ello and welcome to the March 2021 issue of ECN. At the time of writing, the industry has just celebrated National Apprenticeship Week and has shared some great examples of successful employees who began their career as apprentices. In amongst all the doom and gloom of COVID-19 it has been nice to see some positivity in the form of investing in the future bright sparks of the industry.

Marshall-Tufflex has seen success with two apprentices, who have become full time employees within the Engineering Department.

Max Loring and Samuel Humphrey were recruited and began their apprenticeship courses in 2017.

Since then, Max has completed the Advanced Level in Engineering Maintenance and Samuel has completed the Advanced Level Apprenticeship in Engineering Toolmaking. Both are now employed in full time positions within the engineering department, following their three-and-a-half-year apprenticeship in Hastings.

Telford College in January. They are on a three-year programme, studying for an advanced level three qualification. These trainees come from a range of businesses in Shropshire.

INDUSTRY NEWS ELECTRICIAN’S EARNINGS FALL IN JANUARY Earnings for self-employed electricians fell in January – in keeping with the traditional slow start to the year.

Hudson Contract said that the average weekly pay was £965 during January, a fall of 10.4% on December.

The company said the overall number of tradespeople on its books last month stood at 87% of prepandemic levels. The figure was 90% before the festive break when most construction sites shut for a fortnight.

The best-performing regions for electrician’s earnings were Wales (up 2.6%), the East Midlands (flat) and Yorkshire and the Humber (down 7.3%).

However, all that can change quickly if the housing market slumps and major housebuilders turn off the taps.”

ENERGY WORKER HELPS POWER THE COVID-19 VACCINE ROLL-OUT

FIRST FULLY MOBILE BUSINESS APP LAUNCHED

An electricity worker has revealed the emotional connection which comes with giving people the COVID-19 vaccine as a volunteer.

Jon Bray, 49, from Saxmundham, volunteers twice a week at the Sole Bay vaccination roll-out in Southwold, run by the Beccles medical centre.

He has been given time to do so by his employer UK Power Networks, where he usually trains engineering staff at their Bury St Edmunds training centre.

Now his duties every Tuesday and Thursday, and in his own time at weekends, are as part of team of volunteers and medical staff vaccinating the local community in and around Southwold.

Jon has already administered vaccines to vulnerable people and health workers as part of the first stage of the government’s vaccination programme, as well as becoming a patient advocate and data-inputter at the centre.

Jon says: “You do get a fantastic reaction from people after you administer the jab and the overriding emotion I would say is elation. We had one lady receive the jab and then come back the next day to thank us all again.

“It’s a great feeling to be part of a team delivering for the local community. I’m just one of a number of volunteers who will be doing this for the foreseeable future as we bid to control the coronavirus pandemic.”

A mobile app called Timter has been launched – the first tool specifically developed to enable self-employed tradespeople (from electricians to plumbers, carpenters, roofers, small builders and more) to run their business entirely via their smartphones.

It is claimed to be the only business tool available for tradespeople that runs entirely on a smartphone. It handles most major aspects of business management including job quoting, project planning, time tracking, product ordering, stock management and invoicing.

Timter can help trade professionals boost their earnings and cut costs by reducing inefficiencies and errors. For most, full use of the app can free up at least four hours a week to spend on fee-earning projects. For a tradesperson with an hourly charge rate of £35 who works 45 weeks a year, this could add £6,300 to their annual income – an approximately 20% increase in average pay.

In addition, the app can help trade professionals save hundreds of pounds in product ordering mistakes, and it records billable extras as they arise on jobs to ensure they’re not accidentally omitted on invoices.

CICV FORUM HELPS WORKERS STAY SAFE WITH UPDATED GUIDANCE The Construction Industry Coronavirus Forum (CICV) has issued a suite of new essential guidance to help the sector’s operatives continue to work safely on essential projects during lockdown.

The campaigning collective has made three revised advice documents available to companies, associations and workers across the country, covering the latest health and safety information in a comprehensive range of potential scenarios. They include:

All the documents have been reviewed by the CICV Forum’s Health and Safety sub-group and underscore the message that if an activity cannot be undertaken safely, it should not be undertaken at all.

The Forum has already reinforced guidance about the correct use of face coverings, travelling properly and staying COVID-aware outside work, as well as a reminder to the public to let operatives carry out work safely.

INDUSTRY NEWS RECOLIGHT SETS AMBITIOUS GOAL TO BE CARBON NEUTRAL BY 2030 Recolight has set a target to be net zero carbon by 2030. The target will cover all Recolight’s operations.

Commenting on the news, Recolight CEO Nigel Harvey says, “As a recycling compliance scheme, Recolight is already committed to limiting the environmental impact of the services we provide.

But now we want to go much further. Although recycling activities are undoubtedly beneficial for the environment, they still come with a carbon cost. We want to change that.”

A recycling service can produce significant benefits, however, a collection and recycling service also incurs material carbon costs, particularly when waste is transported from collection point to recycler.

Nigel adds, “Dealing with the transport carbon will be particularly challenging. In our next tender for transport services and treatment services, due at the end of this year, 25% of the evaluation points will be awarded for robust plans and actions towards achieving net zero.”

To provide an incentive and roadmap to help the industry work towards net zero carbon, Recolight plans to make up to £50,000 available, on a competitive basis. This is intended to help companies establish low carbon collection, or recycling, of waste lamps.

CERTSURE ANNOUNCES THE RETIREMENT OF THE ELECSA BRAND Certsure has announced plans to retire the ELECSA brand from all of its schemes. Starting 26th April 2021, the organisation will begin to transfer ELECSA customers over to the NICEIC brand. The transition of all ELECSA customers will be completed

by November 2022.

This step is a pivotal move for the organisation as it seeks to strengthen its position as the leading certification body for the building services industry.

He is currently working on an £8m project to fit out 276 new apartments within the second phase of the £220m London Square mixed-use development in Bermondsey.

020 turned out to be an extremely challenging year for everyone, but as a business Ovia has been very fortunate to have been able to ride out the storm so far. The company made the decision to get all sales managers back early from furlough and out on the road and interacting with customers remotely – and that has really paid off. These include the purchase of cutting-edge testing equipment and a revolutionary photometry testing scheme, the appointment of a former BSI testing expert and the addition of a raft of new products to its growing lighting and lighting controls ranges.

