Channel Islands Fourth of July parade is a patriotic spectacular

By Chris Frost chris@trycountysentry.com Oxnard—The Fourth of July Parade at Channel Islands Harbor was a pride-filled family event that got everyone into the act displaying their best red white and blue attire.

T

HE kids got into the act; as a parade of bicycles, scooters, and big smiles made their way down the street. The event is an annual tradition for Channel Islands Harbor, and Public Information Officer Jed Chernabaeff said the community parade has been a tradition for more than two decades. "A lot of people show up for this event to kick off their Fourth of July," he said. "The best part of doing this is having the community come out and enjoy the marine environment at Channel Islands Harbor." The harbor department works around the clock on July 4, he said, as thousands of people come out to the park. "There are a variety of activities in the morning, we have the 5K fun run and walk," he said. "We're getting ready for the parade, and there are plenty of festivities going on in the harbor all day long." The day concluded with the fireworks show at 9 p.m., with the Oxnard Police

Department helping with traffic control for the vast crowd. "We know it's going to be busy after the show, so we ask that people be patient and enjoy the show at the harbor," he said. S h aw n Hollister, along with Jaclyn, Ace, Rebel, and Hudson said the family lives in the area, so they decided to take an hour and walk down to the parade. "We put it all together last night, and we are going to do it," Jaclyn said. "We brought our wagon, and we're walking." She is grateful for living close by and commends all the people who came out and set up camp for the day in the park. "It's going to be a long day, but it's going to be fun because we are patriotic," she said. Shawn has been in the military for 27 years, and he sent a text to his son, who serves, to thank him for his service. "Today is a reflection of how we got here, and it's a great honor to be part of n Channel Islands, see page 6

Family fun is a Channel Islands July 4 tradition By Chris Frost chris@tricountysentry.com Oxnard—The perfect follow up to the great Fourth of July Parade was all the activities at Harbor Park, that was a great party wellattended by families. Kids enjoyed inflatable activities like a rock wall and a trip on the Space Shuttle Enterprise and face-painting, while moms and dads enjoyed plenty of vendors and the Farmer’s Market opened up special for the fourth. The grills at the park were all active as families spent the day cooking and feeding their families. Connie Young brought her grandkids to the party and said the day, both the parade and party at the park afterward, is all about independence and fun. “They just got off the rock wall,” she said. “We love this every year.” Youngster Ethan Hall took a trip on the inflatable space shuttle which he described as excellent and high. “It was fast on the way, up,” he said. “I am going to go exploring. I am going to eat cheeseburgers tonight.” Joan Gojkovich and her granddaughter Kaiya Hall were enjoying the day, and Kaiya said she also went in the space shuttle, but she is braver than Ethan. “I like the fireworks, and I am going to watch them tonight,” she said. Dad Justin Hall said he plans to work the barbeque and cook lots of hamburgers and hot dogs with the family after the kids are done playing. “We’re hanging out down here, and I’m doing some barbecuing, some bounce houses, and we’ll probably go over and rent a fourwheel bike,” he said. Steve and Michelle Duddy are “big huge patriotic people,” and Michelle’s dad is in the Air Force, so they came to the park to join in the celebration. n Family fun, see page 6

Angry short-term rental owners’ express frustration at Housing & Economic Development meeting By Chris Frost chris@tricountysentry.com Oxnard—The fur flew during the Housing & Economic Development Committee meeting, July 9, as the committee reviewed the proposed short-term rental (STR) ordinance and offered direction to the staff. The committee advised staff to follow a 5 percent cap guideline for short-term rentals in the city, and two of three members supported a 180-day limit for the units. The city staff removed those limits.

The city council chambers were almost full as residents felt hoodwinked by the city over the way the report was released. Assistant City Manager Ashley Golden led off the comments, and she acknowledged the tension and frustration in the room because attendees felt the city didn’t provide enough advance notice for the meeting and manipulated the best practices. “First, I want the council to know that the report was published in accordance with

your Sunshine Ordinance,” she said. “Staff did indicate that we were going to be publishing ahead of schedule in accordance with the city council meetings and not with the committee meetings. That’s what led to the perception that there wasn’t advance notice.” Up until six months ago, Golden said the report would not have been published until July 5, but it was published a week in advance, which is the requirement for the Sunshine Ordinance. “It is the holiday weekend, and we know it is an important

topic to our community, so we accept the frustration that is there on behalf of the staff,” she said. "Many of you are aware that a report was released that included a 5 percent cap and 180-day regulations. However, that is not the report that was published on Tuesday and what is before you today to provide direction on.” Some of the feedback the staff received are comments that residents have no confidence in what the staff is doing and no confidence in the city. n Angry short-term, see page 6

