Dear Fellow Hunters and Outdoor Enthusiasts, It is my pleasure to take this opportunity to write an introduction to the 2019 Wyoming Outdoors publication. This guide offers information on hunting, fishing, and a range of outdoor activities that can be pursued year-round in the Cowboy State. Whether this is your first trip to Wyoming or you return year after year, there's a wealth of information to be gleaned from these pages. I grew up on a ranch in Kaycee, Wyoming where the hunting opportunities are world-class. I still vividly recall one of my first hunting experiences, when my father and I rode out of the Bighorn Mountains in a snowstorm, my hands buried under saddle blankets to keep them warm. With the right outfitter, you'll be prepared to make lasting memories of your own.

Dear fellow hunters and outdoor enthusiasts: Welcome to the 2019 edition of the Wyoming Outdoors publication. In 2019, we celebrated the 60th Anniversary of the Wyoming Outfitters & Guides Association. I want to thank the Wyoming Outfitters that had the foresight to create and build such a strong statewide organization. The members of WYOGA are hands down the finest outfitters in Wyoming. As you plan your next dream big game hunt or outdoor adventure, rest assured, the right outfitter to spend your hard earned dollars with is a WYOGA member. The Wyoming outfitting industry is healthy and a huge part of our tourism industry which happens to be our state’s second largest industry.

WYOGA maintains a full-time office and our Administrator, Laurie Marcovitz runs a tight ship. The office requires full time attention with numerous duties including publication ad sales, fundraising, organizing our annual convention, attending the SCI & Shot Show and numerous board meetings. WYOGA is made up of 12 Board of Directors and two Guide Representatives. WYOGA board members commit to attending multiple meetings and serving on state wildlife task forces at their own expense. Without the time and dedication by the board members, WYOGA would not be as successful as it is. Our legislative presence is directed by our lobbyist Bill Novotny who maintains a year-round presence. The traveling sportsman’s lone voice in Wyoming politics is WYOGA and we work very hard to ensure our incredible wildlife resources are shared with those who live out of our borders. The non-resident hunter receives approximately 20% of the total big game and trophy game licenses yet provides 80% of the license fee funding to the Wyoming Game & Fish. Our Wyoming Game & Fish department could not function at the level its dedicated wildlife professionals do if not for 2018 STATISTICS non-resident sportsmen and women. Total WY Outfitters: 316

Wyoming offers incredible hunting, fishing and outdoor experiences. The cowboy state’s wildlife populations are unrivaled due in large part to a low human population, incredible and abundant habitat and responsible management by the Wyoming Game and Fish Department. FATHER/SON HUNT MEMORIES BY JIM EVANS

IN 2018 MY SON, JAMES, AND I HUNTED together for bighorn sheep in the mountains west of Cody, Wyoming. It started about twenty years ago when, having each harvested a moose and several deer, elk and antelope over the years, we decided we would like to hunt bighorn sheep. Since sheep tags are difficult to draw and we wanted to hunt together we began buying points each year until we had accumulated enough to ensure both would draw. Late November 2017 I had a heart attack and had bypass surgery. The heart attack and surgery were a wakeup call. If we were going to hunt together it would have to be soon. We checked our points and thought we had each acquired enough to ensure drawing. Neither of us had ever hired a guide before but knew that for sheep we would be lost without one. We also knew we didn’t have the time or capability to spend weeks scouting and hunting so a good outfitter who had the equipment and knowledge to make the hunt a double success would be necessary. The outfitter and his guides must have knowledge and experience hunting sheep and must do the scouting necessary to know where to find good rams at any given time. It is also important that they learn and accommodate the capabilities of the hunter. Jimmy Owens with Lost Creek Outfitters was recommended and I contacted him. After we explained my limitations, they told about other hunters they had guided with medical issues and were enthusiastic about accommodating my situation. We received our permits. We arrived at Jimmy’s ranch the morning of September 3rd and met the hunters who had just come out of the mountains the day before and admired the sheep they had taken. We loaded our gear into the trucks and headed out with Jimmy, his brother Mike, and Cameron Schmidt. Jimmy and his guides were great and took my abilities into account choosing locations to hunt that would allow me to be successful. We rode horses into the Big Creek drainage where our camp was set up. That evening and the next morning we glassed a large basin where the guides had observed sheep a couple of weeks earlier. A pack of wolves had followed a herd of elk into the basin which caused the sheep to leave also. We left that area by about noon on our second day and drove to the Mormon Creek drainage where we packed in to a high camp near

