Dear fellow hunters and outdoor enthusiasts:
Wyoming’s outfitters and guides are currently wrapping up their 2022 hunting seasons. As we put the tack and gear away, pull our horses shoes and put our livestock out on winter pasture its time to reflect on 2022 and plan our 2023 season.
Wyoming is a favorite hunting destination for traveling sportsmen. We continue to see demand to draw a nonresident license outstrip license availability. It’s no wonder why. Our states wildlife populations are second to none across the mountain west states. Wyomings diverse and open habitat provides plenty of room for big game animals to promulgate and flourish. Our large number of free ranging wildlife provides plenty of opportunity for hunters and tourists who flock to the cowboy state each year. Wyomings tourism industry is huge and touches every corner of our state. Hunting provides more than $340,000,000.00 of economic contribution to our economy annually.
The members of WYOGA are active on several fronts. We continue to fight to keep our 22 state feed grounds and the national elk refuge open and feeding wintering populations of elk to prevent starvation. After two years of multiple meetings, the Wyoming Game & Fish is in the final stages of writing a plan to manage feed grounds into the future. In addition to the feed grounds, we are constantly fighting to de-list grizzly bears and influence wolf hunting seasons, mountain lion and black bear management.
The Wyoming Wildlife Task Force will conclude its work which started in the summer of 2021. The final meeting will be held December 14th at the Wyoming Game & Fish headquarters office in Cheyenne. Many of you have been following the work of the task force and have commented to the task force. This was a monumental effort spearheaded by the Wyoming Game & Fish Commission, The Governor of Wyoming and the legislative branch of our state. The recommendations put forth by the task force are currently being considered by the commission or the legislature. The members of WYOGA were in attendance at every meeting and their efforts played a huge role in shaping task force recommendations. Our goal going into the task force was to keep big game licenses available at a reasonable level for nonresidents. As the recommendations put forth by the task force work their way through the commission and legislature you can rest assured WYOGA will be there every step of the way.

2022 GUIDE OF THE YEAR — Randy George —
I GREW UP IN THE WHITE MOUNTAINS of Arizona, in the land of big bull elk. Instead of doing normal things that kids do, I spent as much time in the woods watching and learning about elk. One of my first and favorite memories was sneaking up on a heard of elk in the timber with my dad. I was quite young, but hooked from then on! In 1989, my folks moved back to Wyoming and I followed them.
My first outfitting job in Wyoming was in 1990. I worked a couple of years in the Dunoir Country, mostly as a campjack, but I helped guide a few hunters. My first guiding job was with John Winters on Two Ocean pass in 1996. That was a great experience! That’s big country and to say I was nervous would be an understatement. I’ll never forget that first hunter. He was a blue collar carpenter from Michigan who had saved his hard earned money for years to pay for his dream hunt. The pressure was on. As I called in a bull for him, I was every bit as excited as he was. That first guiding experience was a success and from that point on, I was hooked. I worked for John for several years and then branched out to work for Nate Vance in the Wyoming Thorofare. That was another adventure I’ll never forget.
As the years passed and I grew older, I began to guide antelope hunts from the pickup. This experience led me to working for some of Wyoming’s legendary outfitters such as Todd Jones, Taylor Engum with East Fork Outfitters and now Sy Gilliland, outfitter for SNS Outfitters & Guides. Sy has taught me a lot and opened a lot of doors in my life. We have had some great times and I’ve enjoyed the experiences we have shared.
I am a saddle maker by trade, but guiding is my passion. I work all year building saddles, but can’t wait for September and the start of hunting season. I love spending time in the field, sharing experiences with fellow hunters and helping clients dream hunts become a reality. I strive to make sure they go home fulfilled with their time in Wyoming.
I am blessed to get to be a part of a great organization of sportsmen and women. I would like to thank Taylor Engum for the nomination, my family for understanding my need to hunt and WYOGA for naming me as their Hunting Guide of the Year. I am honored.

