Fest of rally action for local fans T

he VW AutoPavilion in Uitenhage will once again feature as the starting point of the Volkswagen Rally, where the first car is set to leave the ramp tomorrow at 13:45, heading towards stage 1 at the close-by Jachtvlakte. It is going to be a tough challenge for the competitors as the Volkswagen Rally has an unforgiving nature for any team that is even slightly under-prepared. There will be 12 stages of competition which are spread over two days – with a total stage distance of nearly 190 km. “It isn’t going to be an easy rally, but it certainly is going to be interesting and the teams will know they’ve just finished a round of the national championship by the time they are done,” says route directors Joe and Rikus Fourie. At the AutoPavilion rally fans will have the opportunity to meet the teams and see the cars up-close. The overnight parc ferme for the event tomorrow is Bay West Mall – it is also the location for the restart of the Volkswagen Rally on Saturday morning. “There are a few new challenges to consider. The Bay West Mall stage is a new one – and that will be the highlight to end the first day of the event.” “We’ve tried to make the Volkswagen Rally an easy one for the spectators to follow and also keep the stages close to areas where rally fans can access good vantage points – as well as using areas where the rally cars will run multiple times.”

s it really worth changing a name when that name is internationally known for various aspects, one of them being home to the largest car factory on the African continent? Is it worth spending millions of Rands on changing a name when “insufficient funds” are so often named as the reason or excuse for lack of maintenance on basic services? These are but two of the hundreds of comments, outbursts and reactions from the public on social platforms after the Eastern Cape government announced that it is considering

Comments like: “if the name Uitenhage can’t even be spelled correctly on nameboards, imagine the new name”, “We will be totally lost, not knowing where the heck it is. Poor tourists ... not a good idea”, “Is a name change really necessary? This is a political stunt to gain votes”, “Absurd. There are far more important things to spend tax money on”, “What will be the benefits of it? Surely the money could be much better spent on service delivery?” There were, however, a few people who felt positive about Uitenhage being named “Qhagqiwa”.

The Eastern Cape Geographical Names Committee also announced that public participation hearings would be held after to the local government elections on August 3. The other name changes include Port Elizabeth (to be changed to Gqeberha) and the Port Elizabeth airport (to be named Sipho Hashe Airport). Dié spesifieke kanon is eers in Caledonstraat staangemaak en later in 1911 na Kanonheuwel verskuif. In 1923 het die kanon sy laaste skote gevuur toe die hertog van Connaught besoek kom aflê het. In die jare daarna het die kanon self “onder skoot” gekom deur vandale, graffiti-kunstenaars en diewe wat die hekke na die kanon al in 2014 gesteel het. Die kongres is ’n jaarlikse hoogtepunt op die VLVK-kalender en vind hierdie jaar plaas op Julie 27 en 28 by Slipperfields. U’hage Lions celebrates 56th induction At the Uitenhage Lions Club 56th President Induction, the outgoing President Juan Hay thanked club members, local business, the public and biker fraternity for supporting the various Lion projects all of which are to the benefit of the community. The Association of Lions Clubs was founded by Melvyn Jones at a meeting between groups of businessmen held during June 1917. At this meeting he said that “you can’t get very far until you start doing something for someone else”. This is how the Lion’s motto “We Serve” emerged. Lion District Governor Bokkie Oberholzer said in the history of Lions, 2014 saw the launch of the centennial service challenge with the goal to serve 100 million people by end June 2018. “This centennial challenge is designed to engage all of the 1.4 million Lion members,

in 208 countries and regions worldwide when Lions will celebrate 100 years of service to those less fortunate than ourselves,” said DG Oberholzer. In service to the local community, the Uitenhage Lions Club has conduct various projects including Operation Bright Sight, Seniors Supper, Winter Jersey campaign, soup kitchens, supporting Mental Health, Lake Farm, the SPCA and manning water points. This year’s awards for exceptional service went to Lions Christo van Eyk who was named the Lion of the Year and Hein de Vrey the Achiever of the Year. In addition the Uitenhage Lions Club awarded the Lions Lady Award of the Year to Lions Lady Marie Oberholzer. Lions Induction Officer André van Niekerk inducted Incoming Lion President André Minnie for the Term 2016 to 2017.