another basin where the guides had seen nice sheep while scouting. That evening we observed some sheep from a vantage point overlooking the basin and had high hopes for getting a chance at sheep the following day. Early the next day we were on an overlook and eventually spotted several sheep a couple of miles away on the other side of the basin. They were staying in an old forest fire area with burned standing trees and new growth cover. We worked our way along a steep rocky ridge with lots of loose rock and watched them from a rock outcrop overlooking their location and determined a route to approach. We got close in the burned timber and new growth but they spooked and left before we could get a shot. It had taken most of the day to get to that point and it was late afternoon so we immediately headed

back to camp straight across the basin. It was about 1:00 a.m. when we reached camp, had a quick meal and went to bed. The next morning we didn’t get an early start and I was not up to another hike like the day before. We watched awhile from the overlook we had spotted the sheep from the day before without seeing sheep. Mike and James traversed a ridge to hunt another basin. Jimmy and Cameron climbed to another overlook to see another area leaving me to watch the first basin and recuperate. That afternoon, on the way back to my location, Mike and James spotted sheep in one of the draws in the basin I was watching. Jimmy and Cameron could also see them from their location. Mike got James into position and he shot his sheep. The others all went down to the sheep and collected the meat, head and cape. It was late when we reached camp but it had been a successful day. The next day we went back to the overlook and glassed the basin. We spotted some sheep below us with a nice ram in the group. It was about 800 yards away, too far for my rifle. The guides decided the ram was too exposed for us to get close to unobserved and that I should take the shot with Mike’s rifle, a 6mm284 that he built. They dialed the range into the scope and I took a shot, clean miss. They thought it was about 5 inches too high. The sheep spooked and we didn’t see any more for several hours. About noon, while various options were being considered, I spotted a ram lying on a little ridge in the basin. Again it was about 800 yards. This time we were able to stalk to about 400 yards and I took a shot with Jimmy’s rifle, a 7mm-STW, also built by Mike. The ram dropped in his tracks and we headed down to dress it out. The guides all thought it was bigger than the others they had seen come out of the area that year. We packed up the meat, head and cape and Jimmy and Cameron carried it to the top of the ridge while I did my best just to get myself there. While we were getting the sheep, Mike and James broke camp and loaded the animals. They got to the top of the ridge about the time we came out of the basin saving us another half mile of hiking. We headed out and reached town about 8:00 that evening. Monday morning, after taking the heads to the Game and Fish office in Cody to have the horns plugged, we took the sheep to Dewey’s Wildlife Studio in Cody for mounting.

GREETINGS FROM BILL BERES

I WAS ASKED TO WRITE a short article for the Wyoming Outdoors publication by the Wyoming Outfitters and Guides Association and I am happy to do so and appreciate the opportunity. My name is Bill Beres and I am the Criminal Investigator for the Wyoming State Board of Outfitters and Professional Guides. The Wyoming State Board of Outfitters and Professional Guides is the licensing agency for all Big and Trophy Game Outfitters and Guides in the State of Wyoming. The Board is comprised of seven members, all of whom are volunteers and are appointed by the Governor of Wyoming. Of the seven members four are active outfitters from various sized outfits and locations around the state, two are members of the public at large who have no direct involvement to the outfitting industry and one is a representative of the Wyoming Game and Fish Commission. The Board is completely funded by license fees from our outfitters and guides and employs three full time employees. Agency Administrator Amanda McKee, Administrative Assistance Brandy Durante (both of whom are excellent at their jobs and are extremely helpful to everyone who calls with questions, information requests and license issues) and myself. I have been in this role since September of 2018 and it has been a great transition after spending over 13 years as a State Trooper here in Wyoming. My position is unique in the law enforcement community since I specialize in Wyoming State Law regarding Big and Trophy Game Hunting Outfitters and Guides. The position is multifaceted and includes both front and back country patrols, conducting criminal investigations into illegal or unlicensed outfitters as well as licensed outfitters and guides, should the circumstances require. I also investigate formal complaints that are filed on licensed outfitters and guides for a variety of reasons. These complaints can be received from a variety of sources including clients, landowners, members of the hunting public, wildlife advocacy groups and even other outfitters or guides. This position includes a lot of responsibilities on the administrative and compliance side of things including meetings, new outfitter equipment inspections, camp inspections, legislative issues and others. I have also been working hand in hand with multiple wildlife and land management agencies including the Wyoming Game and Fish, United States Forest Service, Bureau of Land Management, United States Fish and Wildlife Service and others. As an individual who is looking at making a large investment in an outfitted Big or Trophy game hunting adventure (many times this is a once in a lifetime experience), it is imperative for you to do your homework when it comes to booking a hunt. First and foremost I must briefly explain that if you are going to book a hunt it is required that the outfitter be

