Dear fellow hunters,

It is my sincere pleasure to write the introductory letter for this year’s Wyoming Outdoors. As I write this letter, I am looking forward to several fall hunts I have planned in Wyoming’s great outdoors. My excitement for fall hunts in the wild western wilderness and the diverse forests and sagebrush rangelands of my home state has never diminished. There is something truly special about spending time in Wyoming’s untamed outdoors that breathes life into your soul. It inspired me to dedicate my life’s work to a career in conservation and wildlife management.

As the former director of the Wyoming Game and Fish Department, I want to express my heartfelt gratitude for choosing our state as one of your hunting destinations. Your decision to hunt in Wyoming contributes to maintaining our state’s hunting heritage. Hunters like you provide the bulk of the funding to manage all of our state’s diverse and abundant wildlife resources, and for that, I am truly grateful.

As many of you know or will soon experience, our state is home to an exceptional group of professional outfitters and guides. Whether you're chasing bighorn sheep, calling in a big dark-horned bull or belly crawling through the cactus after a pronghorn, you can count on finding the right professional to help you have a great hunt.

Dear fellow hunters and outdoor enthusiasts:

Since its formation in 1959, WYOGA has seen many WGFD directors come and go. The relationship with each director has been unique, but the relationship between WYOGA and former director Brian Nesvik has been the strongest that many of us in the industry can recall. Early in his career, Brian recognized that many outfitters had their finger on the pulse of the game herds in their areas and were willing to work in cooperation with local wildlife managers to ensure sustainable wildlife populations. As he worked up through the ranks of the WGFD, Brian continued to engage with outfitters on many hot button issues, including grizzly bear, gray wolf and feed ground management. He also worked with the outfitting industry on many contentious license allocation decisions. As director, Brian was instrumental in helping establish the Wyoming Wildlife Task force, which tackled several critical issues, many of which were centric to the outfitting industry. WYOGA is sad to see Brian leave, but we wish him well in his next chapter.

Governor Gordon appointed Angi Bruce as the next director of WGFD, and she took over the reins in September of 2024. Over the past five years, Angi has worked side by side with Director Nesvik on some of our state’s most pressing wildlife management challenges and opportunities. Her entire career has centered on wildlife and habitat management, and she has mastered an understanding of Wyoming’s unique needs. For those of you who don’t know her yet, take advantage of the opportunities to meet her at upcoming events around the state and congratulate her on her new position. WYOGA is looking forward to continuing the great relationship we have with WGFD, and to working in strong collaboration with Director Bruce and all of her dedicated and skilled staff.

2024 Guide of the Year Brandon Gray

BRANDON GRAY (BRANDO) was born and raised in the Upper North Platte Valley, in and around Encampment and Saratoga,Wyoming. His greatest pride lies in his three children, Tristan, Brayden and Piper, all raised right, hunting and fishing his favorite haunts in the valley as well! With Brandon’s exceptional knowledge of the area and the game, it was only natural that he looked towards guiding hunters, sharing his experience and knowledge with others. In 2005, Brandon was licensed as a professional guide, employed by Jim and Deb Schell’s “Rough Country Outfitters and Guides, LLC”, successfully guiding many fortunate hunters to numerous trophy Elk, Mule Deer, Antelope, Moose, Black Bear and Mountain Lion!

Brandon’s passions revolve around the great outdoors of Wyoming, and he enjoys sharing his extensive knowledge of the areas and the game he hunts. Brandon’s professionalism in the field is second to none! He can be patient when needed,

aggressive to a fault when required, positive minded and always giving his outfitter/employer and his hunting client 110% effort. He takes great pride in his work. Brandon is certainly the kind of professional guide that every outfitter wants on their payroll. He knows his job well and is a great ambassador for Wyoming and the outfitting industry. Brandon loves his job and feels it is an honor and privilege to be a licensed, professional guide in Wyoming, and has a great rapport and impeccable record with the personnel of the Wyoming Game and Fish Department! In the off season, you can find Brando at Shively North, as the lead technician, building Polaris side-by-sides and snow machines! He is also a veteran member of the Carbon County Search and Rescue Team. They say “an outfitter is only as good as the guides that works for them” we’ve been fortunate and proud to have Brandon Gray “riding for the RCO brand” for the past 20 years!

Hunters Harvest Record Elk Numbers in 2023-24

CHEYENNE — Wyoming hunters had one of the most successful elk hunting seasons on record in 2023-24, with nearly a 5 percent increase in harvest compared to the previous season, according to the latest elk harvest survey report. During the season, hunters spent more than 480,000 recreation days in the field and harvested nearly 29,000 elk.

