Dear fellow hunters and outdoor enthusiasts: As we near the end of our 2020 hunting season, WYOGA members are wrapping up their hunts, moving horses, tearing down camps and beginning to plan for 2021. The outfitting industry, like the rest of America, is looking forward to the end of 2020. In many ways the outfitting industry was lucky in comparison to others in regards to how our businesses came through this unusual year. In addition to dealing with the fallout of a pandemic, Wyoming outfitters have many on going battles garnering our attention. Wolf management, grizzly bears, CWD, game management issues, non resident licensing and the elk feed grounds are at the forefront of those issues. We take a very active role with these politics and lobbying efforts. Without being able to hold our annual convention and auction, fund raising to help with these battles has become difficult. Along with the legal battles, outfitter’s booking season will be faced with the cancellation of many major sport shows such as NRA Harrisburg, SCI, America Outdoors, Shot Show and NWTF. Without these face to face events, our members are turning toward new avenues to book future clients. We will also be dealing with the possibility that the Wyoming Legislature is considering convening in a virtual format. This would make in person lobbying impossible. All of these present huge challenges for our organization and our members. In March of this year it was undeniable we were entering a very uncertain time. We elected to cancel the annual WYOGA convention. A painful decision for our board to make. Many of our members either cancelled or at the very least conducted a shortened season of their spring bear hunts, fishing trips or turkey hunts. Outfitters received calls from clients wanting to cancel hunts and in the same day were taking calls from hunters ready to book. The demand for Wyoming licenses actually went up and the majority of our members drew and booked full hunting camps. The summer tourism season was just as uncertain. Many WYOGA members offer back country pack trips, trail rides or operate guest ranches. We found ourselves wishing we had a crystal ball to predict how the summer season would turn out. Wyoming’s summer tourism season was shortened but July was a record setter with large numbers of summer tourists. When social distancing began to take its toll, Americans flocked to wilderness areas ready to experience more in the great outdoors. Outfitters who opened their summer businesses, ended up doing very well. Our national forests all saw record use and trail heads were packed with cars and campers. It was encouraging to see Americans rediscover this quality resource right in their very own back yard. Hopefully this trend will continue in the years to come. What does 2021 hold for the Wyoming Outfitting industry? New Zealand, Africa, Europe and Canadian outfitters all suffered significantly, losing their 2020 season. Dear fellow hunters and outdoor enthusiasts: I’ve been writing about hunting, fishing, and outdoor pursuits in Wyoming since the publication of my first novel, Open Season, in 2000. To date, I’ve written and published twenty-one novels featuring Wyoming game warden Joe Pickett, several of which have debuted at #1 on the New York Times bestseller list. Over ten million copies have been sold and the books have been translated into twenty-seven languages. There will be an announcement soon about a Joe Pickett television series, and I hope the people in charge of it celebrate hunting and fishing in Wyoming in the proper way – as I try to do. It’s an honor for me to have been asked to write this introduction on behalf of the Wyoming Outfitters and Guides Association. My experience with many of the outfitters in this publication has been professional, dedicated, and stellar. They not only contribute millions to Wyoming’s economy but they’re our best ambassadors when it comes to demonstrating the right way to experience and enjoy the very special natural resources of our state. For many residents in Wyoming, hunting is more than an activity or diversion: it’s a way of life. Hunting trips for small and big game are a family tradition, and there are still many towns where residents greet each other in the fall by asking, “Did you get your elk yet?” Wyomingites are fierce about maintaining the health and welfare of their herds as well