Starr and Purcell remain passionate about Oxnard

Oxnard--- The 36th Annual California Strawberry Festival returned to College Park May 18 and 19 and drew a huge crowd that enjoyed the weekend and got all the strawberries that anyone could hope for.

HE weekend was filled with great music, lots of shopping, carnival rides for kids of all ages, delicious food and, of course, the star of the show, big, juicy, luscious strawberries. Attendees lined up to buy strawberries and were able to leave them, enjoy the day, and pick them up to enjoy at home. One of the big attractions was the strawberry shortcake booth, where people piled the strawberries high on the shortcake, and then added toppings, and whipped cream. Keilani Thompson loved the strawberry shortcake. "It's the best," she said. Her dad James Thompson said the strawberry shortcake is fantastic. n Strawberry, see page 6

(Photo by Chris Frost) Oxnard-- Former Mayoral Candidate Aaron Starr and his wife Alicia Purcell kicked off their ballot initiative, called "Moving Oxnard Forward" in downtown Oxnard, May 18, and remain steadfast about the need for change at city hall. Before the meeting, the duo spent a few minutes speaking with the Tri County Sentry and addressed the fiscal and management problems head-on. "The city has a lot of problems," he said. "It's unfortunate that there is nobody on the city council with a business background." Alicia Purcell added that if the city passes Permit Simplicity, it will increase its revenue. "Permit Simplicity implements a program that will enable the city to issue permits in a single day, making it easier for business owners to bring higher paying jobs to Oxnard and for homeowners to improve their homes," the initiative said. "Similar programs have been successful in other cities." "That's where they have their problems," she said. "The revenue per capita is too low." Starr added that Oxnard is a high tax city, but a low-revenue city. "If you look at places like Camarillo, they have higher per capita revenues, and they don 't have an extra half-cent sales tax, but they still maintain the roads," he said. Starr presented his Permit Simplicity initiative to the city manager in 2015, and they told him "thanks, but no thanks, we plan to fix things ourselves." "They proceeded to do nothing, so we went ahead with this," Purcell said. Starr approached the City Manager Alex Nguyen in January, and he was once again told "thanks but no thanks." "The city manager told me he was opposed to the initiative process, and everything should be done through city hall," Starr said. The city did introduce a permit n Starr and Purcell, see page 6

Cars & Coffee brings neighborhood pride together By Chris Frost chris@tricountysentry.com Oxnard— It was classic cars, British imports and community involvement at Oxnard Shores May 18, as the First Annual Cars & Coffee event brought the neighborhood together for a good time and a good old-fashioned party. Attendees enjoyed good coffee, cool cars, and community involvement that makes the area a beautiful place. Donna Avery organized the event and said it is her way to get the neighbors out and enjoy the cars. "A lot of these cars are from the neighborhood, and some of them are from the Central Coast Car Club because we are members of that

group," she said. "We have a couple of cars from Hollywood Beach, but most of them are from Oxnard Shores." Avery said her husband is the car collector, as well as her daughter, who is a driving instructor at the Porsche Experience Center. "I had to be a car person because everyone I love is a car person," she said. Out of all the cars on-hand, she loves the 1951 Woody and the Corvette. "Of course, I love my cars, the Austin Martin, the E-Type, and the TR8," she said. "I am happy with the turnout, and a lot of cars are here." She also organized a garden club to maintain the area walkways mostly for enjoyment. n Cars & Coffee, see page 2

NEWS Two arrested in a stolen vehicle Oxnard-- An Oxnard police officer was on patrol in the area of N. Ventura Rd. and Doris Avenue, when he observed a stolen Mercedes Benz commit a traffic violation. A traffic stop was conducted, and the occupants of the vehicle were removed. The driver was identified as Gabrielle Alysse Net, and the passenger was identified as Joshua Edward Butcher. Police both occupants for auto theft-related charges. Help protect yourself and your vehicle from thieves by remembering to: • Lock your vehicle and take out your valuables when leaving it. An unlocked car is an invitation to a thief. • Close all windows - thieves can open vehicles through the smallest of openings. • Take your car keys with you. Esgardo Vasquez arrested for armed carjacking Oxnard-- An armed carjacking of a Ford Explorer was reported at 10:45 p.m. Tuesday in the Southwinds neighborhood of Oxnard near Cuesta Del Mar Drive and Perkins Road. Patrol officers spotted the stolen SUV on Clara Street a short time later. Police arrested one of the alleged carjackers, Esgardo Vasquez, 19, of Oxnard. A second suspect remains at large. City to look at cannabis revenue Chris Frost chris@tricountysentry.com Oxnard— The conversation about the City of Oxnard cutting its budget for the upcoming fiscal year continues with department directors giving details about each cut. The proposed budget includes closing the Oxnard Performing Arts and Convention Center (PACC), and the Carnegie Arts Museum. These cuts would eliminate eight positions, and the Colonia branch of the Oxnard Public Library, reduce services at Oxnard Fire Station 2 on Pleasant Valley Road to emergency medical services only, plus numerous layoffs throughout the city. City Manager Alex Nguyen said the city would continue to improve, implement best practices, and strive for excellence. He said the city must update its fees and update the five-year capital improvement program every year. Moving forward, he said the city has unused underground powerline funds, and they are going to look towards selling those lines to another city, which will put money back into the general fund reserve. The city must also sell its surplus property, and it must stop landbanking surplus property. “The city hasn’t had a real estate person for many years,” he said. “For many years, the city has not had an asset management person. We’re working to fix that, and we will be pursuing these two items in this coming fiscal year.” The city will also consider adding billboards along the freeway and will audit its transient occupancy tax (TOT) to make sure they capture

money for every room on the market. “At some point, we are going to be collecting cannabis revenue,” he said. “We don’t know what categories and how much, but we have to do this. The world has changed, and we are going to have to go with that flow. We have to figure the best and safest way to do it.” Oxnard Fire Chief Darwin Base said every department is going to feel the pinch associated with the budget cuts, and his department is no exemption. “The firefighters that are housed at Station 2 are going to fill vacancies at other stations, which we call suitcase firefighters,” he said. “A firefighter who is on an injury for a long term, on vacation, sick for the day, firefighters who are housed at whatever station they are at are going to be moved to fill that void.” Within one year, he said his department should be able to save

