Premierul Cîțu, în intenția lui de a potoli manifestațiile de stradă care riscau să devină perene, a ieșit și a promis o primă etapă spre normalitate chiar din 1 iunie, Ziua Internațională a Copilului.

Desigur că el are pâinea și cuțitul, cum se spune, dar gurile rele spun că așa o grozăvie este puțin probabilă cu atât mai puțin cu cât, spunea Premierul, vaccinarea este soluția iar ținta ar fi vreo 8 milioane de oameni, dar, din care doar vreo 2 au fost vaccinate în primele 3 luni.

Alte personalități dau drept bună o relaxare care, de fapt ar fi prelungirea orarului de stat afară, de la ora 20 la ora 22.

Oricum o fi, cert este că veștile bune nu stau după vrerea Guvernului și, dacă nu le mai coafează pentru folos propriu așa cum au mai făcut, cazurile de infectare scad iar asta este bine pentru toată lumea.

Nu avem decât să așteptăm căci timpul le rezolvă pe toate!

➤ Ați fost numit `n funcția de președinte al Oficiului Național pentru Jocuri de Noroc `n plină criză epidemiologică provocată de noul coronavirus. Care sunt obiectivele dumneavoastră la data numirii?

Am acceptat numirea `n această funcție având convingerea că pot să contribui la consolidarea industriei de jocuri de noroc și, implicit, la creșterea veniturilor pe care această industrie le generează Bugetului de Stat, printr-un management eficient al Oficiului Național pentru Jocuri de Noroc.

Mă voi asigura că interacțiunea dintre autoritate și operatorii economici este fundamentată pe profesionalism, integritate și imparțialitate, dar și că activitatea operatorilor economici este desfășurată `n limitele impuse de lege și cu respectarea strictă a obligațiilor legale. ~ncă de la `nceputul numirii mele `n această funcție, am fost implicat `n demersurile de completare a cadrului legislativ din domeniu, respectiv proiectul de ordonanță care a fost publicat `n transparență decizională, completarea ordinului prin clarificarea Condițiilor minime tehnice de verificare utilizate de Biroul Român de Metrologie Legală și de organismele de evaluare a conformității și finalizarea ordinului reglementărilor sectoriale `n domeniul prevenirii și combaterii spălării banilor și finanțării terorismului. Desigur că, `n virtutea funcției pe care o ocup, mă voi implica `n tot ce presupune astfel `ncât să fie optimizat și modernizat cadrul legal din domeniu.

Opinez că trebuie să continuăm consultările cu asociațiile profesionale din domeniu pentru a clarifica toate prevederile, astfel `ncât să evităm crearea unor situații interpretabile.

Sigur că, `n contextul epidemiologic actual, am fost puși `n postura de a ne revizui prioritățile și obiectivele de management. Cu toții respectăm măsurile impuse pe perioada stării de alertă pentru a limita numărul infectărilor cu aceste virus, fiindu-ne limitate anumite activități, `nsă, imediat ce situația sanitară o va permite, avem convingerea că obiectivele noastre se vor concretiza și vom intra `n normalitate.

Of course, by virtue of the position I hold, I will be involved in all that it entails so as to optimise and modernise the legal framework in the field.

I am of the opinion that we must continue the consultations with the professional associations in the field in order to clarify all the provisions, so as to avoid the creation of interpretable situations.

Of course, in the current epidemiological context, we have been put in the position of reviewing our management priorities and objectives. We all respect the measures imposed during the alert state to limit the number of infections with these viruses, being limited to certain activities, but as soon as the health situation allows, we are convinced that our goals

Astfel, `n urma discuțiilor avu­ te cu reprezentanții Guvernului României pe tema problemelor financiare cu care se confruntă sectorul jocurilor de noroc tra­ diționale, au fost adoptate `n regim de urgență măsuri care să ajute societățile să traverseze această perioadă, fapt care reprezintă un prim obiectiv `ndeplinit pentru actuala conducere a ONJN. Prin aceste rezultate ne-a fost confirmat faptul că eforturile noastre sunt concentrate `n direcția corectă. ➤ Au fost discutate măsurile de sprijin cu asociațiile profesionale?

Thus, following the discussions with the representatives of the Romanian Government on the financial problems faced by the traditional gambling sector, measures were adopted as a matter of urgency to help companies to cross this period, which is a first objective achieved for the current leadership of ONJN. Through these results we have been confirmed that our efforts are focused in the right direction. ➤ Were support measures discussed with professional associations?

A clear picture of the impact of the measures to suspend the activity of traditional gambling organisers could only be made available to us through good communication with professional associations in the affected fields. To the same extent, professional associations have supported us in identifying the potential economic and fiscal solutions that are needed to save

Este o perioadă foarte grea pe care trebuie să o traversăm cu toții, individual și colectiv. ~ntreaga societate depune eforturi și trebuie să `nțelegem necesitatea respectării măsurilor impuse `n această perioadă pentru a limita numărul `mbolnăvirilor, protejându-ne atât pe noi, cât și pe cei din jurul nostru. Toate domeniile de activitate au fost puse la `ncercare de această pandemie de COVID-19, `n mod special cele a căror activitate a fost suspendată pe termen lung, `nsă sunt căutate cele mai bune soluții pentru a diminua posibilele efecte negative, bine`nțeles continuând efortul colectiv de protecție sanitară a populației.