NEWS Oxnard Police investigating a shooting Oxnard-- On July 3, 2019, at approximately 6:40 p.m., Officers with the Oxnard Police Department were dispatched to the 2500 block of El Dorado Avenue about a shooting that just occurred. Officers made contact with the victim and found one bullet strike in the victim’s vehicle. The shooter was described as a Hispanic male in his teens. The investigation is ongoing, and no further information is available at this time. The Oxnard Police Department’s Violent Crimes Unit is committed to reducing gang crimes and gun violence in the City of Oxnard through the strict enforcement of laws specifically targeting known, active gang members residing in the city. Oxnard Police arrest Francisco Camarena

Oxnard-- On Monday, June 8, 2019, at about 3 a.m., officers responded to a family dispute in the 500 block of Sherwood Way. Family members reported that Francisco Camarena had accosted them and broken out windows in the house.

When police officers arrived, Camarena got into a vehicle and sped off and hit a parked car. Officers pursued Camarena through several south Oxnard neighborhoods but abandoned the pursuit due to the unsafe conditions. A short time later, officers found Camarena’s vehicle in the 1500 block of S. Oxnard Blvd. near an apartment complex. Camarena was in the vehicle and armed with a machete. Camarena refused to drop the machete and come out of the car. The SWAT team responded and attempted to negotiate Camarena’s surrender from the vehicle. For over two hours, negotiators tried to convince Camarena to surrender, but he refused. SWAT officers used compliance weapons including pepper balls, CNS gas, and a Ventura County Sheriff ’s K-9 to apprehend Camarena. Camarena was taken by ambulance to a local hospital and

Jesus Armenta arrested by OPD Oxnard-- On July 8, at 3:45 p.m., officers from the Special Enforcement Unit (gang unit) were in the area of the 2800 block of Rose Avenue about recent gang activity. Officers conducted a traffic enforcement stop of a silver Hyundai at the intersection of Rose Avenue and Channel Islands Blvd. One of the occupants of the vehicle, 18-year-old Jesus Armenta, is a documented criminal street gang member in the City of Oxnard on probation and is prohibited from possessing a firearm and ammunition. During a probation search of the vehicle, Armenta had a firearm. The firearm, a loaded semi-automatic 9-millimeter handgun, was located concealed in the vehicle and was also found to be stolen out of the City of Oxnard. Armenta was arrested and charged with numerous firearms violations. Campus Park is dilapidated and unused, but that can change if the city receives an $8.5 million grant to activate the area once again.

Campus Park slated for an upgrade By Chris Frost chris@tricountysentry.com Oxnard—Campus Park behind the old Oxnard High School location on K Street is run down and unused, but the city is taking steps to remedy that situation and is applying for an $8.5 million grant from the State Parks Program Grant to reactivate the space. The community will play a vital role in the park’s future, as the city is holding community workshops to gather input and make the best choices possible for Oxnard residents. The next two workshops will be held July 13 from 10 a.m. until 12 p.m. and July 17 from 6 p.m. until 8 p.m. at the Oxnard PAL Teen Center, located at 350 S. K Street from City of Oxnard Grant Specialist Eric Humel said the grant amount is small, but it will get the park reactivated. “Some of the feedback we are hearing is parking lot improvements, access improvements, and walking trails around the park so that people will have access,” he said. “There is a small dog park in the southeast corner, and that’s all that’s there.” Some of the feedback Humel has received from residents is to

expand the dog park, or perhaps move the park elsewhere and expand the area. “Those are some options we are considering,” he said. The Parks and Recreation Master Plan is being finalized, he said, and one goal in the future is soccer fields at College Park. “At Campus Park, it will be prioritized for full-time use, like passive recreation, and a little active stuff too as a possibility,” he said. “It could be multi-use fields that can be used for picnicking and informal soccer practice.” The Oxnard Recreation Division and the PAL are involved in the process, Humel said, so that finished plan will consider their needs. The park is approximately 40 acres, so the grant will activate the space, if received, and will serve as phase one. “We asked the city council for permission to go forward with this application,” he said. “The grant application is due Aug. 5, so we should hear if we got it this fall or winter.” Humel said many spaces in the city would benefit from such funding, and city staff had many discussions before settling on Campus Park. “One of the main criteria for the grant selection process

