Relief for drivers: traffic department testing machines fixed REPORTER
T
he time Nelson Mandela Bay residents spend in queues at both the Uitenhage and Korsten Traffic and Drivers Licensing Department has been lessened following repairs to seven Live Capturing Units (LCUs).
Nelson Mandela Bay Municipality (NMBM) member of the mayoral committee for safety and security, Councillor John Best said at a media briefing last Friday that this important development will ensure that more people can be assisted on a daily basis. “We used to service between 350 and 400 people per day with the three machines.
“Following the intervention, we will now be able to service up to 600 people per day. “This is almost double the number of people which means queuing times will be cut in half. “It is important to clarify that the Department of Transport is responsible for the provision and the maintenance of the LCU and Live Enrolment Units (LEUs), used to book appointments and to issue and renew drivers’ licenses,� he said. “These units are outdated and the department has difficulty finding replacement parts for them, which affects our turnaround times. “I continually raised this matter with the department since we received numerous complaints from the public. “The department informed us that a new tender would be adjudicated in August.
“They also sent technicians this week in response to our continuoal plight in Nelson Mandela Bay, Humansdorp and surrounding areas to fix our machines. “As a result six additional machines are now operational at the Korsten Traffic and Licensing Centre and another at the Uitenhage Traffic and Licensing Centre.� Owing to the fact that not all eight LCUs were operational, trained staff were deployed elsewhere. Acting head of traffic and licensing, Andrew Moses, said since more machines were now available, the current staff complement would be supplemented. “We will engage with those staff members, who are already trained, to ensure a faster turnaround time. “We want this to be in place before the new tender is in place,� said Moses.

FIGHT AGAINST WATER LEAKS
Metro on plumber recruitment drive T
he fight against water leaks has been intensified as Nelson Mandela Bay Municipality has advertised seven vacancies for artisan plumbers. Mandela Bay is currently facing severe water shortages due to a prolonged drought and is also grappling with fresh water leakages across the Metro. This puts the Metro in a dire situation as its water reserves continue to be depleted with no immediate and meaningful rainfall relief in the immediate future. Artisan plumbers form part of the core team that fixes water leaks in the metro and also ensure reduction of turnaround times in fixing these leaks. The current turnaround time to fix small leaks is between 15-20 working days. As such, the municipality has moved swiftly by employing an additional seven plumbers. It’s envisaged that their recruitment will immediately reduce turnaround times drastically. The Municipality’s organogram structure consists of 51 artisan plumber teams. Currently, a total of 27 plumbers are in the system and there is a total of 24 plumbing vacancies. Once the recruitment process has been completed, the new recruits will bring the number of artisan plumbers to 34, bringing the vacancy figure to 17. The metro is committed to strengthening its internal operations through the employment of highly skilled and qualified employees to take the Nelson Mandela Bay metropole forward.

There he enjoyed the honour of meeting Gcina Mhlope, one of South Africa’s foremost and award-winning storytellers. Monopoly: ‘Onskuldige’ bordspel wat teen kapitalisme was D

Raworth, ’n senior besoekende navorsingsgenoot aan die Universiteit van Oxford se instituut vir omgewingsverandering, skryf die uitvinder van die speletjie was die Amerikaanse vroueregteaktivis Elizabeth Magie, wat in 1866 gebore is. Magie was ’n uitgesproke rebel teen die norme en politiek van haar tyd en wou nie net om vroueregte veg nie, maar ook teen die kapitalistiese stelsel van eiendomsbesit. Sy het inspirasie gevind in ’n boek van Henry George – Progress and Poverty – wat haar pa, James Magie, aan haar gegee het. George se denke is gevorm deur sy reise deur die VSA in die 1870’s waar hy volgehoue armoede te midde van groeiende welvaart opgemerk het. Hy het geglo die rede is die ongelykheid van grondbesit en wou hê die staat moet eiendomsbesit swaarder belas. Die belasting op eiendom moes dan namens almal, ryk en arm, bestee word – dit wil sê, ’n vroeë vorm van die herverdeling van rykdom. Magie het in 1904 die bordspeletjie gepatenteer om die meriete van George se voorstel te bewys en dit die “Landlord’s Game” genoem.