Am convingerea că industria de jocuri de noroc este o industrie matură, cu capacități creative deosebite și un `nalt grad de reziliență, care reprezintă atuuri incontestabile pentru a traversa cu succes această perioadă. ➤ ~n continuare pe durata stării de alertă, activitatea Oficiului Național pentru Jocuri de Noroc se va desfășura `n parametrii normali?

Deși am luat măsuri pentru protejarea tuturor persoanelor implicate `n domeniul jocurilor de noroc, respectiv angajați ai Oficiului Național pentru Jocuri de Noroc, operatori și jucători, facem eforturi pentru a continua să desfășurăm activitatea și a nu `mpiedica activitățile `n zonele care nu sunt afectate `n mod direct de măsurile restrictive. ~n toate acele cazuri `n care activitatea se poate desfășura de acasă, am `ncurajat angajații să nu se prezinte la sediul Oficiului Național pentru Jocuri de Noroc și să `și `ndeplinească

Although we have taken measures to protect all persons involved in the field of gambling, namely employees of the National Office of Gambling, operators and players, we make efforts to continue to carry out the activity and not to hinder activities in areas that are not affected directly by restrictive measures.

We have not neglected any aspect of this field and we carefully follow the activity of online gambling organisers, this being allowed without restrictions during the alert state. We want to make sure that all economic operators in the field, regardless of how they operate, strictly comply with the legislative framework.

We also call on all organisers to promote and carry out these activities in accordance with the principles of social responsibility and protection of vulnerable players, especially during this period, when, as a result of social isolation measures, the risk of gambling addiction can increase.

Dorim să ne asigurăm de faptul că toți operatorii economici din domeniu, indiferent de modalitatea de funcționare, respectă cu strictețe cadrul legislativ.

De asemenea, facem apel către toți organizatorii ca promovarea și desfășurarea acestor activități să fie realizate conform principiilor de responsabilitate socială și de protecție a jucătorilor vulnerabili, `ndeosebi `n această perioadă, `n care, urmare a măsurilor de izolare socială, riscul dependenței de jocuri de noroc poate crește. ➤ Sunt așteptate alte modificări legislative `n următoarea perioadă?

Din păcate pentru ambele părți, și aici mă refer atât la sectorul privat cât și la Oficiului Național pentru Jocuri de Noroc, în ultimul an am trecut printr-o perioadă foarte grea, de la pandemia care ne-a dat tuturor viața peste cap, la “viteza de melc” cu care au fost tratate problemele industriei.

Față de conducerea nouă, în câteva cuvinte, aș spune că sunt oameni familiari cu industria, ceea ce face ca timpul de acomodare în instituție să fie mai mic, acest lucru este un avantaj pentru ambele părți.

Eu, personal, cât și întreaga industrie avem aș­ teptări mari, deoarece sunt foarte multe lucuri de îndreptat care trebuiau rezolvate de mult și care pun industria și ONJN-ul în impas.

➤ How do you comment on the new changes in the management of the National Gambling Office?

Unfortunately for both parties, and here I am referring to both the private sector and the National Gambling Office, in the last year we have gone through a very difficult period, from the pandemic that turned us all upside down, to the “speed of the snail” with which the problems of the industry were treated.

Compared to the new leadership, in a few words, I would say that they are people familiar with the industry, which makes the time of accommodation in the institution shorter, this is an advantage for both parties.

Acest dialog este nece­ sar deoarece fără o consultare constantă, pentru a se prezenta și discuta situația de fapt, se pot lua decizii care fac mai mult rău decât bine.

Un alt lucru pe care noi, industria, ni-l dorim, este implicarea activă a Oficiului în situațiile în care apar inițiative legislative. Aceste inițiative, nedezbătute, pot face mult rău, chiar pot duce la închiderea industriei și la pierderea locurilor de muncă; în industrie activează în jur de 45.000 de angajați.

Concret, ce trebuie dezbătut cu maximă seriozitate ar fi: Proiectul de ordo­ nan­ță de urgență ca­re este în dezbatere pe site-ul Oficiului Națio­ nal pentru Jocuri de Noroc și care ar trebui să clarifice situația operatorilor care trec prin situații nedrepte, de exemplu sunt puși să plătească în

Suntem încrezători că prin mesajul de deschidere la dialog pe care noua conducere îl transmite, vom găsi, împreună, cele mai bune soluții pentru toată lumea.

Another very sensitive bill, and here may involve the closure of the industry and the loss of the 45,000 jobs I was referring to, is that of distance from educational institutions, an initiative that must be debated with the industry that has strong arguments to demonstrate that such regulation has only negative aspects and has a devastating impact on industry and the state budget.

Vrem să sprijinim și să găsim, prin dialog di­rect și onest, soluții de corecta­re a unora din vechile prac­tici pe care noi le consi­derăm de­pășite și câteo­dată inter­pre­ta­bile sau care chiar au dus la discuții nesă­nă­toa­se, referitor la decizii care s-au luat și să spri­ji­nim crearea unor proce­duri de lucru total transparente.

Suntem deschiși la dialog tocmai pentru a putea duce lucrurile către eficiență maximă, cum este normal.

Nu avem nimic de ascuns, suntem profesioniști, suntem o industrie cu grad de colectare a taxelor de peste 99% și vrem ca tot ce se întâmplă în jurul nostru să fie transparent și corect.

