TTENDEES enjoyed great live music, danced, enjoyed delicious food and got the chance to win prizes. Cinco de Mayo celebrations commemorate the Mexican Army's victory over the French troops at the Battle of Puebla on May 5, 1862, under the leadership of General Ignacio Zaragoza. Brenda Madera works for Lazer Broadcasting and said she has been involved with the Cinco de Mayo celebration for eight years. "We have a little bit of everything," she said. "It started at Oxnard College Park, and

then we moved to the college because it's a little bit bigger and we need more space." She loves seeing the crowds enjoying the day and celebrating Cinco de Mayo with the radio station. Peter DiBiasio from the E.I. School of Professional Makeup said the school is the first makeup school in the world and is located in the heart of Hollywood. "Radio Lazer invited me to take part in this event," he said. "I was happy to say yes." He said the school is fun but is also serious job training. "This is a vocational option for students who might not have known it existed," he said. "If you want to get into film and T.V. in the makeup departments and learn regular makeup, special effects makeup, beauty, salon and corrective, theater and performance makeup, this is the place to come." Entrepreneur Gals Expo celebrates women in business By Chris Frost chris@tricountysentry.com Oxnard - A celebration of beauty, art, color and personal initiative filled the Oxnard Performing Arts and Convention Center May 4, as the Fourth Annual Entrepreneur Gals Expo was a great event for all. Shoppers got to peruse meticulously crafted pieces of art created by women and left with great treasures for themselves or something special for mom just in time for Mother's Day. Linde Clark from Lotus Productions organized the event said this is her fourth Entrepreneur Gals Expo, which includes art and women-owned businesses. "It's my love for people, the arts and giving them the opportunity to make money and promote their business," she said about her desire to start Lotus Productions.

NEWS OPD officer Involved in shooting Oxnard-- At approximately 6:55 AM on May 3, 2019, the Oxnard Police Department’s Dispatch Center received calls regarding a female who was waving a knife in the parking lot behind the businesses located at 480 North Rose Avenue in the City of Oxnard. The first Oxnard Police officer arrived on scene and made verbal contact with a female in the dirt field behind the business. The female brandished a large kitchen knife at the officer. The officer drew his handgun and made several verbal requests for her to drop the weapon. The female ignored the officer’s requests and began to walk towards him. The officer retreated backward in an attempt to create space between them. The officer continued to give the female verbal commands to drop the weapon as he withdrew for approximately fifty yards. As the second officer arrived on the scene, the female ran directly towards the first officer with the knife in her hand. The officer fired his weapon, and the female was struck by gunfire. Officers promptly rendered first aid to her until medical personnel arrived on the scene. The officer was not injured. During the encounter, the female made a statement indicating that she wanted the officer to shoot her. The entire incident was captured on the officer’s body worn camera. The 17-year-old female was transported via ambulance to a local hospital. At the time of this news release, she is listed in critical but stable condition. Her name is being withheld due to her age. Police Chief Scott Whitney: “On a regular basis our police officers respond to critical incidents where they put themselves in harm’s way. They do everything they can to resolve these incidents peacefully. The last thing that our officers want to happen is to be forced to shoot someone.” The involved officer has been employed by the Oxnard Police Department since April of 2015 and is currently assigned to the Patrol Division. Per standard protocol for officer-involved shootings, the officer has been placed on administrative leave as the investigation progresses. The Oxnard Police Department’s Major Crimes Unit is investigating the incident. Lenard Len Chester arrested for 1980 homicide Oxnard--- On May 2, 2019, 58-year-old, Lenard Len Chester, was arrested for the December 1980 murder of 81-year-old Oxnard resident Leah Sarah Bullis. At approximately 12:20 p.m., on December 1, 1980, Oxnard Police Department officers responded to a call of an assault victim in the 1800 block of Coronado Place. The victim, later identified as Leah Sarah Bullis, was found inside her home. She was conscious but severely beaten. Ms. Bullis passed away in the ambulance while being transported to the hospital. Oxnard Police Department Major Crimes Detectives Jamie Skeeters and Donald Boger began the investigation with the assistance of crime scene investigators. Due to their diligent efforts, several critical pieces of evidence were located and recovered. The criminal investigation revealed that the suspect assaulted the victim while in her home. During Bullis' autopsy, evidence was collected. The medical examiner determined that Bullis died as a result of blunt force related bleeding. The case remained unsolved. In 2018, the Oxnard Police Department partnered with the Ventura County District Attorney's Office and the Ventura County Sheriff 's Office to conduct another review of the Bullis case. The evidence from this case was sent to the Ventura County Sheriff 's Department Crime Laboratory for examination. In late 2018, the Ventura County Crime Lab uploaded the DNA sample to the Combined DNA Index System (CODIS) where it matched to a profile of a convicted offender. The convicted offender was identified as Lenard Len Chester. In 1982, Chester was sentenced to 44 years in prison for breaking into homes and sexually assaulting four different women. When Chester was paroled, the Ventura County District Attorney's Office conducted a civil hearing which resulted in Chester being listed as a Sexually Violent Predator (SVP). The court ordered Chester be placed on a civil hold and receive treatment at a state hospital.

