edert die begin van die nuwe skooljaar was daar nog nie ’n skooldag wat die watertoevoer na die Despatch Primêre Skool normaal was nie. Leerlinge by die skool wat op die kruin van Reservoir Hills in geleë is, word vroeg huis toe gestuur wanneer die watertoevoer opdroog en toilette nie kan spoel nie. Mali Mtima, woordvoerder van die onderwysdepartement, het gesê dié situasie is ’n groot bekommernis vir die departement en hy het ’n beroep op die munisipaliteit gedoen om die probleem so gou as moontlik op te los.

Die skoolhoof, Danny Jacobs sê, “Dit raak ’n gesondheidsrisiko wanneer die toilette nie kan spoel nie, daarom moet ons die leerlinge huistoe stuur.” Hy sê verlede jaar het leerlinge altesaam 51 skooldae gemis en hulle moes vanjaar al drie keer huis toe gestuur word. “Op ons eerste dag terug by die skool was daar nie water nie. Daar was nog nie een dag van normale watertoevoer by die skool nie,” sê Davene de Vos, departementshoof by die skool. Die skool het in 2017 ’n slaagsyfer van 88% gehad, maar De Vos meen dit kon veel beter gewees het as daar nie bykans ’n hele kwartaal van skool gemis is nie. “ ’n Kwartaal is sowat 48 dae lank. Ons het ’n kurrikulum waardeur ons moet werk en dit is moeilik wanneer skool gemis word.” Leerlinge vanuit ander woonbuurte en onderwysers is gevra om water skool toe te bring, om minstens water aan die skool se voedingskema te bied wat die leerlinge van kos voorsien. “Maar nou is water ’n nasionale krisis. Mense kan nie meer net water tap en skool toe bring nie,” sê Jacobs verder.

“Ons is baie dankbaar vir die hulp wat ons nou ontvang. Die probleem is egter dat dit nog tussen drie en vier maande kan neem om te voltooi. In die tussentyd duur die waterprobleem voort. Prayer service for rain held on Market Square The drought and associated water shortage have officially escalated to the level of a disaster. Water in the dams supplying Nelson Mandela Bay will last only a few months. The hope is on a natural solution - rain! Therefore a special interdenominational prayer service for rain will be held tomorrow and all interested are invited to attend the gathering on Uitenhage Market Square in front of the Town Hall at 13:00. It is organised by the Uitenhage Ministers Fraternal and the duration of the service is only 45 minutes. “The service is being held to pray for much needed rain in the Eastern Cape, as

well as the Western Cape. eyond the clamour around who’s to blame, conflicting scenario descriptions of Day Zero and its predicted date, individual and community responses and helpful tips, the drought - now officially the worst on record without historical precedent - has done us all some good. This is according to a media release issued by the Wildlife & Environment Society of South Africa, who identified 10 good things about this natural phenomenon: 1. It has heightened public awareness of the reality of climate change impacts. The impact can’t be limited to water only. Fires, migration, health, economy and security are patently part of the picture and an holistic response is required. 2. The world takes note with apprehensive inter­ est. Indian Prime Minister Narendra Modi said that climate change is the greatest threat to civilization. Other water-stressed cities like Los Angeles, Sao Paulo and Singapore consider who will be next. 3. Communities have started working co­oper­ atively and innovatively together. This is after realising that leaders global, national and local can do only so much. There are domestic street and faith based responses, workplace plans and frail support initiatives. As people work to-

By addressing the water scarcity problem we start mitigating the degradation of rivers, wetlands, estuaries and oceans too. 6. Not satisfied with glib answers or spin­doctor­ ing. The public is interrogating the reasoning and planning in a way that demonstrates deeper understanding of and engagement with issues. Government’s ability, at all levels, to plan realistically and respond to

emergency situations appropriately is being tested and subjected to scrutiny. Can you really flush with seawater? Are 200 water points sufficient for 3 million people? Is saltwater intrusion into our groundwater likely? - are the sorts of questions being posed to politicians and officials who are also, happily, being swept along on a steep learning curve. 7. All the practical re­ sponses to the drought have been a big boost for self­sufficiency and resil­ ience thinking. Things like organising a rain tank, bending the ball-valve arm down in your toilet cistern to reduce the flush volume