$1.35 million, but there will be a ripple effect across the city. “If I close the station down, then the other stations are going to have to pick it up,” he said. “Not just the Oxnard stations, but the location I am looking at, the county will be impacted, as well.” The county will work hand-inhand with the city, he said, and when it comes to emergency response, there are no boundaries. “We’re going to start picking up these additional calls, and it’s going to take away from our daily duties,” Base said. Station 2 serves approximately 2,000 residents and gets around 2,000 calls each year. “Of those calls, 60 percent are medical related,” he said. “That comes out to approximately 1,360 calls a year. What I am going to do is move my ALS (advanced life support) unit at Rose and Channel Islands Blvd. to Station 2 to run a

level of service out of there. It is a different kind of service, it’s not a fire engine that has a pump, water, and hose, so it’s limited in scope and is just going to do EMS (emergency medical services), but 60 percent of the calls are EMS-related.” Police Chief Scott Whitney said the city, as a whole, has been tightening its budget for the last years and public safety is the last item cut from a budget. He proposes cutting six primary departments, including the victim advocate position, which the district attorney’s office also offers. The city will also cut the fireworks by the sea event, which it partners with Ventura County, which will save the department $29,000, plus an additional $12,500 that comes out of the city manager’s budget. “It’s a good thing for the city, but it’s hard to make that cut when you are talking about cutting positions,” he said. The dispatch manager in the city is going to take another job out of Oxnard, he said, so in tight budget times, he proposes to let another manager cover the function on a lateral basis or a supervisor performing the job on an interim basis. The proposed cut is for one year. Whitney proposes a $300,000 cost reduction for overtime, but that will come at a price. “Every police department has patrol officers, and it is one of the core functions of a police department,” he said. “With the homeless issues, many of the police problems are not best addressed responding to 911 calls, so we created a neighborhood policing team, it’s 23 officers, and they address chronic problems in n Cannabis, see page 3

Phone scam reported in Oxnard Oxnard-- On May 18, at around 1:40 p.m., officers responded to Vallarta Market, 1050 South A Street, to investigate a report of a kidnapping. A family member of the purported victim reported that the mother of the victim received a call from the suspects stating they kidnapped her daughter. The suspects demanded that the mother wire money to ensure her daughter's safety. The family informed officers that the mother was currently on her way to Vallarta Market to send money to the suspects. Officers arrived at the market and located both the mother and father in the parking lot. The parents had thousands of dollars in their possession and were preparing to wire the money to the suspects. Officers were eventually able to contact the daughter and confirm that the threats were a phone scam. The Oxnard Police Department would like to remind the public about this ongoing phone scam. The public is advised to be suspicious of any telephone call where the caller imposes a problem or crisis, and the only solution is to electronically transfer money or purchase a prepaid gift card. If you receive a suspicious phone call of this nature, you are encouraged to report it to law enforcement. These fraudulent schemes can be prevented by remaining well informed, so please share this information with your friends, family, and neighbors. The FBI provides the following prevention tips. To avoid becoming a victim of this extortion scheme, look for the following possible indicators: Incoming calls come from an outside area code Calls do not come from the injured or kidnapped victim's phone Callers go to great lengths to keep you on the phone Callers prevent you from calling or locating the "kidnapped" victim Ransom money is only accepted via wire transfer service If you receive a phone call from someone who demands payment of a ransom for a kidnapped victim, the following should be considered: Try to slow the situation down. Request to speak to the victim directly. Ask, "How do I know my loved one is okay?" If they don't let you speak to the victim, ask them to describe the victim, or describe the vehicle they drive, if applicable. Listen carefully to the voice of the kidnapped victim if they speak. Attempt to call, text, or contact the victim via social media. Request that the victim call back from his or her cell phone. While staying on the line with alleged kidnappers, try to call the alleged kidnap victim from another phone. To buy time, repeat the caller's request and tell them you are writing down the demand, or tell the caller you need time to get things moving. Don't directly challenge or argue with the caller. Keep your voice low and steady. Request the kidnapped victim call back from his/her cell phone.

"We are also having an Art Walk in Aug., and I want them to look good," she said. Carol Hagedohm said the garden club has between 25-30 people who work on the walkways in the neighborhood once a week. "We're volunteers, and 8-15 people come at any one time," she said. "We're pulling the weeds and trying to encourage people to clean up their walkways. Donna is artistic and made a bottle tree and does the mosaic rocks. She has great ideas that you have to see to appreciate." The group plans on having a Walkway Beautification Day, July 27, and they will judge the effort. "We'll give awards and ribbons for the ones in nice condition," she said. "We're trying to encourage the neighbors to work on their yards, and we'll judge the walkways on July 20. On

