PRESIDENT’S FOREWARD SEASON 2004
Mr. Paul Archer As I reflect back on season 2004 I think it is best described as having a mixture of the good and the bad. I will start with the bad. The past season was one in which the conduct of spectators and some players in our great game sunk to a new low. In fact we had three active members assaulted during matches in a sixweek period late in the season. This conduct lead to a very passionate and lengthy debate at our General Meeting on 19th August where ultimately a motion was passed unanimously by members to threaten to withdraw the services of referees for final matches unless adequate security measures were undertaken by the Junior League. Further those discussions are undertaken during the off season for a new Code of Conduct document to be implemented. After much deliberation the Junior League agreed with our requests. On behalf of all members I wish to thank the Junior League for their assistance and also the support of Head Body and the District Club was appreciated. It should be recorded that the Junior League has updated the districts Code of Conduct policy for 2005 and hopefully this will be of assistance to all participants in junior football within our district. There is no doubt that the type of misconduct seen in our district is not refined to within our boundaries but a general community problem. I am proud that our members stood up for themselves and hopefully this Association’s pro-active stance will be of assistance to other districts. During the past year a noticeable trend was appearing were newer members seemed to be in my view over critical of more established members. I would certainly hope that this type of attitude is not on going. Here at Canterbury we have a great tradition of friendship between members. I ask the newer members to reflect on their attitude and consider the length of service of the other members who they are keen to criticise. I welcome constructive criticism but do not appreciate backstabbing. The Association was dealt a double blow towards the end of the months of September and October with the death of two Life Members. Firstly, the elder statesman of our Association Leo Randle a former President passed away and then a month latter Stan Williams. Leo joined the Association in 1943, was President from 1957 until 1962 and until recently still regularly attended our

meetings. Leo had a tremendous wit and was a very proud member of this Association. During my many visits with Leo we would regularly discuss Association matters and his advice was always appreciated. The Association arranged a memorial service and I would like to thank both Tod Walker and Peter Longhurst for their assistance on the day. Leo has left a legacy to the Association and you will be advised of details at the AGM. But what I will remember him for will be his wit and his friendship. He will be sadly missed. Stan Williams had been a member since 1953 and prior to becoming heavily involved in bowls was a regular at our social functions and meetings. In fact at Leo’s memorial service Stan remarked that he was now the elder of the Life Members. Unfortunately, the title was not his for long. The Association was well represented at Stan’s funeral and we send our condolences to Joy for her loss. Enough of the bad news now let me go to the GOOD news for season 2004. The season started with a high with Richard Dazili being graded. Richard deserved his elevation and had a tremendous first year in being there on NRL grand final day. In fact all our graded members had good seasons and all received Grand Final appointments. Congratulations to all our graded members and Vice President David Abood being our sole representative on the NRL panel had another good season earning a semi final appointment. Our members on the Junior Representative Panel all performed well and we look forward to more opportunities coming their way in season 2005. On the district front our members were required to work overtime early in the season but the pressure was relieved as the season progressed. All members performed extremely well during the semi final series and I was extremely proud of the way our members performed on Gala weekend. On the Sunday, Peter Filmer from Head Body was in attendance and I am sure he came away impressed with several of our members performances. Adam Gee became the youngest member to referee the A grade grand final and therefore received the ClubbJohnson Trophy. To Adam, congratulations on this achievement and hopefully many more opportunities will come your way. The Appointments Board again voted for the recipient of the Farrelly-Dick Trophy and in 2004 the winner was Hilton Wood, congratulations to Hilton his performances during the season having earned him this recognition. I was also most humble to have received the Leo Randle Award. This honour was of particular importance for me. Life Membership was bestowed on Jim Hall; Jim has been a member since 1991 and had continually put his hand up to work long hours for the Association. Congratulations Jim. Also, our good friend and long time supporter of this Association Keith Lotty was elevated to the position of Honorary Member for Life. Keith, a former Director of both the Football and Leagues Club has been a devoted supporter for many years. Thank you Keith and we look forward to your continued attendance at our meetings. Popular Life Member Tom Healy had the honour of receiving Life Membership from Head Body for his lengthy distinguished service for that Association. I am

