Free sheet community newspapers have a major role to play, as they give local communities access to news, specifically about themselves. Local marimba band wins gold ‘wherever they go’ HEILIE COMBRINCK
T
he Mastrimba band from Strelitzia High School are local, vibrant, award-winning and the perfect accompaniment in celebrating what is worthwhile. Therefore they will today grace the historic name change of the UD, which is South Africa’s oldest free community newspaper, with a performance at 11:30 in Church Street in front of the office of the UD Express. The name Mastrimba is derived from marimba and Strelitzia and it is the only high school marimba band in the Nelson Mandela Bay metropole. “The full band consists of the piccolo, which is the tiniest of the marimbas but it has the highest sound, then we have the sopranos which basically are the alto voice and have the widest range to carry medleys. There is a tenor which has the nicest sound and then the base which has the smallest range but offers the deep bass sound,” said René Zietsman, founder and conductor of Strelitzia High School Mastrimba band. The band consists of between 7 and 10 members and has won several awards on national as well as provincial and local level. Most recently they won gold at the Sundays River Valley Provincial Arts & Culture Festival and will perform at a prestige evening on September 9th. Last weekend they performed for the South African Society for Music Teachers and again won a gold certificate for their outstanding per-

We went there not knowing what the kids were worth and it turned out to be the highlight of the competitive festival of music and poetry,” said Zietsman. Most of the band members can’t read music. They play by ear (and heart) or follow a lettering system especially developed for the wooden bars. When it comes to improvising, these Mastrimba members really are good! The Mastrimba band has built up quite an extensive repertoire over the past 10 years. During this period they’ve collaborated with various musicians and instruments as well as with the well-known marimbist Magda de Vries which apparently was “absolutely fantastic”.

According to Romey Aylward, Acting Deputy Principal, who administers and manages the logistics of the Mastrimba band, “from history and from experience, it is evident that there is a definite correlation between mathematics and music, therefore we use it as the base of selecting new members for the band.” Aylward said the band did wonders when it came to the development of the marimbists’ personalities and was a skill for life. A former member, Siphokuhle Adams, nowadays is a MTV presenter in Cape Town, but whenever she comes home, she joins gigs playing a marimba. The sad thing about the band is that they battle to get any kind of sponsorship in making it possible for them to participate or perform on national platforms, where they actually belong and will bring pride to the Eastern Cape province. “We get invited from all over. It was awesome, but it is just too expensive. The school can’t afford for the band to travel,” said Aylward. “It sounds blasé, but we know this Mastrimba band takes gold wherever they perform. The Marimba World Olympics will be hosted in Pretoria next year. We know our band definitely will be world champs, but it simply is too expensive for us to participate.” In raising funds to maintain their instruments the Mastrimba Band every second year hosts a marimba festival. The following festival will be in 2018 and then bands from all over are invited to participate. The Mastrimba band is available for performances at corporate events, weddings or event of celebration.

Libraries in Nelson Mandela Bay support National Book Week’s #BUYABOOK campaign which started yesterday and runs until September 8th. The campaign encourages the public to buy and donate books that will make their way into the hands of children, youths and adults who do not have books. Activities galore are planned at Nelson Mandela Bay Municipality’s libraries. Book discussions will be held tomorrow at the Motherwell Library and the local schools participating include Solomon Mahlangu and VM Kwinana High School. The official opening of National Book Week will be on Monday, September 4th at Despatch Town Hall at 10:30. Commuters encouraged to read On Tuesday, September 5th, library staff will undertake a train journey between Uitenhage and Port Elizabeth from 08:00 to interact with commuters and encourage them to read more. At 13:00 they will take the train back to Uitenhage for the same purpose. The closing function of the week’s activities will be on Friday, September 8th. Library staff will walk from Allanridge Library at 08:30 to the Uitenhage Library at Market Square to on their way interact with by-passers. t is in the nature of Mzukisi Toba from KwaNobuhle to help the vulnerable. His goodwill and humanitarian projects have earned him the honour of being one of the Citizen of the Year nominees. “I do not like to see someone struggling. To me it is about helping to restore a person’s dignity. Especially when people have lost everything and their homes have been destroyed by fire,” said Mzukisi Toba, an employee at Volkswagen. “Disaster Management does good. They provide the victims with mattresses, blankets and food parcels. But the challenge is, where must they go with the items if their houses have been destroyed?” With Toba’s non-profit organisation, which is called “Sinako - We Can” the aim is to bring hope. “A fire is not the end of the road. You can survive. The proof there-

