Officers and Oxnard Parks and Recreation staff members played turkey ambassadors with a smile as the team continues to be goodwill ambassadors throughout the city. Recreation Supervisor Jessy Tapia attended the event and said every year Oxnard PAL hosts a Thanksgiving dinner at their youth centers, which was canceled in 2020 because of Covid-19. “What we’re doing is giving away 500 turkeys across three locations that we serve,” he said. “Yesterday, (Nov 19), we had our PAL location, today, we’re at Colonia at Del Sol, and tomorrow we’ll be at n Turkey, see page 7

Eviction crisis town hall starts an important discussion By Chris Frost chris@tricountysentry.com Oxnard-- The City of Oxnard heard a robust discussion about the upcoming eviction crisis and what it can mean for the city. Panelists offered hard data and spoke about what can be done to curb the problem. The meeting also had attendees commenting, and the

group talked out different ideas on the topic and how to fix the situation. Dr. Sunghee Nam, a member of the sociology department at California State University Channel Islands, said the panelists come from diverse backgrounds and viewpoints. “I know they all volunteered for this discussion because they care about this community,

especially those who are vulnerable and disadvantaged,” she said. “We all believe in this great community, Ventura County, affordable housing for all, and living a humane life with dignity, should be provided. That’s where we all agree and converge.” She asked people to listen with an open mind, and through the n Eviction, see page 6

Oxnard-- Normally, on Thanksgiving, I enjoy a day full of cooking turkey, watching movies, and perhaps, if the mood strikes me, I’ll drink a beer or two while the J-Train plays video games and angrily denies that she has a video game addiction.

woke up in a different mood this morning, and I will take a few minutes to tell you what I am thankful for this year. I am thankful that Governor Newsom has imposed limits on our fun and curfews so we can all stay safe because of Covid-19. That is, of course, a complete load of manure. I am thankful for whoever snapped the picture of the governor breaking his own rules and dining with a bunch of lobbyists. I know he apologized, but the only thing that guy is sorry about is that he got caught. With that said, I am thankful for the law enforcement agencies who will not be enforcing this rule. Have a clue, dude. You’ve destroyed your credibility and think you get a free pass. Fortunately for you, there are plenty of supporters who will ignore this. I am thankful that even when the alarm clock does not

NEWS Oakwood Properties is all in with Oxnard By Chris Frost chris@tricountysentry.com Oxnard-- The Wagon Wheel tract-map development agreement revision story continues with Planning & Sustainability Manager Kathleen Malloy saying that a flood wall is being put in by the developer.

T

HE City Council, Nov. 17, approved the tentative tractmap development agreement revision for the Wagon Wheel Development. The agreement green-lighted a neighborhood park location change on Lot A, along with flood control improvements. “We’ll also realign the multiuse path (MUP) to meet Ventura Road at Wagon Wheel Road for a better MUP consistency and connectivity,” she said. The new route will travel through the project. “That will make a very nice design because of the integration of pathways between the project areas,” Mallory said. “There is great connectivity between lot six and the park. It will parallel Wagon Wheel Road, and then there is no change. It will continue under the freeway, and up into River Park It will tie into the existing pathway through Ventura Road, the existing sidewalk and improvements.” There will be a sound wall running parallel to a recreational pathway. “The revised tentative map needs to amend a few conditions of approval,” she said. “A few of the modifications to condition one regarding the landscaping and irrigation improvements within the Cal Trans Freeway right of way and the associated maintenance obligation. That will be through the homeowners’ association maintained with CFD (Community Facilities District) funds. We’ve identified the conditions of approval to reflect that agreement. When we originally brought the map forward, we didn’t have that agreement; the developer didn’t have that agreement with Cal Trans. Also, there is maintenance clarification on the multi-use path and the pedestrian bridge.” The council members got the conditions reflective of the agreements they developed,