sure Tom and his wife Janelle would have been extremely proud to see the number of Canterbury members who celebrated with Tom and his family at Head Body’s function when Tom received his blazer. Well done my friend. While on social functions again season 2004 saw the regulars attend most of our functions but again the highlight was our Blue and White Cabaret. It was most pleasing to see League Club Director Peter Winchester and his wife, Julie attend our premier social function. Thanks to Glen and Elaine Jeffcoate for there continued work for the Association. This Association has always had a good relationship with the Junior League and although we had our moments during 2004 I would like to express my appreciation to the Management Committee for their assistance. In particular, CEO Paul Tycehurst and President Barry Harris have offered support when the need arose. In fact Barry has stood down as President after holding that position in excess of 20 years. On behalf of all members I thank Barry for his contribution to football in our district and hope he and his wife Marie enjoy the retirement. To Vic Pitt, I thank you for your continued support of the refs. On behalf of the refs I offer incoming J.L. President Roger Harborne our congratulations on your election. This Association is in a sound financial position due to the contribution of our sponsors. To Kevin Stewart, John Ballesty and the Directors of the Leagues Club I thank you for your continued support and am pleased to announce that we have renewed our sponsorship arrangement with the Leagues Club for a further two years. To Carlo La Rosa from Rossini’s a big thank you for your support and acknowledge your agreement to be on board for 2005. National Trotguide undertakes our printing requirements and I express the Associations appreciation to John Dumesny the CEO of NSWHRC for this support. To Head Bodies Tony Danks, Les Matthews and Bryan Gilchrist I thank you for the continued support in both the provision of grants and administrative support. To Dr. George Peponis, Malcolm Noad and Brad Clyde from the Football Club I thank you for your loyalty and support of the refs during 2004. In fact last season certainly had its ups and downs for the Football Club but nothing can be taken away from the players & Steve Folkes for their dedication and ability to be able to play great footie at the right time and take the NRL Premiership. Congratulations to all at the Club. I believe that it is appropriate for me to acknowledge the support given to this Association by past Officials Steve Mortimer and in particular Garry Hughes for his lengthy support to us over many years. In conclusion members will note by way of previous correspondence from the Secretary the Committee has made some important decisions following on from discussions at the Strategic Meeting. In season 2005 we will have a Director of Referees with two assistants also we have decided to employ a full time professional trainer. A full summary of our plans will be announced at the AGM.

To all Office Bearers I thank you for your support of the Association, this organisation is most fortunate to have many members who are willing to do the hard yards for the benefit of their fellow members. Our Secretary Chris Bettiol has advised me that he does not intend to seek re-election. On behalf of all members and in particular myself I wish to express my appreciation to Chris for his efforts over the past two years. Chris and Vanessa have moved into their new home and Chris will start a new job but more importantly the Bettiol’s are expecting an addition to the family. I wish Chris and Vanessa all the best and am sure that Chris will still be involved with the Association. Finally, I wish to thank all members for your efforts during 2004 I know the season was difficult but I sincerely hope 2005 will be less controversial. To my wife Kim, I thank you for your support. I do not think members realise the hours that Kim puts into the Association. Hopefully all members and friends of the Association had a great festive season and may the dogs bark again in season 2005. It has been a real pleasure to serve again as your President. HONORARY SECRETARY’S 83rd ANNUAL REPORT Mr. Christopher Bettiol
Mr. Chairman and Members, It is with great pleasure that I again submit for your consideration this Annual Report for the season 2004. I will start by expressing that season 2004 has not been one of my favourite seasons since first joining the association 14 years ago. I am sure many other members would agree with my sentiments. To me the season suffered many lows which are not commonly found in past seasons, or not all at once anyway. Much controversy’s throughout (i.e. physical abuse) made it hard for the association’s members, in particular active members to continue without threat. Being the secretary and also an active member who suffered some of the brunt just made my position very difficult and at times very stressful. In turn, this controversy’s found its way through the internal side of the association and was evident through extended, uptight and highly concerned committee and general meetings. Pressure was no doubt pressed upon the executive, particular office bearers and members in general. To top its off, the association lost a great member and a great man, Leo Randle. Another Life member, Stan Williams was also lost to the association. It is fitting that a section of this annual report has been dedicated to Leo. However, when there are problems, many good things do happen that soften the blow just that required amount. And its these positives that make this association strong and able to withstand any controversies or problems that interfere with the progress and internal organisation of Refereeing each week.

The season started with the 83rd Annual General meeting. Paul Archer was once again voted in as President without any challenge for the eighth straight year and 2nd for the most capped President. Tom Healy didn’t seek for re election to the Assistant Secretaries position and this made way for the only new face on the Committee this year in Mario Cafarelli. Mario was now the 5th assistant secretary the association has had in 5 years. Before the season started, John McCormack and Mario Cafarelli announced that they both had retired from Grade. Both men had very successful careers in Grade and were great representatives for the Canterbury Referees Association. The association also decided to expand the coaching and development officers’ position to a committee of three. This committee would cover the Training coordinators position as well and hopefully would give more opportunities for active Referees to improve their skills and fitness, including their knowledge of rules. The committee of Richard Daizli, Mario Cafarelli and Chris Bettiol seemed to have coordinated the initial year successfully through video and discussion sessions, to fitness tests and skill development. This committee is only a move in the right direction and will no doubt expand on ideas as the seasons go by. Canterbury once again took out the annual NSWRLRA Golf tournament led by the masters of the game, Colin Turnell, and Peter Longhurst Again, the lack of Referees making themselves available for trials was a concerning factor and made it very difficult for those that were dedicated to this association. This lead to many inexperienced Referees finding themselves trying to control games far above their level. I can only hope that this change for the better of the association and the kids playing the game. This year the Junior League decided to eliminate Under 6’s playing under competition conditions, however proper matches were conducted by results and tables were not kept. A mini gala day completed the year for the 6 year olds and under. Three members became Level 1 coaches. John McCormack, Mario Cafarelli and Richard Daizli attended the weekend long seminar at the NSW Academy of sport conducted by the Australian Referees Association. The Primary schools knockout this year was held again at Kelso Reserve, Panania with a good representation from the association. Twelve Referees offered to participate on the day which was six up from last year. Last year I mentioned that it was the 10th year of our Referee exchange with the Group 10 district. Thanks to Peter Ryan, I stand corrected. In fact, the 10th year was this year and Chris Bettiol and Michael White were nominated to attend on