Recommendations from the WYOMING WILDLIFE TASKFORCE
THE WYOMING WILDLIFE TASKFORCE’S charge is to study top-priority wildlife policy issues facing the state related to the allocation of hunting opportunity, sportsperson access and other issues. The topics will be identified by the taskforce members for study over an 18-month period with the goal of presenting conclusions and recommendations to the Wyoming Legislature, Game and Fish Commission and governor to support decision-making on Wyoming’s wildlife resources.
The Wyoming Wildlife Taskforce’s (Taskforce) charge is to study top-priority wildlife policy issues facing the state related to the allocation of hunting opportunity, sportsperson access and other issues, and to make recommendations to the proper decision-making body regarding solutions to these issues.
ONCE IN A LIFETIME OPPORTUNITY FOR BIG 5 SPECIES:
The Taskforce recommends that the Wyoming legislature pass legislation stating that the draw of a hunting license for allowing for the take of a bighorn sheep ram, any moose/bull moose, bull bison, mountain goat, and grizzly bear (once delisted) will be a once in a lifetime draw opportunity. Anyone currently in the 5-year waiting period is included and has already drawn their in a lifetime opportunity.
This recommendation came from the Taskforce discussion that opportunity for residents to hunt bighorn sheep, moose, bison, mountain goat, and grizzly bear (once delisted) needs to be increased. The Taskforce made this decision after being presented with information from the Wyoming Game and Fish Department regarding license allocation and the draw process, and receiving public comment on this topic.
90/10 LICENSE ALLOCATION FOR BIG 5 SPECIES:
The Taskforce recommends that the Wyoming legislature pass legislation providing that 90% of all bighorn sheep, moose, mountain goat, wild bison and grizzly bear tags are allocated to Wyoming residents, and the remaining 10% to nonresidents.
This recommendation came from the Taskforce discussion that opportunity for residents to hunt bighorn sheep, moose, bison, mountain goat, and grizzly bear (once delisted) needs to be increased. The Taskforce made this decision after being presented with information from the Wyoming Game and Fish Department regarding license allocation and the draw process, and receiving public comment on this topic.
FULLY FUND THE WYOMING WILDLIFE LAND AND NATURAL RESOURCE TRUST:
Based on a unanimous vote of the Wyoming Wildlife Taskforce, we ask that you include additional funding for the corpus of the Wyoming Wildlife and Natural Resources Trust Fund (WWNRT) in your upcoming budget in the amount of no less than $85 million. As you are aware, this amount would bring the corpus of the fund to being fully funded at the $200 million minimum objective as defined when the fund was initially passed into law, and allow the program to operate at its intended capacity without annual funding from the General Fund.
During our first three task force meetings, many of our discussions and associated public comment have revolved around our desires to increase hunting and fishing opportunity around the state. One of the best ways to increase wildlife populations is through the maintenance, enhancement and new development of new wildlife habitats. The WWNRT has had an exceptional record for over a decade of putting resources on the ground to improve and conserve Wyoming’s treasured landscapes, including hundreds of miles of streams restored, thousands of acres of wetlands built, millions of acres of rangeland and forests conserved, and nearly 1,000 individual projects in all 23 Wyoming counties.
Additionally, the work of the WWNRT and its partners has been, and will be, a major factor in Wyoming’s efforts to address species of greatest ecological concern and keep species off the Endangered Species List. While all members recognize the challenging times we face related to our states’ fiscal situation, we believe fully funding the WWNRT demonstrates leadership and renewed focus on the importance of investing in Wyoming’s future.
GRIZZLY BEAR MANAGEMENT:
The Wyoming Wildlife Taskforce’s (Taskforce) charge is to study top-priority wildlife policy issues facing the state related to the allocation of hunting opportunity, sportsperson access and other issues and to make recommendations to the proper decision-making body regarding solutions to these issues.
Due to the fact the Taskforce is making recommendations pertaining to the license allocation for hunting grizzly bears, and to address a number of public comments on the topic, the members agreed it was important to state our position on grizzly bear management. The Taskforce is united in our belief that:
• The Greater Yellowstone Ecosystem’s population of grizzly bears has achieved, and exceeded, federal recovery criteria.
