Throughout the event, a youth Mariachi Group kept playing music as the Inlakech Cultural Arts Center turned into a party that helped front line workers who need it the most. Public Safety Committee approves seven dispatch radio console positions By Chris Frost chris@tricountysentry.com Oxnard-- The Public Safety Committee swung back to life after several cancellations, June 10, and approved a 10-year agreement with InterTalk Critical Information Systems for seven dispatch radio console positions, in

the amount not to exceed $724,413. The consoles will benefit the department’s emergency communications center, which processes all emergency calls for service, 24 hours a day, seven days a week, 365 days a year. The center processes approximately 350,000 calls each year, with 180,000

of those calls being law enforcement related. Assistant Oxnard Police Chief Eric Sonstegard presented the item to the committee and introduced Interim Emergency Com­ mu­nications Mana­ger Gaye Lynn Ward and Consultant Mel Samples from the Pegasus Telecommunications Group to offer technical expertise.

IRST of all, let’s review the list of things that I won’t miss at all. I am sick of the stay at home movie marathons. It also seems odd that too many times the stay at home marathon stars Adam Sandler. Don’t get me wrong; I enjoy Adam Sandler movies, but I can now recite the dialogue without any problem. There is some good news, I guess. I now consider myself an expert about the 1960s,’70s, ‘80s, and 90’s. A fun little tip is to set your iPhone to play music from the decade you’re watching. An interesting little fact about me is that I can’t, no matter how hard I try, dance

the Channel Islands Kayak Center, and we had a blast spending an hour on the water paddling around. We have never been kayaking before, but the employees who work there are friendly, helpful, and they went out of their way to make sure we had a great time. With all that said, here are some tips I can share to make the trip more pleasant when you’re on the water with your wife. First of all, if you see a little fish swimming around out there, do not use your paddle to flip the little fish into your wife’s lap, and say what is this? It wasn’t a malicious act. I was really curious and thought she might know. Other great tips to remember is that when

you’re out there for the first time, it makes no sense to have on person yell, you’re doing it wrong, while we spin in circles. When you have a boat coming straight for

you, it’s incredible how fast you get on the same page. Additionally, if a jet ski is zooming by, hold on. It was amazing to see how friendly and accommodating people were on the water. The

J-Train and I looked like novices, but people stopped, smiled, waved, and offered helpful advice. If hanging out at home watching television and eating has caused you to gain some weight, like me, this is a great workout. We both left sore, tired, and feeling like the senior citizens we are, but we were happy. As a nation, we have a lot of things ahead of us. You can’t shut the world down as we did and not expect there to be any challenges. If Oxnard needs to raise taxes to fix the budget shortfall, do it. Don’t cut any services. Don’t sit there and say it’s not our fault. Do what you have to do to keep the city moving forward and stop acting like you dented your dad’s car, like you are a teenager. Stand up to the complainers and do what you have to do. If you can’t stand up to the whiners, then you make yourself look inadequate and frightened. If you stand back up to them, they’ll probably back down. Do what you were elected to do.

NEWS Stopping racism starts at home as the conversation elevates through the community By Chris Frost chris@tricoun­tysen­try.com Oxnard-- The conversation about racism in the United States, and how the country will move forward, continues with the council, elected officials, and members of the public offering their insights about the best way to end the problem.

URDER and hatred rocked the United States as the death of George Floyd touched off a wave of violence and bloodshed across the country when Minneapolis Police Officer Derek Chauvin stepped on Floyd’s neck until he died. Buildings were looted, damaged and burned to the ground, as many cities imposed curfews and called out the National Guard to restore order. Councilman Bert Perello The councilman applauded City Manager Alex Nguyen and Chief of Police Scott Whitney for their comments and added that violence and racism is a global problem. “I take a lot of Council Member Lopez’s comments to heart because a lot of this starts at home,” Perello said. “They may learn these things at home, but it doesn’t protect you when you’re out on the street.” He pointed out there are a lot of good men and women who work in law enforcement, and one bad apple, former Minneapolis officer Derek Chauvin painted a picture so bad that there are a lot of problems in the United States. “This is not an isolated

