Ventura—Christmas got an early start at the Ventura Beach Marriot Hotel in Ventura on Nov. 17, as the Humane Society of Ventura County hosted its 34th Annual Santa Paws event to the delight of everyone.

AMILIES and their furry friends lined up and got pictures with Santa, as the Humane Society supplied fun costumes for dogs willing to wear them. The dogs received special Christmas treats, and their humans took advantage of the coffee and water, plus lots of
candy canes to accentuate the holiday season. Media and Marketing Manager Franki D. Williams said all the money goes toward the animals.

Oxnard— It was a beautiful but windy day at Southwinds Park, Nov. 17, as Ice Cream Sunday was a hit with kids of all ages. Residents lined up for their treat, and spent time meeting with people and sharing good times in South Oxnard. Ventura County Supervisor District Three Candidate Kim Marra Stephenson hosted the event, and she made sure there was lots of free Mister Softee Ice Cream for everyone. Stephenson made her way through the crowd, answered lots of questions, and addressed concerns that residents shared. "This is a beautiful Sunday afternoon, except for some wind, but I am out here in the neighborhood finding out their interests and finding out their concerns," she said. "District three runs from Hueneme, to South Oxnard, Camarillo, Santa Paula, Fillmore, Lockwood Valley, and Piru." Council approves Saviers Road navigation center By Chris Frost chris@tricountysentry.com Oxnard— On a 5-2 vote, the Oxnard City Council approved the lease for the Oxnard Navigation Center at 1258 Saviers Road. The location will have 110 beds and serve as a year-round 24-hour shelter with shower and laundry facilities. Additionally, the navigation center will have meal and pet services, housing navigation, and case management services for Oxnard's homeless population. The location will cost $1.517
million over its five-year lease term and include costs for base rent, taxes, and insurance. The city will immediately start a community outreach program and enter discussions with the affected neighborhoods over the next 90 days. The city has an escape clause over that time if problems arise. The item was packed with high tension as several residents spoke against locating a shelter in the five points area, which they said has a problem with crime and vagrancy. The item brought the cry of speakers saying ‘not in my backyard’ to the diais.

Housing Director Emilio Ramirez reported to the council and said the current site at 351 South K Street offers approximately 10,000 square feet of space and is not improved to the level a navigation center should be. "The structure itself is old and in need of substantial improvements," he said. "We currently run the shelter with exterior showers and bathroom facilities in trailers because the interior is not adequate." The shelter has been in use for approximately 14 years and was a winter warming shelter and not a
year-round shelter. "The site was identified and approved as a temporary location for the Oxnard Navigation Center and offers homeless services, and the city housing department operated it since Jan. 2019," he said. In 2018, Ventura County, along with the City of Ventura and the City of Oxnard competitively procured Mercy House for each of the two homeless facilities in the cities of Oxnard and Ventura," he said. NEWS Nguyen proposes a solution to get rid of the Ormond Beach Power Plant By Chris Frost chris@tricountysentry.com Oxnard--During his report to the Oxnard City Council, Nov. 19, City Manager Alex Nguyen updated the group about the Ormond Beach Power Plant and a possible resolution moving forward.

GUYEN sent a letter to the State Water Resources Contol Board with a possible solution. The Ormond Beach Power Plant is scheduled to shut down at the end of 2020. He prefaced his comments by saying his plan is in the idea stage, and an actual agreement will need to come back to the city council. The state has 18 power plants with
once-through cooling technology that are slated to be phased out. Many of the 18 power plants have been closed for years, with the one being closed since 1998. "The frustration I have is when these plants are decommissioned; there is no requirement for them to be dismantled or the land underneath to be remediated," he said. "On Nov. 7, the California Public Utilities Commission made a decision regarding all of these plants and considering their statewide electric grid availability issues, especially with what's happening with PG&E in Northern California. They are figuring out these plants need a one-year extension, and they were considering up to three years." The good news for Oxnard, he said, through the city council's direction and their advocates in the Bay Area, Oxnard made an argument, and the state countered
with a one-year timeframe. That means two more years. "Here's the kicker, given what's happening across the state, it's in the realm of possibility that a year from now, the state could come back and say we still have reliability issues, and we may need you to stay open for an additional year," he said. "Regardless of that, whether it's one, two, three, or four years, my primary concern in Oxnard is at the end of any of those years, the company, GenOn Energy, if they walk away, the structure stays like the other 18 plants." He nicknamed them "monuments to the 20th century. "They will sit there, rust, and leech into the ground," Nguyen said. "What I'm trying to figure out is if they're going to be operating for another two years anyway, then we should figure out a way to have an agreement with them. Given that the state has reliability

We need to establish a trust fund where money goes in monthafter-month, so there's sufficient money to dismantle the plant and remediate the land when they close. What the state gets out of it is some reasonable grid reliability." He said GenOn would get a glide path to decommission the plant, dismantle the plant and remediate the ground. Nguyen said he wouldn't be surprised if the whole process takes 3-4 years, but two years is a guarantee. "It's hard for them (GenOn) to do if they don't know the closure date," he said. "What we would get out of this, if it can be worked out, is an actual trust fund. There will be guaranteed money, strictly to dismantle the plant and remediate the ground underneath."