• Grizzly bears should be delisted from the federal Endangered Species Act and management should be returned to the State of Wyoming.
• The endless legal challenges to returning grizzly bears to state management are only related to promulgating rules for delisting and ignore scientific evidence of recovery.
• The state wildlife authority, the Wyoming Game and Fish Department, is best-suited for the management of grizzly bears in Wyoming.
• Wyoming has a sound management plan in place for the seamless return of grizzlies to the state.
• Sportspeople have paid over $50 million for the recovery and management of grizzly bears and are an essential part of the management of the species.
• Hunting is a time-tested model for managing many wildlife species in North America, including large carnivores. Like other wildlife, large carnivores must be managed, and that includes objectives set by science and public input. Hunting is one method to move populations toward those objectives. It also offers those who provide the financial resources to manage grizzly bears an opportunity to take an active role in their management.
The Wyoming Wildlife Taskforce is hopeful that future Wyoming hunters will enjoy the chance to participation in grizzly bear management.
PREFERENCE POINTS TRANSITION TO BONUS POINTS:
Following multiple discussions over several meetings, the Taskforce voted to recommend a substantial change to the manner in which bighorn sheep and moose licenses are issued for both residents and nonresidents specific to the use of preference points. There are three primary components of the changes recommended: 1) Transition from a prescriptive draw where 75% of licenses are drawn from the top point holders to a system that is completely random. 2) Transition to a weighted bonus point system where an applicant’s advantage in the draw increases exponentially with each subsequent year they continue to apply. The Taskforce recommends this be implemented by squaring an applicant’s total number of bonus points. 3) Delay implementation by up to four years from the date the law is effective to provide long term applicants with the highest numbers of preference points a transition period. This was approved by the Task Force on December 3rd, 2021:
The task force solicited and received public feedback and comments in a variety of ways.
SPLITTING DEER SPECIES:
Following multiple discussions over several meetings, the Taskforce voted to recommend a change to state statute to differentiate “deer” as two species with one being Mule Deer and one being White-tailed Deer. This change would clarify in statute the biological fact that these are distinctly separate species. Currently, Mule Deer and Whitetail Deer are referred to as ‘deer’ in State Statute.
We are asking that your Travel, Recreation, Wildlife and Cultural Resources Committee consider drafting legislation to address this definition change wherever it may appear in Wyoming Statutes.
This was approved by the Taskforce at our meeting on April 28, 2022. The Taskforce solicited and received public feedback and comments in a variety of ways.
7,250 ELK CAP AND REGIONALIZATION OF NON-RESIDENT GENERAL ELK LICENSES:
The Wyoming Wildlife Taskforce recommends the Wyoming Game and Fish Commission remove the 7,250 cap on nonresident elk licenses, establishes and adopts regions for non-resident general elk licenses, and strongly requests the Commission implement a process for determining the non-resident general elk license quotas for each region that takes into consideration: (1) herd objectives, (2) access to hunting opportunity, and (3) resident hunting experience/hunter pressure.
In our discussions, the Taskforce recognized the 7,250 cap for non-resident general license allocation instituted in the 1980s was based on the average of non-resident license sales at that time. There was no biological purpose for this number. The state elk population has increased significantly since the 1980s and new methods are required to manage these herds in Wyoming. With the cap removed, game managers will have greater flexibility to control harvest.
We also studied the idea of regionalization of non-resident general elk licenses. Recent Wyoming Game and Fish Department analysis concluded that regionalizing non-resident elk licenses would provide game managers more precise abilities to manage the elk populations across the state. If implemented this measure could result in allocation of licenses in areas where additional elk harvest is needed and also provide additional options to manage hunter crowding.
ANTELOPE LICENSE REDUCTION:
The Taskforce recommends that the Commission modify existing regulations to change the number of type 1 antelope licenses a hunter may possess in each calendar year from two (2) to one (1). The Taskforce collected public comment and considered several factors in their deliberations prior to making this recommendation. Primary considerations revolved around providing more hunters with the opportunity to have at least one license.
