A visual treat, fueled by the minds of participants, highlighted the Oxnard Steampunk Festival at Heritage Square Oct. 13. The day featured wine tasting, food, lots of shopping and great live bands, but the star of the show was the Steampunk outfits that stretched into the Victorian era. Master of Ceremonies Doc Phineas took a break from his regular Pawn Stars duties to take part in the event and said he designed his outfit that was sewn in Paris. “It’s a little bit different in Europe because it’s leathery over there, edgy and more like fashion, it’s a leather tuxedo and tails,” he said. “I am a balloonist, so I wear things I think a gentleman might wear.” Phineas had a pair of goggles that was made in Los Angeles of real things. “We don’t like plastic, there are a lot of plastic goggles on the market, but Steampunk people wear real metal that is hand-

crafted and real,” he said. “My goggles have infrared lenses, and I wear them to weld.” He loves Oxnard. “I know a little bit about the history of this town, but I was raised a Christian Scientist,

and when I lived in L.A, I remembered the church and I think it’s four blocks from here,” he said. “I love what you guys did preserving all this great architecture.” The vendors

The Oxnard City Council had its share of fireworks, Oct. 16, as Mayor Tim Flynn did not allow Mayoral Candidate Aaron Starr to public comments on councilmember comments and disregarded the advice of City Attorney Stephen Fischer. The incident began when City Manager Alex Nguyen told the group that a delegation from the city, led by Mayor Pro Tem Carmen Ramirez, visited the state controller’s office to get an update on the challenges on their audits of the state’s audits. “We’ll have a formal update to the council once I receive a letter from the state controller’s office summarizing that meeting,” he said. Councilman Oscar Madrigal said he attended the Oxnard Union High School District meeting, Oct. 11, about the new school that is going to be built on Camino Del Sol and said it is the district’s eighth school, including Oxnard, Point Hueneme, Camarillo and the unincorporated parts of the county, including Nyland Acres and El Rio. “The school’s face is going to be on Camino Del Sol all the way to Camino Del La Luna,” he said. “The neighborhood care of the n Chaos, see page 3

By Chris Frost chris@tricountysentry.com There was a giant display of power at Channel Islands Harbor Park, Oct. 14, as the Annual Ponies by the Sea Mustang Show brought out vintage, rare and modern cars all carrying the Mustang heritage and pride of ownership. The event meant giveaways, classic rock tunes, and the cars, of course, complete with proud owners showing off their rides. Tri-County Mustang Club Treasurer Ron Miller said the show is a

group effort and everyone pitches in to make sure it is a success. "Our Car Show Chairman is Marcia Fryslie and has been for many years,” Miller said. “The last three meetings before the event are usually pretty hectic, but we all take turns and do a little bit of something.” He drives a 1969 Mustang Sportsroof, which is currently in a few pieces and undergoing a long-term restoration project. “It might be here next year, and I’m hoping so,” he said. “I’ve had a few n Ponies ride, see page 2

Barricaded man arrested after threatening to kill his mother On Friday, Oct. 12, 2018, at about 3:15 p.m., officers responded to the 1000 block of North A Street in central Oxnard reference a man threatening to kill his mom with a knife. Officers learned the man was 35-year-old Jonathan Gonzalez. The mom escaped to the alley. Gonzalez retreated to the garage and inside a vehicle when officers arrived. He was uncooperative, and officers surrounded the area. Gonzalez barricaded himself in the vehicle in the garage for hours until the standoff ended using a variety of methods. Police found a knife inside the vehicle. Officers responses to the home for third time in two days. On Thursday, officers were called to the house at about 11 a.m. when Gonzalez threatened to hurt his mother. They believe that he suffered from an acute mental health problem. Crisis Intervention Officers were able to deescalate the situation. They collaborated with Behavioral Health without the situation becoming more volatile. Officers returned to the house at about 10 a.m. Friday after another call from Gonzalez’s mother, where again she feared for her life. Police were able to get the family to leave the house unharmed. Gonzalez was arrested after the 4-hour standoff for assault with a deadly weapon and making criminal threats.

Violent Crime Unit arrests Cesar Morales On Oct. 3, 2018, at approximately 12:30 a.m., Officers from the Oxnard Police Department were dispatched to the 2400 block of Trinity Place in the City of Oxnard to assist an assault victim. The victim sustained moderate injuries and was transported to St. John’s hospital, treated and released the same day. Investigators with the Oxnard Police Department’s Violent Crimes Gang Unit (VCU) investigated the case, and through the course of their investigation, and identified Cesar Morales as the person responsible for the assault. On Oct. 10, 2018, at approximately 05:30 a.m. Investigators with the Oxnard Police Department’s Violent Crimes Gang Unit (VCU) in conjunction with the Oxnard Police Department’s Special Enforcement Unit (SEU) and K-9 unit, served a search warrant at a residence in the 2400 block of Trinity Place, City of Oxnard. During the search warrant items of evidentiary value were located and Oxnard resident Cesar Morales was arrested and charged with Assault with a Deadly Weapon and booked into Ventura County Jail. On October 14, 2018, at about 5:20 p.m., officers responded to a radio call regarding a brandishing of a firearm. During the investigation, Oxnard Police Officers located the suspect vehicle driving in the area.

