LETTER FROM SUPERINTENDENT DR. SITO NARCISSE
PUSHING EBR FOR A BRIGHTER FUTURE DR. SITO NARCISSE entered the new position as superintendent of the East Baton Rouge Parish School System with bright ideas, creative innovations, and promising futures for the children of East Baton Rouge Parish. The New York native saw the students’ potential and believed in better education and more opportunities. In his first year, Dr. Narcisse implemented new programs and initiatives to give students more access and opportunities. The superintendent initiated the Pathways to Bright Futures program. Its goal is to bridge the gap between industry and education by enabling students to graduate with an associate’s degree or an industry-based credential (IBC). Dr. Narcisse created the program to help students prepare for college and enter the workforce. “Our goal is to bring children’s dreams closer to them,” he said. “That’s why we are excited, and we are champions for launching this program for the students of EBR.” Another way that the superintendent is helping students grow in education is through new school expansions and programs. One of those is the arts conservatory program, slated to open in 2024-2025. The school will highlight the visual and performing arts and help students develop careers in music, dance, theater, and the visual arts. Additionally, the superintendent will expand more opportunities for students through medical and environmental studies that will be available in the upcoming school years. “The goal is to work with the community to understand the schools and communities’ culture, history, and diversity,” Dr. Narcisse said. The superintendent’s first year focused on college preparation and thinking outside the box with education. THE NEW NORMAL
COOPERATING WITH
COVID
EAST BATON ROUGE PARISH has had to adapt and change protocols and procedures to cooperate with the COVID-19 pandemic. Superintendent Dr. Sito Narcisse commissioned Stacey H. Dupre, Chief of Student Support, and Cheree Duvic, Supervisor of Health Services, to assemble a team to implement a COVID-19 strategy plan for students and their families to follow in their homes. The team also created action plans for schools to remain safe and healthy. One of the ways EBRPSS is working to keep everyone safe is by providing COVID-19 testing at schools. Dr. Nar-
cisse partnered with Orion Laboratories to administer tests for the virus to students and staff in the parish. Through the weekly tests, Orion can help stop the spread of the virus and ensure that students are healthy during the pandemic. The EBR System also admin-
istered free testing sites in various areas in the parish, including at community events, CVS stores and other locations. In consultation with the Health Advisory Council, along with constant monitoring of COVID-19 transmission rates, protocols were in place to monitor the well-being of the school sites. Some of those guidelines included “Isolation & Quarantine for EBRPSS Pre K-12 Schools and K-12 Sports In Alignment with LDH COVID-19 Guidance for Schools,” “Transition to Virtual Learning,” and “Sanitation and Cleaning.” These guidelines were set for families to feel that their households are protected.

Another way Dr. Narcisse and his staff worked to ensure the health and safety of students and staff was by encouraging families to receive vaccinations. According to the CDC, vaccination is the leading public health prevention strategy to end the COVID-19 pandemic. Promoting vaccination among all eligible individuals can help schools protect students and staff, as well as their families. COVID-19 prevention strategies remain critical to protecting students and staff who are not up to date or not eligible for COVID-19 vaccines, especially in areas of
substantial or high transmission levels. “We have continued to make all public health decisions based upon the most recently available data and based upon the advice of our Health Advisory Committee,” Dr. Narcisse said. “The health and safety of our staff and students always come first.” Dr. Narcisse continues to monitor and follow the Health Advisory Council. During the second semester of the 2021-2022 school year, administrators determined that wearing mask face coverings would be optional for staff and students in grade
Pre-K through 12. Dr. Narcisse based the decision on the district’s 10-day COVID-19 positivity rate below 0.5%. As the virus spreads throughout the nation, EBRPSS will continue to monitor the virus and compile regulations to keep the parish in good shape. Dr. Narcisse plans to continue to fight for the health of EBR Parish and wants to provide safety protocols for families. LEARNING MODELS
EBRPSS offers several learning models to help students achieve greatness
SEARCH THE POSSIBILITIES TRADITIONAL NEIGHBORHOOD SCHOOLS
These programs are led by one teacher who instructs basic school practices in classroom or virtual settings to achieve mastery of academic learning. In addition, these teachers teach subjects such as math, reading, writing, science and social studies. Traditional schools educate a diverse population, encouraging students to develop respectful attitudes in the classroom and virtual settings.
CHARTER SCHOOLS
Charter schools are designed to offer teachers, parents and staff a school that responds to the community needs of students. The school district engages in proactive relationships and a value-added approach to the schools while respecting their autono8
my and uniqueness. The district monitors financial and academic performance through communication, site visits, and data/document review. As a result, high-quality charter schools lead students to graduate with the knowledge, skills and values necessary to succeed in the community.
MAGNET PROGRAMS
The EBRPSS Magnet Program offers theme-based curricula in grades K-12. The program is designed to provide students with areas of study that focus on science, the performing arts or career education. The unique experiences include STEM, Montessori, foreign language immersion, pre-law, digital arts and technology, visual and performing arts, entrepreneurship, pre-medicine, pre-engineering, coding, robotics, and entertainment technology. Several of