licensed through the state of Wyoming. This is important since it is actually a crime to book a hunt with an unlicensed outfitter. The only exception to this is if you are going to hunt with a private land owner on their own deeded land. The land owner cannot hire any guides, nor can they hunt on any public land, even if it is adjacent to or within their deeded property. Many prospective hunters are not aware that it is a crime to book a hunt with an unlicensed outfitter or guide and I am hoping to shed some light on that with this article. Also, just because someone is a licensed hunting guide does not mean that you can book a hunt with them. A guide license is only valid if the guide is employed by a licensed outfitter. Unfortunately a small percentage of licensed guides have gone rogue over the years and taken clients off the books without an outfitter being involved. This is illegal and this is exactly the type of activity that I investigate (as well as game wardens, federal officers etc.). There can be large monetary fines associated with hiring an illegal outfitter or guide. And as far as the illegal/ unlicensed outfitter is concerned, large fines can be accompanied by jail time. The bottom line is this: do your research and hire a licensed outfitter and save yourself a lot of money and even more headaches and heartaches. To become a licensed outfitter or guide there are a lot of requirements in place including passing relevant tests, first aid and CPR certifications, insurance requirements, equipment standards, proper area authorizations, land use permit requirements and more. I don’t know why someone would risk a potential once in a lifetime adventure with someone who is not qualified to provide the services that they are being trusted to provide. By hiring an unlicensed outfitter the hunter has no protections in place. What happens if you are seriously injured, or the unlicensed outfitter doesn’t live up to your expectations? What happens if you pay someone and get stood up at the trailhead? What happens if you book an illegal hunt and end up with criminal charges as a result? Wyoming strict regulations in place when it comes to Big and Trophy Game Hunting in regards to outfitting and guiding and that is largely for consumer protection. Wyoming has some of the most remote and beautiful places to hunt in North America. Take full advantage of the opportunity and do your homework, know what you are signing up for, be safe and most importantly enjoy your experience and our Great State. KEVIN HAS HAD THE PLEASURE OF TRAVELING TO WYOMING for almost forty years. He worked in the oil and gas business and his company had a number of offices throughout the state. He always wanted to get transferred to Wyoming but no such luck. He did get to travel there quite often and was able sneak off and do some fly fishing, usually in the North Fork of the Shoshone river or Tensleep Creek. Sometime in the late 1980’s, he and a group of Midwest deer hunting buddies made several unguided archery elk trips to Wyoming with little success. Archery elk hunting got in his blood and he began to do guided trips beginning in 2000 Kevin has drawn an elk tag sixteen times, hunting first with Paintrock Adventures, later becoming East Fork Outfitters. There has never been trip when he didn’t see elk or wasn’t very close to being able to take a shot. Unfortunately, sometimes it just doesn’t work out but he is thrilled to have taken six elk with five different guides. He also learned that Grizzlies like to eat downed elk and will come to a cow call. Hunting in the rugged and pristine Wyoming wilderness is the ultimate adventure and he intends to do it as long as his body holds out. He is deeply indebted to the great outfitters, guides, wranglers, cooks and hunters he has gotten to know. He is honored to be selected Hunter of the Year by the Wyoming Outfitters and Guides Association. He is also fortunate to have a wonderful wife, Sandy, who encourages his hunting trips to Wyoming.