Soveel nuwe lewe dat ’n egte boerebasaar met tafels propvol vars produkte uit die vallei eerskomende Saterdag vir dié Elandsrivier-kerkie gehou word. Sunelle Whitehead, een van die organiseerders van die basaar sê boere uit die omgewing het vroeër jare saamgestaan om die kerk te bou. “Oom James Snyman het die grond geskenk. Andere boere het die bouwerk gedoen en die kerk se inhoud geskenk,” sê Sunelle. Soos vallei-inwoners minder geword het, het die kerkie in onbruik verval en vir ’n aantal jare toegestaan. “Ons het besluit om sy deure weer oop te maak. Herstelwerk is gedoen en van einde verlede jaar hou ons nou weer gereeld dienste in ons Elandsrivier-kerkie.” Maar dié kerkie het fondse nodig om dit instand te hou. Daarom is die vallei se mense druk besig om vleis te bewerk vir die groot basaar se vleistafel. Daar gaan ook ’n groentetafel wees en natuurlik die gebruiklike tombola-tafel. Sunelle sê al die lekker tradisionele basaar-eetgoed soos pannekoek, jaffels, boereworsrolle én afval sal ook te koop wees. Die kerkie is diep in die Elandsvallei en vir die gerief vir mense wat ’n draai by die basaar wil maak, is daar besluit om die ba-

Vanjaar het 10 volwassenes tussen die ouderdomme van 21-55 jaar, die Royal Academy of Dance (RAD) se graad 3 sowel as die intermediate eksamens suksesvol afgelê. En die gemiddelde punte was tussen 70-86%!” sê Anneke Basson van der Smit van The Ballet Studio op Uitenhage. Dié ballet skool is nou byna drie jaar aan die gang. “Dit is die eerste keer in die geskiedenis dat ‘n groep volwassenes in ons area aan ‘n RAD eksamen deelneem.”
Die vroue is van Despatch, Uitenhage en Kirkwood. “Wat dit nog meer interessant maak is dat die helfte van hulle nog nóóit voorheen ballet onderrig ontvang het nie,” sê Basson van der Smit. Maar na baie maande van harde werk, deursettingsvermoë en passie vir ballet het die vroue dié moeilike danskuns met sukses aangeleer. Doreen Pechey (71) is die oudste Brit wat die Royal Academy of Dance se graad 6 eksamen voltooi het. Sy het op die ouderdom van 61 vir die eerste keer in haar lewe met balletonderrig begin. So, vir die vroue uit die UD-kontrei wat hul RAD graad 3 eskamen suksesvol voltooi het, lê daar nog opwindende jare voor in dié danskuns!
Country and Western gospel concert in aid of church The pastor of the Despatch Methodist Church, Baden Clack, recently passed away after nearly 30 years of service, leaving the church “leaderless” and not really financially able to find a replacement for him. The leadership of the church discussed ways and means of raising funds to help in this matter and it was decided to organise a Country & Western/Gospel Concert.

