Dear fellow hunters and outdoor enthusiasts: Wyoming outfitters and guides are busy wrapping up the 2021 seasons as many hunting seasons extend through the end of the year. 2021 presented many challenges to our industry, one of which was drought in many areas of Wyoming. Our state did receive some significant fall moisture which resulted in a fall green up. This fall green up will be key in helping our wildlife populations build up fat reserves for the coming winter. WYOGA continues to be at the forefront in defending and preserving our states winter elk feed grounds. The Wyoming Game & Fish Department recently entered into a collaborative effort with representatives from all interested stakeholder groups to study and work towards a management plan for the 22 state run elk feed grounds. How we manage wintering elk in north western Wyoming will be critical in maintaining elk populations. In addition to the elk feed ground issue, we continue to work on wolf management issues, grizzly bear de-listing, CWD and resident/non-resident big game licensing quotas. All of these issues present challenges to our wildlife and how we distribute opportunity to hunt our big game animals. WYOGA recently hired Southwick Associates to update the Big Game Hunting & Outfitting Economic Contributions study originally conducted in 2015. The update was requested by the members of the Wyoming Wildlife Task Force which is studying several issues including how Wyoming distributes license quotas between resident big game hunters and non-residents. Here are some highlights from the economic study: • The entire economic study can be found on our website. • In 2020, the total economic contributions to Wyoming’s economy was $339,215,678.00. • State & local taxes collected from big game hunting activity was $31,866,737.00. • Big Game hunting activity in Wyoming results in creating and maintaining 3,497 jobs. • Outfitters contribute significantly to the revenue stream for landowners to the tune of $11 million annually. • Elk is the most targeted species for guided non-resident hunters. It’s obvious the decisions that affect the allocation of big game licenses must carefully consider the far-reaching economic benefits that are created to ensure optimal economic benefit for all Wyoming residents. The task force over an 18 month period will be sending proposals to the Wyoming Game & Fish Commission and the Wyoming Legislature for their considerations. If you’re considering a future hunt in Wyoming, it’s very important to plan ahead. The Wyoming Outfitting industry has seen a huge increase in demand for our services. The pandemic changed many things in society and the outdoors have been rediscovered. Our summer tourism season this past summer was a record setter and our outfitters were booked full with pack trips, guest ranch stays, fishing, float trips and trail rides. It’s expected that the 2022 season will at the very least equal last summer. Introduction from Author C.J. BOX Dear Fellow Hunters and Outdoor Enthusiasts, I’ve been writing about hunting, fishing, and outdoor pursuits in Wyoming since the publication of my first novel, Open Season, in 2000. I’m a Wyoming native and I’ve fished and hunted in all corners of our state. I’m also an executive producer on two television series based on my novels: BIG SKY on ABC and JOE PICKETT, soon to air on the Spectrum Originals channel. I’ve celebrated hunting and fishing in Wyoming throughout twenty-eight books. I’m also the chairman of the Wyoming Tourism Board, and I consider the outfitting industry an important part of our tourism economy. It’s an honor to have been asked to write this introduction on behalf of the Wyoming Outfitters and Guides Association. My experience with many of the outfits in this publication has been excellent across the board. They not only contribute millions to Wyoming’s economy but they’re our best ambassadors when it comes to demonstrating the right way to experience and enjoy the very special natural resources of our state. No one values our natural resources and big game herds more than our outfitters. For many residents in Wyoming, hunting is more than an activity or diversion: it’s a way of life. Hunting trips for small and big game are a family tradition, and there are still many towns where residents greet each other in the fall by asking, “Did you get your elk yet?” Wyomingites are fierce about maintaining the health and welfare of their herds as well as filling their freezers for the winter. Nutritious and natural protein from wild game is the ultimate in locally sourced food. Management of the incredible wildlife resources in Wyoming are largely paid for by non-resident hunters and anglers through licenses and the purchase of outdoor gear and products. Visitors should enhance their hunting experience and increase their opportunity to have a successful experience by contracting with a certified outfitter or guide from the Wyoming Outfitters and Guides Association (WYOGA). In addition to a worthwhile hunting trip, many guides and outfitters offer fishing excursions, horse-pack trips, back-country wilderness adventures, and accommodations. Even non-hunters can see wildlife in its natural state and experience Wyoming’s breath-taking scenery and wild spirit by hiring these local experts. WILDERNESS HUNTS BIG GAME HUNTING