others, but that one I’ve had since May 1973, so that’s my baby.” Miller said he was almost a Camaro owner and it was a matter of just one day to make a choice and once he saw the Mustang he fell in love the minute he saw the car. “My mom and dad already had a 1967 Mustang, so that might have predisposed me a little bit,” he said. “In the mid and late 1970’s, all of us were still cruising Main Street, and there was a few of us out there who had Mustangs and together, we formed a Mustang club back then, and it lasted about 10 years. Tri-County Mustang came into existence in about 1987, and they’ve been going strong ever since then.” He loves being part of the Mustang community. “It’s fun,” he said. “We’re sitting here on the grass with a little over 100 cars right now, and next year we hope to see 150,” he said. “We just had about 15 Mustangs that didn’t know we had this show. They are just a group of guys who said let’s go for a cruise, and they came to visit us.” Miller said the event is also a fundraiser that benefits the Guide Dogs of America and contributing to such a cause is important, and the group likes to help. MaryEllen Lefler has volunteered for the Guide Dogs of America for the last four years and also raises puppies for the group. “We take puppies from eight weeks old, and they go to a puppy raiser home until they’re 14-18 months old and we teach them socialization, house manners, and basic obedience,” she said. “From there, they go to puppy college and spend six months with formal trainers before they get matched up with their visually impaired client. They (the dogs) are their set of eyes and help them navigate through everyday life and become their best friends.” Anyone who gets a guide dog is not charged, she said, thanks to groups like the Tri-County Mustang Club that supports them. “I got involved because I love dogs and I lived in a condo at the

time and didn’t have a yard,” Lefler said. “This helped me get a dog, and I was able to do something good for someone else.” To get involved and make a difference, visit guidedogsofamerica.org, as many volunteer opportunities exist. “There are many ways to volunteer without raising a puppy,” Area Co-Leader Diana Janke said. “We also have people who volunteer to hug puppies, clean kennels and do the maintenance. It’s a full facility.” She brought her puppy in training, named River, who is sponsored by the Tri-County Mustang Club. “They raise enough money to pay for a puppy,” she said. “It’s about $5,000 to do that. I got involved because there was a counselor at my school who raised them, and I fell in love with doing this. I raised my first puppy in 2011.” Puppy Trainer Tova Sobel brought “Yofi” who is eight months old and is her third guide dog puppy she is raising. “We found out about it through a square dance club, and it seems like an opportunity to raise a puppy, and you don’t have to deal with a dog dying, which is horrible,” Sobel said. “It does good for somebody else, they have higher purposes, and without them, puppy raisers (visually impaired people) wouldn’t have an opportunity to be independent.” She said the dogs have a higher purpose, want to work, and like her children, she doesn’t want them to live at home forever. “We raise children until they’re

18 years old and they go off to college and become productive members of society, and he (Yofi) goes off to guide dog college at 18 months and becomes a productive part of society.” Bridget Winnette has been raising guide dogs for 25 years and brought “Hydra” to the car show. She started as a Girl Scout Leader, went to a tour and started donating money. “I kept getting calls from them about being a puppy raiser, and I said I can’t, I am a stay-at-home mom with three kids, and a Girl Scout leader with 27 girls and I am never home; my husband travels,” she said. “They said that’s perfect, that’s what these dogs need, more distractions and excitement in the home is the best for them. It’s an addiction because you get a graduate and say I can do it again.” Donald Vincent brought his 1968 Mustang to the show and said his family bought the car when it was new. “My uncle owned it, and he got it from his roommate in college,” he said. “My uncle made me a Mustang guy as a little kid and riding around with him. My uncle, they used to call him a squirrel, used to drag race (the Mustang) every weekend, so every chance I had to go with my uncle, he would always get on it, and I thought this is nice.” The car featured its original color combination, highland green, along with its original fourspeed and 302 under the hood. “It cost me a lot of money to put it in this condition,” he said. “That’s okay; I’m happy with it.”

Angela Chadwick arrested for vehicle theft On Oct. 10, at approximately 10 a.m., the Oxnard Auto Theft Task Force (OATTF) was alerted by the family of a victim of vehicle theft, that the stolen vehicle was seen in the area of El Cajon and Lawrence Way. During the vehicle recovery, the suspect, 29-year-old Angela Chadwick, returned to the scene. Chadwick was contacted and admitted to the vehicle theft. Officers took her into custody for vehicle theft and possession of stolen property. Chadwick has prior arrests for theft and narcotics. At the conclusion of the investigation, OATTF officers offered the victim a new theft deterrent sticker. The sticker warns wouldbe vehicle thieves that the vehicle may be under surveillance by the Oxnard Police Department. As some vehicles are vulnerable to multiple thefts, the Oxnard Police Department is targeting these vehicles for enhanced surveillance. Detectives from the OATTF, on a campaign to curb auto theft, are offering steering wheel locks to Oxnard residents who are owners of 1990-2000, Honda passenger vehicles. A limited amount of steering wheel locks are available to nonHonda owners. For details on obtaining a free steering wheel lock, contact Detective Enrique Alvarez at 805-3857664. The Oxnard Police Department found a 20-year-old driver passed out behind the wheel of a car in the middle of traffic at Channel Islands Blvd and Ventura Rd at 6:30 a.m. Oct. 16. Officers used their black-and-white patrol cars to box the vehicle in, so the driver wouldn’t lose control of the vehicle. The driver awoke and attempted to accelerate but was unable to due to prompt actions of responding officers. Motor officers conducted a DUI evaluation on the driver and arrested him for DUI (alcohol). It is common knowledge that drinking, and driving is a crime with severe penalties. It is also common knowledge that it is