is evaluating the area’s needs as an economically disadvantaged neighborhood and also as a park deficient neighborhood,” he said. We didn’t have that many sites to go for that meet that criteria. It’s surprising because some of the most economically disadvantaged neighborhoods are park deficient.” So far, the community input has been excellent, and Humel and his team have been able to create some great mapping opportunities and do some design work with architects. “We’re synthesizing those into the final three options, and the last two workshops will focus on which option they want to select,” he said. “It will be a two or three phase process, and we’ll need additional funding to complete these improvements.” Once they’re done with the community workshops, the ideas will be blended into a conceptual design for the park. “The first workshop was an education and small group discussions that summarizes all that input into some major themes,” Humel said. “In the third and fourth workshops, we’ll turn these themes with public participation into specific improvements that they’ll want to see.”

Oxnard-- Since May, Investigators from the Oxnard Police Department Violent Crimes Unit were investigating a series of robberies that occurred beginning on May 23 and continued through the end of June. A synopsis of some of the robberies are listed below: May 23, 2019 – 8:30 p.m. – 1900 block of Ginger Street – a 16-year-old victim was robbed of cash after returning from the store to buy eggs for his mom. The victim was punched in the face. June 7, 2019, – 6:45 a.m. – 700 block of Aster Street – a 16-year-old victim was robbed of his phone and additional items on his way to school. A knife was pulled on the victim. June 8, 2019 – 11 a.m. – North alley of the 400 block of Cuesta Del Mar- an 81-year-old male victim, was punched and sustained broken jaw. He was robbed of his wallet. June 24, 2019 – 8:30 a.m. – 400 block of West Esplanade Ave – a 76-year-old victim was robbed of his gold chains, one of which included the victim’s deceased wife’s wedding ring. The suspects in these crimes were all described as being Hispanic males in their teens. Through the course of the investigation, investigators were able to identify three juveniles who involved in these crimes. On June 19, a search warrant was served at the residence of one of the suspects; however, he was not located. An arrest warrant was later issued for that suspect, and he was arrested on June 27, by the Ventura Police Department for his warrant and unrelated charges. Also, on June 27, 2019, at approximately 8:30 p.m., investigators observed two of the juveniles in the 200 block of Orchard Place and took them into custody for robbery. Search warrants were then served at residences in the 2400 block of Blueberry Drive and the 400 block of Vineyard Avenue. All three suspects were later charged with robbery and lodged at Juvenile Hall. Due to their age, names and photographs of the suspects are not available. Investigators believe these suspects were involved in additional crimes, including robberies and burglaries. HE group delivered classic hits from Duran Duran, The J Geils Band, The Ramones, and Tommy Tutone's 8675309, to name a few. Each song was more radical than the last. The vast crowd sang along and many dressed in period attire from the 1980s. Lead singer Don Henry said the entire band grew up with music from the 1980s and they believe there is no other kind of music. "My favorite bands growing up were "The Cars and Rush," he said. "Most of us started playing music when we were 12. We all met 10 years ago, and we all shared a love for 80s music. We were all in different bands, and we came together to make the 80s Invasion." He said, doing his hair in the 80s style is not a big challenge. "The time is nothing; it's all the hairspray," he said. "It's Aqua Net, which has been around." Henry said coming back to earth after a show takes a while, and the Channel Islands Concert is no exception. "Last night was a killer show in Lake Arrowhead, and it was hard to sleep after that," he said. Bass player, Tim Young had on a mullet wig, leather pants and a skinny checkerboard tie which he said fit the personality of the band better than any other clothes that he owns. "I've been playing the bass for 30 years," he said. "I have two brothers