incident,” Perello said. “I got out of high school in 1968, and there weren’t cell phones and video cameras in 1968, and a lot of things happened,” he said. “You don’t have to be a person of color to experience racism. You can travel, and all of a sudden, you are in the minority. I am currently in the minority in this community, but I know I don’t feel any racism against me. I’ve gone to neighborhood councils and have been challenged because I was on the wrong side of the tracks.” He reminded everyone when things happen, everyone is in the same boat, and the people must pull together and

work. “When things come up, and it’s been identified that there is racism, not just one person against the other, from corporations to banks and their lending practices, to school districts and test scores, and services available to grocery stores. In my city, you can drive around and price the same products in different parts of the city and be surprised at what you find. A lot of this stuff starts at home and knowing what is right and wrong.” Perello’s dad was a Merchant Marine during World War II and taught him that when a ship went down, and someone went underwater, you pulled him up so they can get a gasp of air. “It didn’t matter what the color of that person’s skin was who brought you to the top,” he said. “When you got back on land, things changed. It wasn’t good; it was life.” He hopes the Floyd incident brings the community together. “I am fortunate to live in Oxnard,” he said. “Not just because of the police and fire department, and the elected officials. It’s because of the community who showed a lot of tolerance and self-control. That’s something to be proud n Stopping racism, see page 5

frontline workers, and the group had number 17 ready to go on June 7. “Next week, we’re going to be doing Feeding the Frontline from Canada to Mexico, June 13,” he said. “We’re going to be in two locations in Ventura County, including Guadalupe Church in Oxnard.” The event featured lots of food from the Ventura County Local Love Project plus different farmers. Attendees stocked up on berries, donated by farmers, along with onions from Boskovic Farms, celery, and lettuce. The Port of Hueneme donated Del Monte Bananas

to the frontline workers. “We have four organic farmers,” he said. “We have Pete’s Farms in Carpenteria. McGrath’s and a lot of different partners contributing.” Lupitas Restaurant also donated baked bread and burritos, he said, along with Ruby’s in Camarillo and Gloria’s in Los Angeles. Castaniero loves giving food to essential workers who don’t make a living wage and sometimes live with two or three families in one apartment. “We’re providing them with healthy food to keep them going and keep them

on the front lines,” he said. “They’re helping to feed America.” One challenge the frontline farmworkers face is Americans who have gotten used to cheap food. “It’s hard on the farmers, and it’s rolling downhill,” he said. “It’s challenging if you’re trying to raise a family with four kids, and you’re not making a lot of money, then it stretches. For us to be able to share this healthy organic food, it brings a lot of joy, and it touches me in my heart.” He grew up in a family with a lot of kids and got a front-row seat for what it’s

like not to have enough food to feed the family. “It’s hard to feed six kids,” he said. “All of us volunteer our time, but we’ve come together as a coalition. Clinicas, El Camino, are paying their staff to come out here and help out. What’s been happening is that half their staff gets paid, while the other staff volunteers. of. When I was a young man, there were incidents and protests, but there were always people looking to cause serious grief, troubles, and bloodshed, but seldom did they come to the front. They hid in the shadows and threw bricks, stones, and firebombs from the shadows and let innocent people pay the price.” Perello respects the people and citizens doing the protests and said they are peaceful and doing what needs to be done in the

United States. “I hope we can hold those who are doing any wrongdoing accountable, including any person hiding behind a law enforcement badge that is doing an illegal act,” he said. Councilman Bryan MacDonald Councilman Bryan MacDonald feels saddened by the loss of George Floyd, and his heart goes out to his entire family and the people who knew him.