a new supervisor. "Someone who's here for all people, and that's who I am," she said. "I've been in public service my whole life and active in the community. I'm an educator, and after talking to kids for so many years and registering to vote, when I found out the need for a new supervisor, I decided it is my turn. I'm the one who can do this, and I will do a good job." She wants to bring everyone's voice to the table. "I've got a lot of union and community support," she said. "I am out here with people every day. I teach until 3 p.m., and I spend nights and weekends out here talking to the people. People of Santa Paula and Fillmore will tell you, they were
the first that I met with, and we've been messaging about their issues ever since I started this campaign." Stephenson said Ventura County needs access to services for all people. "That's our healthcare, safety, social services, mental health services, and addiction services," she said. "They also need access to your supervisor. Someone who's is going to be here for you." Additionally, she said Ventura needs affordability. "We've got to make our jobs sustainable and forwardthinking," she said. "We need to bring our housing down so people can continue to live here." She said Long falls short on
sustainability. "She's consistently voted for increasing oil drilling in South Oxnard," she said. "She got lots of money from that industry in her last campaign. She continues to vote in that direction. I signed the no fossil-fuel money pledge, and I am not interested in corporate money." Lucy Cartagena was at the park, helping the kids and helping Stephenson. "We're supporting our lady in waiting become our new board supervisor for Ventura County," she said. "It's been long overdue, and we're supporting Stephenson on this beautiful hot day. Kim has the support of leaders like me and the people in the Southwinds neighborhood.
Hopefully, she'll be overseeing this neighborhood soon." County Supervisor Candidate Jeff Burum came to enjoy the ice cream and meet the people. "I wanted to bring the people gift cards I just got from Walmart for the holidays," he said. "I love meeting people." He thinks his message is reaching the community. "People know we're all about jobs, public safety, fiscal accountability, and transparency," he said. "I think that's going to help us win this election. I'm the only financial expert who is a candidate, and we need that. I am also the only veteran." Alex Burum said Jeff is getting lots of endorsements.
"Our endorsements are coming from the non-profit and faith organizations, business owners, and people who care about the community first," he said. "He's an independent, so we're about bringing everyone together for what is best." Heriberto Villa came with his daughter Isabelle to get ice cream and talk to Stephenson. "We need more parking in this district," he said. "I'm going to vote for Kim." Mayor Pro Tem Carmen Ramirez supports and endorses Stephenson for county supervisor. She donated to the ice cream event, but she said she shouldn't load up on ice cream. "I shouldn't," she said. "Kim
has a great resume, history with education, and she has a great personal story." "I have a record on the Oxnard City Council, and people know what they can expect from me," she said. "I expect the same from Kim. We are like-minded. She got the right attitude towards health and welfare and public safety. She's been endorsed by the Ventura County Firefighters. I am going for that too." They are both champions for the environment. "The incumbent let everyone know that she's not on the same page," she said. "We have to protect our environmental resources. We can't squander them and be cavalier about our resources�

The current site was a temporary location while the city located a permanent center. "The current site is in the Oxnard Airport runway
protected zone," he said. "It has been that way the entire time we've been operating the shelter as this function. Whether it was the winter warning shelter and for the past six months, it has been in that similar operation and has always been within that runway protection zone." Ventura County runs the Oxnard Airport, and they want the city to terminate the navigation center's operation
because it is located in the zone. Continuing to run the navigation center on K Street is inhibiting our ability to receive funding from Ventura County, who has been a significant partner with the city. "Neither the County of Ventura or the City of Oxnard have invested in any comprehensive site improvements," he said. "The staff indicate that the cost to improve the K Street site will be substantially greater than the cost to improve the site on Saviers."
The K Street site is old, he said, and it needs improvements that are overand-above improvements at a newer place. If Ventura County pulls its funding, the city could potentially lose $5 million. "The estimate to improve the K Street site is greater than $1 million," Ramirez said. The city had a shelter site search committee in 2017, he said, which included members of the city council, including Mayor Tim Flynn, community members, city staff, and the housing
department. "That committee met over the course of a year, and the shelter committee suggested various sites," he said. "All of them were deemed not viable." The committee disbanded in June 2018, after the Oxnard Housing Department proposed the National Guard Armory as a temporary location for the navigation center," he said. NEWS City's lecture series kicks off with future transportation needs By Chris Frost chris@tricountysentry.com Oxnard-- The Disruption of Autonomous Cars, Traffic and Parking kicked off the City of Oxnard's lecture series in grand fashion at Oxnard College, Nov. 13, as attendees received a look into the not too distant future as it grapples with a changing world.