as filling their freezers for the winter. Nutritious and natural protein from wild game is the ultimate in locally sourced food. Management of the incredible wildlife resources in Wyoming are largely paid for by non-resident hunters and anglers through licenses and the purchase of outdoor gear and products. Visitors should enhance their hunting experience and increase their opportunity to have a successful experience by contracting with a certified outfitter or guide from the Wyoming Outfitters and Guides Association (WYOGA). In addition to a worthwhile hunting trip, many guides and outfitters offer fishing excursions, horse-pack trips, back-country wilderness adventures, and accommodations. Even non-hunters can see wildlife in its natural state and experience Wyoming’s breath-taking scenery and wild spirit by hiring these local experts. BLESSED AGAIN IN WYOMING By Masoud Yousefi FOR MANY YEARS I have been fascinated with the stories describing Mountain Goat Hunts, their habitat and the spectacular scenery of the alpine environment. I have always loved the mountains and have hunted Sheep in various ranges in North America, Asia and Europe. After 18 years of applying in Wyoming for Mountain Goat, I Eventually drew a Goat Tag in 2019. Only another Sheep Tag would have gotten me as excited and thankful as this tag. Wyoming has been nice to me during the years. As painful as it is to wait several years to be drawn a tag, I have a Deer, Antelope, Bison, and now mountain goat tags. I can’t wait for my sheep though. I feel blessed to be hunting in Wyoming. After consulting with several friends and experts, I called and made plans with James (Jimmy) Owen of Lost Creek Outfitters, we discussed the logistics and my physical abilities. The date was set to meet at his lodge on October 10th in Cody Wyoming. In the past 12 months prior to this hunt, I had logged over 600 miles of hiking and walking. I was ready and Jimmy made sure I prove it during 15 days of hard hunting. On the first day of our hunt, we had low clouds, snow and low visibility. So, we scouted close to the lodge and decided to ride in the next day. Our team consisted of myself, Jimmy, B Joe, Cameron Grant and 10 horses and mules and off we went to Goat country in the North Absaroka Wilderness of the famous Shoshone National Forest Few places in North America are more beautiful in the fall than the high mountain country of Wyoming where air and water are clear and pure. The camp location had a very interesting history. It is called Buffalo Bill Cody’s Elk Camp. Apparently, some dignitaries have also camped there to hunt elk in the valley in the years gone by. When we think of Sheep habitat, we think of the roughest terrain, which they inhabit, but it is not, as that is the second-roughest habitat, with the Goats occupying the parts where even the sheep don’t dare traverse. Weather got worse again, temperatures dropped to single digits and we had no visibility due to snow and low clouds. We tried several
new locations within the Wilderness despite bad visibility and extreme cold. This was a very early winter for Wyoming in October. I was frustrated and worried that we would not get a chance at a Billie and I will miss my “once-in-a-lifetime” opportunity, but we did not slow down or lose momentum. On the 14th day of my hunt, we got a break in the weather again and spotted some goats from several miles away in new country. The next morning, we got ready and started to climb at 7:30 AM and after a grueling hike, we found them at about 800 yards from where they were the day before. I cannot describe how, but Cameron had managed to get us up some scary and nasty precipitous cliffs and now we were closing the gap between us and the goats. We finally got set up at 335 yards. It was 12:20pm, B Joe behind the spotter, Cameron by my side, helping me get set up on our packs. There was only one Billie in this bunch, he was behind some stunted trees and Cameron wanted to make sure that he would be positioned perfectly for my shot and that if I hit him, we can recover him. The shot was good, the Billie has a magnificent coat, very symmetrical, 9 years old with 5 1/8-inch bases and was over 9 inches long. I had done it, but I didn’t do it alone. During my 15 days hunting, I was proud to have been with Jimmy, B Joe, Cameron and the rest of his team, I was in good hands. Thank you, guys.