July 27, we're going to do a self-tour, and we are thinking of activities like a scavenger hunt, people's favorite art and maybe chalk art on the walkways." The group plans to have its 3rd Annual Art Walk on Aug. 24. "Local artists open up their yards of the walkways and have a wide range of mediums," she said. "We love the neighborhood. We did the Cars & Coffee to get the neighborhood out mingling, and we don't have enough of that." Artist David Gartner said he was talking with his neighbors one day and they noticed there were a lot of artists in the area. "We said we should have an art walk," he said. "Nobody did anything about it, so I decided that if we are going to do it, I guess I better." He put out a notice on Next Door and said the show would have a little bit

of everything. "We wanted the event to be community inclusive, so if you start narrowing it down to just paintings or sculptures, you limit what's going to happen," he said. Mark Caviezel is in charge of the Red Tandem Brewery with his wife in Oxnard and said he was invited to the event, so he brought his stock, 2000 Chevy C35 Pickup Truck with a long bed. "We've got a banner stand bolted to the bed with is about 13 feet high total and incorporates an 8x8 banner advertising Red Tandem Brewery," he said. "In a future year, when I am comfortably retired, I will have all kinds of cars, but right now we're working hard at the brewery, so we don't have the time to get into the classic car scene." He loves attending the first-

time event. "It's grassroots, locally organized and a lot of people have some pretty cool cars," he said. Tara Brocato owns the 1951 Woody, and she and her significant other Joseph shipped it from Arizona to Oxnard. Tara and Joeseph drive it occasionally and enter it into a lot of car shows. "He has wanted a Woody his entire life," she said. "This a fulfillment of his dream car." The couple is selling the auto, which she called bittersweet. "We're almost ready to move next year, so a car like that takes the right buyer," she said. "Right now, it's going for $38,000, or best offer." She loves the community event but admitted sitting in front of the pastries is dangerous. "It's fulfilling to reach over and

grab a donut hole and have an apple turnover and muffin now and then," she said. "I've had two cups of coffee so far." Pilot Timothy drives a DeLorean but said he doesn't have to worry about reaching 88 miles per hour. "The speedometer only goes to 85 miles per hour," he said. "If you're a huge Back to the Future fan you buy a DeLorean and soup it up to look like the movie car, and you get lots of attention, or you love the history of the car and you realize there aren't many left and if you can keep it going it's a part of history." He saw the event on Next Door, and he wanted to come. "Normally they make fun of me for having poop on my lawn, but this is a great neighborhood event, and I am glad I met the Avery's," he said. "They are fun people."

NEWS Community stands against closing the PACC, the Carnegie and the Colonia Library By Chris Frost chris@tricountysentry.com Oxnard— Members of the public came out in record numbers, May 21, to protest the closing of the Performing Arts and Convention Center (PACC) along with the closing of the Carnegie Art Museum and the Colonia Library and express their displeasure during public comments at the city council meeting. The crowd was huge and prompted the Fire Marshall to ask approximately 50 people to leave the council chambers. The group gathered in the vestibule and applauded individual members of the public who spoke against the closures. The most considerable applause came when one member of the public suggested that City Manager Alex Nguyen give back a portion of his salary. Christine Morla is a full-time professor at Oxnard College and said she’s proud that she was born in Oxnard. “I’m here in support of the arts, and the Carnegie Art Museum is an invaluable pillar, not only in our city but the entire county,” she said. Under the care and direction of Suzanne Bella, the museum not only provides the necessary cultural balance for our city but also enriches the lives of our

youth.” David Smith said his church group has used the PACC for 14 years and approximately 20,000 parishioners use the facility and enjoy using the venue tremendously. “We’ve seen the benefit of Bible discussions that highlight morality, honesty, and integrity,” he said. The operation also brings in numerous economic benefits to the city when you have an influx of 20,000 people a month servicing

fuel stations, restaurants, hotels, and other venues.” Ventura Music Festival Executive Director Susan Scott lives in Oxnard and presented all their headline acts at the PACC. “On July 12, we open with the Manhattan Transfer and Take Six at the PACC, but I also want to say that people don’t understand how important the PACC is to the county,” she said. “To put things like an orchestra, a performing arts center, a

museum, and I hope a music festival as well, you can’t create cultural assets like that easily, and it will depress the economy and the community. I ask you to look for other alternatives.” Sue Chadwick from Cornerstones said Council Member Oscar Madrigal and Mayor Pro Tem Carmen Ramirez spoke up for the importance of the arts in Oxnard. “We are exploring some creative options and alternatives,” she said.

Save the PACC Committee off and running By Chris Frost chris@tricountysentry.com Oxnard— The Save the PACC committee held its inaugural meeting at Club NEMA, May 17, and laid the groundwork to mobilize and save the venue, along with the Carnegie Art Museum. The group discussed a myriad of ideas, including fundraising and naming rights at the center. PACC Board Member Doranda Martin led off the meeting and asked the group to think about realistic ideas and explore ways for the PACC, and Carnegie Art Museum to operate independently. "At least, prevent them from voting to shut it down this year," she said. "Give us a year, try and get us afloat and find ways to operate independently from them." S h e i l a

McCollum said a portion of the problem started within city hall. "When you are a limited term, you have to take a period-of-time off," she said. "With a change of management, they never took that time off, so they kept rolling the limited term over to a new year with their employees, then they found out that is illegal, and they hadn't paid into the retirement system." Martin said the group does have time to figure out how they can save the PACC and the Carnegie, as well. The group suggested several ideas, including: Asking for at least a one-year extension to organize a committee to devise a strategic plan for the revival of the Oxnard Performing Arts Center. This plan

would focus on raising capital for the necessary renovation, repairs, and improvements of the PACC, plus analysis and reassessment of the area to identify and serve the interests of demographics within the community; leading them to consider the PACC as one of the primary options for entertainment within Ventura County. In addition to booking new artists and creating new events annually, the group discussed offering permanent, annual programs and events that would greatly assist in the PACC becoming financially self-sustaining. Ideas discussed include adding multi-level memberships, a summer concert series, dinner and dancing, and an annual world dance and music festival. Hobson Park East Neighborhood Chairman Jack Villa asked what the city's commitment is to the future bookings the PACC has right now. "One of the ways we can raise funds is to have a Save the PACC Concert Series and ask some big names to perform," NEMA President Jan Straka said. "The PACC has been hesitant because the equipment is antiquated. If we go under having a concert series to put the place back together, famous people might come and support the PACC so we can get the thing built up." Oxnard Jazz