Investigators conducted exhaustive research and tracked down several witnesses in this case. This case is an example of how the passing of time, advances in forensic technology, and multiple law enforcement agency collaboration come together to further cold case homicides. On May 2, 2019, Chester was arrested for the rape and murder of Leah Sarah Bullis. Chester is currently in the custody of the Ventura County Sheriff 's Department. Chester's is being held at the Ventura County Jail without bail. This teamwork, perseverance, determination, and unwavering drive for justice, ultimately culminated in the Ventura County District Attorney filing the charge of murder and rape against Lenard Len Chester for the homicide. This case is continuing to evolve, and investigators are examining other similar cases from that time to see if Chester

Oxnard-- On May 7, at 5:45 p.m., officers from the Special Enforcement Unit (gang unit) conducted a probation search in the 1100 block of Colonia Road for a 17-year-old Oxnard resident that is a documented criminal street gang member and on probation for firearms violations prohibiting him from possessing a firearm. As officers attempted contact with the occupants of the residence, they encountered Erica Jimenez (mother of the 17-year-old probationer) at the front door. Jimenez became argumentative and began to refuse entry of the officers to conduct the probation search. As officers attempted to gain access to the residence for the probation search, additional officers outside saw a subject, identified as documented criminal street gang member Eric Soto, fleeing out a rear second story window. During the time that officers encountered Soto, the 17-year-old probationer came to the front door and began to threaten officers by saying that he was going to kill them. Officers were able to take Jimenez and the 17-year-old into custody for obstructing and delaying peace officers and resisting an executive officer. Soto was found to be a Parolee at Large and to have a felony warrant for his arrest. Soto was arrested without further incident after officers safely removed him from the roof of the residence. During the probation search of the residence, officers located a loaded .22 caliber revolver inside the bedroom. The 17-year-old was charged with numerous firearms violations. Seeing all the vendors being successful and networking, she said, is what drives her passion. "I have another show coming up on Nov. 23, which is my holiday show, at the Calabasas Community Center," she said. Her passion for being an artisan began 30 years ago, as well as her love for being a professional art instructor. "I did this out of my love for people and the arts," she said. "I believe that all people have the potential to do art on many levels and inspiration is the tool. With that comes creativity." Rachel Shur from UCAAN (United Cancer Action Advocacy Network) was at the event handing out information and said she runs a 501c3 organization based in Moorpark. "We focus on bridging the gap between cancer patients and their needs locally and nationwide," she said. "We focus on all aspects of

dealing with cancer and provide a lot of customized resources and information." The group was selling jewelry, mosaic items and also her brand of soap made from donkey milk. "I have a weird sense of humor because I had terminal stage four cancer in 2006 and 2007," she said. "I started the non-profit because I didn't understand why they didn't provide me with information when I had cancer, like important pertinent stuff like not eating sugar and referring to cancer as "the cancer" rather than "my cancer" and all kinds of preventative stuff like dental care. My teeth fell out because of radiation and chemotherapy." She too is an artisan. "I did a full mosaic on cinder blocks in the front of my house and in my bathroom," she said. Casey Edgar is Rachel's best friend and got started through a worker's comp program. "I have been with her for over a year," she said. "I can't get rid of her," Rachel joked. Casey said her best friend's passion drove her to want to be a part of helping others with cancer. "It's relatable," she said. "Everybody knows somebody who has gone through this, and it's a neat thing to be a part of," she said. "It's different because Rachel doesn't raise money for research, she raises money to help the patients now." Rachel said too often people donate to cancer research. "There is no reason why we don't raise money to help patients," she said. "Lots of organizations cut

financial assistance programs in 2013 to focus on research." Inez Zucherman had lots of handcrafted items for trees or the wall. "I was inspired to make lovely pieces when I made a giant heart for my nephew when he got married," she said. "I cut all the shapes and do all the hand-stamping, and I embellish these pieces with pre-made pieces. I also have some vintage pieces in here." She also had rocks and stones she collected and did wire wrapping on the pieces. "I try to do a little bit of everything," she said. "There is no glue or solder. It's called cold connection, which is a rivet and it is attached that way. It's an old-world technique and a lot of fun." Jerolyn Crutesackman makes pinwheels inspired by nature and were loaded with flowers, butterflies and things with feathers. Her pinwheels evolved gradually.