who played guitar, and two brothers who played drums, so I decided to play the bass for something different." Renee Stein enjoyed the Concert and spent the evening dancing with her boyfriend, Patrick Gallagher, who she called an "excellent Irish guy who likes whiskey, women and having fun." "We've been coming for years," she said. Local Mobile Dog Groomer Sandy from Sandy Paws said her favorite 80s band is Van Halen. "I used to hang out with Van Halen, but I don't remember the 80s," she joked. "I'm going to get out there with my dogs, Bonnie and Clyde if they'll let me. I have a great life. My favorite 80s artist was Bruce Springsteen." Quinn Evans and his girlfriend Lorain Stiffler came from Blythe which he said is a five-hour drive, and both enjoyed music from the 80s but has on t-shirts from Slipknot and Megadeth. "I listened to a lot of 80s music myself," Evans said. "That's what I grew up with. Over time, I started listening to more 90s and modern music also. Now, I listen to both genres, and when I heard about this, I decided to come over and listen." Lorain said she likes all types of music, but she and Evans agreed that they never argue about Slipknot and Megadeth. "I like Jessie's Girl by Rick Springfield," she said. "I like Tesla's Modern-Day Cowboy," Evans added. Trish Penner, along with City of Port Hueneme Councilman Rich Rollins and his friend Ed Cardona were enjoying the evening and dancing away. "We are absolutely a product of the 80s," Penner said. "We found some friends here, so it's all good." Rollins jumped in and said the crew is the number one Pickleball Team in Port Hueneme. "We rule," he exclaimed. "I'm too old for the 80s. We raised our kids in the 80s, and they were into Nirvana and The Red Hot Chili Peppers." Rollins grew up during the 1960s and 1970s. "I was a hippie," he said. "This is an awesome time, and I am going to get out there and dance." n Concerts, see page 6

Oxnard—The conversation with Oxnard City Manager Alex Nguyen continues with the struggle the city has with revenue. With the challenges facing the city about too much need and not enough money, Oxnard does not have a facilities maintenance reserve for all its physical assets. “This is why I was freaked out about the PACC (Performing Arts and Convention Center),” he said. “We don’t have a fleet replacement reserve, and I know that recently we were able to purchase a couple of fire trucks, but we don’t a reserve. Even if you go to Enterprise, which we are leasing for our civilian types of cars, we still need the fund trust.” The city also does not have reserve and investment funds for technology, which he described as full of bad practices. “This is suicidal, in terms of the future,” he said. “We’re woefully behind in all of that, and it worries me for the long term in the future of this community. Those other missing funds worry me, that’s what we have to work on, and we need to rebuild ourselves. You want city hall to be high functioning, but you have to take steps to get there.” When he first arrived in Oxnard a year ago, Nguyen said the organization was broken on many levels. “When you look at the last four budgets, we need revenue, period,” he said. “This is a city that has been plagued with a lot of bad decisions and management choices, and admittedly, some weird things happened that the district attorney couldn’t or wouldn’t prosecute. Once you get past all that, this is not a frivolous city. We’re leaner than we should be, and we can’t squeeze anything more out of this.” Nguyen said he’s only had a brief conversation with Radio Lazer, which expressed interest in teaming up with the city at the PACC. “I told them that it’s great news, but we’re going to scope a Request for Proposals (RFP) in the early fall, and I hope they reply,” he said. “The PACC was in the hole for this fiscal year, and I had to do an emergency appropriation, $150,000, in addition to the money we used from Measure O to keep it open for the rest of the year. I stand by what I said about the PACC.” Looking forward, Nguyen plans to bring the Housing First plan to the council by the end of the year, and although the city still has a lot of homework, the city needs to get started. “This is why I was so protective of what we have left in Measure O until we can dislodge money from the state,” he said. “This crisis is becoming a fever pitch with the kinds of things people are saying now. OPED My Favorite Day of the Week Is Tomorrow Dr. James L. Snyder It was one of those weeks when the more I completed, the more I had to do. These are not my favorite kind of weeks. So frustrating. During these weeks, the Gracious Mistress of the Parsonage finagles her infamous “Honey-Do-List” in my direction. Because I am busy doing other things and distracted, I do not actually see what she is doing. She can slip one of her “To-Do” jobs on to my schedule without my knowing it. I see it on my schedule and assume it is one more job to do. When I see it, I say to myself, “I’ll do that tomorrow.” Then I can move on to my next project. My favorite saying has been, “Why do today what you can put off until tomorrow?” It has become a habit with me. The wife will ask me if I have time to do something and I always say, “Not now, but I can do it tomorrow.” Of course, I am hoping that by the time tomorrow comes she will have forgotten that little job. It seems that the older I get, the more I am pushing everything off until tomorrow. Then, when tomorrow comes, I push it off until the next tomorrow and soon, it is too late to do it. Do not let this get out, but that has been my plan all the time. I seem to have gotten away with it until recently. I love it when a plan comes together, but when it falls apart, it certainly is no laughing matter. Pushing things off until tomorrow does have a good side to it. Many things I am supposed to do are not that significant and if they are not done, there is no consequence. My life sometimes gets all caught up in doing things I do not have to do, and I know who I have to blame for that. Just saying. This started when I was in grade school. When I had homework to do and for some reason I did not do it, I always promised the teacher that I will do it tomorrow. I got away with it for a while. When I was going to grade school, the teachers were so very smart. I do not know what they are like today, but then they could catch up with somebody like me with very little effort. My teacher finally caught up