Festival Organizer Chuck Dennis suggested naming the PACC and finding a corporate sponsor. "The Santa Barbara Bowl brought Live Nation on," he said. "I made the suggestion years ago that the reason is why it's operating the way it is the morale in the community is not there. I'll book it for two months and sell it onto a major entity. Changing the narrative from the same old stuff year-after-year was his suggestion. "You would do your concerts based on the demographics," he said. "The building is out of date and needs all kinds of fixes," McCollum said. "Maybe we can get the core group organized to save the PACC by retrofitting and upgrading. I don't have a problem writing letters to the editor and publicizing this. It's worth doing." Spokesperson Ernie Morrison suggested a $1 tax added onto the residents' utility bill. "It's an assessment, and the way it is collected is from the utility bill," he said. "It will go for senior services, recreation, and the arts. The kinds of things that are going to soften the image of our city." He knows the budget is the issue but didn't realize the PACC was slated for closure until he read it in the paper. "Being in education, I am no stranger to budgets, budget cuts and things we had to do," he said." We always found a way not to harm our clients. This city is our venue, and the PACC and our museums are what this city is about." Adding an assessment to the water bill needs a vote, he said, but n Save the PACC, see page 6

the city. If you have a homeless problem, or you have a neighbor who plays their music loud every weekend, or there are gang members loitering and selling drugs in a park, those type of problems are not best solved by a resident calling 911, because when a police car comes up, they turn the music down or stop selling the drugs.” The department will send 12 of those officers back into the patrol mix, he said, so more officers in patrol and will respond to calls for service. “The response times will improve because you will have more officers on patrol,” he said. “We lose a little bit on effectiveness, but we gain on efficiency.” The bottom line is the police will lose some of its problem-solving ability because of the reduction in neighborhood policing. Whitney said the city also plans to close the animal services division and lay off three employees who respond to loose dogs or dead animals in the road. That cut will save the city $100,000. Only one position is currently filled, and there are two vacancies. “That’s the county’s wheelhouse,” he said. “The county has an animal services unit, and they contract with several other cities. With only three full-time employees, you can only get so good at that.” The county will also provide the animallicensing services for the city, and he noted they are more efficient and will do a better job and bring in additional city revenue. The city currently has 14 sworn officer vacancies, and two officers plan to retire, and the city will have 16 sworn vacancies. The city plans to defer hiring five officers for the next academy. The action will save $200,000 in Measure O, which covers the cost of the recruits while they are in the academy. Public Works Director Rosemarie Gaglione said her department would cut $1.1 million from parks and public grounds and $600,000 from its fleet services, which means a $137,000 savings to the general fund. The city will also cut the graffiti action program, which saves $275,000 and $123,000 from streets, trees, and medians. “It’s over $2.2 million in cuts for this upcoming year,” she said. “For parks and public grounds, we’re eliminating 10 positions, we’re reducing contract services, and we’re cutting water by $500,000. That’s about 40 percent of our water cost.” The impact will be plenty, she said, because there will be overgrown grass, weeds and brown turf because of a reduction in water. The city will keep playing fields green because they need to be green for kids to play safe. After the layoffs, there will be 12-14 groundkeepers on the payroll. “It’s a severe cut,” she said. “We’ll be closing restrooms in some parks, and some restrooms will have shorter hours. “We’re paying about $32,000 a year to have someone come in and close the restrooms at the end of the day,” Gaglione said. “We can close them during our regular working hours and save that money.” The fleet service will sustain three cuts for mechanics positions, and they will also eliminate contract and towing services. The department has already made changes to its parks contracting which has saved money. The city will eliminate four positions in the graffiti action program, which will save overtime because they did that work on Saturday. That means a delay in removing graffiti and a reduction in customer service. The city plans to discuss community groups assisting with the program, which received a positive response at the workshop. The city will eliminate two positions for streets, trees, and medians, which she said is a decision that will make people unhappy. Assistant City Manager Ashley Golden outlined the $2.2 million worth of cultural and community services cuts and said after many years of cutting, they have no choice but to close facilities. The city hopes to meet with the school district and work a deal to allow access for people to meet, and things like theater production can occur. Golden hopes those facilities can open again after the city has more resources. The city plans to secure the Carnegie Art Museum and the Oxnard Performing Arts and Convention Center (PACC), so there will be utilities at both facilities. The preschool will continue to operate at the PACC, she said, and there are no plans to fence the facilities off. “We have another three reductions in recreation,” she said. “One would affect the tennis center, and the others would affect our boxing program. With the tennis center, we’re looking to see if we can bring on a private vendor so we can keep it open. We have multiple boxing programs in the city, and we are going to concentrate them in one location.”

OPED Understanding the Grandpa Rules By Dr. James L. Snyder As circumstance would have it, and I like to give circumstances due credit, I was visiting my grandchildren without the Gracious Mistress of the Parsonage. Normally, if there is such a status, my wife travels with me when we visit the grandchildren. However, when she is along I do not have a chance. I will not say that she hogs the grandchildren, she does, I just will not say so. As a husband, I know when to speak my mind and when to mind my speaking. The inexperienced husband does not know the difference and pays for it. With the opportunity before me to go solo with the grandchildren, I determined to make the best of it. I never know when this kind of a situation will repeat itself. When my wife is with me, she always holds the reins, but now I have nobody to curtail my visit with the grandchildren. I am a freelance grandpa. What many people may not know are the rules governing the successful grandfather. Most people do not know these rules because the most prominent grandparent is usually the grandmother. I'm not complaining, just explaining. Somebody needs to explain this and the sooner the grandfather knows and understands these rules the sooner he can enjoy exploiting his role as grandpa. The first rule that should be understood is simply this: whatever makes the grandchildren happy makes the grandfather happy. This brings out the unselfish nature of grandfatherhood. It is a wise, not to mention a happy, grandfather who invests his resources in making the grandchildren happy, whatever it takes. I say invest because there are marvelous dividends to be reaped. This is perhaps the greatest burden the grandfather has to shoulder. Everybody knows how difficult it is to make and keep the children happy. In addition, during the grandfather's visit it should be one long happy adventure. Another rule associated with grandfathers is rather basic. Jellybeans ARE fruit. Anybody with any kind of common sense can see the different colors of jellybeans and understand that they represent