The company purchased its own Goniophotometer device and signed up to the revolutionary Gonio photometry luminaire testing scheme which has been created by the LIA, together with its partner Acal BFi, to enable lighting manufacturers to offer efficient third party certified luminaire performance testing. Phase two of Ovia’s product development programme aims to build on the success of the first phase. When the company started out a year ago, it had the domestic market pretty much covered with the products it offered. Ovia’s expansion into other sectors was always the aim and the company has had some great success, particularly with its commercial and floodlighting products.

At 328 pages, the new Ovia Lighting Catalogue issue two is twice the size of the previous version and brings to installers a comprehensive product guide covering the entire range on offer. It includes a raft of new products, as well as improved products, that have been brought to market on the back of continual engagement with contractors to ensure that the products and solutions they seek are developed and available through the wholesaler.

• Inceptor Intense LED Strips - a range of IP20 and IP65 rated, 24V LED strips, available in cool white, warm white and RGBW. They come in four pre-cut lengths – 0.5m, 1m, 2m and 5m – and are quick and easy to install. With a variety of strips, connectors, and drivers available in the range, installers have the flexibility for complete customisation, whether working within domestic, retail, or outdoor settings.

• Inceptor B-Lite - a range of 4ft, 5ft and 6ft linear batten multi-current LED fittings, available in standard; microwave sensor; emergency, and combined microwave and emergency sensor versions. They are a direct replacement for conventional battens and boast many features. The multi-current driver, with the option for four different wattages, allows the installer to increase or decrease the lumens, depending on the requirements for each individual application. The fitting is combined in single output and twin outputs, so there is no need for two separate units.

• Inceptor Slate Backlit – a range of TP (b), TP(a) and TP (a) UGR19 rated backlit panel fittings, with an option that utilises UGR diffuser with a TP(a) thermoplastic rating, making them suitable for all working environments.

They are available in three colour temperatures and are supplied with a pre-wired, push-fit Pole Flow connector for quick and easy installation.

CONTRACT NEWS QUARTZELEC DELIVERS ON LANDMARK DEVELOPMENT Contracting Service provider, Quartzelec, has continued to deliver on prestigious M&E/construction schemes during these challenging ‘COVID-19’ times. The £6m+ development in Chapel Street/Dearmans Place in Manchester being the most recently completed and where Quartzelec had been on-site from the beginning, supporting this significant re-generation scheme.

Four residential blocks collectively provide 995 one, two and three-bedroom apartments and use a new open plan concept layout to maximise useable living space by removing the hallway traditionally found in apartments, giving them a distinct Manhattan style feel. The blocks, up to 22 storeys high, include new shared gardens, public areas and parking.

Quartzelec undertook the full M&E services to all the landlord areas servicing the residential apartments as well as key communal areas, working alongside main contractor, Sir Robert McAlpine.

The works across the development included the fit out of four new substations that now provide power to

the development, along with two mechanical plant rooms housing the site boosted cold water supply and the wet riser pump room.

A total of 300 parking spaces across four levels serve the development and incorporate secure access control with 60 CCTV installed cameras across the site. Over 5000 low energy microwave-controlled LED lighting units – to maintain the required lighting levels and to provide the benefit of reduced energy consumption – have also been installed over 68 residential corridors as part of the electrical and mechanical services to all areas of the development.

Full domestic sprinkler protection has also been installed within the apartments and escape routes along with dry and wet risers to the four blocks, providing enhanced levels of fire safety protection. The corridors have further protection by way of a comprehensive smoke clearance system within each block, controlled by local activation of a smoke detection system.

VINCI WINS GRAND PARIS EXPRESS CONTRACT A joint venture made up of Vinci Construction and Vinci Energies subsidiaries has been awarded the contract by Société du Grand Paris for the general contracting work to develop 17 service structures located on the south-east stretch of Line 15 of the Grand Paris Express transport network.

These technical structures will help ensure the safety and security of passengers and maintain the future Grand Paris Express line.

The work, scheduled to take 59 months, began in January 2021. Worth a total of €65m, the contract primarily involves realising the structural work, metalwork, locksmithery, electrical systems, plumbing and heating, ventilation and air conditioning of the structures.

At its peak, the project will involve over 200 people. The Vinci Group is also involved in other works packages of the Grand Paris Express, combining the expertise of and synergies between its subsidiaries for underground works, urban development, railway works, information technology, data and electrical engineering.

THE MET COMPLETES TEST RECEIVING OF NEW ALARM SIGNALS ECHO (Electronic Call Handling Operations), the not-forprofit security industry backed alarms handling operator, has announced the Metropolitan Police Service successfully completed its first end-to-end test receiving alarm signals via the new ECHO hub. The test signals, originating from Banham Security’s Alarm Receiving Centre, were successfully transmitted into The Met’s own Control Room.

This success follows on the heels of the test by Essex Police, who in November 2020 were the first police force in the UK to have successfully received and verified confirmed signals in this way.

ECHO is going live early in the year, offering a full service to any UK police force ready and able to be ECHO-connected. It is expected Essex Police and the Met will be fully prepared to handle all their police response alarm signals via ECHO by the spring of 2021.

David Mair, Manager – Security Systems Unit, Metropolitan Police Service says, “We have been developing our capability to receive automated verified alarm signals from ARCs for some time.

This proof of concept means all alarms with Met police response could be ECHO-connected and in line for faster police response before the end of 2021.”

The NPCC estimates ECHO-connected police forces will save between one to four minutes in responding to intruder and hold up alarm activations. In its experience ‘every second counts’ in protecting people and property, and time saved by the police being ECHO-connected could be crucial in arriving at alarmed premises, providing a faster response to confirmed alarm activations from approved alarm installations.

MARY ROSE WOULD BE ALL AT SEA WITHOUT MONITORING TECHNOLOGY Hanwell Solutions has helped preserve one of the most famous tourist attractions in the UK by developing a temperature and humidity monitoring solution to ensure the correct environmental conditions are constantly maintained for the site.

Mary Rose, the 16th Century warship sunk in the Solent in 1545, is now a museum after a 34-year conservation project during which Hanwell’s technology and environmental monitoring sensors played a key role, continuously checking and recording temperature and humidity of the ship during the drying out process to minimise distortion and the cracking of wood due to environmental fluctuations.