with me. “So,” my teacher said as I told her that I would have to do my homework tomorrow, “this is the tomorrow you talked about yesterday. Tomorrow is here and so now you must do the work.” All I could do was just stare at her. Never for one moment did I think tomorrow would ever come. My teacher was a good teacher so she taught me that when I put things off until tomorrow, tomorrow finally shows up. According to her, my tomorrow had caught up with me. I had to forfeit many recesses to catch up with all the home work I pushed off until “tomorrow.” Of course, it was not long until my wife caught up to my “tomorrow strategy” like my teacher did. One morning she got up a little bit

before me and got the coffee going. I got up and stumbled into the kitchen. There she stood with a huge sign that read, “Today is your Tomorrow you talked about Yesterday. Welcome to Tomorrow.” To see this before having my morning coffee was rather alarming. At first, I had no idea what she was talking about. Yesterday, Today, Tomorrow, what was she trying to say. I just was not on the same page as she was. In fact, I was not in the same book. “What are you talking about?” I said about as confused as I have ever been in my life. “Remember,” she said rather seriously, “all the things you told me that you would do tomorrow? Well, it’s tomorrow.” Then she handed me a list with

“Tomorrow’s To-Do List” written on the top. There were about a dozen things she jotted down that I said I would do tomorrow. As I was reading through this list, she said to me, “I have you figured out. Your favorite day of the week is tomorrow.” She has me figured out, alright. It is not that I do not like doing things; I am a procrastinator when it comes to certain things. My whole idea is, if I put something off long enough my wife will forget that she asked me to do it. I looked at her and said, “You do know that it will take me at least three tomorrow’s to finish this list!” She laughed one of her hysterical laughter’s and said, “Let the tomorrows be with you.” This was the first time my

tomorrows ever caught up with me As I began working on my “tomorrow tasks,” I happen to think of what David said in one of his Psalms. “This is the day which the Lord hath made; we will rejoice and be glad in it” (Psalm 118:24). I need to learn how to appreciate each day and not push things off until tomorrow. Tomorrow is another day, but I certainly have no guarantee that I will see it. OPED A Country We Still Have to Create By Marian Wright Edelman This Fourth of July I am returning to the wise words of my late friend Dr. Vincent Harding, the revered historian, theologian, social justice activist, and visionary who never lost sight of the “beloved community” his friend and colleague Dr. Martin Luther King, Jr. believed our nation and world could become. In July 2012 on his 81st birthday Dr. Harding spoke at the National and Racial Healing Town Hall at a Children’s Defense Fund’s conference. He told us he believed America was a wounded nation, but despite so many years of struggle he remained convinced America could and must get better. Tone Deaf Congress Wants Military Pork By Julianne Malveaux The F-35 stealth fighter aircraft is one expensive plane. It costs $135 million to produce a single aircraft, but Congress is prepared to authorize spending for 90 more planes, a dozen more than the Pentagon has requested. Why? Lobbyists for Lockheed Martin, the company that produces these aircraft, have exercised their fine art of persuasion to convince the House Armed Services Committee that these aircraft are needed for our national “defense.” Wouldn’t you think the Pentagon has a better idea of what they “need” than lobbyists? Or are the profits of this corporation more important than the fiscal prudence that so many in Washington crow about when looking at education, Social Security, health care or programs that address human needs? There is much to object to about the “Defense” budget, as defense spending absorbs more than half of all of spending from our budget. But spending on the F-35 aircraft is especially egregious. More than a trillion dollars will be spent on this aircraft—a trillion. Enough to eliminate all student debt, or fully endow the nation’s historically Black colleges and universities (HBCUs) with money left over! What do we get from this trillion? We get an aircraft with supply chain problems that the General Accounting Office has described as “falling short of warfighter requirements.” They say the aircraft, “cannot perform as many missions or fly as often as required,” partly because of a “shortage in spare parts and limited repair capability.” So, Lockheed Martin is producing this $135 million aircraft, more than two thousand, to be exact, without producing the requisite spare parts or developing the appropriate repair capabilities. The Poor People’s Moral Budget has the theme: “Everybody Has the Right to Live.” The budget would cut $350 billion in military spending, while increasing taxes on the wealthy, corporations, and Wall Street. It represents a