"I was doing some other kinds of paper art that were based on flowers," she said. "They were flowers and wreaths, and I also did some that looked like floral arrangements, but everything was made from paper, including the vase." She wanted to create items that were a little more inexpensive that people enjoy. "I wanted to make something that was fun to make because I am making a lot of it, so I combined my ideas and made a pinwheel," she said. The first pinwheel she sold was to a lady in her late 70s, Crutesackman said, and she remembers her vividly. "She closed her eyes, blew on it, and I could tell she was five again," she said. "When she talked to me, she told me she used to have one of these as a kid, not this fancy, but she bought one because it reminded her of her childhood." NEWS Lawn Bowls inspires competitive fun

By Chris Frost chris@tricountysentry.com Oxnard--- Sunny skies and warm weather meant a big crowd at the Oxnard-Joslyn Lawn Bowls Club at the Wilson Senior Center, May 3, as a large group enjoyed the afternoon, got some exercise and had some good-spirited competition. Lawn Bowls, known to many as "Bowls" is played throughout the British Commonwealth on a 120 ft. X 15 ft. rink within a 120 ft. Square green. The objective of the contest is to roll the bowl the closest to a small white ball, called the jack, at the other side of the rink. The bowl is biased, not round, so when someone throws the bowl, it travels in a curve. Competitor Dick Gibson said lawn bowls is a sport that requires more skill than bocce. "We have a biased bowl, which means you can throw it to make it go to the left or the right and that is the big thing," he said. "We play on grass all the time, and you play bocce on crushed lava, sand or grass, and it's a lot more forceful game." Emily Rendon added that bocce players throw the ball straight, while in lawn bowls, you throw the ball in an angle and rely on the curve. "My strategy is the get the bowls as close to the jack as possible and on my rink," she said. "It's 80 steps." Gibson said he is a finesse player but admitted that some people play aggressively. "If someone is close to the jack then I try my best to get close to

the jack myself," he said. Rendon said the games are for practice, but there are tournaments you can get into that are internal and external to the club. "These are practice games for the fun of it," she said. "It's for bragging rights." She enjoys the fresh air and socialization involved with the club. "It's a good amount of walking back-and-forth," Rendon said. "There are a lot of different things out here." Gibson said there is a lot of

camaraderie when they play. "Everybody enjoys coming out here and maybe throwing a dig at somebody for the way they bowl, but it's all for fun," he said. "You'll walk a little over a mile by the time we're done." He said there are no set teams. "It's the luck of the draw," Rendon said. Bowls competitor Peter Nicholas has Parkinson's Disease and can't play golf anymore, but he and his nurse enjoy playing bowls. "It's wonderful," he said. "It's

the best exercise I can think of, and these are wonderful people I am competing against," he said. "They are the kindest people I've met in a long time." Nurse Joel Ackerson said his background is in training and exercise and he enjoys helping Nicholas. Oxnard City Council honors its seniors By Chris Frost chris@tricountysentry.com Oxnard-- The Oxnard City Council took a few minutes out of its busy May 7, meeting to issue a proclamation honoring Older Americans Month. The city's Senior Services Commission accepted the award and was grateful for the honor. "We serve the City of Oxnard's population that is 55-yearsold and older," Chairperson Alice Sweetland said. "We have programming, serve food, anything the seniors might need, and they don't know how to go about it, they come to us, and we help them." The commission also serves as a hub for other services that come

to Oxnard. Mayor Tim Flynn read the proclamation and said when it comes to community volunteerism, the vast majority of people who are active and contribute tens of thousands of hours are seniors. "We want to encourage more seniors and people who are not yet seniors to volunteer," he said. "We need more volunteers, but we owe all of these people here a great deal of gratitude." Councilman Bert Perello asked the audience how many people were 55-years-old or older, and a large group raised their hand. The council also gave a proclamation to Gordon and Louise Gilbert, who won a countywide and statewide award for their service.

Flynn said the couple teaches two senior exercise classes weekly and are truly community champions. "Since 2011, these two former teachers have volunteered together instructing the RSVP (Retired Senior Volunteer Program) Bone Builders program to over 100 seniors during that time," he said., "Gordon went one step further and became a master trainer in 2013 and trained at least 70 new instructors. In 2016, they added teaching Tai Chi and Moving For Better Balance and are training new volunteers in this program." Gordon said the award is unusual. "We came to Oxnard, looked for something to do, looked at volunteering and did it," he said. "It hardly seems worthy of an award,

but I have to thank RSVP for all the volunteering opportunities." Louise added the couple enjoys working with all the seniors. "We're seniors ourselves," she said. Marisue Eastlake runs the RSVP program and said she couldn't be happier for Louise and Gordon. "First, they won a county award from the Ventura County Area Agency on Aging as champions, and the California Parks and Recreation Society recognized them as champions of the community," she said. "There are only three or four people who got the award from the parks and recreation society, so it's a big deal." Attendees at the meeting gave them a big round of applause.