dangerous to get behind the wheel of a vehicle if you are under the influence of alcohol or drugs. Every day, almost 30 people in the United States are fatally injured in a motor vehicle accident that involved a drunk driver. Due to this shocking statistic, states continue to enforce stricter DUI laws and penalties and look too drunk driving prevention measures to deter citizens from getting behind the wheel after consuming alcohol and drugs. One of the most effective ways to prevent drinking and driving is to have a plan before you know you are going to be drinking. Taking public transportation, calling a taxi or enlisting a designated driver are all ways you can prevent drinking and driving.

Camarillo Chamber welcomes the University of Denver By Chris Frost chris@tricountysentry.com The Camarillo Chamber of Commerce celebrated the University of Denver with a ribbon cutting and reception at its office Oct. 11. The event drew a good-sized crowd who learned about the university and saw a video touting the benefits of getting a degree and how it can change your life. Tania Garcia, Southwest Region Director of Development for the University of Denver said 60 percent of their alumni leave to go to five major cities across the

United States. “They opened up an area in Los Angeles, but it services everything from Fresno to the south,” she said. “I previously worked at Cal State Channel Islands, and I'm already a member of this chamber and adore the great work they do here at the Camarillo Chamber. It helps us get some outreach here.” The university has a partnership with WeWork, she said, and DU is the first school to partner with them to set up a regional office. “Because we are a member of WeWork, (a shared network of office spaces) we have office space in West Hollywood, and that’s our home base in the southwest region,

but if we go to Phoenix there is an office there,” Garcia said. “It’s nice because we have the flexibility to go anywhere.” She said the campus doesn’t offer any courses but does get involved with its alumni and philanthropy work. “We can always get them access to the catalog, so they can look at what programs and courses are available,” she said. "DU is my alma mater, so they hold a special place for me, but we are excited to be here.” Camarillo Chamber of Commerce Chairwoman Laura Mullen enjoyed working with Garcia in 2017 when she was chairwoman.

“As she transitioned into a new position at DU, we are excited to welcome them into the chamber and have another university at our access for internships, a place to send students and all those things for our local businesses,” she said. “For them to have such a strong contingency in Southern California is a great value to us.” Now that DU is part of the chamber, Mullen said the school has access to the networking opportunities offered by the Chamber of Commerce. “One of the things we are focused on here at the chamber of commerce is empowering businesses to grow and thrive,” she said. “We’re excited.”

Tea party draws a crowd of Steampunk enthusiasts By Chris Frost chris@tricountysentry.com Smack dab in the middle of the 2018 Oxnard Steampunk Festival at Heritage Square on Saturday and Sunday afternoon, Oct. 13 and 14, the Mad Hatters Tea Party drew a capacity crowd of people dressed in Steampunk attire, plus people dressed in “Alice in Wonderland” costumes. Attendees enjoyed their choice of teas, and assorted goodies like cucumber sandwiches, cookies, and cheesecake, all set in a backdrop from Alice in Wonderland. Like many other people at the tea, Lady Elvira Garcia Blásquez de Avila was dressed up and wearing a short distance jetpack. She was a

time traveler who landed at the tea party. “I materialized at the wrong place at the wrong time, and I have to make a quick getaway,” she said. “I am definitely in the right place. I am originally from the 1300’s but I found a package with some plants to make a time machine, and I have been jetting around from century to century. My favorite is the Victorian era, and that’s where I spend most of my time.” Elvira said she is a widow, and her children are grown, so they don’t need her that much anymore and there is more to life than staying in a big castle. “I hit the road with my time machine, and I am having a great n Tea party, see page 6

The Oxnard City Council recognized Pablo Ortiz, Oct. 16, for his contributions to the Heritage Square Concert Series and the excellent work he does. Mayor Tim Flynn said Ortiz has done a lot for the city and is nearing the end of his 30 years of service, as he and his wife will relocate to Oregon to be closer to his family. “He’s probably the most positive and optimistic person I have ever met on the planet,” Flynn said. “We’ll double check with his wife Julie on that, who’s in the audience.” Councilman Bryan MacDonald asked for the recognition for Ortiz and said it’s more than what he’d done for Heritage Square. “He’s been the voice of Oxnard since he first arrived, back in the Jones Intercable days when Ortiz first came here as a marketing specialist and has been active in the Downtown Merchants Association,” he said. “He’s everywhere that anyone can be. He epitomizes love for the City of Oxnard. God bless you, we’ll miss you, and we thank you for everything you have done.” Mayor Pro Tem Carmen Ramirez said the two attended high school together. “We are going to miss you, and I hope you keep coming to visit our city,” she said. Ortiz said he’s honored to receive recognition from the city. “Certainly, everyone in this room understands there is always another person involved in whatever someone does,” he said. Ortiz asked his wife Julianne to stand at the dais and said they met the first year they were in Oxnard, fell in love and have been together since then. “One of the things that has made my journey here in Oxnard so special is that Juliane has supported me the whole time,” he said. “I was away from home many hours, working in the community, volunteering and developing programs for non-profits, not just in Oxnard, I was called into action in many other parts of the county.” He also thanked the community and said in 1994 when he arrived in Oxnard his concept was to meet as many people as he could. “When I arrived here, I had a sense of home, love and a feeling of acceptance right away from the first people I started meeting,” he said.