paradigm shift from our nation’s current focus on militarism to a focus on human needs. Our nation’s hawks, and our President, believe that profligate military spending makes our world safer, which is nonsense! Indeed, the possibility of military action against Iran (and the deployment of a thousand more troops to the Middle East in late June), suggests that militarism makes the world dangerous, not safer. In any case, in this militaristic climate, the move to order more F35s than even the President wants is nothing more than a profitserving move to benefit Lockheed Martin, the corporation that can’t even produce enough spare parts for

the planes it has already produced! The Poor People’s Congress operated in stark contrast to the House Armed Services Committee. Rev. William Barber testified before the House Budget Committee on June 19, 2019, calling for an end to police violence against poor people and urged Congress to embrace its moral budget. By continuing profligate spending on F35 fighter planes, and funding more planes than even the Pentagon wants, Congress is engaging in policy violence against all Americans, but especially the 140 million who are poor! In that lens, we were supposed to look at best practices, not what the community or residents necessarily want. That is where council comes in to direct that policy. It’s not the staff’s role to filter the data. It’s the staff’s role

to bring objective data forward.” She took responsibility for removing the 5 percent cap that was in the draft ordinance, and said they removed it because the staff could not cite a best practice regulation. Associate Planner Paul McClaren gave the presentation to the committee and said the city has been working on this item for several years. “They wanted us to look at three different areas, including enforcement and penalties for violations of the ordinance, limiting the number of shortterm rentals by districts, and how to address short-term rentals,” he said. “We’ve prepared two ordinances; one for the

coastal areas, and one for the non-coastal areas.” In non-coastal zones, the short-term rentals will be allowed in the R-1, residential single family, R-2, the multifamily zones, R-3, garden apartment zones, R-4, the highrise residential zones and CBDs, the central business district. The ordinance does not propose they will change anything in the R-2, R-3, and R-4 zones. multiple-family, sub-zone, CPC, the coastal planned community sub-zone and residential beachfront zones. “It does allow vacation rentals and home shares with a shortterm rental permit that must be obtained annually,” McClaren said. “The short-term rentals must maintain a valid business license and must pay their business license taxes timely.” STR owners must obtain and maintain a transient occupancy tax certificate and pay all their transient occupancy taxes. “It requires permitting and inspection to be sure it meets health and safety standards and establishes ownership requirements and limitations,” he said. “There can only be one STR per owner.” The ordinance will identify residential housing units, ineligible affordable housing units, and mobile homes, and requires a notice sent to all property owners within 300 feet of a short-term rental. “The nuisance response plan will include a 24-hour hotline number if there are concerns or nuisances that arise, you can contact the 24-hour hotline,” he said. “This establishes quiet hours from 10 p.m. until 7 a.m., which aligns with our noise ordinance. There will be no amplified or outdoor music during those quiet hours, and no one other than renters allowed on the site during those quiet hours.” The primary occupant must

be at least 21-years-old, and the occupancy limit will be set at 10 people, or two people per bedroom, whichever is less. “It establishes on-site parking requirements and noise limitations and prohibits on-site events without a temporary use permit,” he said. The proposed ordinance requires that property management completes response requirements and a complete inspection compliance and enforcement program. “It allows inspection and monitoring to make sure the home (vacation rental) is in compliance with the regulations and establishes that three or more verified complaints occur in a 12-month period; it is grounds for revocation of the permit,” he said. “If the person whose permit is revoked appeals that permit, they would be able to go to a hearing officer for a hearing process.” Changes to the ordinance include eliminating the 180-days per year limit in the coastal and non-coastal zones. "Research from staff indicated that about half the cities researched don’t have a limit on the number of rentals per year,” McClaren said. “The host compliance companies I’ve talked to say they have no ability to track how many nights somebody is staying and how many nights they are being rented per year.” They also eliminated the three-night minimum stay in the

non-coastal zone and removed the signage requirements for the short-term rentals because it can encourage crime for the units. The city is seeking an enforcement company for the short-term rentals, and they need to know how much that will cost so they can recoup the cost through their fees for the rentals. “Violations of the ordinance are considered infractions with fines of $1,000 per separate offense,” McClaren said. “Every day, the violation continues is a separate offense.” The third violation will be a misdemeanor, he said, and the permit will be revoked, and there is possible prosecution of the violators. McClaren said there is no existing methodology when it comes to setting a cap on the STRs, and there are no results about how well the limits are working, and there are many variables regarding how caps affect a city. “Things like the mix of singlefamily versus multi-family, the size of the neighborhood, the density of the neighborhood, the location of the neighborhood, and the proximity to the beach,” he said. “Since no cities are exactly like another, we would have to make sure the city reflects the same conditions we have.” He asked the committee for further guidance on a possible cap. Dementia tied to hormone-blocking prostate cancer treatment