At Lost Creek Outfitters, we offer guided hunts for Big Horn Sheep, Mountain Goats, Elk, Mule Deer, and Mountain Lions. Our hunts are located near Cody on the Shoshone National Forest with accommodations about 20 miles toward the east entrance of Yellowstone National Park. “THE HUNT OF A LIFETIME” BY BRAD KELLEY

MY DREAM of hunting sheep started back in the late 1980’s when I started watching Gordon Eastman’s videos. He hunted the long horn ram in Nevada and the Aravaipa Ram in Arizona. This really gave me the sheep bug. The years went by, and I just never got the opportunity. Finally in 2007, I meet Myron and Mike Wakkuri at a hunting show. They had a great operation for hunting sheep so I started following them in the Wyoming Outdoors Magazine. They were able to take one of the top three awards every year except for one or two. Some years I was able to put in for the sheep hunt because I had enough money, other years I couldn’t do it. Everyone knows that raising a family is expensive and my dreams would just have to be put on hold for now and just buy a point. I kept in touch with Mike throughout the years and saw his rams continue to win awards. In February of 2020, I decided I couldn’t watch from the background anymore—it was time to go sheep hunting! So I gave Mike a call to see what the outlook was for the next season. He informed me that he had seen a longhorn ram during the elk hunt that was good enough for anyone. I didn’t hesitate, I reserved the first 10 days of the season with him on the spot. I told him, “Let’s go hunting!” I knew I had enough points to draw the tag and figured the odds were in my favor. I gave Mike a call to set up a time to be in camp—the hunt couldn’t come fast enough. I was living every day like a kid on Christmas Eve, anticipating what might happen. The Thursday before the hunt, Mike informed me that he had found two shooter rams. My excitement grew, if these two stayed put, my sheep dreams could become a reality! I arrived on Saturday, just a few days before the hunt. Mike and I went scouting to see if we could find the rams. No Luck! Brandon Flanagan was scouting another location and found eight rams with at least one, maybe two shooters. Mike, Brandon and I went up on Sunday to check out the herd. I wasn’t quite sure we’d find them but low and behold, there they were. We watched them for about 10 minutes before they disappeared into the canyon. While we were there, we spotted another three rams higher on the mountain and one on the top of the ridge. I knew if we could keep tabs on these, this hunt could be legendary. Mike and I went back to see if we could find the two shooter rams with no luck. Brandon stayed until dark but the herd of eight rams never resurfaced. The adrenaline roller coaster I was riding was taking a toll. I had waited over 25 years for this once in a lifetime opportunity and I just hoped that everything panned out in my favor. The next day we went up and located the herd of eight. The herd contained two shooter rams—one was a full curl and the other had a long sweep curl that went below the bottom of the jaw. We took a quick assessment: both of the rams should score over 170, that’s exactly what I was looking for. I was like a kid in a candy shop! We stayed on the rams all day and put them to bed. By nightfall, all the rams were laying down except for two. We

