We are going to be confronted by a teacher shortage, which will be a further setback. . .
THE Department of Education in the Eastern Cape is ready to deliver on the promise of ensuring that all schools are resourced with the Learner Teacher Support Material (LTSM). This according to Department of Education spokesperson, Malibongwe Mtima, who said learning will be taking place from the first day of the new school year (yesterday) in the fulfilment of the Eastern Cape Department of Education’s plan to increase the pass rate of 61.6% last year. Despite improving slightly on the 58.1 % pass rate of the previous year, the Eastern Cape still had the lowest matric pass in the country. By Thursday last week, Mtima said his department had already distributed 85% of textbooks and 98% of stationery to all its schools across the province. The SA Democratic Teachers Union (Sadtu) in the province, is
however, less optimistic about the start of the school year because of what they call “the unilateral declaration of teaching posts for 2013 in the province by the Education MEC (Mandla Makupula). According to Sadtu Provincial Secretary Mncekeleli Ndongeni the post provisioning in 2013 is 4 000 less than the posts declared in 2012. “Only 60 850 posts have been declared for 2013 – a significant cut from 64 752 posts declared in 2012 which was a further decline from the 69 390 posts declared in 2010,” said Ndongeni. “We are concerned about what this will do to the delivery of quality edu-
cation in the province as we are going to be confronted by a teacher shortage which will be a further setback in our attempt to respond to the challenges facing education.” National Professional Teachers Organisation of SA (Naptosa) in the Eastern Cape believes the challenges staring education in the face in the province relate to a workforce in which the average foot soldiers are under capacitated. Naptosa EC Chief Executive Officer Peter Duminy added that the Education Department has “a communication network that creaks like a rusty donkey cart, leading to information and instructions arriving far

s dit nie vir versamelaars was nie, sou ’n magdom interessante items heeltemal verlore wees vir die mensdom en die geslagte wat nog kom. Ek het in 1984 teruggekom van die grens af en doelloos in die strate rondgedrentel. In een van die winkels het ek op ‘n versameling kentekens afgekom en net daar het die versamel-gogga my beetgekry,” vertel Trevor Smith in sy propvol, maar netjies georganiseerde motorhuis. In hierdie motorhuis is daar uitgebreide versamelings van botterkarringmasjiene, melkverdelers, motor-olieblikke, gereedskap, antieke telefone, nommerplate, modelkarretjies en selfs ou petrolpompe. Dit is veral sy versameling kentekens, regiment- en lapelwapens van die destydse Suid-Afrikaanse weermag, lugmag, polisie, spoorwegpolisie, Untag magte en ook van buitelandse polisie en weermag wat sekerlik een van die grootstes in privaatbesit is. “In my 40 jaar aan diens by die polisie moes ek gereeld Johannesburg toe en dit is daar waar ek baie van die kentekens gekry het. Ek het ook kontak met ander versamelaars opgebou en ons ruil items onder mekaar uit totdat jy ‘n volledige stel het.” In Smith se versameling van 85 oliekanne het byna elke blik ’n storie oor waar dit vandaan kom. Daar is die vreemde blik Semo Olie van Steytlerville, ‘n blik Aksie Olie geblik vir die destydse weermag en die Bobcat olie van Bathurst. “Ek stop my klein motorhawens en gaan krap so bietjie daar rond. Dit is eintlik ‘juweelstukke’ wat ’n mens by sulke plekkies kry.” Smith het ook rakke vol gesogte skaalmodel motortjies en spog met 14 verskillende groottes van die VW Beetle. “As hierdie versamelgogga jou gebyt het kyk ’n mens anders na die omgewing waar jy ry of loop. “Baie van die goed waarop ek afkom bring goeie herinneringe en dan voel ek dit hoort tuis by die res van my versamelings.”

