Benefits the DRAGG program By Chris Frost chris@tricountysentry.com Oxnard—The Oxnard Police Department's Third Annual Car Show benefitting the DRAGG (Drag Racing Against Gangs & Graffiti) Program filled downtown, Aug. 25, with people having a great time, hearing good music and enjoying the day.

HE show continues to grow each year as over 200 classic cars took part in the event. Attendees also got the opportunity to dunk a cop in the dunk tank with all the proceeds going toward the DRAGG program and the Oxnard Explorers. Sergeant Charles Woodruff ran the DRAGG program booth and said everybody knows the DRAGG program is a youth after-school automotive program. "We have high school kids who come to our classes after school," he said. "They do projects, work on auto instruction, and they go on field trips to auto races and all types of things in the industry. The students get school credit and get to get engaged

with almost every automotive industry we have in town." The booth was filled with DRAGG Swag, he said, and buying an item is a significant donation to the kids. "This keeps the program running after school and keeps these kids busy," he said.

"Being a police officer in this town; we have to keep these kids busy. We don't want them to fall into those influences; we don't want them to go towards." The program got started in Oxnard, Woodruff said, and then blossomed through Ventura County, the Filmore area and n Car Show, see page 6

Commissioners reject local coastal plan amendment By Chris Frost chris@tricountysentry.com Oxnard—On a split 6-1 vote, the Oxnard Planning Commission rejected a Local Coastal Plan Amendment designed to accommodate a known development project at the corner of Channel Islands Blvd. and Victoria Ave. The meeting drew a standing room only crowd, many of which were against constructing a 390unit apartment complex at the site. Residents were encouraged to stand against the amendment. Each received a notice on their mailbox

Hip Hop Mindset dance crew audition draws a big response By Chris Frost chris@tricountysentry.com Oxnard—The Rio Del Sol STEAM Academy was jumping to the beat, Aug. 24, as Hip-Hop Mindset was in the house and holdin auditions for its first dance crew. The crew will be part of a performing troupe and show off their skills throughout the area after being selected. Each participant received excellent instruction from teachers, while judges evaluated the performers. Everyone walked away from the audition a winner because they are part of a group that supports a positive lifestyle full of great role models. n Hip Hop, see page 6

NEWS Walter Brown charged with indecent exposure and lewd behavior in public

Jacquez and Ixta arrested Oxnard-- On Aug. 26, at approximately 2:16 p.m., Officers with the Oxnard Police Department were dispatched to Johnson Creek Park, located at 501 Johnson Road, reference a shooting victim. Officers made contact with the victim and found he had been shot in the torso. Officers were able to locate the two suspects in the area of Yucca Street and Cloyne Street; which is less than a block away. The suspects were later identified as Julien Jacquez, a 23-year-old Oxnard resident and Anthony Ixta, a 22-year-old Oxnard resident. Officers made contact with Jacquez and Ixta who were in a vehicle. Police took Ixta into custody without incident. Jacquez

Oxnard-- On Aug. 22, 2019, at 2:03 p.m., officers from the Oxnard Police Department responded to the 900 block of South Ventura Road reference a report of a nude male masturbating in a laundromat.

HE subject was identified as Walter Brown. Brown became non-compliant, and officers used pepper spray to take him into custody. Police arrested Brown for indecent exposure and lewd conduct. Over the past three days, Brown

has been arrested three times for similar indecent conduct. On Aug. 21, 2019, at 4:13 p.m., officers responded to a call regarding Brown disturbing in the 900 block of South Oxnard Boulevard. During that incident, Brown wasn’t wearing any pants and was exposing his genitals

to passing motorists on Oxnard Boulevard. On Aug. 20, 2019, at 2:26 p.m., officers responded to a call regarding Brown disturbing in the 900 block of South Ventura Road. During that incident, Brown was inside a laundry room, wasn’t wearing any pants, and was masturbating with his genitals exposed. Given Brown’s pattern of significant indecent/ lewd activity, he was booked in Ventura County Jail, and officers requested his bail be increased to $100,000.

be increased to 25 feet height, or two stories, whichever is greater, and the height at Channel Islands Boulevard and Victoria Aven would be increased to 55 feet, plus an additional 10 feet for screening purposes. The Local Coastal Plan was adopted in 1982, and the coastal zoning ordinance was adopted in 1986. "The harbor is governed by the Public Works Plan (PWP) that was certified by the coastal commission in 1986 and serves as the LCP for Channel Islands Harbor," he said. "It is administered by the County of Ventura Harbor Department." The PWP must be consistent with the city's certified LCP, and any amendments must be consistent with the LCP. "The PWP has been amended six times, on June 14, 2016, the supervisors approved the seventh amendment, which was not consistent with the City's LCP," he said. "On Aug.