the behalf of Canterbury Referees. On this landmark occasion, and being one of the first to Referee when this exchange started in 1995 I was given the opportunity to return and Referee the 1st Grade at Carrington Park, Bathurst (the first time since David Abood back in 1995). Having started refereeing in Bathurst, Michael returned to his “home” district and Referee the Under 18’s. Peter Ryan and his wife Yvonne continued their support by also making the trip.
JUNIOR CLUB The year started very positively and was looked forward to all by all concerned. Unfortunately due to many problems on and off the field, a riff between our association and the Junior League occurred. But such a riff can be mended and this is where good leaders are needed the most. If Paul Archer and Paul Tycehurst were not the open minded and well thought people they are, I am sure the problems and riff would have only expanded further. With many on field physical abuse happenings where our Referees were literally under threat, our association looked to the Junior League for support with security. Problems occurred from then and osculated to be eventually involved by the NSW Rugby League. However, the conclusion was positive. At his third year at the helm as Chief Executive Officer, Paul Tycehurst continued his professional ways in conducting the Junior League fixtures and much administration work he had to encompass to ensure another smooth running of the competition. We also congratulate and wish outgoing President, Barry Harris all the best. Barry has been the President of the Junior League for more than 30 years and had done a great job while he was at the helm for those many years. Congratulations to all junior league clubs, in particularly the Sydney Bulls in taking out the A Grade Grand Final in fine and convincing form.

CONGRATULATIONS Well done to the “Reg Dick – John Farrelly” Trophy winner for the most improved Referee this year Hilton Wood and to Adam Gee for taking out the Clubb – Johnson trophy. Also to Paul Archer for a well deserved recognition for his continuous work in accepting the Leo Randle award. Their profiles can be found later on in this booklet. Richard Daizli did the association proud in finally becoming a Graded member. It was a long time coming for a talented official. Richard however accepted a Graded position as a Touch Judge. Just to show how talented this individual is, he was appointed to officiate in a Grand Final in his initial year in Grade. Richard was an in goal judge for the Sharks vs Roosters game in the Jersey Flegg Grand Final that was played at Stadium Australia before the NRL Grand Final. The same game Alan Fallah was a inter-change official. Alan also performed the same job for the Premier League Grand Final on the same day. John Maarbani was recalled to the Junior Representative squad after a 7 year absence from the scene and was joined by Adam Gee in his initial season. Viktor Unal again was added to the squad and was a regular Referee in the Harold Matthews cup. Wayne Loveday and Doug Keen partnered up as Touch Judges for the Jim Bean Cup Grand Final that was played at Stadium Australia between the Sydney Bulls and The Entrance. David Abood and his wife Lyn, welcomed another addition to their family with a baby girl, Charlotte Grace. Charlotte was born on the 2nd February at Westmead Private Hospital. She weighed 2.9kg (6lb 5oz for the older members) and was 48cm in length. We congratulate the family and wait in anticipation for another female Referee in 14 years time. Hefty congratulations to Tom Healy for his Life membership with the New South Wales Rugby League Referees Association. Tom’s service to NSWRLRA is remarkable which includes stints on the Social Committee and Management Committee. Tom was the Director of Members Services and also was a Advisory Board member and Social Secretary for a number of years. Still while he was committed to the NSWRLRA, he had time to help the Canterbury association a the coaching and development director and assistant secretary just to name a couple.

SOCIAL EVENTS The social side of this association maintained its usual high standard through the organization and initiatives by social secretary, Glenn Jeffcoat and his committee. The social events were extended this year in hope that the younger and new members would be encouraged to attend. Even though we did see more than a few this year than over the past, it was still disappointing to see that this association , in which has strived in the social side for many years, is only being held by the older and experienced members. The social side of the association is what makes Canterbury unique from other associations and therefore I encourage all younger members to be more involved. A few new social initiatives were implemented. The first being an Easter Putt Putt day or some people’s case was night. It was held on a Saturday but the Abood’s thought that the Sunday would be better as the putt putt greens had less moisture than the day before. The Cafarelli’s didn’t like the sun and thought putting under moonlight was more ideal. However, the children that did attend on the correct day and time enjoyed the extra chocolate they kept on receiving from big daddy of the association, Glenn Jeffcoat. Another difference this year was to have the Christmas Party and Ten Pin Bowling night on one night. That seemed to work pretty well. The Trivia night also made a welcome return. Last year the Trot night was cancelled due to rain but was then reinstated later that season. This year told the same story but initially was cancelled due to the lack of numbers. It was then held again in late August.

The Blue and White Cabaret again being the major highlight this year with a very good attendance and was also as always enjoyed by all. Again, shows why even members of other associations acclaim the night as the “night of nights”.

