This is according to Councillor Siyasanga Sijadu, a member of the Mayoral Committee for Sport, Recreation, Arts and Culture at the launch of National Book Week which was held in Uitenhage on Monday. “Reading and writing will not only ensure that you will be able to articulate yourself better, it also provides you with the acumen to compete better in the marketplace. “One problem persists in especially our township schools and that is that reading has been reduced to a chore. “It is even scarier that Xhosa people cannot read or write in isiXhosa. It is unheard of in countries like India and China that people cannot read or write in their local dialect. Don’t take law in own hands - join CPF HEILIE COMBRINCK The role of members of any Community Policing Forum (CPF) is to act as the “eyes and ears” on behalf of the police and not to act as if being part of the service. “We all are sick and tired of crime,” said Pat Unsworth, chairperson of the Uitenhage Community Policing Forum. “This certainly does not mean you can take the law into your own hands or attempt to solve the problem yourself.” <A copy of the Uitenhage Community Policing Forum flyer which was distributed last week to warn residents not to take the law into their own hands.
This follows an incident where the Uitenhage CPF felt it necessary to distribute flyers, warning residents to not join vigilante patrol groups. According to her, the CPF is aware of these patrol groups and distances itself from their activities. “Attacking another person is against the law. You could easily find yourself being arrested or taken to the cells. “You can take back your area from criminals by joining the CPF and its patrols. The answer is to join in numbers and help to make your area safe.” Patrolling takes as little as one hour of your time, to ensure peaceful sleep and security for community members whilst you work. Being the “eyes and ears” means to be aware of suspicious activities and to immediately alert the police.
Unemployed persons can also feel useful by acting as “eyes and ears” for the police. “It is so simple. In the residential areas where the CPF is up and running, we can immediately see a decrease in residential crime,” said Unsworth.

These restrictions were put in place from last week (August 31), after the decision was made at a council meeting. As a result residents will not be allowed to use a hose to water their gardens or wash their cars. Despite the opposition parties opposing the decision because the recommendation had not been submitted to the relevant standing committee and executive committee, it was voted in favour of the decision. Annette Lovemore, mayoral committee member for Infrastructure and Engineering, said in a statement after the meeting that the municipality had been using approximately 60 million litres more than its allocation daily and had not taken action to address this. “The minister of Water and Sanitation has published a notice in the Government Gazette in April that requires that we reduce our water consumption by 15%. “This notice was published in the Gazette only after she and her department negotiated and pleaded with the metro
to reduce consumption.” Lovemore added that the full list of prohibited activities will be announced widely. “It is important to remember that failure to comply with the limits is a criminal offence and can lead to legal action,” warned Lovemore. She added that it was important that the metro reduced its water consumption by 15% by the end of October this year. “Businesses - especially our large water users - are encouraged to play their role as prominent citizens of Nelson Mandela Bay. “If water consumption is not reduced within two months, the council will be forced to impose punitive measures,” Lovemore said. According to Lovemore, these can include increased water tariffs for consumption above certain quotas and the installation of water at all new homes. Lovemore said that the municipality would play its part too and address water leaks. “The Municipality has a serious problem with respect to water losses. The solutions are not short-term and are multi-pronged. We expect to release full details of our strategy within the next fortnight. Already, advertisements for the employment of ten additional plumbers have been published,” said Lovemore.

No amount of alcohol is safe during pregnancy T
here’s a condition that doesn’t discriminate against culture, faith, politics, status or designation, nor does it hint towards the existence of a cure. It seems there’s only one thing it firmly stands by – the fact that it is 100% preventable. Fetal alcohol spectrum disorder (FASD) is a lifelong, incurable condition caused by prenatal alcohol exposure – not necessarily abuse. According to FARR founder Prof. Denis Viljoen, eleven studies were done in four of South Africa’s provinces - recording the highest reported FAS rates in the world! “This epidemic is 100% preventable. Rather be safe than sorry,” says Viljoen.

t least 17 collisions between stray cattle and motorists in Uitenhage were averted last Thursday. In an effort to reduce the danger of stray animals along the N2 and other busy roads in the Nelson Mandela Bay Metro, police officers and officials of the municipality’s animal control division impounded the cattle which were taken to the local SPCA’s pounds. According to Deirdré Swift SPCA Chair-
person, of the 17 cattle impounded only one had been clearly branded. “The owners of the cattle are therefore not known,” she said. Anyone who wants to claim the cattle will have to prove ownership and pay a fine of R540 per animal. For every extra day that the cattle are kept at the pound and fed, an amount of R10,52 will be added to the account. Swift, however, warned that the owners have a period of only 21 days to recover the cattle as they will be forfeited to the municipality after that time.

Fast and flat road race and fun walk at Despatch
Delays at driving licence test centres The Driving Licence Division of the Nelson Mandela Bay Municipality is currently experiencing delays in assisting the public mainly as a result of electronic equipment that is currently defective. While the National Department of Transport is responsible for the replacement and repair of this equipment, the Nelson Mandela Bay Municipality is bringing three Live Scanning Units in from the Training College to ease these delays while new equipment is procured. The Licensing Division is in constant contact with the Provincial department of Transport to request assistance. The above aggravates the current problems of staff shortages and is directly the cause of abnormally long queues and waiting time at our Centres.
HEILIE COMBRINCK Athletes are warming-up for the annual fast and flat 10km Despatch Road Race, a prestige league event, which will be held on Saturday with the start and finishing points at Despatch Superspar. The event is organised by the Despatch Athletics Club, with the road race being sponsored by Despatch Superspar and the 5km fun run sponsored by Despatch Klinicare Pharmacy. The road race starts at 07:00 with the fun run at 07:15. All finishers of both the 10km and the 5km routes will receive medals. Cash prizes await category winners in the road race with the first male and female finishing the fun run each to receive a hamper. Rally stages re-organised owing to rain T
he Engen Penford rally, held in Uitenhage last Saturday, became a challenge in the rain causing some stages to be cancelled. The organisors of the event, Algoa Rally Club, had to make the decision to cancel the event or reorganise the sequence of stages. “With the freshly graded stages of Spider Web and Jachtvlakte impassable, they had to be cancelled for safety reasons. It was decided to continue using repeated stages at Daniel
Pienaar school, predominantly tar, and Motherwell with a gravel finish surface,” said Neville Bartle from Algoa Rally Club. The front runners and championship leaders Johan and Juane Viljoen driving a Volkswagen Polo, were continuously challenged by Rikus Schmidt and Sherilee Pieterse, all fathers and daughters driving similar vehicles, sharing stage wins and finishing 49 seconds apart after 65 Kilometres of special stages.

and back in Uitenhage on the 25 and 26 of November for the Heinsport 50k final round day and night rally. At this rally a Volkswagen Polo rally car will be won by the one of the competitors. Marshals needed Algoa Rally Club is looking for marshals who are interested in motorsport to become officials who will be trained to assist with rallies. Popular 4x4 day in Elands River Valley The popular Meadows 4x4 open day in the Elands River Valley is gearing-up and all off-the-beaten-track enthusiasts are invited to join the route. The routes are challenging but enjoyable. The organisers also cater for those wishing to rather take it easy and browse through stalls, enjoy a picnic or just relax in the sun breathing in the fresh valley air. The Meadows farm is approximately 30km from Rocklands on the Elands River road. Registration is at 07:00 and the action starts at 09:00. The cost to partici-
pate in the 4x4 routes is R300 per vehicle (with driver) and an extra R50 per passenger. The Meadows 4x4 Open Day will be held on Saturday, November 12th and entries close on October 25th. Stall holders are also welcome to exhibit and sell their goods at R150 per stall.