or fitting aerators to tap nozzles have been a big boost for self-sufficiency and resilience thinking that is pollinating across other areas of life including energy, waste reduction, transport efficiency and food security. The consequent empowerment that goes with positive feedback from such efforts means a trend towards less externalization of our needs and responsibilities and a greater sense of pride in problem solving. 8. The drought is a time­ ly reminder of the abso­ lute need to decouple growth from resource ex­ ploitation and environ­ mental degradation. People’s ability to halve their

water consumption in a year and then do more shows what is possible. Can the fossil-fuel based energy footprint be reduced dramatically? Could the plastic waste stream from singleuse packaging become a trickle? Is it feasible to so increase marine protected areas and compliance and change consumer behaviour so effectively that we pull back from Day Zero on the fishing front too? 9. This kind of circular thinking has also put the spotlight on the essential need for waste water re­ cycling. Waste water recycling should be part of the new normal. The benefits are significant: less effluent to the sea, less pollution into rivers, greater water security, tighter control on commercial and industrial outflows, more training and jobs for water technicians and developing understanding of groundwater recharge implications. 10. Appreciation of eco­ system services from wet­ lands, rivers, the ocean, springs and aquifers and the need to protect these from pollution and over­ use. You can take a wash in the sea, relax in the shade of riverine vegetation and strip nutrients from your grey water with the help of a home-planted wetland. Kikuyu grass is giving way to hardy indigenous plants and local hack groups taking out black wattle and Port Jackson are water heroes.

Discharging of firearms: Shotspotter to aid in law enforcement “CRIMINALS must know that we are trying more innovative ways to deal with crime prevention and law enforcement and the successful implementation of Shotspotter technology is just one of the ways we are dealing with this evil.” Nelson Mandela Bay Municipality Executive Mayor Athol Trollip made this pertinent statement at a press conference held jointly with American company, Shotspotter Incorporated, and the Municipality at the Port Elizabeth City Hall on Tuesday. Mayor Trollip said barring the necessary funding allocation, the roll-out of this technology will be considered for other crime-ridden areas in future. Shotspotter Technology, piloted in Helenvale since October 2017, entails the strategic placement of acoustic sensors that immediately informs law enforcement of gunshots and provides precise information of the location of the crime. The consideration for a broader roll-out of the R3 million pilot-project, follows seventeen arrests by the gang unit of the South African Services and arrests for attempted murder and possession of unlicensed firearms amongst others.

Member of the Mayoral Committee for Safety and Security, Cllr John Best, said before the launch of this technology in October last year, a two-week trial period showed that 99% of the shots discharged in Helenvale are not reported to the police. “Initially we noticed a lot of gunshots in the old Helenvale area and with the technology aiding the South African Police Services (SAPS), the gang unit and the Metro Police, we could zero in on the problematic areas. “We had about 15 streets where regular gunshot incidents occurred. This came down to about three streets at the moment. “Three suspects were arrested for attempted murder, three for possession of firearms without a valid licence, one murder suspect was arrested and we recovered a shotgun with 54 rounds as well as a 9mm gun. “This morning, I was informed by the SAPS gang unit that they arrested 17 suspects on suspicion of gang activity since October. In all these instances suspects were arrested when the Metro Police and SAPS responded to Shotspotter notifications following the discharge of firearms,”

That, despite the great work that law enforcement is doing in respect of gun violence, is perhaps the greatest lever that you have. “This is reducing and de-normalising gun violence by communities reclaiming their space. “We are very excited by what you are doing here. We are deployed in Chicago, Detroit and New York City and other major cities but are especially happy with the work done in smaller cities to combat gun violence. “We are delighted to be your partner,” Clark said. The evidence gathered with Shotspotter technology is used by prosecuting authorities and it is a crucial policing tool to gather intelligence to improve response and deployment of law enforcement.

