Covid-19 money benefits the homeless, but may run out

Oxnard-- During his report to the city council July 31, City Manager Alex Nguyen dispelled allegations that homeless Covid-19 money that didn’t reach the community. “All the Covid-19 money we’ve been able to receive thus far for the homeless has been spent serving the homeless community,” he said. “Some of those external funds coming from the feds, via the state, will be running dry. We’re figuring out the next steps there. There are some discussions about other

Council upholds planning commission decision to deny 7-11 on Saviers Road By Chris Frost chris@tricountysentry.com

Oxnard-- In its final meeting before the August recess, Jul 31, the Oxnard City Council unanimously upheld the Planning Commission’s decision to deny a special use permit for a 7-11 convenience store at 2900 Saviers Road. The developer owns the 7-11 property at 3280 Saviers Road, which operates with a type 21 alcohol license.
The proposal would have demolished an existing four-story office building at the corner of Channel Islands Boulevard and Saviers Road and open a one-story convenience store with 12 fuel pumps with improved landscaping and parking. The Planning Commission first heard about the project on Sept 19, 2019. and made a motion of intent to deny the project because the developer could not make all the findings to grant the special use project.
The request got continued until Oct 19, 2019, and the commission voted 4-0, with three commissioners absent to deny the project. The applicant filed an appeal on Nov 4, 2019, and that got continued for 60 days. On Jun 1, 2020, the applicant requested the city council hear the matter. How did you celebrate International Friendship Day? By Chris Frost chris@tricountysentry.com Oxnard-- In case you missed it, this past Sunday was International Friendship Day. That’s right; it was the day to celebrate friendship around the world.

O, let me ask, what did you do to celebrate friendship day? Were you nice to people? The J-Train is good at this. She always takes the time to compliment someone on their dog, hair, cute outfit, pretty earrings, whatever catches her eye. Of course, when she gets home, it is a different story. “Stop eating my mozzarella cheese, eating my pickles, snacking on my treat bars, and snoring in bed,” is a lot of our evening conversation. I tried to get in the spirit and didn’t once call her old what’s-her-face. That’s pretty good for me. I was kind, but somehow, it gets lost in translation. She’s a good sport and knew what she was getting when she married me. I went to the Ventura Botanical Gardens and, in true International Friendship Day spirit, let everyone come in and explore.

NEWS Oxnard City Council honors Fire Chief Darwin Base on his retirement By Chris Frost chris@tricountysentry.com
year,” Flynn said. “At one time, Base was the only state-certified trainer for the Pump Operator Apparatus Driver and was a state-certified hazardous material specialist.” During his tenure as chief, Flynn said Base led the department with a strong work ethic, dedicated to service. He taught strong interpersonal skills that he demonstrated to the city staff, his department, and in the community. “Chief Base, a faithful and fearless public servant, will be missed by those in city government,” Flynn said. In his comments to the council, Base appreciates the honor and told the audience that he’s been playing fireman since 1975, and since 1988, he’s been with Oxnard. “From that time forward, I’ve seen a lot of advancements within the department with strategies, tactics, and equipment, things that would keep my firefighters safe,” he said. “At the same time, it provided better outcomes for our residents.” Different roles, like dealing with hazardous materials response teams, he said, fell into the fire departments’ hands. “In 1988, when we had a traffic collision, and we had fluid on the ground, whether it was gas or any hydrocarbon hydraulics, if we didn’t put dirt on it, we flushed it into the storm drain with copious amounts of water,” he said. “At that time,

HIEF Base will leave his post and dedicate his time to being a fulltime dad and husband. Mayor Tim Flynn said the honor bestowed upon Base is well deserved. Chief Base began his career as a firefighter in 1988, and he rose through the ranks until he was named chief in 2016. “Chief Base’s rise through the ranks is only part of the story,” Flynn said. “He dedicated himself to the community and the fire department throughout his 32-year career. He served as lead captain for the fire academy training, and he was an instructor for Oxnard College’s Fire Academy Program. He was also the lead instructor for the emergency response team.” The list Flynn read was long and demonstrated Base’s love of the city and passion for his job. “He has been the recipient of numerous awards through his career, including firefighter of the

we started recognizing that it’s not good for the environment or good for you, health-wise.” A former interim fire chief, he respects spearheaded a hazardous materials response program in the city, and he jumped on board. “The way we had to do it was we did a kickstart by a spaghetti feed fundraiser at fire station one, which is where the new library sits,” Base said. “We invited the public out and said, man, am I working for a volunteer department or what? That clued me in on how the department ran. It was a thin budget then, as it is now, but it was a program that was necessary, going forward. It’s been grant-funded for the most part. The general fund injected some money into it to keep it alive.” He wanted to mention Measure E, which is on the ballot this Nov, and City Manager Alex Nguyen said he couldn’t fire him at this point if he spoke about the ballot measure. “I appreciate you putting that on the ballot,” Base said. “We’re putting it forth to the public to make a decision about what type of programs, amenities, and quality of life you want to have. I was excited about this because if it passes, it’s going to help a lot of our residents.” He appreciates Nguyen. “When we started talking about various programs and the cost of stuff, we talked about kicking the can down the road too many times,” he said. “I appreciate Nguyen. He’s kicked the hornet’s nest several times, and it’s good for the city because it helps us out. We’re taking a closer and deeper look. If this measure passes, he has a team in place that will benefit our residents in many ways. They’ll not only see trees