Oxnard— The City Council approved planning and zoning permit 18-500-11, a special-use permit, subject to certain findings and commissions for a doggie daycare facility at 481-491 Ventura Boulevard. The location is the future home to Doggin' Around, currently located in Ventura, but moving to Oxnard. Community Development Director Jeffrey Lambert said the site has to be approved by the city council and can't be handled by city staff. "Because of the way the zoning works in this area, it's not specifically listed as a permanent use, and the zoning doesn't give me the authority to say that it's close enough to something else that's permitted that we can do it at the staff level," he said. "It has to come to the council." Contract Planner Veronica Ortiz-De Anda said the proposal means demolishing three existing residential homes and approving the construction of a 7,059 square foot, two-story dog boarding facility with indoor and outdoor play areas. "There will be an overnight caretaker residence on the second floor, and it will be about 996 square feet," she said. "There would be new parking and landscaping improvements and some right-of-way improvements." The project site contains two lots and combined will create a .9-acre location. "The facility will serve up to 100 dogs and the business hours will be from 7 a.m. until 7 p.m. Monday through Friday," she said. "It will be from 9 a.m. until 5 p.m. on the weekends." The general plan designation for the property is general commercial, she said, and the zoning designation is general commercial planned development. Ortiz-De Anda reviewed the site plan for the property which had to be moved back so it would clear the flood line. "The site plan shows the primary location of the outdoor dog areas would be in the rear and on the side next to commercial land uses," she said. "There will be no outdoor dog areas on the residential land use area; however, there are residential land uses behind the site." The property will have two driveways, new parking plus landscaping improvements. "Among the improvements proposed will be a new sidewalk along Ventura Boulevard and Cortez Street," she said. "The public right of way on Ventura Boulevard will be widened as well." She said the proposed facility would be an insulated metal building. "There was a noise study that concluded that the predicted operational noise levels during the day are within the allowed noise levels," she said. "The project complies with the city's noise ordinance." The project is exempt from the California Environmental Quality Act and considered an infill development. "There was a community workshop held on Nov. 19, 2018, and no comments or opposition were received," she said. "There were two inquiries received after the workshop, one of them to inquire about the project's scope and the other one asked what the elevations would be." The applicant submitted the project at the Rio Municipal Advisory Committee, Jan. 17, 2019, and recommended approval. "On March 21, 2019, the Planning Commission 6-0 with one commissioner absent to approve the project and added two conditions of approval and said the project complies with the planter width of 10 feet," she said. "The applicant agreed to comply with the width and agreed to have a sign outside the business with contact information for the business owner." Councilman Oscar Madrigal said he is okay with the project but wanted to know if they approved another dog facility. Ortiz-De Anda said they also approved another dog facility down the street. Mayor Pro Tem Carmen Ramirez wanted to know if the facility will offer day and night care. "I have two dogs, and I always worry that they are going to bother my neighbors because they bark," she said. Ending Child Poverty Now By Marian Wright Edelman No child should have to worry where her next meal will come from or whether she will have a place to sleep each night in the wealthiest nation on earth. Yet more than 12.8 million poor children in America face these harsh realities every day. It is a moral disgrace, a costly injustice and a profound economic threat that nearly 1 in 5 children are poor in our boastfully wealthy nation. Nearly 4 in 10 of our children spend at least a year in poverty before their 18th birthday and more than 1 in 10 struggle through at least half their childhoods in poverty. More than 2 in 3 poor children are children of color. Most shamefully, our youngest children are our poorest during their years of greatest brain development. Permitting millions of children to live in poverty—many denied basic human needs of housing, enough food and a chance to get ready for school and attend schools with equal funding and quality—is unjust. We are failing our children and our nation.

When we let millions of children grow up poor without basic necessities like food, housing and health care, we deny them equal opportunities to succeed in life and rob our nation of their future contributions. Poverty decreases a child’s chances of graduating from high school and increases her chances of becoming a poor adult. It makes her more likely to suffer illnesses and get sucked into the criminal justice system. Beyond human costs, child poverty has huge economic costs for all of us. Our nation loses about $700 billion a year from lost productivity and increased health and crime costs stemming from child poverty. Child poverty is an urgent and preventable crisis for which solutions already exist if we have the moral and economic sense to expand and invest in them. In 2017 benefits like nutrition assistance, housing vouchers and tax credits helped lift nearly 7 million children out of poverty. However, inadequate funding, eligibility restrictions and low parental wages left millions of children behind. We can and must

do more to help all children escape poverty now. In 2015, the Children’s Defense Fund published the first of our groundbreaking Ending Child Poverty Now reports that showed, for the first time, how America could immediately lift millions more children out of poverty by simply improving and investing in existing policies and programs that work. Four years later it is unconscionable that our leaders are still debating and millions of our poor children are still waiting to have their basic survival needs met. Millions of children needlessly suffer in poverty because of our nation’s inaction. How many more years, child lives and taxpayer dollars will we waste before we end child poverty? This week CDF released a new edition of Ending Child Poverty Now, updating our earlier study with help from the Urban Institute, and issued another call for an immediate reduction in child poverty for 5.5 million children. It confirms once again that we can act now to end child poverty for a majority of

children and raise family incomes for millions more. By investing

Child poverty is an urgent and preventable crisis for which solutions already exist if we have the moral and economic sense to expand and invest in them. a small percentage of our federal budget into existing programs and policies rather than tax breaks for wealthy corporations, billionaires and millionaires, we can reduce child poverty at least 57 percent and help 95 percent of all poor children. These child investments would cost $52.3 billion—1.4 percent of federal spending and 0.3 percent

of U.S. gross domestic product (GDP). This is a moral necessity and economic bargain our nation— which approved nearly $2 trillion in tax cuts for the wealthiest individuals and corporations in 2017—can easily afford. Every dollar invested in reducing child poverty will return at least seven dollars to our economy and help save our nation’s future and soul. The bottom line is simple: we can save hundreds of billions by investing in healthy, educated children or spend hundreds of billions more in prison and illiteracy costs. Children only have one childhood and it is right now. We cannot afford to wait another 3, 5 or 10 years to end child poverty and this report shows we do not have to. The question is not whether we have the knowledge or resources to end child poverty, but whether we have the moral decency, common sense and political will to help every child reach healthy, productive adulthood. Let all of us make our voices heard and demand action for our children to live free from poverty.