The Taskforce recognized that the total number of licenses available has declined for biological reasons over the past several years. The Taskforce also acknowledged that nearly all Type 1 Antelope licenses are purchased and that there are not leftover licenses at the end of each season, even those areas with large amounts of private land.

CHEYENNE — Biologists at the Wyoming Game and Fish Department know a significant amount of information about mule deer and what impacts their overall success from decades of research and data collection. Through their research, they are well aware that weather, habitat and chronic wasting disease affect Wyoming’s mule deer populations. These environmental factors play a significant role in their population fluctuation. But, in the last 30 years, mule deer populations have declined to a point that is worrisome to wildlife managers and the public.
Even with the bulk of information on mule deer and tested management strategies, there are no quick fixes for the decline in mule deer populations. But, biologists at Game and Fish believe that new tools and technologies could offer more robust data to inform the management and prosperity of mule deer.
Enter the groundbreaking Mule Deer Monitoring Project.
The project seeks to collect more information on mule deer than ever before – and interpret that data faster and in a more immediately usable way. The 5-year monitoring project looks at six areas considered critical for mule deer management: abundance, composition, data management, survival, herd health and harvest management.
A main component of the monitoring project is to inform one of the most rooted and important questions for mule deer managers – how many individuals are there in a herd?
Understanding abundance, as the study terms it, is the cornerstone of management. To increase abundance data, Game and Fish plans to increase surveys significantly, scaling up from surveying one herd a year to eight.
For much of the other components of the project, wildlife managers are narrowing in on five local herds – some of which have never been intensely studied. Those focal herds are the Laramie Mountains, North Bighorn, Sweetwater, Upper Shoshone and Wyoming Range.
The monitoring project will also look closely at the composition of the focal herds. Composition means the number of male, female and juvenile deer in the herd. This will be done through aerial counts, trail cameras and ground surveys.
A large amount of data in the project will come from 1,000-collared mule deer. The data will be key to learning about the day-to-day lives of these animals. With this data, Game and Fish will be able to see where the deer go and where they stay, what habitat they use and where they avoid, giving biologists the opportunity to dig into the why. Additionally, collar data will help measure herd performance, assess causes of mortality, evaluate harvest strategies, update seasonal range maps and more.
The processing of the massive amount of data will be obtainable through a partnership with the University of Wyoming. Researchers from the university will take the immense volume of data, analyze it and return it to the department.
Game and Fish and partners will hit the ground running in the late fall. The first task will be deploying collars and then beginning intensive surveys. The data will start rolling into biologists’ email inboxes soon after. Throughout the year Game and Fish plans to update the public quarterly on what they are learning.

I AM HONORED AND HUMBLED to be selected to receive this award. I don’t consider myself to be a super hunter, but I will admit that no one loves to get into the mountains or appreciates their ruggedness and beauty more than I do.
I was raised in a Christian home in the rolling hills of west-central Pennsylvania, surrounded by farmland and forests. Dad and Mom loved Jesus and I accepted Him as my personal Lord and Savior in my early years. My family attended every service at our small, country church, which was only two doors away from home.
I married my childhood sweetheart, Pennee, when we were 20 years old and we were later blessed with Ryan, Kelli and Brent, and much later with seven wonderful grandchildren.
Pennsylvania has a rich hunting heritage, as demonstrated by the claim in the past that one million hunters entered Penn’s woods annually on the first day of whitetail buck season. My Dad enjoyed hunting, squeezing it in between his mill job, carpentry work and part-time farming. I was always intrigued with Dad’s firearms and his hunting excursions. I would wait anxiously when he spent the day afield to find out if he was successful, and to hear the stories associated with that success. I grew to love the outdoors. Hunting, to me, was like the icing on the cake.
I am a graduate engineer from the University of Pittsburgh, and my career included working in the coal industry, then with my brother-in-law in construction and other business opportunities, and ultimately in the consulting engineering field when I started a firm that my youngest son Brent and son-in-law Josh now own and operate.