left them for the night, but not before forming a plan for the next morning. That morning, I awoke with a nervousness like never before. It was the day I’d been waiting for two decades. This was it and ultimately it was up to our scouting skills and my shot to determine how it ends. We hiked out of camp to see if the rams were still there. Amazingly, they were, and the stalk was on! As things go, it wasn’t all perfect. That morning, mother nature treated us to Wyoming’s famous swirling winds. The wind is a double edge sword. It can blow our scent away from the rams, or it could carry our scent right in their direction. One whiff of us and they’d bolt for sure. The gambling had begun. Hoping they wouldn’t catch our scent, we scrambled over to an outcropping of rocks. I zeroed into the one I wanted to target. He was 260 yards away. Mike turned to me, “Can you make the shot?” “No, not with these winds trying to blow me off the rocks.” I responded. I knew at this moment that it wasn’t about my pride. I couldn’t risk losing my dreams, it was safer to move a little closer. We passed on the shot and slipped down through the rocks. We let the rams out of our sight as we moved over to the next outcropping. It was risky losing sight of them, it was risky moving closer, but these were all risks we had to take. When we got to the rocks, six rams were laying down and two were feeding. What a sight to see if you have a tag in your pocket! You can imagine at this point my blood is pumping and I’m ready. The big full curl ram was laying down at an angle that didn’t create a good shot. At 150 yards, I got a solid rest I just needed to have the ram stand up. I could wait. I’d waited 25 years already, what’s another hour? After about 20 minutes the chill hit me— it was then that I realized just how cold I had gotten. Up until now, the adrenaline had kept me warm. I kept waiting, I could be patient. It seemed like an eternity, but the ram finally stood up. Mike whispered, “shoot.” I didn’t hesitate. I was on the ram and I shot—hit him the first shot! Mike said, “shoot him again” I hit him again and he went straight down hill for about 10 yards and piled up. He was down for good! The 25 years of waiting had just paid off! As I made my way over to the ram, a flood of emotions swept over me. A feeling of accomplishment, a sense pride, completion— a lifetime of longing was now a reality! What a feeling to have a ram down! Every hunter knows that any ram is a trophy, but to have a 170 plus on the ground—now that is just the icing on the cake. What a great hunt! I couldn’t have asked for anything better. Wyoming Hunt Area 19 is where all my sheep dreams came true! I want to thank Mike, Brandon, Myron and Karma for all their shared expertise. Wyoming Wildlife Taskforce THE WYOMING WILDLIFE TASKFORCE was convened by Wyoming Governor Mark Gordon and the Wyoming Game and Fish Commission. The Wyoming Wildlife Taskforce's charge is to study top- priority wildlife policy issues facing the state related to the allocation of hunting opportunity, sportsperson access and other issues. The topics will be identified by the taskforce members for study over an 18-month period with the goal of presenting conclusions and recommendations to the Wyoming Legislature, Game and Fish Commission and governor to support decision- making on Wyoming’s wildlife resources. Game and Fish Moves to Phase II of Elk Feedgrounds Public Collaborative By Wyoming Game and Fish Department

ELK FEED GROUNDS ARTICLE

IT’S BEEN SEVERAL YEARS SINCE the Wyoming Game and Fish Department fully evaluated management of their 22 elk feedgrounds. This is why the department has committed to and is leading a public collaborative process titled Elk feedgrounds: A challenge we can take on. “This process is the next step in the necessary progression of wildlife management, where we must continually shift based on science and emerging needs and issues. It’s an important evaluation, and we believe in doing it alongside our diverse stakeholders,” said Brian Nesvik, Game and Fish director. The collaborative process is phased. The first phase, which was completed in early 2021, involved a series of virtual public meetings designed to provide participants with a basic understanding of elk feedgrounds management and the challenges associated with them. Another component was listening to the public on what they wanted to learn about feedgrounds and answering their questions. “Our presentations were focused on providing interested members of the public with the information Game and Fish has — and continues to use — to make decisions regarding feedgrounds. Much of the presentation was aimed on ‘the why’ for Game and Fish-operated elk feedgrounds,” said Scott Edberg, deputy chief of wildlife. This summer marked the beginning of Phase II, which involves more in-depth learning and discussions with key stakeholders on topics that were identified in Phase I and during the six recent public meetings that were held across the state.