fruit. It is the dutiful responsibility of a grandfather to have an endless supply of jellybeans on his person at all times. After all, children do need their fruit. While on the subject of food, another rule has to do with vegetables. Every grandfather knows that vegetables are not all that grandmothers say they are. And broccoli...is absolutely forbidden when grandpa is at the table. Another important aspect of eating at the table is, cleaning up everything on your plate is not necessary. Also, when grandpa is at the table the order of the dinner is drastically changed. For example, the dessert should be eaten first because of the danger of eating too much and not having enough room for the dessert at the end of the meal. When going out to a restaurant together for a meal there is another rule that is most crucial. This is something dear to my heart and

something I wish to pass on to my grandchildren. Simply put, it is this, a straw has many functions. And the beautiful thing about a straw is it comes with its own supply of ammunition. There are many wonderful things to be done with a "loaded straw." Another grandpa rule is that noise is welcome and since grandpa is a little hard of hearing, the louder the better. A grandchild yelling like a wild banshee is the music of the gods. And the most important part of this music is all the grandchildren should be yelling at the same time. This idea of taking turns is something that only grandmothers think up. With the children's health in mind, this next rule is crucial. Jumping on the furniture is good exercise, especially when grandpa hits the ceiling with his head. And because of the great deal of laughter involved in such exercise, it adds to their health and longevity. I read

somewhere where laughter adds to your life. Whether it is true or not is immaterial, the fact is children need to laugh and laugh a lot. Grandmothers do not understand. Then, as long as grandpa is staying overnight, bedtime is merely a goal. This idea of having an exact bedtime is not healthy, especially when grandpa is visiting. Bedtime should be a negotiable commodity, not something that is an exact science. What does science have to do with going to bed at night? Leave science at school where it belongs. There is one last rule that I need to mention. Grandpa's rules trump everyone else's rules... except grandma's, which is why grandpa needs to visit the grandchildren by himself occasionally. Understanding the rules enables everybody to enjoy the time together. Without rules, there would be chaos. With grandpa's rules, the chaos is a marvelous harmony

of joy, excitement and fun. Every grandchild needs a grandpa who understands the grandpa rules and who has the opportunity to exploit those rules. There is one rulebook that I go by implicitly. That is the Bible. It is the most profitable book I have ever discovered. "All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: That the man of God may be perfect, thoroughly furnished unto all good works" (2 Timothy 3:1617). OPED Staying vigilant on Brown By Marian Wright Edelman As a teenager, many of Barbara Johns’ wildest dreams were about a surprising subject: a new school. “My imagination would run rampant— and I would dream that some mighty man of great wealth built us a new school building or that our parents got together and surprised us with this grand new building and we had a big celebration—I even imagined that a great storm came through and blew down the main building and splattered the shacks to splinters …” Then a day came when 16-year-old Barbara decided to put her dreams into action. “It was time that Negroes were treated equally with whites, time that they had a decent school, time for the students themselves to do something about it. There wasn’t any fear. I just thought—this is your moment. Seize it!” The year was 1951 and Barbara was a junior at segregated Robert R. Moton High School in Prince Edward County, Virginia. As her sister Joan remembered, “Most of the school supplies that we got were torn and tattered, and we didn’t have enough supplies to write with. The school we went to was overcrowded. Consequently, the county decided to build three tarpaper shacks for us to hold classes in. A tarpaper shack looks like a dilapidated black building, which is similar to a chicken coop on a farm…It was a very difficult setting for trying to learn.” Barbara organized and led 400 students in a strike to protest Moton’s terrible conditions and demand facilities more like the county’s White high school. NAACP attorneys Spottswood Robinson and Oliver Hill became involved after Barbara’s persistent calls to their Richmond office, and after the students agreed they were willing to fight for a desegregated school rather than just a better segregated one. The legal case against the Prince Edward County school board was ultimately bundled with four similar cases by NAACP attorneys in Brown vs. Board of Education et al., leading to the landmark Supreme Court decision

outlawing segregation in public schools sixty-five years ago this month on May 17, 1954. But the triumph of Brown was sadly not the end of the story for Black children in Prince Edward County. Instead of complying with the Supreme Court decision, the commonwealth of Virginia pursued a campaign of “massive resistance,” enacting a variety of new laws and policies designed to prevent public school desegregation. While other districts eventually gave in, Prince Edward County’s Board of Supervisors continued to refuse to desegregate their schools and instead voted in June 1959 to shut down the county’s entire public school system. It took five years and another Supreme Court decision to finally force the county to reopen its public schools. And the triumph of Brown is

still incomplete—and in renewed danger—for millions of students across our nation right now. The struggle for a quality education for every child is still the unfinished business of the Civil Rights Movement and the promise of ending “separate and unequal” schools has not yet been realized. Sixty-five years after Brown, many of the 58 percent of Black students and 60 percent of Hispanic students who still attend predominantly segregated schools— where 75 percent or more of their peers are minorities—continue to endure inadequate schools, missing supplies, and too many teachers with low expectations for them. Instead of moving to address our nation’s ongoing need to live up to Brown the current Administration is choosing executive and judicial nominees and pursuing regulatory changes all moving in the opposite direction.

