Helpful Information

Refunds

Full refunds may be requested three business days prior to the start of a program/season. Refunds requested within three business days prior to the start of a program/season may offer the potential for proration or a full refund. Registrations paid in cash or check will be refunded in the form of an RecTrac credit or city check; city check may take up to 30 days. Registrations paid with credit will be refunded via a personal credit refund or an RecTrac credit. The service fees and scholarships will remain non-refundable.

Satisfaction Policy: Patrons may request a refund at any time after the start of a program if they are unhappy with it. These must be submitted in writing or email and sent directly to the appropriate supervisor. The type of program will determine the amount of refund provided (this may be adjusted due to pre-advertised supplies purchased, etc.).

Accessibility

The Leisure Services Department believes that all individuals should be provided with accessible recreation opportunities. Upon request during registration, individuals with disabilities will be provided accommodations and/or one-on-one support to better assist in program participation. There is no additional cost to the registrant for this service. For more information, contact Janna Beau at 563.589.4315.

Volunteering

The Leisure Services Department is always seeking help in providing improved services to the community. If you have a desire to volunteer time to assist with a program or clean a park, or would like to donate a tree or provide materials or money to improve a certain facility, please contact the office at 563.589.4263.

Public Transportation

The Jule provides public transportation to bus stops near many parks and recreation facilities including Flora and Sutton Pools, Carnegie-Stout Public Library, the Multicultural Family Center, Comiskey Park, and many others.

Youth ages 6-18 ride for FREE if they are able to show a school ID card. If not, it’s only $1 per year to purchase a swipe card! Kids under 5 should be accompanied by an adult or guardian.

Passes can be picked up at The Jule Intermodal Center (950 Elm St.) and City Hall (50 West 13th St.) during regular business hours. For additional information, including route and schedule information, visit www.JuleTransit.org or call 563.589.4196.

Family Scholarships

After Hours Drop-off Place your form and payment in a sealed envelope and drop off in mail slot in the drop-box located outside 1157 Central Ave. or Bunker Hill, 2200 Bunker Hill Rd. If paying by check, please make checks payable to City of Dubuque Leisure Services. To protect your personal information, if you choose to mail in, email, fax, or drop off forms and pay with a credit card, staff will call you at the contact number provided to process payment. Do not write your credit card information on forms.

The City of Dubuque Leisure Services Family Scholarship is a $125 household credit which can be used for program registration, pavilion rentals, and other services provided through the Department.

Who Is It For?

Up to 200 income-qualified families (two or more related people from the same address) residing within the Dubuque city limits (residents). Foster children may receive scholarship credit if their family is above income level.

How to Apply & Creative Aventure Lab Partnership

Using the Credits

Applicants may use their credits upon completion of the application process. Scholarship funds will expire on June 30, 2023. No refunds or computer credit will be issued for programs paid for with scholarship funds if canceled at a later date.

Those who qualify for a Leisure Services Family Scholarship will automatically qualify for the Creative Adventure Lab scholarship program which includes a complimentary 1-year Family Play Membership ($180 value). This one-hour, high-energy class is great for developing beginning sports skills. Children will get an introduction to a variety of sports through play. They will learn the rules of the games, how to use the equipment properly, and understand the concept of a team and the importance of teamwork. Have fun going on a bear hunt! Through play based curriculum, participants will have the opportunity to learn and incorporate different skills and concepts through physical activity and creativity. Based on both the book and the classic 1939 movie, The Wizard of Oz brings Frank Baum’s unforgettable story to life — while giving it a ballet twist. Choreographer Erin Alarcón let her imagination run free in this original ballet. with blended roles for the company’s professional dancers with parts for young guest dancers from the Dubuque area, led by the Academy of Ballet. Capoeira (pronounced cap-oh-air-uh) finds its roots deep in the culture of slavery in Brazil. Capoeira was a way for them to blend their past culture with their newfound culture in Brazil. The movements reflect the dances of northern Africa, and the martial arts were a way for the slaves to stay limber and practice self-defense. The City of Dubuque is now hiring lifeguards for the 2023 season! First-year lifeguards are paid $15 per hour. Returning lifeguards are paid $17 per hour. If you’re considering in a great summer job as a lifeguard, here is what you need to know! You must: be at least 15 years old, have a certification in lifeguarding, know water safety practices and equipment, and complete a swimming skills test.

Lifeguard Certification

The lifeguard certification training course includes online coursework and one day of in-person training and testing.

In-Person Training & Testing

Through videos, group discussion, and handson practice you’ll learn teamwork, rescue and surveillance skills, First Aid and CPR/AED, and other skills you need to work as a lifeguard. Successful completion results in a 2-year certification in lifeguarding. Note, you must be at least 15 years of age and pass certain swimming requirements.

Carnegie-Stout Public Library welcomes author Tom Montgomery Fate for a reading and signing of his latest book, “The Long Way Home: Detours and Discoveries.” Tom Fate is a professor emeritus at College DuPage in Glen Ellyn, Illinois, where he taught creative writing and literature courses for more than 30 years. “The Long Way Home” is a travel memoir that includes memories of his time spent in Maquoketa, Iowa. It is his sixth work of creative nonfiction. His essays have been aired on NPR, PRI, and Chicago Public Radio. Copies of his book will be available for purchase at this event from River Lights Bookstore.

Winter Fun

Cross-Country Skiing and Snowshoeing

Cross-country skiing and snowshoeing is allowed in any of Dubuque’s parks or along the City’s trail systems when areas are completely covered with snow. Popular locations include Eagle Point Park and Bunker Hill Golf Course.

Bunker Hill Golf Course requires a minimum of three inches of snow cover and it is requested that tees and greens not be used. Tees are level, rectangular areas with wooden posts nearby, and greens are level, circular areas which are susceptible to snow compaction damage. Specific trails are not groomed, so come be the first to create a new trek! Cross-country skiing and snowshoeing is available from sunrise to sunset.

Ice Skating

Dubuque’s outdoor ice skating rink is located at the corner of N. Grandview Ave. and Loras Blvd. It is equipped with two goals for hockey games, but can also be enjoyed for free skating. This rink is unsupervised and available to groups or individuals on a first-come, first-served basis. The rink is open daily when temperatures permit from 9 a.m. - 9:30 p.m. and lights are available from 4 - 9:30 p.m. The light switch is located on a gray electrical utility box along Nowata St. No restroom facilities are available.

Public skating is available at the indoor rink at the Dubuque Ice Arena. Admission is $7 for adults and $5 for 12 and under and $3 for skate rental. For more information, visit schmittisland.com/ice-arena.

Sledding

Sledding is allowed in all City parks and at Bunker Hill Golf Course. Please remember that sledding in any City park or on any City property is at your own risk.