Eleanor Schofield, the Mary Rose Trust’s Head of Conservation and Collections Care, explains, “The Hanwell monitoring system was easy to set up to give us all the data we need. We link it to alarms, which are set so that if one sensor reports an environmental factor has become out of tolerance we can react quickly. The system enables us to get the problem sorted quickly, as well as helping us with routine maintenance.”

Because of the unique nature of the Mary Rose, Hanwell had to design a customised solution for the conservation team. The system has been a key indicator in monitoring the drying of the timbers – if something had gone wrong it would have affected the whole ship.

Over 30 sensors from the Hanwell Pro range are on the hull of the ship, continuously mapping the condition of the wood. The Hanwell system not only monitors the ship’s hull, but the vital data is also fed to the BMS system via MODBUS, data from the wireless sensors also control the separate air handling units for the collection of artefacts through a Hanwell custom built MS1000 control panel. CONTRACT NEWS HISTORIC POST OFFICE REDEVELOPMENT STARTS ON SITE The transformation of Bury St Edmunds’ former post office has now begun as part of a council’s investment in the future of its high street.

The £8.4 million redevelopment project at 17-18 Cornhill will completely demolish the rear of the building to make way for 12 flats and two commercial units, while the Victorian frontage will be retained.

Property, construction and infrastructure consultancy Perfect Circle was appointed by West Suffolk Council to provide quantity surveying, project management, and structural, civil, mechanical and electrical engineering and architectural advisory services for the scheme.

The build will better links between the historic town centre – around Cornhill and Buttermarket – and the contemporary Arc Shopping Centre by widening the adjoining walkway by more than 50% to encourage an increase in footfall between the two sites and improving visitor experience.

West Suffolk Council secured £2.75m in government investment, which provides cost certainty for the redevelopment. Managing a strict budget has been a key part of Perfect Circle’s role.

Paul Darlow, regional lead for the East of England at Perfect Circle, said: “One of the main challenges we have experienced with this project so far was creating a design that met the client’s brief, was visually cohesive with the rest of the town centre, and kept within the budget of the scheme.

“However, we have worked closely with the client’s architectural consultants to create a design that not only meets these requirements, but also perpetuates a new legacy that will stay with Bury St Edmunds for years to come.”

What different electrical career paths are available?

Installation Electrician Installation Electricians install various electrical systems, such as power or security systems. Their work is on a wide range of sites, including construction and commercial environments. As an Installation Electrician, you may be able to earn between £35-£50k per annum.

Renewable Energy Technician Renewable Energy Technicians are required to install and maintain sustainable and green energy systems. Their salary can be up to £52.5k per annum.

Electrical Supervisor In addition to carrying out electrical work, Electrical Supervisors are responsible for managing teams, training employees, assigning roles and ensuring projects are completed in line with customer expectations. Electrical Supervisors can earn up to £60k per annum.

Electrical Drafter Electrical Drafters create technical drawings (blueprints) of electrical systems to govern electrical work, including dimensions, arrangements and procedures for installation. As an Electrical Drafter, you can earn up to £45k per annum.

The above career paths each require different qualifications, such as the Domestic Electrical Installer Award (limited to domestic, single phase installations and repairs) or an Electrotechnical NVQ Level 3 Qualification, which incorporates single phase and three-phase commercial installation.

LEVERAGING CCTV TO PROTECT THE BOTTOM LINE David Armitage, managing director of security firm, Centurion, explores how CCTV is capable of protecting the bottom line.

C

CTV, in its most basic form, is traditionally known as a tool for capturing thieves in action. And whilst it does deter and identify criminals, it is actually a formidable tool in far more ways than meets the eye – particularly within sectors such as manufacturing and distribution.

In fact, intuitive camera systems – when used properly – can be a powerful system for boosting profits, protecting the bottom line and preventing injury claims. And with the additional threat of COVID-19, it can also be used to alert staff to potential carriers of the virus.

It is widely known that British companies lose thousands of pounds per year due to external and internal theft.

No one knows for certain an exact figure of how much firms are losing each year through pilfering – but one estimate has put it at a staggering figure of £248m.

That’s why Centurion has a disproportionately large number of clients within premises over 50,000ft2 – the company has installed CCTV and access systems in hundreds of factories, distribution centres and facilities in the North of the UK. Centurion has a deep understanding of the challenges and the opportunities that arise, from the installation of monitoring technology.

Using CCTV to reduce theft Firstly, and most obviously, is the loss of stock. Shop floors and stores are a common target for theft, but with the installation of cameras, the threat of robbery is often dramatically reduced.

This leads to a reduction in pilfering by staff, who take home equipment such as drill bits, cable ties and scrap metal, to name a few. With the installation of well-placed CCTV, the opportunity for such theft is dramatically cut.

CCTV can also be used to identify external thieves before they enter the building. License plate recognition (LPR) cameras can scan number plates on entry to a car park and alert staff to known shoplifters arriving, so that a security guard can screen them.

CCTV for health and safety measures Health and safety compliance is another common reason for CCTV installation. The ability to watch accidents by reviewing recorded incidents can be the difference between having a large insurance claim or none at all. It is often all-too-easy for self-inflicted slips or trips to turn into accident claims, but with HD, 24-hour camera monitoring, retailers can deny fault, and limit claims against them. On the flipside, it can also help to pinpoint areas for improvement in health and safety assessments.

CCTV heat mapping retail analysis CCTV heat mapping is where the technology starts to come into its own.

Able to identify traffic flow, CCTV systems with analytics can provide intuitive reporting on shop floor directional paths, processes and inefficiencies.

Without adequate and reliable process monitoring, an unexpected process occurrence cannot be controlled, or eliminated.

Similarly, object detection allows a camera to alert management when problem occurs, like equipment failure.

Cameras can detect when a person or vehicle crosses a virtual line and sound an alarm. They can also sound when a shipment comes in or out by watching for trucks on the loading dock.

This type of functionality means that better, well-informed business decisions can be made. Using this information, directors are able to ascertain optimum staffing levels.

Another opportunity for boosting profits lies in increased efficiencies. Process control plays an important role in how manufacturing procedures can be improved and decentivises staff to work at a slowed pace.

Staff safety and wellbeing should always take priority, and scheduled breaks are vital, but it is commonly known that unmonitored night shift work is less productive than day shift work, when managers are not present.

Productivity can be dramatically improved by the installation of cameras, reducing costs and boosting profits.