HE featured speaker was Michigan Mobility Institute Executive Director Jessica Robinson Co-Founder of the Detroit Mobility Lab, which focuses on building the mobility talent structure necessary that will shape the future in Detroit. Oxnard City Manager Alex Nguyen thanked Oxnard College for hosting the event, along with the Ventura County Transportation Commission, and the Cities of Ventura and Thousand Oaks for sponsoring the evening with Oxnard. "When I first came here, last year, I was told by people, not from here, but from surrounding communities, that Oxnard was not a speaker series town, and I don't believe that," he said. "Thank you for being here." From there, he told the crowd that the future is here, whether we like it or not, and everyone needs to get onboard. "Transportation, as we know it, is going through its most drastic transformation since the introduction of automobiles," he said. "That's happening, and it's either going to happen with us or to us." At the local government level, he said every city needs to make major decisions that will have a lasting impact for decades. "We run the risk of viewing our policies today though a humandriving, automobile-centric, traffic anxiety, congestion anxiety, parking anxiety lenses," he said. "That's all going to become obsolete soon." Nguyen warns that if the population does not change its perspective, humanity may force
millions of dollars of investment into the wrong places. "Especially for private parking spaces," he said. "We're not thinking fast enough about the implications of the future of mobility for cities and counties affecting the sales tax base, changing land-use, and the changing economy for jobs." Starting in 2021, Nguyen said the Michigan Mobility Institute would offer a master's degree in mobility, the first such program in the world. "The objective is to build the mobility talent infrastructure necessary to handle what's coming," he said. Robinson said her job allows her to talk about the future of mobility around the world, which is inspiring. She said when Nguyen reached out to her; she didn't know people would want solutions to all the problems facing cities as it looks toward the future of mobility. "I want to start with autonomous vehicles but also put that into a context that it is one of many mobility technologies," she said. "It can be a force of change, a force of good, or it can drive our communities apart." She admitted that she didn't have all the answers, but she did bring examples from other communities and how it works in 2019. "When I travel to different communities, I like to start with how communities look at themselves," Robinson said. "I spent some time on your city's websites, and I am interested in how you talk about yourselves. What's important in a community." She asked the elected officials what they want to contribute. "As community members, what are you out to see," she asked. "I look for things that are similar, as well as the challenges we are all facing." As she looked at Ventura County, she said there are more similarities than meets the eye. She showed an image of the communities up the coast, as well as a city in Texas, because she wanted to bring the crowd a different perspective. "You prioritize a high quality of life here," she said. "It's no surprise. I come to you from Michigan, where I had to escape a snowstorm to get

here on time. I was walking around here in shorts this afternoon." She applauded the incredible access to beaches in Ventura County, but she acknowledged that communities also prioritize open space. "There's a strong emphasis on being a business-friendly community, both for large employers and retail sellers," she said. "This is a community that values diversity and all its factors, including the strong contribution of the Latin community. You're making investments in your communities, particularly your downtowns, and focusing on walking and being more pedestrian-friendly." Most of the communities have thriving ports, she said, which connects Ventura County to the global trade markets. With all that said, she still sees challenges ahead. "Due to the range of rising costs, many of the people you call neighbors are facing housing instability, or potentially homelessness," she said. "Those in need of affordable housing are growing every day. Traffic and congestion are snarling our roads and make it a pain to get around." Additionally, she said climate change, like severe weather or flooding, affects mobility. "I believe that mobility is linked
to fulfilling all these community priorities that you have amongst yourself," she said. "That plays out in a myriad of public policy choices around transportation and other areas, as well." She touched on parking and said that policy choices dial back to density the walkability of neighborhoods and the housing choices people make. "No set of cities is an island, and we exist in a regional context," she said. "Of course, Los Angeles is a giant contributing factor, and the whole Southern California coast is going through a tremendous change." She presented five factors the Michigan Mobility Institute thinks about when defining mobility and said the first one is movement. "In some cases, we are moving, and in other cases, transportation is happening to something else," she said. "Many that I work with on a day-to-day basis, who are engineers, they like to talk about mobility as moving from point A to point B. Sometimes, it is about efficiency, and that's where it stops." Most of the engineers think it's a good starting place, but she added to the topic and focused on the movement of people, as it pertains to mobility. "That's important, but mobility is much more," she said. "It's the
movement of livestock and our food stock, but it's also about the energy grid and the increasing need for movement in our vehicles." Additionally, Robinson said mobility involves moving information. "In many cases, if you think about the movement of people over time, the reason we move around the world is to exchange information, to get married, and to exchange new ideas," she said. "That's a form of mobility, as well." Her mobility has changed over time, and she said instead of going to the store, people choose to have items delivered to their homes. "In my case, it's probably every day, which is a bit of a problem," she said. "It fundamentally changes how we interact with the world." Robinson said it's more than online change, and mobility affects how systems come together. "For us, we think about the disruptive technologies, but that's how it comes together in new business models," she said. "Yes, autonomous driving and things like electric eye vehicles and being connected are important, but the way they manifest in our environment creates new waves of value creation." Sandoval makes his case for Fisherman's Wharf By Chris Frost chris@tricountysentry.com Oxnard—The conversation about the city council's rejection of the local coastal plan amendment at Fisherman's Wharf continues with Harbor Director Mark Sandoval telling the council that an alternative plan, like a large retailer, will not work because there isn't enough space. At a special meeting of the Oxnard City Council on Nov. 7, the council voted 6-1 to deny the local coastal plan amendment for Fisherman's Wharf. Sandoval said the county