CRIME IN BRIEF Vehicle parts thief in court A 44-year-old man made his first appearance before the Uitenhage Magistrate court on Monday for possession of suspected stolen property which amounts to approximately R900 000. Thembile Mama is the last of six suspects who were arrested for allegedly stealing motor vehicle parts from a car manufacturing company in Uitenhage. Mama was arrested by the Organised Crime unit of the Hawks on Thursday 7 July 2016. It is alleged that Mama, Ralph Rens (41), Shane Vrolik (36), Bavin Peterse (28), Lunga Sitoto (27) and Siyabonga Bholopi (26), on 29 January 2016 stole motor vehicle parts. Rens, Peterse , Sitoto and Bholopi were all arrested on the same day the theft allegedly took place. Vrolik was arrested in March this year. Mama received R500 bail and all suspects will appear before the Uitenhage Magistrate court on 19 July 2016.

Youth busted for murdering woman Twenty-year-old Sinethemba Nelani appeared before the Uitenhage Magistrate court on Monday for murder and robbery charges. He is accused of murdering 79-yearold Romance Thompson. She was murdered at her farm, situated approximately 6 kilometres from Uitenhage, on 17 June 2016. As a result of excellent crime scene management by the Local Criminal Record Centre and the Hawks, clues which ultimately led to the arrest of the suspect were found. The youth, who was allegedly known by the deceased, was arrested in Uitenhage. He will appear again before the same court on 19 July 2016 for formal bail application.

Three arrested for drug trafficking A sting operation by members of the Hawks, Crime Intelligence and K9 has led to the arrest of three suspects in Uitenhage. Early Tuesday morning, the joint team intercepted a Nissan bakkie in Uitenhage, loaded with approximately 15 200 mandrax tablets with a street value of approximately R760 000. The drugs were found hidden in the vehicle’s false compartments. The suspects aged 33, 34, 51 and believed to be from Soweto were apparently on their way to Port Elizabeth to deliver the tablets. They yesterday appeared in the Uitenhage Magistrate’s Court on drug related charges.

NMMU assists learners with physical science Gryskrag verhef gemeenskap Nelson Mandela Metropolitan University’s STEM (Science, Technology, Engineering and Maths) in Action programme, which runs in more than 40 schools throughout Nelson Mandela Bay, has extended its existing programme, with special holiday schools in Physical Science for Northern Areas learners. STEM in Action provided extra practical science sessions for Grade 10 to 12 learners from Northern Areas schools at the beginning of the year to help learners make up for lost time. These schools were closed for almost a month, sparked by last year’s poor provincial and citywide matric results, and alleged mismanagement by the provincial Department of Education. The programme organised an Autumn

School in Physical Science during the April school holiday and is now running a Winter School in mid-year break. “The programme assisted them with the consolidation of the first-term syllabus content,” says STEM in Action Programme Manager Isabel van Gend. “This same group of learners are attending a Winter School which will consolidate second-term content and introduce third-term concepts. They will also be schooled in examination guidelines for writing Physical Science papers.” The programme exposes learners to handson experiments and simulations often not done at schools owing to a lack of resources. STEM in Action started seven years ago with 300 learners and now accommodates 2600 learners.

Hulle is almal byeen in die GFI-kunsgalery in Sentraal, Port Elizabeth, om voorbrand te maak vir vanjaar se kompetisie. Celeste van der Walt, ook ’n voormalige wenner, is op die reëlingskomitee vir vanjaar se kompetisie. “Mense leef al hoe langer ná aftrede en hoe langer ’n mens aktief bly, hoe minder van ’n maatskaplik-ekonomiese las is jy. Ons moet praat oor dienste

Verouderde waterinfrastruktuur is die oorsaak van duisdende waterlekke op Despatch en Uitenhage. Dit lei ook daartoe dat pype bars en inwoners vir dae sonder water is. FOTOS HEILIE COMBRINCK:

or sowat drie weke hou die land ’n plaaslike verkiesing. Munisipaliteite is dié deel van die regering waarmee ons as landsburgers die meeste te doen het. Hulle is belangrik want hulle voorsien ons van paaie, riool en water. Oor die algemeen voorsien hulle ons van elektrisiteit en verwyder ons rommel. Ons gebruik hul biblioteke, parke en dikwels hul klinieke. Hulle verskaf openbare vervoer en maak strate skoon. In beter tye plant hulle Kersbome en hang liggies op vir die Kersseisoen.