17, 2016, the county sought the Coastal Commission's approval of the seventh amendment. On Aug. 24, they found the seventh amendment to be incomplete, and the major issue was the county had not followed the LCP amendment with the city." The county filed for dispute resolution on March 2017 and looked to overturn the Coastal Commission director's decision that the PWP seventh amendment was incomplete. "Through a public hearing on Oct. 12, 2017, the Coastal Commission denied the county's request," he said. "On June 25, 2018, the county submitted an LCP amendment application to the city on behalf of Channel Islands Harbor Properties." If the LCP amendment was certified by the city and adopted by the coastal commission, Figueroa said the next step would be certifying the PWP plan by the Coastal Commission. "At that point, the city would

not have the authority to review and render a decision on the Fisherman's Wharf replacement project," he said. "The applicant would be required to obtain a coastal development permit from the Coastal Commission to authorize the Fisherman's Wharf replacement project." City staff found the project inconsistent with LCP policies and recommended rejecting the action. Following the presentation, Commissioner Daniel Chavez Jr. said the LCP was adopted in 1982, and it's been over 30 years since it's been changed. He wanted to know what the average timeline is to update their plan. "We're not going there," Chairwoman Diedre Frank said. "We're not here to discuss the land-use plan." Chavez commented that the project doesn't meet the city's parking requirements and he wanted to know what the plan was. "The requirement is about 900 spaces for the residential spaces," Figueroa said. "They didn't meet the visitor parking. In the commercial section, it's unknown because the allocation hasn't been given." Commissioner Orlando Dozier asked about creating a new urban village land usage and wanted to know if it is currently in the LCP and if they intend to add it. "It's not in our current LCP," Figueroa replied. Assistant City Attorney Ken Rozell answered and said in Dec. 2016, the planning commission considered an amendment to the general plan that indicated

for an urban village designation to go into effect in any one of the six neighborhoods, the applicant would need to bring forward a specific plan. "Unless and until a specific plan was approved there would be no urban village designation," he said. "The applicant, through its process, elected not to submit a specific plan required by our general plan." Commissioner Wilfredo Chua asked about allowing two stories at the proposed property, and he wanted to know what the implication would be for that piece of the proposal."Could they eventually go up to a 35foot building," he asked. Figueroa said making that determination is difficult because they haven't been given the actual criteria for the project. "In theory, two stories could be 35 feet," he said. Commissioner Jeremy Meyer asked questions about the Channel Islands Harbor Director's response to and said there were some conflicts in what the report said. He pointed to a letter from the Ventura Harbor Director Mark Sandoval that said all recreational marinas therein the harbor is outside of the scope of the LCPA. Sandoval said they need to amend the public works plan, which is the regulatory document for the harbor. "The public works plan has to be consistent with the city's local coastal plan by state law," he said. "Therefore, we are asking for the corresponding amendment to the local coastal plan." What they are trying to accomplish on the parcel, was his focus, and he pointed out that everyone agrees that the Fisherman's Wharf retail center

must be redeveloped. "We should increase access as we can, and we should increase the desire to visit the Fisherman's Wharf retail center," he said. We need to try to develop a destination for families of all income levels and enhance commercial fishing amenities and commercial boating. How do we do that? Brick and mortar retail have become almost extinct because of the mail-order retail companies like Amazon." Even if physical retail was stronger, he said Fisherman's Wharf presents a unique set of challenges because of its location. "It's six-plus miles off a major transpiration artery," he said. "It is located next to the ocean, farmland, the Navy base, and many of the residents have parttime or second vacation homes. The county has looked into what we can do to develop this parcel, and we've determined the only way to do it is through mixeduse." The process started in 2004, he said, when Tiger Investments walked away from the lease and the county immediately issued a Request for Qualifications (RFQ) that did not include apartments. "Some of the opponents say the county has been geared to look for an apartment developer," he said. "When you look at the 2004 RFQ, it did not mention apartments. In 2007, our first developer, EMC Development came on board, and their proposal sought 800 apartment units and 85,000 square feet of retail and commercial." One year later, the recession hit, and EMC abandoned the efforts to redevelop the site. "In 2012, the county issued another RFQ, and this time it did

mention apartments, but it was not geared towards apartment developers," he said. "It indicated that apartments could be an option." In 2013, the second developer, Upside Investments, came onboard, and their proposal was for 500 apartments with 40,000 square feet of commercial and retail space. "They started public outreach, and a year later they pulled their proposal," he said. "The big problem was there was a lot of opposition from the residents." In 2015, the county started working with a third developer, Channel Islands Harbor Properties, a team led by Tom Tellseon, which is the project under consideration. "The number of apartments in this proposal is 390, and retail square footage is 36,000 square feet," Sandoval said. "The county and the city have been debating since that time as to who gets to look at what and who gets to approve what. I think Commissioner Chua hit the nail on the head when he asked under what conditions would the city be able to review a specific project in the harbor? The answer is none." He pointed out that they are not seeking approval for a project; they are there to seek an amendment to the local coastal program to add residential to the site. "The county's public works plan is the regulatory document that dictates development in the harbor," he said. "It always has been, and it always will be. Under no conditions will the city have the ability to review a particular project in the harbor." This story will continue in the Sept. 9 edition of the Tri County Sentry.