Met die oproep na 0 043 70 6300 het ’n “blikstem” inderdaad geantwoord, maar ek het gewag tot sy gesê het ek moet aanhou as ek met iemand wil praat. Ek het aangehou en kort daarna het ’n vriendelike mens geantwoord.
Die beampte, Nandi Mrwetwyana, het binne drie minute (sonder dat sy geweet het sy praat met ’n verslaggewer) volledige inligting verskaf. Nadat sy die stad waarin ek woon, die maand waarin ek gebore is en die laaste syfer van my ID-nommer gekry het, het sy dadelik geantwoord: “U moet op 22 Januarie by die Walmer-stadsaal gaan herregistreer.” En hierin lê die belangrike sleutel, het Luzuko Qina, kommunikasiehoof van Sassa in die Oos-Kaap, uitgewys.
Chinese man arrested with illegal perlemoen
Baby dies after thrown by mother The 10 month old baby boy who was seriously injured on Christmas Eve by his mother, passed away last week. It is alleged that the mother of the child had an argument with the father at their home in Kamesh. “She allegedly threw the baby at the father. The baby then fell to the ground. “She left the house and the father picked-up the baby,” said police spokesperson W/O Gerda Swart. The mother, Lauretta van der Ranse, returned home the next day, but refused to take the baby for medical treatment. Members of the Kamesh police, were informed on the 4th January regarding the incident and immediately took the baby to the
Uitenhage Provincial Hospital. “Owing to the baby’s nature of his injuries, he was transferred to a hospital in Port Elizabeth. “The baby passed away on the 8th January,” said W/O Swart. The 28 year mother was arrested on the same day that her baby passed away and appeared in court on charges ranging from child abuse to assault with the intent to do grievous bodily harm. “She was granted R500 bail but could not pay it and was sent to Kirkwood prison where she will be detained until her next appearance on 27 February,” said W/O Swart. Investigations are continuing and police await the post mortem report that will determine the exact cause of death.
A 30-year-old man was arrested last Thursday at his business in Market Street (Uitenhage) for the illegal possession of perlemoen. Police in Uitenhage received valuable information, obtained a search warrant and confiscated about 20kg of perlemoen on the premises. The perlemoen is worth about R10 000. The suspect is due to appear in the Uitenhage Magistrates’ court soon.

Water feature one of its kind The opening of the new five star Boardwalk Hotel, Convention Centre and Spa, was celebrated in conjunction with the upgraded new Boardwalk Casino and Entertainment World, an investment of some R1-billion. It is close to the new must-see multimedia musical water feature, the only one of its kind in the southern hemisphere. According to The Boardwalk general manager, Clifford Ngakane, the water feature consists of over 80 pumps capable of shooting a thousand tons of water an hour through around 100 individual water jets. Over 800 lights add colour to the nightly displays, while multimedia presentations are shown on a 144 square metre screen created from water. At its climax, the strongest jet is able to shoot water 60 metres into the air – making it one of the highest foun-
tains in Africa. Over 35 kilometres of cables and pipes connect the different elements of the fountain. The lake spectacular fountain shows are from Sundays to Thursdays at 20:00 & 22:00; Fridays and Saturdays 20:00, 21:00 & 22:00. With 140 guest rooms all sea-facing, the Boardwalk Hotel has eight luxury suites, four family rooms, a presidential suite, disabled accommodation and views over the Indian Ocean. It also includes a spa, indoor heated pool, fitness centre, outdoor swimming pool, 150-seater fine dining restaurant and smoking bar. Since opening, the Boardwalk Hotel has already enjoyed a 74% occupancy rate. Apart from leisure tourists to the region, it is designed to complement the new 2 000 person international conference centre built on the property.

health risk, also sparked by vagrants scratching in bags and leaving the rubbish just there. “Please residents, keep your eyes open and report the area at the municipal call centre. Follow-up weekly to see what is being done about it.” SA general meeting for all residents regarding the Garden Town initiative will be held this afternoon at 18:00 at the Indoor Sports Centre. ie 2012-matriekklas van Hoërskool Brandwag het uitmuntend gevaar in hul eindeksamen. Nie net het die skool 14 A-gemiddeldes en 186 A-vaksimbole behaal nie, maar leerders het ook A-simbole behaal in elk van die 17 vakke wat die skool aanbied. Altesaam 160 uit die skool se 161 matrieks het geslaag en ’n enkele leerder het gekwalifiseer vir ’n hereksamen. Meer as die helfte, 105 matrieks, het met toelating tot graadstudie geslaag en meer as ’n derde, 49 matrieks, het geslaag met toelating tot diplomastudie. Altesaam 6 matrieks het geslaag met toelating
tot hoër sertifikaatstudie. Volgens die skoolhoof, Wilhelm Meyer, is dié uitstekende uitslae die resultaat van goeie samewerking tussen ouers, die skool en matrieks asook die toewyding van die personeel en leerders. Brandwag se toppresteerder, Thomas Janse van Rensburg, het 8 A’s en ’n gemiddeld van 88,67% behaal. Hy het 82% vir sy agste vak, Wiskunde Vraestel 3, behaal. Wiskunde Vraestel 3 is ‘n opsionele ekstra vak vir leerders wat ‘n aanleg vir Wiskunde het en word deur min skole aangebied. Thomas begin in 2013 medies studeer aan die Universiteit van Pretoria.