Jim Hall has been a dedicated member since he joined in 1991. Jim’s main assets to the association have been his endless efforts in coaching new Referees and helping with the social activities. Congratulations Jim on becoming the latest Life member of the Canterbury Referees Association. HONARARY LIFE MEMBERSHIP Keith LOTTY
Congratulations to a great supporter of the Referees Association, Keith Lotty, on becoming our third Honorary Life member. As Paul Archer mentioned in his report, Keith, a former director of both the football and Leagues club has helped out the association when needed. Keith also attends many meetings and on many occasions have been an asset for the executive committee.
DISTRICT DISTRICT CLUB Although the Bulldogs started the year controversially, they were soon to change the headlines with fine performances on the field. After making the Preliminary final the year before, they ended up becoming the 2004 NRL Premiers. Great performances by the team working together led the team to make it through the season as one of the favorites and eventually take out the premiership with a close victory over the Roosters. Unlike, the first grade, the Premier Cup team lost in an Elimination Final. The Jersey Flegg made the semi finals, while the SG Ball Cup and Harold Matthews lost their semi finals. However, its was successful season overall with all team making through to the semi finals stage. We thank Malcom Noad, Bradley Clyde, Dr.George Peponis and Peter Winchester for their support for the association. Paul Archer and myself along with our wives attended the Bulldog’s presentation night at Canterbury Leagues club. It was a very nice night with many presentations being made. Congratulations to Andrew Ryan for being awarded player of the year.

APPOINTMENTS BOARD The appointments board this year had a challenge and had to deal with many issues, in particular acknowledging the Level’s each Referee was allowed to officiate due to their accreditation status (i.e. Level 1, 2,etc). Whether they went about it in the correct fashion is left up to each individual’s opinion. I would like to start and acknowledge some members for their years of dedication to the appointments board and continuous effort. Tod Walker has been on the appointments board for 29 years year’s straight. This is a sensational record and Tod should be complemented on such an achievement. Bob Garwood has been on the board on and off for 18 years. If you are ever appointed at Begnall the first thing a Referee does when he/she drives around the ground to the sheds, is to take a peek on the side of the field opposite to the bench. If there is a man sitting in a potable chair 2 metres for the sideline, then you know your going to be marked by Bob Garwood! John McCormack has been on the board for over a decade of years and Kim Archer should be congratulated on her endless nights and weeks organizing the mini and mod referees. Every association needs someone with some knowledge of mini and mod and we are lucky to have Kim. Although the board took time from family and personal time to regularly attend meetings, they however had the task of appointing referees each week without the knowledge of their on going performances. Most referees got seen only once or twice throughout the season and therefore was left with the brunt when semi final appointments were selected. Many members of the board attended the Monday night meetings to give their opinion but failed to attend a Saturday or Sunday to assess Referees. This happened consistency. These inconsistencies were unfortunately not accountable for as many decisions were made subjectively. Referees were sometimes appointed to higher grades then they were accredited for and some policies (not in writing) that were adjudicated by the board were inconsistent and lacked following up upon. This caused a riff between several active members and members of the board. Whether it was a lack of leadership or whether they failed to follow up on the issues, and not to just presume. Or, was the structure of the meetings or was it not being accountable for the inconsistent decisions being made? These problems not only effected appointments but questioned some referees dedication even though they had been consistent performers for several years. Decsions were also being made by board members who hadn’t even gone out on a Sunday and made the decisions purely on opinion (whether that opinion was based on performace, we would never know), and could be labeled as political. 16
Perhaps my words here are ones of my own and not backed by the committee, or perhaps being the only active referee on the committee I could speak for behalf of many active referees. But I am sure if I am partially correct in my sayings that the structure of the appointments board will be re assessed in hope that a year like this would not repeat. The board found it tough throughout the season, especially with an un-timely and un-justified resignation from Mohammad Fajajo early in the season. However that minor detail was put behind them and the experienced members of the board continued on their way by giving their dedication and support to the members of this association and not in a selfish manner. Although the board did have a year they would much rather forget, we can’t hide the fact that they do give up time to help out referees. I am very grateful to those board members who do spend all day on a Sunday to assess referees and on most occasions don’t get thanked. I am grateful to those board members who follow up on their duties and talk to individuals at meetings or in a social environment. It’s not an easy job and as evident from this year, no one is perfect.
DELEGATES Jim Hall once again this year took on the role as delegate for the Junior League with a new face to office bearer duties Hilton Wood as his deputy. Both went about their roles with distinction and were very informative at meetings. Hilton received many good comments from the Junior League board on the way he conducted himself and went about his business. Richard Daizli took up once again as the responsibility of delegate to head body with another new face Adam Gee as his delegate. However, when Richard got Graded throughout the season Adam, was re-elected to the title role. Paul Archer and Robert Hunt again did a fine job in handling Judiciary matters as representatives of the Referee’s. All delegates are to be congratulated on a fine and professional effort.
FROM THE WARD It was concerning to hear that Bryan Knight was diagnosed with cancer.
Bryan had spent many of a time at hospital and having many check ups. We wish Bryan the best and hopefully a speedy recovery. Bryan is a very