NEWS Frank questions the timing of the cannabis ordinance By Chris Frost chris@tricountysentry.com Oxnard—The conversation about retail cannabis shops in Oxnard continues with a shift in manufacturing, testing, and distribution.

T

HE authority will be from a specialuse permit that was going to go to the city council. It will then go to a development design permit that will go through the community development director. The Oxnard Planning Commission passed a text amendment to the cannabis ordinance with a 4-3 vote on Aug. 15. "That would modify sections 11442 and 444 to clarify M, T, and D," Planning & Sustainability Manager Kathleen Malloy said. "If you can imagine, when you were crossreferencing cannabis processes for four different types of land uses. You want to make sure they are all squared and given the same permit authority." The hearing would be through a development design review (DDR) permit, which is consistent with the approach to regulating through a hearing with the community development director. "We would still have a 600-feet public hearing notice," she said. "We'd post the site and mail it to all the property owners, and that is greater than what is typical for a special use permit. The state heavily regulates the volume of volatile chemicals and the way those chemicals need to be reported yearly and contained on-site. The standards for fire and the state permit authority is the same. We're not getting additional regulations through the special use process. The permit is the same, and the same conditions of approval would be imposed on a special use permit for manufacturing and distribution as it would for a DDR." All retail dispensaries require a special-use permit, she said, and the city does not propose any change to

that rule. "Additionally, the retail ordinance creates operating requirements and standards," Mallory said. "This is based upon work with HdL (the city's consultant) and what provisions need to be put in place to protect not only the retail facilities but the surrounding neighborhood. The ordinance contains those provisions. It also creates a retailer vehicle requirement. All of the standards in the ordinance are based on collaboration with all impacted departments, fire, police, and the finance department in cooperation with HdL and discussions with the city manager's office." The city will work with the police department to determine where the buzz-to-enter system at the retailer will work best. "For example, is it right at the door before you go into the facility, or once you are waiting in the waiting room going back to where the product is," Mallory said. "The police and planning department both feel the buzz-to-enter system is a logical and smart requirement." Commissioner Orlando Dozier asked about the flexibility of the ordinance. "Do we have a lot of ongoing projects, and as they're being developed, are they subject to change," he asked. "An example would be an area we have mixeduse, and originally it was just retail, and now they want to put some apartments in there." Mallory said the city bases its decision on land uses at the time, and it becomes part of the four-step application process for a permit. "That's the things we will be looking at through the application review process," he said. "Once a cannabis use gets a permit, they would be allowed use. Should another use come in that's sensitive in proximity, the use would be considered legal and non-conforming." HdL Representative Tim Cromartie said the ordinance has a specific provision, section 11-448, which speaks about the promulgation of additional regulations. "It's designed to have the flexibility and anticipate additional regulations over time to address changed

conditions," he said. Commissioner Jim Fuhring asked what cities Oxnard looked at when developing its best practices and Mallory said it they looked at many different cities. "We looked at cities up in the bay area, we looked at Pasadena and many different cities that have added regulations," Mallory said. Fuhring asked if a manufacturer, distributor could also be a retailer and create a mixed-use at the location. "They could have distinct licenses," Mallory said. "How that operates between the two, we'd have to look and make sure it doesn't function as a micro business which we don't allow." Cromartie added that the business in question would need two separate state licenses. "The city would have to allow for those specific types of uses," he said. "A single owner with multiple license activities at the same location; you have the discretion whether or not you want to allow that." Fuhring also asked about the security systems at the different types of locations and wanted to know why.