U’hage High alumni bursaries to scholars The Uitenhage High Past Pupils and Teachers Association (UHPPTA) achieved a further significant step in its very brief history when it awarded bursaries to five of the school’s 2012 matriculants to enable them to pursue further studies. The five recipients of UHPPTA bursaries are Anand Brown, Kurt Marney, Shandry Stout, Dane Such and Tavin Tarentaal. Kurt Marney was also awarded the bursary for the top Mathematics and Physical Science matriculant, sponsored by a former Uitenhage High pupil. The five students will be pursuing various courses of study, including civil engineering, education and accounting. UHPPTA wishes these pupils well and as alumni they are sure to do the organisation proud. The total value of these bursaries amounts to R50 000 and these funds were accrued from donations and sponsorships by former pupils, including Willie Alexander and 1978 head-boy Tanswell Louw. Former U’hage student in Paris for diamond research

“Diamond is the hardest material known to man but its supply is slowly running out. Thus the Diamonds that are being made by Element Six are of great importance and thus the analysis thereof is of great interest. These diamonds are used in the mining industry in manufacturing of drill bits and cutting tools due to the hardness of these diamonds.” According to Minnaar, the University of Pierre and Marie Curie is also investigating another hard material that has similar properties to that of diamond namely Boron Nitride (BN). Apart from work Minnaar is also excited to gain more knowledge regarding the culture and social behaviour of the French.
HEILIE COMBRINCK The streets of Paris, France are roamed by a former Uitenhage High student who was awarded the Erasmus Mundus Scholarship by the Nelson Mandela Metropolitan University to continue his PhD at any university in Europe. Ettienne Minnaar, a student at the Department of Physics at NMMU, will be in Paris for the next six months to continue his research at the University of Pierre and Marie Curie (UPMC). For Minnaar’s PhD at NMMU he is characterising Polycrystalline Diamond made by Element Six. “These are basically fake diamonds but they have similar properties to that of real diamond such as hardness, thermal and electrical conductivity,” said Minnaar.

TINNEKE GOEDHALS ’n Spierwit markiestent het ’n herrie op dié dorp veroorsaak toe dit die naweek oor die pad in Kleynhansstraat opgeslaan is. Gaste wat ná ’n begrafnis elders op die dorp ’n ete in dié tent bygewoon het, het gister nog vreedsaam verkeer terwyl van die inwoners op die dorp naby aan hierdie straat agterdogtig op hul stoepe gesit het. Die plaaslike polisie se telefoonlyne is ook deur die loop van die naweek warm gebel. Sommige inwoners meen skade is opsetlik aangerig aan die teeroppervlak waarin ses yslike penne ingeslaan is om die tent regop te hou. Dié straat was ook met ’n geel versperringsblok afgesluit en het veroorsaak dat enkele huiseienaars nie by die straat kon in- of uitgaan nie. Volgens ’n inwoner, wat anoniem wou bly, was die tent op ’n uiters gevaarlike plek opgeslaan, net om die hoek soos ’n mens van Kerkstraat se rigting in die straat afry. “Die tent was moeilik sigbaar vanuit dié rigting en kon ’n vreeslike ongeluk veroorsaak het ten spyte van die versperringsblok,”

Volgens Hannes Slabbert, nog ’n inwoner, was die straat nog gistermiddag gesluit en het dosyne motors in die pad gestaan. Hy was een van die inwoners wat Saterdagaand die polisie gebel het en gaan die saak nou verder voer met die plaaslike raadslid. “Ek is verbaas en redelik kwaad. Die belastingbetalers sal nou weer moet opdok vir die skade. Ek verjaar oor ’n paar weke en is sommer lus en slaan ook ’n tent op en nooi ’n klomp mense,” het hy gesê.