and they are consistent with the council-approved Community Facilities District regarding maintenance and obligations. Mallory proposed nine development agreement modifications. They include amending and freezing the development impact fees, locking existing (2015) traffic impact fees until July 1, 2028, offsetting the mobility fee with credit for constructing the MUP, underpass, and pedestrian bridge, offsetting park development fees with credit for constructing the MUP, underpass and park improvements. They’ll continue the offset of the storm drain fee for the developer constructing storm drain improvements and grant full credit for the MUP and pedestrian bridge construction costs and land value. The agreement also updates the solar energy requirement. “We’re proposing an amendment of that section of the development agreement because there are other energyefficient technologies, such as tankless water heaters, not just the requirement for solar energy provisions,” she said. “This amendment would allow modifications to meet energy code requirements, which are currently in effect.” The final amendment grants the community development director the authority to grant the developer additional time if the director determines that the developer is making significant progress towards the requirements for the Ventura Road pump system, drainage system improvements, stormwater, and flood protection improvements. “That’s provided the developer would be making progress towards the requirements to construct those by the 1,300th unit,” she said. “The community development director would be able to grant some flexibility to allow the developer to continue constructing, providing stormwater and flood protection. The developer would not be permitted occupancy of those units unless all those flood protection improvements are in place prior to the certificate of occupancy for those units. Part of this is establishing requirements for stormwater flood protection. Wagon Wheel is one piece of a larger puzzle. The intent is that we wouldn’t allow human life and persons to reside in those units

until the full improvements for Wagon Wheel are in effect.” The city has been working with the developer on the project since 2019. “Back in June, there was a community workshop for the project,” she said. “There were no significant questions or concerns. There were questions regarding the timing for the flood control improvements. These were answered by the developer and the city team.” The Oxnard Planning Commission heard the item on Oct. 29. “There were some questions, and they pertained to revising the recreational amenities within the project,” she said. “There were questions in reference to the conceptual approval on the specific plan map. We expressed to the planning commission that the specific plan was written and it was a conceptual plan. We explained to the commission there were some concerns with the removal of the community pool. Some of the projects are already putting in pools. Between two development projects that are currently underway, there is a pool being put in there being shared by those two development projects. There are also other projects underway where pools are being contemplated.” The apartment complex has community meeting rooms, she said, which are accessible to project residents. “There were questions also about the CalTrans off-ramp

and the reasons for that,” she said. “Additionally, there were questions regarding the Community Facilities District and how those improvements are funded. They unanimously approved the project.” The city council instructed the staff to work with the developer on master plan projects and look at the phased implementation of the impact fees. Oakwood Communities Applicant Corey Harpole said 1,097 developments and 50,300 square feet of commercial space have DDR (Due Diligence Review) approval with building permits issued for 726 units and 50,300 square feet of commercial development. “Two parks have been built, and 420 units have occupancy,” he said. “Oakwood is committed to this project and the City of Oxnard. This project is a collaborative development between the city and the developer.” Oakwood is funding all the off-site water and wastewater improvements, he said, and they’ll pay the connection fee so there will be no burden on the infrastructure. “There will be a lump sum payment for a fire truck and fire station upgrades,” he said. “Three turn-key parks will be provided. There is a vision of affordable housing at 15 percent, so 225 affordable units will be provided. There will be regional storm drain improvement, such as the Ventura sump pump that will relieve occasional flooding issues along

Ventura Road. The golf course development fee, flood protection permits that benefit the project as well as the city. There will be an approximately one-mile multiuse path with exercise stations, plus an extension under the 101 Freeway to connect to the 101 trail overpass to River Park. The will be an MUP over Oxnard Blvd to connect to the Esplanade and the rest of the city.” There will also be a transit center with 50 parking spaces, bus stops, and a ticket kiosk. “There will be Ventura Road off-ramp improvements and a maintenance district to maintain the majority of the public facilities within Wagon Wheel, thereby reducing the financial burden on the city,” he said. Harpole said the staff did a good job summarizing the specific plan amendments. “Aside from relocating the park, the other key revision includes the realignment of the Ventura Road off-ramp and the MUP,” he said. The current map shows the offramp coming into the project and connecting with Wagon Wheel Road at a four-way intersection. “This alignment was approved by the city, but the city recognized conditions that further CalTrans approvals were needed along with resolving the potential conflicts with the MUP and off-ramp,” he said. “CalTrans reviewed this additional requirement and provided additional unrealistic alignments that would have impacted adjacent land uses. The new off-ramp alignment, which basically keeps the same configuration that is there today, resolves the CalTrans issues and conflicts and the MUP conflicts. This design has been conceptually approved by CalTrans and the city staff.” He said the MUP now travels alongside the park and Wagon Wheel Road. “It eliminates two prior road crossings for safer travel,” he said. “It’s integrated better with the park and is compatible with the flood protection improvements.” Flood protection improvements start adjacent to the 101 Freeway and tie-in to the Ventura County improvements. “The conditional letter of map revision has been submitted to FEMA for its design,” he said. “FEMA’s approval will allow for construction to start.” This story will continue on Dec. 4.