Aș mai spune și cu alte cuvinte, ca să nu se interpreteze, ne dorim schimbări inclusiv dacă ele există și în zona privată, tocmai pentru a face lucrurile cât mai transparent posibil și pentru a elimina orice dubiu sau situație nedorită. ➤ Ce alte proiecte aveți în desfășurare?

Industria jocurilor de noroc a dat dovadă de implicare maximă în viața socială de-a lungul timpului și mai ales pe perioada pandemiei, când au fost donate sume impresionante care au ajutat la realizarea mai multor proiecte medicale, achiziții de echipament și medicamente, etc…, pe scurt, am fost acolo unde a fost nevoie.

Proiectul “pro vaccinare” este un proiect care are la bază un studiu realizat în industrie, pe un eșantion reprezentativ de 4.000 de angajați ai industriei.

Unele din concluziile aces­ tui studiu ne spun că informa­ țiile referitoare la vaccinare, virus și tot ce înseamnă pandemia, ajung distorsionat sau mult prea puțin la ei, acest lucru ducând la situația în care o mare parte din oameni nu știu ce să facă.

Al doilea lucru foarte important de spus este acela că, în urma studiului, numai un procent de 45% vor să se vaccineze, restul de 33% sunt reticenți iar 22% sunt nehotărâți.

Eu cred că acest studiu are cumva relevanță la nivel de țară, deoarece eșantionul este de 4.000 de oameni, des­ tul de reprezentativ, și în industria jocurilor de noroc își desfășoară activitatea oameni din toate nivelurile de pregătire profesională, lucru care este comparabil și cu celelalte industrii.

Of course, in addition to those listed, we want certain things to change.

We want to support and find, through direct and honest dialogue, solutions to correct some of the old practices that we consider outdated and sometimes interpretable or that have even led to unhealthy discussions, regarding the decisions that have been taken and to support creating totally transparent working procedures.

We are open to dialogue precisely in order to be able to lead things to maximum efficiency, as is normal.

We have nothing to hide, we are professionals, we are an industry with a tax collection rate of over 99% and we want everything that happens around us to be transparent and fair.

I would also say in other words, not to be interpreted, we want changes, even if they exist in the private area, just to make things as transparent as possible and to eliminate any doubt or unwanted situation. ➤ What other projects do you have underway?

In addition to the projects carried out by the “Responsible Gaming” association, at the moment, in the area of so​​ cial responsibility, we are car-

rying out a “pro vaccination” campaign supported 100% by the industry funds.

The gambling industry has shown maximum involvement in social life over time and especially during the pandemic, when impressive sums were donated that helped to carry out several medical projects, purchases of equipment and medicines, etc.…, in short, I was where it was needed.

The “pro vaccination” project is a project based on a study conducted in the industry, on a representative sample of 4,000 employees of the industry.

Some of the findings of this study tell us that information about vaccination, the virus and all that the pandemic means, gets distorted or far too little, leading to a situation where a large part of people do not know what to do.

we find that a large part of the population does not want to get vaccinated simply because they are not informed enough to form an opinion on this, which would be disastrous for the whole economy and would prolong the pandemic a lot.

That is why this information campaign aims to encourage employees in the industry and the general population, through the power of example and correct and effective information in the idea of​​ returning to life without restrictions before the pandemic.

I would like to emphasise the following very important aspect, namely that we are here to do our duty and we demand that the Authorities do their duty, and I appeal to all those who have something to say, added, complained, notified, etc.… to do it directly. We are open to any form of dialogue.

In order to be able to analyse and find the best solutions for the possible situations described above, we must have a direct, constant and honest dialogue with all those involved in the field.

Aș vrea să subliniez urmă­ torul aspect foarte important și anume că suntem aici ca să ne facem datoria și avem pretenția ca și Autoritățile să-și facă datoria, și fac apel către toți cei care au ceva de spus, adăugat, reclamat, sesizat, etc… să o facă în mod direct. Suntem deschiși oricărei forme de dialog.

Sunt doar câteva dintre cuvintele care în ultimul an au dat peste cap viața celor 45.000 de angajați din industria jocurilor de noroc. În toată incertitudinea, există însă o luminiță la capătul tunelui: vaccinarea.

Toate calculele tehnice arată că vaccinarea celor 45.000 de angajați din industrie nu este suficientă pentru atingerea pragului de imunizare de 70 la sută din populația României. În schimb, fiecare om în parte devine un ambasador al vaccinării, iar legătura și încrederea dintre angajați și clienți nu poate fi negată, indiferent că vorbim de o sală de pariuri sportive sau una cu slotmachines. Iar de la angajatul vaccinat, care își povestește experiența sa clienților, familiei, prietenilor, pornește o adevarată mobilizare, în care miturile și fake news-ul sunt spulberate. ”Principalul obiectiv al acestui demers este să vorbim cu colegii noștri. Să le explicăm de ce este important să se vaccineze, să le oferim suportul și informațiile de care au nevoie atunci când sunt indeciși pentru a lua mai apoi decizia corectă atât pentru ei, cât și pentru familiile lor și, implicit, pentru noi toți. Suntem un reper pentru ei, iar noi, la rândul nostru, suntem partenerii autorităților și ne dorim să contribuim la această campanie de vaccinare, să oferim un mediu sigur pentru angajați și pentru clienți.

Suntem conștienți că singura soluție fezabilă pentru a ne relua activitatea și a asigura continuitate este vaccinarea. Este, deci, obiectivul asociațiilor din industrie să devină un exemplu de bune practici, atât pentru angajatorii din acest sector, cât și pentru întreg mediul economic”, a declarat Liviu Popovici, președintele Romanian Bookmakers.