According to Stiaan Jonker of Smith Tabata Attorneys in Nelson Mandela Bay, a sectional title scheme is controlled and managed by a body corporate. “The Sectional Titles Act makes provision for the appointment of trustees to take care of the complex management. They are appointed by the owners at the AGM.” Jonker says the trustees are expected to act honestly and in the best interests of the body corporate. “At the AGM, the trustees present their annual budget to the body corporate, who will either accept it or request changes.” Therefore, they cannot simply act on a whim of their own, as in this instance, says Jonker. “The trustees are merely the custodians who carry out the decisions made at meetings.” Jonker says trustees may only effect or remove improvements of a luxurious nature (desirable but not necessary) on the common property by unanimous resolution of the owners. “Should the trustees wish to make or remove non-luxurious improvements, which are defined as necessary or useful, they must follow a prescribed procedure to notify owners of the intended changes in advance.” Then if any owner requests that a special general meeting be held about these improvements, the trustees must arrange for the meeting to take place, says Jonker.
Competence and responsible
It’s important to ensure that the people who are voted in are competent and responsible, says Susan Chapman from Rawson Properties PE Platinum in the metro. “They should understand their role and be willing and able to carry it out within the confines of the Act.” Chapman says anyone who is legally nominated and elected can be a trustee. “This means that it can be a registered owner, a relative or spouse of an owner or a tenant.” As long as the majority of the trustees in the scheme are owners or the spouses of owners, it constitutes a valid board, says Chapman. “An alternate trustee can also be appointed if one of the trustees is away for an extended period of time and needs someone to act on his or her behalf during this time.” Chapman says the replacement holds the same powers and duties as the actual incumbent. “The alternate trustee only ceases to hold this position if the person whom he or she is standing in for ceases to be a trustee or if the alternate’s trusteeship is revoked by other owners at a general meeting.” STo ask a property related question, visit www.propertyposer.co.za.

River Mile fever hits swimmers
A
frica’s oldest open water swimming event, the Spar River Mile, takes place next month as part of a two day festival of sports and entertainment at Sundays River. Started in 1924 in Redhouse on the Swartkops River, the River Mile has grown into one of Nelson Mandela Bay’s premier social events attracting thousands of social swimmers and spectators from around the country each year. The 2013 Spar River Mile Festival takes places on Saturday 23rd and Sunday 24th February with an action packed program of fun, family sports events complimented by food, craft, exhibition stalls, beer garden and kids entertainment at the tranquil setting of Cannonville on the Sundays River. The Daniel Pienaar THS first cricket team excelled in the Union High School Cricket Festival played in Graaff-Reinet over the weekend. DP convincingly beat their more fancied opponents from the Western Cape namely Pinelands High School, Paarl Gymnasium and Paarl Boys High and returned home unbeaten. All in all, it was an excellent team effort, with captain Zinzan Emmanuel leading from the front with the ball in all three matches with young Denver Klue performing admirably with both bat and ball during the festival. s a result of the demand from budding cyclists, an “endurance” challenge for children, called the Powerade 10km Sprint, has been added to the forthcoming Volkswagen sponsored cycle tour. Aimed at the 10 to 12 year age group, the latest addition to the Powerade-sponsored family road events effectively bridges the gap between the 21km Leisure Ride on the one side and the 2km Kiddies’ Ride and 500m Toddlers’ Dash on the other. According to event coordinator Linda Harwood, the new race fulfilled the organisers’ vision to offer a complete weekend festival of cycling. “Like the Leisure Ride, it’s an ideal opportunity for parents to interact with their kids because participants have to be accompanied by an adult.” For older teens, Harwood said the new 55km Pursuit – which replaces the existing 40km and 70km races – would include licensed U14 and U16 racing categories. “Now there really is something for everyone leading up to the 106km Classic feature race.” On the mountain bike side, she said Powerade would once again sponsor the 30km Leisure Challenge, 5km Kiddies’ Challenge and 500m Toddlers’ Dash. She said the cycle tour – which takes place in Port Elizabeth and Addo – epitomised Nelson Mandela Bay’s healthy, family-oriented, outdoor lifestyle. Powerade’s special events manager Danny Williams said it was these values that resonated strongly with the sports drink brand. “Our brand is very much about family togetherness and living a healthy, active lifestyle. We love the fact that the new event has kids riding with their moms and dads.” Williams said the 10km race was a welcome addition to the line-up and that Powerade had been a proud sponsor of the road and mountain bike family events since their inception. He said the sponsorship would once again include a financial contribution, liquid refreshment for participants and novelty items for the goodie bags. “Our two Gig Rigs (mobile music trucks) will also add to the festive atmosphere over the weekend.” “We are very happy about Reach for a Dream’s involvement and that they benefit directly from it.” Proceeds from the family road races go to the non-profit organisation, which makes the wishes of children with life-threatening illnesses come true.
One such recipient is 15-year-old cancer survivor Vuvu, who was diagnosed with aplastic anaemia last year and received a life-saving bone marrow transplant from her five-year-old brother Andile. Vuvu’s wish for a scrapbooking kit was fulfilled last October and kept her busy during her four-month stay at the Red Cross Children’s Hospital in Cape Town. SAll the family road and mountain bike events take place on Saturday, 2 February while the 55km Pursuit and 106km Classic round off the weekend on the Sunday.