COVID-19 CCTV cameras With the introduction of temperaturemonitoring cameras, some CCTV systems are now also able to quickly identify persons at risk of carrying COVID-19, helping staff to decide whether to allow them entry into the facilities. This knowledge has the potential to safeguard staff and protect the bottom line, as fewer employees will require self-isolation or sick leave.

Processes aren’t affected by this process, as each person who enters doesn’t require individual testing, and there’s no lag in entry, as the system can test up to 30 people simultaneously. Only if someone is identified as a risk, will delays occur.

Upon alert, staff can then decide if they’d like to conduct a further level of testing, with the introduction of a handheld temperature monitor, carried out by a member of staff from a safe distance.

Touchless access and exit buttons are also available, reducing the threat of infection spreading even further.

These measures, which would have seemed unthinkable a year ago, now seem inevitable for large facilities.

For those who take the pandemic risk seriously, and want to be viewed as doing so, the decision to invest in such technology is almost an easy one.

When it comes to ‘traditional’ CCTV, the return on investment is often recouped in a few short months, but when it comes to COVID-19, the payback is even shorter, particularly considering the goodwill gained from stakeholders.

RCD REQUIREMENTS FOR EV CHARGING The requirements for the charging of electric vehicles was the subject of amendment 1 to BS 7671, which was issued in February 2020 and came into effect in July 2020.

If a car charger does not have any RDC-DD then what type of RCD is required?

If the car charger does not have any RDC-DD then you will need a Type B RCD supplying the car charger. This is because the Type B can detect this DC, still work and disconnect if required.

Are RCDs required to supply a car charger?

Yes, regulation 722.531.3 requires that an RCD (Max 30mA) supplies a car charger and the RCD shall disconnect all live conductors. This includes the Neutral, therefore, the single pole RCBOs should not be used for this application.

Some car charger manufacturers quote a RDC-DD, what is this?

An RDC-DD is a Residual Direct Current – Disconnecting Device. This is often built within the car charger equipment to monitor and, if necessary, disconnect should any DC problems appear on the AC side of the installation, which could affect the operation of RCDs.

What type of RCD should be used if the car charger has an RDC-DD that will detect and disconnect any DC issues above 6mA? In this case, a Type A RCD can be used. This is because the Type A can still work correctly up to a level of 6mA DC. Over 6mA, however, this Type A device could be affected and possibly blinded and potentially stop working.

This is the preferred option as Type A are now very common and usually the lowest price. Therefore, most car charger manufacturers have a 6mA RDC-DD built in.

RCD in a series: In some scenarios, someone may supply a car charger from an existing installation where they may consider installing from a spare way in the consumer unit. If there is no space for the new Type A RCD, they may consider installing this closer to the car charger.

The type A RCD will not be affected by DC up to 6mA. However, it’s important to consider the time frame of when the RCD was installed in the consumer unit. If it was installed some time ago, it could be a Type AC. This RCD may be also supplying other circuits within the house which could then be affected or in some cases blinded by any DC that may be coming from the car. These other circuits then may not have any residual current protection, the consequences of which could be severe.

HOW ANTIMICROBIAL SOCKETS AND SWITCHES CAN HELP TO LIMIT THE SPREAD OF VIRUSES Alex Baker, head of operations at electrical wholesaler ERF, discusses the different types of antimicrobial products which are available on the market and how they help to stop the build-up of bacteria and viruses.

A

s the COVID-19 vaccination continues to be rolled out over the coming months, it will be easy for people to start becoming lax about the threat that coronavirus poses to us all.

However, there is no doubt that totally eradicating the virus is going to be extremely difficult, which is why reducing the spread of all diseases, infections and viruses must continue to be a priority in 2021.

While maintaining good hand hygiene will always be of great importance, there are other methods we can all adopt to play our part in keeping everybody safe.

One slightly lesser known but extremely effective way of doing this is to invest in antimicrobial products – which prevent viruses and bacteria building up on commonly touched surfaces, including light switches and sockets.

When we entered the first lockdown in March, there was a 203% surge in people searching for ‘antimicrobial products’, compared to the month before, and while searches have steadily dropped off over the last few months, the demand for these products remains high.

Antimicrobial products kill or slow the spread of viruses, diseases and bacteria. They work at a cellular level to continually disrupt and prevent the growth of microorganisms. By creating an inhospitable environment for bacteria and viruses, antimicrobials form a protection around surfaces people regularly touch.

Reducing the spread of viruses At a time when infection control must be a priority in all settings, antimicrobial products are an extremely effective way of reducing the risk of virus transmission.

While it is not yet fully known how successfully antimicrobial products can kill coronavirus, what is apparent is that they will certainly help to reduce the spread of a whole host of other bacteria and viruses.

For example, kill rates of 99.9% have been achieved across four types of the strains of bacteria MRSA, E-Coli, Salmonella, Klebsiella, Pneumonia and enveloped viruses, offering a high protection level to those who touch the surface.

Being two of the most commonly touched surfaces, it is unsurprising that antimicrobial sockets and switches are extremely popular. They are made from treated plastic that contains silver ions which act as a barrier, stopping microorganisms from growing and spreading. While in most antimicrobial products the protection is offered as an additional coating over the original materials, in switches and sockets this is inbuilt. As a result, antimicrobial switches and sockets reduce transmission from humans, animals and insects.

As technology around these products has developed in recent years, a number of manufacturers now offer antimicrobial sockets and switches which come with additional child safety features. By adding

an extra layer of protection, these materials ensure the developing immune systems of children are exposed to as few threatening viruses and bacteria as possible. The shuttered sockets and covered plates also provide extra safety from hazards like shocks and electrocutions.

The importance of these products While the awareness and use of these types of products is there within the hospitality and catering industries, consumer knowledge within the domestic market is relatively limited. It is therefore critical that suppliers of antimicrobial products continue to emphasise their effectiveness in tackling the spread of viruses. If you could choose between an electrical wiring accessory which helped to fight against viruses and bacteria and one which did not, it would seem like the most sensible option to pick the one with the increased protection. For us, it’s similar to choosing between a car with an airbag and one without.

It is however important to stress good hand hygiene and social distancing will remain of critical importance in the months ahead. The effectiveness of face masks and hand sanitiser shouldn’t be underestimated either as we all transition to a new normal and embrace the ongoing battle against coronavirus.