“It’s a tragic loss, and it appears that it was likely a criminal act,” he said. “I encourage that we appropriately review the matter, so we do it right the first time, and the appropriate outcome is obtained.” If that doesn’t happen, MacDonald feels the community needs to look at the system and figure out how to make it right again. “Last night, (June 1) there was civil unrest in the City of Las Vegas and the Las

Vegas Metro Police ended up having to arrest a few folks,” he said. “One officer was in the course of arresting a protester. While that officer was occupied with the protester, another protester walked up behind him, shot him, point-blank, in back of the head. He subsequently died.” He reminded the group that he wasn’t trying to mitigate George Floyd’s death. “Sadly, as a society, we have become much

more violent,” he said. “That brings me to tears, sometimes. Violence on any side of the equation is not necessary. I am a product of the 50s and 60s when I grew up and lived through the civil unrest through the Vietnam War and seeing the protests. People did protest, but there wasn’t violence associated with it. maintaining the golf course facility. “From 2002 until 2015, the VRSD has provided regulatory testing and reporting services, to monitor the area’s groundwater and gas emissions from decomposing refuse below the surface,” he said. “On June 8, 2015, the city and VRSD entered into a new agreement for VRSD to continue to provide these services at the golf course and landfill facility.” VRSD provides critical regulatory services for the landfill and golf course to meet local, state, and federal mandates. “Funding has been requested for the fiscal year 20-21 budget for the golf course operation budget 651,” Yanez said. Committee Member Bryan MacDonald said it looks like the city has been taking this action for the last 5-10 years, and he wanted to know why the city hasn’t

done a five-year package with the ability to renew for one-year options. Yanez said he hadn’t explored that option, but he can do it in the future. “We’ve been doing this every year, and it helps us with our budgeting each year on an annual basis,” he said. “Each year, you see these numbers change. This year, the fifth amendment is a little less than the fourth amendment due to the staff assigned. This year, we have an engineering tech, rather than a senior engineer tech. That’s the cause of the reduction. We can definitely look at a multiple-year term for the fiscal year 2021-2022.” MacDonald added the city might be able to build a 10 percent adjustment into the agreement term. “It seems like we use a lot of staff time every year to do this,” he said. “It would probably be more efficient to do a five-year package with one-year increments. “ City Manager Alex Nguyen interjected that he’d be happy to engage with the district and its general manager to discuss it in more detail. “In my past experience working with landfills, they tend to want the agreement annually because the costs

can swing so drastically each year,” he said. “We’re happy to explore this. I like your suggestion that we can build in a fixed adjustment range. That would still have to be approved, but that might give both parties a little bit longer to plan. I like the recommendation.” Acting Chairman Tim Flynn said the city had done much to cut costs in environmental resources, and one of the higher costs is landfill expenses. “I think it would be helpful if public works and facilities to hear about some of the ideas when was on the board,” he said. “To save money, there was harvesting trash and a whole variety of other things. “There was a variety of methods, like methane extraction, that can save money at landfills.” Nguyen said the city is preparing a specific report about organic waste, and the city is still looking at a local, not regional solution. “A significant chunk of this is coming to this committee later this month,” he said. The item moves forward to the full city council. Chairman Bert Perello recused himself from the item because he lives in the area and has a conflict of interest situation and lives in the area.

help seniors stay safe at home during this pandemic, but what’s available to your mom will depend on her location and budget. You should also be aware that because of demand, many grocery and meal delivery services are overwhelmed right now, so some services in your mom’s area may be greatly delayed or temporarily unavailable. That said, here are some good options to look into. Grocery Delivery Services Today, there are a variety

of websites and apps that allow you or your mom to shop for groceries and other household goods without having to step foot inside a store. Most of these services offer memberships (fees usually run around $100/ year), which will get you or your mom free deliveries on orders over $30 or $35. Or, they’ll charge a flat delivery fee, which typically cost around $8 to $10. (AP)—The trial for a woman accused of dressing as a clown and fatally shooting her lover’s wife in Florida in 1990 has been pushed back again, this time because of court disruptions created by the coronavirus pandemic. Palm Beach County Circuit Judge Joseph Marx on Thursday scheduled the first-degree murder trial of Sheila Keen-Warren, 56, to begin April 9, 2021, according to court records. The trial had previously been set for January and then moved to May. Prosecutors are seeking the death penalty. Keen-Warren was arrested in 2017 and extradited from Virginia, where she lived with