trimmed, medians cleaned, and the roads get done, but there will be enhanced levels of services for law and fire, and at the same time, different amenities for the public, as well, like parks you can take your kids to.” Base appreciates his firefighters. “I take a lot of pride in this department, and I grew up in this department,” he said. “Between my admin staff, support staff, and some of my firefighters, it does me well to sit back and see the accomplishments these individuals do. They don’t receive any acknowledgment, for the most part, but it’s who we are, we do it. I’m going to miss them. I thank you for allowing me to be your fire chief. It’s been an honor and privilege.” Nguyen said he’s worked with Base for only a couple of years, and he both respects and feels devasted by the chief ’s decision. “I can tell you how assuring it was for me, being a new city manager in this community, to have both of our chiefs to be such tremendous leaders who are steady and firm,” he said. “It’s going to be difficult for anyone to fill Darwin’s shoes. As his life continues, our life will too.” Nguyen gave him a copy of the resolution and a street sign that said, “Darwin Base Blvd.” Police Chief Scott Whitney said he and Base did not work together much. “We got promoted to chief at the same time, so I got to know him well,” Whitney said. “He’s a man of integrity and few words, but when he speaks, people listen. We’ve had some tough budget times over the last four years, but as Darwin said, we have two really good operational departments. We figure out how to get things done. Budget-wise, we’ve had some tough times, but Darwin has been a great chief for the city. We’re all going to miss you,
Darwin.” Mayor Pro Tem Carman Ramirez appreciates Base and has always bugged him about the city’s ability to respond to disasters. “All the times I’ve talked to Chief Base, it wasn’t about the virus or the pandemic, it was about the earthquake that we’re all still waiting for, and hopefully, it won’t come,” Ramirez said. “I’ve been so impressed with your foresight and planning. The last time I saw you was in the city manager’s office when I happened to be there. He was getting ready in early March for our city to deal with the pandemic. You had a plan and stuck to it. We’ve been safe in the city, and I want to thank you and your family for giving us this time. I wish you all the best.” Councilman Bryan MacDonald complimented Base and his entire department. “I had the distinct pleasure of working alongside Oxnard Fire for 30 years, and I have the utmost respect for you, your team, and your profession,” MacDonald said. “There are things that firemen do that I would not do. Dennis Phelps would offer me rides on that 100foot ladder. I never took him up on it because I knew Dennis Phelps, and I have a deadly fear of heights. I would be Jell-O on top of that platform.” He mentioned that running into a burning building is not high on his list. “It takes a special person to do that,” he said. “Chief, you are the epitome of those people. I wish you safe travels. If I can ever help you in the future, don’t hesitate to reach out.” Councilman Bert Perello shared his first meeting with Base, and Perello pointed out things the chief wasn’t aware of over a cup of coffee that Base checked out. “I was not surprised and expected him to do that, but he did it promptly,” Perello said. “He checked it out, got back to me, and said I was correct, and he hadn’t been informed of this.” He wished Base the best of times with his little girls and his wife. Councilman Oscar Madrigal thanked Base for his hard work and dedication. “I’ve only known you for four years, but I know that you’ve done so much for the city for a long time,” he said. “You come in day in and day out, and it’s admirable, everything n Darwin Base, see page 5

International Friendship Day got its start in Paraguay in 1958 and was promoted by the greeting card industry and celebrated on different dates by different countries. On April 27, 2011, the secretary-general of the United Nations declared Aug 2 each year as International Friendship Day. Anne Miotti read about the event and took advantage of the free day at the Botanical Gardens. She brought Apollo, who is a rescue dog she got from the Humane Society. “I had never heard of International Friendship Day before, so this is a nice surprise,” she said. “I’m glad we have one. We’ve wanted to explore the Botanical Gardens since the Thomas Fire. Today seems like the perfect day. Everything that is here was flattened, so everything now is a couple of years old. It’s all-new. Our son lives a couple of blocks away, and his apartment building was destroyed.” Robert Miotti called the trip a long flat walk, and he celebrated International Friendship Day by meeting new friends. “Not just human friends, but botanical friends,” he said. “Apollo was so excited to come on this walk that he grabbed his own leash, walked out to the car, and waited for us.” Alex Miotti lives in Los Angeles and adopted Apollo from the Pasadena Humane Society, the closest adoption center to his home. “We’re doing a little family friendship today, but now that I know it’s International Friendship Day, I’ll probably reach out to some people I have spoken to for
a minute,” he said. “We brought water for him (Apollo), and I brought a little portable hiking water dish for the trip. He gets thirsty too. He’s wearing a black coat.” Sean Leddie likes that the Ventura Botanical Gardens decided to take advantage of the day free on International Friendship Day. “When you get all the way to the top, it’s a nice view,” he said. “Today is my

birthday, so this is what Megan did for me. My heart rate is pretty high right now. It’s steep. I like how city hall is right there, and they get to look up at these gardens, which is cool.” Megan Siepler and Sean came to the gardens from Los Angeles and like the area. “This is a getaway for his birthday, and I saw this online, and thought it was beautiful,” she said. “We like to work out, get a nice hike in, and have beautiful views and pretty scenery. “ She plans a big cake for Sean later in the day. Because of Covid-19, Sean has worked from home for the last five months. “Tomorrow will be my first day back at the office with social distancing and wearing masks,” he said. Megan is a nurse, so she sees a “decent amount” of patients suffering from Covid-19. “Work is much different right now with having to wear the masks 24/7, test people for COVID, and see people suffer and die from it,” she said. “We have one specific floor in the hospital they go to if they have COVID and they can’t have visitors. There is only one visitor per patient allowed in the hospital right now.”

Enjoy your retirement.” Council Member Vianey Lopez appreciates her two years working with Base and recalled a neighborhood council meeting he attended with his two daughters. “Congratulations on your new job being home with your family,” Lopez said. “I wish all the best, and I thank you for your continued
leadership for so many years.” Councilwoman Gabriela Basua said she hardly got to work with Base but pointed out his retirement is well-deserved. “I hate to break this to you, but you are probably going to be working more in your retirement,” Basua said. “It’s definitely worth it, and your two daughters are going to remember dad being home and dad taking them to school. I’m sure your wife is going to appreciate all your hard work. It’s never-ending, and you’ll be lucky to get a few hours of sleep.” Flynn noted that Base is a
humble public servant. “When I first met you in my time with the city, and eventually, as you became fire chief, I was so taken back with how down to earth and approachable you are and how this feeling is transferred to another person,” he said. “You would do anything for anyone.” Flynn pointed out that he and Base are the same age. “You’re in great shape, which is admirable,” Flynn said. “I hope this next stage of this life is just as fulfilling. I respect you a lot.” City staff gave Base a standing ovation.

One thing to consider here is if I am downstairs, Daisy will follow. She knows full well that I will eventually head into the fridge. I do carry her to bed every night. If you are looking for an excellent example of friendship,
don’t watch the news. Trust me on that one. If I turn on the news, the J-Train leaves the room. Here’s a hint, compliment someone, it can make someone’s day. Share a funny story if you know one. The J-Train lets me talk, and most people look at her and say, wow, you must be a good sport. She is; my first wife ran from me, screaming. If you want to observe International Friendship Day, start simple. Turn to your significant other, smile, and ask if they are okay. Show that you still care.