Unraveling    the Preference        Points Mystery By Jim Schell, Rough Country Outfitters & Guides

“WHAT THE HECK DO YOU MEAN, I didn’t draw my dang Wyoming elk license again!!!” I’m sure most of us have either said, or at least heard this very statement, quickly followed by a few other choice words of disappointment! So, if you are like many Non-Resident Sportsmen, you have at least a few questions surrounding Wyoming’s Big Game Preference Points System! In an effort to help folks better understand how the Preference Points System works, a few facts, figures, opinions and application strategies will be presented. Understanding the dynamics of the WGFD Big Game License Drawing, may be of real benefit to you in successfully drawing that coveted Antelope, Deer, Elk, Bighorn Sheep or Shiras Moose license, when, where and how you wish to hunt them in future years! WGFD first introduced Preference Points for Resident and Non-Resident Bighorn Sheep and Shiras Moose in 1995. Preference Points for Non-Resident Elk, Deer and Antelope began in 2006. At this time, Preference Points are not available to Wyoming Resident hunters for these species. Jennifer Doering, WGFD License Section Manager, states several key points they communicate to their applicant customers are “Preference Points are only considered for an applicants first choice, for full price license applications, and she reminds us that Preference Points must be purchased at least every two years, or they will be forfeited and lost after the second year of not purchasing your points.” Wyoming license draws are allocated at 75% for preference point holders, and 25% for all applicants, providing all applicants an opportunity to draw a license. For a complete run-down on Preference Point totals and drawing odds for each species, check out the WGFD web-site at wgfd.wyo.gov. Brian Nesvik, WGFD Chief Game Warden, commented that “Preference Points were originally intended to provide hunters with predictability and reasonable assurance that over time, their chances of drawing high demand areas would increase. Specifically for Non-Resident, they were intended to help hunters predict how often they would draw a tag for their favorite areas. It appears now, that as the number of Preference Point holders and the maximum number of preference points available has increased, and the level of predictability has decreased, at least for some hunt areas. This conflict with the original intent is definitely something we have been hearing about from Sportsmen.” Scott Talbott, WGFD Director, suggests that “hunters should determine what type of hunt they would prefer, IE; private land, public land, back country, front country, outfitted, non-outfitted, 4X4 or horseback, etc; prior to applying for a license. By reviewing the WGFD web-site Demand Index, an applicant can determine the hunt area they may be successful in drawing a “Regular or Special” license for, based on their personal interests and number of Preference Points they have accumulated at the time of application.

So, inquiring minds want to know, why has the Preference Points System became so bogged down? Why have so many sportsmen accumulated so many points? Why is “Point Creep” happening? The answers to these tough questions may be found in a variety of factual data, and personal opinions by many, who have studied the dynamics of, and participated in the Preference Points Systems since its inception. One reliable theory, is that during the previous presidential administration’s depressed economy and uncertain times, many conservative sportsmen chose to just stay home, save their money, and stack up another preference point for the future! And stack em’ up they have, to the tune of 66, 574 NR Antelope point holders, 65,293 NR Deer point holders, and a whopping 77,484 NR Elk point holders!!! Of course, just a percentage of these Preference Point holders actually applied for licenses in 2018. And as the economy continues to improve, consumer confidence, spending and desire to travel has greatly increased, as well as the the number or NR license applications for all of Wyoming’s big game species! However, there is a silver lining in this massive cloud of NR Preference Points! With Wyoming’s generous Non-Resident quota of 16% for Elk, 20% for Antelope Deer and Shiras Moose, and 25% for Bighorn Sheep, many applicants are rolling through the points system each year, creating a virtual “light at the end of the tunnel” for future applicants! In Particular, Wyoming’s Elk population has never been higher, quality has never been better, and we are truly living in “the good old days” for quality elk hunting! In fact, Wyoming’s general permit elk hunting opportunities rival our neighboring states special permit units, and required only three Preference Points to guarantee a license was drawn in 2018! A common misconception among applicants is; the more Preference Points it takes to draw a license, the better the hunting must be! This is not the necessarily the case, as many factors influence the number of Preference Points required to draw a particular limited quota license, IE; local demographics, how many tags are issued per area, is it predominantly private land with limited access, or easily accessed public land or remote back-country wilderness. The dedicated professionals of the Wyoming Outfitters and Guides Association, strongly encourage all sportsmen and women, planning to hunt in Wyoming in the next several years to decide when, where and what type of hunting experience you are looking for. BIG GAME HUNTING