started looking for a developer in 2004, and in the last 15 years, they've issued two requests for qualifications, and the first one did not mention apartments. "The second one included apartments as an option," he said. "We entertained three developers. The first one wanted 800 apartments, and they went away because of the recession. The second one wanted 500 apartments, and they didn't last long because they saw the public was against the project. The third one, the one we have now, is down to 390 apartment units and redevelopment of the retail area. The county has supported that number, and
it was supported by the city in 2015 and 2016, as well." He feels with the history behind Fisherman's Wharf that apartments are needed, and the city recognizes in its general plan that apartments are needed. "I watched that public meeting last week, and it appears that the state is, once again, indicating that Oxnard needs even more housing units," he said. "The city needs housing, I don't think it's debatable, the county needs housing, and the state needs housing. The 2030 general plan that was adopted by the city council in 2011 calls for residential at this site."
He called the council decision wise at the time because residential development belongs at Fisherman's Wharf. Sandoval said that many of the issues with the apartments are land-use inconsistencies, like the loss of public access, inadequate parking, loss of park space, loss of recreational vehicle parking, loss of commercial fishing and recreational boat slips, an impact to the bike paths, structure massing, and traffic. OPED What's in a name, anyway? Dr. James L. Snyder I cannot express how ecstatic I was when someone gave me a coupon for a free donut. Normally, I am not overly excited about “free.” All I had to do was fill out a little survey online and they would send me a code that would guarantee me a free donut. In my “daily diary diet,” I have a whole section devoted to the subject that when a forbidden food is free it cancels out all calories. When I first told the Gracious Mistress of the Parsonage, she looked at me rather strangely and said, “Who said that?” I know we are both getting old but we are not that old! I got close to her, waved my hand so she could see me and said, “It’s me. I just said it. Can you hear me now?” “That is not funny. You know exactly what I meant.” My grin drained from my face and I said to her, “Well, I said it.” “Did,” she said inquisitively, “anybody ever say that before you said it?” My wife has many talents, skills and gifts. It would be difficult for me to say which is her best gift but at the moment, her greatest skill is backing me into a corner. And in a corner, I was thus backed. I then had to explain to her, in detail, how this was an observation I worked through with much research. This is an original with me and I am quite proud to be the author. All she said was, “Huh, that is exactly what I thought.” I will go to my grave believing when a donut is free it means it is free of calories. Call it what you will but free by any other name is still free in my personal dictionary. Getting back to my free donut. I was anxious to get to the donut shop, cash in the coupon and enjoy a donut. I do not know when the best time to eat a donut is, so I just started at my convenience. I got at the donut shop and walked in and the smell was overpowering. Nothing like the smell of donuts baking in the oven with a hint of coffee brewing in the background. I just stood there for a few seconds absorbing the luxury of this marvelous atmosphere. It is not often I can enjoy such luxuries, especially if my wife knows where I am.
When I became adjusted to the ambiance, I walked up to the counter and presented my coupon for a free donut. It was at that moment I saw them. I know I am not the most observant person at the circus. Many things get by me without noticing them. Sometimes I am just in deep thought and not aware of my surroundings. I can relate to Walter Mitty in many ways. There they were, freshly baked Apple Fritters. I was stunned. It just never crossed my mind that a donut shop would have this kind of delicious tidbit. But there they were. Freshly baked and staring at me with alluring eyes of desire. I do not know how much better a day can get than this. When I got up this morning, I did not realize this would be a wonderful day. There
they were staring at me and I stared back and immediately there was a connection. Standing in line I could hardly wait for my turn to order. I presented my coupon for a free donut and the young woman behind the counter said, “Which donut can I get for you, sir?” I savored the moment, licked my drying lips and said, “I’ll have an Apple Fritter.” With that said, I sighed a deep sigh of true contentment. “I’m sorry, sir,” the young woman said. “There is no need to be sorry, young lady,” I said as cheerfully as I possibly could. “No, sir, I’m sorry but an Apple Fritter is not a donut.” I can take a joke as well as anybody else. In fact, I have put
forth my share of jokes. However, an Apple Fritter is no joking matter. “Excuse me,” I said almost breathlessly. “An Apple Fritter is not a donut, so what donut would you like me to get for you?” The thought began unfolding in my mind at this point that she was not joking. She sincerely believed an Apple Fritter was not a donut. I know an Apple Fritter is among the Cadillac of donuts but in my mind, it is still a donut. I did not have much opportunity to set this young woman straight with one of the great fundamentals of life. I had to take one of her “free” donuts along with my coffee, go to a corner and think about these things. What good is “free” if it is not really what you want? Sometimes people use the word
“free” as a device to get you to a place where they can sell you something else. The Bible is the only place I will accept a “free” offer. One particular verse sets this forth quite nicely. “And ye shall know the truth, and the truth shall make you free” (John 8:32 KJV). This is often used out of context. The truth that makes us free indeed is none other than the truth about Jesus Christ. He is the only One capable of delivering something absolutely free. Rev. James L. City Council celebrates Casa Pacifica’s 25th Anniversary By Chris Frost chris@tricountysentry.com Oxnard— The Oxnard City Council took a couple of minutes out of its busy Nov. 19 meeting and issued a proclamation to Casa Pacifica, which is celebrating its 25th year of making a difference in the lives of others.