Sassa succeeds with making direct payments REPORTER THE South African Social Security Agency (Sassa) has successfully paid over two million beneficiaries who receive their grants from commercial banks. This was made possible through their Paymaster General account which was opened recently. According to a media statement released by Sassa, this move is a giant step towards the company ultimately paying all beneficiaries using electronic payment methods. “It is part of fully complying with orders

of the Constitutional Court and phasing out CPS, the current service provider. As from March 1, Sassa will also do direct transfers to about 5.7 million beneficiaries who use the Sassa card,” the statement read. This will bring about 80% of payment transactions under the control of Sassa by the end of March this year. “By April, the only beneficiaries whose payments won’t be falling under Sassa’s direct control will be the ones paid in cash at Sassa paypoints. “Sassa has already gone to the market for the cash payment category by way of advertising a tender. This represents just under

three million beneficiaries.” The statement said that until recently, the legislated life insurance premium deductions of 700 000 beneficiary accounts were deducted through a third party contractor. “Sassa is in the process of completing the takeover of this responsibility from CPS, who was managing these on Sassa’s behalf, while currently negotiating with the banking industry in order to develop a low cost banking account which will be subsidised by the company so that beneficiaries get the full value of their grants without paying bank charges.” Such an account will not allow electronic

debits and is intended to protect beneficiaries from unauthorised debits which have been a problem in the past. The current Sassa card is still valid and will only expire at the end of the year; by then the new Sassa/Sapo card would have been introduced. “Sassa has gone on a countrywide awareness campaign to inform beneficiaries of these developments and to eliminate fake messages which tell beneficiaries to switch to some questionable new cards. DEMOCRATIC Alliance (DA) leader, Mmusi Maimane has committed to making the empowerment of young people his main priority. Maimane was speaking in Motherwell last Friday, where he visited residents as part of his People’s Forum Tour. Maimane said the party had launched a one-year internship programme, called Vukuzakhe, a single portal where unemployed youth could access all the internships on offer. “This youth internship initiative looks at how we can employ and avail job opportunities for young people. This programme is aimed at equipping the

youth with skills training coupled with onthe-job training,” Maimane said. He said the party had written to the business communities and have commitments from both the private and public sector to rapidly roll out this programme. “I have also commissioned our government to ensure that they open up more opportunities for the youth,” Maimane said. Speaking at the forum, Anelisa Mabece, currently an intern in the Nelson Mandela Bay Municipality Mayor’s Office, commended the launch of Vukuzakhe. “I will forever be grateful for this opportunity that the municipality has granted me. “And I believe that Vukuzakhe will also open doors for others,” Mabece said. Raised by a single parent, Mabece said she always wanted to make her mother proud because she knew that her mom had not sent her to school to end up being unemployed and falling prey to social ills in the township. “I graduated in 2014 and have been unemployed since. When I came across the municipal internship programme advert, I jumped at the opportunity,” Mabece said. She said it was a gruelling process and she was ecstatic to have been chosen as one of the four interns. “One thing my mom has taught me is that education is the one thing that no one can ever take away from you,” Mabece added. Another municipal intern, Bajabulile Makhaye, said in as much as education is the key to success, it is not enough. “As the youth we need to go an extra mile – voluntary work can do wonders.”

Maimane said that the DA had recognised that internships were not the only solution on the table to tackle unemployment, stating that mass employment can only be created by

the construction of more factories. “The factories will then be used for manufacturing. We also need to enhance tourism and stimulate agriculture, and in key big sectors we have to have economic growth so that more people can find work.” He said the struggle in South Africa is the struggle for jobs. “It’s not against an individual, it’s about a job. Therefore, we must deal with economic growth.”

Date for Zimbabwean Exemption Permits extended REPORTER THE Department of Home Affairs has extended the closing date for payments and submission of supporting documents and biometrics (finger prints) for the new Zimbabwean Exemption Permit (ZEP) to February 15, this year. In a statement release, the department said the cut-off date was initially November 30, last year and was extended to January 31, this year in the hope that all those who had applied online

Your bank will never ask for your credit or cheque card, account number, online banking login details or password or One Time PIN (OTP) on social media platforms. •Help and favours - be on high alert when asked for special financial favours or urgent assistance by strangers, no matter how caring or persistent the individuals may seem. Never share your banking details with strangers and think twice before sending money to someone you recently met online

Do not allow your account to be used by another person to deposit or transact on. This can put you in serious trouble with authorities as allowing proceeds of crime to be laundered through your bank account, knowingly or unknowingly, is a criminal offence. Furthermore, never open a bank account in your name on behalf of a person you have met on social media platforms, irrespective of the circumstances. “When all safety precautions are taken into account, social media remain one of the best platforms that consumers can use to keep up to date with the latest news and trends, interact and catch up with friends and family,” concludes Naidoo.