“We heard that constituents want to discuss similar issues and topics and provide input on the future of elk feedground management, so the stakeholder groups will meet those desires,” Edberg said. The stakeholder groups include agriculture/landowners, government/elected representatives, sportspersons, nongovernmental organizations, outfitters and guides, general public and academia. In these stakeholder focus groups, members will be asked to share perspectives, concerns and creative ideas in an open, respectful manner with members of the department’s steering team for use in the development of the long-term elk feedground management plan. “This is not a feedground closure plan. However, any number of options are on the table for the future of elk feedground management if they are in line with the primary objectives of the Department,” Nesvik said. “Game and Fish must be able to manage elk in northwest Wyoming to mitigate disease transmission to cattle and between elk and other wildlife species, reduce property damage, maintain publicly supported elk population objectives and hunting opportunity and manage competition with other species like mule deer on critical winter-range habitats.” The Department will hold public meetings to gather additional input once the draft elk management plan is developed, which is tentatively scheduled for June 2022. The final draft is slated to be presented to the Wyoming Game and Fish Commission in the Spring of 2023 for approval. 2021 HUNTER OF THE YEAR Craig Cooper SPONSORED BY

FIRST AND FOREMOST, LET ME SAY what an honor it is to be nominated for this award. I am truly grateful for the nomination. Here is part of what first brought me to and continues to bring me back to the great state of Wyoming for hunting. My name is Craig Cooper, I am 49 years old and the co-owner of a plumbing and heating business in Grand Ledge, Michigan. I grew up in the small town of Mulliken which is a small farming community in central Michigan. My father was the first person to teach me the love of the great outdoors. From a young age my father taught me the art of hunting. As a young boy we would hunt deer and small game. He taught me how to be patient and wait for the right opportunity along with showing me how to relax and be able to take in all that nature has to offer. My first hunting trip with my father was to the state of Texas to hunt pigs. Over the years I have been fortunate to have hunted in many different states which include Michigan, Wyoming, Nebraska, Illinois and Idaho and the country of Canada. My first trip to Wyoming was in 1990 which was the year I graduated high school. My father wanted me to have an opportunity to hunt Wyoming as he had many times before with one of his best friends, Bob Marosok of Wyoming Wildlife Outfitters. Little did I know that this would be the start of something that I would truly become addicted to. I have had the opportunity to be able to hunt Wyoming numerous times over the years, each year with

my dad as my hunting partner. We were successful not only on that first trip but many more throughout the years. Not only did we have the beautiful trophys at the end of each of the hunting trips but we also had the memories, stories and friends that we met along the way. One of my greatest joys during these trips is watching people come together and create friendships and comraderies that will last a life time. Each year I look forward to planning the next trip and still get excited each time we receive the notification that we got drawn for our licenses. Unfortunately, in June of 2020 my dad, Spike Cooper, passed away unexpectedly. While he is no longer going to be with me in Wyoming I know that the memories of years past will continue to honor a tradition he started many years ago. In 2021 I will have the great privilege of being able to bring my son, Clayton Cooper, along with me to Wyoming on his first out of state hunting trip. I know that this trip will be one that he will look forward to each year as well. I believe that hunting is not only a way to put food on the table but is also a way to enjoy all that nature has to offer along with creating memories and building friendships that cannot be forgotten. “NON TYPICAL ARCHERY ELK RUT HUNT” BY BOBBY KIRSTEIN, CLEWISTON, FLORIDA