Cassie’s Cats Pop-Up Shop By Chris Frost chris@tricountysentry.com Ventura-- As we get started on the holiday shopping season, one way to get that list handled and do something terrific for an important local organization, is to shop through Cassie’s Cats PopUp Shop.

HOPPERS got to choose from handsewn and knit cat teats, jewelry, catnip, and, of course, a new cat bed for your whiskery friend. Cassie’s Cats continues to raise money to open a cat lounge and adoption center in Ventura. Group Founder Jennifer Thompson ran the Pop-Up Shop and said her group raised about $5,000 towards its goal so far. “We’re moving right

along,” she said. “We know, to open a place, we’re going to need first and last month’s rent for security, plus any improvements and furnishing the space. “With rents in midtown Ventura, we think that $6,000 would be good for the first couple of months. It’s a big undertaking, but we’re at about $5,000 right now.” Jennifer and her group keep recruiting volunteers who share her passion for cats and giving them forever

homes. “We were excited to start moving forward; then the county moved back to purple,” she said. “We can’t open responsibly in this climate. We can’t start a new business and new non-profit, so we keep waiting.” She’s met with a commercial real estate broker who will help the group negotiate a lease and look at properties.

“He’s going to make sure we get the best deal we can,” she said. “He’s a nice guy from Oxnard.” Jennifer keeps busy and just took in four new cats. “We adopted a momma cat and her three kittens,” she said. “The little ones are one day old. Their momma is named “Storm,” and the babies are named “Rain,” “Cloud,” and “Hurricane.” That brings my fostering total up to about 19 this year of cats and kittens I’ve taken in and helped save. They’re always getting into

something. When I’m sitting on the couch working on my laptop, my oldest cat, “Sumi,” comes and sits next to me and rests a paw on my leg. It’s good company.” With all those cats, she goes through a lot of cat litter, cat food, and does a lot of laundry. “We have an Amazon wish list that I posted yesterday that we updated it with food for the cats that we’ve brought in,” she said. “As of this morning, two cases of wet food and two big bags of dry food have already been

sent. I don’t know who did it. They’re supporters.” Jennifer finds their kindness gratifying. “It tells me there are people out there who want to see this succeed,” she said. “We’re giving people an opportunity to be giving and do something outside of themselves. That makes me feel good.” One thing the Covid-19 lockdown has done is give her plenty of time to make cat Christmas presents. “I have been sewing many n Cassie’s Cats, see page 6

conversation, they’ll work together and deal with such an urgent community issue. Ventura County Deputy Executive Officer Paul Stamper said his department works on economic vitality for the entire community and said the county board and its Chief Executive Officer Mike Powers have the crisis on the top of their list. “A lot of good work is happening, but there is a lot more to be done,” Stamper said. On March 16, Governor Gavin Newsom issued his first executive order that allowed local governments, counties, and cities to implement eviction moratoriums. Typically, they wouldn’t have that ability on their own. “In Ventura County, we implemented that on March 31, for residential and commercial moratoriums, and most of the cities did as well,” he said. “It’s a type of situation where each individual jurisdiction has the option to do that or not.” On June 11, Newsom

issued an executive order that extended the protection until Sept. 30. “As we approached that, there was a lot of anxiety because there was no solution yet,” he said. “A midnight deal got done by the California Legislature, and emergency legislation got done Sept. 1. The name of that was the Tenant, Homeowner, and Small Landlord Relief and Stabilization Act. Because it was legislation rather than an executive order, it allowed for that to be implemented statewide. Local ordinances do not have to be enacted to be enforced.” That legislation focused on residential properties and not commercial evictions. “The governor later issued an executive order for commercial as well,” he said. The act offers eviction relief, he said, but does not waive unpaid rent. “The pay rent or quit notice was extended,” Stamper said. “Instead of having 3 days, tenants can have 15 days to respond to

that. With notice, landlords were also required to provide a declaration of Covidrelated financial distress form and inform the tenant that they have the right to make use of that legislation. If they declared a hardship, they could avail themselves of those protections.” The legislation had two different time-periods associated with unpaid rent, March 1 through Aug 31, where the tenant can provide the signed declaration. “For the period, Sept 1, through Jan 31, they needed to provide the signed declaration and 25 percent of the rent for that period,” Stamper said. “That didn’t have to be on a monthly basis, but it did have to be 25 percent paid by Jan. 31. Then in Feb, protections from evictions will still exist, based on the unpaid rent from previous months, but you must start paying your rent in full for going forward from Feb. In March, in addition to paying your normal rent, you now also have to begin