God has richly blessed our family and I’m thankful for the opportunities to hunt in numerous western states and Canada in my earlier years, but particularly in Wyoming over the last twenty years. Words can’t describe the time spent exploring the beauty of God’s creation on each hunt, with dear family and friends, and the making of new acquaintances and lifelong friends.
Dad’s hunting trips in the western states were somewhat limited but in 1971 when I was a senior in high school, he and my future father-in-law hunted with L. D. Frome, when L. D. had the Hawk’s Rest and Pass Creek hunting camps in the ‘Thorofare’. They hunted out of the Pass Creek camp but overnighted at Hawk’s Rest on their pack trips in and out of Pass Creek.
It was their 1971 hunt that spurred my interest in hunting in Wyoming, and particularly the remote ‘Thorofare’ area in the Teton Wilderness. I soon began researching the area as best as I could with the only available means back then: occasional articles in Outdoor Life and Sports Afield magazines. The more I could find and read, the more I was determined to someday hunt the Thorofare area.
In 1980, my father-in-law organized mule deer hunts with Everett Peterson’s outfit, with eight of us booked to hunt out of Everett’s Mink Creek camp. That trip became my maiden voyage to the Rocky Mountains and Wyoming. I’ll never forget my first glimpse of the Teton Mountains as we traveled west on Route 26 near Dubois. That view captivated me as we stood along the road—it is still vivid in my mind—much more so than the photos I shot back then with the Kodak 110 camera. We brought six muley’s back to Pennsylvania and eight pronghorns that we collected on a hunt south of Shoshoni.
That trip instilled a love of the Rockies in me and a desire to travel west often to visit, but especially to hunt, in the pristine high-mountain back country.
I recall reading about Randy Haecker and Nate Vance being affiliated with the Pass Creek and Hawk’s Rest camps for a while, and eventually became aware that Everett Peterson (a name I recognized from my past) had purchased the Hawk’s Rest camp with a guy whose name I did not recognize back then - Lynn Madsen. Once while on an October trip to Wyoming, I stopped in at Yellowstone Outfitter’s Turpin Meadows base camp. It happened to be the day after the Hawk’s Rest camp was pulled for the year and the boys at base camp were pulling shoes off the horses on a ‘tilt’ trailer. I met Lynn that day and we’ve developed a real friendship over the years. I always appreciated him for the life he chose, and for his skill and success in it.
Not long after that, I organized and booked, with three friends, my first hunt with Lynn’s outfit. That first ride on the trail up to Hawk’s Rest was truly special for me—riding the very trail my dad (who passed in 1994) and father-in-law had ridden on, 23 years earlier. I fell in love with the “Thorofare” area.
I never had the chance to ride that trail with my dad, but I have been blessed numerous times to ride it with my sons, son-in-law, cousin, pastor, and friends, including an archery hunt where I shot a bull elk—my first ever kill with a bow.
Lynn and I talked for a couple of years about hunting sheep together. The idea thrilled me, and as time went on the focus of discussion changed to not just hunting with him but hunting with him out of Hawk’s Rest. We had both accrued about the same number of preference points, and I was really excited about the prospect of hunting alongside Lynn. In 2020 Lynn drew a tag but I didn’t draw (I along with five other nonresident applicants with the same point total were eligible for the four remaining tags—my 67% chance proved to be 0%), but I drew the following year.