In fact, all my neighbors are friendly. I don’t have the time to go out and hang around, and neither do they. We work and then putter around the house. On occasion, they’ll ask me what’s up in the news, and I’ll tell them. I love those conversations because when they express an opinion, it gives me context, and when I do interview someone, I can relate more than

the proposed 7-11 would operate 24 hours a day and sell beer and wine with a type 20 license for off location consumption. “The applicant seeks to close the business at 3280 Saviers Road and transfer the alcohol license,” he said. “The new SUP (Special Use Permit) will regulate the proposed land use of the proposed alcohol at the project. The applicant agreed to seize the sale of alcohol products for six-months at 3280 Saviers Road, ending the legal non-conforming use.” The applicant said the city presented no substantial evidence to support the planning commission’s finding. City staff responded and said it made a deliberate decision that was neither arbitrary nor capricious, and they denied the project to protect the public’s health, safety, and general welfare. “There was substantial evidence, and testimony was provided during the commission’s public hearing by the police report and 42 written and public comments that highlighted the crime in the immediate area,” Coyotl said. “The city found the project did not meet all the required findings of Oxnard City Code 16-531.” The appeal said the findings in the resolution contradict the evidence on the record. City staff responded and said the applicant’s point that a convenience store can be located at the location, by right, is not correct, and a special use permit is required for all the uses in the project. “Regardless of fault from either the existing operations or the proposed 7-11, there was substantial evidence presented to the planning commission by the Oxnard Police Department of operational problems within the existing 7-11 site, as well as the proposed site,” he said. “The police report outlines the proposed project location will have a crime rate 4.9 times higher than the average crime rate citywide and will be 61 percent higher than commercially zoned properties citywide.” The appellant was asked to submit a historic preservation report by a historic preservation consultant and declined to provide the report, so the commission could not make the CEQA exemption for an appropriate historical resource. “Since the project denial, the staff received a letter from the Long Beach Heritage Organization requesting the city to deny the appeal and request the appellant provide a detailed report by a qualified historic preservation consultant,” he said. “The appellant has submitted the historic preservation report, but the city has not had time to forward it to the Cultural Heritage Board for review.” Michael Gonzales spoke on behalf of the project and appreciated the staff’s position on the project and said
the applicant is not the same operator as the other 7-11 operator at 3280 Saviers Road, and he represents the property owner. “If this project moves forward, as a result of the 7-11 changeover, that operator will terminate the operation for such a period-of-time that will allow any non-conforming rights to expire before the license is transferred to the 2900 Saviers Road location,” he said. In the existing 7-11, Gonzales said people could purchase for outside use single bottles of alcohol that can be used for nefarious reasons. The proposed location would involve transferring the license and be subject to 187 conditions imposed by the city. The existing 7-11 has zero conditions. “No new ABC licenses are proposed, and it is a direct transfer of the existing license up the street to a better location that will be regulated by 187 conditions of approval,” he said. Gonzales said a gas station and convenience store is a good use for the site and is good for Oxnard with its current economic climate and a dire future, going forward. “When we went to the commission, Covid-19 wasn’t in our minds, and it has completely upended our world,” he said. “In some cases, it has brought us closer together, and in many cases, it keeps us a little farther apart when we’re next to each other.” Currently, 2900 Saviers Road is a vacant, unproductive, fenced-in property that generates very little tax revenue for Oxnard. “Our client, EDO is proposing a viable redevelopment of the property that will generate tax revenue, from a site that is not generating tax revenue in a bleak future when it comes to retail and commercial uses,” he said. “It’s a net benefit to the city at a time uncertainty is not just plaguing local government; it plagues everyone.” In the staff report, he said there were 250 comments generated from the local area that points to problems with the existing operation and lack of activity at the site and homeless attraction. “During the hearing, there was no new evidence presented,” he said. “It was a reiteration of the comments received prior to the staff report’s issuance. We had police officer testimony that said our situation would be better than the existing situation. The exiting location has zero conditions of approval, is highly unregulated, and our proposed operation will have 187 conditions of approval.” He said the new location does not put the health, safety, and welfare of the community at risk. “Leaving the current situation is more detrimental to the health safety and welfare than moving this license over to a brand new building, at a better location with 187 conditions of approval,” he said.
City staff did provide the firm with a letter from Long Beach Historic that said the property was historical, but Gonzales said no evidence supported that conclusion. “The historic resource has to be listed on a survey, and this resource is not,” he said. “The staff made a conclusion that they would support class 32 urban infill because the building was not historic, and the staff did not take the position at that time that the building is a discretionary resource, supported by substantial evidence.” Gonzales wants to be a good neighbor and part of the community, and the company plans to invest $1 million at the site and stimulate business activity in the area. The city will get approximately $350,000 in impact fees if they approve the development plus sales tax revenue. “We know these are tough times for everybody, and we know that we’re all in this together, and I believe it,” Gonzales said. “The only way through this pandemic is for us to work together cooperatively. Our client is willing to donate $500,000 to the city’s Covid-19 relief fund, or homeless relief fund because we want to be a good neighbor. That would be done at the groundbreaking for this project.” Gonzales said upholding the denial means the company will file a writ of mandate inquiry to see if there is evidence that supports the findings. During public comments, James Aragon called the situation disheartening since the staff initially recommended approval, and then, something happened. “I’ve been walking the city for weight loss, and it’s so disheartening to walk Saviers,” he said. It’s so blighted, and there are some things the city should be doing. If the 7-11 is causing so many problems, the city should shut it down. The owner of that commercial building doesn’t care, and that area is terrible.” Chris Hernandez has lived in Oxnard his whole life and said the project is a bad idea. “I know that area pretty well; there are transients all over the area,” he said. “Some of them hang out at the Channel Islands Liquor Store, and some hang out at the drug store right around the corner. If 7-11 gets built, they’re all going to want to hang out at the new 7-11. Especially if there are going to be 12 pumps, which means more people to beg from.” Shirley Godwin said the developer does not understand South Oxnard and how the residents feel and care about their community. “Right across the street at the Chevron gas station, there was a large turnout when they wanted to have alcohol at the mini-mart there,” she said. “It was denied based on the residents’ comments, and there is a full liquor store right behind the
location. During Council Comments, Vianey Lopez said she is concerned about the impact the project will have on South Oxnard. “There is a lot of concern about this,” she said. “I recognize there is great need, and we need to revitalize these areas in South Oxnard. We need to listen closely to our residents and families. Those who have lived here for so long, they know what the need is. I am not convinced that this project will contribute to success in this area.” Councilman Bert Perello took comments Gonzales made before the public comments as threats. “One sounded as it was almost a bribe,” Perello said. “The other one was, well, we know what the next stage will be. You’re representing your firm, and I would not hire you, but that is not my call.” When he was with the police department, Councilman Bryan MacDonald said he was a special project sergeant and he reviewed liquor licenses on behalf of the police department and imposed conditions. In the late 90s, he worked with 7-11 and said they were fantastic. “Fast forward to a few years ago, and I went into a 7-11 gas station a few blocks from my house,” he said. “It’s a franchise, and people have to understand the relationship between a franchisee and a franchisor. The franchisor controls the operation of the business. When I walked in, I noticed that a lot of the conditions imposed were being ignored.” He was on the team that wrote the original conditions. “I went inside the store, and the music was so loud, I couldn’t hear myself think,” he said. “The clerk was having a heated discussion in the store and ignored everything else going on. It was unpleasant, and I was bothered by the event.” He called, complained, and the corporation apologized and offered him coupons for gifts. “I don’t want coupons and gifts,” he said. “I want someone who’s going to be a good corporate neighbor. They had another franchisee come in, and it was good for a while, and it’s gone back to almost the same condition. I want someone who is going to be a good community fit, and this is not going to be a good community fit.” Mayor Pro Tem Carmen Ramirez said the applicant can appeal the decision made by the planning commission and the council must hear the appeal. “I am going to vote to uphold the planning commission’s decision to deny the applicant,” she said. “I understand, Mr. Gonzales, that you have to try and make a case for the applicant, but our community has rights. It’s disturbing when a company wants something and they make a generous donation. We’d like to think
it’s out of the goodness of your heart. I hope that’s true. Other entities used to want to get permits, and it used to be okay to sweeten it with a donation to the city or a charity. We can’t operate that way.” Councilwoman Gabriela Basua thanked all the speakers, as all the council members did, and she believes that South Oxnard has been neglected for years. “When you go through that area, you see the despair the streets and alleys are in,” she said. “The trash is all around. I’m not saying it’s getting better, but there are a lot of people invested in South Oxnard, including myself. It is a slow process. I heard from a speaker who said the council is now saying yes to everything, even though the representation is not there. I disagree with those comments. I don’t see how a 7-11 can help this area.” Councilman Oscar Madrigal said 7-11 on Saviers, the current site, got robbed in the last 30 days. “I looked at the ABC website for the number of liquor licenses in the 93033-area code, which is South Oxnard, and came up with 34, although two of those licenses are suspended.” He said there is much more that can be built there to benefit the community. “I looked at the intersection of Channel Islands Boulevard and Rose Avenue, and they used to have a Fresh & Easy there,” he said. “When it went out of business, it hurt that area. It was vibrant, and now, if you go through it, it is in tough shape.” He said the area and city face difficult times ahead. “The way everything works is the city can’t magically say they’re going to build a Trader Joes on the corner of Channel Islands and Saviers,” he said. “The city does not have the money to build a sports complex. If this project is unsuccessful, we are going to have that building for a couple of years. It’s going to be empty. Mayor Tim Flynn said the irony of the situation is the developer wants to rebuild and reinvest in a part of the city that needs to be uplifted. “Does this corner of Channel Islands Boulevard and Saviers constitute revitalization of this corner and neighborhood in South Oxnard,” he said. “I’ve seen a link where there are areas with a consistently high rate of crime, a higher rate of poverty, and the conditions are not what they should be.” The area is in economic decline, he said, and this is the type of business proposal that comes forward. “Normally, if someone is willing to reinvest and rebuild in the community, how do you deny that,” he asked. “If it’s not consistent with the revitalization of the area and gets community buy-in. People in South Oxnard are yearning for far more.”