paying that back rent.” That lasts for one year. In March 2022, landlords can make a claim for any unpaid rent through small claims court. By the end of 2020, he said there would be $1.1 billion worth of back rent that needs collection. “The good news is that Governor Newsom identified homelessness as a crisis and one of his top priorities before the pandemic,” he said. “This week, the California Legislative Office identified $26 billion in additional revenue they’re anticipating in the fiscal year 2021-2022 based on revised budget estimates. The revenue beat expectations looking at last year and this year. That’s some of the good news that is out there.” Ventura County has been engaged in homeless issues, support, and housing affordability for a while. “Our economic vitality strategic plan, that’s one of the cornerstones of what we are doing,” he said. “We continue to advocate with the state and federal government for our legislative platform for resources to support that.” Stamper said the county could not wait for the eviction cliff to arrive, so they started Project Room Key, which has four local hotels. “We’re able to house at one time over 450 people,” he said. “We still have 160 people utilizing that. This is for fragile people over 65, giving those with Covid-19 that need a place to go. Essential workers were also making use of that. They wanted to protect their family and give someone someplace to go after their shift.”

Project Home Key is moving people into permanent housing, where an Oxnard hotel has space for 70 people. “There is $10 million in the process to purchase that and several million set aside by our board, Cares (Coronavirus Aid, Relief, and Economic Security Act) and other funding sources for the operation of that,” he said. “We had a rental assistance program with 5,400 renters that received three months of rent, $11. 4 million of support for them, a farmworker rental assistance program, with over 4,000 applications. We also had our Business Assistance Grant Program for businesses and non-profits. Many landlords qualify for those and received awards. This crisis is not just for the renters; it’s also for the landlords struggling with the legislation that passed and the pressure that it’s putting on them. The state also has a tenant-landlord resources website, which I’d encourage people to take a look at. For landlords, in particular, there are mortgage forbearance options that it talks through on the website.” Matt Capritto from Berkshire Hathaway HomeServices California Properties said the rental market has been impacted without Covid-19. “Today, any rental that comes on the market is rented quickly,” he said. “I can get 40-50 calls in a couple of days on any given rental at this particular time.” He manages several properties for individual clients, and he’s had a few individuals who have been Covid-19 impacted.

“Some contacted me right away, and some didn’t know the process,” he said. “This process is so individualized. It’s a matter of working with an individual one-on-one and assess their needs to see what can be done. I’ve had a few on payment programs, and they’ve caught up. I have a couple right now that are behind again. I had another negotiated where they pay their monthly rent with using their deposit. I think it’s incumbent on landlords to take a deep breath, assess the individual needs of a tenant, and to work with them oneon-one.” Cappritto said the real estate market will continue being challenging after the moratorium ends. “I think the impact on the court system and the impact on the individuals, that’s the unknown that’s out there,” he said. “More and more people want to come to Ventura County and escape where they are, L.A. wise. The retail market is out of control, with multiple offers on everything out there. Reasonably priced in Ventura County is something between $700,000 to $800,000. It’s a matter of days before properties are sold.” The rental market will continue being a challenge, he said, and the big problem will be what will happen? “What can we do before all these cases hit the courts, overwhelming the system and people are left out in the cold,” he asked. “That is a problem that needs to be solved before we get to the end result of people not negotiating and not finding a compromise.” This story will continue on Dec. 4.

Southwinds Youth Center.” The turkeys were made possible by sponsors and donors who helped the agencies raise funds to buy the birds. “We received donations of turkeys from residents and organizations,” he said. “The Oxnard PAL non-profit purchased the turkeys.” Tapia wanted to distribute as many turkeys as he could. “We looked at the big areas we serve, which is our PAL, our Southwinds PAL, and our Colonia Youth Center,” he said. “We wanted to target an area that we felt had a need. We wanted to give as many as we could, and we were able to get a little over 500 with additional donations for organizations and individuals who helped us raise money.”