Mom’s Meals, which run $7 per meal plus delivery, arrive fresh and will last up to 14 days in the refrigerator. Silver Cuisine meals are delivered frozen and cost $12 or $13 per meal. You should also find out if there’s a senior home delivery meal program in your mom’s area. Meals on Wheels is the largest program that most people are familiar with, but many communities offer similar programs sponsored by other organizations that go by different names. To find services available in your mom’s area, visit MealsOnWheelsAmerica. org, which offers a comprehensive directory on their website. Most home delivered meal programs across the U.S. deliver hot meals daily or several times a week, usually around the lunch hour, to seniors over age 60. Weekend meals, usually frozen, may also be available, along with special diets (diabetic, low-sodium, kosher, etc.). Most of these programs typically charge a small fee (usually between $2 and $6) or request a donation, while some may be free to lowincome seniors.

Comforting the dying and their families-from a distance By Lane DeGregory TAMPA, Fla. (AP)—She gets to work early these days, now that there’s so much more need. When she turns into the empty parking lot at the hospice care center, the sun is just starting to brighten the sky. She pulls on her mask and heads into the one-story brick building where a nurse takes her temperature. The long halls are empty. Normally, patients’ families would be napping on the sofas in the Hearth Room, praying in the chapel, sitting beside relatives’ beds. But for the last two months, the common rooms have been closed, the chapel shuttered. Dying people are alone. Except for the hospice staff. Victoria Long walks into her office and logs onto her laptop to see who has passed, who came in, who she can help. A spreadsheet called “House Census” offers a daily

update: Two patients died overnight. Four people were admitted. One man’s sister is requesting a priest, a nurse wrote in the chart. At 7:30 a.m., Long calls her friend, the Rev. Kevin Yarnell from Sacred Heart. Can you come quickly? The man’s sister is Catholic and wants him to have last rites. As a chaplain at Suncoast Hospice’s mid-county care center, Long tries to make sure every patient gets the spiritual help they need at the end of their lives. She doesn’t try to save people or convert them. Just find peace. When the coronavirus struck in early March, and hospitals barred visitors, many families moved terminally ill relatives into Suncoast’s care center instead. The 40-room facility in Pinellas Park usually operates at about half-capacity. But by late March, all the beds were full. Some patients who have

COVID-19 come from nursing homes, others from hospitals. They’re placed in “isolation rooms” at Suncoast’s three care centers. At each one, a nurse asks visitors about their health, their their travels and takes their temperatures. In early April, the care center started limiting visitors. Relatives are only allowed to get the patient settled during a

“tuck-in visit” and at the very end, when a doctor determines the person is about to die. Long misses smiling at patients without a mask, holding their hands. She got a grant to buy four iPads for the chaplains and learned to Zoom, so she can connect patients with grandkids. She helps families set chairs outside relatives’ windows, so

they can at least wave goodbye. She also ministers to patients’ families—mostly by phone now. And since visits are so restricted, she’s sitting in for many as a surrogate. “I can’t replace the patients’ loved ones,” she says. “But I can be there by their bedsides.” Long, 61, was brought up Southern Baptist and never dreamed a woman could become a minister. She worked as an intensive care nurse while she and her hus­ band were raising their two children. Once the kids were grown—when she was in her 40s—she decided instead of tending bodies, she would nurture souls and enrolled in seminary. For five years, she served the congregation at Pass-aGrille Community Church. Then a friend suggested she combine nursing and ministry, so she contacted Suncoast Hospice, which has been in Pinellas County for 43 years.

Otis Moss III, senior pastor of Trinity United Church of Christ in Chicago, released on May 17: The Cross and the Lynching Tree: A Requiem for Ahmaud Arbery. The 22-minute film covers the long

legacy of racial injustice and violence in the United States and how we must respond to America’s original sins of slavery, racism, and White supremacy. One week later that prophetic sermon also became a requiem for George Floyd, who was killed May 25 by Minneapolis police officer Derek Chauvin. Chauvin has since been fired and charged

with second-degree murder, along with three other officers who have been charged with aiding and abetting murder and manslaughter. In a nation with a long shameful history of public lynchings as spectacle and entertainment, George Floyd’s murder has ignited something new: public mourning and public outcry for real justice.

