Easter Sunday 1939 that Eleanor Roosevelt arranged for Marian Anderson, for whom I am named and about whom great conductor Arturo Toscanini said “yours is a voice such as one hears once in a hundred years,” to perform at the Lincoln Memorial before a crowd of 75,000 after the Daughters of the American Revolution refused to let her sing at Constitution Hall because she was Black. These additions would round out the inspiring group of determined moral warriors who expanded the civil and human rights of women, people of color and all of us, and would now be featured on the bills we use every day. Former Secretary Lew said he had an ‘aha’ moment about how important these changes were after recognizing

the groundswell of public response to his announcement that the Treasury Department was considering changing the design of the currency. To so many people these new bills will be much more than pieces of paper. For too long and for too many, money has been the most powerful symbol of what we value as a nation. Making these leaders and s/heroes among the faces of America by placing them on our currency will send powerful messages about what—and who—we Americans are, value, and strive to become. The new bills also will teach our children and grandchildren and remind all Americans that Black history and women’s history are American history. It is so important to make sure all of our children can see themselves and their ancestors pictured on something as basic as the money used every day by millions and this will deepen the meaning of how we define success in America. Now it’s time for the Treasury Department to finish the job of paying tribute and public homage to Harriet Tubman and honoring these other great women and Dr. King who died seeking to redeem the soul of America. They never stopped demanding that we live up to our declared creeds of freedom, life, liberty, the pursuit of happiness and equality for all. Please tell your Members of Congress today that you support the bipartisan efforts to insist that this change happens right now! costs and somebody else paid to build the thing.” She said the rate charged is “well below” the unit cost and the city is selling it for less than it costs to produce. “The rationale is that some of these entities have groundwater pumping rights, so the contract is structured," she said. "You give us groundwater pumping credits, and we give you a reduced rate for the water.” She asked the committee what the value of the credit is, and said currently, Fox Canyon does not allow them to redeem the credits. “It’s like a coupon that says good while supplies last, but

there are no supplies,” she said. “We’re trading it for something that seems to have zero value, and I’m pretty sure that I read somewhere there is a 10-year expiration on the coupon, and at some point, those things become worthless, so we traded it for something that has no value.” Castro said the water resource management plan updates all the information and makes sure it is transparent. “We are currently completing our permit with the Los Angeles Regional Board to utilize that water differently, so this resource management plan is going to define all that and make clear

She loved the Grand Entry at the Pow Wow that honored the Veterans and elders. “The intertribal community is palpable,” she said. “Of course, the fried bread and the jewelry, we love it all. We hope this continues for many years.” Wood said she and Wilson home school their children and they called the Pow Wow an excellent opportunity to incorporate the celebration into their studies with their children. “The social studies are an amazing opportunity for the kids,” she said. Ramirez is part of the Pow Wow committee and said the event is a dream come true. “We’ve been planning for this for a little less than nine months, and it’s amazing what we’ve accomplished in such a short time,” he said. “I am a grass dancer, and the fringe

I am wearing on my regalia represents the grass.” He feels the pride running through the crowd. “As soon as I came out of the womb, I knew exactly who I was, and I was taught to stand proud and never forget where I come from,” he said. “Right now, it’s more important than ever to grab onto that and hold onto it. No more than 50 or 60 years ago, we weren’t proud to be who we were.” Chris Hixenbaugh is a member of the Zia Pueblo nation from Albuquerque, N.M. and said his regalia is full of bright colors to honor his family. “I live in Palm Springs, and I am always around doing Pow Wows in southern and northern California and Arizona,” he said. “It’s my culture to get out here and show everybody our traditions.” He proudly displayed his Eagle Feathers and how long it took him to acquire them. “Our feathers are either given to us, or we earn them,” he said. “I had to be in ceremonies and be in the arena dancing and show my nephew our culture and dances.” Art Jensen and Mike Watts were playing the drums that speak about families coming together. “These are intertribal songs with cultural significance, but not spiritual significance,” he said. Watts said the drum group has played for a long time. “I feel good being back here with these guys,” Jensen said. I started singing with these guys back in the 1980s, and we moved on and came back. It feels good to be back. Our cultures are changing and growing, and it’s nice to be who we are today.” Mike’s wife Debbie Watts was jamming along with the drummers and loved to back up his seat. “Women do not sit at the drums; they back up their men,” she said. “I am historically accurate standing here with my arms crossed singing.” Gavin Watts was standing behind his father Mike and said he is a traditional northern dancer. “I am showing off myself and showing how I went out to battle,” he said. “I am a warrior.”

