Dear fellow hunters and outdoor enthusiasts: It is our pleasure to take this opportunity to write an introduction to the 2024 Wyoming Outdoors publication. This guide offers information on hunting, fishing, and a range of outdoor activities that can be pursued year-round in the Cowboy State. Whether this is your first trip to Wyoming or you return year after year, there’s a wealth of information to be gleaned from these pages.

We ranch in Johnson County where hunting opportunities are world-class. Wyoming’s majestic landscapes offer hunters some of the best opportunities in the world. Welcome to Wyoming Outfitter and Guides Association. WYOGA was started in 1959 by a handful of far thinking individuals who saw the need to bring together quality outfitters and offer a collective voice to represent the industry. Fast forward sixty-four years and WYOGA has become a powerful advocate for non-resident hunting and recreation opportunities in Wyoming. We have a great working relationship with the Wyoming Game and Fish Department and are continually consulted by the Governor’s office and members of the Wyoming Legislature on hunting and fishing issues. Governor Gordon appointed past-president Sy Gilliland and myself to the recent Wyoming Wildlife Task Force to tackle tough wildlife related issues here in Wyoming.

2023 Guide of the Year: Kelly Glause I ARRIVED IN WYOMING in the fall of 1976 and was immediately enthralled with the beauty and wealth of wildlife it possesses. After attending Casper College on rodeo scholarship. I accepted a position with the U.S. Fish & Wildlife Service doing predator control. Later in this career I started guiding in the fall. First guiding for Mike and Bobbi Wade of Big Piney and Jackson Hole, then for Jay Lesser with Wyoming Professional Hunters of Glenrock. Bobbi, Mike, and Jay passed on a wealth of valuable knowledge to me about the Guiding and Outfitting business. After working for the U.S. Fish & Wildlife/Department of Ag for 12 years I went to work for Jon Nicolaysen, owner of Cole Creek Sheep Company. I was hired to do private predator control. Shortly afterword Cole Creek Outfitters was formed. Here my guiding career blossomed. I have been so fortunate in the many fine people it has allowed me to meet and become friends with.
Many of our clients have hunted over 20 seasons with us. I do my very best to show each hunter what Wyoming can offer in our area. Every successful Guide or Outfitter has a team that has their back. Mine has been a couple of special friends, my family, and my wonderful wife Karma. From hauling groceries, cooking, answering client calls, feeding horses and dogs, and various rescue missions. Plus, anything else between, it cannot be done without them. Thanks guys! It is truly humbling to receive this award, considering the many great Guides in Wyoming. Thank you to WYOGA for selecting me from the nominations and all you do for the hunters, Guides and Outfitters in Wyoming. We experienced a ‘killer’ winter in 2022/23 and lost in my estimation, 80% of our mule deer and 90% of our antelope. I have been forced to suspend all antelope and deer hunting in the near future. Thank goodness for our elk feedgrounds and Nycole and Ryan again fed the scab creek feedground and averaged feeding 860 elk throughout the winter. Our elk herds remain in extremely good shape! Our moose are more suited to deep snow and cold temperatures and the moose herds didn’t show any significant winter kill, in fact our winter trend counts were up from the previous year. Final Report from the
WYOMING WILDLIFE TASKFORCE THE WYOMING WILDLIFE TASKFORCE’S charge is to study top-priority wildlife policy issues facing the state related to the allocation of hunting opportunity, sportsperson access and other issues. The topics will be identified by the taskforce members for study over an 18-month period with the goal of presenting conclusions and recommendations to the Wyoming Legislature, Game and Fish Commission and governor to support decision-making on Wyoming’s wildlife resources.
CHEYENNE - The Wyoming Wildlife Taskforce released its final report summarizing 17 recommendations concerning the state’s top-priority wildlife issues. The report details the processes, methodology and logic the Taskforce used to develop its recommendations. “I commend and thank the members of the Taskforce for a job well done. Few issues are more complicated and controversial than the management of Wyoming’s wildlife. Everyone has an interest and everyone has an opinion,” Governor Mark Gordon said. “The Taskforce did not shy away from license allocations, resident vs. nonresident issues and bonus points. Its recommendations are a result of public input and meaningful deliberation. The final report carries weight and is important for game managers, members of the legislature and sportspersons to read and consider.” Members of the Taskforce represented a cross-section of Wyoming’s citizens and were jointly appointed by the Governor, the speaker of the House of Representatives, the president of the Senate, the president of the Wyoming Game and Fish Commission and the director of the Wyoming Game and Fish Department. “On behalf of the Taskforce, I am proud to see the final report