The groundbreaking is scheduled for about 2020, and the school should be opened by Aug. 2022.” Ramirez said she did attend the meeting with the state controller’s office and a member of the controller’s team she had knowledge about was attentive to what the city delegation was saying to the state controller. The team member understood that it was going to take some time to get to things fixed. “It was a very successful meeting, would you agree Mr. City Manager,” she said. “We came away feeling encouraged that we are going to take our time, do it right, and not rush through and have it half done. It was a good experience.” She said at the Dais, they are scrupulous about the Brown Act and she hasn’t mentioned it to any of her colleagues. “This might be the first time they are hearing about it,” she said. “It was very successful, and I am glad that I was there.” She also attended the stakeholder meeting held by Southern California Edison, and about 18 months ago, the utility promised the city that when they look for energy sources

for the community to replace what might have been the Puente Power Plant, they will find renewable energy sources. “Southern California Edison advised us they have found enough renewable energy sources and bids to, we’re not quite there yet, but it looks like we are going to have clean energy supporting our city and county’s needs,” she said. “I think it’s a tremendous success and I give all the credit to the community which pressed for this.” Councilman Bert Perello said he would reach out to the representative from Southern California Gas who spoke during public comments about the state switching to all-electric power. “I will reach out,” he said. “She made a comment, and yes her (last) name is Ventura; that is a name that stands with a lot of pride in this room,” he said. “The past chair of the INCO was Ventura Fernandez, a tremendous champion for the residents of this city.” He said there is an all-candidate forum coming up at the Outlet Center, Oct. 24. “I hope the city will put the times on the presentation,” he said. Mayor Tim Flynn said a local newspaper reported that three people were subject to the terms of the gang

injunction. “They had thought, the fact they were included on the injunction and had representation to do so, and the district attorney’s office didn't challenge that, nor was it challenged by the Oxnard Police Department,” he said. “I’d like to say that at some point this issue is going to come back to the city council and I think the council members were prudent in asking for more public input, back in August. I think the merits of the gang injunction needs to be thoroughly discussed by the city council and I think the constitutional rights of anyone who’s been served this civil injunction need to be upheld.” With all that said, he reaffirmed his “unequivocal support” of the gang injunction and the city needs to embrace a rigorous intervention program. From there, Flynn announced there was a request for public comment about the councilmember comments, which would violate the Brown Act. “We will not have any comments on council member comments because it was not agendized,” he said. Starr said Flynn received an opinion from the state attorney’s office that said otherwise. “Mr. Starr, we don’t have open discussions at council meetings,

take your seat, please,” Flynn said. “Mr. City Attorney, we just had a letter issued to us from the district attorney’s office about non-agendized items, and I am not willing to risk that, myself.” City Attorney Stephen Fischer said the Brown Act requires public comments before or during the consideration of an item on the agenda. “It also requires the public to have an opportunity to speak on nonagenda items,” he said. “We’ve had that in the prior session, item F, was that. This was not an agenda item in a sense where there is something that is intended for public participation to be generated through someone looking at the posted agenda and saying I want to come and speak on this. Essentially it would be a second opportunity for public comment on a non-agenda item.” Flynn agreed and said there are council member comments on nonagenda items and they are open items. “Where the violation takes place is when we start inviting comments by council members and members of the public on something that hasn’t been agendized,” he said. “We will not allow that.” Perello interjected and was stopped by Flynn. “You have to ask for the floor

Mr. Perello, you can’t just interrupt,” Flynn said. Perello persisted and said “mayor, Mr. Tim Flynn, may I please have the floor sir, please?”. He told Fischer that before he was a councilman people were allowed to comment under public comments and councilman’s comments. “I don’t know about the issue tonight, and I do know that the Brown Act violation from Mr. Schwartz had nothing to do with the public,” Perello said. “I would recommend that you go back and check, Mr. Nguyen, this where the city has been very loosey-goosey in the past with public policies. We have allowed it in the past, and apparently, we are not going to allow that now.” Fischer said when it comes to Brown Act compliance, he gives the most conservative advice possible. “Until we’ve had an opportunity to research it thoroughly, until we get a solid reading, I would recommend allowing it,” he said. Flynn said although Fischer recommended allowing the public comment he wasn’t going to allow it. “I was the one that was cited,” he said. “The irony about this is we’re going to be cited about having a discussion about the Brown Act. By violating the Brown Act.”