He loved having officers adding to the giving spirit. “Anytime we can have our officers helping us out, whether it’s raising money or handing turkeys out to the residents and having them interact with the public, that is always a plus for us,” he said. Recreation and Community Services continues to truck on, despite the nine-month pandemic that is getting worse. “One of the biggest things in Recreation and Community Services is trying to keep the activities and programs available to our residents who want to have some kind of normalcy,” he said. “Whether it’s our recreation programs or continuing our

holiday campaigns, that’s one of the biggest things we wanted to continue. Yes, we’re impacted, but we still want to provide to the city. Giving out turkeys to these residents, hopefully, it helps them be in a regular mindframe.” The group worked with the city to make sure the event was Covid-19 safe. “We worked with the fire department to make sure all the safety protocols are in place,” he said. “We have Covid-19 protocols for every one of our events going on. We’ve done a few distributions, whether it’s school supplies or food share on Wednesdays.” Tapia looks forward to one statement; we’re all clear go back to your normal life. “We’re looking forward

to reopening,” he said with a chuckle. “When that happens from the state and county, hopefully, we’ll be able to continue serving our community. At our next one during Christmas, we’re looking at giving out some toys in a similar fashion, with a drive-thru. Whatever the community needs, we’ll try to meet that need.” Sergeant Daniel Shrubb said the PAL kids and the City Corps crew collaborated to help with recreation and community services and make the event a success. “This is a collaboration with the turkey donations and the drinks,” he said. “We’re able to apply some of the families here in our community that might not be able to put

something together for this Thanksgiving holiday. We’re happy to come alongside that effort.” Some people have bigger families, so Shrubb gave them more turkeys. “I think I’ve given away three at one time,” he said. “We’ve got Jenni-O and Butterball turkeys, so those are good brands, and we spared no expense. These are quality turkeys. This is a good moment for everyone, especially if they go to the store and they couldn’t find anything.” The police department also keeps its efforts moving through the pandemic. “We don’t stop what we do on a daily basis,” he said. “We have to take precautions. We’re human, just like everybody else.

We’re maintaining our distance at this event and adhering to the county and state restrictions and mandates.” Raymond Lerma works for the Oxnard Recreation After School Program, and he’s making videos for the city. “They want to document everything and make sure the city gets to see the work that we’re putting in for our community,” he said. “I wanted to be part of this. The city needs video pictures.” He loves Thanksgiving. “It’s time with your family and giving thanks for having food on your table,” Lerma said. “Giving people a turkey is giving them something they can enjoy with their family.”

Currently, the card payments the city receives annually are approximately $24 million a year for online utility payments; over-thecounter utility payments are $24 million a year, and over-the-counter non-utility payments are $18 million.” Central Square recommended the city place its gateway and processor with a product called

“PAYA.” “We created a team composed of members from the IT and city manager departments. The team researched viable candidates,” she said. “That research yielded another option, which is Paymentus gateway and Elavon as the processor. There are many other options, but the team feels that these two candidates will integrate with Central Square successfully.” The city gave two candidates sample transactions of two months, she said, and then asked for a price for the transactions. Then, they compared them with the current providers, Transaction Manager and Bank of America. “So, they gave us the price for the online payments and the over-the-counter payments,” Alomeri said. “Under the Bank of America Transaction Manager for July, we saved a total of $24,450. Compared to that, PAYA gave us pricing of

$25,279. If we go with PAYA, it will cost us $828 more. Candidate two is Elavon, and they gave us a price of $23,467. If we go with candidate 2, it will save the city about $987 per month.” The city’s comparison did not stop there. “There are other considerations that we have to study,” she said. “Both PAYA and Paymentus work with Click to Go, which is a different platform. The answer is yes, they both work with Click to Go.” They will also be able to integrate with Central Square. “The important question is will they be able to integrate with Tyler (software) that we will be going into in the future,” Alomeri said. “With PAYA, it’s not certain they will integrate with Tyler. With Paymentus and Elavon, Tyler can provide us with their preferred gateway processor. They listed Paymentus and Elavon as preferred.” The city also needed to

know if it would integrate with their autopay system and their IVR. “Paymentus and Elavon will integrate with both,” she said. “The integration, according to Central Square, will need a 3,500 fusion if we go with someone else other than PAYA. According to Paymentus, that cost will be waived. Central Square also told us that there would be a 20-hour implementation cost if we go with someone else. With Paymentus and Elavon, they have made this integration with other cities, and our programming is not needed.” Oxnard also reviewed feedback from another city regarding Paymentus. The smaller city they compared accepts approximately 40,000 transactions per month. “That’s significant because the number of our utility customers is also about 40,000 per month,” she said. “The review was positive.” During committee comments, Vianey Lopez

clarified that it was a flat fee for the service. “The fee for payment is a flat fee of 45 cents per transaction,” Alomeri said. “The fee for Elavon, they charge their cost plus, they also collect credit card fees. It’s called the interchange fee based on a percentage.” Lopez also wanted to know why it falls under a gateway and processor system and not just one system? “Paymentus only functions as a gateway,” Alomeri said. “Elavon only processes as a processor. They don’t do both services. We have to have a combination of the two.” Interim Chair Bert Perello said he’s impressed that Alomeri took the bull by the horns and looked for another option. “It’s great to see a great department looking forward,” he said. “You didn’t wait around, and you looked for options.” The item moves to the full council.