A COUPLE OF YEARS AGO when a lifelong hunting buddy mentioned about going on an elk hunt, I was all in. We discussed several options and decided to try Seven J Outfitters out of Sundance Wyoming. Although we had never hunted elk with Jeff and Deb, we knew they were a first class operation since we had chased Whitetails with them on several occasions during the last 20 years. In each of our Whitetail hunts we came with a party of four. I still remember the first day I spent on a deer stand in Wyoming. It was a parade of one buck after another filtering past my stand. I thought I had died and gone to deer heaven. Needless to say everyone was successful on that trip as they were in all the subsequent hunts. Our elk excursion was a private land hunt, based out of their main lodge which was full of Whitetail hunters. This was great as we were able to interact with the whitetail hunters in the evenings. It’s good to hear that the whitetail hunting is as good now as it has ever been. We arrived the day prior to the hunt, it was great to be back in hunting camp. The lodge is a beautiful three story log cabin taken straight out of a postcard. We met everyone that afternoon including my guide Kirby Nauta who I had never met before. He was easy going and from the beginning I felt confident with him. The first morning found us riding a road that bisected a mountain ridge. Our second stop yielded a quick response to our call. After setting up in front of Kirby he started to call. Every call was answered with a loud bugle that was closer than the last. The bull angled to my left which brought him out of the trees at thirty yards. When he bugled you could see his breath in the brisk air. Although he was out in the open he was shielded by a couple of branches covering his vitals. I was glad as I really didn’t want to make the decision of shooting a three hundred bull thirty minutes into the hunt. The fickle wind solved my dilemma as the bull whirled and left the same way he came in. You can’t ask for anything better than in the first half hour of your hunt you are put in the exhilarating situation which quickly reminds you why elk hunting has no equal. The rest of the morning we spent walking the ridge and calling. Although we had several bulls bugle back to us, we were never able to get a shooter to come in.

That afternoon found us in the same ranch. We were in the same ridge we hunted in the morning which had a meadow to the west. Kirby had mentioned that he had some bulls coming out on to the meadow at a particular point. His plan was to wait until the thermals changed, sneak into the point and start calling as the bulls came off the mountain. Right off the bat I loved the plan, although I must say it was hard waiting for the thermals to change before moving in. We walked the two miles to get into position in an eerily quite setting. Once there Kirby set me up and walked back 50 yards before calling. It was instantly answered by a bull that was 100 yards away. A second bull with him chimed in to increase the excitement level one notch. I had just knocked an arrow when I saw his long fronts coming over a knob as he was bugling at less than 20 yards. In my excitement I jerked the bow back to full draw which caught his attention causing him to whirl and start to head out. I cow called to him while still at full draw to try to get him to stop. Luckily he read the script and did just that, stopping quartering away to look back at me. I found a small window and sent an arrow through his vitals. The last time I saw him he was going full blast down a fence line one hundred yards away. An hour later found us at the fence line following a surprisingly long blood trail. I could not believe he had gone the three hundreds we had already covered. I started to question my shot placement so we decided to back off and resume the trail in the morning. The next morning after some time looking with the help of the other guides we were able to find my bull. He had expired 100 yards from where we had parked that morning. He had traveled four hundred yards, jumping a gate before walking into the timber. The shot was perfect and to this date we don’t know how he was able to make it that far. I have bow hunted in many states and even in overseas on a couple occasions and I have not found a more exciting trip as bow hunting for elk during the rut. This trip with Seven J’s was as good as it gets, my only complaint is it didn’t last long enough. I would like to thank Jeff, Deb, Kirby and the rest of the crew for a wonderful experience. Oh and if you are curious, my buddy Joey Mickler arrowed a 6X6 bull two days later to keep our batting average at 1000.

“A LION STORY” WE PILED INTO THE TACOMA that morning and the dash read -27 degrees, it was January 1st, and I was overly tired from partying the night before, but that’s never stopped me before. We waited for the crew to show up and proceeded to head out to the usual spot to look for lion tracks. When my dad and Jason had come to me a couple weeks prior and wanted to know If I wanted an opportunity to hunt for a lion, I had no idea what this hunt had in store. We had spent 6 days and many long hard miles in search of a track, we had come close some days prior, but the tracks weren’t quite fresh enough for the hounds to pick up a strong scent or the tracks indicated a female based on the stride length. We turned off the highway and as usual we were about 20 minutes until daylight but being early is better than being late as my dad always says. Jason laid out the game plan as we drank coffee and shared some hunting stories with the other guys that had come along as we waited for daylight. The sun had finally made its appearance, we all split up and started out on some promising 2-track roads. It was about 10 am, with nothing to show but some bobcat tracks here and there. We decided to hit one more road in hopes of some luck, now when It comes to hunting for me it seems I have always had bad luck here and there, so the hope was running low as afternoon approached. We drove about 2 miles down the rough road and what do you know, there it laid a little blown in from the wind that previous night a decent sized tom track. My heart pounded as I realized my luck had possibly turned around. We unloaded the truck and radio called the Hounds-men to meet us, after a couple minutes he radioed us saying he found a track just up ahead of us that crossed back across the road. We headed up to meet him and to my disbelief it was the same track but this time fresher than can be, he had crossed back over that morning and was within a very close radius to us. And just like the flash the instant we let the dogs out the chase was on, we sat and watched the GPS as the dogs got farther and farther, Jason decided we better catch up in case the lion was closer than we thought, we pulled off the road a couple miles ahead and listened for the chaos of the hounds, very faint and far away but you could hear them. We watched some buck deer for a while until the hounds reached the end of the draw where they jumped down over the edge and the GPS chimed