CONSULTATION OPENS ON NEW CODE FOR CONSTRUCTION PRODUCT INFORMATION The Construction Products Association (CPA) is launching an industry-wide consultation into a new proposed Code for Construction Product Information (CCPI), to gather the views on the Code before it is formally launched later this year. The consultation will run from 1 February to 31st March 2021.

he Code has been developed by the CPA’s Marketing Integrity Group (MIG), which was tasked with responding to the issues raised in Dame Judith Hackitt’s report ‘Building A Safer Future’, and the credibility challenge facing our industry following the Grenfell Tower fire. The report confirmed radical change was needed for construction products, particularly in the areas of testing, information and marketing.

The Code, made up of 11 clauses, aims to set the benchmark for how product information is presented and marketed by manufacturers. A new Building Safely microsite dedicated to this consultation explains the background, and includes a specially written report on the new Code. It’s presented in an easy-to-read, digestible format for the industry to review and respond.

The MIG’s work tackles shortcomings in ‘Product Information’ identified in Chapter 7 of the ‘Building A Safer Future’ report.

Its work represents two years of open debate, discussion and engagement with various parts of the supply chain. It follows detailed analysis of the ‘Call For Evidence’

survey in 2019, which attracted over 500 responses from across the industry. The survey confirmed that for product and performance information to be trusted, it must be Clear, Accurate, Up-to-date, Accessible and Unambiguous. These five points are the acid tests that now stand behind the 11 Clauses in the new Code.

The MIG is driving a wide-reaching consultation to give manufacturers, specifiers and users of information an opportunity to comment on the new Code, the implementation of its 11 Clauses, and its ongoing management and policing. The consultation is being carried out independently by industry specialist, MRA Research.

CPA Chief Executive, Peter Caplehorn, comments: “The importance of this new Code and consultation process will be obvious to all those working in the built environment post-Grenfell. It is our responsibility as an industry to regain public trust and credibility in what we do, and to demonstrate that technical competence can be trusted. I believe the Code represents both a determined attempt on behalf of manufacturers to correct disingenuous marketing practices and a proactive and collaborative effort to address the issues highlighted in Dame Judith Hackitt’s Report.

he hardware and software package will enable developer RDE Silex and its partner Fusion Students, to optimise energy consumption and power availability across the new landmark Purpose-Built Student Accommodation (PBSA) building, which includes 780 student bedrooms, shared study and social facilities, reception and ground floor retail units.

The project is a clear example of how connected hardware and cloud-based monitoring and control support PBSA operators to deploy low energy building design as the UK drives towards becoming net zero by 2050.

The building is designed to combine comfort for students with excellent energy efficiency performance for increased sustainable living. It features individual heating controls in every room, as well as monitoring and control systems to optimise energy consumption and raise alerts to keep building managers informed.

MORE ‘EYES’ ON THE NETWORK TO STOP POWER CUTS BEFORE THEY HAPPEN Futuristic technology designed to prevent power cuts is being trialled by UK Power Networks.

B

ritain’s biggest electricity distributor is testing Distribution Fault Anticipation (DFA) technology in the South East and East of England as a way to spot network faults, before they interrupt people’s supplies. The DFA-Plus device monitors voltage and current on electricity circuits and matches any abnormal waveforms with a library of most likely causes.

The system works at high sampling rates to detect even tiny disturbances on the network that are not usually visible using traditional network protection devices. During testing, the technology revealed disturbances on two separate cable terminations, up to eight weeks before they interrupted power supplies. It also showed that when third party workers accidentally damaged the outer sheath of a high voltage cable (though not sufficient to cause the circuit to trip) the DFA detected disturbances on the cable and it faulted weeks later.

The trial is a collaboration between UK Power Networks, Scottish and Southern Electricity Networks, Lord Consulting in New Zealand, Nortech Management Limited and Energy Innovation Centre, funded by Ofgem’s Network Innovation Allowance.

UK Power Networks has installed 10 devices, each about the size of a small games console, at primary substations.

Each one continuously monitors an 11,000 or 33,000-volt electricity circuit up to several kilometres long, serving thousands of homes and businesses. The sites include Aldreth in Cambridgeshire, Bungay in Suffolk, Canterbury, Chartham, New Romney, Broad Oak and Strood in Kent. Engineers will install one more at Caddington in Bedfordshire, and plan to order five more.

Chino Atako, Senior Asset Engineer at UK Power Networks, says: “The advantage of using these units is that we now have more eyes on the network to see things we wouldn’t normally be able to see - which could enable a quicker, cheaper, more proactive approach to fault location and repairs.

“Traditionally, repairs are carried out after a fault which has led to customers losing supplies, but such events are preceded by pre-fault events we cannot usually see. If we can identify these we can further increase the reliability and efficiency of our network and cut the cost of repairs.”

There are also post-fault advantages to the approach. For example, if a cable trips out due to contact with a tree branch, engineers would usually need to patrol the whole route before they can complete repairs, but in the trial they are using fault passage indicators to pinpoint the fault location to within a few hundred metres. This technology has the potential to reduce costs because engineers only need to patrol a few hundred metres of power lines, rather than several kilometres and they can carry out pre-emptive fault repairs on components before they lead to a more significant failure.

Nathan Dyke, Innovation Engineer at the EIC, says: “This project is a fantastic example of our electricity network partners collaborating with innovators from the UK and across the globe, to explore solutions that could improve customers’ lives and build an even more resilient energy network.

“I’m really excited to see the benefits that this technology could have for customers, especially for those most vulnerable, in preventing power outages to their homes. Now more than ever, it is crucial that supply remains uninterrupted and that we all stay connected.”

Project partners, Scottish and Southern Electricity Networks (SSEN), will install 15 individual units on its southern network, which serves 3.1 million customers across

areas including Berkshire, Hampshire, Oxfordshire, Wiltshire and West London.

George Simopoulos, SSEN’s Innovation Project Manager says: “SSEN embraces the use of cutting-edge technology on our network that can improve both the service and power supply we provide to our customers, and the efficient and safe working practices of our engineers.

“The ability to monitor our network - and therefore pre-empt potential power cuts – greatly reduces the risk of unplanned outages, enables us to act quickly when issues are highlighted through the DFA system and reassures our customers that we are proactively using innovative systems to provide them with a more resilient power supply.