people who are victims of abuse and neglect, substance abuse, homelessness, as well as behavioral and mental health
issues. Mayor Tim Flynn introduced Chief Executive Officer Steve Elson, who expressed his gratitude to the council for the commendation. “We opened on July 18, 1994, so that is 9,272 days ago,” he said. “During those 25 years, we admitted into our care, on average, three Ventura County children and youth every day. That’s about 27,000 children, and about
4,800 of them, a little bit more, come from Oxnard. We’ve been privileged and honored to work with the children and families of Ventura County. We’re also in Santa Barbara County, as well. This is our home base, and we appreciate the partnership we’ve had with the counties and all 10 cities we serve in Ventura County.” Flynn read from the proclamation and said: Casa Pacifica offers services to

Juvenile Arrested for Selling Narcotics and Vape Pens near Local School Oxnard-- On November 14, 2019, at approximately 3:30 p.m., officers from the Oxnard Police Department responded to the area of ‘M’ Street and Glenwood Drive about a report of a male juvenile possibly selling narcotics to children. This intersection is adjacent to Fremont Junior High School, and at the time of this incident, children were being dismissed from the school at the end of the school day. The caller, a concerned father, called 911 after the suspect approached his 12-year-old son and offered to sell him drugs. When officers arrived at the scene, they observed the suspect who matched the description, and he immediately fled from the officers on foot into a nearby alley. The suspect discarded a backpack as he was running
but was apprehended a short distance away. Officers retrieved the backpack and upon searching it, located numerous vape pens, several Xanax pills, and a large amount of cash inside. Several of the vape pens contained concentrated amounts of
marijuana, and others were labeled as fruit-flavored. The 17-year-old suspect, who is currently on probation for narcotics offenses, was arrested and charged with several felonious offenses, including possession of narcotics for sale, sales of
drugs, and possession of concentrated cannabis for sale. The suspect was lodged into the Ventura County Juvenile Hall. This investigation and arrest was a direct result of the father and son reporting suspicious activity near the school. With parking, Sandoval said the residential parking is almost the same as the city code, while the commercial and retail parking is better than the city code. "According to the county code, at any point in time, 98 of the 390 units are going to have guests that need to be parked," he said. "That's about 25 percent, and I think even that is high. The city code says that for the 390 apartment units, you need 210 additional parking spaces for guests, so 53 percent of the apartments will have guests that require a parked car. I think that is an old standard and something that needs to be examined." At the recommendation of the planning staff, he hired
a planning consultant who examined the project and discovered the peak demand would require 816 parking spaces. "Considering the fact that you can do valet during the peak, at night, when the restaurants are active, you'd drop that down to 787," he said. "The project, as proposed, is 974 spaces, which is much more parking than is needed, according to the Professional Institute of Transportation Engineers." There are three different open areas for park space currently, Sandoval said, including one small park that is .15 of an acre, one small park that has .24 acres, plus a 1.22acre bioswale the city staff included in the park space. "That's not a park; it's a bioswale," he said. "On the 4th of July, when every square inch of asphalt and concrete
are taken up by people waiting for the fireworks, nobody was on that bioswale. It's not a park space. In reality, we have .39 of an acre of park space." Conversely, the development will have one acre of an active park with children, amenities, and walking paths. "This is definitely an enhancement to the park space, despite what was in the staff report," he said. "This anchors the south part of the project. There are apartments behind it, and you've got the retail center. This is what the park could and should become." He said losing recreational vehicle parking is not an issue. "It is an asphalt lot, and there are 22 RV spaces available with no amenities," he said. "That would be over 8,000 RV space nights available. On an average year, only 200 of these RV nights are used. One arrested in vehicle rollover crash Oxnard--At 9:45 p.m. on Nov.14, officers responded to a vehicle rollover injury collision at the intersection of Second and E Street. Upon arrival, officers found the vehicle upside down, resting on its roof. There were beer bottles found inside the vehicle. An investigation revealed the driver was northbound on E Street, attempting to turn left onto westbound Second Street when he collided into a parked car and overturned. There were two occupants inside the vehicle before the collision. The passenger sustained minor injuries. The driver, a 22-year- old male, was arrested for a felony charge of driving under the influence of alcohol and causing injury. The driver had a blood alcohol content nearly three times the legal limit.

Public access should not only be where there is unimpeded access in and around the lot, which there is admittedly, but there is a desire to go to the lot, which there isn't. If we're arguing that we should not put something here because it will impact public access, the question is what public access is being impacted? Nobody uses this lot." He indicated there would be public access underneath the apartments, plus public parking so that people can access the waterfront. "With this development, what you'll get is enhanced access," he said. "You'll get wider walkways at the water's edge, activity in the retail center, and you'll get a reason to be there," he said. "That's what

The urchin dock will move from the corner of Victoria Ave and Channel Islands Blvd, and he said the staff report indicates they don't know how big the urchin dock will be. "There is a good reason for that,' he said. "We don't know. We've been engaged particularly with the commercial fishing industry, the California Sea Urchin Commission, and we've assured them when we design this dock, the developer will build it as part of the development. We would include them in the design of the dock. We will build what they want. They wanted a second hoist, and that's going to be part of it." In addition, he said they'll also have a more convenient location. "Right now, in order to get the
urchin dock, you have to drive through the retail buildings, and make a hectic turn," he said. "It will be much more efficient, much easier to access, also a better place for it." Additionally, Sandoval said the recreation docks are not a marina. "The .6 parking place the staff report indicated has to do with the marina," he said. "They will be rebuilt, but we do not put boats in there permanently. They will continue to be guest docks that are right now not used. When this center is built, it will be more active. It will be available for people to boat over there. You don't need parking when you boat over there for commercial activities." "It's a private non-profit, and we rely entirely on events like this to bring money in," she said. The event draws plenty of exciting animals, she said, as one family called and asked if they could bring in their goat for a picture with Santa. "I said, of course," Williams said. "We just did a picture with two Guinea pigs, and if people want a picture with Santa, they are welcome even if they don't have any animals." Included in the list of pets getting pictures with Santa are snakes, lizards, and cats. "We did a miniature horse last year, but that was at the
shelter," she said. "That was adorable." Shelter Director Jolene Hoffman and Director of Community Outreach Greg Cooper, who started as a volunteer, began the event 34 years ago. The Humane Society of Ventura County started in 1932, and its mission is improving animal welfare in the area. "We're coming up on our 87th year," she said. "We started in Oxnard and got the location we have in Ojai, which is almost five acres in 1980. Since then, we've been able to add on a low-cost spay and neuter clinic, and we
also have an area for disaster relief for horses. During fires, animals come in, we have that service." The Humane Society also offers education services, as they send educators into the schools. "We also have the shelter and adoption center," Williams said. People who have animals can also come to the society to get them their shots. "We have a low-cost shot clinic twice a month at the shelter in Ojai," she said. "We are fundraising to have a mobile clinic, but that is in a year. When we have that, we'll be able to go out into the