TROPHY MOUNTAIN LION HUNT IN WYOMING BY HAROLD WISER, WITH NICOLETTA CHERRY AND GARY MOHR

I AM A FARMER IN NORTHWEST PENNSYLVANIA, and I have hunted my entire life. Recently I decided to do some adventure hunting, I took a large buck and a trophy bull elk on the same hunt in Hillside, Colorado. I later shot a bull moose in Alaska and that is when I decided I wanted to try something even more exciting, the mountain lion. I found Great Plains Outfitters online and made arrangements to hunt with them near Ten Sleep, Wyoming. In January, Nicoletta Cherry, a friend and employee, and I drove 30 hours to Wyoming. Dirk Jenkins, Jennifer Dewey and Tyler O’Brien welcomed us into their gorgeous hunting lodge in Great Plains. Sunday, we rested to prepare for our Monday hunt. We had ideal weather conditions; the temperature ranged from 10 degrees at night to 40’s during the day. Fresh snow every night made for perfect tracking conditions. We left at 4 a.m. for the two-hour ride in pickup trucks to the 40-mile-long canyon, this day we only saw one small cat. Every night Dirk made sure that his precious dogs were fed and watered before anyone else, those dogs were amazing, they wanted those mountain lions. Dirk uses radio collars to tell him where the dogs are at all times, he can even tell if they are running or standing up, presumably with a cat treed above them. The next day was almost full of too much action the five dogs were chasing five different cats; the dogs got too confused with this much going on. Wednesday, I started tracking with Dirk and Nicoletta with Tyler. We didn’t see anything on the way into the canyon but found prints of a large lion in our tire tracks on the way back out. Nicoletta was on a side by side with Tyler and they hunted that cat and took him down! Nicolett's mountain lion was about 150 pounds. Dirk said that about 50 percent of their tags get filled, I suddenly realized that I was likely to become the 50 percent that doesn’t make the kill. Three hours later Dirk spotted an anaconda trail over a ridge with his binoculars.

A large tom had killed a mule deer and drug it through the snow, but it was too late to pursue the cat, we packed up the dogs and headed back. Dirk was certain the cat would be in the same location the next day, sometimes they gorge themselves with up to 30 pounds of meat and don’t travel far, so we got the snowmobiles and carts ready for the next day. Thursday morning at about 8:30 a.m. Dirk radioed me that we were about 4 miles from a big tom, he told me to have the rifle ready; the dogs had treed the cat. I had told him earlier that I was in good health so it was odd that he would ask me again, he said, “are you lying about your health” I said “no, I have a separated shoulder but otherwise I am healthy” and he didn’t say anything else. While I drove the snowmobile 4 miles to find Dirk, I kept wondering why he had asked me about my health, I am lean and fit and work hard all year. Dirk said, “this is one of the biggest mountain lions I have ever seen but it is so far away we can forget it”. I didn’t drive 1600 miles to go home emptyhanded! I told him that I wanted that cat! Looking into the deep canyon I suddenly realized why Dirk was concerned with my health, he was at the bottom of the canyon, 3000 feet down, through a foot and a half of snow.