much a loyal member and contributor to the association and will have our support for as long as he needs it.
MEETINGS Members of this association will for long remember some of the meetings of 2004. A controversial year led to extended meetings to complete discussions. Some issues (not always the same) continued till late after the meeting had completed. A major facet of the meetings these days is the Rulings section at the end. As was recognized by the Coaching and Development committee this year through an exam, much attention is needed for rulings at meetings. General meetings continued to be held at Canterbury Leagues club on a Thursday night every fortnight starting at 7:45 p.m. (or until most of the members come up from the bar….usually 8:15pm). Fortnightly meetings still proved to be of major value and most popular among the members purely due to the information and updates it brings. Paul Archer chaired all but one meeting this year, where vice president David Abood stepped in for the lone meeting. Brian Barker continued being the entertainment for most of the meetings. This year fourteen (14) meetings were conducted which had an average of 51 members attending each meeting. This was up by an average of 4 members per meeting from the previous year. The highest attended meeting was 58 which occurred on the 2nd September and the lowest attended meeting was 43 which occurred on the 1st April. Again, this year the Affiliate Liason committee was on hand to help with situations and attend our meetings. The director, Bryan Gilchrist attended a few meetings throughout the year and was on hand to give advice when problems did occur throughout the year. This committee again proved a benefit to our association and brings a link with Head body. Two meetings also was organized by the Affiliate Liason committee in which myself and Paul Archer attended. We both found these meetings to be a very good source of information and gave us an insight to what works for other associations. We thank Bryan Gilchrist and his committee for the efforts they have shown towards helping and guiding in some ways our association.
NEW MEMBERS 18
Unlike last season, this season produced only a handful of new members, most of them joining up towards the completion of the season. However, two surnames that are very familiar within this association popped up and joined this premier Referees association. Chris Cafarelli, the son of the present assistant secretary, Life member and dual Clubb-Johnson winner Mario joined earlier in the year. The other was Matthew Farrelly who is the Grandson of one of the well known and admired persons in this association, John Farrelly. John was a life member of this association and the most improved trophy is also co-named after him. Perhaps pretty soon Michael will be able to win a trophy named after his Grand father. Other new members who joined this year were: Jeffery Hassarati, Jennie Nguyen, Thomas Shepherd, Ian Gregory and brothers Mark and Matt Zada. We wish all these new members the very best for next season and hope to see you all around for years to come. Well done also to Lionel Brown and his committee for a job well done.
FAMILY A big part of Refereeing is also receiving the support and permission from family, in particular wives and partners. From the very young members who rely on their parents taking them to games to the active Referee who spends all Sunday away from his/her family. Being a Referee takes up a lot of time and on many occasions’ and sacrifices are made. This is a section to thank and recognize those people and families in supporting the association in enabling your loved one commit to Refereeing whether it’s Refereeing or just attending meetings. I also encourage many families to attend social functions and become part of a very friendly and friendly family.

child due in early April. I love you Ness, thanks heaps! I couldn’t do it without you. Finally, I have decided to not seek re election as secretary for the upcoming season. I have also decided to retire as an active Referee. Although my stay at Secretary was short, I have enjoyed it immensely and endured the challenges. Although my heart tells me to continue with the job, practicality steps in and says it’s just not possible. In 2005, I would be starting a new coordinators position at a new school which requires a lot of dedication. I also have a new child on the way and moved out west to Quakers Hill. I would still love to be involved with the association in some way however I do feel Vanessa needs my time more than the association and for this I need to be less selfish. I would like to thank the executive and committee for their help and friendship and I would also like to thank those members who supported me whilst I was in this position. LEO RANDLE “The Godfather” (written by Paul Archer) Leo was born on 20th December, 1914 at Werris Creek, the 3rd son to George and Lenora Randle. He had two elder brothers William and George. 21
Leo’s early childhood was in Werris Creek where he recalled growing up with his family. He recalled the cold winters and had vivid memories of his dad “chopping off chooks heads” to provide for Sunday dinners for the family. In the mid 20’s the Randle family left Werris Creek and moved to Newcastle and settled in Hamilton. Leo commenced playing rugby league in the late 20’s. Leo’s life was with the NSW Department of Railways, he joined them as junior Laborer on 30th January, 1933. Whilst living in Newcastle, Leo and his brothers would regularly attend Saturday night dances. One night he asked a young lady Amy to dance and after courting her they were Wed at Maryfield Methodist Church on 21st August, 1937. Due to shift work, Leo gave away playing footy but a work mate was a referee and they use to talk about the laws of the game. Eventually Leo decided to sit for the Referees exam. Leo recalled that in those days, if you wanted your State badge, you had to pay for an examiner to travel from Sydney and pay all their costs. He laughed as he did pay for his ticket. Refereeing in Newcastle in the 1930’s was not an easy task as all games from Under 16’s to first grade were played on open fields. Tough games played in tough conditions. Leo explained it was not uncommon to arrive at a ground and see it covered with horse or cow droppings. These objects were often used by spectators. Leo stated in his usual dry wit, “it was not uncommon for him to be in the shit!”. Due to a promotion at work, Leo and Amy had to make a decision on whether to move to the “big smoke”. The decision was easy as Amy was pregnant and the extra cash was needed. In 1942, the Randles moved to Sydney and soon settled at 6 Bagdad street, Regents Park. Here their only child Ray was born. It would become the Randles home for the next 62 years. Leo joined the Canterbury Bankstown Referees Association on 4th June, 1945. Little did the association realize that this new member would eventually become a legend in our ranks. He was affectionately to become known as the “Godfather”of the Association. Leo refereed the C Grade Grand final in 1948 was selected to trial for Grade the next year. He was appointed a trial match but unfortunately had work commitments. However, that didn’t stop Leo and took a sickie so he could referee that match. Leo’s boss very quickly found out about Leo’s doings but lucky for Leo the match involved Balmain and they had won. Leo’s boss was a Balmain supporter, and was forgiven almost immediately.