released to document the work of this dedicated effort,” said Josh Coursey, co-chair of the Taskforce. “This labor was held in the highest regard by the members, and I believe this document will be a valuable tool for wildlife managers, servants within the legislative body and the public for years to come. The overview of the issues the Taskforce wrestled with are complex and warrant continued engagement by all.” The group met for 18 months to study issues facing the state related to the allocation of hunting opportunity, sportsperson access and other issues. All meetings were open to the public and allowed for significant public input and comment. The group’s goal was to present conclusions and recommendations to the Wyoming Legislature, Game and Fish Commission and Governor to support decision-making on Wyoming’s wildlife resources. All recommendations were forwarded to the appropriate decisionmaking body and several have already been acted upon. The Taskforce contained no rule-making authority. STATEWIDE - Wyoming weather isn’t the only factor that impacts mule deer populations in the state, but it might be the most influential. Disease, predation, competition for food, space and water with other animals and impeded migration routes play key roles in mule deer population performance, but weather can be tied to many of those factors. First and foremost, mule deer need adequate forage and Mother Nature plays a role in that. A mule deer’s ability to add fat in the spring, summer and fall is primarily what gets them through the winter. Although deer eat what they can find in the winter, the fat stores added during the other three seasons help them survive. This past winter was brutal for mule deer and other wildlife in western Wyoming due to higher-than-normal snowpack on winter ranges, cold temperatures and wind. While no one wants to see mule deer numbers drop due to any reason, weather is part of the complex picture of managing the species. “What manages these deer herds in western Wyoming are winters, available winter range and how much snow is covering the winter range,” said Brandon Scurlock, Wyoming Game and Fish Department wildlife management coordinator in the Pinedale Region. “Harsh winters drive fluctuations in population abundance. We just experienced a hard winter and our populations are at a low point this year. We anticipate over the next few years, with the productive spring, summer and fall ranges at higher elevations, that these herds will bounce back as they have in the past.”

Scurlock added that a population resurgence is dependent on average to milder winters over the next several years compared to 2022-23. A silver lining to fewer deer on the landscape this year is fewer mouths to feed and more of a chance for habitat to rebound. And, winter severity does not influence mule deer population trajectories in other parts of Wyoming to the extent it does in the western part of the state. Fawn production and survival are key to increasing mule deer numbers. That goes back to the doe’s ability to acquire the proper nutrition to have her fawn and keep herself alive. “We are coming to appreciate and emphasize more the importance of summer ranges on the mule deer’s ability to

his colleagues hear it from all sides. Those sides range from those who want the opportunity to hunt this iconic species to those who feel they shouldn’t be hunted – or hunted on a limited basis – since overall deer numbers have declined over the years.

reserves mule deer does bring to the winter range is, and that goes back to the quality of nutrition on the summer ranges. “If a mule deer doc comes into winter in optimal body condition, meaning fat, winter severity will have less effect and increase the likelihood she makes it through. It also increases the likelihood of her giving birth to bigger and healthier fawns, which increases the chances of those fawns surviving their first year.” HUNTING DOESN’T HURT It’s often a misconception that hunting has a big impact on mule deer numbers. Justin Binfet, Game and Fish wildlife management coordinator in the Casper Region, said he’s heard from a lot of people during his 20-year career with the department that Game and Fish should change its management strategy for mule deer hunting areas from general licenses to exclusively limited quota. General licenses are available over-the-counter to virtually anybody. Limited quota licenses are, well, limited to a certain number of licenses. There are limited quota hunt areas in Wyoming, but Binfet said there has been a strong push from some to go limited quota throughout the state. “Whenever mule deer populations are struggling, we get repeated requests that we need to close the season for three years or five years, or go limited quota,” Binfet said. “The truth is, that won’t do anything to bring mule deer numbers back.” Because populations rely on fawn survival and having does to rear those fawns, Game and Fish has removed doc-only seasons for mule deer and heavily regulates doe harvest. Game and Fish reduced the number of mule deer licenses in many areas of the state where mule deer mortalities were high after the 2022-23 winter. Still, even with a hunting season, Scurlock said there are enough bucks to breed with does, even in places where mule deer mortality was high like in the Wyoming Range herd in western Wyoming. “We can offer this experience to the public and maintain a high-quality resource without hurting the reproductive segment of the population because we’re not harvesting does, Scurlock said. Binfet understands why people express frustration to him and to Game and Fish about mule deer hunting, and he and