NEWS Port Hueneme Police arrest assault with a deadly weapon suspect Port Hueneme-- On July 17, 2020, at approximately 1:30 a.m., the Port Hueneme Police Department was notified by St. John’s Hospital staff about a stabbing victim that arrived in the Emergency Room.

HE victim advised investigating officers that he was sleeping in a vehicle on Hemlock Street near Seaside Drive when he was woken up by a male subject later identified as Jesus Sandoval, born Feb. 26, 2002 Sandoval gained entry into the victim’s vehicle and began beating him. Sandoval then pulled
the victim out of the vehicle and continued to assault him on the ground. During the attack, Sandoval pulled out a knife and stabbed the victim one time in his lower back. Sandoval then fled the scene. Officers were patrolling the area, and within a short time, they conducted a traffic stop on a vehicle in the 2600 block of Victoria Avenue. While contacting the occupants, officers observed a semi-automatic handgun inside the vehicle. The occupants were all detained, and a search of the vehicle was conducted. A loaded 9mm semi-automatic handgun was found next to a knife with blood on it. Officers arrested the four occupants of the vehicle for various charges including:

Doctor Arrested for Sexual Assault
Oxnard-- On Aug 5, 2020, at about 8:00 A.M., after an eight-month-long investigation, investigators from the Oxnard Police Department’s Family Protection Unit and Drug Enforcement Unit arrested 73year old Newbury Park resident, David Michelson. Mr. Michelson is a cosmetic surgeon in the City of Oxnard. Doctor Michelson was arrested for sexually assaulting one of his patients during a medical exam. The victim was a patient of Doctor Michelson at Michelson Cosmetic Surgery. During an appointment, the victim alleged that Doctor Michelson digitally penetrated and orally copulated her breast.

The Oxnard Police Department’s Family Protection Unit investigated this case. At the completion of the investigation, investigators presented the case to the Ventura County District Attorney’s Office for review. The Ventura County District Attorney’s Office filed the case, and an arrest warrant was issued for Doctor Michelson. He was arrested for two counts of Digital Penetration, and one count of sexual battery. Doctor David Michelson was booked into the Ventura County Pre-Trial Detention Facility on a bail amount of $100,000. William Clay arrested for possession of a controlled substance for sale Ventura--During several months of investigation, detectives from the Ventura Police De partment Street Crimes Unit identified 63-yearold Ventura resi dent William Clay as a subject selling illegal drugs in Ventura. On July 28, 2020, detectives located and detained Clay and served a search warrant at his residence. Du ring the search warrant, SCU de tectives found a large quantity of methamphetamine and a large amount of currency inside Clay’s home. As a result of the investigation, William Clay was arrested for possession of a controlled substance for sales. Clay was transported and booked at the Ventura County Jail. A search of the Ventura County Superior Court shows that William Clay has prior convictions for possession of a controlled substance, under the influence of a controlled substance, and possession of drug paraphernalia.
Port of Hueneme Lands $1.68 million FEMA Grant Funds for state-of-the art access controls & smart surveillance technology Port Hueneme--The Federal Emergency Management Agency (FEMA) announced that the Port of Hueneme has been awarded $1.68 million in the Port Security Grant Program FY20 Funding Cycle. Aimed to achieve the goal of a secure and resilient nation, the funding will aid the Port in modernizing their security, including improvements to the main gate entrance, and upgrading the Port’s CCTV surveillance system with cutting-edge technology. This year’s grant is the largest security grant the Port has received in its 83-year history. “I would like to thank our