community more." Shelter alumni also return, she said, and those moments are special. It's what drove her to a career with the Humane Society. "There is something new happening every day," Williams said. "We're out in the field, the fires are happening, and I document it all. I relay that to the public, so they have a better idea of where their money is going. I also get to hang around the animals. It's like a big family." Parents who decide to get a pet should think it through and make an intelligent decision based on the level of commitment involved, along with determining which animal will fit best in the home. "If you want to get a puppy, you need to make sure the house is puppy proofed," she said. "If you chose an older dog, regardless of age, most of them are going to require some training to transition into the home. If it's a family with kids, you have to decide who's going to be responsible for feeding, walking, and picking up poop." The staff at the shelter prides themselves on working with the family and defining what type of home they have. "If you live in a third-floor studio next to the freeway, a Husky probably isn't going to be the best dog for you," she said. "If you have a home with a large fenced yard, maybe a cattle dog, or Labrador will be a good fit." People who adopt an animal will need a license, and Williams said Ventura County Animal Services handles that for the adoptees. "All of the licensing is done through the county shelter in
Camarillo," she said. "You can only license your dog if it has been vaccinated for rabies. We connect them with animal services to do that." She is grateful to the Ventura Beach Marriot for playing host each year. "They are big supporters and supply coffee and water for all the volunteers," she said. "They also offer free parking for all the guests who come for Santa Paws." Hoffman said she loves the candy canes at the event, and the dogs love the Zukes treats the best. "I try to give out more of the Zukes because they behave better with them," she said. "We are having a blast, and the animals have been incredible. It's hard to get the people to pay attention, but the animals have been wonderful." One of the more unique animals to come through the door were two guinea pigs. "They were hilarious," she said, "They had their hats on and were in little Christmas bags. They were adorable." Teri Reid is an Animal Ambassador, and she loves the extra responsibly. "We take the dogs on pack walks through the City of Ojai, and we take them to the beach on Sunday," she said. "I love volunteering for the Humane Society. They do such good work. They care about their job and animals. It's not just dogs and cats; we also have horses and occasionally birds, guinea pigs, and other animals." She loves volunteering at Santa Paws and seeing all the different breeds of dogs. "We had a Saint Bernard here earlier," she said. "Any public event where there are a lot of dogs is the fun part for me."
After their photos, Winnie, Vittorio, Francesco, and Dayna said they saw their Facebook ad and thought Francesco is five and never had a picture with Santa and Winnie before. "We usually get it done at the mall, but Francesco loves his dog Winnie," Dayna said. "It's like his baby sister. Winnie is a rescue from Paw Works at the mall, and we bought her about three years ago. She is a part Dachshund and part Irish Terrier." Francesco asked Santa for a wooden toy train. "First, we're going to put up our Christmas tree, then we're going to put up our Polar Express train," he said. I want another candy cane." Santa said the dogs have been well-behaved this year and have done an excellent job of minding their manners. Dogs at the North Pole have much longer hair, he said, than dogs in Ventura County. "It is quite cold up there," he said. "We give the dogs treats here if their masters say it's okay." This is a busy time for Santa, but he loves all the four-legged friends and is happy to make the trip from the North Pole. "We take time out of our busy schedules to help Jolene at the Humane Society of Ventura County," he said. "The reindeer seem to know when I am leaving the compound, and they know when I come back because I smell like dogs and cats. They get annoyed with me, but they get over it. If you look at the east side of the Peninsula, you've got the Paz Mar Apartments that are 2,500 lineal feet. They are only 43 feet plus tall, but as I drive down Peninsula, the difference between 43 feet and 55 feet when you are sitting in a car is virtually the same. All you see are buildings." In the ever-shifting world of company-provided health insurance, here's a constant: It keeps getting more expensive.
W
ORKERS may learn that their doctor will no longer be covered or they might have to pay a higher deductible before most coverage begins. Meanwhile, the employer paying most of the insurance bill faces the same big concern every year: The cost will probably rise higher than wages and inflation. Employer-sponsored health insurance is the most common form of health coverage in the United States. The Kaiser Family Foundation estimates that it covers about 153 million people. The cost of that coverage is expected to rise another 5% next year, according to the National Business Group on Health, which does health policy work and
research for large companies. The business group's CEO, Brian Marcotte, spoke recently with The Associated Press about the latest challenges in health benefits. The conversation has been edited for clarity and length.
Q: What do big employers think about the possibility of a ``Medicare for All'' plan replacing what they offer, as some Democratic presidential candidates have proposed? Do they like the idea that the government may relieve them of this huge expense? A: Employers want their employees to have access to the most efficient, high quality and affordable health care possible. Employers at this point view what they provide as being better quality. The biggest challenge (they) see with what's being proposed now, nobody is talking about how you reform the delivery system to be more efficient. There's 30% waste within the system. You can't just expand access (to care) without addressing how care is being delivered. Q: There's a wave of expensive specialty drugs being developed. Some cost a million dollars or more. Will employees have access to them?
A: I think employees will have access. Some companies will delay the first six months or so when a new therapy comes out before they cover it. Employers just want to make sure that they're working ... as advertised, and it gives their pharmacy benefit manger an opportunity to manage those therapies appropriately. No one's really thinking of not covering these, but they're very concerned about the price.
Q: Employers are very interested in covering telemedicine to improve access to care, but employees often are slow to use the technology. Do workers or patients not trust it? A: It may be more of a matter of not being used to accessing health care in that way. Q: Companies are not raising deductibles as much as they have in the past, but they still want to cut costs. Where are they turning their attention? A: They realize that health care is complex, that employees don't touch health care with a lot of frequency or most don't. They're bringing in more services to help employees navigate their benefits, navigate the delivery system, understand their treatment options.
Will you get dementia? Many may not understand their risk By Lindsey Tanner Many older American adults may inaccurately estimate their chances for developing dementia and do useless things to prevent it, new research suggests. Almost half of adults surveyed believed they were likely to develop dementia. The results suggest many didn't understand the connection between physical health and brain health and how racial differences can affect dementia risk.
Substantial numbers of people who rated their health as fair or poor thought their dementia chances were low. At the same time, many who said they were in excellent health said they were likely to develop the memory robbing disease. Many said they tried at least one of four unproven memory-protecting methods, including taking supplements like fish oil and ginkgo. The
most popular strategy was doing crossword puzzles. Mental stimulation is thought to help, but there's stronger evidence for more challenging activities than puzzles— things like playing chess, taking a class, reading about unfamiliar topics, said Keith Fargo, who oversees research and outreach programs at the Alzheimer's Association. He was not involved in the study. Research has shown that regular exercise, a good diet, limiting alcohol and not smoking make dementia less likely. Supplements have not been shown to help. “ W e r e a l l y haven't done a good job of getting the word out that there really are things you can do to l ow e r
your risk,” said Dr. Donovan Maust, the study's lead author and a geriatric psychiatrist at the University of Michigan. The study was published online Friday in JAMA Neurology. It's based on a nationally representative health survey of 1,000 adults aged 50 to 64. The survey asked people to assess their likelihood of developing dementia and whether they had ever discussed ways to prevent it with their doctor. Few people said they had, regardless of their self-rated risk for dementia. The results raise concerns because doctors can help people manage conditions such as high blood pressure and diabetes that have been linked with dementia risk, Maust, said. Among those who said their physical health was only fair or poor, a substantial 40% thought they were at low risk for Alzheimer's disease or other dementia. Almost the same portion rated their chances as likely even though they reported very good or excellent physical health. More whites than Blacks or Hispanics surveyed believed they were likely to develop dementia and almost twothirds of Blacks said they were unlikely. Only 93 Blacks were surveyed, making it difficult to generalize those results to all U.S. Blacks. But U.S. minorities face higher risks for dementia than whites—
Blacks face double the risk— and the Alzheimer's group has programs in Black and Hispanic communities. “There's lots of work to do ... to educate the public so they can take some actions to protect themselves,” Fargo said. White House seeks disclosure of actual health care prices By Ricardo AlonsoZaldivar WA S H I N G T O N (AP)—New rules from the Trump administration on Friday would require insurers and hospitals to disclose upfront the actual prices for common tests and procedures to promote competition and push down costs. But the sweeping changes face stiff pushback from the health care industry and a coalition of major hospital groups quickly announced that hospitals will sue to block the changes. Even in an ideal world where information flows freely, patients and their families would have to deal with a learning curve to become comfortable with the intricacies of health care billing. “This shadowy system has to change,” Health and Human Services Secretary Alex Azar said. “The patient has to be in control.” A final rule would apply to hospitals and a proposed regulation would apply to insurance plans. Disclosure requirements for hospitals would not take effect until 2021; for insurers, the timing is unclear. The requirements do not directly affect doctors. Officials say the rules would shine a spotlight on the confusing maze of health care prices, allowing informed patients to find quality services at the lowest cost. Prices for an MRI scan for example can vary by hundreds of dollars depending on where it's done.