that they had the lion treed. As we beat feet over to the canyon they were held up in, we drove down the canyon and there the dogs were to our right about 3 quarters up the side of a very rocky and steep hill. I spotted the dogs through my binoculars and then there laid the lion wedged up in some rocks. We raced up the hill, slipping and falling on the snow and slick rocks, until finally we were 50 yards directly below him. As he peered over the edge at me, a scowl on his face, ears pinned back swatting and growling at the hounds the hair began to raise on the back of my neck. His head was as big as a pumpkin and his feet, now those were some feet. If I asked you what chaos sounded like, I would tell you that you haven’t heard chaos until you hear hounds that have a lion held up, I couldn’t hear myself think. As I set up for a shot, I realized that I only had a shot that gave me 2 inches of his back, and I decided I wasn’t willing to take a bad shot. So, we didn’t waste any time and jumped over to the other side of the ledge and I set up again, as I held my scope and rifle up, I realized even here I only could see his tail hanging over the edge and his hind end. This had to be one of the most difficult shots, so Jason and my Dad told me to place my shot just right at the top of the tail and hit his back. As I began to shake knowing this was my one and only opportunity, I knew I had to shoot now, or I wouldn’t be able to hold my gun still. Jason gave the cue to pull the dogs off, I squeezed the trigger and “Boom”. As the cat laid lifeless below us, I could finally breathe and shake all I wanted too. As I looked at my dad with joyful tears in his eyes, I couldn’t help myself but give him a high five as he pulled me in for a hug with tears streaming down my face. This hunt was one of the most difficult, disappointing, hardest working, and rewarding I had ever experienced. As we laid him up for pictures and shuffled him around, we realized this tom was a warrior, he had bite wounds and claw marks all over his face along with missing parts of his pads and a chunk of his ear. After some good laughs, congratulations, and lots of pictures the work had only just begun, we drug him down the hill using dog leashes being he was so heavy no one could pick him up. We got to the trucks and took a minute to take everything in, everyone was grinning from ear to ear as we all came together and shared the moment. Finally weighed him in at 140lbs and headed home to start skinning. From this hunt I learned that to be successful you must hold your face right and pray to God he gives you a blessing. Hunting has opened so many doors and opportunities for me, I can’t count how many people I have met, and the friends made. My passion for the hunt will never die out.

Wyoming Seeks State Management of Grizzly Bears A message from Wyoming Governor, Mark Gordon Governor Gordon stresses Wyoming’s expertise in meeting benchmarks, managing iconic species. SEPTEMBER 16, 2021, CHEYENNE, WYO. – Governor Gordon announced that the State of Wyoming is seeking state management of grizzly bears in the Greater Yellowstone Ecosystem (GYE). The State is petitioning the U.S. Fish and Wildlife Service to delist the GYE grizzly bear population, following 46 years and more than $52 million in investment from Wyoming. Grizzly bears, by all measures, have been fully-recovered since 2003. “This is a notable day of celebration not only for the grizzly bear, but for Wyoming. The Greater Yellowstone Ecosystem grizzly bear has met and exceeded all scientific benchmarks for recovery,” Governor Gordon said in a press conference. “We have proved time and time again that we are experts in wildlife conservation for our state’s valued and iconic species. It’s time for grizzly bears to be returned fully to the states for management, as our citizens have supported recovery efforts and seen monumental success.” Wyoming already has a grizzly bear management plan in place, and it will be amended to recognize the necessary legal requirements to satisfy the Endangered Species Act requirements for post-delisting management. Today, there is an expanding number of grizzly bears that have grown beyond the edges of the bear’s biological and socially suitable range. With refined population estimates, data shows the