I slid and slipped down that canyon for a half an hour to get to the bottom, Tyler was there with the dogs and they had trapped a big tom in a tree. I wondered if I would have enough wind left to hold my rifle steady after all that exertion, I couldn't get a clean shot I had to back up into an open field to get clear aim, it wasn’t going to be easy to get this cat. I carried a 6 mm Remington Mohawk with an 18-1/2” inch barrel with custom loads. I had been shooting about 2 inches to the right and Dirk knew it, so I compensated and took my first shot at the cat 40 feet up a tree. Dirk yelled, “You missed it!” The cat jumped 4 feet straight up in the air, I hit him, when it came back down, I took my second shot. I hit him again, he fell out of that tree and almost onto the dogs! He rolled down another 500 feet to the river bottom of the canyon, like i said it wasn't going to be easy to get this cat. Unfortunately, we didn’t have a field scale to weigh him, but our guess was that he probably weighed about 200 pounds. Nose to tail he was over nine feet and part of the tail had even been lost, more than likely in a fight. It was a huge cat in anyone’s estimation, everyone was excited about taking such a large cat. On most hunts there is a brief period of excitement just before the shooting, but this hunt was exciting for the entire week. Feeling very satisfied, Nicoletta and I left Wyoming for Colorado to visit family and take the cats to Gary Bohochik at G.B. Taxidermy in Swissvale for mounting. Gary said this was easily a 200-pound cat, he ordered the large foam mount and it fit perfectly. The Game Warden estimated the cat to be seven years old. A year later I picked up the mounts and made the drive back to Pennsylvania. This year (2019) I received a letter from the Wyoming Outfitters and Guides Association announcing that I had won third place in the Mountain Lion Riffle category. Nicoletta and I will be attending WYOGA’s 2020 Annual Awards Convention and Big Game Awards Banquet.

CHASE YOUR DREAMS BY JOY CLINE

IN SEPTEMBER OF 2013, my husband Steve & I ventured to 7J Outfitters on our 1st archery elk hunt. We had been blessed to hunt with Jeff & Deb before but we always rifle hunted. The challenge of having a rutting bull elk come into a call in bow range and trying to stay composed enough to shoot it with a bow compelled us to try. We did not come away with an elk that year, but I was able to draw on a beautiful 6x6 after watching him come the whole way off the side of the hill, bugling all the way, I was unable to hold my bow long enough for him to step out from behind the saplings. That was enough for me , I WAS HOOKED!! I had never experienced anything like that in my short hunting career and I wanted more of it. We would travel back to 7J on several more hunts over the next several years. In 2015 we did our 1st pack in hunt for elk and I was blessed with a beautiful 6x6. I never had such an emotional hunt in my life and that is for another writing. Now I needed Steve to experience the same unexplainable feeling of harvesting an elk with a bow & arrow. On December 28,2016 I was diagnosed with breast cancer. As we sat in the Dr.’s office, Steve by my side, we were trying to let this all sink in. I looked at my Dr and told him that we had an archery elk hunt booked for September of the upcoming 2017 season and could he have me ready for that? He sat back in his chair and asked if I was serious, with a bow & arrow? Together the 3 of us starting calculating and laying out the plan to have us in the mountains of Wyoming again chasing elk with stick & string. I am here today to tell you that knowing I had that opportunity (along with the grace of God above), is what got me through chemo, surgery, and radiation over the next 6 months. That fall we made our trek to 7J and although I had an

opportunity and could not connect, Steve arrowed his 1st elk and I could not have been any happier. Now he understood the feelings I had been trying to explain for the last several years! Fast forward to Sept. 2018 and we are chasing elk again with our friends at 7J.

On our 1st morning out our guide Kenny Morga had mentioned things were pretty quiet as far as the elk talking. The morning was rather uneventful as far as the hunting goes but we got to trek through some

beautiful country. That afternoon we went to the same spot we started in the morning and Kenny thought he had heard a faint answer to his call. We watched some mule deer on the mountainside and then he placed us where he thought the bull may come and he proceeded to set up behind us 100 yards or so and worked his magic. The bull came in silent and I drew my bow back as he went through a small dip in front of me only to have him stop right in front of me at 25 yards and stare right through me. I was able to hold my draw this time until he turned to his right and gave me a broadside shot. And the emotions were the same this time as they were the 1st! I hit him a little further back than I thought and with daylight fading Kenny felt we should come back in the morning for him. When I shot this bull I was unaware that he was a non-typical. Steve has always told me, once you decide to shoot don’t look at the rack! Our blessings did not stop there, Kenny called in a beautiful 6x6 on the last morning that my Steve harvested! I can’t say enough about Kenny, Clint, Jeff and Deb along with the rest of the folks that have helped to make our dreams come true in the mountains of Wyoming. They all work incredibly hard to make sure each person has the opportunity to harvest an animal. If you would have asked me 20 years ago if I thought I would ever be chasing elk with a stick & string let alone been blessed to harvest some of the most magnificient animals on this earth, I would have said “no way”. I thank God he has given my husband and I the passion that we share that is called hunting and I hope each of you reading this will be brave enough to “chase your dreams”!