Discussing the Future of Elk Feedgrounds in Wyoming By Mark Gocke, Jackson Region Public Information Specialist, Wyoming Game and Fish Department
ELK FEED GROUNDS ARTICLE
THE WYOMING GAME AND FISH DEPARTMENT (DEPARTMENT) has become increasingly concerned about the spread of chronic wasting disease (CWD) in Wyoming and the implications wildlife diseases and other issues may have on elk attending winter feedgrounds in western Wyoming. While there are benefits to operating elk feedgrounds there are also challenges, which is why the agency is preparing to develop a plan that will guide the long-term management of feedgrounds in Wyoming. To assist future management decisions, the Department is initiating a multi-phased effort to gather public input. The first phase is to hold public “listen and learn” sessions this November and December in 6 locations (Jackson, Star Valley, Pinedale, Green River, Casper and Cheyenne in accordance with COVID and public health requirements), on the many intricacies of elk feedgrounds. The second phase will involve a yet to be determined public collaborative process, that will formally provide input for the formulation of the long-term elk feedground management plan. The federal government first fed hay to elk during winter on the present day National Elk Refuge in 1912, primarily to prevent starvation and keep elk out of private haystacks. Then, in 1929, the Wyoming legislature passed legislation resulting in the

Department being financially liable for elk damage to landowner’s hay crops. State-sanctioned winter elk feeding began at additional locations in western Wyoming that same year. The Department found it more efficient and less expensive to feed elk in strategic locations to draw them away from private property and livestock feeding operations rather than respond to the many individual incidents of property damage. Today, keeping elk away from cattle to reduce the risk of brucellosis transmission has become a primary driver of elk feedgrounds, along with the prevention of private land conflicts. Currently, approximately 20,000 elk are fed on the National Elk Refuge and 22 Department operated feedgrounds in Teton, Sublette and Lincoln counties in western Wyoming. One of the benefits of operating winter feedgrounds is that it allows for higher elk populations than available native winter ranges can support, increasing opportunities for hunters and wildlife enthusiasts. An end to Wyoming elk feedground operations would most certainly reduce these elk populations in western Wyoming. In Fiscal Year 2020, the Department’s elk feedground program cost $1.6 million, which pays for feed, equipment and personnel to carry out the program. The cost of the feedground

program varies each year depending on winter severity. Wildlife managers and members of the public are increasingly concerned how feeding concentrates elk during the winter months and how diseases such as CWD could affect herd health and population levels over the long term. The Department continues to investigate opportunities to reduce elk reliance on supplemental feeding and manage brucellosis on feedgrounds by dispersing elk more broadly and by shortening feeding seasons when and where possible. However, while the Department works to disperse elk to their native winter range, predators such as gray wolves, which often depend heavily on elk as prey, can displace elk from native winter ranges back onto feedgrounds and private lands. Furthermore, traditional migratory routes likely once used by elk between their summer and fall ranges to native winter ranges are no longer etched into the instinctual behavior of the herds in this part of Wyoming, and many of those traditional migration routes and winter ranges are now developed. The Department understands that the elk populations of western Wyoming are important to the citizens of our State and beyond and acknowledges the challenges supplemental elk feeding creates, but also believes many of these challenges can be mitigated. It will take patience, consideration of the best science and agile decision makers. It will take teamwork and respect of all interests with a stake in wildlife management in western Wyoming. THE WYOMING OUTFITTERS AND GUIDES ASSOCIATION (WYOGA), Jackson Hole Outfitters and Guides Association (JHOGA), Sublette County Outfitters and Guides Association (SCOGA) and Safari Club International (SCI) jointly intervened in a case in which antihunting groups are challenging the U.S. Forest Service’s (Service) approval of supplemental winter feeding of elk on National Forest System lands in Wyoming. The federal district court in Wyoming granted the Hunting Coalition’s motion to intervene, despite the antihunting groups’ request that the Coalition’s participation be limited. The petitioners—including Sierra Club and Western Watersheds Project—want the Service to stop the winter supplemental feeding. Animal rights groups have sued to stop the feeding several times before, alleging that the concentration of elk on feed grounds increases the risk of disease transmission, including a recent concern that supplemental winter feeding would increase the risk of Chronic Wasting Disease transmission. In a different, ongoing case, the Coalition (except SCOGA) intervened to defend supplemental elk feeding authorized by the U.S. Fish and Wildlife Service on the National Elk Refuge. Feeding on National Forest System lands and state feed grounds has occurred for more than 100 years. Without the supplemental feeding, many elk would starve. The intervention of WYOGA, JHOGA, SCOGA and SCI is step-one in the litigation process. Parties will eventually file briefs and likely participate in a hearing to resolve the merits of the case. Wyoming’s elk herds provide high-quality hunting opportunities for hunters, and outfitters in Wyoming depend on those hunts for their clients. ZACHARY STINSON USMC Sgt (ret.) SPONSORED BY I WAS BORN AND RAISED IN PENNSYLVANIA. I joined the Marine Corps in 2007, after I graduated high school. July 2010, I deployed to Afghanistan. After four months in Afghanistan I stepped on an IED (improvised explosive device). The helicopter flew me from the field where I sustained the injury to multiple hospitals in Afghanistan and eventually Landstuhl in Germany. I was injured on a Tuesday and arrived in Bethesda Maryland on the following Sunday. The injuries I sustained in Afghanistan left me a double amputee above the knees, the loss of several fingers, and countless internal injuries. I spent two months inpatient at what is now Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD. I was then transferred to the VA hospital in Richmond VA. After two months in Richmond I was transferred to Walter Reed in Washington, DC. During this time I was doing rehab and strengthening my core to prepare myself to one day walk again. During the two years we spent in the hospitals I began to try new activities to get involved with. Often nonprofits would invite the wounded warriors on activities such as bike rides, horseback riding, water sports, skiing, and hunting. After participating in more of these Wounded Warrior hunting opportunities I started seeking hunting challenges outside of just organized veteran hunts. I have hunted the great state of WY twice. Harvesting an antelope, mule deer and a cow elk. Currently, I have been purchasing preference points the past few years to hunt antelope, elk, moose and bighorn sheep. I look forward to when I can actually draw the tags and return to the state. Currently my family and I live in Pennsylvania where I spend the majority of my time training for triathlons and various other Para athletic events. “I can do all things through Christ who strengthens me” Philippians 4:13. I am reminded about this promise on a daily basis through the talents and people that God has graciously blessed me with.