It will help you locate federal, state and private benefits programs that can assist with paying for food, medications, utilities, health care, housing and other needs. This site—created by the National Council on Aging— contains more than 2,500 programs across the country. To identify benefits, you’ll first need to fill out an online
questionnaire that asks a series of questions like your date of birth, ZIP code, expenses, income, assets, veteran status, the medications you take and a few other factors. It takes about 15 minutes. the court found that the county was within its rights to exclude certain forms of bonus pay and overtime when determining the future pension calculations of current employees. Pension hawks have long derided “pension spiking” — artificially boosting retirement benefits by evoking sick leave or running up overtime just before retirement — as abusive. The court agreed. But the Supreme Court stopped short of out-and-out nixing the California Rule. In the 90-page opinion written by Chief Justice Tani Cantil-Sakauye, the court found that “closing loopholes and preventing abuse of the pension system” was consistent with state law that otherwise makes n Court bans, see page 9

SENIORS 805 I love a mystery when it’s a mystery Dr. James L. Snyder Because of the situation we are in these days, the Gracious Mistress of the Parsonage and I have spent some significant time watching mysteries. We enjoy a mystery movie. I have always loved mysteries. I have read all of the Sherlock Holmes stories by Arthur Conan Doyle. I have read the Father Brown stories by G. K. Chesterton. And, don’t forget Agatha Christie with Hercule Poirot and Miss Marple. What wonderful mysteries created by these authors, and I have enjoyed reading the books as well as watching the movies based on these books. I especially like those stories where the mystery is a challenge to figure out until the very end. That keeps me on edge as I follow the story. Usually, I figure out wrong. I would never make a great detective; that is for sure. The person I think is guilty is often the most innocent person at the end of the story. However, I keep trying, and I enjoy figuring out who the guilty person is. That is not the case with the Gracious Mistress of the Parsonage. Yes, she enjoys these mysteries as much as I do, and we enjoy watching them together. Only there is one difference between us. When people say everybody is equal, they obviously have not met the Gracious Mistress of the Parsonage. If there is ever a day, I thought I was equal to her, that was
the worst day of my life. No matter what the problem, she can solve it. She solves problems while I, on the other hand, have a talent for creating problems. A few nights ago, I got up in the middle of the night to go to the bathroom, as I normally do 150 times a night. As I left the bathroom, I slipped and grabbed hold of the towel rack on the wall. I do not have to tell you what happened. There was this loud noise, I crashed to the floor, and then the voice from the bedroom said, “What have you broken now?” It certainly was not a mystery because she knew exactly what had happened before it happened and how she does that; I am not sure. She went to the bathroom, saw
the mess I had made, simply shook her head, and went back to bed. The next day, of course, she fixed it—no mystery about that. If my wife cannot fix it, our house’s motto is, it cannot be broken. Getting back to those movie mysteries. For example, the other night, we watched this fascinating mystery, “The Midsomer Murders,” a British production. The program began with a murder. The murderer is not revealed at the beginning, and the rest of the program is trying to solve that mystery of who murdered that person. When we start watching these kinds of mysteries, I try to get ahead
of the story and guess who the murderer is. I want to get it before my wife figures it out. As soon as I think I have figured it out, I present it to my wife. “That man right there is the one who committed the crime.” No sooner do I say this when across the room comes a mysterious little chuckle. I know where it’s coming from, and so I look at her and say, “Do you think I’m right?” Of course, I’m waiting for an affirmative answer. “No,” she says, chuckling, “it’s that lady there in the blue dress.” There was just no way possible that that person could have been the one to commit the crime. None of the evidence in the story pointed to her. I laughed at her and said, “Oh, you got that one wrong.” “Do you want to bet,” she said, staring at me? I laughed and said, “I sure do, because I’m right this time.” “What do you want to bet?” She challenged me. “How about a quarter?” She looked at me, slowly shook her head, and then put forth this proposal. “If I win, you will have to give up eating apple fritters for a whole month.” That was her proposal. “And if I win,” I said back to her, “I get to eat an apple fritter every day.” We both agreed to those terms, and both of us were smiling. I think

was between the court’s longstanding precedent and a 2012 law signed by Gov. Jerry Brown called the Public Employee Pension Reform Act. That law placed new restrictions on the types of pay that can be factored into an employer’s final retirement pension calculations.
she thought she had her wager in the bag. Whereas I knew, I had it down pat. As we continued watching this mystery, the lady in the blue dress seemed to be out of the picture. The man I picked out seemed to collect more evidence to put him in a sure place of conviction. I was smiling, and I would glance at her and see she was smiling back at me. In the last scene, everything seemed to turn. All the evidence that pointed to my person fell through the floor. Suddenly, the lady in the blue dress appears to be the murderer. Evidence after evidence piled up in her direction until finally, she was arrested. “Well,” my wife said a little more dramatic than I appreciated, “I guess you’re giving up your apple fritters for the next month.” Then, she laughed. I thought about what Solomon said, “Whoso boasteth himself of a false gift is like clouds and wind without rain” (Proverbs 25:14). I believe the biggest mystery in life is with the person who thinks they know everything.
Public-sector unions have spent the last eight years arguing that that the law violates the California Rule. Today’s ruling squared that circle by arguing that while the California Rule requires Alameda County to replace any benefits stripped from employees with something of equal value, in this case, the benefits “should not have been available to county employees in the first place.” “The court has kind of had its cake and eaten it too,” said Gregg Adam, a labor lawyer who has argued pension cases on behalf of unions before the court. But in opening a crack in the California Rule, however narrow, the decision is likely to invite more litigation and legislation. Those concerned about rising public pension costs are likely to ask, “What did we get away with in (the act) and how can we push the envelope next time?” said Adam. “It’s probably great news for pension lawyers.”