THREE FOR THREE FOR THREE BY BOB MCCORMICK

NOVEMBER 2018 WAS THE MOST MEMORABLE HUNTING experience of my life. We departed from our home in Pennsylvania for Hulett, Wyoming on Sunday November 4. We drove as far as Rochester, Minnesota where we spent the night and got up early to continue our 24 hour 1700 mile drive to Hulett. Finally reaching our Motel the evening of November 5. Accompanying me were my Son Brian and his Son, my 13 year old Grandson Layne. The following morning we set off as tourists on an educational trip to Mount Rushmore and the Crazy Horse Monument. The next day, we went to Devil’s Tower and then met up with our friends from Rough Country Outfitters for the trip to camp. After a wonderful dinner, plans were made for our Hunt. We all agreed that my Grandson Layne would be first, my Son Brian would be second, and if time allowed, I would go last. We awoke early on the 8th – although I am quite sure my Grandson Layne did not get much sleep in anticipation of our hunt. We watched numerous Deer but did not see what we were looking for – so back to camp, dinner, and bed.

The next day Jim spotted a mature 8 point buck and after one shot Layne’s dream was complete (mine too!) The following day,

November 10 Jim spotted another beautiful long tined mature Whitetail and also with one shot, my Son Brian downed his Wyoming Trophy. The next day we awoke to snow and ice but Jim was able to spot another beautiful Buck. But, of course, in my excitement, I shot over him for a clean miss. Dejected, we returned to camp empty handed on Buck number three. With only the morning hunt remaining, it was a short sleepless night for me. As dawn arrived, we were back in the field. Jim assured me he could find a good mature Deer and around 8 AM, he spotted a Dandy. We approached the Deer and after three shots the Deer was down. Actually, I am still shaking with excitement. It was a beautiful non-typical Buck of a lifetime. What made this such a special and memorable hunt is I have hunted and harvested Wyoming Big Game with three generations of Rough Country Outfitters – Big Jim, Jim Schell’s Father, Jim Schell, and Dusty Schell, Jim and Deb’s son. Now three generations of the McCormick family have hunted and harvested Wyoming Big Game with the Schell Family. Three for three for three.

AT THE AGE OF 12 YEARS and working as a horse wrangler for Bob Adams of Cody, I made the decision to become an outfitter. My Dad began guiding in 1946 and my upbringing certainly contributed to that decision. I guided for different outfitters over the years whenever I could get time off from Range Conservation work and chasing wild horses for the BLM. I received my first Outfitter License in 1981 and bought my first hunting camp in the Thorofare in 1982 from Tommy Thompson. I sold that camp after the fall of 1989 then bought the Two Ocean Pass camp in the Spring of 1990. We’ve owned permits on the Shoshone National Forest, Bridger Teton National Forest, Bureau of Land Management, Grand Teton National Park and Yellowstone National Park these past 38 plus years. As with all outfitters, I think most of our memories come from our relationships with the summer guests and hunting clients over the many years. I’m probably a bit different from most outfitters in that my fun seemed to begin after the kill. I tried to assist my guides and their hunters to retrieve their trophies as often as possible. I always figured that that was the least I could do for the many clients and their hunt. I really enjoyed the many summer trips. We were really fortunate to see all the different country over the years, especially those summer trips from Jackson to Cody. As with all outfitters, good guides can either make or break you! A special thanks goes out to my guides and cooks over the many years. They were some of the best in the business and my utmost appreciation goes out to them. Keith Covington, since 1981, and Bernie Van