By Lindsey Tanner CHICAGO (AP)—Alzheimer's disease may be a risk for older prostate cancer patients given hormone-blocking treatment, a large, U.S. government-funded analysis found. Previous evidence has been mixed on whether the treatment might be linked with mental decline. But experts say the new results stand out because they're from a respected national cancer database and the men were tracked for a long time—eight years on average. Among 154,000 older patients, 13% who received hormone-blocking treatment developed Alzheimer's, compared with 9% who had other treatment or chose no therapy, the study found. The risk for dementia from strokes or other causes was higher: It was diagnosed in 22% of those who got hormone-blocking treatment, versus 16% of the other patients. The results, using perhaps one of the largest and most reliable databases, suggests there truly may be a connection, said Dr. Sumanta Pal, a prostate cancer expert with the American Society of Clinical Oncology. Pal was not involved in the study. The analysis from University of Pennsylvania researchers was published Friday in JAMA Network Open. The results aren't proof but experts say they underscore the importance of discussing potential risks and benefits when choosing cancer treatment. The researchers analyzed data from a National Cancer Institute database of cancer cases and treatment and covers almost 30% of

the U.S. population. The study focused on men in their 70s, on average, with local or advanced prostate cancer diagnosed between 1996 and 2003. They were followed until 2013. Medicare records indicated dementia or Alzheimer's diagnosis. Hormone-blocking treatment can include testes removal to reduce levels of testosterone, which fuels prostate cancer growth. But it more typically involves periodic drug injections or implants that achieve the same result. Most U.S. men who receive this treatment are in their 70s or older. It's sometimes used in men who might not be healthy enough to tolerate other cancer treatments including surgery to remove the prostate and radiation. It's unclear how the treatment might be linked with mental decline. The researchers noted that it can lead to diabetes, which also has been linked with dementia - perhaps because blood vessel damage from diabetes can restrict blood flow to the brain. Hormone treatment also raises risks for heart disease and depression, which both have been linked with dementia. Researcher Grace Lu-Yao of the Sidney Kimmel Cancer Center in Philadelphia, said the potential dementia risks from hormoneblocking treatment may outweigh any benefit for younger, healthier patients with longer expected life spans. While the study doesn't prove that the treatment causes dementia, she said, it is important to tell patients “because of the potential impact of Alzheimer's disease or dementia on the quality of life of patients and their family.” She was not involved in the study.

She’s a literary icon whose accolades include a 1993 Nobel Prize in Literature. For the African American reader who has been glued to her books since 1970, starting with her poignant debut novel The Bluest Eye, this documentary is an opportunity to see how the pieces of Toni Morrison’s life have made her whole.

OR those who came to the party late, this recounting of her evolution explains why, when you see a photo of this amazingly young looking 88-year-old, you can discern a certain brilliance hiding in her eyes, an extreme intelligence behind her disarming smile and a stately aura that is somewhere between that of queen and goddess. One of the most interesting facts in this bio is that Morrison grew up in Lorain, Ohio, a multicultural immigrant town. Even if people didn’t fraternize much with each other in their homes (and that’s only a guess), shopping, town activities and education threw everyone into the same mix. It’s no surprise that when Morrison entered Howard University and confronted segregation in The South that her perspective on life and race changed dramatically. Her evolution on the subject matter is as interesting to watch as her development as a writer. When she helped school her white editors on the power of her works and viewpoints on African American culture and experiences, she faced the same challenge that many African Americans encounter when dealing with their white counterparts in business, education, politics, etc. Resistance. As she recounts her experiences, Morrison is poised, resolved and reflective. Somewhat akin to an intelligent philosopher or an academic who patiently teaches a class of inquisitive but slow-learning freshmen. You discover that she started her editing career as a divorced woman with two young boys, but that is about as deep as the footage goes into exploring her

personal life. There are glimpses of Morrison behind closed doors, but nothing explicit, controversial or negative. In that way, this doc feels a bit like a promotional reel, which isn’t a detriment, as any details about Morrison are better than none. Many of her books come up for discussion: Sula (1973), about a deep female friendship, Song of Solomon (1977), perhaps her best piece of storytelling and certainly her most accessible novel and winner of the National Book Critics Circle Award for Fiction. The ‘80s brought Tar Baby (1981), then the somewhat controversial Beloved (1987), which was turned into a film by Oprah Winfrey, whose Book Club and TV show catapulted Morrison into the consciousness of middle America, or at least those who liked to read. Still, some of her most illuminating thoughts on race were established in The Bluest Eye. This profound novel chronicles the indoctrination of Blacks into a white society