To Cook Rub the beef roast all over with 1 tbsp of salt. Preheat the oven to 325⁰. You can braise the meat if you like though it is not crucial. (Braising would be searing the meat on high heat before roasting). Arrange the meat and vegetables into a roasting pan or dutch over (my preference). Add the wine and olive oil all over the meat and veggies making effort to get everything covered a little bit. Cover with a lid that fits snug and place in the oven. Bake for 3.5 hours at 325⁰. HEALTH Newsom’s child quarantined for possible virus exposure SACRAMENTO (AP)—One of Gov. Gavin Newsom’s children may have been exposed to the coronavirus at school and is in quarantine, a spokesman said Friday.

T

HE child be­ gan a 14-day qua­ rantine “from the date of exposure” after the family was told a classmate at the private school had tested positive for COVID-19, Nathan Click said in an emailed statement. The rest of the governor’s family is not quarantining because they weren’t directly exposed. “The family has taken the potential exposure seriously and is following all state protocols,” Click said. The governor, his wife and all four of their children have tested negative for the

virus, Click said. He didn’t identify the child who was in quarantine. Newsom had a rapid test this week that was negative, and he will get a regular tests this weekend, Click said. The story was first reported by Politico. Newsom said last month that his children had returned to their private school in Sacramento, sparking criticism even as millions of public schoolchildren continue to study online or through other distance learning measures because of COVID-19 concerns. Click said Newsom “has made the safety of students and staff a priority during the COVID-19 pandemic and has fought to ensure that every child - whether in a classroom or at home - is learning.” The school where Newsom’s child was exposed will stop in-person learning and move to remote learning

after the Thanksgiving break through the second week of December, in part because of the higher infection risks associated with holiday activities, according to an

Napa is one of 41 counties that as of Saturday night will fall under a 10 p.m. to 5 a.m. curfew that bars people from non-essential activities and orders bars, restaurants and other businesses to shut during those hours. The counties fall under the most restrictive “purple” tier of the state’s four tiers allowing stages of economic reopening. Private and public schools that already are open for in-person learning in those counties are allowed to remain open.

Employers start sending workers shopping for health coverage By Tom Murphy THE HOMELAND— Instead of offering one or more options, some companies are turning health insurance shopping over to employees. A federal rule change last year stoked this new approach. It allows employers to reimburse workers for coverage they bought without paying a tax penalty. The concept sends employees to individual insurance markets where they can find more choices for coverage. It also protects employers from huge annual cost spikes. But it’s a big change for workers who are used to having their employer give them benefit choices every year. This new approach— known as an Individual Coverage Health R e i m b u r s e m e n t Arrangement or ICHRA— started with coverage plans for this year. More workers will likely see them

offered this fall during their company’s annual sign-up window for 2021 coverage. Benefits experts say the idea is drawing interest from employers, but they expect the option to grow slowly over the next few years. “We are seeing much more cautious adoption of it,” said Alan Silver, senior director of health and benefits for the consulting firm Willis Towers Watson. Here’s how it works: Employees pick a plan that works best for them, sometimes with help from an outside company hired by their employer. Then the employer reimburses them, at least partially, for the cost. Benefits consultants say the accounts can be attractive to companies that have been hammered by insurance costs or want to offer benefits to attract new employees but haven’t been able to afford them. Element Designs, with about 65 employees, switched earlier this year. The Charlotte, North Carolina,

custom door maker was facing a 60% price hike for its old coverage plan. That would have followed a 50% increase from the year before. The company couldn’t absorb those hikes. But human resources manager Kymberlee Hernandez said they also couldn’t tell employees in the middle of the COVID-19 pandemic, “Hey guys, by the way, we’re not going to have health care this year.” “This was definitely a good alternative for us,” she said. The company is reimbursing employees $500 per month for their coverage and another $300 if they have dependents. Employee Olivia Banks found the new approach daunting at first. But a company hired by her employer, Take Command Health, helped Banks figure out which plans would include her doctors and what sort of expenses she could handle.