If you are not a fan of onion, sub out red, orange, or yellow bell pepper. Like more spice, add a finely diced jalapeño or serrano pepper. Want more depth of flavor, add a ½ tsp of cumin. State of the City address focuses on powering through the pandemic and growing By Chris Frost chris@tricountysentry.com Oxnard-- The 2020 State of the City Address, given by Mayor Tim Flynn, July 30, was filled with a bright future, dampened by Covid-19.
T
HE event, hosted by the Oxnard Chamber of Commerce, went virtual this year because of social distancing requirements, but it came off with no problems. Chamber Chief Executive Officer Nancy Lindholm welcomed the attendees, thanked her sponsors who made the event possible, and told the group that the chamber hosts the speech each year to celebrate successes and learn about challenges that businesses and job creators face. “We appreciate local government listening to our collective voices and hearing the challenges that businesses have starting up, maintaining a workforce, or expanding to bring more opportunities to our residents,” she said. Flynn thanked the group for tuning in and mentioned that everyone is living in unprecedented times. He assured the group that the City of Oxnard is doing everything it can to get through the pandemic, that they will prevail, and the economy will rebound. His talk centered around rebuilding, reinvesting, and revitalizing the city, which is more critical now because of the challenges Oxnard faces caused by Covid-19. “Let’s start with the coronavirus, and I know about 150,000 Americans have succumbed to this pandemic,” he said. “It has caused us to enter into an economic recession. A lot of times, mayors don’t like talking about bad news, and they only like to talk about the good parts.” The June figures had just come out, and he said the economy shrunk in the second quarter by 9 percent. “That would be a 32 percent decline over an annual basis,” Flynn said. “We’re in an economic recession, and the goal is to get out of that economic recession, and you, as business owners, want to know what we are doing here locally.” Flynn said the city is focused on helping businesses reopen safely and have employees return to work in a safe environment.
“The pandemic caused a statewide crisis, which has affected California as much as the rest of the nation,” he said. “We had a real crisis before entering the pandemic with homelessness, and we are working hard to face many of the problems that face us, not just homelessness.” The city has a history of unsustainable spending, he said, and for the first time since Flynn took office, Oxnard had to layoff workers. As the city enters into the fiscal year 2020-2021, the general fund budget passed sits at $140 million in a city with almost 250,000 people. “Our revenue should be almost $200 million,” he said. “Yor success means our success, and if we are almost $50 million short each year to provide essential services to the public, making sure that business and getting people back to work is the number one priority.” As the pandemic reached through Oxnard, the city distributed meals to many people, for the public at large and seniors. “One of the ways we were able to repurpose restaurants and those places that had to close because of the pandemic is through contracts to provide those senior meals,” he said. “In particular, we provided support to local businesses, and some of you are recipients of that support. We tried to help businesses navigate through all the various aid packages. That included helping and guiding employees apply for their unemployment benefits.” The city launched a free antibody testing site with Abbot Laboratories and Saint John’s Regional Medical Center, supported by UCLA Health. “That took a lot of innovation by the fire department,” Flynn said. The latest count shows 1,600 homeless in Ventura County, with two-thirds of them living in Oxnard and Ventura. Both cities have shelters and are doing their best to address the homeless crisis.
“We have a temporary 24-hour shelter at the National Guard Armory,” he said. “In the past, the armory was only open for three months, during the winter months, and it serves up to 100 homeless individuals. It’s now a 24-hour shelter, so they are no longer asked to leave at 6 a.m. It didn’t matter in the winter months, no matter how cold and rainy it was, people were asked to leave.” Most impor tantly, Fynn said the city decreased the unsheltered population from 455 people to 379 people. “We placed 76 of those people in housing,” he said. “I did an opening in South Oxnard for a veteran’s home, and one of the individuals who spoke was a veteran who was homeless, and now, he has housing.” Additionally, he said six Oxnard Police Department officers were assigned as homeless liaison officers an assisted with encampment issues. “Because of the inordinate concentration of homeless downtown, specifically Plaza Park, the city council took action to not allow encampments in the downtown area,” he said. “Doing business in downtown has improved, but we still have a long way to go.” The city is in the process of creating a permanent homeless shelter, which the City of Ventura also has. “They are going to house 55 people on the bottom floor, and on the middle floor, we are going to have social service agencies, including mental health, to help people directly,” he said. “This is an important thing to say. Homeless shelters and permanent housing should not be a handout; it should be a hand up. We have up to 700 homeless people in the City of Oxnard; it is my intention, the city council’s intention, and the government’s intention to get them
whatever help they need.” Flynn turned his focus on the city’s finances, and he said people question the city’s intent to live within its means while running deficits. “Expenses are going up disproportionate to the revenues we have,” he said. “In addressing those deficits, we had to make cuts, and they were painful. Mayor Pro Tem Carmen Ramirez said one of the most difficult challenges she’s ever faced in the time she’s served on the city council was making those cuts.” The city brought in auditors, and they’d never seen so many findings. “A lot of the findings had a lot to do with the lack of internal controls,” he said. “The recent auditors’ report says we have no material weaknesses for the first time since 2014. That’s a vast improvement.” To rebuild Oxnard, Flynn said the county and city leaders must be
involved. “We need to involve the community early on,” he said. “The community and civic engagement are so much of a part being good government and moving the economy in the right direction. Through leadership, it’s about forming more partnerships with the county, city, the non-profits, and the business community. We need to focus on those partnerships to rebuild this economy.” Flynn showed the viewers a nice picture of Fisherman’s Wharf, but the reality is that it’s been declining for 25 years. The city council rejected a plan to redevelop the wharf because it did not have community support. “My top economic development objective is to get this Fisherman’s Wharf back on track,” he said. “The county is now doing it right, and they are going to start involving the community as early as Sept and try to have a plan working with businesses,

HEALTH California officials report first virus death of a child By Kathleen Ronayne SACRAMENTO (AP)— California health officials reported the state’s first coronavirus death of a child on Friday, saying the victim was a teenager who had other health conditions.
T
HE death occurred in the Central Valley but officials at the state Department of Public Health released no other details, citing privacy rules. The Central Valley is the state’s major agricultural region and recently has become one of California’s hot spots for the virus. It’s extremely rare for children to die of the coronavirus. As of mid-July, the Centers for Disease Control and Prevention said 228 children had died of the disease in the U.S., less than 0.2% of the nation’s deaths. In California, more than 9,000 people have died from the virus, and three-quarters were 65 and older. Only about 9% of California’s half-million confirmed virus cases are children, and very few have suffered conditions serious enough for hospitalization. Scientists still aren’t certain why children don’t seem to be as
seriously affected by the virus as adults. In March, Los Angeles County officials said a 17-year-old boy died of the virus. At the time it was believed to be the first death of a child, but days later local health
officials walked back the initial finding, saying it was possible he died from something else. County health officials said the case would need to be evaluated by the Centers for Disease Control. Rex Parris, the mayor of
Lancaster, said the boy from his city and died from septic shock after being admitted to the hospital with respiratory issues. How likely children are to contract and spread the virus is a key question as leaders in California and elsewhere determine if and how to safely reopen schools this fall. Most California counties are now on a state monitoring list because of rising virus cases and and may not reopen schools for in-person instruction until they are off the list for 14 days. Statewide, 96 people died during the past 24 hours, according to figures released Friday. Cases are increasing by the thousands each day, but the curve appears to be flattening. The average number of new cases per day over the past week was 8,322, compared to 9,881 in the previous week. The percentage of people testing positive has dropped to 6.5% over the past seven days, compared to 7.2% over the past 14 days. For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some— especially older adults and people with existing health problems— it can cause more severe illness, including pneumonia, and death.