Public Service Loan Forgiveness Program Fails to Forgive Across the nation and multiple generations, student loan debt now surpasses $1.5 trillion. The anxiety shared by borrowers from all walks of life seeking ways to lift this unsustainable consumer debt affects multiple life dimensions. In some cases, these burdensome debts threaten the future of America’s middle class. Two recent developments hold potential for struggling consumers. On September 28, the independent and nonpartisan General Accounting Office (GAO) released findings on the federal Public Service Loan Forgiveness (PSLF) program. Eligible student loan borrowers who have dedicated their careers to public service and met other requirements, such as 10 years of qualifying payments, can have their loan balances forgiven. The first step towards forgiveness requires that interested borrowers are initially screened to certify their employment and loans meet threshold criteria. Once certified, borrowers submit a loan forgiveness application for a final check before forgiveness is approved. Although PSLF legislation was enacted in 2007, September 2017 was the first time that borrowers became eligible for the application for forgiveness. And according to the GAO findings, forgiveness approvals are minute compared to those who qualify. As of June 2018, more than 1.2 million student loan borrowers requested to be certified, with 890,000 ultimately certified eligible. 28,000 applied for loan forgiveness, thinking that they had met the 10- year payment and employment requirements. Shockingly, of these, only 96, less than one-half of one percent received forgiveness. According to the GAO report, “Education has used various outreach methods to inform borrowers about PSLF, but the large number of denied borrowers suggests that many are still confused by the program requirements.” In response, the Department of Education has now agreed to

all GAO recommendations. These include: comprehensive guidance for borrowers and servicers alike; more information about qualifying employers; standardized payment information; and enough detailed information to help identify payment counting errors. In a related but separate action on October 3, the American Federation of Teachers (AFT) filed a federal class-action lawsuit alleging that the nation’s largest student loan servicer, Navient, misled borrowers, preventing some of those in public service professions from accessing PSLF, just to boost its own profits. The action was brought by nine AFT members from four states: California, Florida, Maryland, and New York. In part the complaint states, “The PSLF program is life-or-death critical to America’s public servants who otherwise would never be able to overcome their student debt burden...Navient has not been living up to its obligation to help vulnerable

borrowers get on the best possible repayment plan and qualify for PSLF. Instead, Navient has harmed and continues to harm millions of hardworking public servants by routinely providing false information to these borrowers preventing them from

servicing over $205.9 billion in federal student loans, owed by approximately 6.1 million accounts; • Since 1983, the cost of higher education has risen more than 700 percent -- five times greater than inflation, and even faster than healthcare costs; and • From 1996 to 2015, teacher pay fell by $30 per week while pay for other college graduates increased by $124, according to the Economic Policy Institute “No one goes into public service to strike it rich; they do it out of a deep commitment to students, patients and the public good,” said Randi Weingarten, AFT President. “But we cannot attract the best and brightest to these careers if promises of debt relief are deliberately broken.” For much of Black America, still-soaring student debt brings yet another financial hurdle to overcome – in addition to other disproportionate and historic struggles to obtain the full benefits of being a citizen and consumer. According to Jason N. Houle of

Dartmouth College, and Fenaba R. Addo with the University of Wisconsin at Madison, disproportionate Black student debt makes for an even more fragile Black Middle Class. “We theorize that racial disparities in student loan debt accumulation and repayment are a function of racialized economic hardship and discrimination across the life course,” wrote the two scholars in a new report for the Russell Sage Foundation. “Some have argued that the student loan market is not unlike the mortgage market, where Blacks lack access to fair credit and are disproportionately steered toward high-interest loans that are difficult to repay.” The esteemed scholars may be right. But in neighborhoods across the country Black people do not need to theorize. We live that agony every day and nearly every year. Perhaps it is time to shift from research and data points to activist engagement. To put it another way, what are we prepared to do about it?

OPED “The Trial of the Century” from a Black Journalist’s View A LOOK INSIDE THE COURTROOM THAT DOOMED JASON VAN DYKE By Erick Johnson The “Trial of the Century” in Chicago is over. No more morning rush hour drives to the courthouse and going through metal detectors. No more early-morning reports on Chicago’s iconic WVON radio station, called in from a musty parking garage across from a building where so many Black males have gone through and which too few bad cops have stepped foot in. But for all the sacrifices and headaches of covering the murder trial of Chicago Officer Jason Van Dyke, it was worth it. Finally seeing a police officer led out of the courtroom left me speechless. Dressed in a black suit, he looked as if he was going to his own funeral. Only I, and a handful of Black clergy and activists in the courtroom, were not mourning. Silently, we were rejoicing. It was a day many Blacks in Chicago never thought they would see. A white police officer found guilty of killing Laquan McDonald, a Black teenager, and locked up immediately after his historic conviction. For Black Chicago, it was the trial of the century, a moment they had been waiting for a long time. For this Black journalist, it was history unfolding before my very eyes. It was a story that changed Chicago forever and the climatic ending was about to take place in courtroom 500. I had a seat in the front row that was reserved for the media. Just yards away from Laquan McDonald’s killer, I often sat on the edge of my seat. For most of the trial, I sat next to Jamie Kalven. He’s the prominent investigative journalist from the journalism production company the Invisible Institute, which first broke the story that included the official autopsy report that McDonald had 16 bullet wounds in his body.