OPED An open letter to President Trump By Penny Arthur I am an immigrant, a small business owner, a Millennial, a Christian, a Black woman, a mother. And I am a Trump supporter. I am thrilled that you are the Commander in Chief, and I appreciate the positive changes you have already made whether or not you get the credit or not. This is the time for you to show them who you are. The Democrats are so out of touch with the poor, and the working class. They have little to offer, except socialism and climate change, but the left is excellent at selling their policies to their base. The Republican Party has dropped the ball on this, and it has cost us seats. So please make time for the people who feel forgotten. Go into minority communities and speak honestly from the heart. When you speak in those communities, you might want to talk about what your administration is doing to address

the following issues. One of the problems that the left has failed to solve is our broken education system. The country has grown and changed, and our education system is outdated. It was designed for old-fashioned manufacturing jobs. The system trains children to wake up early and go to school for long hours conditioning them to be prepared for working in factories. This one-sizefits-all education system has to end. We have graduates who leave college with tens of thousands of dollars of debt, and some of them have learned little of value. Too often, universities are used to indoctrinate

students and not to prepare them for the real world. Many graduates end up moving back home and struggle to find a job in their field. Bring back bankruptcy for poor college graduates, and hold universities accountable for offering worthless degrees to naïve young adults. We should move away from hiring based on credentials and focus on skills. Businesses should be encouraged to participate in local education systems and offer more apprenticeships as an investment in the future workforce. More apprenticeships would also give universities more competition for students, forcing them to increase

the quality of the educations they provide. I also believe that it would give students in low-income communities a better chance of having a successful life. Attention also needs to be paid to the housing crisis. This is an issue that people care about across the country, but few are even talking about it. Some people live in very dangerous communities, and that is because it is all they can afford. When $60,000 a year is barely enough to live on in Northern Virginia, there is a problem. Localities should be urged to reduce their housing regulations and wring unnecessary costs out of construction.

In conclusion, there is a great disconnect between Washington, D.C. and the people. For example, after Obama got into office, millions of people lost their homes while he bailed out the banks. Making matters worse, he increased taxes and implemented the Obamacare penalty. However, I believe you can make that connection with the people because you are fearless. God bless you, Mr. President. Finding ‘good’ in our world is challenging By Rev. James L. Snyder In our world today, it is difficult to find anything good, let alone anything good to say about anything or anyone. One thing I like about the Gracious Mistress of the Parsonage is that she can find some good in just about everything. Sometimes it just rubs me the wrong way. I, on the other hand, have a hard time finding good in anything even though I try so hard. That just demonstrates the difference between us. They say opposites attract, and so we have a very strong attraction here. For the most part, I go along with her evaluation of “Good” because she has been right more times than wrong. Don’t ask me when she has been wrong, for that would be a very delicate subject and I am not a very delicate person. One area of life I have a very difficult time finding anything good is politics. I stay completely away from politics as much as possible. Oh yes, there have been those times that I greedily rubbed my hands and wanted to jump into that cesspool. Thankfully, I do have a little bit of common sense still lurking around in my head and refrain. The question I ponder quite often is, if you put all the politicians together in one room could you find one little gray cell active? Perhaps the cost of being a politician is to give up all those tiny little gray cells that make the rest of us operate in a world of sanity. I try not to go any further than that, because I cannot trust myself once I get started on the trail. As a young boy, I had a beagle I used to hunt rabbits. You’ve heard of the old rabbit trail. Once “Sparky” got on a rabbit trail he was never going

I do not want to get involved in that kind of activity. If I do not start it, I do not have the compulsion to end it. It is like me and potato chips. If I eat one chip, I can’t stop until all are gone. If I do not eat one, I do not have any problem. So, as much as is humanly possible, I stay away from politics. One evening this past week my wife and I were watching the news

and the whole thing was about politics. As for me, when they say Washington is broken, I know they really mean that the politicians are broken. In fact, they are broken beyond repair. However, as we were watching the news I was getting a little ticked. I was grumbling about everything I was hearing, knowing a politician will say one thing today and the complete opposite tomorrow. That is because there is nothing in their brain cavity to create stability. For some reason, I started

grouching out loud. It is one thing to grouch and not express it out loud. It’s a whole other ball game when I grouch out loud because my wife can hear me. As I was groaning and gritting my teeth my wife said, “You know, you ought to be very grateful about those politicians.” Oh boy, here we go. I crossed a line somewhere and was not sure how to get back home. My wife is not afraid to express her opinion about anything. That includes politics and politicians. I was trying to process this idea of