My Bighorn sheep hunt with Lynn and new outfit owners Brandon and Kendra Kunz, as well as Kendra’s dad, finally came to fruition in 2021. It was my sixth trip to Hawk’s Rest and that hunt was one of the most exceptional and memorable experiences of my life. I could write a half dozen pages about what transpired during the twenty minutes leading up to the shot! I was watching the four rams and a lamb at 355 yards and waiting for one of two “legal” rams to reposition and give me a better shot. At the same time, a grizzly bear was on a path heading directly for me, managing to get within fifteen feet only ten seconds before I successfully squeezed the trigger on the ram. I knew the bruin was there—I could hear Brandon and Kendra’s highly emotional, loudly whispered conversation that was only constrained by their fear of scaring the five sheep, but I couldn’t turn my head away from the rams for fear of losing the shot. I never saw the grizzly bear—that was disappointing. I did shoot the ram—that was exhilarating! This paragraph doesn’t do the outfit justice—my bighorn sheep hunt was absolutely top-shelf. Brandon and Kendra did a great job of getting me on the sheep and keeping the grizzly off me! It was a super-excitement-packed hunt, and I was treated like Prince Albert hunting with Buffalo Bill. What a hunt!
The Lord willing, I’ll make another trip to Hawks Rest in 2023 for one more opportunity to hunt elk with Lynn on what will be my seventh ride up that trail and into the backcountry, with Yellowstone Outfitters.

Clarene Law, Longtime Wyoming Legislator and Businesswoman
ONE COULD ALMOST ALWAYS expect to see Clarene Law’s friendly face inside the office behind the front desk of the Antler Inn motel in Jackson. If she wasn’t in her office, she could often be found cruising around Jackson in her emerald green, 1976 Cadillac. Law, 89, passed away on September 21, 2022 at St. John’s Health in Jackson.
Clarene was much more than an owner of the Antler. A self-made millionaire, Law oversaw about 400 rooms, also owning the other Town Square Inns of Jackson and served in the Wyoming Legislature for 13 years.
Law bought the Antler in 1962, a time when women less frequently owned businesses. During a 2019 podcast interview with Wyoming Humanities, she spoke of how important it was for her to be a positive influence for other women as a business owner.
“Everybody wants to be at the top of the mountain, but you don’t get there all at once,” she said.
“You have to know that someone cast you a rope along the way. “I want to be somebody that can be that rope. I think that’s what women can do to help others – show it’s possible in a difficult environment. Provide a positive environment for young women.”
From 1991-2004, Clarene served as Wyoming State Representative for Jackson and held that seat for 14 years where
she was Chairperson of the Minerals Business and Economic Development and House Travel, Recreation and Wildlife committees and on Jackson’s first zoning commission, her local school board and a number of state tourism boards. She won a Lifetime Achievement Award from the Wyoming Business Report and the Wyoming Women of Influence, the Wyoming Business Person of the Year and the Jackson Hole Citizen of the Year. She’s also an inductee in the Wyoming Business Hall of Fame. Clarene was President of the Wyoming Lodging and Restaurant Association and a member of the Wyoming Business Council. She had been honored for her service to the community by the Jackson Hole Chamber of Commerce and many other organizations. Clarene was a true friend and supporter of the Wyoming Outfitters & Guides Association. Clarene received the Wyoming Outfitters & Guides Association, Honorary Lifetime Member award. She will be missed by all who knew her.
According to the Jackson Hole News and Guide, her son, Steve Meadows, said his mother “meant a lot to the community over the decades because she gave so much.” “She passed peacefully with her loved ones all around her,” Meadows said. “We were honored to have had her as our mother, grandmother, friend.”

JENNIFER DOERING CURRENTLY SERVES as the License Section Manager for the Wyoming Game and Fish Department, a position held since November of 2013. Jennifer graduated from the University of Wyoming with a Bachelor’s of Science in Wildlife Management in 1996 and a Master’s of Business Administration in 2000. In 2000, she accepted a position with the Department of Audit as a Strategic Plan Auditor, auditing state agency strategic plans, as well as special districts, cities, towns and counties and investigated multiple fraud cases. Her career with the Wyoming Game and Fish Department began in 2006 as a Grants Analyst followed by a promotion to the Federal Aid Coordinator in the Fiscal Division, subsequently the first Fiscal Program Coordinator within the Wildlife Division and, ultimately, stepping into her current role as the License Section Manager.