) Dit kos al hoe meer met nog meer mense wat verbind word Al het munisipaliteite en Eskom 4,3 miljoen meer mense (verbruikerseenhede in amptelike taal) aan die netwerk verbind van 12,2 miljoen in 2008 tot 16,5 miljoen in 2015, kom hierdie ongelooflike prestasie met ’n duur rekening. Munisipale opbrengs het met 199% afgeneem terwyl bedryfsuitgawes met 152% gestyg het. In vergelyking het die nominale bruto binnelandse produk (BBP) met net 29% in daardie tyd gestyg. Die bedryfsuitgawes van plaaslike regerings het van 4,7% van die BBP tot 9,2% van die BBP in ’n baie kort sewe jaar gestyg. Ja, die getal huishoudings wat deur munisipaliteite aan die netwerk verbind is, het met bykans 38% gestyg en waterverbindings het ook toegeneem, maar die koste vir dienste deur grootmaatverskaffers soos Eskom het ook gestyg. Dié finansiële druk op munisipaliteite is nou oorgedra na die verbruiker en sakeondernemings wat nou sukkel om vir die dienste te betaal.

In werklikheid kan meer as R86 miljard as slegte skuld beskou word uit die totale uitstaande bedrag van R107 miljard. Dit is ondanks die meer as R10 miljard wat afgeskryf is elke jaar vir die afgelope vier jaar. Die totale skuld wat deur Suid-Afrikaanse munisipaliteite afgeskryf word, is waarskynlik dieselfde as die steeds uitstaande slegte skuld. Bogenoemde is gelyk aan die volgende vergelyking: as munisipaliteite al die geld wat aan hulle verskuldig is insamel, sal daar vir die volgende vier jaar nie tariefverhogings wees nie. Die grootste probleem is egter dat ons verkiesing hier is en niemand – nie ’n enkele groot politieke party – het gesê dat hulle ons geld beter gaan gebruik en munisipale koste gaan verlaag nie. Hulle wil natuurlik almal meer dienste lewer, maar wil nie die prys verlaag sodat ons dit kan bekostig nie. Die groot styging in tariewe en belasting op ’n plaaslikeregeringsvlak het baie meer druk op Suid-Afrikaners geplaas en hoewel ’n mens kan aanvoer dat meer mense water en ligte het, het die finansiële druk baie meer gestyg as die dienste wat gelewer is.

) Gehalte is dikwels nie eens in die syfers ingereken nie Maar soos ons almal weet, is die probleem nie net hoeveel families van water voorsien word of hoeveel kilometer se paaie verskaf word nie – dit gaan ook oor die gehalte van die diens. Die gehalte van dienste word nie so goed gemeet nie en dit is algemeen bekend dat munisipaliteite water verloor. In sommige gevalle tot soveel as 40%. Elektrisiteit word gesteel en verbruikers

het slegte skuld omdat hulle nie kan bekostig om vir al hierdie dinge te betaal nie. Busse word gebrand en hulle word nie herstel nie, wat passasiers gestrand gelaat. Rioolpype word geblokkeer en dit duur weke voor dit herstel is. Inbelsentrums se telefone word nie geantwoord nie en daarmee saam is die publiek in ’n slegte bui. Selfs sakeondernemings kyk na tariewe en die volhoubaarheid van plaaslike regerings want hulle weet hulle gaan óf uitgebuit word óf diensvlakke gaan daal wanneer dié regerings probleme ervaar. Sommige munisipaliteite het nie meer water of geld vir krag nie. Dit is omdat die goue gans besig is om op plaaslike vlak dood te gaan. Ek het gehoor hoe sakemense vertel hoe ander hul deure saggies toegemaak het, óf na ’n ander dorp getrek het óf bloot ’n plan gemaak het om nie munisipale dienste te gebruik nie. Oor die algemeen is die meeste munisipaliteite buite die groot metro’s onder erge finansiële druk en word nog meer onbruikbaar omdat hul inwoners nie meer vir dienste betaal nie, infrastruktuur nie herstel word nie en diensteverskaffers nie betaal word nie. ’n Mens hoor die spanning in plaaslike sakekamers en ondernemings voel magteloos. Selfs die sakekamers in metro’s kla gereeld oor die hoë tariewe en baie swak diens. Hulle is gelukkig, want in baie dorpe is die gesegde: “Jy kan nie oor die water kla nie, want daar is niks nie.” Ons gaan ’n groot ingryping op plaaslike vlak nodig hê om diensvlakke terug te kry en teen billiker pryse. Teen bykans 10% van ons BBP kort dié deel van regering waarmee ons die meeste te doen kry, ’n dringende herstel. Plaaslike regerings verskaf soveel dienste en ons het optrede nodig wat die vermoë en