LOS ANGELES (AP)—Two months after two men were arrested at an illicit marijuana farm on public land deep in the Northern California wilderness, authorities are assessing the environmental impact and cleanup costs at the site where trees were clear-cut, waterways were diverted, and the ground was littered with open containers of fertilizer and rodenticide. A group including U.S. Forest Service rangers, local law enforcement, scientists and conservationists hiked into the socalled trespass grow where nearly 9,000 cannabis plants were illegally cultivated on national forest land in the region known as the Emerald Triangle, for the marijuana that has been produced there for decades. Authorities allege members of an international drug trafficking ring set up camp at the site as far back as 2015. When deputies raided the remote clearing in the woods Sept. 9, they found hundreds of pounds of harvested marijuana, thousands of pounds of trash and more than 3 miles (4.8 kilometers) of plastic irrigation piping, according to the Trinity County Sheriff 's Office. They also discovered bottles of carbofuran, a banned neurotoxicant used to kill rodents that also has been linked to the deaths of spotted owls, fish and mountain lions. Experts say illegal sites like the one found in the Shasta Trinity National Forest, about 100 miles (160 kilometers) from the Oregon line, siphon valuable water, pollute legal downstream grows and funnel potentially tainted cannabis onto the streets. “These places are toxic garbage dumps. Food containers attract wildlife, and the chemicals kill the animals long after the sites are abandoned,” said Rich McIntyre, director of the Cannabis Removal on Public Lands (CROP) Project, which is dedicated to restoring criminal grow sites on state and federal property in California. “We think there's a public health time
bomb ticking.” CROP is a coalition of conservation organizations, tribes, elected officials, law enforcement agencies and federal land managers. Also lending its support is the legal cannabis industry, which says it's being undercut by the criminal market. Officials estimate that up to 70% of California's illicit pot comes from trespass grows mostly on public land. “We see illegal grows as undermining the legal cultivators and manufacturers” by reducing tax revenue, said Lindsay Robinson, executive director of the California Cannabis Industry Association, a trade group. “We're seeing untested and unregulated cannabis flooding the market.” Black market marijuana is potentially dangerous because traces of the toxic chemicals used at grow sites are often found in the plants, she said. “If you have an illicit grow
upstream from you, and you're legal, that could end up tainting your product and prevent it from entering the market,” Robinson said. CROP estimates that 9 billion gallons (34 billion liters) of water are diverted to trespass grows in California each year—a yearly supply for a city of 35,000 homes. “In a state like California where water battles and drought are a way of life, that number is shocking,” McIntyre said. More than 60% of California's water comes from national forest land. Authorities in 2018 made dozens of arrests at trespass grows while seizing hundreds of thousands of pot plants along with cash and guns. Criminal growers often use powerful firearms to protect their operation, McIntyre said. That was a jump from chemicals found at about 75% of illegal growing operations discovered on public land in 2017, and it was six times as high as in 2012.
Swift questions AMAs performance over fight with music group By Andrew Dalton LOS ANGELES (AP)—Taylor Swift said Thursday that she may not perform at the American Music Awards and may have to put other projects including a forthcoming Netflix documentary on hold because the men who own her old recordings won't allow her to play her songs. “Right now my performance at the AMAs, the Netflix documentary and any other recorded events I am planning to play until November 2020 are a question mark,” Swift said on Twitter and Instagram. Swift said she had planned to play a medley of her hits when she's named Artist of the Decade at the American Music Awards on Nov. 24, but the men who own the music, Scooter Braun and Scott Borchetta, are calling the television performance an illegal re-recording. “I just want to be able to perform MY OWN music. That's it,” Swift said. “I've tried to work out this out privately through my team but have not been able to resolve anything.” The Big Machine Label Group said in a statement Friday that “at no point did we say Taylor could not perform on the AMAs or block her Netflix special. In fact, we do not have the right to keep her from performing live anywhere.” The 29-year-old singer-songwriter has loudly spoken out against her old master recordings falling into the hands of the music manager Braun, who bought them by acquiring Borchetta's Big Machine Label Group in June. Swift has used the sale and its aftermath to publicly advocate for the rights of artists and to further a feud
with the two men. Swift said in the posts that Borchetta has told her he will allow the projects to go forward if she drops plans to record copycat versions of her older songs next year, which Swift says she plans to do and has the legal right