being grateful about politicians. I could not come up with one idea that would lead me to a point of being grateful about politicians. I knew I needed to keep my mouth shut at this point. If I would express any ideas along this line, I know my wife, as usual, would have the last word. I was okay until this politician said something and all of a sudden, I exploded, “What’s wrong with that idiot? Doesn’t he have any common sense?” When I finished my rant, I realized I said it out loud. When I say “out loud,” I mean in such a way that the Gracious Mistress of the Parsonage could hear what I was saying. “You ought to be,” my wife said, “very grateful about that politician.” I did not know what she was talking about and so in violation of my own rules, I said, “What in the world do you mean by that?” She looked at me and said, “If it weren’t for those crazy politicians I would never know how smart you really are.” I just stared at her not knowing what in the world to say. She was finding something good in a politician because it made me look good! I must say, I never would have thought of that in a million years. At that moment, the thought dancing in my very crowded cranium was, my wife was the smartest person I have ever met. It made me think of what the apostle Paul said. “And we know that all things work together for good to them that love God, to them who are the called according to his purpose” (Romans 8:28). Since that episode, I have been looking at politicians a little bit differently. And if ever I have agreed with my wife, it is this time.

The city, facing a significant budget shortfall in the fiscal year 2019-2020, has discussed the potential for employee layoffs, but City Manager Alex Nguyen has not made any recommendations yet. Patricia Garcia led off the comments on behalf of SEIU and said she is a 31-year city employee. "I am here tonight to urge the council to reconsider its plan to implement layoffs," she said. "In my 31 years, I have seen the ebb and flow of the city, and when the city tries to tighten its belt, it's through layoffs which fall on the backs of its workers. Those

directly impacted have their lives turned upside down." If an employee recently bought a house or had a baby, she said their entire stability would be ripped away suddenly. "For the workers who remain after the layoffs, they will have to do much more with less," she said. "I have seen first-hand how doing more with less has an effect on staff and services the city provides to our community. A reduction in forces also leads to a reduction in services to our community. Programs are scaled back, or they are completely shut down and are no longer available." She asked the council if

layoffs are necessary. "This council must find a way to get its finances on track without taking drastic steps of layoffs and program closures," she said. "For example, the city has consultants doing work that our members could be doing." In the past, she said when layoffs hit, the affected departments struggled, and the city hired consultants to fill the gaps. "This time, we the city should take an approach that will work in the long run," she said. "Let's keep our employees working and scale back on the consultants." Lupe Montano said the city had taken hits for the past

decade due to mismanagement. "We lost workers and city services year-after-year," she said. "Workers are doing two or three jobs for the same pay and are expected to do more every year. Our workers need relief, not more layoffs." Workers will continue to leave the city, she said, and some already have left, and the city's services will suffer and deteriorate. "We had already seen how city services were impacted when library services were hit," she said. "I had the opportunity to grow up here in Oxnard and take advantage of public services that helped me prepare for college." Hearing about cuts breaks her heart because the next generation will not have the advantage of the services she had. "I am here to work with the city council to find solutions," she said. "Together we can come up with new ideas to raise

revenue and properly prioritize spending. We have a lot of opportunity in this city, but that means creating partnerships and bringing in ideas from across the community." Local 721 Tri Country Regional Director Danny Carrillo said he's standing up for 721 employees and asked the council to seek alternatives to planned layoffs. "Don't rush this process," he urged. Let's look for solutions. As you know, both residents and employees have had concerns about the city council and transparency, and this administration has shown us not to be much better. We submitted an information request to the city on May 1, and we received an incomplete or no response." He wants a list of all city contracts with outside vendors, their values, start and end dates. "We were told that they didn't have a document that answered those questions and that was their response," he said. "With

all the information we can get creative and find solutions." Carrillo said Local 721 has a history of helping the city. "When it comes to making the tough decisions, SEIU 721 has always stepped up to do what is needed," he said. "For example, our members, unlike a lot of the city staff, are paying their fair share when it comes to their retirement cost." When the council came under attack, he said SEIU was the first group to protect its members from being recalled and partied to help save city resources. "Now the livelihood of our workers is under attack," he said. "Layoffs are life-changing for those who are laid off, and the rest of our workers are left with massive workloads and those impact city services. There are other possible solutions, but we have not been given the opportunity to look at the details. We can work together to find alternatives to layoffs."