Sherrilyn Ifill, president and director-counsel of the NAACP Legal Defense and Educational Fund, writes in a May 12 op-ed for the Washington Post: “Since April 2018, more than two dozen executive and judicial nominees have declined to endorse the Supreme Court’s unanimous decision in Brown v. Board of Education. This week—one that marks the 65th anniversary of the landmark ruling that struck down legal apartheid in this country—the Senate is poised to confirm three of those judicial nominees to lifetime seats on the federal bench. That is simply unacceptable . . . The ugly truth is that declining to offer approval of Brown signals a willingness to question the project of democracy that Brown created—one in which African Americans and other marginalized groups compelled the federal courts to honor the spirit of

equal justice embodied in the words of the 14th Amendment. And this isn’t just deeply troubling; it’s also downright dangerous.” Barbara Johns’ courageous decision to do something about the injustice she saw around her helped change history just like the brave actions of so many other children, youths, and adults during the Civil Rights Movement. But we will not see continued progress unless we remain aware of all current threats and ready to meet today’s insidious attempts at “massive resistance” with a mightier moral resistance of our own. HOUSE DEMOCRATS WANT US TO DO THEIR JOB By Oscar H. Blayton $174,000.00—That’s what every member of the House of Representatives receives in salary each year. Every member, that is, except Nancy Pelosi, who as the Speaker of the House, gets to take home $223,500.00. Those are not bad wages, even if these legislators work five days a week with only two weeks off annually for vacation. But Congress has averaged only 138 legislative days a year since 2001. If you do the math, you will see that comes to less than three days a week. Undoubtedly, many members of the House of Representatives can articulate why they need so few days in session. Their stated reasoning might include the rigors of carrying out their constitutionally mandated functions. But therein lies the rub. The House of Representatives is refusing to carry out one of its more important constitutionally mandated functions. When the Founders of this nation wrote the Constitution, they did not want the country to be forced to blindly trust and follow the person holding the office of the President. And for this reason, they divided the power of the government into three distinct branches and gave each branch equal status. In order to prevent the President from becoming a tyrant, the House and Senate were given the responsibility and authority to perform oversight of the Executive Branch.

In order to properly carry out their job, Congress must provide oversight of the president. We now have a sick and twisted man-baby fouling the oval office. Donald Trump does not respect the rule of law or the institutions of our federal government. He is determined to bend all aspects of our national structure to his will and he has found pliant minions who have been willing to ignore, and even break, the law in service to their overlord. Neither Congress nor the nation has ever seen anything like this before. The purulent character of Trump has infected most agencies of the executive branch of our government and released bigots, misogynists, xenophobes and every

other manner of villain as antigens into the body of our democratic society. While Trump burns down the house that America has built, Republican lawmakers have become his collaborators. And too many Democratic members of the House of Representatives, cowered by the thought of angering the Republican base, simply quail in the face of this onslaught against our liberties. Two centuries ago, Congress was given a tool with which to rein in or remove an abusive president because the Founders knew it was possible a day like today might arrive. The House of Representatives has the power of impeachment.

In fact, it has the “sole” power of impeachment. The Senate cannot impeach. It can only try a federal officer who has been impeached by the House of Representatives. The process has been clearly laid out in Sections 2 and 3 of Article I of the Constitution. Once the president has been impeached by the House of Representatives for high crimes and misdemeanors, he or she is then tried on those charges by the Senate; and if convicted, he or she shall be removed from office. The House of Representatives does the impeachment and then the Senate conducts the trial. The impeachment process allows the House of Representatives to investigate the wrongdoings of Donald Trump—wrongdoings

that are clearly laid out in the report of Special Counsel Robert Mueller. And if substantiated, those wrongdoings can then be presented to the Senate where their deliberations can be observed by the American public. But rather than carry out their sworn duty, the Democratic leadership in the House of Representatives, citing the difficulties in carrying out impeachment proceedings, would rather call on the American electorate to vote Trump out of office in 2020. This strategy is designed to maximize Democratic seats in Congress while relieving the Democratic majority in the House of the obligation of doing its difficult job. Fear of losing elections because you did your job is putting party before country. This calculated political expediency—and shirking from impeachment—is one reason why the current Democratic leadership in the House cannot stay in place much longer. Attempts at dressing this self-serving cowardice in a suit of tactical shrewdness will not dupe right thinking Americans. Nancy Pelosi has argued that impeachment proceedings will solidify Trump’s base. Clearly, she is making a political calculation and not a moral decision grounded in the Constitution and her oath of office. Oscar H. our officers, but they are also attached to our SWAT team. Our dogs are trained to find narcotics and locate hidden suspects. We also use these dogs to locate evidence." If someone calls the police and a suspect is running from Rose Ave. through the park, Casson said if they catch the guy but he doesn't have a gun, a police dog will search the area and find the discarded weapon. "The dog looks for the most human odor left behind on the item," he said. "Sometimes in training to make it harder on the dog and bring up the threshold of the dog's nose, I'll take a quarter and tell you to rub the quarter for me for a couple of minutes because I don't want my odor on it because he knows who I am. I will hide the quarter in the bushes, and have the dog search the area and locate the quarter." The dog is part of the police family, and he likened it to having another child. "I spend more time with the dog than I do with my own family," he said. "He lives with us at home and when I go to work so does, he. When I get called out a 2 a.m., the dog comes with me." He lost his last dog Jax to cancer, and he had no idea the dog was sick. "He was only 5.5 years old, and two weeks prior to us losing him we were in the Rose Parade, and he showed no signs of having any type of illness," he said. "One day in training, he didn't look right, so we went to the vet, and he had a cancerous tumor that ruptured and was inoperable. It was hard for not just me, but for the K9 unit and the other officers." Haylee Tucker ran the Ford Spin to Win station, and the group brought an array of vehicles to sit in and enjoy. "We are giving away some free stuff, like free earphones, and all they have to do is sign up on the iPad," she said. "I love connecting with the people and hearing the memory they have about Ford and seeing the kids light up when they get their gifts. I love seeing people with their loved ones."