Rev. Moss took his film’s title from the book by the late Rev. Dr. James Cone, the founder of Black liberation theology and a tireless crusader against racial terrorism and other forms of injustice. Rev. Cone’s central message was that the God of the gospels must be understood as a God of the oppressed who is most concerned with the poorest and most vulnerable members of society. In his words, “Nobody who is lynching anybody can understand the cross.” When Rev. Cone spoke to an audience at the Children’s Defense Fund’s Proctor Institute about The Cross and the Lynching Tree he said: “This book is my prayer, my invocation to God on behalf of Black people, in

the hope that the nearly four centuries of Black suffering will be redemptive for our children and grandchildren, revealing to them the beauty in their tragic path, and also empowering them to continue to fight, to resist the violence of White supremacy. It is also my hope that Whites, too, will be redeemed from their blindness, and made to open their eyes to the terror of their deeds, so they will know that we are all of one blood, and what we do to others we do to ourselves…Let us hope that we, through God’s grace and our struggle, we will be able to overcome our prejudices and hate that separate us, and thereby empower us to become the one people God created us to be.”

Residents got home from work, walked their dogs, visited with each other, and enjoyed life by the beach while waiting for the day that the COVID-19 cloud lifts from their lives and the world returns to normal.

ROM a distance, you could hear the sound of a tuba playing, but it did not cause too much commotion as people went about their business. As the tuba playing got louder, people started to gather in their yards and on their decks, all wondering what was going on. Some thought a local neighbor was playing some music in his home, but he too went out on his deck. Neighbors started cheering as the Tuba Tuesday crew invaded their neighborhood. Children waved jumped and clapped along with the music while the bigger kids smiled waved and cheered. Oxnard High School Music Director Andre

Spence led his band of merry men, along with one lady and her tiny dog through Silver Strand. Tuba Tuesday group lifted up the entire

neighborhood. “Every Tuesday, we bring music to the streets of Silver Strand,” he said, as he smiled from ear-to-ear.

We had our vendor demonstrations and presentations in Oct. The contract was awarded in Dec.” He admitted that it has been the project from hell. “We had a series of events

over the last 18 months that continued to set this project back,” Sonstegard said. “If it weren’t for Gaye Lynne and Mel, my two guardian angels for this project, we wouldn’t be here today.” In March 2018, with the city council’s use of a line of credit for large capital projects, the city authorized a $10 million line of credit. “This is the last portion of that, and the last project we identified back in 2018 that we were going to use that funding for,” Sonstegard said. The purchase sets the city up with emergency telecommunications for the next 10 years. “The radio platform we are looking to buy is dualplatform,” he said. “If we ever switch to a digital format of telecommunications, or we look to partner with other agencies in Ventura County, this system is ready to go, and they can transition from

analog to digital.” Committee Member Carmen Ramirez appreciated the report and noted the city needs to get more modern. “Does this work seamlessly with the fire department,” she asked. “When we call 911, our dispatchers send the call to the fire department or the ambulance. It looks like the goals is seamless internal and external communication.” “I don’t know if I would use the term seamless when it comes to our field communication,” Sonstegard replied. “Fire is dispatched out of the regional county center. If a call comes into our center, and it’s a fire call, the dispatchers immediately transfer it to county fire—the County fire dispatches for the Oxnard Fire Department.” Ward added the new system will have a one-year warranty, and the remaining nine years will be part of the

maintenance program to keep everything running. “Also, it will upgrade the software if needed,” she said. Committee Member Vianey Lopez asked about the seven systems and wanted to know if the city has seven call takers working at the same time. “It depends on the time of day and what the staffing levels are,” Ward said. “I do have seven positions at the communication center, and there are times when all seven of those positions are filled. Currently, we only have a radio console at six of the seven positions.” Ward added that the new system has redundancy, so if one piece goes out, it keeps serving the department. “I’m glad we moved forward from there,” Chair­ man Bryan MacDonald said. Motorola stopped making the system in 2013, and parts and service ended in 2018. “A couple of years ago, we had a fire in our radio console room, and it damaged some of the systems that we currently have,” he said. “We were unable to find replacement parts from the manufacturer.” City staff went to eBay and found a needed part, but they had to send someone to San Diego to get the part from the seller. “That’s what we’re dealing