As the License Section Manager, she is responsible for all oversight and management of the agency’s core licensing functions and multiple automated licensing systems including: online hunting application system to apply for limited quota licenses, online license purchase system, watercraft registration system, credit card payment system, electronic agent payment processing, internet point-of-sale license system at Department and external license selling agents (approximately 215). These functions result in excess of $66 million dollars in Department revenue. Jennifer processes an average of 800 customer license reservation and refund requests annually and ensures compliance with commission regulations. She also leads the telephone information center, the Department’s main customer service line, answering over 70,000 constituent calls annually.
Melding her wildlife and business degrees affords Jennifer a unique perspective and opportunity – incorporate mandated licensing requirements into the needs of wildlife and the desires of customers. Her comprehensive knowledge of the licensing systems allows her to analyze, recommend and eventually implement application and
license purchasing changes to benefit customers. A recent recognizable accomplishment is the new business portal, streamlining the limited quota application process, allowing outfitters to manage their own parties, easily review their customers’ results and preference points. The portal also allows outfitters to purchase leftover limited quota licenses and other licenses stamps and permits for their customers. Another notable upgrade is the ability to charge successful applicants for a conservation stamp, elk special management permit and archery license if elected or required prior to printing their licenses.
Jennifer utilizes her extensive knowledge of the Wyoming Game and Fish Department’s license draw system and ability to query license data to provide information for special projects for audits, budget planning, or agency management purposes as they relate to agency licensing functions. She is involved in licensing issues, including short-and long-term functionality and necessary upgrades to licensing policies, procedures and systems in support of Department priorities. The most recent example is providing licensing information to the Governor’s Wildlife Task Force and the Travel, Recreation and Wildlife Legislative committee. She has spent hundreds of hours providing informational presentations to explain the complexities of limited quota draws, answer questions and provide requested information to this task force and other entities. She was recognized as the 2012 Wildlife & Natural Resource Trust partner of the year.
Born in Torrington, she has never lived outside of Wyoming and Hank, her husband of 22 years, and their teenage son Connor currently live in Cheyenne. In her free time, she enjoys the outdoors, hiking and camping. During the colder months, she is often found at a swimming pool cheering on her son.

APPROXIMATELY, 86,000 WYOMING RESIDENTS struggle with food insecurity. Nearly 28,000 of those are children. Before launching Wyoming Hunger Initiative (WHI), First Lady Gordon made it her top priority to learn as much as possible about hunger and the existing nonprofit organizations already in the fight against hunger statewide. There are grassroots efforts in every Wyoming county dedicated to reducing hunger and combating food insecurity. Instead of reinventing the wheel, Wyoming Hunger Initiative was launched in October 2019 to work to prevent food insecurity by increasing awareness and support for the work of local antihunger organizations statewide.
Since October 2019, WHI has launched four programs under the WHI; Food from the Field, Food from the Farm + Ranch, Wyoming Angel Accounts, and Wyoming Hunger Initiative Grants - all created to support or complement anti-hunger organizations throughout the state. These programs have already had a significant impact: hunters now have a formal structure to donate game meat to local food pantries, over 50,000 lbs of Wyoming-raised beef, lamb, and pork has been donated by Wyoming ranchers, the problem of school lunch debt has been met with dignity and long-term sustainability, and our nonprofit “hunger heroes” have proven that grants to meet their unique needs work.
WHI is uniquely positioned to provide the framework and foundation for successful collaboration and solutions to hunger.
Stemming from the First Lady’s love of hunting and helping those in need, Wyoming Hunger Initiative has teamed up with the Wyoming Game & Fish Department, Wyoming Department of Agriculture, Admiral Beverage, and processors from around the state to streamline game meat donation to food pantries statewide. Food from the Field enables hunters to donate their meat to local participating processors who in turn will prepare it for local organizations, where it may then be distributed to people who need it most. Funds raised to support this program are utilized for processing fees not covered by the hunter, as well as infrastructure to support this program. The generous response from hunters wishing to participate has been overwhelming and a clear indicator that the program will continue to grow in future years.