population numbers more than 1,000 bears, far beyond all scientific requirements for a recovered, viable population. With this data, the state intends to adopt new annual management targets and mortality thresholds to ensure the population remains well-above minimum federal thresholds. Wyoming also intends to directly address concerns raised by the courts in the 2017 delisting. The State is amending grizzly bear management policies that will adjust the annual management and mortality targets. Wyoming also intends to use and update plans to recognize the updated population model now adopted by grizzly bear experts. Last, the State is committed to the bear’s long-term genetic health and will provide for translocation of bears into the population, as needed to maintain genetic diversity. “With management, we are vowing — and committing — to longterm grizzly bear conservation,” Gov. Gordon said. The State of Wyoming is in the process of making these additional legal and policy commitments, and the petition will be filed in the coming weeks. Wyoming is currently amending management agreements between Idaho and Montana. Those agreements, known as the Tri-State MOA, will be reviewed by the Wyoming Game and Fish Commission in the coming weeks.

The Outdoor Dream Foundation is a 100% volunteer driven nonprofit organization dedicated to providing world class hunting and fishing adventures to children and young adults ages twenty one or younger who have been diagnosed with terminal or life threatening illnesses. The foundation is based in Anderson, South Carolina. Since the spring of 2004 the foundation has provided for over one thousand of the special young people from across the United States. 2021 HONORARY LIFETIME MEMBER AWARD Todd Jones

I HAVE TO SAY THAT THIS WAS TOTALLY UNEXPECTED. I might add that I feel somewhat undeserving, as I received way more than I was ever able to contribute to WYOGA by working alongside others who are truly the giants in the industry. But still, in stating this, I am humbled and deeply honored for the award. I have had a great run in the outfitting business, from starting out in 1991 with several partners and a dream, and to the very end... selling most of the business several years ago to Taylor and Hilary Engum and then getting out with the rest two years ago. In fact I never have “gotten out,” as I plan to guide and help others, revisit some of the wonders already visited and see country that “will be for the first time...for me.” I just completed my 30th annual Packing and Outfitting course at Casper College and have talked and encouraged students in my economics and management courses on strategic implementation of recreational activities in their ranches and businesses. It has

been said that “where your money is, is where your heart is.” My heart and soul will forever be wrapped in the outfitting business. The many people that I have rubbed elbows with and built friendships with in WYOGA, who selflessly gave advice and answered questions could only be asked by someone as wet behind the ears as I. Taking two stints on the WYOGA board was what cemented my love for those in the business. Some might think of “paying your dues...it is your time to contribute, but as I look back, what I received in return for my participation far outweighs anything I received from the people and the WYOGA Organization. During my time on the board I was fortunate enough to have served as secretary/treasurer, V.P. and then President. GROWING UP IN ALABAMA during the 1950’s and 60’s, there were very few deer, and even fewer deer hunters. I saw my first deer in the woods in 1964 and became obsessed with deer hunting. Over the next few years, I spent as much time as possible hunting them. Since so few people hunted them, and there was no one to teach me, it was a lot of trial and error. A lot of going to the woods trying to figure out how to find the deer, and then, how to successfully kill one. I booked my first western hunt in October of 1972, but was unsuccessful. I hunted Wyoming in the fall of 1973. I killed a nice antelope with an outfitter from Sundance and fell in love with the state. Between 1972 and 1984, I hunted with several different outfitters in several western states, but Wyoming remained my favorite. In 1984, I was a captain in the Montgomery Fire Department. I saw an ad in Fire Chief magazine for a firefighter-owned outfitting business-SNS Outfitters. I