Department. • Design, implement and oversee an internal control system to safeguard assets, ensure financial statement reliability, promote operational efficiency and encourage compliance with applicable laws and City Council directives. Although the City Council could establish additional financial controls, the initiative prohibits imposition of such controls if they would undermine the authority of the City Treasurer (acting in the role of Finance Director). • Select and oversee an internal auditor who would not be a City employee. The internal auditor would conduct internal control reviews, compliance audits and performance audits. • Implement a program that would include monthly reports published online of City expenditures, including supporting invoices, purchase orders, submitted bids and solicitations for bids. • Submit monthly financial reports itemizing: monthly and fiscal yeartodate revenues and expenses with comparisons to budgets and historical amounts for specific funds; estimated changes in fund balances for specific funds; and cash receipts and disbursements in excess of $10,000. • Establish performance measurements for each City department, with separate performance measurements based on cost, quality and timelessness. Reports on measurements would be prepared monthly and submitted to the City Clerk, with copies to the City Council. • Submit a proposed operations and capital budget to the City Council for the next fiscal year. The City Manager is currently responsible for submitting annual budgets to the City Council. Under the proposed initiative, starting on November 8, 2022, the term of the office of the Mayor would be extended from two years to four years. In order for the streamlined process to be utilized, applications would need to be filed by specified licensed professionals (including architects and civil engineers) who have completed an authorized training program. This training program would include information regarding the program, the process for examining plans for compliance with the City's building codes and other applicable laws pertaining to public health and safety, and the administrative aspects of permit processing for which the professional will be responsible when certifying plans. The proposed initiative outlines a detailed process for project application submittal, including attachments. Upon receipt of the application, the City Building Official is to verify that all necessary items have been submitted and all necessary preapprovals have been obtained. If that has occurred, then the Building Official is to accept the project into the program and notify the applicant and their professional who has been trained in the program within one business day thereafter. If the Building Official determines that the plans require minor corrections to bring the plans into compliance with City building codes and other applicable regulations, then the Building Official is to inform the applicant and their professional who has been trained in the program within one business day. If the Building Official determines that the program requirements have not been met, then the application shall be rejected and the applicant and the professional notified within one business day. Projects rejected from the program can be processed through the City's standard permit application process or the applicant can appeal the denial to the Building Board of Appeals. Once a determination has been made that all the requirements have been met, the Building Official is to issue a permit for the project. The proposed initiative includes procedures for auditing plans that have been submitted into the program. If issues are discovered, then the professional who has been trained in the program can be issued a warning and eventually suspended from the program or permanently removed. In addition, the City is required to use the services of a Professional Registered Parliamentarian certified by the National Association of Parliamentarians or a Certified Parliamentarian credentialed by the American Institute of Parliamentarians to train the members of the legislative bodies regarding Robert's Rules of Order. • Allowed Start Time for Meetings - The proposed initiative would require with certain exceptions that meetings of the City's legislative bodies could not start before 5 p.m. on weekdays and 9 a.m. on weekends. • PreTaping of Staff Presentations - The proposed initiative would require that staff presentations for City legislative bodies must be videotaped in advance. Such videotape must be available for viewing at City Hall at the time of the posting of the agenda for the meeting. The initiative then states that: " [t]he primary role of the staff at meetings is to answer questions posed by the legislative body, not the reenactment of prerecorded presentations." • Public Comments - The proposed initiative adds the requirement that each person shall have no less than three minutes to comment on an agenda item at a meeting. This requirement will apply even if the matter has been considered at a prior committee composed exclusively of members of the City Council. In addition, the City will be required to make reasonable accommodations to allow for presenters to present video, PowerPoints and similar presentations during public comments. The proposed initiative would change the expiration date of Measure O if the Cityowned street and alley network did not meet specific Pavement Condition Index (PCI) requirements by specific deadlines. The PCI is a numerical index between 0 and 100 that is used to indicate the condition of a specific section of road pavement. The specific new deadlines that the initiative would impose are as follows: • PCI of at least 65 on or before September 30, 2022 or Measure O would expire on March 31, 2023. • PCI of at least 70 on or before September 30, 2024 or Measure O would expire on March 31, 2025. • PCI of at least 75 on or before September 30, 2026 or Measure O would expire on March 31, 2027. • PCI of at least 80 on or before September 30, 2028 or Measure O would expire on March 31, 2029. Under the initiative, the City Council would have the ability to extend the termination date of Measure O starting on April 1, 2028 for additional fiveyear periods if an outside civil engineering consultant finds that the PCI for the Cityowned streets and alleys was at least 80. The charges carry up to 20 years in prison. “We will continue the fight to clear Dr. Kapoor's name,” defense attorney Beth Wilkinson said in a statement. She said the long deliberations prove it was “far from an openand-shut case.” A former sales representative testified that regional sales manager Sunrise Lee once gave a lap dance at a Chicago nightclub to a doctor whom Insys was pushing to write more prescriptions. Lee's lawyer said she will challenge the verdict.

NEW YORK (AP)—Cocaine deaths have been rising in the U.S., health officials said Thursday in their latest report on the nation's deadliest drug overdose epidemic. After several years of decline, overdose deaths involving cocaine began rising around 2012. And they jumped by more than a third between 2016 and 2017. The increase at least partly reflects trends in deaths from heroin, fentanyl and other opioid drugs. Many overdose deaths involve several different drugs. The CDC researchers found that nearly three-quarters of the deaths involving cocaine in 2017 were among people who had also taken opioids. But deaths involving cocaine alone also increased, said Lawrence Scholl of the Centers for Disease Control and Prevention, one of the study's authors. The researchers did not look at why cocaine deaths have been increasing. Health officials say about 70,000 Americans died of drug overdoses in 2017. Nearly 48,000 involved at least one type of opioid. About 28,000 deaths involved fentanyl or some other kind of synthetic opioid, 15,500 involved heroin, and 14,500 involved prescription opioid painkillers. Just under 14,000 involved cocaine, according to the new report. Ohio was the state with highest cocaine death rate, but the largest relative increases were seen in Wisconsin and Maryland. The new report goes through 2017, the last year for which complete statistics are available. Some preliminary data from CDC suggests that deaths from cocaine continued to rise early in 2018 but may have leveled off last summer. However, “this is provisional data and this may not reflect what we see when we get the final data” for 2018, cautioned one of the CDC other authors, Mbabazi Kariisa.