Elk populations have thrived in Wyoming over the last two decades. Wildlife managers estimate the elk population in the Cowboy State to be about 109,000. This record-breaking harvest comes at a time when elk populations in some parts of the state are over-objective, which can create damage issues for private landowners.

During the 2023 season, the harvest of antlerless elk topped 13,000 for the first time — a 12.5 percent increase over the 10-year average antlerless harvest.

The Wyoming Game and Fish Department used hunting seasons as the primary tool to manage elk populations. When

elk populations exceed objectives, Game and Fish uses season structure adjustments, access programs and other tools such as auxiliary management seasons and lethal-take permits to reduce populations. Changes to elk hunting season structures may involve increasing license quotas, establishing general seasons, extending seasons or issuing lateseason cow/calf licenses. These methods aim to increase hunter harvest with a focus on the reproductive portion of the population — cows.

“Hunters play a crucial role in wildlife conservation, and their commitment to help manage elk populations is greatly appreciated,” said Game and Fish Wildlife Chief Rick King. “We appreciate the access provided by landowners and the efforts expended by hunters in the harvest of antlerless elk.”

Tentative season information for the upcoming elk season is available on the Game and Fish Hunt Planner. The resident elk application deadline is May 31. Draw results for resident elk will be tentatively available in mid June. Nonresident draw results are released in mid-May. –Breanna Ball, WGFD

Commission Approves Elk Feedgrounds Management Plan

CHEYENNE — The culmination of one of the Wyoming Game and Fish Department’s most involved public collaborative efforts to date has resulted in a management plan for elk feedgrounds.

The Wyoming Game and Fish Commission approved the department’s Wyoming Elk Feedgrounds Management Plan at its March meeting in Pinedale. The overall goal of the plan is to feed elk in a way that limits disease transmission while also working to reduce the reliance of elk on supplemental feed.

Feedgrounds maximize hunting opportunities while limiting winter mortality, elk damage, brucellosis risk to cattle and competition with other wintering wildlife. However, feedgrounds present concerns for disease transmission, habitat management and the long-term health of elk populations.

“Managing elk feedgrounds remains a complex and debated issue,” said Cheyenne Stewart, Game and Fish wildlife management coordinator in the Jackson Region. “The department is responsible for managing current challenges as well as the new threat of chronic wasting disease. Having management direction approved by the Commission is a major accomplishment and ensures department personnel are aligned in their approach.”

Regional Game and Fish wildlife managers will now be tasked with developing adaptive feedground management action plans with local stakeholders for the 21 Game and Fishoperated feedgrounds. Each feedground management action plan will identify the unique challenges of each feedground and determine the appropriate combination of strategies to accomplish the overarching goals of the plan while staying within the sideboards.

The plan includes the following sideboards:

• Ad here to the standard department process for elk herd unit population objective review with public process and Commission approval for any proposed changes.

• Pri oritize hunting opportunities as the primary tool to manage elk populations toward the Commission-approved herd unit objectives.

• Mi nimize elk damage to private property, disease transmission to livestock and negative economic impacts to livestock producers.

• Min imize competition with other wintering wildlife species. Included in the plan is history, key current issues, disease management, elk and feedground future direction and education and public outreach regarding Wyoming elk feedgrounds. There also is direction to Game and Fish employees to ensure a unified goal for long-term elk feedground and disease management.

“By developing a feedground management action plan with stakeholder and public input for each elk herd unit with feedgrounds, the department can implement the approved management plan adaptively,” Stewart said. “This was a critical concern voiced by stakeholders and the public during the collaborative process.” –WGFD Staff

2024 Hunter of the Year Woody Porter

GROWING UP IN SOUTHERN CALIFORNIA, my early hunting consisted mainly of dove, quail and rabbits. Later on I expanded to do some deer and pig hunting. Years later an older co-worker invited me to go on an elk hunt he was organizing in southwest Wyoming with an outfitter he had previously used. So it was, that I had my first experience on both an out of state and an outfitted hunt.

The weather was warm and the elk survived, but the beauty of those mountains, seeing moose everyday (no tags,no shooting), and being disconnected from civilization, had quite an effect on me. I also learned some good stuff.

Previously, I thought horses were just things for little people to ride around an oval track at high speed, or to appear in beer commercials. Happily, I discovered that big people could

also sit on them and they would walk up the hill with us on board. When I got all these factors absorbed, I was pretty well hooked. Since that first trip I have hunted Wyoming over 30 times with outfitters and never had a bad experience.

