Leon de Villiers, DA-koukusleier in die metro, het gesê hulle wag om te kyk of die 8%-verhoging in elektrisiteit op alle kategorieë verbruikers van toepassing gaan wees. “Meer as ’n 8%-verhoging vir nywerhede sal verlammend vir die Baaise ekonomiese groei wees,” het hy gesê. Die metro se bedryfsinkomste het met 1,2% (of R86 miljoen) gekrimp vir die 2013-’14-boekjaar, vergeleke met die 2012-’13-aanpassingsbegroting. Dit is omdat ’n behuisingsubsidie wat van die provinsiale departement van menslike nedersettings moet kom, nog nie ontvang is nie. Die metro se bedryfsuitgawes

beloop R7,6 miljard, wat ’n begrote tekort van R320,8 miljoen tot gevolg het. Die grootste bedryfsuitgawes vir die 2013-’14-boekjaar is personeelkoste (26,4%), grootmaat elektrisiteit- en wateraankope (32%), algemene uitgawes (6,5%), toelaes en subsidies (5,3%) en herstelwerk en onderhoud (7,1%). Die belangrikste bronne van inkomste vir die bedryfsbegroting is diensgelde soos elektrisiteit, water, sanitasie en vullisverwydering (57,4%), eiendomsbelasting (16,8%) en toelaes en subsidies van die nasionale en provinsiale regering (12,54%). Die kapitale begroting vir 2013-’14 is R1,08 miljard en is 23,7% minder as die 2012-’13-aanpassingsbegroting, hoofsaaklik as gevolg daarvan dat geen toekenning van die nasionale tesourie vir die geïntegreerde openbare vervoerstelsel gemaak is nie.

Kirkwood koor stel CD bekend Dagboek • Diary Koorlede van die Restoration Choir van Kirkwood is opgewonde oor die bekendstelling van hulle eerste album. Dié geselligheid word op 27 April in die St Colmcille skoolsaal gehou en ander plaaslike kore is welkom om tydens die bekendstelling ook ’n draai op die verhoog te maak. Die Restoration-koor is in 2011 gestig en bestaan uit

tien lede met Morné Tiervlei as die koorleier. Musikante Andrias Saayman op klawerbord en Charlton Jansen op die tromme vergesel die koor. Tenant leaves problem property The Property Poser panel has been approached for assistance by a reader who has been experiencing an abundance of problems since taking occupation of her rented granny flat 10 months ago. It would appear that the electrics in the flat are not properly wired, creating the potential for someone to be shocked. The reader also reports that the flat draws a lot of electricity, even when most of the appliances, including the geyser, are switched off. Similarly, the water meter runs despite the reader not using any water. Other problems include a burst pipe in the kitchen and poor security, resulting in her vehicle being broken into on six occasions thus far. The reader feels that the problems she has suffered more than justify her wanting and being entitled to leave. Despite complaining to the landlord, nothing has been repaired and towards the end of last year he advised her that she could leave if she wanted to, provided she could find alternative accommodation. The tenants in the main dwelling were told the same thing, as the landlord’s son apparently intended to take occupation of the entire property.

Taking him at his word, the reader sourced a new place to stay and gave the landlord a week’s notice. The landlord refused to release her, stating that she had misunderstood him and that she was still obliged to give one month’s notice or forfeit her deposit, which would presumably be set off against payment for the notice month’s rental. Without seeing the written lease that was concluded between the landlord and tenant, it is difficult to advise on a specific remedy, says Stiaan Jonker of Smith Tabata Attorneys in Nelson Mandela Bay. “Disregarding, for the time being, the reader’s complaints about the condition of the property, and focusing on the aspect relating to cancellation of the lease, I’m not convinced that the problems experienced result in her being able to leave on a whim.” The reader advised the landlord of the problems with the rented flat, yet despite nothing being done, she continued to stay there for ten months, says Jonker. “The lease agreement would provide us with some insight into this matter and would typically state the rental period or provide for termination on, usually, a month’s no-

tice.” Should there be no written lease, Jonker says the period is usually determined on a month-to-month basis with one calendar month’s notice. Of course, the parties can agree to different terms and whether such an agreement occurred is the crux of the current matter, says Susan Chapman from Rawson Properties PE Platinum in the metro. “Because the reader gave a week’s notice, it still seems to have been a requirement in her mind. However, the period thereof appears to be in dispute.” Chapman says the reader did not advise the panel of any special agreement in this regard, therefore it would seem that the usual onemonth notice period would apply. “However, the lease period itself, which is typically agreed to at the outset and recorded in the agreement, would be abbreviated.” The early termination and notice period would have to be agreed upon by both parties. “Notice should be reasonable in the circumstances and one month would allow the landlord to make alternative arrangements.” To ask a property related question, visit www.propertyposer.co.za.

The development of the R2-billion Bay West Mall in Port Elizabeth has seen a first for South Africa – the successful relocation of a natural rocky outcrop and thousands of plants from the path of construction. With independent environmental specialist Mark Marshall at the helm of conserving the site’s protected areas – almost 30% of the 330 hectare site has been set aside for this purpose – more than 4500 plants, noted as “spe-

cies of special concern”, have been carefully handpicked and preserved in an off-site nursery. Seeds of the Agathosma – a “species of concern” – have also been collected for preservation. The search and rescue of sensitive flora and fauna on site – spiders, lizards and snakes included – took several months. No heavy machinery was allowed on site until Marshall was satisfied that the flora and fauna of special concern had been preserved or relocated to protected areas. When development of the mall is completed towards the end of 2014, Marshall will oversee the relocation of the plants back to conservation areas on site. Marshall also managed the mammoth task of relocating an entire natural rocky outcrop and – over and above the species preserved in the nursery – replanting 2500 individual plants at site of the relocation within a cordoned-off protected area. “For developers to go out of their way to comply with Department of Environmental Affairs regulations is rare. They really put passion into it,” Marshall said.

Young drivers don’t know how to change a flat tyre M

ore than just a way of getting around, their wheels make young South Africans feel independent and represent a living space that is uniquely theirs. As part of Goodyear’s commitment to understanding and addressing road safety, the company recently probed the behaviour of 6 400 drivers under the age of 25. The survey covered 16 markets (15 European countries and for the first time, South Africa). That’s my style! “Young people today have a very particular relationship with their cars,” said Lize Hayward, Goodyear Group Brand Communications Manager. For 73% (of the SA young drivers who participated) having a car is a way of gaining independence (global 55%); 61% say their car reflects their personality (global 36%), while 67% say their car is where they can escape day-to-day stress (global 41%), and 52%, where they can escape from their parents (global 30%). Until things go wrong Goodyear’s survey also showed that youngsters are, in some ways, slower to gain independence than previous generations and retain a strong attachment to their parents – particularly when it comes to sorting out car trouble. Youngsters don’t know the basics South Africans were the most comfortable driving on their own after completing their driving training (90% vs global average: 78%) and they are also the most likely to check their tyre pressure regularly for safety (81% vs global average 68%), however most were not trained to do so and even fewer were taught how to change a flat tyre. “With so many young drivers lacking the confidence even to change a flat tyre, there is certainly a need for more training,” said Hayward.