Over 13,000 lbs of game meat has been donated thus far and now in its third year, we know we will only continue to increase the total poundage. The Wyoming Outfitters and Guides Association has been an incredible asset in raising awareness for and promoting Food from the Field. Wyoming processing facilities that participate in Food from the Field include Star Valley Meat Block in Thayne, Dan’s Meat Processing in Evansville, Paintrock Processing in Hyattville, Riverton Packing in Riverton, Wapiti Valley Meats in Wapiti, K bar J Meats in Burns, Home on the Range Meat Processing in Cheyenne, and 307 Meat Processing in Mills. I WAS RAISED ON A RANCH in Meeteetse, Wyoming until the eighth grade when my family moved to Basin, Wyoming, but my heart was always in the Greybull River’s Cowboy Country of Meeteetse. We grew up hunting to put meat on our family table, so the outfitting business was a natural transition.
Kay and I bought our first Greybull River Camps in Eleanor and Anderson Creek from life long friends Katie and Ed Larsen there in Meeteetse in the later 70’s and we were off and running. It was a great learning experience for us to say the least. When we bought the camps from Ed and Katie they said, “If you feed them good and hunt them hard, they’ll be back”, and that still holds true today. With that in mind Kay would plan all menu’s and have the food ready to go up to camp and for a few years she would take her vacation to go to camp and cook or guide an occasional hunter to get his game. She was a very good hunter herself.
Then came along our two kids and we just made mountain trash out of them. Basically, raising them up the Greybull River on Summer Trips and in Fall Hunting Camp as time allowed. T.J. began making a name for himself in the guiding business when he turned 18 for the taking of Good Bull Elk along with his great horsemanship. Codi, our daughter, was a huntin’ fool, just like her brother and had drawn 3 Big Horn Sheep permits by the time she was 40-years-old. Some folks just have ‘The Luck’. Codi and her family went on
to buy my old friend Ron Dube’s camp and ran it for 8 years before selling it.
In 1993 we sold our Greybull River Camps and bought a camp in the Sunlight Basin area and later another camp in Dubois, Wyoming. We have bought or managed hunting camps in 8 different areas in the northern areas of Wyoming, mostly in the Big Horn Basin area, a couple of private ranches in the Sundance and New Castle area. We couldn’t have done all of this without the help of our son, T.J. Clark, who basically ran our Emerald Creek and Wiggins Fork Camps for the last 5 or 6 years we had them. We sold these two camps in 2020 to a basically hand-picked young man, Jimmy Owens, who is the grandson of a good friend of ours, Buck Allemand. He’ll be one of the great ones, we’re sure.
I could go on forever with a history lesson on outfitting but want to take this space to Thank All My Great Friends I’ve made during my membership in WYOGA for their friendship and leadership. A special Thanks to Sy Gilliland, Lee Livingston, Budd Betts and Jim Allen along with many others. My sincere thanks for ‘saving our rear ends’ many times and their great advice at various times. If I had to do it all over again, I wouldn’t change a thing and would do things exactly the same way. Like Gus said on the movie ‘Lonesome Dove’, “Woodrow, it’s been a Hell of a Party!”

HUNTING WITH AN OUTFITTER IN THE STATE OF WYOMING DON’T BE A VICTIM OF UNLICENSED OUTFITTERS OR GUIDES
Wyoming holds hunters responsible for knowingly booking with an unlicensed outfitter. Wyoming law states:

W.S. 23-2-418. Compensation of person not licensed under this act prohibited; penalty.
(a) No person shall directly or indirectly compensate a person holding himself out as engaging in the business of or acting in the capacity of an outfitter or a professional guide unless that person provides proof that he is a licensed outfitter or professional guide as required by this act.
(b) Any person violating this section is guilty of a misdemeanor as prescribed under W.S. 23-2-417 (a).
Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.”
W.S. 23-2-417. Violation in general; penalties.
(a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00).
(b) In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person’s privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years.
If you are compensating anyone for hunting outfitted services, request to see a copy of their outfitter’s or guide’s license to be sure they are legal. Professional Guide licenses must be signed on the back by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip.
Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: “Landowner” means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes.