the magnet programs are deemed as Blue Ribbon schools, which is based on their academic achievements. These schools are also named “School of Excellence” and “School of Distinction.”
GIFTED AND TALENTED PROGRAMS
Gifted children are labeled for their natural success in academic settings. EBRPSS provides students with classroom settings to fully develop their capabilities, with teachers and professors instructing them on cognitive concepts that encourage students to build on their knowledge base. The Talented Arts Program works with students to identify their visual art, music or theater talents. These programs are intended for students K-12 to promote critical thinking, problem-solving, creativity, and oral and written language skills.

5 PATHWAYS TO A BRIGHTER FUTURE EACH PATHWAY partners with area business and industry leaders to fill workforce gaps in high-need, high-wage, and highgrowth jobs. The program is tuition-free, which saves families the cost of college or certification. It is also programmed to help students with job-embedded experiences and internships. In addition, students can receive associate degrees they can use to enter a four-year institution as a college-level junior. Also, EBRPSS students on a non diploma track will be afforded opportunities to engage in workforce and adult living programs established by the Division of Exceptional Student Services. The five pathways that incoming 9th graders can choose from range in several concentrations—biological sciences, fine arts, humanities, physical sciences, social/ behavioral sciences, criminal justice, general business and mass communication. The Pathways to Bright Futures program is associated with five career pathways that
EBRPSS identified in collaboration with the Baton Rouge Chamber of Commerce and other local industry leaders. They are:
TECHNOLOGY
Students who participate in the technology pathways have several career options, including computer programming, computer science, database management, data science, data visualization, information systems, network security, software engineering and web development.
CONSTRUCTION AND MANUFACTURING
This pathway has several options for students to enter, including field engineer, construction superintendent, sustainability consultant, construction manager, construction project manager, site engineer, general contractor and construction project director.
MEDICAL AND PRE-MED
The medical field has several options for students aside from becoming a nurse or doctor. Career field options in this pathway are patient advocate, sonographer, emergency medical technician, orthopedic technician, dietitian and hospital administrator.
TRANSPORTATION AND LOGISTICS
Students in the transportation and logistics pathway can choose careers such as analyst, purchasing manager, supply-chain manager, passenger transport manager or shipping officer.
LIBERAL ARTS AND MANAGEMENT
Liberal arts and management options include editor, advertising sales representative, director of public relations, management consultant, human resource director and a financial advisor.

VICTORIA WILLIAMS - High School Student of the Year
INSPIRING A NEW FUTURE FOR STEM HIGH SCHOOL STUDENT of the Year Victoria Williams hopes her classmates are interested in STEM like her. After graduation, the Baton Rouge Magnet High School Bulldog will attend Columbia University, majoring in chemical engineering. Victoria wants to give back to young minds in the science, technology, engineering and mathematical field. “I want to use my degree to improve science education for low-income students,” she said. Victoria credits Baton Rouge High for providing a quality education and giving her the tools to reach for her dreams. “The fact that I came to a school that gave me so many resources makes me so grateful, and I have to make sure other kids get it too,” she said. On Feb. 24, Victoria was declared the 2021-2022 EBR Student of the Year, making her eligible to compete at the state level for Louisiana Student of the Year.

GRACE DING - Middle School Student of the Year
MAKING A NAME FOR HERSELF GRACE DING, Middle School Student of the Year, was shocked when she heard she had been nominated for Student of the Year. The Glasgow Middle School eighth-grader said she thought her biggest accomplishment would be reaching her career aspirations. “I want to be an astrobiologist, and I hope I can find life somewhere not on Earth,” Grace said. However, the science lover knows the road will not be easy. “I think working hard is important, but it’s also important to have determination and passion when you’re doing anything, even homework.” Now, Grace hopes to attend her dream college. “I want to go to MIT for science,” she said. “I think it’s an outstanding college. I’ve gone on their website, and I think it’s the perfect school for me.” Grace hopes to make her dreams come true and inspire others her age to do the same.