OverBeke since 1991 were with me the longest. My kids were a big part of our operation. We might have had only 2 or 3 guests but always 5 or 6 kids along for help. They learned to work and how to deal with strangers. My wife, Diane, kept things going on the home front and made sure the groceries were on the way. She was a great support and was a major reason for the success of the whole operation. Probably the most rewarding times were when I was deeply involved with the business of the Wyoming Outfitters Association (WOA) and then WYOGA. Working with all the Outfitters (Prairie and Mountain) to solve problems and issues of importance to the outfitting industry were so rewarding; mostly, because of the relationships I was able to develop with those other really active Outfitters; it was a great time to reflect on. I was really fortunate to represent the Outfitters in Wyoming as the President of the Association for the years 1993 and 1994. I am very proud of that! Luckily, after selling out this year, I was elected to the Wyoming State Legislature as representative for District 28 (Hot Springs County, and portions of Park, Big Horn, and Fremont Counties). With your help, direction and support, I hope to provide some relief from the out of control Grizzly Bear population and the nonnative wolf invasion. Other predator problems in the State as well as the out of control Wild Horse population in the West are on my radar. This award you have honored me with is so very special. OF THE YEAR 2019 GUIDE KENNY MORGA SPONSORED BY

KENNY MORGA IS 54 YEARS OLD, single and lives in Sundance, WY. Influenced by his father, Kenny started hunting small game and Whitetail deer at an early age. At age 14, he took an interest in taxidermy and began to work with a local taxidermist. This taxidermist began to take Kenny along on turkey and waterfowl hunts. Kenny quickly picked up on “the calls.” As he got older, he started to guide waterfowl hunters on the Eastern shore of MD. By the time he graduated high school he was guiding and hunting anything he could. His real passion was bow hunting. He taught himself to shoot a bow and how to repair and set up archery equipment. His father, a lifelong police officer, discouraged Kenny from thinking about going into law enforcement and together, they opened a hunting and fishing supply store. 11 successful years of running one of the largest outdoor stores in the VA area, was taking a toll on his father and he wanted to retire.

Taking time away from the shop every fall, Kenny was able to travel west and hunt Bear, Elk and Antelope. His passion for hunting was shared with many friends and family members. Knowing Kenny was closing the shop, Kenny’s friend and longtime Seven J guide, Todd Hoover, introduced Kenny to Jeff and Deb Smith in 1994 at the Eastern Outdoor show in PA. Jeff

invited Kenny to come out and give guiding a try. In 1995, Kenny started guiding for Seven J Outfitters and has helped Jeff and Deb and their clients for 25 years. Kenny has been a true asset in helping Seven J Outfitters become a successful business. Whether he’s calling in turkeys in the spring, putting up blinds for Archery Antelope, hanging stands for Archery Whitetail Deer, stalking Mule Deer and Antelope for Bow or Rifle or Bugling in Bull Elk, he has guided many hunters to success. MATT MEAD SERVED AS WYOMING’S 32ND GOVERNOR from 2011 to 2019. During his time as Governor, he focused on economic development, energy solutions, and building and strengthening infrastructure across the State. He worked on species conservation, homelessness, health care and education. He took great pride in supporting the military, our veterans and viewed his role as the Commander in Chief of the Wyoming National Guard as a great privilege. While Governor, he took on national leadership roles serving as Vice Chairman and Chairman of the National Governors Association Natural Resources Committee. He was elected by

Matt graduated from the University of Wyoming College of Law in 1987. Prior to becoming Governor, he opened a private law practice, served as an assistant county prosecutor and as an Assistant United States Attorney. He was appointed United States Attorney for the District of Wyoming by President George W. Bush in 2001 and served in that capacity until 2007. Matt, born and raised in Jackson, Wyoming. He and his wife of 28 years, Carol, now live in southern Wyoming with their two children. They love spending time on their cattle ranch in Albany County and the many outdoor activities of Wyoming.

Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.” W.S. 23-2-417. Violation in general; penalties. (a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00). (b) In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person's privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years. If you are compensating anyone for hunting outfitted services, request to see a copy of their outfitter’s or guide’s license to be sure they are legal. Professional Guide licenses must be signed on the back by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip. Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: "Landowner" means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes. Anyone wishing to receive further information on outfitters and guides, or a list of licensed outfitters in the State of Wyoming, may write to the Wyoming State Board of Outfitters and Professional Guides, 1950 Bluegrass Circle, Suite 280, Cheyenne, WY 82002.