Știm și toți trebuie să spunem mai departe că vaccinul e soluția și la interdicțiile cu care ne confruntăm acum, la șomaj tehnic, reducerea veniturilor, imposibilitatea de a călători, schimbarea condițiilor de lucru și imposibilitatea de a lucra full time”, conchide Sorin Georgescu, președintele Romslot.

Opened. These are just a few of the words that have ruined the lives of 45,000 employees in the gambling industry in the past year. Simultaneously, regardless of location, marketing campaigns, or turnover, the entire industry has given up any plan – in a context where no one knows what tomorrow has in store for us. However, in all the uncertain-

ty, there is a light at the end of the thunder: vaccination.

All technical calculations show that vaccinating the 45,000 employees in the industry is not enough to reach the immunization threshold of 70 % of Romania’s population. Instead, everyone becomes an ambassador for vaccination. The connection and trust between employees and customers cannot be denied, whether we are talking about a sports betting room or one with slot machines.

The vaccinated employee, who tells his experience to his clients, family, friends, starts a real mobilization, in which myths and fake news are shattered.

“The main objective of this is to talk to our colleagues. Let us explain why it is essential to vaccinate, give them the support and information they need when they are undecided, make the right decision for themselves and

their families, and, by implication, for all of us. We are a landmark for them, and we, in turn, are the partners of the authorities. The objective of industry associations to become an example of good practice, both for employers in this sector and the entire economic environment” said Liviu Popovici, President of Romanian Bookmakers.

One reality

45% of the “population” of the Romanian gambling industry is already convinced that vaccination is a good thing, which provides certainty to every person. Still, at the same time, it also means a guarantee for the health of those around them. However, discussions with employees should not be postponed.

“We have all been subject to new challenges. At one point, at least half of our employees have questioned a change in their professional prospects, especially since temporary unemployment is today’s reality. Simultaneously, even we - as an industry, together with the authorities, can contribute to the transmission of clear and simple information such as free vaccinations and the amplitude of clinical trials done on these vaccines. The more we vaccinate, the closer we are to normality, to the reopening of the economy,” says Dan Ghită, President of Rombet.

Customer role After the entire industry has taken all necessary steps to keep employees close, you become a crucial element in the pandemic’s resilience process. “Every employee can tell how the pandemic felt on their skin, how hard it was to readjust their expenses. They are real stories, where everyone finds themselves, including customers.

We know, and we all have to say further that the vaccine is the solution to the prohibitions we are now facing, to temporary unemployment, income reduction, inability to travel, changing working conditions and the impossibility of working full time,” concludes Sorin Georgescu, President of Romslot.

După cum se știe, Game World are o experiență de peste 21 de ani pe piața din România. Aceasta continuitate nu ar fi fost posibilă fără câteva elemente esențiale printre care o viziune clară, o bună cunoaștere a pieței și tendințelor și alegerea celor mai oportune strategii de business. In this sense, my role as Strategy Director is to propose the most effective course of action for the development of the company according to the current market situation and the forecasts for the next period.

Of course. Our business as gambling organisers is organised like any other business, regardless of the field. All companies need to establish their development strategy and the way they do it depends on the organisational structure and the way the decisions are made.

De mai mult de un an de zile ne adaptăm permanent la situații pe care nu le-am mai întâlnit anterior, fără să ne putem baza pe niște predicții suficient de robuste. ➤ What can you rely on to outline a strategy in times of crisis and uncertainty like the present? How many times have you changed your strategy in the last year due to the indecision of the authorities?

In crisis situations I could say that uncertainty is the only certainty. The situation is changing rapidly, sometimes even overnight, the decisions of the authorities are unpredictable and we have to face all the challenges.

The health crisis triggered by the COVID-19 pandemic is probably the most difficult period I have encountered in my career. For more than a year now, we have been constantly adapting to situations we have never encountered before, without being able to rely on sufficiently robust predictions.

In these conditions, our strategy, at Game World, is to ensure business continuity by putting the

safety of our customers and employees first. Once we have decided this course of action, all tactical decisions are in line with the established strategic direction. ➤ Is the implementation of the crisis strategy very different from normal times? What is it based on?

Of course it’s different. Normal periods are characterised by more stability and slightly better predictability. As a result, a closer analysis of the market and the external environment is possible. In crisis situations, the biggest challenge is the speed of reaction in making and enforcing certain decisions. You all noticed, we have to close and reopen the game rooms, their restrictions or relaxation happen overnight, and the conditions in which we have been operating lately have diffe-

Cum te ajută faptul că ești și directorul celei mai mari săli de jocuri din România?