SEPTEMBER 2019 WYOMING ELK HUNT Joseph Harner IT HAS ALWAYS BEEN MY DREAM to harvest a monster bull elk so in 2018, I contacted Mike Wakkuri about an elk hunt. It turned out that Unit 7 was a high point draw unit and a certain amount of tags were issued through the random draw. By applying I had a small chance and it would be exceedingly difficult with only 1 point accumulated but I applied anyway. I was shocked to find out I had received a Unit 7 tag! After contacting Mike and sharing the news with him, I decided to go with him and his Elk Mountain Outfitters. I asked Mike which hunt would give me the best odds of taking a big bull and he suggested a mid to late September bow hunt during the bugle. He added that being 100% effective at 50 yards would be a major asset and would raise my odds significantly! I took his advice and did my part by practicing throughout the year. I arrived in late September and met Myron and Karma Wakkuri and they set me up with Tony English as my guide. It did not take me long to realize that I had a great guide! Over the course of a week, we saw a ton of elk but only had one opportunity and I blew it. I had to crawl through grass for 150 yards and I got grass caught in the cams of my bow
which led me to missing a 325-class bull at 55 yards. I still had 100% confidence we would get it done and on the last evening, with a 1/2 hour left, Tony called in a world class bull from 700 yards and with one shot, I got him! Tony ran over to me and asked what happened and I replied, “I dropped him� and he said no way! We walked up over the rise and there he laid. Tony realized that I shot him in the neck and could not believe it. I told Tony that the monster bull had 10 yards to go before he would hit my wind and he was quartering hard, so it was my only chance. Knowing at 36 yards, I could hit a quarter, I had no reservation shooting him. That night, we arrived at the lodge and my father, Mike, Myron, Karma, Tony and I, sat on the porch until 11pm admiring my beautiful bull!