"Usually, you want to have diverse security systems," he said. "If you have a single point of failure, everybody loses." Mallory said there are different types of security measures for different types of cannabis uses. "Each licensed activity has to have its security plan and contractor," Cromartie said. "It depends upon the specific applicant. If it's a microbusiness and a single facility, then it makes sense to have a single contractor. There is no cookie-cutter approach in terms of requiring the businesses to have the same security plan or to use the same security contractor." Fuhring wanted to know if any of the manufacturing would have an impact on the city's water and wastewater and Mallory said no because it is industrial use. "That's a good question regarding cultivation," Mallory said. Commissioner Robert Sanchez feels fortunate that Oxnard is not going down the path of Santa Barbara County that had a bad start. "I think it's brilliant that the cultivation is along the freeway,"

he said. "We should embrace it and its easy access for people to come to purchase it. I am curious why downtown Oxnard is excluded? Of all the neighborhoods that encompass Oxnard, downtown has struggled to get foot traffic." Mallory reminded Sanchez that the council created three new downtown zones beginning in early Sept. and they don't have the designations yet. "You have to write the regulations based upon the zoning that you have," she said. Frank wanted to know why the commission is looking at retail cannabis in Oxnard because of the future zoning designations. "The timing seems real off to me," she said. "Especially with what I consider to be short notice to interested parties in the middle of summer coming on the tail of an STR (Short Term Rental Ordinance) and before a Fisherman's Wharf hearing. Everyone, where I live, is preoccupied with those issues. Our neighborhood council didn't have any information on this. It was presented to the INCO, and I don't know if any neighborhood reps were there." Planning Director Jeffrey Lambert said the ordinance is perfectly relevant for the entire rest of the city, less the three new downtown zones. "As the new zones go into effect in Sept., we can come back and look at those new zones," he said. "It's a council priority to move this forward." Mallory interjected the city had gone multiple times to the INCO starting in Jan. and any members of the public who emailed and asked questions. "We made it clear along the way what the schedule is and what we would bring forward to the commission and the council," she said. At INCO, there were a number of neighborhood chairs present asking questions. There was also an INCO survey where there were questions about cannabis within the city. Community makes the Oxnard Shores Art Walk a big success By Chris Frost chris@tricountysentry.com Oxnard— Oxnard Shores was the place to be, Aug. 24, as the annual art walk featured stunning works of art of all kinds and community camaraderie that can't be measured. The event featured the art of 45 neighbors displayed at locations throughout Oxnard Shores. Attendees each received a map as they arrived and walked the neighborhoods, enjoying all the creations on display. Event Founder David Gardner was busy and that’s the way he likes it. "It's exciting," he said. "To meet your neighbors at a venue like this, there are so many people out here enjoying the artwork and getting to know your neighbors. It brings a smile to my face." He had two sets of art on display, along with his friend, Susan Lawrence, from Santa Fe who drove to the location to show her artwork. "On the side I have painting and sculptural elements," he said. "I am also fascinated by fire, and I do a lot of photographs of fire." He got lots of good feedback. "It's good to hear from people who have been here for several years," he said. Currently, Gardner's latest project is mobiles, and he's created a couple of small ones. "I have a space in my entryway to make this giant mobile," he said.

"It takes a while for that to gestate in your mind, how to put it together, and what elements you want to use." Artist Donna Avery said it is her second art walk and she created a lot of garden art for the event, including signs, sculptures, and faces. "My favorite is the whale and my little tea party," she said. "The whale itself is made of wood, and I loved the design, so I used it. To stand it up, I used a piece of granite. I covered it with shells, rocks, beads, and stained glass." The project took her a couple of weeks to complete, but it took her longer to create her tea party creation. "I found a pumpkin that was on sale and it was cracked," she said. "I figured for $2 I can make something out of it. It is a glazed piece of pottery,

that's what I started from, and there is a piece of tile underneath it." From there, she added a bunch of plates to the art, along with little kid's tea sets. "The hardest thing was the grouting because it is so uneven," she said. "I never have a concept. What I do is find materials, sort through them, and come up with the idea." Her favorite artist is Simon Rodia. "He's the gentleman who built the Watts towers," Avery said. "He just put stuff on and on. I hope I did him proud." Each neighbor creates something, and she is proud of all the "incredible artists" in the community. The whale started as her favorite, piece, but now she favors the Tea Party. "I also made this solar fountain,

and I like that too," she said. "It says Paradise on it because that's how I feel about where we live." After the event is over, she pledges to take a break. "We did Cars & Coffee, we did the walkway beautification, so my friend Carol and I are going to take a vacation," Avery said. Carol Hagedohm helped Avery set things up, and has been working on it for several days. "Donna has been working on the art for several months," she said. "I help collect the money, greeting the people, and promoting the neighborhood." Avery donates all the proceeds to C.A.R.L. (The Canine Adoption & Rescue League), Hagedohm said, which operates in Ventura. "Last year she gave about $3,000

to the organization," Hagedohm said. Megan Smart was out shopping with her husband Sean, and they were out looking for a little bit of everything. "This is the first time I've been here," she said. "We're having a great time. It's a little warm, but it's a great day. It's so fun seeing everyone's stuff." She loves seeing all the artists. "I am a photographer, and I love coming out and supporting all the artists who are putting their stuff out there," Megan said. Sean had no problem with Megan's shopping. "I let her spend the money," he said. "It's easier that way." Melody Pearson was selling natural stone jewelry, and she selects every piece she sells. "I make them for the energy and vibrations to help people with emotional and psychological issues," she said. "I've been making them for about 10 years." One lady stopped by to buy an amethyst, which she calls amazing. "It's a crown shocker stone that is close to the divine and spiritual connection," she said. "It's calming and good with communication. It's one of the 10 staple stones a person should have." She lives in the area and wanted to participate. "I wanted to put the energy out and be part of the community," she said. "I believe in the energy of the shows, and I like to do the art shows."