“Taking part in this programme and sharing knowledge with our partners in this year-long trial is a great example of collaborative working to benefit many millions of homes and businesses in southern England.”

The trial runs until February 2022 when the team aims to validate the approach that faults can be pre-empted by monitoring high voltage feeders in real time at very high sample rates.

SCHAEFFLER TAKES STANDARDISED ELECTRICAL DESIGN INTO NEW MARKETS WITH EPLAN Schaeffler Sondermaschinenbau, a company that focusses on the production of specialised machinery for the automotive sector, is standardising electrical designs across its numerous locations with the help of EPLAN software.

he company has 1,700 employees across 13 locations, making it one of the major players in the machine building sector. Until now, however, it has had just one major customer – the rest of the Schaeffler Group, which has 84,200 employees at 170 locations worldwide and a turnover of €14.4bn.

The exceptional knowhow and expertise of Schaeffler Sondermaschinenbau is, however, now being made available to customers outside the group. Director Bernd Wollenick says, “We’re opening up new fields of activity and customer target groups. The focus is on assembly and testing systems as well as processing machines for grinding and honing. We will also be drawing on our product knowledge in the areas of robotics, vision and handling systems, and production IT.” The decision to offer services outside the Schaeffler Group is one of the key factors driving the standardisation of electrical design software across the company’s sites. Many of these were already using EPLAN software, but in slightly different ways.

A project team of key users is responsible for the standardisation programme and Stefan Vietz, an electrical design engineer at Schaeffler Sondermaschinenbau, said, “We’re developing a common, harmonised infrastructure using the EPLAN Platform, which will enable us to collaborate worldwide. It will allow us to deploy our capabilities in the best possible way and increase flexibility at our development sites.”

As part of the standardisation process, the project team is following global codes and norms, particularly EN 81346. Team member, Sascha Jäger says, “We have developed code-compliant templates that are accessible to all employees, including those in manufacturing. Basic information such as equipment identification and plant/location assignment are standardised, along with device management. It goes almost without saying that every component is also stored in the ERP system with all of its relevant data.”

The team has created macros for frequently used devices with a clear goal in mind. “To each device, we assigned a comprehensive data set as this makes manufacturing easier,” continues Sascha. “Our guiding principle is that whoever needs data should be able to access it easily. This is important because, in the future, we expect more and more external customers to be requesting data for purposes like the preliminary system acceptance.”

In Bühl, Schaeffler Sondermaschinenbau is already using EPLAN Pro Panel to create 3D designs for control cabinets and, in the future, Pro Panel will be used worldwide since its advantages are significant. Sascha gives an example: “If the designer places a frequency inverter on a mounting panel, the drilling pattern is automatically stored, and the data can be transferred to a Perforex system as a DXF file. This saves time in both design and production.”

The next steps planned include transferring data from Pro Panel to external wire fabricators. Stefan says: “We will then receive labelled wires with end sleeves, or finished wire sets. This saves a lot of time, especially for projects using the American UL standard.”

Right now, key users are testing EPLAN eVIEW for support during commissioning.

Sascha notes, “The production department or the commissioning technician can call up the schematics on a tablet computer and view the details directly. There is no longer any need to print out the schematics and the latest data is always at hand.”

Stefan adds, “With EPLAN eVIEW, the commissioning technician can use the redlining function to directly mark where they’ve made onsite changes. Three or four commissioning technicians can work on a system at the same time and always have the same documentation status in front of them. This also facilitates communication with the programmers – and not just during commissioning.”

Two years after starting the project, the key users don’t yet think they’ve reached their goals, but they’re definitely on the right track. Major steps towards standardisation have been completed.

LIGHTING THE WAY TO A FULLY CONNECTED UNIVERSITY A London university has had a smartphone-accessible DALI control system installed, which means that operators can independently manage the building’s lighting using an app.

BEG Lighting Controls proposed the BEG DALI-LINK system which offers flexible, scalable DALI lighting control and, because it is Bluetooth-enabled it is easy to configure and change as room uses evolve, from changing scenes to adjusting the lights’ brightness. This DALI addressable system can be programmed simply and quickly using a smartphone and using the free-to-download BEG app.

BEG Lighting Controls Specification Director, Tom Greenrod, says: “The controls system was mapped out and approved for use by the university in the majority of areas such as teaching rooms, open plan and cellular offices, seminar rooms, studios, computer labs and in the cinema/lecture theatre where occupancy detection and/or scene control was required.

“In the teaching rooms, the university required constant light level control with absence detection and a scene for presenting. This was achieved using a mains power supply and a DALI bus linking all of the luminaires, the DALI-LINK multi-sensor and a push button module. This module was located behind a two-gang switch plate with two push to make retractive switches.

“One switch was used for absence and daylight linking and the second for a pre-set scene. The multi-sensor in this situation was used in absence mode but can also be used in presence mode or even work as a photocell. These changes are made to the settings via the BEG app.

There is an option for de-activating the multi-sensor if required.

“The lecture theatre required six scenes and this was achieved using the Bluetooth push button module and a second non-Bluetooth module. Using a second push button module, the number of scenes available is increased to eight. A maximum of 16 scenes can be obtained using four modules.

he University of Roehampton, in the Borough of Wandsworth, planned to redevelop the Sir David Bell Building - named after the businessman, publisher and philanthropist who is also Chair of Council at the university - on the Digby Stuart Campus. This involved remodelling and extending two adjacent buildings to consolidate and improve facilities for the Department of Media Culture and Languages.

This included the creation of specialist teaching areas including film, television and sound studios, a 90+ seat cinema, photographic studios, cutting/editing suites and a flexible creative project space for the university’s new digital media course.

The scheme was also designed to provide accommodation for university-wide student facing support facilities such as Academic Services, Audio Visual Resources, Digital Learning and IT Services.

Seminar rooms were created to promote collaborative learning through a variety of flexible layouts; supported by extensive social learning and ‘commons’ spaces including the creation of a glazed courtyard.

The University of Roehampton appointed mechanical and electrical building services engineering company, Michael Jones & Associates, based in Reigate, to design a new lighting control system, specifically for the Sir David Bell Building development.

The brief was that the university required a system which would enable staff to control lighting themselves, with the added benefit of reducing energy usage. Typically, lighting can account for around 25% of a university’s energy costs.

Nationwide lighting controls specialist BEG Lighting Controls was approached by Michael Jones to provide a user-friendly and flexible lighting control system to meet the university’s control criteria.

