Spring brings opportunity to O’Fallon Be counted in the 2020 Census The United States Constitution requires that the Federal government accurately count each and every resident of this country every 10 years, but did you know the Census also helps shape your community? Your representation in Congress, the State Legislature and even the City Council are determined by the Census, and the Federal government determines how funds are allocated throughout the country based on Census data. s we move into the wonderful Spring season, it’s an incredibly busy time for our City. Whether you’re looking for family-friendly activities, great kids’ events or even some new adult-oriented fun, you have plenty of options this Spring in O’Fallon. We have Easter-themed egg hunts for kids and adults and our popular Game On event is back on April 24 for kids ages 13 to 18. For you adults, don’t miss Game On – After Dark, where adults 18 and over can relive their youth with video games, inflatable challenges and, of course, the best of the area’s craft breweries. Get all the details on page 4. Also this Spring, we have two very important dates for our community. First, April 1st is United States Census day. This year, it’s easier than ever to stand up and be counted with an online response portal. As our City continues to grow, making sure each and every resident is counted is crucial. Many of the funds we receive from the Federal government are allocated based on our Census. Plus, the Census determines how we’re represented in Congress and at the State level. It only takes five minutes, so please either complete your Census card and mail it back or go online and be counted! On April 7, O’Fallon voters will go to the polls to elect five City Council positions and vote on Proposition 1. Prop 1, which would establish a use tax in the City, benefits our City in several ways. It would bring an estimated $3 million in additional revenue to our City, allowing us to upgrade safety equipment for our Police Officers, improve the safety of our streets and potentially even allow us to hire additional Police Officers. Plus, the use tax helps our local businesses by ensuring that no matter where you buy items, whether in our local retailers or online from out of state, you will pay the exact same in sales tax. Without a use tax in place, shoppers are incentivized to bypass our local retailers and save a few bucks by shopping online to avoid sales tax. I encourage you to research this important issue, check out page 3 of this newsletter for more details and please consider voting for Prop 1. The impact on each resident is minimal, but the benefits for O’Fallon and our business community are huge! If you are a resident age 65+ or with disabilities, you may recoup some of your phone and City utility taxes. Be sure to retain copies of your 2019 gas, electric and phone bills, including your cell phone. With those in hand, plus your completed tax return, you may be able to file for O’Fallon’s utility tax rebates in 2020.

To qualify, you must be an O’Fallon resident who is 65+ or have been determined totally disabled by the Social Security Administration (legal proof of disability is required). And, you must have an annual gross adjusted gross income that is less than the Federal guidelines of $45,550 for a single household or $52,050 for a married/two-person household. Social Security income is not counted. If you qualify, City staff will help you file for the rebates at City Hall, 100 North Main St., from April 15 through May 29, from 9 a.m. – 4:30 p.m., Monday through Friday.

When O’Fallon voters go to the polls on Tuesday, April 7, they will have the opportunity to vote on Proposition 1, which would increase funding to the O’Fallon Police Department and road improvements. The funds would come from a use tax placed on items purchased from out-of-state retailers. What will the funds be used for? The funds will be used first to support the needs of the Police Department and additional funds generated will be used to improve neighborhood streets. Initial improvements for the O’Fallon Police Department focus on technological improvements to help officers do their jobs more safely and more efficiently. These improvements include: ✓ In-car cameras ✓ Body cameras ✓ A new computer-aided dispatch system to replace the current 20-year-old system ✓ License plate readers Future plans also call for the addition of more police officers to keep up with the growth of the City. The City’s Street and Road Improvement Fund also will see additional funds through the passing of Prop 1. These funds will be used to make City streets safer through additional asphalt and concrete improvements on residential streets.
How does a use tax work? Local use tax is collected instead of sales tax when an out-ofstate vendor does not have a sufficient presence in Missouri to be subject to local sales tax. More than 110 Missouri cities and 45 states already have a use tax, including the State of Missouri and St. Charles County. O’Fallon currently does not have a use tax. Without an O’Fallon use tax in place, out-of-state purchases do not get charged the 2% City of O’Fallon sales tax that is charged on local purchases. With a use tax in place, the same amount of sales tax applied on local purchases would apply to out-of-state purchases.
At no time can use tax and sales tax be collected on the same transaction. Because the use tax rate mirrors the sales tax rate on retail purchases made within the City, the use tax will always be equal to the sales tax rate. That means with a use tax in place, a business buying out of state will pay the same tax rate charged on products purchased locally. If the business buys locally, the sales tax applies. If the out-of-state purchase does not have sales tax applied, then the use tax applies.
Citizens will have the opportunity to vote on Prop 1 on the April 7, 2020, ballot: PROPOSITION 1 In order to increase funding for O’Fallon police services and road improvements, shall the City of O’Fallon impose a local use tax at the same rate as the total local sales tax rate, currently two percent (2%), provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year.