ADELINE GUIDRY - Elementary School Student of the Year
ACHIEVING GREATNESS ADELINE GUIDRY was ecstatic at being named Elementary School Student of the Year. The Westdale Heights Academic Magnet School student believes her win is an achievable success that others can follow. “It doesn’t matter how you start but how you finish,” she said. That’s a meaningful thought considering Adeline was placed in foster care and was taken care of by her new family in the second semester of first grade. The family adopted her in 2020. Through all of this, school was a fun playground for Adeline. “I love school,” she said. “It’s just something enjoyable for me.” At Westdale Heights, Adeline’s administrators welcomed her enthusiasm. “She’s kind. She’s caring, and she’s a leader,” said Westdale Heights Principal Alesha Cavanaugh. “She’s an excellent role model for her peers. We were just so proud and happy for her when she was named Student of the Year.” Adeline believes that you can always turn things around and make them go the way you want. For her, this means becoming a veterinarian and opening a clinic with her sister. She hopes to inspire others her age to reach for their dreams and aspirations, no matter what life may throw their way.

REACHING FOR THE SKY Helping exceptional students function at their highest level
ESL PROGRAM
The English as a Second Language (ESL) program aims to ensure students (usually identified as immigrant students) become proficient in English. The ESL program helps them develop high levels of academic achievement in English and meet the state educational content expected of all students. The ESL program provides services to over 75 schools in EBR Parish. Several languages are spoken throughout the district, including Spanish, Arabic and French. In addition, the ESL program assists parents with registration and provides professional development.
EXCEPTIONAL STUDENT SERVICES
EBRPSS offers a variety of programs to provide quality education for students with disabilities. This includes intellectual disabilities, autism, speech/language impairments, hearing and visual impairments, other health impairments, orthopedic impairments, and emotional disturbances. The Exceptional Student Services program helps these students function at their highest potential in an ever-changing society by providing specialized instructions in 12 adult learning centers, including the civics/citizenship program, and the High School Equivalency Testing Center. The program serves more than 2,200 adults each year and is ranked among the Top 10 best-performing programs in Louisiana.
ICARE
I Care service provides prevention education to students and staff in public, parochial and private schools in the Baton Rouge community. The organization educates students about the dangers of alcohol, tobacco and drugs, violence awareness, crisis response and management, and trauma-informed care. I Care delivers a three-tiered approach to prevention, providing a focused program that helps students in need in group and individual settings. It empowers students to help them become healthy, safe and drug-free.

HEADSTART
EARLY CHILDHOOD EDUCATION IN EARLY CHILDHOOD EDUCATION, students learn about social and emotional skills. Some of these critical skills include sharing, cooperating and resolving conflicts. These skills will help students gear up for kindergarten. The East Baton Rouge Parish School System has partnered with several companies to help students, including Louisiana Public Broadcasting, Knock Knock Children’s Museum, the East Baton Rouge Parish Library, Capital Area United Way, Family Services of Greater Baton Rouge and Volunteers of America-Partnerships in Childcare. 16
The Louisiana Department of Education developed the program to implement key strategies to ensure children succeed in kindergarten. EBRPSS teachers, professors, and administrators network with numerous community members. These include 43 EBRP public elementary schools, two Pre-K and kindergarten centers, city of Baker schools, four nonpublic early childhood development/private schools, four charter schools, EBR Early Head Start and Head Start programs, YWCA Early Head Start, over 80 childcare centers and over 14 other supporting community partner organizations.

FINE ARTS
ACHIEVING GREATNESS, ONE STUDENT AT A TIME The Fine Arts Department creates imaginative worlds for children in East Baton Rouge Parish EBRPSS PROVIDES fine arts classes dedicated to visual and performing arts in more than 70 schools. Students in these courses learn team building, critical thinking and problem-solving. However, the Fine Arts Department wanted to do even more for students and bring the city quality education for all. The EBRP School Board agreed to reno-
vate the Broadmoor Middle School site into a dedicated conservatory. It will be the first of its kind in Baton Rouge to serve students in grades 6-12. The School Board stated the conservatory would provide families with an additional educational opportunity for their children. Placing this unique form of academic programming will enhance the district’s current
offerings within the portfolio of schools. In collaboration with the district’s Fine Arts Department and Magnet Programs, the district intends to implement a priority zone that reflects a component of the previous and historical attendance zone for the former Broadmoor Middle School site. The school is projected to open for the 2024-2025 school year.