Los Angeles protesters demand rent cancellation amid virus LOS ANGELES (AP)— Demonstrators who gathered again Sunday outside the home of Los Angeles Mayor Eric Garcetti called on the city to cancel rents for people finding it hard to make ends meet as the coronavirus pandemic ravages California’s economy. Tenant rights activists statewide have for weeks urged leaders to take additional action to prevent Californians from losing their apartments and falling into homelessness as expanded unemployment benefits expire while virus cases continue to surge. The state court system is considering lifting its emergency restrictions on processing eviction cases later this month, the Los Angeles Times reported. Since March, the pandemic has caused millions of Californians to lose their jobs. California has tallied more than a half-million confirmed virus cases, with more than 9,220 deaths. The number of infections is thought to be far higher because many people have not been tested, and studies suggest people can be infected with the virus without feeling sick. For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some—especially older adults and people with existing health problems—it can cause more severe illness, including pneumonia, and death. Three people were arrested and two were cited during a protest Saturday outside Garcetti’s home west of downtown Los Angeles, the Times reported. The mayor’s office didn’t immediately comment. Hundreds of demon strators demanded the city impose a blanket ban on evictions, cancel rents and commandeer hotels for homeless people.

“Relic” By Bob Garver
being a horror movie, it’s also possible that she’s the only one who knows what’s really going on with the strangeness of the house. Although this film is Australian (good luck understanding some of the dialogue through the accents), it takes a sharp-turn into Japanese-style horror at the end. It all has to do with the process of grieving, whether over the actual loss of a loved one to death, or the non-literal loss through Alzheimer’s. But boy, does this movie have a freaky way of symbolizing this theme. The ending of this film is gross and disturbing, and at the same time, tender and touching. It’s an excellent sequence, I just wish the film had done a better job of leading up to it. “Relic” prides itself on being a “slow burn” horror movie, but I say it’s just bad at being scary for the first hour. It tries to wring jump scares out of mundane things like faucets being turned on and clothes being pushed out of the way. The film’s defenders will say something about how these scenes establish that the house itself is scary, but the real explanation is that the film senses it’s losing its audience, so it needs to throw in jump scares whether they make sense or not. As for the characters, Kay and Sam aren’t very interesting. At least Edna is sympathetic in some scenes, chilling in others, but always compelling. It’s a slog to get to the rewarding ending of this movie, and that rewarding ending is coming, but it’s so little fun getting there that I can’t recommend this movie overall.
If you like haunted house horror movies, I’ve got good news and bad news. The good news is that “Relic” is much better than “You Should Have Left,” that awful Kevin Bacon movie from last month that is very likely to wind up as my choice for Worst Movie of 2020. I mean it, if you like things going bump in the night and disorienting houses with weird dimensions, this is the superior film. The bad news is that “superior” is relative. Just because I think “Relic” is better than that assault on my brain cells doesn’t mean I’d go so far as to recommend it.

HE story sees the emotionally distant Kay (Emily Mortimer) and her daughter Sam (Bella Heathcote) summoned to the spacious home of Kay’s elderly mother Edna (Robyn Nevin) because the old woman has gone missing. The police are called and there’s community-wide worry, but Edna pops up in the house a few days later like nothing happened. It’s great that she’s okay (apart from a black bruise on her chest that looks suspiciously similar to mold gradually overtaking the house), but Kay and Sam are now faced with the task of making sure Edna doesn’t go wandering off again. She’s not mentally fit to live on her own, the nearest nursing home is too depressing, and Kay’s career doesn’t allow her to give her mother the full-time care she needs (despite Sam’s insistence that it’s her daughterly duty). Kay and Sam agree to stay at Edna’s house until they can figure something out. Everything worsens – Edna’s dementia, the tension between Kay and Sam, suspicious

shadows and bumps in the night, and of course the mold. Most notable is the deterioration of Edna, both mentally and physically. The bruise on her chest grows until it could be mistaken for a shirt,
and she’s suffering additional cuts and injuries that she may be inflicting on herself. Speaking of her behavior, she nearly tears off Sam’s finger snatching back a ring that she herself had given her, is so
scared of her surroundings that she makes Kay check under the bed for monsters, and gets rid of old photos by burying albums in the yard and eating the pictures. She’s drifting away from her loved ones, but this

HE committee a p p r o v e d an amended resolution for seawall funding in Mandalay Bay and committed to 50 percent funding unanimously. The city staff will work with Mandalay Bay residents and iron out all the details of the funding mechanism. The discussion brought out a heated debate, as the city got accused of stonewalling residents and expecting them to do what the city wanted to do with no input.

That is an advance forward.” Flynn wants to see some progress made on the 50 percent cost side and leave the CFD (Community Facilities District) issue alone for now. “Let’s do exactly what the city manager said,” Flynn said. “We need to work with the community and vett this further. It has been timeconsuming, and I want to thank the staff for the amount of time they put into this. tagged. The assessment for those homes is going to plummet, and people will ask for reductions in their taxes. It’s a tremendous source of income for the City of Oxnard. This is something that we can’t continue to bury our heads in the sand, which is something, I believe, that has happened for far too long.”