Operators can independently manage the building’s lighting using an app

“As the BEG DALI-LINK is an app-based system it is very easy to make changes to settings and store them. To protect these settings from sabotage, a pin code can be set up to limit access to designated users.”

The DALI-LINK system can also provide orientation lighting to give some illumination to an area when it is unoccupied, avoiding unlit areas and providing a safe and secure environment.

There is also another option, called the ‘Follow Me’ feature where lighting will ramp up and down in relation to the movement of a person. This is beneficial in corridors and in stairwells to minimise the energy usage.

In the remaining areas where a less flexible lighting control solution was required, BEG Lighting Controls used DALI broadcast sensors. At the end of the project, a handover was carried out and training given to university staff by BEG specialists to ensure operators were fully aware of how to use the system and how changes could be made if required.

A HANDY GUIDE TO EICRS Gary Parker, ECA Technical Manager, dives into the rationale behind the different codes that make up an EICR, and what they all mean.

W

ith the second Amendment to the 18th Edition Wiring Regulations just around the corner, it’s as important as ever to stay up to speed with the different codes that make up those all-important electrical installation condition reports (EICRs).

To demystify the nuances of which codes apply to which faults, and to help you carry out smoother inspections, read on.

Codes have consequences

Who decides?

The inspector is the only person who can make an informed decision about what code is suitable in any given situation. This is because they are on-site and can see defects first-hand and make an informed call on how safe an installation is.

As an aside, it is important to note that any item raised should be set against the requirements of the Wiring Regulations (BS 7671:2018), not against the inspector’s personal judgement or preferences.

Decision tree for selecting an appropriate code during an EICR

It is extremely important to understand the consequences of any code raised during an EICR. For instance, both a C1 and C2 result in an ‘unsatisfactory’ outcome. Therefore, overzealous use of these codes can potentially cause unwarranted disruption to the client, their building and possibly their business.

For example: if an installation is found to be lacking RCD protection for socket outlets, most guidance would recommend a C3 code. Should a contractor decide to instead raise a C2, then the client could be looking at a significant cost or inconvenience.

Of course, BS 7671 does take account of cost, and cost must not dictate decisions concerning electrical safety. But the safety, practical and cost implications of getting a code wrong, whichever way it may be, can be highly significant.

An inspector should not reduce a code from a more serious to a lesser code just because the client would like it that way. The inspector has been employed as a technical expert in electrical safety and must not let their professional decisions become compromised by any external influence.

Is it a type of risk assessment?

Indeed it is. When considering what code is relevant to any given situation, the inspector needs to consider the environment and the potential risk of damage or injury.

So, simply saying that scenario ‘x’ results in outcome ‘y’ is not always suitable. A nuanced decision-making process is required. To do this, we must first look at what the codes actually mean.

• C1 – Danger present: in this scenario, there is an immediate danger of shock or fire to persons, property or livestock.

• C2 – Potentially dangerous: in this scenario, there is a fault that could potentially become dangerous (a hazard), but another fault or foreseeable action must occur in order for danger to arise.

• C3 – Improvement recommended: in this scenario, there is a defect against BS 7671, but it does not present any immediate or potential danger to people or property.

A PERCEIVED DEFECT IS LOCATED

C1 Recommend urgent action

YES

Does it present an imminent danger, to the persons using the installation, from shock or fire?

NO

C2 Although there is no immediate risk, action is taken as a matter of urgency to remedy the defect

It is of course essential that the inspector is well-versed in the requirements of the latest version of the Wiring Regulations. If need be, before raising a coded item, the inspector should always be in a position to reference a BS 7671 Regulation number on the issue in question, particularly if challenged.

Only defects against BS 7671 should be recorded The EICR is aimed specifically at defects against the requirements of BS 7671. The inspector should not raise a code against any defects noticed against other British Standards. They are, however, at liberty to raise comments or make notes about other issues or defects and to inform the client.

Take the example of defective emergency light fittings. If they do not present any electrical hazard to the user, they are effectively safe and should not appear as a coded item on an EICR. However, this scenario may show a departure from BS 5266. In this case, it may be useful to inform the client on a separate document.

The last word Guidance material cannot take the place of the skill, knowledge and experience of the inspector. The ultimate decision is down to them. The recognised industry guidance is only a guide. It can be deviated from if the inspector is able to credibly present the reasons for doing so.

BACK TO THE FUTURE NAPIT’s Technical Development Engineer, Richard Townsend, provides detail on NAPIT’s latest publication dedicated to initial and periodic inspection and testing of electrical installations.

The new Guide to Initial Verification and Periodic Inspection and Testing of Electrical installations

he National Association of Professional Inspectors and Testers (NAPIT) started over 28 years ago, in 1992. With the recent addition of a publications department at NAPIT, it was high time all the experience, knowledge, and understanding of its senior technical team was put to good use and gave back to the industry some solid advice and guidance.

Until now, all NAPIT’s publications have centred around its core business – that being site-based guidance for electricians (On-site Solutions), periodic inspections (EICR Codebreakers and Landlords Private Rented Sector Guide), and understanding risk assessments (Risk Management Code of Practice). The one book missing from this list, and enforcing what NAPIT stands for, is a definitive, purpose-written publication covering how to inspect and test an installation, either from an initial verification or periodic perspective.

NAPIT’s technical authors have put together its latest publication, Guide to Initial Verification and Periodic Inspection and Testing of Electrical Installations, which covers everything you need to know on how to carry out an initial or periodic inspection and test a circuit.

Back to basics The book goes into detail to explain all the separate pieces of test equipment we use.

Often taken for granted is a multifunction tester - we mustn’t forget that individual test equipment was where it all started and is still of great value now.

Many electricians that are new to inspection and testing find it difficult to understand the different tests and instruments that give the required measurements. The best way to deal with this is to break down each piece of test equipment and the tests they’re used for and explain them in detail. NAPIT’s latest publication does exactly this; in easy to read steps.

What are the tests?

The book explains all of the different test equipment, what they’re used for, and how to carry out all of the required BS 7671 tests

After the test equipment, the most daunting part of the testing process is understanding the different tests, when to apply them, and how to do them. NAPIT’s new guide gives an in-depth explanation of all the individual pieces of test equipment required to comply with BS 7671, plus a few extras that are important to have, or at least know how to use.