OPED Will You Answer the Call for Moral Revival? By Julianne Malveaux I cannot overstate my tremendous admiration for Rev. William Barber. Our connection goes back to North Carolina when I was the President of Bennett College, and he led the state NAACP. His daughter, Sharrelle, graduated from Bennett in the spring before I assumed the Presidency and as student body president, she served on the search committee that selected me. So, he's a friend of longstanding. In the years since our North Carolina time, I've watched this brother grow in his profound leadership, galvanizing people all over the nation around a moral agenda for our country. When we see already-weak bonds of civility and community, both national and international, fraying, the movement to "build a moral agenda rooted in a framework that uplifts our deepest moral and constitutional values to redeem the heart and soul of our country." In the past year or so, Rev. Barber has been building national momentum and plans mass action in Washington, DC on June 20, 2020. We will be in the heat of the 2020 political election, a time when we must look at our nation's future and its direction. Barber's organization, which he co-leads with Rev. Liz Theoharis, is poetically called Repairers of the Breach. Its website is https://www.breachrepairers. org/, and it is worth checking out regularly, as updates on the 2020 march, along with other activities, will be posted. The Barber movement is optimistic and much needed at a time when an elected leader regularly picks fights with the heads of other nations, triggers a trade war, disrespects people, even his own appointees, with vile namecalling, and drips disdain for women, especially elected Black women and other women of color. We live in a graceless age, but Barber and Theoharis radiate grace. They are optimistic, patient, and movement building. They are inclusive, focused, and, most

importantly, kind. They get this economy and its uneven distribution, but they also get race and the many ways it is foundational. The Repairers website says, "Our deepest moral traditions point to equal protection under the law, the desire for peace and among nations, the dignity of all people, and the responsibility to care for our common home.� In embracing and expanding the legacy of Dr. Martin Luther King, Jr., Revs. Barber and Theoharis have asked Presidential candidates to consider a debate that focuses exclusively on poverty. Many have agreed, but others have not gone on record. With more than one in five African American families living in poverty, and wages relatively stagnant, a national conversation about poverty is more than overdue. Indeed, the other conversation

is one that drills down on what international economic fluctuations mean to the average person.

Our deepest moral traditions point to equal protection under the law, the desire for peace and among nations, the dignity of all people, and the responsibility to care for our common home. The Repairers Economic pundits have high-level discussions about the stock market (when half of all Americans own no

stock or bonds), making people think they can make no difference in economic policy. But we can make a difference when we pass laws that provide a living wage, paid sick leave, affordable health care, and more. The Poor People's Campaign and the Moral Budget give people tools to approach some of these economic issues. With his eloquence and his leadership, Barber has emerged as a national treasure and a lightning rod for economic transformation. What will economic transformation look like? Is it possible for capitalists to make a profit and still pay their workers a living wage? It is possible to dismantle the predatory capitalism that, in the words of Dr. Martin Luther King, Jr., "thingifys" people in the name of profit? Do capitalists understand that consumers fuel this system,

and paying consumers translates into more sales for them? And do predatory capitalists understand the ecological devastation they promote when they fail to embrace climate change? Rev. Barber raises all these questions and more. For the next nine months, through June 20, 2020, he is moving around the country, addressing injustice, mobilizing people, and focusing on change. He has offered our nation a fundamental challenge. Will you answer the call for moral revival? OPED It's hard for me to conceal a giggle Dr. James L. Snyder Throughout life, I have discovered many challenges. Some I have handled fairly well and others have handled me pretty badly. That is what makes life so interesting. Every day there is a challenge to face and every day there is a victory to win. Recently, the Gracious Mistress of the Parsonage and I celebrated our 48th wedding anniversary. I would not be truthful if I did not admit that those 48 years have been rather challenging. Not so much in a negative way, but each challenge carried with it a life lesson. At the end of these 48 years, I must confess my wife knows more about me then I know about myself, or her for that matter. How she has come to these conclusions, I do not know. But, to be honest I do not know very much about myself compared to what she knows. Not wasting those 48 years, I never contradict my wife on anything. Even, if I think she may be wrong about something. There are spouses that try to correct their spouse when talking to other people. I am so thankful that while I am speaking to someone my wife will correct me so the person I am talking to has the facts. After all, she knows more about me and my experiences than I do. I am not contesting that one iota. Why should I? The biggest secret to a successful marriage is going along rather than being confrontational. It does not matter to me if she corrects me; I've come to appreciate that. After all, I get so many things wrong these days. I cannot remember birthdays, anniversaries or special occasions. It's not because I'm getting older because when I was younger, I had the same problem. If I were not married, I probably would not remember my own birthday. Thinking about this the other day a thought danced into my mind. If I wanted to be right all the time, why