MCKINLEY IS THE oldest high school established for African American students in East Baton Rouge Parish. Its first graduating class was in 1916, and those four students became the first African American high school graduates in Louisiana. McKinley’s long history as a premier educational institution in the

SPORTS HIGHLIGHTS 2022 ATHLETICS IS AN important part of a student’s overall education, and the EBRPSS offers several teams and club sports for students. EBRPSS honors and acknowledges all of the student athletes in the parish who strive for greatness. This year, we spotlight one team that has strived for excellence in and out of the pool—the 2021-2022 BRMHS swim team.
SAVANNAH GIRON is a senior at Baton Rouge Magnet High School. She has a GPA of 4.69 and has scored a 36 on her ACT. She is a National Merit Semifinalist, AP Scholar with Distinction and LHSAA All-Academic Honoree. Savannah is a two-year letterman with the BRMHS swim team and a member of the Crawfish Aquatics Club Team. She has been an active member of the BRMHS Beta Club, Key Club and National Honor Society. She is also the senior class co-director for the Key Club. During her time at BRMHS, she has participated in clean-up of the historic Sweet Olive Cemetery, and has volunteered as a Beta Club peer tutor. She plans to attend Texas A&M and major in electrical engineering.
JASON GE is a junior at Baton Rouge Magnet High and has a GPA of 4.70. He is a three-year letterman on the BRMHS swim team and a member of the Tiger Aquatics Club Team. He is the 2021 LHSAA state champion in the 100-meter breaststroke and part of the 200-meter freestyle school record-breaking team. He is also a member of the BETA Club since 2019. He has volunteered at the Turkey Trot 5K, and has earned service hours volunteering throughout the Baton Rouge community. He also volunteers to help stock the Greater Baton Rouge Food Bank.
Swim coach MARGARET HALL believes in her swimmers, and sets them up to believe in themselves and the team. Graduating from Baton Rouge Magnet High School in 2003, Hill learned a lot from her swim coach, George Newport. Now, as a swim coach herself and a math teacher at her alma mater, she knows what it takes to be a BRMHS Bulldog swimmer. “We’ve got kids all over the place coming from different clubs and pools,” she said. “I tell them all the time, ‘You’re here to swim for Baton Rouge High. We are a team.’” Hill ended the season with two state champs—junior Jason Ge was the state champion for breast stroke and sophomore Elle Achberger was a champion for the 100 freestyle and runner up for 200 freestyle. The swim team won third place in the city for regionals and the boys won first for public schools. In addition, swim captain Leah McGee was recognized for acceptance to all four U.S. military schools, and another top swimmer, Gavin Lanka, signed to swim with Florida Tech next year.