booked a hunt with Sy Gilliland, and eventually we became best friends. Sy asked me to become a guide in 1989 and my first client was a police officer from Philadelphia, Pennsylvania. I don’t think he ever knew he was my first client. He killed a very nice muley and I was as excited as he was. This year, I am 78 years old and 2021 is my 33rd year guiding. I plan to guide as long as I am physically able. I have had hundreds of clients and I still get just as excited. I have had the opportunity to hunt most of the western states. I’ve hunted in Canada and Alaska. I’ve taken whitetails, mule deer, antelope, elk, bear, a Dall sheep and a caribou. With all these experiences, I have never found an outfitter that comes close to SNS. I still live in Alabama, but I love Wyoming. I can’t wait to get there for the season every fall and I vacation there every summer. Wyoming is my second home. The Gilliland family and SNS are my second family.

2021 AGENCY PERSONNEL AWARD David Rael SPONSORED BY

THE PASSION for sharing time in the great outdoors near his home in Cowley and a respect for conservation through hunting led Wyoming businessman and philanthropist David Rael to a 6-year stint as regional commissioner serving on the governing body of the Wyoming Game and Fish Department. Yet, it was his honest, level-handed approach to decision making processes that helped propel him into the leadership of the Game and Fish Commission. Rael served through a difficult time, helping lead the group through a minefield of state and federal regulation and litigation and, at times, unsettled public support. Consensus is a hard fought battle in management of habitat and wildlife. Rael drew on his experience in construction, agriculture, oil and gas and business management in his efforts on the Commission. He is also active in the Western Association of Fish and Wildlife Agencies. His lifelong passion to introduce hunting and conservation to new sportspersons – especially youth – combined with networking skills learned through building a successful business, were the

66

driving force behind his popularity. While leaders can sometimes be viewed as the opposition, Rael’s unyielding love for all things outdoors and his gregarious nature made him extremely reachable to all looking for answers. Hoping to help foster a better relationship between the Game and Fish and the general public, Rael developed a “meet and greet” format during Commission meetings around the state. To help encourage attendance, Rael called on business partners and reached into his own pocket to donate hundreds of lifetime small game and fishing licenses to future Wyoming sportsmen and women. The first event was such a success, the Commission adopted it as a template for future

meetings. His generosity didn’t stop there. Rael also donated hunting experiences to young hunters. Park County Commissioner and WYOGA board member Lee Livingston pointed to Rael’s commitment to inspiring young hunters as integral to the state’s heritage. “He understands that kids are our future,” Livingston said. His door-is-always-open policy didn’t start at the Commission. As the founder and president of S&L Industrial, success was born through hard work and building trust with clients. Trust is quickly earned because Rael finds joy through the success and achievements of his employees and clients. He surrounds himself with talent instead of simply looking for people willing to agree – his wife Jennie included. The two have formed a team that are pillars in many Wyoming communities. And yet they always have the time to help neighbors or show kindness to those in need. Despite being born in California, Jennie said Wyoming is David’s “true home.” “[He’s] proud of Wyoming and loves to share its beauty and breathtaking adventures with family and friends,” she said.

Wyoming holds hunters responsible for knowingly booking with an unlicensed outfitter. Wyoming law states: W.S. 23-2-418. Compensation of person not licensed under this act prohibited; penalty.

(a) No person shall directly or indirectly compensate a person holding himself out as engaging in the business of or acting in the capacity of an outfitter or a professional guide unless that person provides proof that he is a licensed outfitter or professional guide as required by this act. (b) Any person violating this section is guilty of a misdemeanor as prescribed under W.S. 23-2-417 (a). Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.” W.S. 23-2-417. Violation in general; penalties. (a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00). (b) In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person's privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years.

If you are compensating anyone for hunting outfitted services, request to see a copy of their outfitter’s or guide’s license to be sure they are legal. Professional Guide licenses must be signed on the back by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip. Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: "Landowner" means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes.