Pentru mine este o mare mândrie și un avantaj important faptul că pe lângă poziția de director de strategie la Game World România, sunt și directorul sălii de jocuri Game World București Mall Vitan. Se știe că sala noastră este cea mai mare din România și una dintre sălile cu cea mai îndelungată activitate neîntreruptă, funcționând din septembrie 1999. Ca urmare este locul perfect pentru mine să interacționez cu clienții și să înțeleg așteptările și problemele lor. În același timp am posibilitatea să urmăresc tendințele pieței, sunt în legatură cu principalii furnizori de echipamente de joc și acord o importanță specială necesităților de formare și de training ale membrilor echipei Game World. După cum spuneam sunt foarte mândru că eforturile noastre sunt apreciate și menționez aici și premiul pentru “Cea mai bună sală de jocuri” pe care l-am primit 7 ani consecutiv, începând din 2014. For me, it is a great pride and an important advantage that in

addition to the position of strategy director at Game World Romania, I am also the director of the Game World Bucharest Mall Vitan. It is known that our room is the largest in Romania and one of the rooms with the longest uninterrupted activity, operating since September 1999. As a result, it is the perfect place for me to interact with customers and understand their expectations and problems. At the same time I have the opportunity to follow market trends, I am in touch with the main suppliers of gaming equipment and I attach special importance to the training needs of Game World team members. As I said, I am very proud that our efforts are appreciated and I mention here the award for “Best Games Room” that I received 7 years in a row, starting in 2014. The fact that I received this award in 2020 is a confirmation that we have managed to successfully adapt to the difficult situation generated by the coronavirus pandemic. ➤ How do you see the traditional gambling industry next year? But in 5 years?

I am confident that in the future land-based operators will recover the significant declines recorded since March 2020 and that we will emerge from this crisis stronger and better adapted to the new reality. ~n condițiile `n care situația economică a României pare a fi `ncă departe de a se stabiliza, iar odată cu intrarea `n al treilea val al epidemiei cu virusul SARSCoV2, noi restricții au fost impuse agenților economici, Guvernul României a aprobat noi măsuri fiscale și financiare, menite să sprijine mediul de afaceri,. ~n Monitorul Oficial nr. 315 din data de 29 martie 2021 s-a publicat Ordonanță de Urgență a Guvernului nr. 19/2021 privind unele măsuri fiscale, precum și pentru modificarea și completarea unor acte normative `n domeniul fiscal. ~n cele ce urmează prezentăm o sinteză a celor mai importante reglementări cuprinse `n această ordonanță de urgență, cu impact indirect și `n domeniul jocurilor de noroc: n Se prelungește perioada `n care se poate solicita restructurarea obligațiilor bugetare `n temeiul OG 6/2019 - notificarea privind intenția de restructurare se poate depune până la 30 septembrie 2021; solicitarea de restructurare se poate depune până la 31 ianuarie 2022. ~n situația `n care notificarea privind intenția de restructurare a fost depusă anterior intrării `n vigoare a OUG nr. 19/2021 și nu se depune solicitarea de restructurare până la data de 30 iunie 2021, `ncepe sau continuă, după caz, executarea silită. Depunerea unei noi notificări până la data de 30 iunie 2021 sau după expirarea acestui termen nu mai produce efecte. ~n situația `n care solicitarea de restructurare este depusă după `nceperea executării silite, aceasta se suspendă de la data depunerii solicitării de restructurare. ~n situația `n care notificarea privind intenția de restructurare este depusă după data intrării `n vigoare a OUG nr. 19/2021, `nsă nu se depune solicitarea de restructurare `n termen de 6 luni de la data depunerii notificării, `ncepe sau continuă, după caz, executarea silită. ~n situația `n care termenul de 6 luni se `mplinește după data de 31 ianuarie 2022, solicitarea de restructurare trebuie depusă până la această da-

19/2021 regarding some fiscal measures, as well as for the mo-

dification and completion of some normative acts in the fiscal field.

In the following we present a summary of the most important regulations contained in this emergency ordinance, with indirect impact in the field of gambling: The period in which the restructuring of budgetary obligations can be requested under Government Ordinance 6/2019 is extended - the notification regarding the restructuring intention can be submitted until September 30, 2021; the restructuring application can be submitted until January 31, 2022. n If the notification regarding the restructuring intention was submitted prior to the entry into force of GEO no. 19/2021 and the restructuring request is not submitted until June 30, 2021, the forced execution begins or continues, as the case may be.

The submission of a new notification by June 30, 2021 or after the expiration of this term shall cease to have effect. If the restructuring application is submitted after the start of enforcement, it shall be suspended from the date of submission of the restructuring application.

If the notification regarding the restructuring intention is submitted after the date of entry into force of GEO no. 19/2021, but the restructuring request is not submitted within 6 months from the date of submission of the notification, the forced execution begins or continues, as the case may be.

If the 6-month period expires after January 31, 2022, the restructuring application must be submitted by this date. Submitting a new notification within 6 months or after the expiration of this period will not take effect. If the restructuring application is submitted after the start of enforcement, it shall be suspended from the date of submission of the restructuring application.

It is extended until January 31, 2022 the applicability of some provisions of GEO no. 48/2020, respectively: (i) the provisions regarding the refund of VAT with the

Din nefericire, așteptările organizatorilor de jocuri de noroc tradiționale, `n mod special ale organizatorilor de jocuri de noroc caracteristice cazinourilor și a jocurilor de tip slot- machines, care au obligații de plată a taxelor de autorizare trimestrial, `n avans sunt `ncă `n analiza Guvernului României, nefiind `ncă aprobate.

Un prim pas semnificativ a fost `nsă făcut, pe pagina de internet a Oficiului Național pentru Jocuri de Noroc fiind pus `n dezbatere publică proiectul de ordonanță de urgență care include prevederile `ndelung așteptate.

Chiar dacă prevederile nu vor produce efecte decât pentru viitor, recunoașterea dificultăților economice cu care se confruntă acest domeniu economic și oferirea unor soluții, care să sprijine ieșirea operatorilor din situația financiară dificilă cu care se confruntă ca urmare a restricționării activității și lipsirii totale sau parțiale de venituri reprezintă un exercițiu fundamental pentru `ntoarcerea la normalitate.