WELL WORTH THE WAIT By Steve Wiley I MADE MY FIRST OUT OF STATE HUNT to Wyoming in 1994 and had gotten the hunting bug after 15 years away from large game hunting. I always knew Wyoming was the place to go for some real hunting adventure. I’ve taken Antelope, Mule & White-Tailed Deer, Elk & Bear over the years in the Cowboy State and when the opportunity to build preference points was established by Game & Fish, I was in! I diligently purchased points for Bighorn Sheep and Moose (except for one year) and with 23 points drew my Ram tag in the Porcupine unit in 2018. My guide for this hunt was Jeremy Dickson of Lovell and we took an excellent 8 ½ year old Ram. I considered skipping a year to save & put in for the Shiras draw in 2020. Jeremy gave me some sound advice; “You only live once; you might as well go for it”. I put in and drew a coveted nonresident tag for Unit 34 in the Big Horn Mountains with 23 points. I contacted Bob Barlow of Barlow Outfitting in Story and he asked if I might consider the archery season in September as it was during the rut. I couldn’t use a compound bow due to cataracts in both of my eyes, but Bob had the solution. He offered his Ravin R-10 Crossbow to use and upon reading the specs (400 ft/second, illuminated scope and a cocking crank), I was sold. I agreed with Bob to go with Jeremy as my guide and we would start the 7-day hunt on September 27th so we could overlap with the rifle season starting on October 1st if need be. I’ve never shot a crossbow but arrived in Lovell early and spent two days shooting over a hundred arrows at the neighbor’s place from 20 to 80 yards. The crossbow was amazingly accurate, and I consistently shot 1-inch groups at all distances. We hit the trailhead west of Buffalo on the 27th and rode through the forest to a nicely equipped 12 x 12 outfitters tent just below the

timberline. We went out that evening and Bob who had packed in with us and was on his way out texted us a picture of a bull he had seen in a creek drainage. We saddled up the next morning and after an hour’s ride found the bull with a cow/calf in a meandering willowy part of Clear Creek. The bull headed up a low ridge overlooking the creek, so we dismounted and crossed through the creek bottom and ascended to the ridgeline. Jeremy let loose with a couple of bull grunts and we heard rustling below us in the cut parallel to the creek. We worked our way down the slope with Jeremy calling and raking brush with an elk scapula. We got to the bottom and I set up a rest on a deadfall while Jeremy continued to call & rake the brush. In a heartbeat I could see the bull’s legs below some small pines, and he emerged head on and started raking a small pine tree just 40 yards from us. I was waiting for him to present a side shot but he kept looking in our direction without turning. I’ve
made this same shot on deer & elk and made up my mind I better let an arrow fly before he decided to turn around and leave. The arrow flew exactly where I had aimed, and I watched it disappear into his chest. The bull turned out of sight, we heard it crash & bellow, then heard it get up and run only to hear it crash again. We waited a bit and walked over to where I had shot the bull. We could see where he fell just 10 yards away and looked up and saw him lying dead just 30 yards away from us. The arrow had penetrated 40 inches into his chest, clipping the heart and coming to rest in his liver. My second bucket list hunt in two years was over and taxidermist Tim Peterson of Hawk Creek Taxidermy in Kaycee met us to cape the bull and help pack it out on Bob & Jeremy’s seasoned mountain horses & mules. This hunt couldn’t have ended any better and Game & Fish aged the bull at 5 years. This hunt was well worth the 24 years of waiting and I hope one day to draw a Mountain Goat tag.