VW Road Race: Eager athletes braved the cold O
ver 1 200 eager but cold running enthusiasts last Saturday gathered at the Volkswagen PeoplePavilion for the annual 5km Fun Run and 10km Run. The 5km and 10km race is fast becoming a highlight on the EP Running Calendar. The 10km race saw runners starting at the PeoplePavilion, turning in Despatch, running a lap of the VW Test Track with the finish back at the PeoplePavilion. Runners of all ages took part with the youngest registered runner being 14 years old and the oldest runner being 76. The runners were from many different Clubs but with 54 runners, Despatch Athletics Club was the club with the most

he honesty and innocence of four primary school learners of Uitenhage was evidence that the good can and will prevail. The four learners from Ilinge Primary School were rewarded at the school’s assembly, receiving a rotating trophy for their honesty. This follows after they returned money which they took out of a wallet they found on a driveway, whilst on their way to Willow Dam. According to the principal of Ilinge Primary School, Buyile Sali, the learners saw a wallet, picked it up, took the money, threw away
“This was an ideal opportunity to lecture the boys about honesty and faithfulness and the good values of life,” said Mali. According to principal Sali, they took the boys to Willow Dam so that they could show exactly where they found the wallet. “It was in front of a house and I tried to ring the bell, but there was no-one home. After school I went back and then the neighbour told me that the man next door had indeed lost his wallet,” said Sali. At that stage Peter Otter, the owner of the wallet, had searched high and low and could not find his wallet. “I ransacked my car so many times looking for my wallet. I could not sleep, I was so worried and could not figure out where I had

Eventually Otter’s neighbour, Graham Hübsch, found the wallet on the lawn, with all the cards, but the money was gone. Principal Sali said that the four boys would during the school’s annual prize-giving, each receive a certificate and Principal’s Trophy for faithfulness, honesty and good behaviour. Otter was amazed by how the story ended and decided to reward the four boys with educational items which they can use at school. “This showed me that God works in strange ways. I never thought that something like this would be possible. There definitely are angels among us,” said Otter.

Die gebeurtenis/projek moet plaaslik besit en gelewer word. Die gebeurtenis/projek moet in Nelson Mandelabaai aangebied word. Die gebeurtenis/program moet ontwikkelingsgerig wees. Die gebeurtenis/program moet Port Elizabeth, Uitenhage en Despatch bevoordeel. Kunsprojekvoorstelle moet die begeerte toon om die groei en volhoubaarheid te bevorder van organisasies en individue wat eenheid onder en die bestuur van plaaslike kunstenaars in Nelson Mandelabaai nastreef, alle demografiese groepe en klusters in die stad ingesluit. Voorstelle van groepe en individue ten opsigte van gehalteproduksies wat kwalifiseer om aan die Grahamstadse Nasionale Kunstefees in Julie 2017 deel te neem. Die NMBM behou hom die reg voor om voorstelversoeke nie ten volle te befonds nie en beperk genres vir die Hoofprogram van die Fees tot die volgende twee: Dans en die visuele kunste. Voorstelle vir die Grahamstadse Nasionale Kunstefees moet van ‘n bevestigende brief van deelname en bewys van ondersteunende befondsing vergesel word. Voorstelle mag NIE R70 000 (sewentigduisend rand) oorskry nie.
2. KEURINGSPROSES ‘n Paneel deskundiges sal die voorstelle wat ontvang word, beoordeel. In hierdie verband verlang die NMBM dat nominasies vir vyf beoordelaars van verskeie kunsdissiplines aan sy Direktoraat: Sport, Rekreasie, Kuns en Kultuur voorgelê word. Nominasies mag sleutel-belanghebbendes (‘stakeholders’) van die NMBM insluit. Die kriterium vir deelname is ‘n toepaslike graad in ‘n tersaaklike kunsdissipline, met vorige ondervinding. Nominasiebriewe moet gerig word aan die Direkteur: Kuns, Kultuur en Biblioteke. Die sluitingsdatum vir die nominasie van beoordelaars is 29 SEPTEMBER 2017.