Peter Mayhew, Chewbacca in the 'Star Wars' films, dies at 74 By Andrew Dalton LOS ANGELES (AP)—Peter Mayhew, the towering actor who donned a huge, furry costume to give life to the rugged-and-beloved character of Chewbacca in the original “Star Wars” trilogy and two other films, has died, his family said Thursday. Mayhew died at his home in north Texas on Tuesday, according to a family statement. He was 74. No cause was given. As Chewbacca, known to his friends as Chewie, the 7-foot-3 Mayhew was a fierce warrior with a soft heart, loyal sidekick to Harrison Ford's Han Solo, and co-pilot of the Millennium Falcon. Mayhew went on to appear as the Wookiee in the 2005 prequel “Revenge of the Sith” and shared the part in 2015's “The Force Awakens” with actor Joonas Suotamo, who took over the role in subsequent films. “Peter Mayhew was a kind and gentle man, possessed of great dignity and noble character,” Ford said in a statement Thursday. “These aspects of his own personality, plus his wit and grace, he brought to Chewbacca. We were partners in film and friends in life for over 30 years and I loved him... My thoughts are with his dear wife Angie and his children. His height, the result of a genetic disorder known as Marfan syndrome, was the source of constant health complications late in his life. “The Force Awakens” was a triumph. Even after he retired, Mayhew served as an adviser to his successor Suotamo, a former Finnish basketball player who told The Associated Press last year that Mayhew put him through “Wookiee boot camp” before he played the role in “Solo.” Mayhew spent much of the last decades of his life in the United States, and he became a U.S. citizen in 2005. The 200-plus-year-old character whose suit has been compared to an ape, a bear, and Bigfoot, and wore a bandolier with ammunition for his laser rifle, was considered by many to be one of the hokier elements in the original “Star Wars,” something out of a more low-budget sci-fi offering.

The films themselves seemed to acknowledge this. “Will somebody get this big walking carpet out of my way?!” Carrie Fisher, as Princess Leia, says in the original “Star Wars.” It was one of the big laugh lines of the film, as was Ford calling Chewie a “fuzzball” in “The Empire Strikes Back.” But Chewbacca would become as enduring an element of the “Star Wars” galaxy as any other character. His roar—which according to the Atlantic magazine was made up of field recordings of bears, lions, badgers and other animals—was as famous as any sound in the universe. á “Chewbacca was an important part of the success of the films we made together,” Ford said in his statement.

Remembering the Legacy of Director John Singleton By Lauren Victoria Burke Like a meteor, John Singleton, the youngest-ever Best Director nominee in the history of the Academy Awards, died on April 29 after a stroke. He was 51. “An inspiration to us all. John Singleton, you will be greatly missed,” the Academy of Arts and Sciences said in a statement on April 29. At age 24, Singleton became the youngest African American—and youngest person ever—to be nominated for an Oscar. Nominated for Best Director for his 1991 film, ‘Boyz N the Hood,’ which was also nominated for Best Original Screenplay. The film would become a staple and a right of passage moment in the African American community. “Time and time again, John drew upon his unique life experiences as a South Los Angeles native to skillfully showcase the African American experience in his highly acclaimed roster of films, which include ‘Higher Learning,’ ‘Poetic Justice,’ and ‘Baby Boy.’ John forced our country to reckon with the ills of our troubled history with the issue of race in ‘Rosewood,’” wrote Rep. Maxine Waters (D-Calif.) who was also a personal friend of Singleton. “He brought new awareness to the realities and pain our community faced at the height of the crack cocaine epidemic with his latest FX television series ‘Snowfall.’ All the while, John paved the way for future African American directors and filmmakers, and created opportunities for scores of young African American actors,” she added Singleton launched the acting careers of several young African Americans on his way to notoriety. They included Ice Cube, Tupac Shakur, Cuba Gooding, Regina King, Janet Jackson, Taraji P. Henson, and Tyrese Gibson. Singleton’s breakout film, ‘Boyz N the Hood,’ relayed a story that covered the territory of drugs, working class Black families and gun violence that many at the time were not ready for. Singleton’s work highlighted a jarring statistic: One out of every twenty-one Black American males will be murdered. Currently, homicide remains the leading cause of death for Black males between the ages of 15 through 34. And, according to research published in the Annals of Internal Medicine in 2018, “Between 2008 and 2016, Black men were more likely to die by guns in homicides.” Singleton is survived by his mother, Sheila Ward, his father, Danny Singleton and his children Justice, Maasai, Hadar, Cleopatra, Selenesol, Isis, and Seven.