Binfet said a lot of mule deer management through hunting is about managing hunting opportunity and hunting quality, and there are pros and cons through both the general license and limited quota framework. But the bottom line is mule deer populations in Wyoming are not based on hunting. “It’s all about fawn survival, it’s not about hunting,” Lutz said. “Different kinds of hunting season constructs are not necessarily intended to change mule deer populations and they’re not increasing deer numbers. 2023 Hunter of the Year: Kurt Packingham
I AM HONORED TO RECEIVE THIS AWARD. I grew up in East Central Iowa, rolling hills, fields of corn, and home of the whitetail deer. I starting hunting pheasant, squirrel, rabbit and of course deer at a young age. Back in the day deer were scarce, so only buck licenses were available. I went to college in the late 70’s and majored in geology, even though I knew I would work at the family business. Geology came easy to me and let me explore the outdoors. With the geology major I was also able to spend six weeks out in Dubois at the geology camp. I instantly fell in love with the mountains. While my fellow classmates went to Jackson Hole for the weekends, I would spend my time exploring the Wind River Range, camping and fishing at Lower Ross Lake. Let me tell ya, it’s not easy to get to Ross Lake but worth it. I wanted to share my love for the mountains in Dubois, so I took my wife Courtney backpacking in the area to show her the beauty. I hired Larry Stetter to pack us into Ross Lake by horseback, my wife instantly fell in love the mountains too. The next year I hired Larry again to pack us in, this time he sent his son Dustin to do the work. This is where our friendship and hunting relationship with the Stetter family began, all from a little backpacking trip in the mountains. After of a few years of backpacking, I decided to share the beauty of Wyoming with my brother Trent, he also fell in love with the area. After that trip, we talked about Elk hunting and gave Dustin a call. Larry his dad had a guiding business and Dustin worked with his dad, Dustin helped us with getting a license, and that next fall Larry and Dustin took us on our Elk hunt.
My brother and I enjoyed big game hunting. I think we’ve hunted Wyoming fifteen different times, going every other year. Elk hunting became our favorite, if we couldn’t hunt elk in Wyoming then we would try other areas to hunt, British Columba, Montana, Idaho, Alaska and the Aleutian Islands and on these hunts we were able to hunt for Mule Deer, Antelope, Reindeer, Brown Bear, Moose and Wolves. This brings us back to Dustin, he has guided our hunts for the many years. Our trips take us deep in the mountains to Double Cabins where we camped in tents by the creek and ate dinner over the fire. With all the elk in the area, the big guy made sure he wasn’t in my crosshairs. A few years later on our hunting trip in Wy, my brother got 6x6 elk in the morning, the next day was my turn to shoot. Dustin took me to the “morning spot” and he walked further down the backside of the mountain, we called for a couple hours. With no luck, we decided to pack up and try again the next day. Just as we started back we heard a bugle and not far away. Dustin set me up next to a big tree and he went behind me and called some more, since he was behind and higher than me, he saw the big guy first. Dustin whispered to me not to look at the antlers, concentrate on hitting the sweet spot on the elk. So of course I looked at the antlers and I started shaking, they were huge, I shot and missed. The second shot though stopped him in his tracks. It was about 3 am by time we were able to get the elk out and back to our camp. He measured 3406/8 inches. 2023 Agency Personnel Award: Peter Dube GRADUATED BUFFALO HIGH SCHOOL IN 1979. Attended Iowa State University and graduated in 1983 with a Fisheries and Wildlife Biology degree. While attending school I worked the summer of 1981 for the Iowa Conservation Commission and the summer of 1982 for the Wyoming Game and Fish Department. Upon graduation I joined my father, Ron, in the outfitting business. I purchased the business in 1987 and sold it in 2017. I spent over 30 years guiding and outfitting and running a wilderness summer pack business. I continue to own and operate a cattle ranch for over 25 years. Over the years I’ve served on many boards: Johnson County Tourism, Recreation, Predatory and Buffalo Chamber of Commerce.