Ana Jacome accompanied Cakes to the event and is the Princess Pageant Coordinator of the Sycuan Pow Wow. “This year, our princess is Alexis, and she has been doing an amazing job traveling all over at various events in northern and southern California, Arizona and she is about to go to our gathering of nations which is our biggest Pow Wow for the Indian nation,” Ana said. Teaching the kids about their language culture, and food and clothing are vital while they grow up was one of her true joys. “My husband and I are from different nations, and we have three children who are being raised Kumeyaay,” she said. “We’ve been married over 25 years, and I had to learn

HEALTH As Autism Prevalence Rises, Diagnosis Gap Remains Between Socioeconomic Groups Recognizing the signs and talking with physicians can help narrow the disparity

As prevalence of autism continues to grow, so does the diagnosis gap between children from different socioeconomic backgrounds. According to a report based on data from the National Survey of Children’s Health (NSCH), diagnoses were higher in

groups with higher income and more access to insurance. The report identified a dramatic increase—by 36 percent—for children in households with incomes 400 percent or higher above the federal poverty line between 2003 and 2012. Children living below the poverty line saw only a 13.3 percent increase in the same time period.2 The delay in getting a diagnosis or even the lack of a diagnosis can have detrimental effects, said James Laughman, president of PerformCare, a full-service managed behavioral health care organization that is a part of AmeriHealth Caritas, a national leader in Medicaid managed care and other health care solutions for those most in need. “The existence of a developmental disability combined with lower levels of socioeconomic status can result in undesirable

outcomes, including poorer health and a lower quality of life,” Laughman said. “Low income and poor education can present increased barriers to obtaining health care and even greater challenges when a health issue like autism exists.” There is no known cause of—or cure for—autism, but early diagnosis, intervention

and access to appropriate services and supports have been known to lead to significantly improved outcomes. The range and severity of autism symptoms can vary widely, but parents and caregivers should take note of the following behavioral, cognitive and psychological signs3:

• Poor eye contact • Impulsive or repetitive movements • Persistent repetition of words or actions • Deficits in language comprehension • Delay in learning to speak • Inability to understand or be aware of other people’s emotions

While children develop at their own pace, children with autism usually show some signs of delayed development before the age of 2. Parents concerned about these symptoms or other signs that may point to developmental delays should speak with their child’s primary care provider to request a screening.

Brain Scans May Reveal Concussion Damage in Living Athletes NFL and college football players is underway; first results are expected early next year. Mike Adamle, a former running back for the Chicago Bears and sports announcer, has been told he has symptoms consistent with CTE, and has been evaluated by Stern at the Boston research center though he was not part of the current study. “I had more than a few” concussions, Adamle said. “If you were running, everybody kind of led with their head. Back then, it was a test of your macho man stuff.” The illness has been devastating, said his wife, Kim. “He couldn't remember his lunch or he couldn't remember his lines on the air,” and lost multiple jobs, she said. If a test could have shown he was at risk and given him a chance to consider quitting play, “I would have definitely taken note,” Mike Adamle said.