Volgens haar beloop die totale waarde

van regseise teen die departement sedert 31 Mei vanjaar meer as R316 miljoen. “Dit is duidelik dat die belastingbetaler hierdie enorme geldelike las dra as gevolg van die nalatigheid en wanbestuur van die departement van paaie en openbare werke, wie se mandaat dit is om infrastruktuur in werking te stel en dit in stand te hou.” Oor die moontlikheid dat laasgenoemde probleem gedeeltelik aan personeeltekorte in die departement van paaie en openbare werke toegeskryf kan word, is daar in die vooruitsig gestel dat nog aanstellings gaan kom. “Voorsiening gaan in die nuwe boekjaar gemaak word vir nuwe aanstellings in die afdelings wat moet toesien dat die kernmandaat van die departement uitgevoer word,” sê Marawu. Volgens Marawu word die eise van R316 miljoen in die hof betwis en is daar ook sake wat nog nie afgehandel is nie. “Die bedrag sluit in hofsake van vorige boekjare. Dit beteken nie dat die departement die geld gaan betaal nie. Die hof het nog nie daaroor beslis nie.” Van die bedrag van R53 miljoen is R7 mil-

joen vir die 2013-’14-, meer as R41 miljoen vir die 2014-’15- en R3,6 miljoen vir die 2015-’16-boekjaar. In Junie vanjaar het dit aan die lig gekom dat ook die provinsie se gesondheidsdepartement miljarde aan regskoste betaal. In die 2015-’16-boekjaar het mediese regskoste tot R4 miljard – 20% – van die gesondheidsbegroting van R18 miljard beloop. Die huidige begroting beloop R20 miljard.

) ’n Paar idees om die situasie te hanteer Daar moet meer mag aan die ouditeur-generaal gegee word om oortreders te vervolg. Daar moet onmiddellik meer geld en ’n afdeling om dienste en betalings aan plaaslike regerings te ondersoek, aan die Verbruikersraad gegee word. Konstante diensleweringprobleme wat maklik is om reg te maak, moet aan ander diensverskaffers gegee word en betaling daarvoor moet van die munisipaliteit geëis word. Hierdie uitgawes, indien hulle herhaal word, moet lei tot billike sanksies teen munisipale amptenare. Betaling aan sakeondernemings moet binne 30 dae gedoen word. Indien dit nie binne 60 dae volgens ’n wettige kontrak betaal word nie, kan ’n hof, soos die hof vir klein eise maar met meer mag, oortreders eerstens straf en daarna afdank indien dit herhaaldelik gebeur. Amptenare en raadslede moet puntekaarte kry waartoe die publiek minstens elke twee jaar toegang het. Hierdie punte moet uit kwaliteitsaanwysers saamgestel word. Now in existence for almost a year, this non-profit organisation was established by former learners from McCarthy Comprehensive Secondary School in Uitenhage. “This beautiful school sadly has been subjected to acts of vandalism over the years,” said Denver Hendricks, a member of the Old Skoolers. “We as the proud products of this school have decided to stop waiting for something to happen, but rather make it happen ourselves.” Their next project is to paint some parts/departments of McCarthy school and to convert a classroom into a computer room as Volkswagen South Africa Community Trust has sponsored 30 Towers (Computer Boxes) towards the project. Loads of scenery in JBay Wind Farm MTB race Multiple cycle tour champion Anriëtte Schoeman is set to defend her title at the JBay Wind Farm MTB Classic on July 16. “I keep on coming back to this race. I absolutely love the festive vibe and the fantastic route layout. The route is one of the most fun days you can have locally,” says Schoeman. Having been increased to R10 000 for the first man and woman to cross the finish line, the prize purse is also a huge draw card. Schoeman describes the route as “a mix of singletrack, gravel roads, some proper climbs and loads of scenery. “For me the best part of the race is where we ride through the Jeffreys Bay Wind Farm. Riding literally underneath the spectacular, gigantic wind turbines is something very spe-

cial. Only once you ride so close to them do you realise how massive and fascinating they are.” The Jeffreys Bay Wind Farm is the title sponsor of the JBay Wind Farm MTB Classic – the race has traversed the farm since 2014 and carries the unique distinction of being the only MTB event in Africa to run through a wind farm. The three routes - 25km fun ride, 50km halfmarathon and 85km ultra - will offer something for all skill and fitness levels. The race will start and finish at the Kabeljous Hub.