in the world did I get married? A married couple is to work together and it seems that we have the ideal connection in this regard. I remember when I wore a younger man's suit; I nonchalantly corrected my wife about a certain thing that happened when she got the day of the week wrong. "Don't you remember, Honey," I interrupted her, "it was on a Wednesday not a Thursday." She gave me one of "those looks" and said, "Maybe it was a Thursday."

That look alone was enough to graduate me from being the corrector of her conversation to being the quiet agreeable guy. Through the years, I discovered being agreeable is a great deal of blessings and I enjoyed each one of those blessings. One thing I have a real difficulty and that is, not giggling. I may be affected with giggle-itis, which is far as I know has no cure. Of course, when I start giggling it is very difficult for me to stop. The only temporary cure I have

found is when I start to giggle, I take a deep breath and then think of broccoli. If anything sobers me up and even makes me a little bit angry it is this vegetable. Of course, when I begin thinking of broccoli, the giggle goes away, but a very deep sickness in my stomach begins to develop. That sickness in my stomach is to be preferred over giggling aloud at a very inappropriate time. My giggles always seem to come out at an inappropriate time. I remember my wife telling a

story to some friends about one of our grandchildren. If she knows anything, she knows about the grandkids. She has a Masters degree in grandchildrenology. This time, however, she got the grandkids names mixed up. She had the one doing what another grandchild did. Nobody knew the difference except me. As she continued developing this story, it got beyond my giggle control. When my giggles start, my eyes begin lighting up like a laser beam. Following that, my lips start trembling out of which multiple giggles escape. Once my lips start trembling it is all over. I knew the real story and the names and the way she told the story using the wrong name was so hilarious for anybody who knew the real story. I will not divulge the names now because it was too funny. As she continued with the story, it got so bad I had to pinch my nose to stop any giggling. At the time, I was beginning to smile and my wife happened to see me. For me to keep from giggling, I had to think about something else. So, when she looked at me and said, "What are you thinking about?" At this point, I was on automatic pilot. When I opened my mouth, I had a choice. Do I giggle or do I mention the word broccoli? I had no control. I opened my mouth and said, "I was thinking about broccoli." The people knew me very well and as soon as they heard that word, they started laughing hysterically. When they started laughing my giggle—it is exploded like I haven't seen it explode before. I thought of what Sarah said after Isaac was born, "God has brought me laughter, and everyone who hears about this will laugh with me." (Genesis 21:6). Nobel laureate economist Robert Solow's clarion call to end child poverty By Marian Wright Edelman August 23 marked the 95th birthday of the great MIT Nobel laureate economist and 2014 Presidential Medal of Freedom Recipient Robert Solow. As family and friends joined him for this milestone, all of us at the Children’s Defense Fund sent our deepest gratitude for his generous sharing of expertise, wisdom and concern for America’s children, especially those left behind in poverty. He bolstered CDF’s repeated calls over the decades to end child poverty with impeccable dollars and cents data. What is it going to take to get our money driven, morally impoverished nation to open up America’s dream to all 12.8 million children living in poverty—nearly 5.9 million in extreme poverty? In his foreword to CDF’s 1994 report Wasting America’s Future, Dr. Solow wrote: “For many years, Americans have allowed child poverty levels to remain astonishingly high—higher than for American adults; higher than for children in nations that are our competitors; higher than from the entire period of the late 1960s and 1970s, a period when we had less wealth as a nation than we do now; and far higher than one would think a rich and ethical society would tolerate. The justification, when one is offered at all, has often been that action is expensive: ‘We have more will than wallet.’ I suspect that in fact our wallets exceed our will, but in any event this concern for the drain on our