Chiar dacă, `n conformitate cu dispozițiile Ordonanței de Urgență a Guvernului nr. 106/2020, pe durata perioadelor `n care activitatea a fost restricționată, `n condițiile și `n temeiul Hotărârilor de Guvern privind instituirea și prelungirea stării de alertă, organizatorii de jocuri de noroc la distanță nu datorează taxe de autorizare, taxele datorate `n avans `n această perioadă devin scadente și creează obligații `n sarcina organizatorilor de jocuri de noroc.

Cu alte cuvinte, chiar dacă activitatea este restricționată quasi-total, iar `n această perioadă organizatorii nu obțin venituri și nu datorează taxe de autorizare, `n temeiul legislației `n vigoare, aceștia au totuși obligația de a achita `n avans taxele datorate pentru trimestrul următor, fără a cunoaște dacă activitatea va putea fi efectiv desfășurată sau nu.

O astfel de situație creează dezechilibre financiare majore și

crește riscul ca societățile să intre `n incapacitate de plată, cu atât mai mult cu cât restricțiile sunt aplicate de mai mult de un an, iar companiile sunt `ncă lipsite de venituri.

Sperăm `n continuare că actul normativ va fi `n cele din urmă adoptat, `nainte ca efectele sale, atât de mult așteptate, să fie tardive.

In other words, even if the activity is almost totally restricted and during this period the organisers do not obtain income and do not owe authorisation fees, under the legislation in force, they are still obliged to pay in advance the fees due for the next quarter, without to know if the activity will be able to be carried out effectively or not.

Such a situation creates major financial imbalances and increases the risk of companies becoming insolvent, all the more so as restrictions have been in place for more than a year and companies are still without income.

We still hope that the normative act will finally be adopted, before its long-awaited effects are belated.

upă un an de la instituirea stării de urgență pe fondul pandemiei de COVID-19, care a determinat restricționarea unei părți semnificative a activităților cotidiene, cele mai puternice asociații care reprezintă industria jocurilor de noroc din România – Romanian Bookmakers, Rombet și Romslot, alături de IRES, au realizat un sondaj de opinie în rândul celor 45.000 de angajați din acest sector. Demersul unic al industriei a urmărit evaluarea gradului de informare și a atitudinilor angajaților din industrie cu privire la campania de vaccinare anti-COVID-19, disponibilitatea acestora de a se vaccina, precum și determinarea modului în care pandemia le-a afectat acestora viața profesională și personală. În condițiile în care industria a fost închisă de trei ori, iar șomajul tehnic s-a transformat dintr-un termen necunoscut într-o experiență dureroasă, trăită pe propria piele, peste 6 din 10 angajați din această industrie s-ar vaccina împotriva COVID-19 dacă angajatorul ar recomanda vaccinarea. Datele arată că, în rândul angajaților din industria jocurilor de noroc, există o nevoie reală de informare cu privire la vaccinurile anti-COVID-19.

Sondajul realizat de IRES arată că, în general, atitudinea față de vaccinare este una pozitivă. 54 la sută din angajații din industria jocurilor de noroc au o opinie favorabilă despre vaccinurile generale, 15 la sută rămân reticenți cu privire la acestea, iar 1 din 3 nu are nici opinii pro, nici opinii contra vaccinurilor. 96 la sută dintre participanții la studiu s-au vaccinat cel puțin o dată, din care 71% numai cu vaccinurile obligatorii.

Rezultatele studiului plătit de Romanian Bookmakers, Rombet și Romslot arată că interdicțiile de pe durata pandemiei au afectat major angajații din industria jocurilor de noroc, 8 din 10 angajați spunând că au fost afectați în ultimul an. 91% dintre cei care s-au declarat afectați au spus că au fost în șomaj tehnic, iar 87% au declarat că le-au fost reduse veniturile. Imposibilitatea de a călători, schimbarea condițiilor de lucru și imposibilitatea de a lucra full time sunt alte motive invocate de angajați ca factori de stres.

Intenția de vaccinare Intenția de vaccinare în contextul disponibilității vaccinului împotriva COVID-19 se regăsește la 45 la sută din angajații din industria jocurilor de noroc, în timp ce 33 la sută sunt reticenți la vaccinare, iar 22 la sută nu s-au hotărât până la momentul desfășurării sondajului. Tinerii și cei fără educație superioară sunt mai reticenți la vaccinare decât cei peste 40 de ani sau cu educație superioară.

Rolul angajatorului Cei care nu au intenția de a se vaccina ar putea fi convinși în cea mai ridicată proporție, prin exemplul propriu, de către membri ai familiei, angajatori și colegi. De altfel, 62 la sută din angajații din industria jocurilor de noroc s-ar vaccina dacă angajatorul ar recomanda vaccinarea pentru a face industria mai sigură. Aproape două treimi din angajații din agențiile de pariuri sportive și sălile de slot machines ar fi dispuși să primească mai multe informații despre vaccinarea împotriva COVID-19 de la angajatori! „Studiul relevă că angajatorii sunt considerați o sursă de informare și un vector de influență pentru angajați.