Concourt judgment big win for real estate
T
uesday’s ruling by the Constitutional Court means that new home owners will no longer have to worry about being held liable for historical debt incurred by previous owners. This previously resulted in having your municipal services cut off, or possibly even having your property attached and sold in execution. So says Berry Everitt, CEO of the Chas Everitt International property group, who notes that the judgment brings to an end a long period of confusion “and no little controversy” since judgment was given in 2013 in the Gauteng High Court. “In terms of Section 118(1) of the Municipal Systems Act, conveyancers are obliged to obtain such clearance certificates before proper-
ties can be transferred to new owners, in order to ensure that any rates and utility charges owed to the local authority by the property seller have been paid up to date. “However, the Act in fact only stipulates that the municipality must issue the certificate if the outstanding debt for the two years immediately preceding the date of sale has been paid in full. “The court ruled in 2013 that if there was debt older than that (historical debt), the property could be transferred to the new owner but the seller would remain indebted to the municipality for historical debt.” All would have been fine at that point, he says, except for the fact that Section 118(3) of the Act stipulates that all municipal debt (including the historical debt) is actually “a
charge upon the property”, rather than on a person – which led the court to also rule that the municipality would therefore have a lien (statutory tacit hypothec) over the property for the payment of the historical debt. This lien would not be extinguished when the property was transferred to a new owner. “The effect of this, in legal language, was seemingly that a municipality which wanted to ‘perfect its lien’ could thus attach the property from the new owner and sell it on auction to settle the previous owner’s historical debt. And in fact some municipalities did start trying to use this judgment to try to collect historical debt from new owners. Some even went so far as to refuse to open utility accounts in the name of new owners until they had settled the previous owners’

historical debt.” Everitt says this has obviously created a major worry and frustration for property buyers, and for the real estate industry as a whole. The situation slightly improved by a 2014 judgment, when the court ruled that a municipality’s lien over a property had been extinguished by a sale in execution and that the new owner should be granted a clean title. “The court also ruled that a municipality cannot refuse to provide services to a new owner on the grounds that there is an historical debt – but it remained to be decided what should happen when a property is not sold in execution but, as is usually the case, in terms of an agreement between buyer and seller. “And this is exactly what today’s ruling by the Constitutional Court makes clear. The unanimous judgment, which was handed down by Justice Edwin Cameron, is that Section 118(3) of the Municipal Systems Act is capable of being interpreted so that the ‘charge upon the property’ does not survive transfer of that property to a new owner.” - Issued by Chas Everitt International

he eight-year-old golfer Alex Wiltshire from Uitenhage, has been invited by South Africa Kids Golf in association with the US Kids Golf to play in the inaugural SA Kids Junior Africa Challenge at San Lameer Country Club near Margate, KwaZulu-Natal. According to Xolani Gambu from SA Kids Golf, this event will attract the top children golfers from 52 countries. The challenge serves as a World Junior Golf Championships qualifier and is taking place from August 28th - 31st alongside the Dunbar Cup (September 1st) in which he will also participate. The World Junior Championships are held in the USA every year. This is a sanctioned US Kids Golf event and the tournament is for children aged 6 to 18 years. Wiltshire was honoured with an Order of Merit Champion award by South Africa Kids Golf. His long list of achievements includes SA Kids Golf Tour 2014/2015 (boys 5-6 years) second place (most improved) and third place (stroke average).

Grahamstown wins tough Inggs bowling cup <The team from Grahams town has won the Barclays Whiskey Inggs Cup bowls competition. PHOTO:SUPPLIED The 86th annual Barclays Whiskey Inggs Cup bowls competition was hosted by Uitenhage Bowling with a total of 26 teams from 13 clubs participating. The Inggs Cup competition was established in 1923, but no competitions were played during the period of 1939 to 1957. This year a total of 104 players from as far as Middelburg and Grahamstown enjoyed excellent bowling conditions. The winner for the 2017 competition
was Grahamstown Bowling Club. They have who won the competition for the first time in more than 50 years. Runners-up were The Woods with Port Elizabeth Bowling Club (3rd) and Westview (4th). The competition for the 2nd to 7th positions was so severe that all 6 teams finished on the same number of points. The final log standings were established through shot profit achieved.