resources completely misses the other side of the equation: Inaction has its costs, too.” He continued: “Now, possibly for the first time, we have evidence that we can save money by reducing children’s poverty. The evidence in this volume indicates that ending child poverty is, at the very least, highly affordable. More likely it is a gain to the economy, and to the businesses, taxpayers, and citizens within it. But that should be the icing on the cake. Nobody in this age is so callous as to think of children foremost as a source of profit—at least I hope not. As an economist, I believe that good things are worth paying for, and that even if curing children’s poverty were expensive in the long run, it would be hard to think of a better use in the world for money. If society cares about children, it should be willing to spend money on them.” Dr. Solow’s words twenty-five years ago were a clarion call to act and make ending child poverty our top national priority. But we still lack the moral decency and economic common sense as a nation to act with urgency to save and improve millions of child lives. Why are we still struggling to take his words to heart and deed? In 2015 CDF published our anchor child poverty report showing how our nation could immediately help millions of children escape poverty by investing in nine existing policies and programs. In April 2019, we issued another report urging an immediate down

billion a year in lost productivity and increased health and crime costs from child poverty. Ending child poverty must become our most urgent economic priority. Nothing is more important than saving millions of children’s lives and futures. We have the money. We have the power. We have the know-how. What we lack is the

payment to end preventable and costly child poverty by investing a small percentage of our federal budget into these proven policies. For $52.3 billion—just 1.4 percent of federal spending and 0.3 percent of U.S. gross domestic product (GDP)—we could reduce child poverty at least 57 percent and give 5.5 million children a chance for a better future. It is morally indefensible and economically foolish that our President and Congressional leaders approved nearly $2 trillion dollars in tax cuts

for the wealthiest individuals and corporations in 2017 while leaving behind more than 12.8 million children in poverty. Every dollar invested in reducing child poverty returns at least seven dollars to our economy, invests in our nation’s future and may help save our nation’s soul. Dr. Solow warned inaction has enormous costs and that every year we leave so many millions of children in poverty costs our nation hundreds of billions of dollars. Today we lose about $700

"We'll open up their programs toward the end of this year. It's police, kids, youth, automotive, and educational." He loves seeing all the different pieces of the community at the event. "You have car clubs, businesses, food vendors, and our youth programs are here, as well," he said. "Everybody is represented." Larry Roberts represented the Valley Mustang Club in the San Fernando Valley and brought his 2015 Mustang Twin

Turbo GT to the show. "It took me 45 minutes to get here," he said. "It's a classic show for cars. I was going to bring my wife's car, a 1939 Chevrolet Five Window Coupe, but it had alternator issues." Having a hot rod Mustang is an expensive proposition. "I sneak money out of the account, so my wife doesn't know," he said. Sharon Roberts said when he spends money on cars, it's okay. "If it has to be fixed, it has to be fixed," she said. Crystal Magrio and her family were watching people getting dunked and enjoying it. "I love coming out, seeing all the cars and see what they have,"

she said. Explorer Advisor and Patrol Officer Ignacio Cornel brought his crew of teenagers between the ages of 14 and 21 to the show. People approach them and say they are interested in a law enforcement career. "This program is good for them," he said. "They go on the ride alongs with us, work the checkpoints and get to learn how to be a police officer without going through the training." He called it great exposure for the kids. "Not only for kids who want law enforcement experience, but for kids who want job experience and go to college," he said. He loves engaging with the

community in a different light. "They ask questions they might not be able to ask when we are out on patrol," Cornel said. Senior Explorer Guadalupe Morales has been with the group for two years and finds it competitive. "It starts with explorer recruit, explorer, senior explorer, sergeant, lieutenant, and captain," she said. "I went through an academy, and it was intense. They yell at you, give you physical training, and you go through life scenarios where you go in and control and create peace." People interested in the police explorers program are encouraged to come to the station and get an application. "The requirement is to be between 14 and 21, a 2.5-grade point average, and we have

"It's fortunate for Oxnard residents because they don't have to travel far to see this quality of cars," he said. "It's a free event. "I dance every day," she said. "I love all the great energy. It gets me moving. Sometimes I get tired and lay down, but when I want to do something dancing it helps me." Her parents support her whole-heartedly. "My dad used to be in a breakdancing crew when he was young," she said. "My mom supports my dancing, and she did jazz dancing, which I also do, but I wanted to do something I like." Two of her friends from school also attended the tryout. "They also love dancing," she said. "Sometimes, they get annoyed because I dance all the time." Savea Santos's mom dances and she thought it