“The benefit on the other side is a plan that’s tailored more towards you,” said the account manager. The federal government estimates that once employers get used to the new rule, more than 11 million workers and family members will get insurance this way. That’s a relatively small slice of the market for employer-sponsored health insurance, which covered about 157 million people last year, according to the non-profit Kaiser Family Foundation. HealthSherpa, a company that helps people find coverage in the insurance marketplaces, said it is working with more than 50 employers to start the coverage switch between this month and January. Separately, it also is helping individuals with ICHRAs find coverage through an app it debuted in July. The coronavirus pandemic has strained some employer budgets and

made them start thinking about insurance alternatives, HealthSherpa co-founder Cat Perez said. “It’s definitely picked up as the pandemic has played on,” she said. Like with most insurance plans, shoppers will have to read the fine print when they search individual coverage markets. A plan that seems like a bargain could require customers to pay several thousand dollars in deductibles before most coverage starts or deal with much bigger prescription bills than they are used to. “You’re definitely going to reach into your pocket more,” said Katherine Hempstead, a health care researcher with the non-profit Robert Wood Johnson Foundation. The new option is expected to grow first with small businesses and in places where employers think the insurance market offers enough coverage choices. Beth Carter’s marketing agency, Clariant Creative,

adopted the approach earlier this year because more typical employersponsored health insurance was both unaffordable and an administrative headache. “Finding the right coverage was just ridiculously painful,” said Carter, whose Naperville, Illinois, business has only six full-time employees. New employee Sara Schleicher was drawn to the idea. Previous employers had high-deductible plans that would have exposed her to big medical bills. The 29-year-old marketing specialist wanted something with more protection partially because she likes to ride motorcycles. She wound up with a low-deductible plan. “I feel better knowing that I have insurance even if I don’t need to use it that often,” the St. Augustine, Florida, resident said. “This really has given me access to options that I might not necessarily have had otherwise.”

SENIORS 805 What You’ll Pay for Medicare in 2021

Dear Savvy Senior, I know there will be a small cost-of-living increase in Social Security benefits next year but what about Medicare? What will the Medicare Part B monthly premiums be in 2021, and when do the surcharges kick in for higher income beneficiaries? Inquiring Senior Dear Inquiring, The Centers for Medicare and Medicaid Services recently announced their cost adjustments for 2021 and the increases for premiums and out-of-pocket costs for most beneficiaries will be modest. But if you’re a high earner,

you’ll pay more. Here’s what you can expect starting in January. Medicare Part B While Medicare Part A, which pays for hospital care, is premiumfree for most beneficiaries, Part B, which covers doctor visits and outpatient services does have a monthly premium. Starting in 2021, the standard monthly Part B premium will be $148.50, up from $144.60 in 2020. That $3.90 bump represents a 2.7 percent increase, which is more than double the most recent Social Security costof-living adjustment which was 1.3 percent. But if you’re a high earning

beneficiary, which makes up about 7 percent of all Medicare recipients, you’ll have to pay more. Medicare surcharges for high earners are based on adjusted gross income from two years earlier, which means that 2021 Part B premiums are determined by 2019 annual income. So, if your 2019 income was above $88,00 up to $111,000 ($176,000 up to $222,000 for married couples filing jointly), your 2021 Part B monthly premium will be $207.90, up from $202.40 in 2020. Monthly premiums for singles with an income between $111,000 and $138,000 ($222,000 and $276,000 for joint filers) will rise from $289.20 to $297. Individuals earning above $138,000 up to $165,000 ($276,000 to $330,000 for joint filers) will see their monthly premium increase from $376 to $386.10. Those with incomes above $165,000 up to $500,000 ($320,000 to $750,000 for joint filers), you’ll pay $475.20 per month in 2021.