Till’s death helped spark the Civil Rights Movement, but McDonald’s sparked an effort among Black activists to clean up Chicago and changed the city forever. It’s happening, and Chicago is finally on the brink of change that many have dreamed about since its first Black mayor, Harold Washington, was elected in 1983. For the last four years, two rusty institutions, Chicago’s City Hall and the Chicago Police Department, have been forced to finally change. It comes after a video was released showing McDonald’s brutal murder in front of at least ten officers who did nothing to stop Van Dyke, but instead are accused of filing false reports to try to cover up the crime. Contrary to the police video, Van Dyke also lied after the shooting, and lied on the witness stand. Throughout the trial, he stood silent next to one of his defense attorneys, Randy Rueckart, but during closing arguments he had a smirk on his face throughout the proceedings. He looked creepy at times. At one point, he came behind me to speak to his wife. I got the chills. But a jury saw through Van Dyke’s smoke and mirrors and convicted Van Dyke anyway of second-degree murder, but with 16 counts of aggravated battery with a firearm. The convictions could put the murderer behind bars for the rest of his life if Judge Vincent Gaughan brings down the hammer at Van Dyke’s sentencing on Halloween, October 31. To Van Dyke and his family, it’s a scary possibility. To Black Chicago, it’s a just punishment for an officer who haunted Chicago the last several years as we watched the video of him ripping into McDonald with a Smith and Wesson 45 firearm. His name is Jason and unlike the Halloween film series, the killer with the badge won’t be back for a sequel.

Who Will We Welcome? Will We Welcome the Children? By Marian Wright Edelman When a foreigner resides among you in your land, do not mistreat them. The foreigner residing among you must be treated as your native-born. Love them as yourself, for you were foreigners in Egypt. I am the Lord your God. (Leviticus 19:33-34) Every third weekend of October many thousands of people of faith come together all across America for the National Observance of Children’s Sabbaths® celebrations launched by the Children’s Defense Fund to unite congregations across religious traditions to respond to the divine mandate to nurture, protect, and advocate for all children. This year congregations will focus on faithful sustained action to end child poverty, protect children from gun violence, and end the heartless separation of children from their families. Those who talk about our nation’s cruel treatment of immigrant families will likely lift up the mandate in all great faiths to welcome and care for the foreigner and the stranger. But as people of faith across our country call for us to treat immigrants with compassion, the Trump Administration is doing just the opposite. This week the administration published a proposed change to the federal “public charge” rule that has the potential to plunge millions of children and their immigrant families into poverty, hunger, and homelessness. When individuals apply for lawful permanent residency or entry into the United States

The words inscribed on the Statue of Liberty call on us to welcome those “huddled masses yearning to breathe free.” But the cruel immigration policies of the Trump administration force families into the shadows, suffocating them with harsh measures meant to punish them for daring to dream of a better life for their children in

immigration officials consider whether that person is, or is likely to become, reliant on the government—in other words, a “public charge.” The current longstanding federal policy is to consider whether an individual will rely on the government for more than half of their income by examining whether he or she receives cash assistance or will need long-term care benefits. But the unprecedented change proposed by the Trump administration would allow immigration officials to deny green cards and visas to immigrants who use public benefits from an expanded list of programs including non-emergency Medicaid, the Supplemental Nutrition Assistance Program (SNAP), housing assistance, and the Medicare Part D low income subsidy. This proposal threatens millions of children and their families. With this change, the administration threatens to shut down legal paths to citizenship

for families that use these safety net programs they depend on— and are legally entitled to—to feed their children, put a roof over their heads and keep them healthy. Even people who haven’t used these programs in the past can be denied a green card or visa if there is a suspected risk they are “likely” to use them in the future. Nearly 1 in 4 children in America has at least one immigrant parent, and nearly 90 percent of those children are citizens. By making legal use of safety net programs a “heavily weighted” factor in determining whether an individual qualifies as a public charge, millions of immigrants will be subject to this expanded definition of public charge, which is likely to cause both immigrants and their children to forego crucial benefits such as food assistance, health coverage, and safe housing for fear of the consequences. This is profoundly unjust, immoral, un-American, and downright shameful. America is

The administration is required by law to review these public comments so now is the time to make your voice heard. Second, participate in this year’s National Observance of Children’s Sabbaths celebration. There are resources available for leading discussions with children and adults alike about welcoming immigrant families. Third, look around your own community and take part in local efforts to support immigrant and refugee families who need your help now more than ever. Together we can resist unjust policies and deliver on our nation’s commitment to those who come here seeking a better life. And those of us who profess Christianity as our faith should remember that baby Jesus was an immigrant in a foreign land. Let us welcome Him in our land today. Stinman said the Steampunk event is cool and no one judges you. “You can do whatever you want, and it’s an amazing community,” she said. “The costumes are visually amazing.” Charles Peterson traveled down to the event from Santa Barbara County and had a compass on his outfit. “It served me well, and I was able to find it,” he said. “This is our first year at Steampunk, and we enjoy the Victorian style dress you get to wear. It’s a lot of fun.”

“Steampunk pulls from typically a more Victorian day and age, and since I am dressed in a more feminine manner, it would be customary for me to wear a corset,” she said. “My lovely girlfriend here is dressed more in a more gentlemanlike fashion where corsets were no longer employed by men typically.” Rockwood had magnifying glasses on her goggles that she bought at the Dickens Fair. “It is a Victorian-era Festival down in Riverside, and you see Steampunk also bleed into there,” she said. Callaghan said the magnifying glasses on Rockwood’s goggles are a tiny version of the enhanced feature of all procedural shows. “He found another stick, did another one and we got to around 60 in the house and people kept saying that we should start selling these, these are amazing,” Coffman-Grey said. “Neil said I couldn’t get rid of any of these and when we got to 75 (sticks), then he said okay, we'd start trying to sell a few of them,” he said. “About 18 months ago, we went to our first festival, the Summer Solstice Festival, and it was amazing. We sold out almost all our stock.” That lit a fire under the duo, and they started selling the magic wands ever since. “They are magic because of what you put into it,” he said. “It’s the magic of you holding the wand and picking out the right one for you.” Neil said if you pick up a wand the person charms the enchanter with its beauty. “We guarantee that,” he said. Coffman-Grey joked he turns the wands into money. “The wand does choose the wizard,” he said. “With that said, it does make a nice broom if you have a witch for decorating. We’ve sold about 400 in the past 15 months.” Neil said the wands are a sensation wherever they go. “We have the right product at the right time, and the world is in desperate need of magic and beauty right now,” he said. “We also make divining rods, crucifixes and we are working