Fast forward to 2020, and you don’t see the traffic, and there are plenty of for lease signs, which means empty storefronts. He met with City Manager Alex
Nguyen and the rest of the council to discuss what the city will look like after it gets rebuilt. The city plans to redevelop north and south of Plaza Park and create an environment that inspires people. “Mr. Nguyen was able to attract a high caliber developer from the Bay area,” he said. “The developer spent a lot of time and money to develop the old social security building. Unfortunately, the pandemic
sidelined their intention to develop downtown Oxnard. Right now, that’s no longer a viable project. The project is still viable, but this developer has opted out. We’re looking to reattract them and get them back to Oxnard. They have to refocus and decide what they are going to do.” A key selling point is the transportation center downtown. Flynn said the public transportation system in Oxnard and Ventura
County is underutilized. “We have the best transportation system anywhere in the tri-county area,” he said. “The transportation system is underutilized, although commuter trains are going to downtown Los Angeles each day. We’re looking to attract people with disposable incomes to downtown, so they can use the transportation center and go to places like Burbank and Los Angeles.”
One project that is moving forward is the Billboard Lofts at 800 South A Street, which is a five-story podium building with 55 apartments, and 44 of those will be market rate, and there will be six affordable units. “They’re all going to be condominiums,” he said. “I am excited this project is going to be moving forward.” This story will continue on Aug 14.
estimate from city staff,” Handy said. “If Ventura has not received any projected cost information, they feel Oxnard is not interested in working with Ventura to the mutual benefit of these cities.” Nguyen responded to the allegation sharply. “If you want to know what was said, go watch their meeting,” he said. “Just like anyone can watch our meetings after the fact.” Before the pandemic, Nguyen had discussions with the Ventura City Manager to see where they can partner. “As a region, we can be effective, efficient, and we can save rate-payers money in the long run,” he said. The city also approved an order
for locals businesses to use outdoor space, if they have it, to conduct business. The order complies with the state and county public health order; the city will have permits available for any business looking to utilize outdoor space, so they can keep their business open. “In keeping in compliance with the state orders, the county, district attorney, and the public health officer and code enforcement in the city need to enforce a little bit more vigorously on businesses who stay open, which we support,” he said. “That’s as long as they do it according to the health guidelines.” In some instances, he said some people do not follow the guidelines and endanger the employees, customers, and the community. “Let me make this clear; the
county and city will step up their enforcement,” Nguyen said. Nguyen did secure $1.8 million in city employee givebacks, after discussions with the city bargaining units. “We will bring a short-and-sweet budget revision to the council in Sept, so we can make it part of the official council policy/budget,” he said. “It’s going to start now, but we’ll bring that back in the first meeting, this Sept. We are grateful to all our employees who understand the economic circumstances in the city, county, state, and country.” Councilman Bert Perello said the original giveback total was higher, and some unions did not want to help. Nguyen said he would bring a full update back to the council in Sept with all the details. In Oxnard, 1,300 received funds from the Paycheck Protection Program, which was part of the
CARES Act, passed by Congress. “In terms of the county’s business assistance program, over 1,000 businesses have been successful in getting through that application process,” Nguyen said. “With the temporary business use expansion, so far, we’ve received applications from 38 restaurants, as well as 19 hair salons, nail salons, and gymnasiums. If you have the space available, and that is a way to keep your business open, please get these permits. During this pandemic, we have inspected over 1,400 businesses, and I’m happy to say that the overwhelming majority of them comply with the public health orders.” Gold Coast Transit is adding a new bus route along Ventura Road in Oxnard, he said, and the information is available at the Gold Coast Transit website, goldcoasttransit.org. “I believe this is good news; there is a new bus route in Oxnard,” Nguyen said.

ENTERTAINMENT Review: Beyoncé’s ‘Black Is King’ is supreme Black art By Mesfin Fekadu EVERYWHERE-AT-ONCE (AP)—King Beyoncé’s new film takes you on a journey of Black art, music, history and fashion as the superstar transports you to Africa to tell the story of a young man in search of his crown, matched to epic songs she created while inspired by “The Lion King.”

HE voyage feels even more special during the current state of the world, as the Black experience has been looked at closely in the wake of the many deaths of Black people, and the Black Lives Matter movement that continues to protest racism and inequality. And for those of us who have been stuck in place for months because of the coronavirus pandemic, the voyage and escapism are welcomed. In “Black Is King,” which debuted Friday on Disney+, Beyoncé continues to dig deep into her roots and share her
discovery with the world, like she did on the sweet masterpiece “Lemonade.” Black pride is the center of the film, with African artists strongly represented, as Beyoncé shares her stage with Tiwa Savage, Wizkid, Mr Eazi, Busiswa, Salatiel, Yemi Alade, Moonchild Sanelly and more. They add a great deal of energy and beauty to the film—through lyrical delivery, eye-popping and sharp choreography, and bright and elegant costumes—bringing the songs from “The Lion King: The Gift” to life. That album was inspired by the time Beyoncé spent voicing the character of Nala in the latest version of “The Lion King.” Audio from the animated film are included, but it’s the newer passages that truly resonate. “When it’s all said and done, I don’t even know my own native tongue. And if I can’t speak myself, I can’t think myself. And if I can’t think myself, I can’t be myself. And if I can’t be myself, I will never know me,” a man says. “So Uncle Sam, tell me this, if I will never know me, how can you?” Powerful. Later in the film, Beyoncé says:
“We have always been wonderful. I see us reflected in the world’s most heavenly things. Black is king. We were beauty before they knew what beauty was.”

That leads into “Brown Skin Girl,” as Naomi Campbell, Lupita Nyong’o and Kelly Rowland— queens that Beyoncé name-drops on the song—make appearances
alongside other black and brown women and girls in a deep celebration of melanin, diversity and sisterhood. Beyoncé singing “because you’re beautiful,” faceto-face with Rowland, could induce tears. “Black Is King” also highlights music’s royal family: The Carters. Jay-Z makes a stunning appearance on “Mood 4 Eva,” while 8-year-old Blue Ivy steals the spotlight every time she appears on screen. Tina Knowles as well as Sir and Rumi Carter— who the film is dedicated to—are also present. It’s a family affair, with musical cousins—both familiar and on the verge—part of the safari ride. “Black Parade” plays as the credits scroll at the end of “Black Is King,” and the song title could be the best way to describe the film: a procession into Beyoncé’s black liberation. OK, now let’s get in formation. “Black Is King,” a Walt Disney Studios Motion Pictures release, is rated TV-14 by the Motion Picture Association of America. Running time: 85 minutes. Lena Dunham says her body ‘revolted’ under COVID-19 LOS ANGELES (AP)—Lena Dunham says her body “revolted” in a debilitating month-long struggle with COVID-19. The 34-year-old creator and star of “Girls” gave a detailed account Friday on Instagram of what she said she experienced after testing positive for the coronavirus in midMarch, just as much of the nation was shutting down because of the pandemic. “It started with achy joints,” Dunham writes, “then the pain was joined by a crushing fatigue. Then a fever of 102. Suddenly my body simply revolted.” She went into isolation and felt severe symptoms for three weeks, she said. Dunham said she was treated by a doctor in her home and she did not have to be hospitalized, and said she knows she is lucky to have exceptional health care and flexible work. She tested negative after a month and was able to see people in her inner circle again, but said
she is having lingering problems. Dunham is a native New Yorker, but did not say where she was when she contracted the disease and went into isolation. She was the lead writer and star of the HBO series “Girls” from 2012 to 2017 and is working on a film adaptation of the young adult novel, “Catherine, Called Birdy.” Dunham said she was reluctant to tell her story, but felt compelled to after seeing the carelessness with which so many are treating social distancing and mask-wearing. “When you take the appropriate measures to protect yourself and your neighbors,” she writes, “you save them a world of pain.” For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some— especially older adults and people with existing health problems—it can cause more severe illness, including pneumonia, and death.