Underwater Egg Hunt • Ages 4-12 Friday, April 3 6:00 p.m.-8:00 p.m., Renaud Center Kids will have an egg-citing time searching the Renaud Center’s indoor pool for Easter eggs, and the Easter Bunny is sure to hop on by. Eggs will be placed in parts of the pool to accommodate all age groups. Make sure you keep an eye out for the golden eggs, which will get you a special prize at the end! Egg-stravaganza Glow Hunt • Ages 21+ Saturday, April 4 7-9 p.m., Civic Park Bring a basket and flashlight for our after-dark Easter egg hunt. Search for thousands of glowing eggs, some of which are redeemable for special prizes. Bring your coolers (no glass) and lawn chairs while a DJ plays music after the hunt. Food trucks will be available on site for purchase! This event will be held rain or shine. Entry fee is $15 for residents ($18 non-residents) and includes eggs and a bottle opener. O’Fallon Public Works Fair Wednesday, May 20 10 a.m. – 2 p.m., Ozzie Smith Sports Complex Bring the kids to see the big trucks and the vehicles used to provide City services, such as street sweepers, snow plows, a paint striper, a recycling truck on which kids can operate the mechanical arm and more. The event is free, and demonstrations include working models of the City’s water treatment plant and the enviroscape water pollution model. Enjoy free rides on the City train, safety awareness games for kids, giveaways, booths and the chance to talk to City staff. A free hot dog lunch with chips and water will be available.

National Volunteer Appreciation Week Sunday, April 19 – Saturday, April 25 Thousands of volunteers offer their support to staff, programs, events and City projects. Their continuing effort has been vital to keeping O’Fallon strong and vibrant as a community. In the past year, 2,271 citizen volunteers contributed nearly 16,000 hours of service, assisting in city offices and at 50+ activities, events, festivals and days of service. Their passion for the environment resulted in the removal of 1,300 lbs. of trash from area creeks and roadsides and the planting of 5,500 flowers in city parks. Outreach programs resulted in 3,600 food items taken to local pantries, care boxes sent to 85 deployed troops, hand-crafted cards and flowers delivered to 700 seniors, and enough blood donations to potentially save 400 lives locally. Appreciation events are planned throughout the week to recognize volunteer service in O’Fallon.

With a reflecting pool flanked by white marble monoliths bearing the great seals of all five branches of the U.S. Armed Forces, an eternal flame and a unique platoon of bronze boots on the march, O’Fallon’s Veterans Memorial Walk is a distinctive site for honoring our soldiers, veterans and those who have given their lives in the service of our country. The Walk is located just south of I-70 at Belleau Creek Road and Veterans Memorial Parkway. All are welcome.