She loved the design but said she wouldn't save it to wear at school. "Hopefully not," James said. John Stansu and his wife Marcia had a specific system to get as many strawberries as possible into the bowl. "We've been coming to this for 10 years," Marcia said. "We strategically put the cake around the bowl to make the bowl bigger." John said the couple was having a great time. "We just saw SMITH country band, and they were great," he said. The couple made the trip up from Camarillo. "We park at the Outlet Mall and shuttle over," John said. "We look forward to this every year," Marcia added. "We like walking around and seeing the booths and vendors. We like the crafts." Barbara and Bruce Stewart ran the frozen margaritas and beer booth for the 20th Century Onyx Club and had a lot of fun. "We are happy to be here and give out these wonderful beers and Margaritas and make this strawberry festival festive," Barbara said. The group had lots of energy and cheered each customer who paid a visit. "We have to," she said. "We want to make the people happy, so they'll come back to our Strawberry Festival. The strawberries are from Oxnard, and that's what we're all about here. We have to promote our product." She loves meeting people from all over California and

Brown Academy Award winner Viola Davis has opened up about her prediabetes diagnosis, sharing that she comes from a family with a history of type 2 diabetes. “I’m one of 84 million American adults living with prediabetes and I’m sharing my story for the first time in an effort to inspire others to take action against the type 2 diabetes epidemic,” Davis said in a statement after narrating “A Touch of Sugar,” a new documentary about type 2 diabetes epidemic in America. Davis received her diagnosis despite having experienced no symptoms, she said. “None whatsoever. I felt totally healthy and able … I went in for a hormone test, and my doctor took an A1C test,” Davis said of the blood test that takes the average of your blood sugar levels for the past two to three months and is used to diagnose type 1 and type 2 diabetes. Diabetes is a disease that occurs when your blood glucose (also called blood sugar) is too high, according to the National Institutes of Health. Blood glucose is the body’s main source of energy. Insulin, a hormone made by the pancreas, helps glucose get into your cells to be used for energy. In type 2 diabetes, your body doesn’t make enough insulin or doesn’t use insulin well. Too much glucose then stays in your blood, and not enough reaches your cells. Over time, too much glucose in

your blood can cause health problems, such as heart disease, nerve damage, eye problems, and kidney disease. Among the most recent reports, a study published by MedScape revealed that 13.3 percent of all African Americans have diabetes and blacks are 1.8 times as likely to have diabetes compared to non-Hispanic whites. Dems push bill on Obamacare, drug prices toward House OK By Alan Fram WASHINGTON (AP)—Democrats pushed legislation buttressing the 2010 health care law and curbing prescription drug prices toward House passage Thursday, advancing a bill that seems engineered with next year's elections in mind and has no chance of surviving in the Senate or getting President Donald Trump's signature. The measure forces Republicans into the uncomfortable political position of casting a single vote on legislation that contained popular drug pricing restraints they support but measures strengthening President Barack Obama's health care statute that they oppose. In the end, most Republicans seemed poised to vote against the overall package. Much of the bill focused on reversing steps—largely backed by GOP lawmakers—that Trump has taken to weaken Obama's law, a statute he has vowed to repeal ever since his presidential campaign. The measure would restore money Trump has cut to publicize the law and help patients enroll for its benefits, block Trump's expansion of the availability of low-cost, low-coverage plans and help states set up their own online marketplaces where policies are sold. Democrats view Obama's law as one of their greatest recent achievements, and see efforts to strengthen it as perhaps their most effective issue going into next year's presidential and congressional elections. They said Trump's moves were part of his effort to erode the law, which has expanded coverage by about 20 million people. “Here is the Democratic response,” said Rep. Jimmy Carter won't teach Sunday School days after procedure By Staff Reports ATLANTA (AP)—Former President Jimmy Carter canceled plans to teach Sunday school just days after undergoing surgery for a broken hip. “Though he is progressing well, he underestimated the amount of time he would need to recover from his recent hip replacement,” Carter spokeswoman Deanna Congileo said in a statement Saturday evening. Carter, 94, broke his hip Monday as he was leaving to go turkey hunting. Congileo said Carter apologized for any inconvenience to those who traveled to hear his lesson at Maranatha Baptist Church in Plains, Georgia. Congileo said Carter's niece, Kim Fuller, will teach the lesson in his stead and, he says, “No one will be disappointed.” A devout Christian, Carter regularly teaches Sunday school in Plains, drawing hundreds of visitors for each session. He and his wife Rosalynn pose for pictures with each attendee. Carter became the longest-lived president in U.S. history in March when his age surpassed that of former President George H.W. Bush, who died Nov. 30 at the age of 94 years, 171 days. Nearly four years have passed since Carter revealed he had been diagnosed with cancer. Carter said in August 2015 he had melanoma that had spread to his liver and brain. He received treatment for seven months until scans showed no sign of the disease.

OXNARD—The City of Oxnard is excited to offer its inaugural Oxnard Insect Festival on Saturday, June 1, from 10 a.m. to 4 p.m. at Plaza Park. This unique free event will allow the community to experience the world of insects in ways they may never have before, with opportunities to see, touch, buy and even taste an assortment of creepy crawlers. On hand will be educational booths featuring beneficial insects used in agricultural fields around the county, the itsy spider mite - so small a microscope is needed to see it, and the popular monarch butterflies, among others. The Ventura County Agriculture Museum will bring beekeeper equipment and provide information about the role bees play in food production here and around the world. Members of the CSUCI Biology Department plan to showcase insectrelated projects featuring bees and meal worms. And if you’ve got a question about those pesky critters in your garden, the Ventura County Master Gardeners will be there to supply answers. For those who want to take a bug or two home, there will be booths from which to buy tarantulas,

scorpions and centipedes as well as live caterpillar larvae. Others will have framed, pinned insects for sale or exotic plants that eat insects.