sounded like fun. "I like to dance, and I've been part of a dance camp before," she said. "My best dance move is when I do a cartwheel and finish with doing the splits." When asked if they dance during class, all three laughed and said it happens, and Garcia said it occurs when the students have a substitute teacher. Will's Aunt Leticia Bautista supports Will and said he's come a long way. "I've helped him throughout," she said. "He's brought positive vibes to Oxnard working with the children and inspiring them. The dance brings a lot of life lessons to them when they are adults." Watching the kids makes her want to get out with them and cut loose. "I'd probably bust a hip," she laughed. Hip-Hop Mindset Leader William Venegas said kids who are selected would travel to competitions in early 2020. The group is growing, and that makes him happy. "We're open in five school districts," he said. "We're doing 80 sessions a week at the schools. We used to do 40-50 sessions. We have seven instructors and 10 employees. The contract makes improvements to workplace and patient care issues about which Nurses have been especially vocal, including plans to bolster hospital security, and to ensure that safe Nurseto-patient ratios are maintained. Teen with measles visited array of tourist spots, including Disney, Universal ANAHEIM (CNS)—A teenage girl with measles spent about five days in Southern California this month, potentially exposing people to the disease at a host of tourist attractions, including Disneyland, Disney California Adventure and Universal Studios Hollywood, health officials said Friday. According to the Orange County Health Care Agency, the teen traveled to California from New Zealand, and appears to have stayed at the Desert Palms hotel at 631 W. Katella Ave., adjacent to the Disney theme parks in Anaheim, from Aug. 11-15. She went to Disneyland and Disney California Adventure on Aug. 12, according to the Orange County Health Care Agency. Dr. Pamela Hymel, chief medical officer of Disney Parks, Experiences and Products, said in a statement that park officials "have been advised by OC Health Care Agency that the risk to cast and guests is likely low." "We maintain rigorous sanitation standards to protect guests and cast, and earlier this year we strengthened our immunization program and educational resources for cast members, in addition to our ongoing efforts," Hymel said. We encourage community members to protect themselves and their families by getting vaccinated."

Seasonal flu vaccines are the only way to protect against numbers like that, and yet surveys have shown that fewer than half of Americans get a flu shot each year. L.A. Mental health awareness matters By Cierra Mayes With so much going on in the world today, there are many realworld issues that are in need of our focus. One of these issues happens in our everyday lives: mental health. There is so much awareness that needs to be brought to mental health that goes unnoticed. Many of these issues began from trauma caused in one’s life. If we took the time to address these problems, we would be able to avoid many wrong doings of others in our community and around the world. Everyone has that one friend they don’t see eye to eye with sometime. For many people, I know that friend can be anxiety. Anxiety happens to everyone whether you realize it or not. It can become a bigger issue when it’s affecting your everyday life and you believe what you’re feeling is true. Anxiety, bipolar disorder, depression, eating disorders, PTSD, and more, are all things that can be controlled. Depression is another issue that is triggered from one’s trauma. It is important that if you

face one of the many issues, you seek help. There are many who are willing to help those that are affected. Raven Fairley, a graduate student from the University of Missouri, with a focus in sports management, has created a platform that focuses on the mental health issues of

professional athletes. Even though she focuses on professional athletes, she is willing to help anyone in need. “The Silent Injury” is an organization Ms. Fairley created to share with others the importance of mental health. Growing up in a sport household where her grandfather, father, and uncle had always been involved in sports, sports was something that she knew about and kept her focus towards. She says the reason she wants to focus on professional athletes is because they are the ones that have issues that go unnoticed. “Injury depression is real. I’ve experienced up close with a lot of my guy friends in football and basketball. “When they get injured, they wonder if they’re going to be back on the field, or while they’re out, who’s going to take their spot, and ‘when I get heeled, am I going to have my spot back?’ For them, they’re not only in physical pain, but mental pain as well,” she said. Mental health awareness in athletes is definitely an issue that should be addressed.

HAT'S one of the legal questions looming over the sexual assault case against the movie mogul with jury selection scheduled for early next month. Weinstein's lawyers want the trial moved from New York City to Long Island or upstate New York— part of the last-minute wrangling that includes efforts by prosecutors to bolster their case with testimony from actress Annabella Sciorra, who says Weinstein raped her in the 1990s. Weinstein has denied all accusations of non-consensual sex. The maneuvers have the potential to cause further delays in an already fitful prosecution. Some of the uncertainty could be cleared up Monday, when Weinstein is due to be arraigned on a new indictment, and an appeals court is expected to rule on a defense motion for a change of venue that prosecutors oppose. Such motions are rarely granted. (AP)—A new book by a noted historian attempts to show how expanding American democracy hurt Native Americans in the early days of the nation and how tribes viewed the young United States as an entity seeking to erase them from existence. University of Oregon history professor Jeffrey Ostler's just-released “Surviving Genocide: Native Nations and the United States from the American Revolution and Bleeding Kansas” argues that the emergence of American democracy depended on the taking of Native lands. Leaders of the fledgling nation also felt that removing Native Americans from the ancestral land—by any means necessary—was key to allowing an expanding and poorer white population to move west, the historian writes. Ostler said he based his book on 30 years of research by other scholars in the field of Native American studies, but wanted to do a large survey of how tribes saw the looming U.S. threat. “If I ask my students, ‘Why did we have an American Revolution?' They'll say ‘Taxation without representation,”' Ostler said. “But a very significant issue