on a vampire stake collection because we want the magic wielder to have the full range of tools to battle the dark side. I also do binding spells for the Trump administration to contain their evil.” Sarah was selling soy candles that she makes by hand, and the fragrances are 100 percent original. “I make them myself, so you’re not going to find them in any stores,” she said. “My boyfriend makes beautiful candle holders by hand.” Candles usually take a couple of days before they are ready, she said, but her boyfriend’s process for the candleholders are more labor intensive. “He free-hands the carving and then he burns the wood, and after that, he does a polyurethane seal so you can have them outside and not worry about maintenance,” she said. Sarah wanted to participate in the Steampunk festival in 2017, but could not attend. When she started her company earlier this year it popped up on her Facebook feed, so she contacted the coordinators about participating. “I am dressing the part,” she said about her attire. “I did have fun getting this together, and it is something I will wear on a regular basis.” She loves being in the Steampunk Culture and

interacting with the people. Jim Englund Photography was on-hand making creations for attendees and created many headshots. “This is my second event, and it’s a lot of fun, and I love the costumes and makeup,” he said. “My wife left my goggles and my hat at home, so I am wearing a baseball cap today.” Jim said the different characters make interesting subjects to shoot. “I ask them to do a lot of different expressions, like big eyes,” he said. “A lot of people that squint, when you do exaggerated eyes, they look more normal, and we get some good imaging.” The music The opening act, “The Unknowns” delivered some killer sounds and was made up of children from Oxnard that studied at Rock City Studios in Camarillo. Drummer A.J. Lowe said when he was little his cousins had a drum set they played all the time and it piqued his interest. “We met at Rock City, and we had this thing called the Sonic League, and they put a bunch of kids together, and we all played, and it’s a lot of fun,” he said. He said his drumming doesn’t drive his mother crazy. “I’ve been listening to music since I was little,” he said. “My mom and dad love music, it was one of their most important things, and it’s something fun to play.” Mom Theresa Lowe said A.J. encourages himself to play the drums, but she enjoys listening. “The more he practices, the better,” she said. “This is our first Steampunk Festival, but I hope we get invited back. This has been a lot of fun.” She was dressed in full Steampunk attire and said it’s her cleaning outfit. “Why not,” she said. “Mostly, the kids pick the songs they want to do, they talk about it, and they work together and have a great friendship. Thousands of Young U.S. Children Get no Vaccines, Survey Finds

Finding Answers for Patients with Rarest of Rare Diseases By Lauran Neergaard WASHINGTON (AP)— The youngster's mysterious symptoms stumped every expert his parents consulted: No diagnosis explained why he couldn't sit up on his own, or why he'd frequently choke, or his neurologic and intestinal abnormalities. Then they turned to a new national network that aims to diagnose the rarest of rare diseases—and learned Will Kilquist is the only person known in the world, so far, to harbor one particular genetic mutation that triggered all those health problems. “It kind of put me at peace with myself, knowing there is absolutely nothing I could have done to prevent this,” said Kari Kilquist of Murphysboro, Illinois, Will's mother. The Undiagnosed Diseases Network, set up by the National Institutes of Health, turns scientists into detectives to

attack medicine's cold cases— the patients left in diagnostic limbo because their symptoms didn't match any known diseases. The idea: Offer them access to cutting-edge research, at no cost, in hopes that uncovering unique ailments would improve overall medical knowledge. Wednesday, the network published a snapshot of its early findings that highlight the desperate demand for help. More than 1,500 people applied for an evaluation between 2015 and 2017 at the network's initial seven patient sites. Just 601 in that first group were accepted, those deemed most likely to benefit, researchers reported in the New England Journal of Medicine. Scientists came up with a diagnosis for about a third, 132 of the first 382 patients to complete their evaluations. And 31 of those diagnoses were never-beforeknown syndromes, according to the report. Scientists hope to improve that diagnosis rate as more patients enter the program. Already, the application number has nearly doubled and more mysteries have

An estimated 100,000 young children have not had a vaccination against any of the 14 diseases for which shots are recommended, according to a Centers for Disease Control and Prevention report released Thursday. “This is pretty concerning. It's something we need to understand better—and reduce,” said the CDC's Dr. Amanda Cohn. Most young children—70 percent— have had all their shots. The new estimate is based on finding that, in 2017, 1.3 percent of the children born in 2015 were completely unvaccinated. That's up from the 0.9 percent seen in an earlier similar assessment of the kids born in 2011. A 2001 survey with a different methodology suggested the proportion was in the neighborhood of 0.3 percent. Young children are especially vulnerable to complications from vaccine-preventable diseases, some of which can be fatal. The latest numbers come from a telephone survey last year of the parents of about 15,000 toddlers. The 100,000 estimate refers to the 2017 vaccination status of kids born in 2015 and 2016. A separate CDC study found that overall vaccination rates for older, kindergarten-age children continue to hold about steady, with close to 95 percent fully vaccinated. The researchers didn't ask why parents didn't get their kids vaccinated. A significant minority of them did not have health insurance coverage. Health officials said that was a surprise because a government program pays for vaccines for uninsured children. But the majority were insured. What's going on isn't clear, but one factor may be some parents' misperceptions about the safety and importance of vaccines, some experts said.