Learning tools such as magnifying glasses and bug boxes will also be available. And then there are the edible bug

vendors. Garlic fried grasshoppers anyone? Or maybe chocolatecovered bugs, a cricket taco or a snow cone with meal worms? There will be plenty of choices for adventurous eaters as well as those who aren’t so daring. In addition to about 20 insectthemed booths, a number of activities play off the bug theme, with a Beatles cover band - British Beat playing from 2 p.m. to 4 p.m. on the large stage. Asian Americans push for Smithsonian gallery of their own By Janie Har The Smithsonian's initiative on documenting Asians in America started humbly enough two decades ago, with a borrowed exhibit in a borrowed museum wing and a tiny staff. There was a National Museum of the American Indian attached to the Smithsonian, and progress was being made toward a museum on the National Mall celebrating African Americans' history. But Asian Americans in the 1990s remained a largely invisible population, with few people represented in entertainment, politics, sports or business. Those years were tough, said Franklin Odo, director at the time of the Smithsonian's Asian Pacific American program. “Whenever we needed to do a public lecture or exhibit, I had to go beg one of these other institutions to lend a space,” Odo said. “We had to really convince our colleagues that this was a field, this was a demographic ... that needed to be recognized and needed to be held with some respect.” On Saturday, the Smithsonian Asian Pacific American Center launches a $25 million fundraising drive for permanent gallery space on the National Mall in Washington, D.C., with a glitzy party in Los Angeles full of celebrities and politicians. Several actors from the hit film “Crazy Rich Asians” are expected to attend, along with Rep. Judy Chu and Rep. Doris Matsui, both Democrats representing California. If successful, an Asian American gallery could join museums and galleries dedicated to other historically underrepresented groups that have staked out space in a national park that is quintessentially American. Millions of people visit the National Mall every year to tour the White House, Lincoln Memorial and the treasures of the Smithsonian. “The ability to have that visibility and recognition is so important,” said Lisa Sasaki, the center's director. Despite temporary exhibits along the mall, she said, “there has never been

a dedicated space where the public could consistently visit and find out about the history and culture of Asian Americans.” Asian Americans are the nation's fastest-growing minority and number about 20 million, or roughly 6% of the population. They come from more than 20 countries, with the largest populations from China, India, Vietnam, Philippines, Korea and Japan. They range from recent immigrants to descendants of laborers who migrated in the 19th century to build the Transcontinental Railroad and work sugar cane fields in Hawaii. Museum presence is huge, says Laura Lott, president and CEO of the American Alliance of Museums. “Museums preserve what's important to society. They tell our stories, give historical context to contemporary issues and help us imagine a better future,” she said. Odo, the former director, said he had one part-time staffer and no exhibits of his own when the program began in 1997, so he borrowed one from a Los Angeles museum for the program's first installation, about the evolution of field lunches of Japanese immigrants in Hawaii. He says the Asian American community has evolved enough as an identity to support a permanent gallery dedicated to their shared experience in America. “I don't know that we have an Oprah,” Odo said, referring to Oprah Winfrey's charitable foundation, which donated $21 million for the National Museum of African American History and Culture. But “we have lots of people with immense means, so there's no question in my mind we can do it.” It's too early to say how large a gallery would be or when it might be secured, but Sasaki says they are looking at several locations along the mall. The 4,500-square-foot (418-square-meter) Molina Family Latino Gallery is scheduled to open in the Smithsonian's National Museum of American History in 2021. Sasaki says $25 million is a fundraising goal for phase one of

the project. Congressional approval is not required for a gallery within existing space, unlike the stand-alone 400,000-square-foot (37,160-square-meter) National Museum of African American History and Culture, which opened in 2016. The Smithsonian Asian Pacific American Center is conscious of showing not just how Asians came to America, but how they have shaped American history. An example is a pin marking a successful 1960s grape boycott led by Mexican American and Filipino American laborers, who chose to band together. “It tells a richer story about California history,” said Theodore Gonzalves, a Smithsonian curator. James Gunn says he's a better person after being fired By Mike Cidoni Lennox LOS ANGELES (AP)—It's been a roller-coaster year for James Gunn, who was fired from “Guardians of the Galaxy Vol. 3” over old tweets in July, and rehired this March. But the writer-director who shepherded the first two “Guardians” films to critical and box office success said the experience has been an educational one. “I'm a better person than I was a year ago,” Gunn told The Associated Press on Saturday. “It's made me more creative and focused on the things that really matter to me, which are my friends, my relationships and the movies that I'm making.” Although even after his firing, Gunn didn't exactly have a fallow period as he was hired fairly soon by Marvel's rival to work on the sequel to “Suicide Squad.” Now, Gunn is fully back in the public eye promoting the horror film “Brightburn,” which he produced, and resuming work on the third “Guardians” movie. The ordeal has made him thankful for his friends who have supported him throughout. Actress Elizabeth Banks, who stars in “Brightburn,” is one of those in the circle of people he can go to. “There's a lot of things that people talk about Hollywoodcutthroat this and Hollywoodbad that and all the things that are terrible about Hollywood. But the truth is ... I have one really good gift ... I'm attracted to really good people and I have chosen to put wonderful people around me, whether it's the actors I work with, the crew members I work with, my, you know, the writers I would deal with, the studio people I deal with,” Gunn said. “There's a lot of really good people in this industry.” The 52-year-old found himself under intense scrutiny last year when tweets from nearly a decade ago in which he joked about subjects such as pedophilia and rape resurfaced because of far-right propagandists Mike Cernovich and Jack Posobiec after Gunn was critical of President Donald Trump. Gunn apologized for his tweets, but Walt Disney Co. chairman Alan Horn said that they were inconsistent with the studio's values. Both fans and his cast including Chris Pratt, Bradley Cooper, Zoe Saldana, Vin Diesel and other stars rallied behind him in the wake of the firing last July. “Although I don't support James Gunn's inappropriate jokes from years ago, he is a good man,” Pratt said. But it was still somewhat surprising that Disney backtracked and this March announced that Gunn had been reinstated as the writer and director of “Guardians of the Galaxy Vol. 3.”