Some draws are certainly harder than others, but if you want to get lucky, you need to apply consistently and get points on years you don’t hunt. I’m glad to see the state kept its long time preference point system intact. I feel fortunate to have harvested some really nice big game animals over the years, and some very edible grouse and partridge as well.

I am grateful to have received this recognition and really want to thank the WYOGA, and Pat Fiedor of P Cross Bar Trophy Hunts for nominating me. May you continue to succeed in your efforts to help hunters achieve their goals.

IMPORTANT NOTICE!!! HUNTING WITH AN OUTFITTER IN THE STATE OF WYOMING

Wyoming holds hunters responsible for knowingly booking with an unlicensed outfitter. Wyoming law states:

W.S. 23-2-418. Compensation of person not licensed under this act prohibited; penalty.

(a) No person shall directly or indirectly compensate a person holding himself out as engaging in the business of or acting in the capacity of an outfitter or a professional guide unless that person provides proof that he is a licensed outfitter or professional guide as required by this act.

(b) Any person violating this section is guilty of a misdemeanor as prescribed under W.S. 23-2-417 (a).

Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.”

W.S. 23-2-417. Violation in general; penalties.

(a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00).

(b) In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person’s privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years.

If you are compensating anyone for outfitted hunting services, request to see a copy of their outfitters or guide’s license to be sure they are legal. Professional Guide licenses must be signed by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip. Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: “Landowner” means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes.

2024 Agency Personnel Award Jennie Gordon

JENNIE (MUIR) GORDON currently serves as First Lady of Wyoming. Prior to that, she managed day-today operations at Merlin Ranch, the Gordon family’s cow-calf and heifer development operation located in Johnson County.

Jennie grew up in Omaha, Nebraska until her family moved to Buffalo, Wyoming. Jennie’s father, Senior Master Sergeant Robert Muir, served in the Navy, Army and the Air Force. Jennie’s mother, Gertrude Muir, was from Austria and after surviving World War II in Vienna, she moved to the United States. She learned English and raised the family’s ten children, often with Sergeant Muir serving away from home. Five of Jennie’s siblings have served, or continue to serve, in the armed services.

The First Lady received her Bachelor’s Degree in Health Sciences from the University of Wyoming. She worked for 15 years as a laboratory medical technologist at Sheridan Memorial Hospital. She later served as a field service representative for Abbott Laboratories

where she traveled throughout the western United States repairing and servicing laboratory equipment at hospitals, clinics and private practices.

Governor Gordon and his wife Jennie have four grown children, Anne, Aaron, Bea with husband Austen and their son Crawford, and Spencer with wife Sarah and their son Everett and twin daughters Eloise and Violet.

In October 2019 Jennie launched the Wyoming Hunger Initiative, whose mission is to end hunger in Wyoming. The initiative works to prevent food insecurity by increasing awareness and support for the work of local anti-hunger organizations statewide. Programing includes Food from the Field, a partnership with the Wyoming Game & Fish Department, Wyoming Department of Agriculture, and participating processors who work together to streamline game meat donations to food pantries statewide. GRADUATED BUFFALO HIGH SCHOOL IN 1979. Attended Iowa State University and graduated in 1983 with a Fisheries and Wildlife Biology degree. While attending school I worked the summer of 1981 for the Iowa Conservation Commission and the summer of 1982 for the Wyoming Game and Fish Department.

Upon graduation I joined my father, Ron, in the outfitting business. I purchased the business in 1987 and sold it in 2017. I spent over 30 years guiding and outfitting and running a wilderness summer pack business.

I continue to own and operate a cattle ranch for over 25 years. Over the years I’ve served on many boards: Johnson County Tourism, Recreation, Predatory and Buffalo

Chamber of Commerce.

I’ve worked with both State and Federal agencies regarding grazing and recreation permits in both the outfitting and livestock businesses.

Recently I completed a 6-year term on the Wyoming Game and Fish Commission serving two years as president.

In my role as a Commissioner, I served on the ADMB, the Governor’s Wildlife Taskforce and the Wyldlife Fund board. I continue to serve as a board member on the Wyldlife Fund.

My daughter is a veterinary technician, brand inspector and partner in the ranch. My son is recently married and both are teachers in Sheridan, Wyoming.

The Outdoor Dream Foundation is a 100% volunteer-driven nonprofit organization dedicated to providing world-class hunting and fishing adventures to children and young adults ages twenty-one or younger who have been diagnosed with a terminal or life-threatening illness.

The foundation is based in Anderson, South Carolina. Since the spring of 2004, the foundation has provided for over one-thousand of these special young people from across the United States. Our success has depended on the support of many outfitters, state wildlife agencies, landowners, and volunteers, throughout North America.