The Big Machine Label Group countered that Swift owes millions of dollars to it and has created a narrative that “does not exist.” Big Machine also criticized Swift for enlisting her fans and asked her to engage in “direct and honest conversation” with it. Tree Paine, Swift's publicist, responded to Big Machine's statement on Friday morning saying in a Twitter post that the label had not agreed to issue licenses of her recordings for the Netflix documentary and Borchetta denied the request for the AMAs. “Lastly, Big Machine is trying to deflect and make this about money by saying she owes them but an independent, professional auditor has determined that Big Machine owes Taylor $7.9 million dollars of unpaid royalties over several years,” Paine wrote. Taylor also urged her fellow artists, some of whom include Ariana Grande and Justin Bieber managed by Braun, to speak out and speak to him. Swift said she's especially asking for help from the Carlyle Group, the private equity firm that financed the sale. The Netflix documentary, which has chronicled the last few years of her life, was previously unannounced. “This isn't the way I planned on telling you this news,” Swift said.
LOS ANGELES (AP)—“The Crown” opens with a clever acknowledgment that time has passed for Queen Elizabeth II and taken with it the Emmy-winning actress who played her in the Netflix drama's first two seasons. In the scene, postage stamp portraits are displayed for the monarch: one with Claire Foy's likeness as the alluring young queen, the other showing a woman edging toward middleage mundanity. A subordinate clumsily tries to gloss over the physical differences, but Elizabeth, now embodied by Olivia Colman, will have none of it. “One just has to get on with it,” she says, tartly, advice for herself and the audience that will meet other series newcomers, including Helena Bonham Carter as Princess Margaret and Tobias Menzies as royal spouse Prince Philip, when the 10-episode third season is released Sunday. Josh O'Connor and Erin Doherty join the cast as Charles and Anne, the grown offspring of Elizabeth and Philip. Peter Morgan, the series' creator and writer, said transparency was the proper approach. “I thought, let's just get it out in the open. It's always best to, as it were, be honest and direct about it: We're changing cast. When the allegation reaches the queen via Philip, she sensibly asks the source. His nonchalant reply: “Friends at the club.” Current events echo elsewhere in “The Crown,” including frustration over economic disparity that exposes the monarchy's expensive upkeep to criticism, and fraying international relations, particularly between Britain and the United States under President Lyndon B. Johnson (the explanation offered: Johnson is peeved over Wilson's refusal to support his Vietnam policy). The season ends in the late 1970s. Morgan said he wasn't “engineering” parallels between then and now, but realistically depicting a “country really at its own throat” during that period. “You have the left and the right screaming at each other, and not hearing and not listening to one another,” Morgan said. “In a funny way, it was reassuring because what the show has continually reminded me of, again and again and again, is that crisis is the default position rather than harmony. But we project a harmony into the past.” The series artfully weaves together the political and personal. There's a tender scene in which Elizabeth visits a frail Winston Churchill (John Lithgow, who won a 2017 Emmy for the role); a wrenching disaster that tests the queen's capacity to serve as comforter-in-chief, and a national economic crisis that gives second-fiddle Margaret a chance to shine.