EBRPSS EDUCATOR OF THE MONTH
MARY PRESCOTT MARY PRESCOTT is overjoyed at being named November (2021) Educator of the Month for the East Baton Rouge Parish School System (EBRPSS). “I was truly shocked,” she said. But unfortunately, her kindergarten class at Baton Rouge Center for Visual and Performing Arts was not. When the news broke, her class screamed with excitement for their teacher. “I love her!” one of her students exclaimed, smiling from ear to ear. The kids’ reaction is a true testament to the commitment Prescott has for her students’ education. EBRPSS and Louisiana State University partnered to create an appreciation contest dedicated to the educators in East Baton Rouge Parish. During pressing times, the systems wanted to thank the educators, instructors and teachers who educate the students. The announcement was made virtually to Prescott and the school, but it was made public at LSU’s football game against the University of Louisiana at Monroe. The teacher and her husband were treated to the game … a thank you from the parish for all she does for the school and her students. For Prescott, it was great to return to her alma mater. She graduated from LSU with a master’s degree in business and continued her profession in the corporate world. However, she realized that wasn’t her passion. “I spent some time working as a business professional but eventually decided to follow my true calling of becoming an elementary school teacher,” she said. “I am so happy that I made that choice.” The wife of Clint Prescott and mother to Hadden and William has been a teacher at BRCVPA since 2017. She started as a Pre-K teacher and then taught kindergarten at the elementary school. The Houmaborn teacher loves reading and science projects and brings that love to her students. Prescott’s kindergarten students reveal their love of reading and learning with their teacher—especially in the middle of the day when Prescott hugs them. “That’s their favorite part of the day,” she said. Likewise, the administrators at BRCVPA say that Prescott gives love and hugs inside and outside the classroom. “She’s a joy to be around,” Principal Louis Moore stated. “Mrs. Prescott gives a lending hand in whatever capacity at the school and the programs. THE EAST BATON ROUGE Parish School System Foundation prides itself on contributing to students’ success. The nonprofit organization is a taxexempt public charity and grant-making organization. It provides vital support to area students, teachers and school administrators by building effective partnerships and funding high-impact projects for which tax dollars are not available. Its mission is to enhance education, champion innovation and provide sustained financial support to public schools within the East Baton Rouge Parish School System. Through foundation grants, fellowships, programs, and events, the EBRP Foundation
gives back to the students, staff and families of the EBR community. It comprises a board of directors that made it their mission to help fund and provide learning opportunities for students. In addition, the organization finds resources and economic vitality for the EBRP region. The Board of Directors and the organization’s staff contribute to every child’s education and make sure the lack of necessities do not get in the way of a child’s learning.
One of the ways the Foundation gives back to the community is through its Adopt An Elf campaign—encouraging others to adopt a “virtual elf” during the holiday season. Some EBR students in the district are classified as either homeless or in transition, so the organization asked the public to donate clothes, toys, and more from the students’ Christmas lists. This school year, the Foundation helped support over 300 students for the Christmas holiday. The Foundation shares its mission with more than 10,000 similar nonprofit organizations nationwide dedicated to improving the quality of public schools and strengthening relationships between school districts and the communities they serve.

The beating heart of the EBRPSS community
PARENTS MAKE THE hard decision on where to send their children to school. With so many options in East Baton Rouge Parish, it can be daunting to figure out the best option. When choosing a public school education, parents should know all that pertains to the education system. COMMUNITY: In the EBRPSS, children are offered various programs and extracurricular opportunities in the district. Some of the choices include magnet, gifted and talented programs and classes. The magnet program does not have academic requirements for children to enter and it welcomes diversity, equity and inclusion. 10 4
DIVERSITY: Public schools are required to admit children in their communities. Children are exposed to diverse backgrounds, beliefs and socioeconomic backgrounds, and develop an increased comfort level in various settings. These social skills will inherently benefit them throughout their adult lives. SERVICES: Public schools provide transportation to and from school, free and/ or reduced breakfast and lunch and extra academic assistance. Schools also supply highly trained counselors, special education teachers, nurses, social workers and learning specialists.

CLASS SIZE: Funding for schools depends on the number of students. Class sizes in public schools are designed to assist students’ growth and maturity level. The public system wants to help students get one-on-one time with their instructors to learn at a comfortable pace. Class sizes also help students become more focused when participating in special programs. COST: The bulk of public school funding comes from federal, state and local government sources. Funds also help support highly qualified teachers instructing students in the parish.
TEACHER QUALIFICATIONS: In the EBRPSS community, it is a priority for children to be instructed by the top qualified teachers, specialists and professors. Teachers in public schools are required to be certified by the state. It is also necessary for the teachers to renew their credentials to ensure they all meet the standards. In addition, the EBRPSS mandates that all staff take professional development and safety training throughout the year. OPPORTUNITIES: Public schools offer unlimited academic opportunities, including classes in specialized subjects. These subjects include technology, foreign languages, robotics, and visual and the performing arts. In addition, public schools have several programs, including STEM, gifted and talented, advanced placement and dual enrollment. Outside the classroom, students can be involved with athletics, fine arts and academic clubs to continue learning and excelling in these areas.
Public schools offer unlimited academic opportunities and specialized classes in subjects like technology, foreign language, robotics, and visual and performing arts. In addition, public schools offer STEM curriculums, gifted and talented, advanced placement, and dual enrollment. RESULTS: The state holds public schools accountable for academic performance and creates corrective action plans for underperforming schools. School performance scores are based on standardized testing and contain various other factors. In addition, the public education system strives for transparency and encourages parental and community involvement in students’ education.
RELIABILITY: Public schools have been in communities for almost a century. A neighborhood school is the epicenter of its community. Schools in the EBRPSS pride themselves on bringing together people of all socioeconomic backgrounds, different beliefs and values in one joint mission, focusing on Every Student, In Every Community, In Every Class, Every Day.