Wyoming Game and Fish Commission Revenue THE WYOMING GAME AND FISH COMMISSION’S COMMISSION REVENUE is generated from fish and wildlife constituents, associated federal funding sources, grants, donations, and from Commission owned property. The Commission receives no State General Funds. Revenue can be broken into five main categories and is reflective only of revenue that can be expended. $56,363,841 License Revenue This includes hunting and fishing licenses sales, conservation stamps and fees, preference point sales, boat registration fees and the Super Tag program. Federal Aid (PR/DJ) $19,400,000 Federal aid includes Pittman-Robertson (PR) and Dingell Johnson (DJ) funds from federal excise tax on sporting arms, ammunition and fishing and boating equipment. Funds are apportioned to state wildlife agencies for conservation work, hunter education programs, operation of archery and shooting ranges, and sport fisheries work. The Commission must match funds derived from PR/DJ at a rate of 25% state and 75% federal. Grants $6,400,000 Grant funds awarded to the Department from conservation and other partners to achieve specific outcomes that benefit the Department’s mission. Interest $2,700,000 Interest generated from Commission accounts. Other $3,700,000 Revenue generated from Commission owned property, magazine publication sales, Access Yes donations and other miscellaneous items. TOTAL $88,563,841 The Wyoming Game and Fish Commission’s yearly revenue is approximately $88.5 million. This includes hunting and fishing licenses, conservation stamps and fees, preference points, boat registration, Super Tag and Federal Aid. The majority of the revenue, $75.7 million or 85%, comes from hunters, anglers, recreational shooters, and boaters. Of the $56.3 million that comes from license revenue, approximately 77% comes from nonresidents. Prior to the current fiscal year, the Commission received approximately $800,000 annually from the State General Fund for license recoupment to offset the revenue lost from free and reduced price licenses. This year General Fund support was eliminated to aid in the State’s current financial crisis. The Commission’s budget is based on needs and identified priorities. When revenue exceeds the budget, the Commission places those funds in a reserve similar to a personal savings account. This reserve is for emergencies and allocating funding to significant projects, including capital construction, wildlife crossings and wildlife research. All funds tied to license revenue must be controlled by the Commission and spent on approved wildlife related activities to meet the requirements of Federal Aid.

2020 HONORARY LIFETIME MEMBER AWARD CLAYTON VOSS
MY FATHER WAS AN OUTFITTER in Colorado in the 1930’s. I grew up hearing the fun stories and adventurous times he had packing through the wild country. Those stories stuck with me and shaped the life I would create for myself. I was raised in South Dakota. In 1972, at the age of 17, I came through Wyoming on the rodeo circuit. During a stay over at the lodge outside of Dubois I was offered a job to pack and guide for the ’73 season. I accepted the job and have never looked back. This was my chance to experience the adventures my father had reminisced about for all those years. I started off running summer and hunting trips from the lodge. In 1979 I met Mitzi and we married in 1981. A few years later, in 1984, we bought our first wilderness camp called Five Pockets in the Dubois area. Later we found another camp we liked called Lenagon Meadows. The camp was very remote, a twoday ride, which Mitzi and I enjoyed immensely. We both loved riding and packing so much it did not seem like work at all, just us on our adventures. We later acquired another camp, Hays Park, in the Wind Rivers. Soon we had the opportunity to get the neighboring camp on the Downs Fork. It was the ideal set-up, running the two camps in the same area of the Wind Rivers. We raised our three daughters in those mountains. They were along for the ride during our summer

fishing trips, jumper chairs hanging from the cook tent ridge pole. It was a great way to raise a family, staying together and in the years to come, working together. My girls stayed involved with all aspects of our business, learning the tricks of the trade and meeting so many wonderful guests. We are still in contact with people from around the world who we outfitted for. What an amazing opportunity to be able to show the guests the lifestyle and ways of living in Wyoming. The friendships we have made have lasted a lifetime. I will never forget one year that we had a pretty big blizzard coming in. I set out for camp to keep the snow off the tents to prevent them from collapsing. By the time I got to camp it was snowing so hard I could barely see in front of me. As I approached camp, I noticed a man standing outside one of my tents. He ran into the tent as soon as he saw me. I was not sure what to think. After I tied up my mules I walked over to the tent and asked him to step outside. To my surprise, out walked 11 men. It turns out they were from the British Army. They had been dropped in the mountains for

a survival exercise and needed shelter from the storm. I let them stay, but 11 men sure can drain your food reserves quickly. The storm lasted three days so I had a lot of time to get to know the men and hear their stories. The Officer has returned several times over the years to do pack trips with us. A few years after our first meeting the officer sent me a letter and some paperwork asking me to be the Godfather of his first child. Outfitters and guides do have an impact on people’s lives. I am so grateful to have had this as my career. My youngest daughter Laura and her husband, Dustin Stetter, have taken over the business. They are now raising their son in the mountain camp. I still go out and pack for them and take my grandchildren along for more family adventures. I have enjoyed my time watching outfitting evolve and change with the times. I truly hope agencies see the importance and benefits of outfitting for the towns, counties and the state. In the time I spent on the Wyoga Board of Directors and as President of the Dubois Outfitters Board, I have seen business relationships advance. I commend Wyoga for their efforts and thank you for the honor of this award.