I’ve worked with both State and Federal agencies regarding grazing and recreation permits in both the outfitting and livestock businesses. Recently I completed a 6-year term on the Wyoming Game and Fish Commission serving two years as president. In my role as a Commissioner, I served on the ADMB, the Governor’s Wildlife Taskforce and the Wyldlife Fund board. I continue to serve as a board member on the Wyldlife Fund. My daughter is a veterinary technician, brand inspector and partner in the ranch. My son is recently married and both are teachers in Sheridan, Wyoming.

At Lost Creek Outfitters, we offer guided hunts for Big Horn Sheep, Mountain Goats, Elk, Mule Deer, and Mountain Lions. 2023 Honorary lifetime Member Award: Lynn Madsen
I WAS RAISED on a dairy farm in a little town called Firth, located in southeast Idaho. I spent every day milking cows but from a young age I had a real love for horses. Though my dad didn’t care for horses much, I had a grandpa who did. My grandpa Jack was an avid hunter and fisherman. I spent a lot of time on a creek bank and in the mountains with him via horseback. He had lived in Etna for several years and he told me a lot of stories about Wyoming. He had a yearly subscription to Outdoor Life Magazine. When he finished reading each monthly magazine, he gave it to me and I would read it from cover to cover. I once remember seeing a hunting ad from Frome’s in the magazine and I remember thinking “How cool would that be to do that for a living?” Little did I know that the same camp advertised in that issue, would one day be ours. My wife Marcene and I got married in 1972 and we decided to live in Cokeville where she was raised. Her father Everett Peterson lived in Cokeville and was an outfitter there. I got a job with the local telephone company and would use my vacation time to guide for Everett. I absolutely loved the mountains and the horses. Over the years, Everett taught me a lot about guiding and packing. In the late 80’s, Everett and I bought a camp together in the Commissary Ridge country which is closer to my current home in Afton. This was an exciting time of life for me as I was off and running as an outfitter. We later also bought the Wagon Train from LD Frome. In 1992 we bought the camp at Hawks Rest in the Teton Wilderness from Randy Hecker, which was the same camp I had read about as a boy.

We decided to sell our camps in the Afton area and focus on our camp at Hawks Rest. We called it Yellowstone Outfitters. Marcene took care of the groceries and other supplies, always making sure I had what I needed. My son Chad packed for us. Chad loved the mules and being a packer. He always made sure everything was taken care of with the camp. With their help and others, all I had to do was guide. A few years later, we bought the horse rental company from Mont Harmon and called it Yellowstone Horse Rentals. Chad, who was only 21 at the time, ran the horse rentals and was very good at it. Under Chad, that business has grown from a few hundred horses, to a couple of thousand. I could have never done any of this without the help of my family. My children, Chad, Kim, Renae, and Candace have all played a part in operating the business. The grandkids have also had a part in it from a young age. My oldest grandson Brandon first rode into Hawks Rest when he was 5 years old and has never missed a year since. His younger brother Kyle is now helping Chad run Yellowstone Horse Rentals. Brandon and his wife Kendra now run Yellowstone Outfitters and they both love Hawks Rest as much as I do. They will do well there. It has been a privilege to be a part of the Wyoming Outfitters Association. I have gained so many lifetime friends here. Happy trails to all of you. –Lynn Madsen

DON’T BE A VICTIM OF UNLICENSED OUTFITTERS OR GUIDES Wyoming holds hunters responsible for knowingly booking with an unlicensed outfitter. Wyoming law states: W.S. 23-2-418. Compensation of person not licensed under this act prohibited; penalty. (a) No person shall directly or indirectly compensate a person holding himself out as engaging in the business of or acting in the capacity of an outfitter or a professional guide unless that person provides proof that he is a licensed outfitter or professional guide as required by this act.

(b) Any person violating this section is guilty of a misdemeanor as prescribed under W.S. 23-2-417 (a). Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.” W.S. 23-2-417. Violation in general; penalties. (a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00). (b) In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person’s privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years. If you are compensating anyone for hunting outfitted services, request to see a copy of their outfitter’s or guide’s license to be sure they are legal. Professional Guide licenses must be signed on the back by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip. Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: “Landowner” means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes. Anyone wishing to receive further information on outfitters and guides, or a list of licensed outfitters in the State of Wyoming, may write to the Wyoming State Board of Outfitters and Professional Guides, 1950 Bluegrass Circle, Suite 280, Cheyenne, WY 82002.