Leo was graded and he was amongst a long list of outstanding touch judges that this association has produced. Leo was very much against the recent changing of the name from “Touch Judge” to “sideline official” that the NRL has initiated. Leo’s exact words were that it was “Crap!” Leo was a Touch Judge for an NSW vs England match in 1954 which was refereed by fellow Canterbury member in Jack O’Brien. In 1955, Leo was again a “touchie”in a NSW vs. QLD fixture. In 1954 Leo was presented with Life membership of this association. An honour that he was very proud of. Leo Randle was vice president for 3 years until he became President of this association in 1957 before vacating the chair after the 1962 season. Leo was always quietly proud of achievements during his term as President: - the introduction of Life member blazers - the introduction of new social functions - the introduction of the Doubles Committee (to pay for the blazers) Leo retired from grade at the end of 1962 when again a promotion at work would limit his time. In all Leo worked for the railways for 41 years, he explained to me that in those days you could retire from his workplace at 60. Therefore on his 60th birthday, 20th December 1974, Leo retired from the workforce. When asked whether he was sorry that he retired so early, he stated with wit, “Now he could concentrate on Amy, Bowls and Reschs”. He did love his Reschs!. Leo had a long enjoyable retirement; he loved his Bowls and was heavily involved with the Regents Park Bowling club. He used to frequently talk about Amy and his annual bowling holiday to Bribie Island near Brisbane. In fact one of his wishes was for some of his friends to visit Bribie Island. Leo had many fond memories of his long association with the refs both on and off the field. He still attended meetings of the association when his health allowed, he also was a frequent attendee at social functions over the years and always had a story to tell or a joke to tell at Life members reunions. His life changed when Amy passed away on the 5th September 1995 and this left a void in Leo’s life, they had been married for 58 years. In recent years Leo’s eyesight and health had deteriorated, he had spent several periods in hospital, but his great wish was to return to his beloved home in Bagdad street. When a few phone calls to some members to help clean up at Leo’s, it was so pleasing to see fellow members always available. Leo Randle was held in the highest regard by his fellow members. Leo was very appreciative

of the assistance he received. Unfortunately, Leo’s son Raymond passed away a couple of years ago and both his brothers had also passed away. Leo had no family but he was proud of his friendships. The last 18 months Leo spent in was at Weeroona Village. In January 1998, the Committee of the Referees decided to introduce a trophy for lengthy distinguished service to the Association. It was an easy decision to name the trophy, “The Leo Randle trophy”. Paul Archer had the task of speaking to Leo and seeking his permission to use his name. He refused; he was always a humble person. Paul eventually persuaded Leo of the respect the members had for him and it was appropriate to name the trophy after him, he was very emotional. Leo appreciated the support he received from his many friends in the Referees Association, his great mate Jack Harvey was also there for Leo when the need arose, you could not find a better friend than Jack. In fact Jack visited Leo the morning of his passing doing a job for Leo, if we all had friends the caliber of Jack Harvey we would all be lucky people. Leo also was grateful for the regular visits he received. Glenn Jeffcoat, Arthur King, Joe Attard, Kim Archer and even the Archer’s dog “Toby”and others visited Leo and helped keep his spirits high and his mind sharp. The professional advice given by Michael Chahoud and Colin Turnell was greatly appreciated by Leo. Leo Randle was a wonderful, kind and thoughtful person, even when he was unwell he would always be interested in what was happening with the Refs and in our own lives. Paul Archer recalls an occasion with Leo when he became President in 1996: “I went up to Leo, he congratulated me and in the next breath said “What beer do you drink?” I said “I usually drink Light”, he replied, “Its not helping you!, get onto Reschs!”. He went on to explain that as President I had control over what beer we should have at social functions. Paul Archer goes on: He had a great wit and I feel fortunate to have had the chance to form a friendship with him. In fact over the past couple of months I talked to Leo about some problems with the Association and his advice was always spot on. The day before he passed away I visited him, he obviously was unwell. We discussed the Bulldogs victory the night before which put them into the Grand Final that pleased him. He would have been even more pleased to have been around to see them take out the premiership. He was aware that I was fortunate enough to have been presented with the Leo Randle trophy, and his words will stay with me forever. When I was leaving on my last visit with him my last words to Leo were “I’ll see you later in the week”, he replied, “I hope so”, I think we both knew.