California Lung Cancer Death Rate Less Than National Average SAN DIEGO (AP)—California has a 28 percent lower lung cancer death rate than the rest of the country thanks to statewide policies against tobacco, a study concluded. As far back as the 1980s the state highlighted the link between smoking and cancer and introduced the nation's first tobacco control program. Those efforts resulted in fewer people starting smoking and more people quitting, researchers at the University of California, San Diego announced Wednesday. Californians under 35 who do smoke puffed 30 percent fewer cigarettes and had a 24 percent higher quit rate than the rest of the nation, the research found. “It is clear that from the early days of tobacco control, young people in California became increasing less likely to become addicted smokers,” said Dr. John P. Pierce of the university's School of Medicine and Moores Cancer Center. Lung cancer deaths in the state decreased from 108 per 100,000 people in 1985 to just 63 per 100,000 in 2013. The decline is 33 percent faster than the national average. Pierce, the study's lead author, and his team analyzed decades of data on smoking behavior and lung cancer. The findings were published online this week in the journal Cancer Prevention Research.

SANTA MONICA (AP)— Beyoncé paid homage to a high-profile music executive being honored at a charity event to raise money for cancer research. The singer's vocals soared as she performed three ballads including her 2009 smash hit “Halo” and “Ava Maria” after saluting the character of Warner/Chappell Music Publishing CEO Jon Platt at the City of Hope gala near Los Angeles on Thursday night. She took the stage following her husband, Jay Z, who presented Platt with the Spirit of Life award during a charity event that raised more than $6 million. “Most people lead with their ego, but you lead with your heart,” Beyoncé said Platt, who will soon be leaving his position at Warner/ Chappell to take on the top role at Sony/ATV, the top publishing company in the music business. “You have touched so many lives, mine included,” she added. Jay Z called Platt the “Obama of the music industry.” The music executive is known for signing publishing deals with Jay Z, Usher, Kanye West and Snoop Dogg. His roster of songwriters at Warner/ Chappell includes Lil Wayne, Bruno Mars and Timbaland. Both Beyoncé and Jay Z appeared at the black-tie charity event after the couple wrapped up their On The Run II tour about a week ago.

She told her story of overcoming the disease 13 years ago. “It's great that everyone took time out of their crazy schedules to do something good,” singer Bebe Rexha said. “The real happiness doesn't just come from money or numbers or where you are on the Billboard charts. It's all about doing stuff like this, helping people. That is what makes people truly happy.”

The lucky audience consists of a musical director, who works with the legend to keep her instrument— her voice—in top form. It would be an important exercise for any singer, but even more critical given that the 81-year-old singer had a stroke more than two years ago and suffered a collapse that led to a brief hospitalization earlier this year. “I know what it is to go over the same songs over and over again, and to try to make them perfect. It's interesting and it's hard and it's difficult at the same time,” Flack said in an exclusive interview with The Associated Press last week. “You have to stay on top of things.” The public got a chance to hear the result of those musical tuneups, courtesy of the Jazz Foundation of America, when it honored her Saturday. “I am very excited about the event, to sing, and to perform. I'm just hoping that I can find the right song,” said Flack, whose long list of hits include “The First Time Ever I Saw Your Face,” “Killing Me Softly with His Song” and “Feel Like Makin' Love.” The Jazz Foundation of America provides assistance of all types to musicians who have suffered setbacks, whether they're medical, financial or both. It was set to give Flack its lifetime achievement award at the Apollo Theater at a concert featuring Cassandra Wilson, Alabama Shakes lead singer Brittany Howard, Nona Hendryx and more. But Flack collapsed backstage and was rushed to the hospital. The concert went on without her. On Saturday, the foundation held its annual loft party, where they honored Flack again, and Flack was expected to sing—her first public performance in at least a year. Participants included another music legend and friend, Valerie Simpson, along with Macy Gray.

I'm happy to help.” As for Saturday's performance, Flack said she would likely be excited and nervous, and “all those good things that happen before you go on stage.” She modestly dismissed expectations when a reporter suggested the night would be amazing: “It's going to be real funky and nice. We're going to make it a party.”

When asked if she'd sing one of her old hits, she quickly retorted: “There's no such thing as an old hit,” preferring the term “classic” instead. “I could sing any number of songs that I've recorded through the years,

You need it to be in tune with them, and I don't mean in tune musically, but I mean in tune with the lyrics of the songs, with the words of the songs, and with the meaning. The Hollywood Reporter first reported Coogler's widely expected involvement in the “Black Panther” sequel. Neither a start date nor a release date has yet been announced. “Black Panther” earlier this year grossed more than $1.3 billion worldwide, including $700 million domestically—a new record for a Marvel release. Coogler is also a producer on the upcoming “Creed 2,” a sequel to the Coogler's 2015 Apollo Creed film.