Actor Cameron Boyce dies at age 20

Marvel's first openly trans actor calls for more portrayals By Amanda Lee Myers LOS ANGELES (AP)—The first openly transgender actor in the Marvel Universe says there needs to be more representation of his experience. Zach Barack plays a classmate of Peter Parker's in “Spider-Man: Far From Home.” His gender identity is not addressed in the brief role. Barack said that to him, superhero movies “always felt like a trans story because it's talking about identity.” “It's about separating what people know about you and what they don't,” Barack said at last week's premiere of the film. “And I think that's something I kind of live with every day. And on top of that, I don't see a lot of transmasculine people on television or trans men specifically, and getting to be part of that is beyond unreal.” The 23-year-old Chicago-area native, who also appeared in the TV series “L.A.'s Finest,” said there needs to be more roles for trans people in all sorts of movies. “The truth is you have to put out there what people want to see and what people need to see,” he said. “And as a young person who is trans, I didn't see a trans man on TV ever, ever, really, until I was like, 17. So having a fun movie about a class going on a trip together, and I get to be part of that, I can't even ...” The new Spider-Man movie is now playing in theaters.

Actor Cameron Boyce, best known for his role as the teenage son of Cruella de Vil in the Disney Channel franchise “Descendants,” has died. He was 20 years old. Boyce, who played Carlos de Vil in the “Descendants” movies, died Saturday at his home in Los Angeles, according to his spokesperson. An official cause of death has not been announced, but his family released a statement Sunday saying Boyce “passed away in his sleep due to a seizure that was a result of an ongoing medical condition for which he was being treated. “The world is now undoubtedly without one of its brightest lights, but his spirit will live on through the kindness and compassion of all who knew and loved him. We are utterly heartbroken,” the family statement said. According to his bio on the Disney Channel, Boyce was born and raised in Los Angeles. He was a dancer who got his acting start in commercials, then television and film. Boyce starred alongside Adam Sandler in “Grown Ups” and “Grown Ups 2,” and other film credits include “Mirrors,” “Eagle Eye” and the indie feature “Runt.” He also starred in the upcoming HBO series “Mrs. Fletcher.” “Descendants 3” is scheduled for release in August.

His spokesperson said Sunday that Boyce was also a philanthropist who used his celebrity to advocate for those without a voice, including the homeless. Last year, he was honored for his work with the Thirst Project, bringing awareness to the global water crisis and raising more than $30,000 for the organization to build two wells in Eswatini, formerly known as Swaziland, in efforts to bring clean drinking water to the region. In 2017, he received a Daytime Emmy Award with Disney XD for his participation in the series “Timeless Heroes_Be Inspired,” in honor of Black History Month. He appeared alongside his grandmother Jo Ann Boyce, one of 12 Black teens known as the Clinton 12 who were the first to integrate into public school in Clinton, Tennessee, according to his Disney Channel biography.

A Disney Channel spokesperson released a statement Sunday saying that from a young age, Boyce dreamed of sharing his artistic talents with the world and was fueled by a desire to make a difference in peoples' lives through his humanitarian work. “He was an incredibly talented performer, a remarkably caring and thoughtful person and, above all else, he was a loving and dedicated son, b r o t h e r,

grandson and friend,” the statement said. “We offer our deepest condolences to his family, castmates and colleagues and join his many millions of fans in grieving his untimely passing. He will be dearly missed.” Walt Disney Co. Chairman and Chief Executive Robert Iger tweeted Sunday: “The Walt Disney Company mourns the loss of (hash)CameronBoyce, who was a friend to so many of us, and filled with so much talent, heart and life, and far too young to die. Our prayers go out to his family and his friends.” Several of Boyce's costars reacted to his death on social media Sunday. Sandler tweeted : “Loved that kid. Cared so much about his family. Cared so much about the world. Thank you, Cameron, for all you gave to us. So much more was on the way. All our hearts are broken.”