It was a great privilege for us all to have known Leo Randle, this association was much better for having him as a member, we were better people for having Leo in our lives and now I am sure Heaven is all the better for having Leo there. Leo passed away peacefully on Monday afternoon, 27th September 2004 to join the love of his life – Amy. He may be gone but rest assured Leo will never be forgotton by anyone who knew him. He was a great individual, quietly spoken, a large frame and very large heart of Gold. “Good bye mate”, May he rest in peace.

At a meeting during April in 2004, I had the opportunity to conduct a short interview with Leo. It was also featured in a newsletter, but I thought it was very fitting for it to be re published in this section of the annual report dedicated to Leo. My apologies if some of the information has been repeated from Paul Archer’s article. WHEN AND WHY DID YOU DECIDE TO TAKE UP REFEREEING? I started in Newcastle in 1936 and moved to Canterbury due to work as a electrical engineer. I worked with a Referee in Newcastle and he use to quiz me each day on the rules. It got me interested and so I became one. Also I had to give up playing as I had to go to Tech College 4 days a week. When I turned 21, I went shift work. WHAT WAS THE BEST MOMENT IN YOUR REFEREEING CAREER? Doing a line for the NSW vs England game at the SCG in 1954 and also the NSW vs. QLD at the SCG in 1955. WHO WERE YOUR INFLUENCES? I enjoyed being a member with Canterbury and a lot of Referees from Canterbury were in 1st Grade so there were many influences. Probably Darcy Lawler and George Pearce were two of note. WHAT DISLIKES DO YOU HAVE ABOUT THE GAME TODAY?

The many rule changes. They have changed too many for TV plus I cannot learn the hundreds of new ones cause I can’t read them. WHAT WOULD YOU SAY (advice) TO THOSE WHO DECIDE TO TAKE UP REFEREEING NOW? Make sure you study the rules and become very active within the association. FAVOURITE FOOD? Anything except Tripe FAVOURITE DRINK? Reches beer (as if I needed to ask!)
SOCIAL SECRETARY’S REPORT
Mr. Glenn Jeffcoat At the last minute we managed to get the required numbers of our annual Trot night, everyone had a great night trying to pick a winner. This year again we had the use of the “Pure Steel Room”. This year again we took the long weekend to have our Blue and White at the “Blueberry Hill Room”. Members and guests saw Jim Hall receive Life Membership. Dancing, eating and drinking till 12:20am. This year we held a Trivia Night after an absence of a couple of years. Some great and strange prizes. Tom Healy asking the questions. Golf day was at the Woodville Golf Course with 45 to 50 members and guests. Hitting off at 7:00am. Smaller than usual numbers resulting in a quick day. Life member night had a small increase in numbers, with members and guests enjoying the food and drinks while awards were given out.

Kids Christmas Bowling night was a change from the usual, something different – it certainly was! The kids enjoyed having a bowl and then a present from Santa. COACHING PANEL REPORT
Mr. Lionel Brown As I reflect on the Coaching Panels activities throughout the past season, the following come to mind. The professional approach by the coaching team, attending night after night and maintaining an excellent delivery of information during the courses. The course candidates were well down on past years, but enthusiasm was of high level. The numbers of courses completed were three in total, at the Preliminary level, with a large percentage completing the Level 1 accreditation. Courses for Level 2 accreditation were conducted in February and October at the Penrith Junior League Centre. It was conducted by Barry Ruttle the State

Refereeing Manager which a number of Canterbury Referees attended and later moved on to that level. The Coaching Panel visited a small number of clubs, passing helpful information to our eager young players. This avenue of information was disappointing as most clubs did not take advantage of this service. The new candidates starting their refereeing careers this year enjoy yourselves and enjoy your refereeing. Thank you to my fellow members of the Coaching panel for your efforts again this year. Well done to the on field coaches who freely give their time and advice to the newer referees. Also, thank you to the executives for their support throughout the year. COACHING AND DEVELOPMENT REPORT

Tom Healy Season 2004 saw a merger of the previous roles of coaching and development officer and the training coordinator with a three man committee being formed consisting of Mario Cafarelli, Chris Bettiol and Richard Daizli. This would allow more focus towards the development of referees as well as coordinating training sessions to include both fitness and skills.

Training numbers were generally poor with a weekly average of only 13. Well done to those who attended regularly as they not only gained valuable fitness, but also received coaching tips which were conducted on a weekly basis. Apart from fitness, training nights are also useful to discuss with the coaches any problems you had on the weekend and how to rectify these problems. I don’t believe most active members took advantage of these opportunities. The coaching committee held a number of development programs during the year to help improve refereeing performances. These included: - Skills night at training: drills on 10 metres, play the balls, scrums and positioning. - Rules exam: results showed that we are not consulting our rule book on a regular basis and getting the rules correct are the basic fundamentals of refereeing. - Video sessions: decision making and signals - Fitness test: this included a 2km run, 70 metre sprints, agility run and situps. Results were good and showed that those who regularly attend training are those that showed improvements in their fitness. - Touch Judge coaching from Phil Cooley: corner post decision making and flag signals We would like to thank the following for their assistance throughout the year: Glenn Jeffcoate for organizing the training BBQ’s; Tom Healey and Phil Cooley for arranging the touch judge skills night; John McCormack for helping with drills during the year. All referees are encouraged to maintain their fitness during the off season and feel free to contact the coaching committee on any issues of your refereeing. APPOINTMENT BOARD REPORT