We’re happy to go to the front line and make a difference.” The team also gave away bags filled with all the things that anyone needs for a healthy smile. “We’re giving away toothbrushes, toothpaste, floss, along with flyers that tell them how to keep safe during this pandemic,” Hernandez said. “Our dental department is currently closed, but we’re looking at how soon we can open it to the public.” She’s looking forward to the new larger Clinicas location under construction in Oxnard. “We’ll be able to serve our community in a better way,” she said. “It’s right around the block from our current office.” Port of Hueneme Community Outreach Manager Miguel Rodriguez loves interacting with the community and filling a significant need. “This is a wonderful event because we get to come to the farmworker community at Nyeland Acres, and we get to give back to them with some fresh quality produce,” he said. “We bring them products from our monthly fresh produce, which is one of our port customers. We get to give back to them, the way they give back to us every day.” Rodriguez embarked on a vast listening campaign, and he spoke with Clinicas, restaurant owners, and others, to figure out how to help the essential workers. “We did a program where we bought lunches for the longshoremen and nurses, but also for farmworkers who are always in the periphery,” he said. “We have fresh produce available at the port, and we have a lot of good connections. We decided to bring healthcare information about COVID-19 and screenings, and we also bring them fresh produce through the Love Project and the Port of Hueneme.” The group is celebrating serving 10,000 worker families and has 24,000 pounds of fresh produce that families will enjoy. “We are not competing with Food Share,” he said. “We are doing something a little more intentional, which brings the fresh stuff to the neighborhood to the single mom, and farmworker parents, who don’t own a car or have access to produce. We want to make sure that farmworkers getting off at 4 p.m. have access to produce.” Polet Rodriguez loves the event and was helping direct traffic with her team. NEWS Ventura County Schools preparing to reopen campuses N E W STAT E G U I D E LI N E S W I L L S U P P O RT LO C A L E F FO RTS The California Department of Education (CDE) today released new guidelines for the safe reopening of the state’s public-school campuses. The guidelines contain recommendations regarding a variety of measures to protect the safety of students and school employees. This includes advice on social distancing, temperature checks, contact tracing, hand washing, the use of face coverings and more. The CDE guidance, titled “Stronger Together: A Guidebook for the Safer Opening of California’s Public Schools,” can be viewed.

DE notes that there is no one-size-fitsall solution that will work for all schools. Local school districts will have the discretion to develop plans that best serve the unique needs of their communities. All schools – public and private – will need to operate in accordance with state and local public health regulations. The Ventura County Office of Education (VCOE) is working closely with the leaders of all twenty local school districts to develop protocols for the safe reopening of school campuses for the 2020-2021 school year. VCOE has created a COVID-19 Re-entry Task Force that includes leaders in education and public health that is providing guidance and support at the local level. Currently, most Ventura County districts are planning to reopen their campuses in mid to late August according to their regular calendars. Many will continue offering distance learning as an

option for families who prefer it. “We know there is tremendous desire among students and parents for normal school operations to resume,” said Stan Mantooth, Ventura County Superintendent of Schools. “Nothing can duplicate the face-to-face learning and social interaction that takes place at our schools. We are committed to restoring those opportunities as quickly as possible while making safety a top priority.” In addition to protecting students’ physical health, Ventura County educators are preparing to provide for their social and emotional needs. Students who will return to class this fall have been impacted, not only by the coronavirus crisis, but also by the growing awareness of racial injustice that followed the death of George Floyd. “Public schools have a

critical role to play in helping young people make sense of events that are reshaping their lives and our world in real time,” Superintendent Mantooth said. As districts begin to announce details on plans for the new school year, it’s important to remember they are subject to change. An increase in the severity of the pandemic or progress in developing treatments for COVID-19 could alter efforts to get schools back to normal for better or for worse. When students do start returning to school, parents can help ensure everyone’s safety by encouraging good hygiene practices at home and by keeping kids home when they are sick.