Informațiile oferite de angajatori, exemplul propriu oferit de colegi și angajatori pot influența percepția, atitudinea și comportamentul angajaților, astfel încât opțiunea de vaccinare să fie o decizie adecvată și informată”, spune Dan Jurcan, director al Departamentului Cercetare al IRES. year after the establishment of a state of emergency against the background of the COVID-19 pandemic, which led to the restriction of a significant part of daily activities, the most potent associations representing the Romanian Gambling Industry – Romanian Bookmakers, Rombet, and Romslot, together with IRES, conducted an opinion poll among the 45,000 employees in the sector. The industry’s single approach was to assess industry employees’ awareness and attitudes regarding the ANTI-COVID-19 vaccination campaign, their willingness to vaccinate, and the determination of how the pandemic affected their working and personal lives.

With the industry closed three times and technological unemployment turned from an unknown term into a painful, self-experienced experience, more than 6 out of 10 employees in this industry would vaccinate against COVID-19 if the employer re-

commended vaccination. The data show that there is a real need for information on COVID-19 vaccines among employees in the gambling industry. The primary information of interest to this population category is related to how vaccines have been tested (clinical studies), the degree of incidence and severity of adverse effects, their effectiveness, the duration of immunization.

The IRES survey shows that, in general, the attitude towards vaccination is positive. 54% of the gambling industry employees have a favorable opinion about available vaccines, 15% remain skeptical about them, and 1 in 3 have neither pro nor anti-vaccine opinions. 96% of study participants were vaccinated at least once, 71% were with compulsory vaccines alone.

The study’s results paid for by Romanian Bookmakers, Rombet, and Romslot show that the bans during the pandemic majorly affected employees in the gambling industry, with 8 out of 10 employees saying they were affected in the past year. 91% said they were affected, said they we-

re technically unemployed, and 87% said their incomes had been reduced. Failure to travel, changing working conditions, and inability to work full time are other reasons cited by employees as stressors.

Intention to vaccinate The intention to vaccinate in the context of the availability of the vaccine against COVID-19 is found in 45% of employees in the gambling industry, while 33% are reluctant to vaccinate, and 22% had not decided by the time of the survey. Young people and those without higher education are more reluctant to vaccinate than those over 40 or with higher education.

The employer’s role By their own example, those who do not intend to be vaccinated could be persuaded in the highest proportion by family members, employers, and colleagues. In fact, 62% of the gambling industry employees wo-

uld be immunized if the employer recommended vaccination to make the industry safer. Nearly two-thirds of employees in sports betting agencies and slot machines would be willing to receive more information about vaccination against COVID-19 from employers!

“The study reveals that employers are considered sources of information and a vector of influence for employees. The information provided by employers, their own example supplied by colleagues and employers can influence the perception, attitude, and behavior of employees so that the vaccination option is an appropriate and informed decision,” says Dan Jurcan, director of IRES Research.

CI, adresă CI, adresa de corespondență, telefonul de contact și e-mail, respectiv nume și date privind starea de sănătate, transmise altor persoane fizice decât destinatarii, la adresa de e-mal sau adresa poștală. ~n urma investigației, autoritatea de supraveghere a constatat că operatorul nu a implementat măsuri tehnice și organizatorice adecvate pentru a asigura faptul că orice persoană fizică care acționează sub autoritatea operatorului și care are acces la date cu caracter personal nu le prelucrează decât la cererea operatorului, fapt ce a condus la divulgarea neautorizată și accesul neautorizat la datele cu caracter personal transmise altor persoane fizice decât destinatarii, la adresa de e-mail sau adresa poștală. ➤ La 30.03.2021, operatorul TELEKOM ROMÂNIA MOBILE COMMUNICATIONS S.A. a fost sancționat contravențional: n cu amendă `n cuantum de 48.748,00 lei (echivalentul a 10.000 EURO), pentru `ncălcarea art. 32 alin.

(1) și alin. (2) din Regulamentul General privind Protecția Datelor; n cu amendă `n cuantum de 15.000 lei, pentru săvârșirea contravenției prevăzută de art. 13 alin.

Totul a `nceput de la un colind. Mereu cântam la serbări și `nvățătoarea mea, doamna Rodica Nicula m-a `ncurajat de fiecare dată. Când am mai crescut eram nelipsit de la colindatul vecinilor și-mi spuneau că nu există Crăciun fără să `i `ncânt cu vocea mea. Așa, nașa mea, a insistat să fiu ascultat de un profesionist – doamna Cristina Măgureanu, care mi-a dat imboldul de care aveam nevoie ca să aleg muzica. Am `nceput ca bariton și chiar și la Conservator am cântat mult timp deși maestrul meu, domnul Ionel Voineag `mi spunea că vocea mea este specială, de tenor. ~nsă eu m-am hotărât să aleg acest drum după o operație de apendicită, când la televizor se anunțase trecerea `n neființă a marelui Luciano Pavarotti. Miam spus că este o pierdere imensă și de ne`nlocuit, așa că m-am ambiționat să studiez, chiar `n ultimul an de licență am făcut tre-

Și orice altceva aș fi ales să fac, tot aș fi găsit drumul către lumea artei. ~mi place fotbalul foarte mult și am jucat o perioadă, ba chiar am avut șansa să fac performanță, dar nu am fost atât de convins de acest drum. ~nainte de a face canto clasic, am fost `ntr-o clasă specială pentru elevi dotați unde am studiat matematică-informatică. ➤ Lumea te compară cu Pavarotti. Este un avantaj sau un dezavantaj?