Season 2004 was at times rewarding and difficult for most active members; Those rewarded include Michael White and Chris Bettiol heading to Bathurst. Hilton Wood obtaining the Farrelly-Dick Trophy and Adam Gee who was awarded the Clubb -Johnson Trophy for refereing the A Grade Grand Final. Other referees who refereed or Touch Judged in Semis, Finals or Grand Finals can be proud of their efforts not only in these games but throughout the season. The efforts of some referees to fulfil appointments throughout the season was not up to scratch but maybe with a new system in place for season 2005 we will see a marked improvement in this area. To my fellow board members who stuck the season out through some difficult times thank you for a job well done. To the coaching panel and some senior 29
referees your efforts in helping the new members were well appreciated by the board. To the committee thank you for your help and understanding in what was a most difficult season for all. Hopefully 2005 will bring some changes for the better only time will tell and hopefully i will be there in some capacity. Members, it is my pleasure to submit, for your perusal and adoption, the Financial Statements of the Association for the year ended 30 September 2004. On review of the financial statements I would like to bring to your attention the following details for your information. •
On first review of the accounts it shows that the Association is in a strong financial position with cash amounts totalling $21,729.23. Some one off type transactions and positive timing differences has assisted the 2004 season financially.

In 2004 season we benefited from the significant on-field gear purchases of 2003 and hence those costs were considerably reduced.
•
The Golf Day account shows an income amount of $917.80. This occurred due to the booking of a $900 cheque in the 2003 season and the receipts of $1,215 from the day were booked to the 2004 accounts.

The Sponsorship account shows receipts of $7,400. This includes $900 received from the Leagues Club that relates to the 2003 season.

The Final Meeting night account shows a revenue item of $1,043. At the time of completion of the accounts we had not received the invoices from the Leagues Club. As we operate on a cash basis we do not book accruals for anticipated expenses.
•
The Ladies Night account shows an income amount of $560. This represents the cheques that were drawn to other Association’s Ladies Nights’ in 2003 that were not presented and hence have been reversed in 2004. The cheque is not presented if a member attends the Ladies Night.

At the time of writing we have no liabilities to external parties.
There are a number of people that assist in making the role of Treasurer that much easier week in and week out. Thanks to the various Committeemen who control our gear stocks and funds that are under their control. A special thanks to Glenn Jeffcoat who works very hard to ensure that the members enjoy the various social events, but does so with prudent cash management. I would also like to thank the other members of the Executive for their friendship and support throughout the season. It is a pleasure to work with these dedicated members. Finally, I would like to wish all members and their families a safe and rewarding 2005.

Adam GEE
(being presented by Colin Turnell) Adam had a year only most Referees would dream about and it happened at just 19 years of age. At the beginning of 2004, Adam decided to give away playing for his beloved East Hills club and take up Refereeing seriously, hence making him available for Sunday appointments. Adam was also lucky enough to be added to the Junior Development squad at the beginning of the season and from there he just shone and showed what a youngster could do. His high level of fitness and aerobic strength was one that couldn’t be matched and therefore he progressed from starting in Under 16’s to becoming a regular in C Grade. Not having a Level 2 certificate avoided him from an A Grade birth and when he did finally receive that converted Level 2 certificate he finally got his chance at the top grade. Adam didn’t let his opportunity slip as he quickly impressed many appointment board members and senior Referees. Adam’s first Grand Final as a centre man came as a 19 year old Refereeing the main game on Gala day. A feat that would not be matched for a long time , perhaps never. Congratulations Adam on fine achievement.

Hilton started the year off in fine fashion. In only 3 weeks into the competition earlier this season, Hilton had a taste of A Grade Football and showed that he is one of the Referees to make his mark in this district. Hilton started the year in the Under 18’s and quickly progressed to the top A Grade. Although, unfortunately for him, the regular A Grade Referees had established themselves in the top grade and even though Hilton continuously brought out excellent results in Refereeing wise, he just couldn’t find that regular spot. However, Hilton was a permanent fixture in the C Grade and no doubt did that Grade justice with his enthusiastic and dedicated Refereeing. Hopefully Hilton will get his chance at one day progressing further and represent the association at Junior Development games.

(being presented by Jack Harvey) It was fitting that Paul Archer won the Leo Randle trophy this year. Not just because he tremendously deserved the award with a great service record to the association, but because Paul was the last to receive an award that was named after his very good friend who passed away not long after receiving it. It was something I am sure Leo would have wanted and he was still alive to have acknowledged it. I am sure Paul had wanted to share this special moment with Leo as well. Paul record with the association is nothing less than remarkable. Not only has he serviced the association through office bearer positions as seen below, but his many behind the scenes work is endless, and this part usually goes without notice. Many would arguably say that Paul is the best President this association has had. Congratulations Paul on such a fine achievement.