April Is Testicular Cancer Awareness Month By Staff Reports

WASHINGTON—Men’s Health Network (MHN) is partnering with a coalition of health organizations focused on raising awareness during Testicular Cancer Awareness Month this April. Together, the organizations are calling on greater awareness among men, healthcare providers, and communities about this rare form of cancer. Although testicular cancer accounts for about 1 percent of all male cancers, it is the most common form of cancer among men between 15 and 35 years old. It has one of the highest survival rates, if found early. That’s what makes prevention techniques and overall awareness critically important. This year alone, in the U.S., more than 9,000 men will be diagnosed with testicular cancer, according to the American Cancer Society. An estimated 400 deaths will occur this year due to the disease. This year, the group—which includes MHN, the Men’s Health Initiative, the Testicular Cancer Foundation, the Prevent Cancer Foundation, and the American Oncology Association, among others—will continue its call for awareness and also highlight the impact the disease has on the quality of life of patients, survivors, and their families. “The good news is that testicular cancer, if caught early, has a 99 percent five-year survival rate,” said Ana Tomsic, Vice President of MHN. “Unfortunately, later stage diagnosis significantly decreases that percentage, which is why we need to educate boys at an early age to talk about the consequences of a late diagnosis. By Marilynn Marchione Researchers may be closing in on a way to check athletes while they're alive for signs of a degenerative brain disease that's been linked to frequent head blows. Experimental scans found higher levels of an abnormal protein tied to the disease in a study of former National Football League players who were having mood and thinking problems. It's the first time a major study has tested these scans for detecting chronic traumatic encephalopathy, or CTE, which is only diagnosed now after death, with brain autopsies. Doctors are searching for a way to tell when players, veterans or others with concussions or other head injuries are at risk for permanent damage. It's too soon to know if the scans will enable that—so far they only show that these athletes are different as a group; they can't be used to say a particular player does or does not have CTE. “We're not there yet,” said Boston University neuroscientist Robert Stern. “It is not ready to be used for individual diagnosis in the clinic.” He led the study, published Wednesday by the New England Journal of Medicine. “It's an encouraging advance. It looks like they have detected CTE in living players,” said Dr. Gil Rabinovici, a neurologist and imaging expert at the University of California, San Francisco, who is doing other research using the scans. “It's hugely important to be able to detect the disease in living people” to know how common it is and to research treatments, he said. The study was done in Massachusetts and Arizona and involved 26 former NFL players with thinking, mood or behavior problems, and 31 similarly aged men without these symptoms or head injuries. For many 'Thrones' fans, season 8 is just the first ending By Andrew Dalton LOS ANGELES (AP)— Devoted “Game of Thrones” fans who've watched and re-watched all 73 episodes of the HBO series, and read and reread all 4,000 pages of the books by George R.R. Martin, will at long last get the ending they've craved with the series' eighth and final season that starts Sunday. But will it be the “real” ending? The plotlines of the show have long since shot past what's in Martin's books, whose own finale may be many years away. While the endings will likely be similar, Martin, the master of this universe, could take a very different path to get there, making the coming end of the HBO show with its showdown between the humans of Westeros and the invading White Walkers possibly just a preview. For some it all just means twice the fun. “It doesn't bother me. I don't think they need to be one and the same,” said Adonis Voulgaris, a fan of both formats who lives in San Francisco. “For me, it just means more content I get to immerse myself in.” The show premiered in 2011, the same year Martin's fifth book in his “A Song of Fire and Ice” series was released. Fans have been waiting, and waiting, and waiting, for the sixth, “The Winds of Winter,” ever since, and many wonder whether the 70-year-old author will live long enough to finish all seven planned books in the series. “George is not a fast writer,” said book-and-show devotee Andrew Stachler, 44, of South Pasadena, California. “So if you were following along, I think it was pretty evident early on that the show was going to get ahead of the books.” That did indeed happen, and by season six warrior and king-inthe-making Jon Snow had been resurrected and went back to trying to save the world, while he still lies stabbed to death in a mutiny in the books. Martin, an executive producer on the TV series who has written episodes but is sitting this season out while he works on the book, gave HBO showrunners David Benioff and D.B. Weiss an outline of where his long-planned plot goes, including the fates of characters like Snow, Daenerys Targaryen and Arya Stark. Armed with that roadmap, Benioff, Weiss and other writers have been telling the tale without books to back them. Fans are divided about the results, and how true they are to Martin. “It doesn't seem any less planned out to me,” Stachler said. “It's absolutely a continuation of his vision. I always felt like the show cleaned up the narrative in tighter, better-paced ways anyway.” Other readers feel the showrunners' vision and style have taken over. “I think you've seen that in the last couple of seasons where you don't have the book as guide, you just go from one big event to another to another, without that feeling of the backstory,” said Gabriela Perez, 44, of Mexico City. “It's sort of like drinking a Diet Coke, it has all the flavor and all that, but you can tell the difference.” Voulgaris, 27, said “last season was absolutely on fast-forward. The rate at which people would travel from one place to another was incredible. But that makes it fun to watch, it makes it accessible to any viewer.” But the quibbles seem to go out the window when it comes to the giddy anticipation that comes with the six episodes, most running well over an hour, that make up the final season.

“Oh, I'm still super excited,” Perez said. “I want to know what this version of the ending is.” And wanting to be a part of a massive shared event may dwarf any thoughts that this is less than final. Some 12.1 million viewers tuned in to the season seven finale, with 4 million more streaming it the same night and many millions more in the following days. The May 19 series finale is sure to draw a bigger audience, and a social media

maelstrom. “I do think this last season is going to be the largest cultural moment we've had in a long time for any kind of branded property,” Stachler said. “I don't know what to compare it to. I don't know when we'll see something this big again.” And with no book to spoil it, readers and non-readers alike get to be, and expect to be, surprised. “Everybody has an idea,” Voulgaris aid. “It literally could go in

any direction.” Martin's world probably has a future on TV. He and Jane Goldman have scripted a pilot, set in Westeros thousands of years before the timeline of “Game of Thrones,” that is in production for HBO. The cable channel has other possible spinoff scripts in the works, too. Martin has released sample chapters of “The Winds of Winter” to sate hungry fans, and in them characters are in very different places

than where the show put them, suggesting the endings might diverge too. And the author is subversive enough that he may change his mind about the ending once the show is done. “I wouldn't be surprised if he went down a totally different path, just because he's bored,” Perez said. “For the type of writer he is I can see him doing it, thinking, ‘You know what? that's been done. I'll do something else.”'