Pavarotti a fost cel mai carismatic tenor care a existat vreodată, mă onorează această asociere. El a adus opera `n atenția tuturor. Deși sunt comparat cu

It all started with a carol. I always sang at celebrations and my teacher, Mrs. Rodica Nicula, encouraged me every time.

When I was growing up, I was not absent from the carol of my neighbors and they told me that there is no Christmas without delighting them with my voice. So, my godmother insisted that I be listened to by a professional Mrs. Cristina Măgureanu, who gave me the impetus I needed to choose music. I started as a baritone and even at the Conservatory I sang for a long time, although my master, Mr. Ionel Voineag, told me that my voice is special, like a tenor. But I decided to choose this path after an appendicitis operation, when the great Luciano Pavarotti passed away on TV. I thought it was a huge and irreplaceable loss, so I aspired to study, even in the last year of my degree I

made the transition from baritone voice to tenor voice. It was a difficult year, but I also had incredible support from teachers. ➤ If you weren’t a singer, what would you have liked to do?

To be honest, music defines me. And whatever else I chose to do, I would still find my way to the art world. I like football very much and I played for a while, I even had the chance to perform, but I wasn’t so convinced by this path. Before doing classical singing, I was in a special class for gifted students where I studied mathematics and computer science. ➤ People compare you to Pavarotti. Is it an advantage or a disadvantage?

Pavarotti was the most charismatic tenor that ever existed, I am honored by this association. He brought the work to everyone’s attention. Although I am com-

Nu consider că este un dezavantaj. Mă bucur că oamenii mă consideră un om solar exact cum era Pavarotti și din punctul meu de vedere eu cred că este un lucru benefic pentru imaginea mea. Toți `l știu pe Luciano Pavarotti, deci să dea Dumnezeu să ajung și eu la fel de cunoscut și de iubit. ➤ Care este aria/opera favorită?

Aceasta este o `ntrebare dificilă, este ca și cum ai `ntreba un părinte pe care copil `l iubește mai mult. Fie că vorbim de un rol, o arie sau o operă favorită, alegerea nu este una simplă. ~ți pot spune ce arii mi se cer cel mai des de către public – E lucevan le stelle din opera Tosca de G.Puccini și Nessun Dorma din opera Turandot de G. Puccini.

Dar să știi că opera Tosca mă satisface mai mult sufletește pentru că succesul pe care `l am atunci când o cânt este tot ceea ce `și dorește un artist.

Sunt `ndrăgostit de ariile lui Ciprian Porumbescu din opereta Lăsați-mă să cânt! de Gherase Dendrino. ➤ Poți să ne spui care este momentul cel mai fericit pe care l-ai trăit pe scenă? Dar `n viața de zi cu zi?

Fiecare moment pe scenă este cel mai fericit pentru mine. Fie că a fost vorba de omagierea lui Luciano Pavarotti unde m-au aplaudat peste 20.000 de oameni la Arena di Verona, fie că a fost vorba de Sala Palatului unde m-au ovaționat peste 4000 de oameni sau Opera Națională, fiecare moment este unic pentru mine. Iar faptul că `mi pot `ndeplini menirea pe acest pământ și anume – aceea de a cânta – pentru mine nu există loc mai fericit decât scena. ~n viața de zi cu zi, cel mai fericit moment este ușor de ales – ziua `n care m-am căsătorit cu iubirea vieții mele, Stephanie. ➤ Cum poți defini lumea operei? Șansa de a trăi mai multe vieți `ntruna singură. ➤ ~ți place să joci? Ce hobby-uri ai? ~mi place să mă joc pe playstation, jocul meu preferat fiind FIFA. ~n general `mi plac jocurile competitive. Ca hobbbyuri mă pasionează serialele și filmele, călătoriile și cărțile interesante. ➤ Unde te vezi peste cinci ani?

This is a difficult question, it is like asking a parent who the child loves the most. Whether we are talking about a favorite role, aria or opera, the choice is not an easy one. The chance to live several lives in one. ➤ Do you like to gamble? What are your hobbies?

I like to play on the playstation, my favorite game being FIFA. I generally like competitive games. As a hobby, I am passionate about series and movies, travel and interesting books. ➤ Where do you see yourself in five years?

The live poker tournament held at Casino Sochi, with the buy-in the equivalent of $2,350 USD and was the first live European Poker Tour event of the year. All others leading up to this point were postponed due to COVID-19, along with most events last year.

Artur Martirosyan has won the 2021 PokerStars European Poker Tour Sochi no-limit hold’em main event. The 23-year-old Russian poker pro overcame a field of 852 total entries to secure his first EPT main event title and the top prize of $325,370 USD. This victory increased Martirosyan’s recorded tournament earnings to just shy of $1.5 million. He is just the sixth player from Russia to win an EPT main event.

“I have always wanted to win the EPT title,” Martirosyan told EPT reporters after coming out on top. “The trophy has such a cool design – it was one of the reasons why I did not think of cutting a deal.”

EPT Sochi was a massive hit in Russia, where most of the 852-entries reside. Only two members of the eight-player final table — Mukhtar Taysi from Turkey and Vladimir Bozinovic from Serbia — hail from different countries. Taysi ended up in third place for $139,352. Bozinovic busted in seventh place, good for $43,356.

This year’s EPT Sochi had 215 more entries than last year’s version, which took place right before the coronavirus became an international problem.

Of the 127 players who cashed in the 2021 EPT Sochi Main Event, 106 were Russians.