And single filers with income of $500,000 or more ($750,000 or more for joint filers) will pay $504.90 per month next year. Medicare Part D If you have a Medicare (Part D) prescription drug plan, the average premium in 2021 will be about $30 per month for most beneficiaries. But, again for high earner with annual incomes above $88,000 ($176,000 for joint filers) you’ll pay a $12.30 to $77.10 monthly surcharge on top of your regular Part D premiums. How to Contest Income Beneficiaries that fall into any of the high-income categories and have experienced certain life-changing events that have reduced their income since 2019, such as retirement, divorce or the death of a spouse, can contest the surcharge. SENIORS 805 Being nice does have its rewards It was one of those weeks. It seems that every week of mine is “one of those weeks.” Just when I think everything was looking fine, I discovered I was looking in the wrong direction. I should know better than thinking. Several problems developed with my vehicle, and I had to take it to the garage. Fortunately, when I took it in, it wasn’t as serious as I thought it would be. Of course, I was happy about that, and as I drove my vehicle home, I sang one of my happy songs. The next day, the vehicle had the issue again. I guess he heard me sing that happy song and was going to try to prove me wrong. I should’ve worn a mask while singing so he wouldn’t understand what I was singing. When am I going to learn? Oh well, it’s one of those weeks. I took the vehicle back to the garage, and they solved the problem very quickly, which made me happy. Remembering the last time I brought the vehicle home, I did not sing my happy song, at least out loud. When everything goes wrong, it is tough to be nice. Having a nice attitude takes a lot of work, and I must say it is beyond my pay grade. It’s not that I don’t try to be nice, because I do. I guess one person’s nice is another person’s naughty. Why is it naughty seems much better than nice? The Gracious Mistress of the Parsonage always reminds me when I’m going somewhere, “You better be nice today!” I remembered years ago, I asked her to define for me what nice really means. I won’t do that again because she told me her view of being nice. I suppose I should have

taken notes, but I didn’t. After everything that went wrong this week, I was very much tempted just to give up. I’m not sure what I would give up, but I was tempted to go in that direction. Then things changed. First off, I got a check from my publisher, which I was not expecting. As I drove to the bank to deposit the check, I kept from singing my happy song just in case my vehicle was listening. But I was happy. When I got back from the bank, my wife saw that I was smiling and asked what I was happy about. So, being the “nice” person that I am, I told her. And she was happy for me. It was just the beginning of the “nice” attitude in my week. My wife was away for lunch the other day, and so I had to get my lunch. I stopped at Wendy’s and got my lunch, and I have one of those coupons for a free Frosty. I used my coupon, and when I picked up my food, there were two Frostys. “Excuse me,” I said to the waiter, “I only ordered one frosty, but you gave me two.” The person at the window looked at me, smiled, and said, “I just wanted to do something nice for you. Go ahead, keep it.” I smiled back at him and thanked him. When you get something free, and you’re not expecting it, it really is nice. Driving home, I was thinking to myself, “How can my week get any better?” It started out bad, but was beginning to change course. As I was thinking about how nice the week was going, I decided to celebrate it by getting

an Apple Fritter. What better way to celebrate a nice week? After all, an Apple Fritter eaten without my wife’s knowledge is a pretty nice deal. Driving over to where I get my Apple Fritters, I had a thought in my mind. What if I could get a discount on my Apple Fritter? The gray cells upstairs started bouncing around, and I came up with a plan.

All the boutiques I am doing this year are outdoors. I won’t do an indoor boutique.” She loves meeting people. “I see my friends that I don’t normally see,” she said. “I only see them at boutiques. I also get to shop for Christmas, and I don’t go to stores. Everything I buy is going to be at the boutiques.”

Patsy Lopez Sanchez is on Facebook with more creations. Independent Color Stylist Carol Boller owns Nellied it with Carol Jean, and she has a lot of nail polish for sale that’s 95 percent dry. The nail polish is from Color Street. “Our dog’s name is Nellie, so the company was named after her,” she said. “The polish has a base coat, the color, and the topcoat. You prep your nails, and you put them on, and you’re good to go after you do a little trimming here and there. Since they are 95 percent dry, there are no smudges, no drips, and no errors.” She brought only a portion of her big collection. “The stand I was going to use didn’t work, so this is all I have room for,” she said. “I have solids, glitters, and designs. It’s fun, and I enjoy it.” Any busy woman will benefit from her nails.

“You can put them on and go,” Carol said. “They go over acrylics, gels, dips, and over regular liquid nail polish.” Covid-19 helped her business. “The nail salons were closed,” she said. “Ladies still want to have pretty nails, so they found out about Color Street, order them, and they get shipped to them.” She never wondered what she would sell. “I like these,” she said. “This is the first boutique that I have been invited to. I have customers online, so they can go to my website, or they can buy from me directly. or I can mail them to them. You can have fun with them. You can mix and match and do different nails.