2020 GUIDE OF THE YEAR BRUCE KOPPERUD
BRUCE KOPPERUD, A WYOMING NATIVE and former Marine, developed an interest in the outdoors early on when he learned to hunt and fish with his Dad. The first fish he caught was a sucker, but you would have thought it was a marlin. Every year his Dad would take him on antelope, deer and elk hunts either on foot or horseback. When in the Marines, he would always take his annual leave around hunting season when possible. He has been especially drawn to high mountain game, harvesting his first WY Big Horn ram in 1984

and is still waiting to draw his Desert sheep tag to complete his Grand Slam. In 2003 and 2004 he was interested in elevating his outdoor knowledge level and took a packing course at Casper College with Todd Jones, an outfitter, as the instructor. Todd then asked Bruce to guide that fall and he eagerly accepted. After that first season, Bruce found out very quickly how much hard work guiding can be and found himself thinking that it was not for him. But within a month of being out of the back country he found himself missing it too much and could not wait until the next
year. And he has not missed a season since. When Taylor and Hilary Engum took over the camp from Todd, Bruce stayed on to guide for them. In 2017 on a Sheep and Elk hunt, Bruce began to not feel well with an array of symptoms. Upon returning home from guiding that year he was subsequently diagnosed with Stage 3 Pancreatic cancer. Entering his treatment, he made it a goal to guide at least one hunt the following fall. And with the grace of God and the support of Taylor and Hilary, he did. The year after that he was able to guide a normal season and has continued to guide beyond that. Bruce currently resides at his home outside of Casper and is the President of Comtronix, a company specializing in electronic security and communication systems.

WITH AN EXTENSIVE background in advertising, marketing and political public relations, John Boretsky served as Executive Director of the New Mexico Council of Outfitters and Guides for eight years before joining Safari Club International as Guide/Outfitter Liaison in 2006. While Executive Director of NMCOG, John represented the outfitting industry on the US Fish and Wildlife Service’s initial Mexican Grey Wolf Recovery Team, the New Mexico Game and Fish Department’s Wildlife Conflict Resolution Committee, the Department’s Landowner Sign-up Management Solutions Committee, and the US Forest Service’s Jemez Mountains Seeking Common Ground Elk Task Force. NM Governor Bill Richardson appointed him to the New Mexico Outdoor Recreation Task Force. As SCI’s Guides and Outfitters Liaison, he was instrumental in founding the Professional

He is self-confessed as “a more or less average rifle shot”, a “sometimes fair wing shooter”, and a “really, really terrible fly fisherman.” John lives in Albuquerque, New Mexico with his wife Susan, along with two Labrador retrievers, named Bella and Sheba.

At Non-Typical Outfitters we offer an unmatched hunting opportunity. The amount of time spent before the season scouting for your trophy animal and preparing for your hunt is one of the things that separate us from the rest. At Lost Creek Outfitters, we offer guided hunts for Big Horn Sheep, Mountain Goats, Elk, Mule Deer and Mountain Lion. Our hunts are located near Cody on the Shoshone National Forest with accommodations about 20 miles toward the east entrance of Yellowstone National Park. Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.” W.S. 23-2-417. Violation in general; penalties. (a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00). (b) In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person's privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years. If you are compensating anyone for hunting outfitted services, request to see a copy of their outfitter’s or guide’s license to be sure they are legal. Professional Guide licenses must be signed on the back by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip. Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: "Landowner" means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes. Anyone wishing to receive further information on outfitters and guides, or a list of licensed outfitters in the State of Wyoming, may write to the Wyoming State Board of Outfitters and Professional Guides, 1950 Bluegrass Circle, Suite 280, Cheyenne, WY 82002.