Magie se doel met die twee stelle reëls was om spelers ’n praktiese demonstrasie te gee
van die uiteinde en gevolge van die stelsel van eiendomsvergrype, afgespeel teen hoe ander benaderings tot eiendomsbesit tot ’n heel ander samelewing kan lei. Die speletjie het gou gewild geword onder linksgesinde intellektuele, op universiteitskampusse en ook onder Kwaker-gemeenskappe. Die Kwakers is ’n groep in die VSA wat fokus op pasifisme en ’n eenvoudige lewe. Charles Darrow, ’n werklose Kwaker, het die speletjie aangepas en dit aan Parker Brothers as sy eie verkoop. Maar toe Parker Brothers ontdek dis eintlik Magie wat die spel ontwerp het, het hulle haar patent uitgekoop en dit as Monopoly bekend gestel, en met net

More hands needed for beach clean-up WESSA Algoa Bay branch invites the public to a beach clean at Cape Recife on Saturday, August 5th from 09:30 to 10:30 Efforts will be combined with SANCCOB (the old SAMREC) Little Blues Club beach clean-up. To get to the area where the cleanup will be held, coming from Summerstrand, you turn left off Marine Drive towards Pine Lodge. Drive past Pine Lodge and stop at the boom which is the entrance to the Cape Recife Nature Reserve. Tell the security person there that you are participating in the WESSA/SANCCOB beach clean-up. Drive to the SANCCOB parking area and park. There will be someone there to direct you when you arrive. If you park at SANCCOB, you will not need a permit to enter the reserve. If you drive beyond SANCCOB, you will need to obtain a permit. Buying a newly-built home has many attractions, but for most first-time homebuyers, saving tax is no longer one of them. For many years, one of the biggest incentives to buy off-plan or into newly completed developments has been the fact that the “price you see is the price you pay”, with VAT being built into the sale price and buyers thus not being required to find additional cash to cover transfer duty. “However, with the transfer duty threshold currently at R900 000, that is simply no longer
true for many first-time buyers, who are currently paying an average purchase price of around R750 000 to R800 000. The truth is that there is now no tax at all payable on pre-owned properties costing less than R900 000, but still 14% payable on newly-built homes in this price bracket. In other words, those buying the new homes will effectively be getting 14% less floorspace for their money than those who buy preowned homes – and will usually still have to come up with some cash to cover the additional transaction costs such as legal fees and bond