Along with individual pieces of test equipment, NAPIT also covers the more familiar multifunction installation testers (MFTs) that are most common in the industry today. There are also many different test types required by BS 7671, and the organisation explains what all these are, how to carry out each one, and when to use them.

Before you start Before any inspection or testing is carried out, there are a few things that need to be confirmed for either initial or periodic inspections.

Initial verification is a very different process to periodic, and so are the outcomes and the certificates or reports that are produced on completion. NAPIT explains all these differences and the legislation that needs to be taken into account before any work starts. Especially where periodic inspection is concerned, the work that needs to take place before the inspection and any testing starts is very important and can’t be skipped; which is also covered in the publication.

Time to inspect

Who is it for?

After explaining all of the different tests and their respective pieces of test equipment, the different inspections need to be looked at. Although we technically inspect before we test, we need to know what the tests are before we start, which is why NAPIT explains them first.

There are essentially two inspections to carry out before any testing takes place:

A QUALITY FIRST APPROACH TO EV CHARGING Michael Kenyon MIET, Technical Lead at Bureau Veritas, explores the importance of electrical safety and why regular inspection and maintenance is critical for any EV charging installation.

T

he adoption of electric vehicle (EV) technology continues to move at a rapid pace. With the UK government recently unveiling its 10 point plan for a green industrial revolution, it bought forward the ban on selling new petrol and diesel cars from 2035 to 2030 – in order to speed up Britain’s transition to zero emission vehicles, such as EVs. There are now around 339,000 registered EVs in the UK, with pure electric models the only category of growth currently in the UK. With such a dramatic rise in vehicle sales (registrations of pure EVs were up 112% in the first eight months of 2020 compared to 2019), it was evident that the UK’s charging infrastructure would need to increase to cope with demand. In many ways, the private sector has led the way, supported by generous incentive schemes.

From offices, supermarkets and car parks, to retailers, business centres and universities, organisations across a wide range of sectors are installing EV charging points. The benefits include income generation, increased footfall, improved sustainability across fleets and even better staff engagement. And with incentives of up to £14,000 per organisation available through the Government’s Workplace Charging Scheme, many would argue that for any organisation with the space and resources to install EV charging points, there is no better time to invest.

McDonalds is one major organisation which agrees. In June last year it announced plans to introduce charging points at both new and existing drive-through restaurants in the UK. And clearly it is not alone. Recent statistics from Zap-Map show there are now 33,779 charging points for electric vehicles in the UK, up 39% in the last 12 months alone. The government has pledged to invest a further £500m in the rollout of new rapid electric charging hubs to ensure drivers are never more than 30 miles from being able to charge their car.

As with any rapid deployment of relatively young technology, the onus now is on the quality and safety of such installations.

Like any fixed electrical installation, duty holders are required under the Electricity at Work Regulations 1989 (EAWR) to ensure the safety of EV charging points. This includes maintaining systems to prevent, so far as is reasonably practicable, any danger to employees, visitors or other persons.

In addition to EAWR, there are a number of other documents used for guidance and to demonstrate compliance, including BS7671 Requirements for Electrical installations, Guidance Notes including GN3 (IET) and BS7671 Section 722 – Electric Vehicle charging installations.

Notably, duty holders should take into consideration that EV charging points are a high use asset, often installed outside and therefore vulnerable to mechanical damage and ingress of water. Periodic inspection and at least annual testing are critical to help maintain the long-term integrity of charging points.

Of course, this expertise is not always available in-house, which is why Bureau Veritas has launched a new independent inspection offering for EV charging points to help duty holders ensure all installations are compliant with relevant regulations.

This new service provides an independent assessment of all new installations to identify any issues that may present an electrical safety risk.

Conducted by Bureau Veritas’ highly skilled electrical engineers, the testing and inspection programme includes a thorough internal and external visual inspection, together with earth continuity and polarity confirmation, and functional testing.

Checks on residual current devices and earth loop impedance are also included all designed to help maintain the safety and long-term integrity of these vital assets.

It offers a trusted service, helping organisations to identify faults earlier and maintain compliance with workplace and electrical safety legislation. Not forgetting access to a full range of fixed electrical testing and inspection services from Bureau Veritas experts.

Future of EV charging At a time when more and more organisations are installing EV charging points to tap into the benefits and keep up with the UK’s shift to electric, a quality first approach is the key to unlocking the potential and maintaining the long-term integrity and availability of our charging infrastructure.

The technology and the incentives are now firmly in place to continue the roll-out of EV charging points across the private sector, in line with EV sales. We must make sure the quality and safety of installations are keeping pace.

HAL MAKES LIGHT WORK OF SAFETY TESTING NET LED, manufacturer of commercial and industrial LED lighting, has improved the electrical safety testing of its products by using low power multi-function LED testers from Seaward.

he company, which is quality assured by the Lighting Industry Association, has been designing, manufacturing and supplying LED luminaires and systems for installation in commercial and industrial areas across the UK for over a decade. This includes a range of advanced LED panels lights, downlights, surface linears, tube, battens, emergency lighting, bulkheads, flood lights, streetlights, high/ low bays, controls and accessories.

NET LED invested in two HAL LEDs which, so far, have been used to verify the safety of more than 30,000 units manufactured at its factory in Cambridge before they are distributed to electrical wholesalers across the UK. It also uses the equipment to batch-test any products sourced from other manufacturers as part of quality control procedures.

Each tester provides power measurement readings with a resolution of 0.2VA below 1000VA and performs continuity and ground/earth bond tests alongside AC/DC Hipot (FLASH/ Dielectric Strength). This ensures NET LED’s products guarantee the quality, performance and reliability required and are safety compliant with EN 60598.

Function testing is also undertaken to check that each unit effectively switches on/off and performs correctly at the required power consumption levels and that any ancillary equipment operates in accordance with technical specifications.

Test results are stored automatically by the HAL units, giving full traceability.

This ensures all products are proven to be quality assured before leaving the premises. NET LED uses this data to produce a test record for all manufactured units in the event of any damage during distribution, or to track and trace any product returns – in line with the company’s customer service policies.

A large graphic display presents information either in a numerical or analogue format, while a powerful internal memory allows the storage of up to 6,000 test results and up to 50 configurable test routines. The instrument can also be interfaced with a variety of accessories, to improve both safe working and efficiency, including barcode scanners and safety warning beacons.