Dr Steve Ponde, a paediatric pulmonologist who practises at Netcare Waterfall City Hospital in Midrand, says that acute bronchitis, which is also sometimes known as a ‘chest cold’, is a relatively common medical condition, particularly over the winter months. “Bronchitis is best described as the inflammation of the large and medium-sized airways, or bronchi as we call them, and is usually characterised by a cough,” explains Dr Ponde. “The condition usually resolves after a few days, or at most three weeks, and is usually not serious. That said, people should seek treatment for any cough that is persistent or severe and which lasts for longer than three days. “A persistent cough could be a sign of a more serious chronic problem of the airways, and there is a risk that unmanaged bronchitis could develop into bronchopneumonia, which can be life threatening particularly in young children under two years of age, the elderly and people with other illnesses that may weaken their immune system. “Approximately 1 in 20 cases of bronchitis lead to pneumonia, so this condition can pose a very serious risk to one’s health and must be managed appropriately with the assistance of your doctor.” According to Dr Ponde, bronchitis is itself often associated with untreated infections such as a head cold and sinusitis. These infections may be highly contagious and are particularly prevalent during the winter months. Other symptoms of bronchitis may include chest tightness, coughing up phlegm or sputum, shortness of breath, fever, and sometimes chest pain. Many of these bronchial infections are caused by viruses, which do not respond to antibiotic treatment. Acute or chronic bronchitis? He points out that there is a second type of bronchitis aside from the acute form, and this is chronic bronchitis, which is a condition that usually only affects smokers. “Today chronic bronchitis is referred to as chronic obstructive pulmonary disease [COPD], which is a blanket term used to describe progressive lung diseases such as this particular form of bronchitis and emphysema. “In the case of chronic bronchitis, patients cough and bring up phlegm almost every day for at least two or more consecutive years. They must give up smoking if they hope to improve.” “All forms of COPD are potentially serious medical conditions, and the World Health Organization predicts that it will become the third leading cause of death worldwide by 2030,” warns Dr Ponde. “A child with a recurring cough may have asthma or may have inhaled a foreign body
and should be taken to the doctor. “Coughing up blood [haemoptysis] should never be ignored,” he advises. “Violent coughing may result in the rupturing of small blood vessels resulting in bleeding, and may be an indication of an underlying disease such as tuberculosis.” Caring for the patient As bronchitis is generally caused by viruses, it is not usually treated with antibiotics, as these are only effective against bacterial infections. However, antibiotics may be used in the very young, elderly or those with other chronic conditions to assist in reducing the risk of secondary pneumonia infections. Cough mixtures and bronchodilators, together with plenty of bed rest, are most commonly used to treat bronchitis. “A child who has developed bronchitis should stay indoors, consume large amounts of liquids and be provided with small, frequent meals. Steam inhalations or a humidifier may be helpful in relieving the cough in children over the age of two.” Preventing bronchitis Dr Ponde says that South Africans can reduce their risk of developing bronchitis by avoiding exposure to others who have respiratory or other infections. Should you develop a cold, treat it with care and make sure you get sufficient bed rest. He recommends the following to help keep infections such as bronchitis and possible secondary infections at bay: .Practise good hygiene by washing your hands and your children’s hands often to avoid the spreading of germs. .Parents who have children with cancer or HIV should discuss additional protective measures to prevent the development of complications such as pneumonia with their doctor. .Make sure your home is smoke-free. Passive smoking makes children and adults more susceptible to upper respiratory infections. .Avoid smoking as it damages the lungs and damaged lungs are more susceptible to bronchitis. .Cough and sneeze into your sleeve or tissue to prevent germs spreading through the air. Encourage others to do the same. .Exercise, follow a well-balanced and healthy diet with plenty of fruits and vegetables, and drink plenty of fluids. A healthy body is better able to resist infection. .Exclusively breastfeed your baby as it helps to build a stronger immune system and provides additional protection. “Provided that illnesses such as bronchitis are treated and managed correctly and with due care, complications such as pneumonia could be prevented and the patient is likely to make a full recovery in good time,” concludes Dr Ponde.

he 2017 Nelson Mandela Bay Train Race entries have now opened with the announcement of a two-year sponsorship from Medihelp, one of South Africa’s top medical schemes.
The sponsorship is a boost for the iconic event which was reintroduced in 2014 in a unique and exciting format between Port Elizabeth and Uitenhage stations. The 2017 Medihelp Nelson Mandela Bay Train Race will take place on Sunday, October 1, and is expected to attract over 250 teams. The teams will take on a metrorail train over 38km with each team comprising five runners and one mountain bike cyclist. An individual category is also available within the event which is primarily a team event for companies, schools, social and club teams. “The event was a perfect fit for Medihelp’s objectives to promote a healthy lifestyle and provide opportunities for our members in regions to engage with Medihelp and participate in events that illustrate the physical and psychological value of keeping active,” said Medihelp’s principal officer, Heyn van Rooyen. The six-stage race will start at the historic Port Elizabeth railway station at 09:00 on race day with just over 700 spectators boarding the train which the teams will be racing. Stage one is a 5km run towards Sydenham Station and stage two is the shortest stage of the race at around 3.5km, taking the teams through Deal Party to opposite New Brighton Station. Then, it’s stage three, a 4.5km run down to the Swartkops river front where teams will tag their mountain bike riders before stage