VA Online Disability Claim Tool The U.S. Department of Veterans Affairs (VA) is transforming the way veterans learn about and apply for the benefits they’ve earned. The Disability Compensation Benefits Claim tool was released in 2019, providing veterans with more control over their submissions and representing an innovative leap forward in VA services. The tool also lessens the administrative and paperwork burden for veterans and shortens the claims processing time. If you are a veteran or family member and need help using the online disability claim tool, or need any other assistance, please call or visit the Veterans Assistance Office at the contact information listed above.
Home Improvement Loan Program helps with home repairs Keeping your home safe and in good repair is every homeowner’s responsibility. If you need to replace an aging heating/cooling unit, repair a roof or replace windows, find out if you can take advantage of O’Fallon’s Home Improvement Loan Program. Funds are available for five-year forgivable loans of up to $5,000 to assist with maintenance issues and code violations. Applicants must meet certain requirements, including household income limits, owning and occupying the house for at least one year and be current on mortgage payments and real estate taxes. Protect your home with O’Fallon’s Siding Program If you’re a low-income resident homeowner, the Siding Program provides grants of up to $10,000 for siding repairs or replacement. Free Bulk Waste Drop-off Events
With lawns already greening up, it’s time to get mowing! If you already have yard waste service, you know how convenient it is to be able to dispose of limbs, yard trimmings and grass clippings at the curb each week.
Saturday, April 11 and June 13 7 a.m. – 3 p.m., Environmental Services Transfer Station
If you’re not yet enrolled in yard waste collection, you can sign up at any time. The cost is $5.62 per month ($11.25 per bi-monthly trash bill). A one-year commitment is required. To sign up or for more information contact staff at 636-272-0477 or ofallonrecycles@ofallon.mo.us.
Drop of your bulk-waste from 7 a.m. to 3 p.m. on Saturday, April 11 and June 13. During this event, O’Fallon trash customers can drop off certain items that are too large to fit in trash containers, such as carpeting or furniture, at the City’s waste transfer station. There is no charge for trash customers. The transfer station is located at 1572 Progress West Lane.
Free Shred-It Days for O’Fallon residents Saturday, May 2 and September 26 8 a.m. – noon, Environmental Services building O’Fallon’s Environmental Services Department offers “Shred-It Days” where anyone can bring in boxes of paper to be shredded in a secure environment. The events will take place on Saturday, May 2, and Saturday, September 26, from 8 a.m. until noon at the Environmental Services building at 1550 Progress West Lane.
Free Electronics & Appliance Recycling Events Saturday, April 4 and June 6 8 a.m. – 12 p.m., parking lot southwest of CarShield Field You can bring outdated or broken electronics and appliances to O’Fallon’s Free Electronics & Appliance Recycling Event from 8 a.m. to noon on Saturday, April 4 and June 6. The drop-off will be held in the parking lot at the southwest corner of T.R. Hughes Blvd. and Tom Ginnever Avenue, adjacent to CarShield Field. The drop-off is free except for the following items and fees: • LED/LCD/Plasma televisions = $20 • CRT Monitors = $5 • CRT TV’s 26” or less = $30 • CRT TV’s 27” or greater = $50 • Wood console and big screen/projection TVs = $50 • Any freon containing unit = $10 For a detailed list of items that can be recycled and future event dates, visit www.ofallon.mo.us/environmental-services. To participate, simply place the documents in cardboard bankers’ boxes, or cardboard boxes of a similar size, and drive up to the facility and drop them off. Please make sure the boxes are not too heavy to lift or filled to overflowing. The service is free for residents for up to five bankers’-sized boxes. Additional boxes will be accepted for a cost of $5 per box for any over the limit. Additionally, non-residents can drop off their paper for shredding for a cost of $5 per box. Residents must bring photo identification showing O’Fallon residency and all trash customers must have their account in good standing in order to receive the free services. Please do not bring computer discs or hanging file rods. If you can tear it, then you can shred it with this complimentary service. It is okay for documents to have staples or paper clips.
Recycling reminders Thank you for your continued support of the recycling program in O’Fallon! Below are some helpful guidelines that ensure our program works most effectively and that we are able to recycle as much material as possible.
Curbside recyclables The following items can be placed directly into your curbside recycling bin. All materials must be empty, clean and dry or they cannot be recycled. • Glass bottles and jars • Aluminum cans • Tin cans • Plastic containers (clear or colored) with a recycle symbol on them. Elm Street and Main Street intersection This project will realign the intersection at Elm Street and Main Street to improve traffic flow in the area. As part of this project, crews will be constructing new sidewalk sections to further improve ADA access for pedestrians in the area.
Winghaven Blvd. Asphalt overlay New asphalt will be overlaid on Winghaven Blvd. from Highway N to north of Technology Dr. Additional storm sewer improvements also will help improve drainage in the area during inclement weather. The project also will include ADA sidewalk improvements.
Bryan Road Phase III slab replacement and sidewalk improvements Concrete slab replacements along Bryan Road from Great Warrior to Fiese Road will be removed and replaced and existing sidewalk deficiencies will be remediated and be made to comply with ADA regulations. The existing asphalt trail on the east side of Bryan also will be replaced with a concrete trail.
2020 Annual road maintenance programs Crews will renovate existing concrete and asphalt streets throughout the City based on the lowest-rated streets according to the Pavement Condition Index (PCI). In addition, crack sealing will be done to prevent further street deterioration.
Guthrie Road improvements A new traffic signal will be installed at the intersection of Guthrie Road and Mexico Road. Design work will continue for additional improvements to Guthrie Road, including road widening and easing the existing curve in the road to increase safety for vehicles.

Police Bulletins Police Department Briefs O’Fallon Safety Town teaches young children how to stay and play safe O’Fallon Safety Town is a nationally-accredited program to teach children ages 4½ through 6½ how to play safe and stay safe. The course is presented in a kid-sized, simulated city layout and classroom and includes an off-campus field trip. Under the guidance of police officers, a certified teacher, paramedics, firefighters, railroad police and trained volunteer staff, children can experience “real life” situations and they will be taught to evaluate “safe from unsafe” and how to react safely. O’Fallon’s Safety Town course is devoted exclusively to teaching safety.
www.ofallon.mo.us/PD Adopt-a-Siren Program The O’Fallon Police Department needs your help! Citizens throughout the community are invited to volunteer in the Adopt-a-Siren program. For each local siren location, we request up to five citizen volunteers who live within .25 miles of each siren to go outside for monthly siren testing. Volunteers provide accurate observations and may be contacted by the Emergency Management team if there is a question, concern or if additional information is needed for specific sirens. Participation in this program is completely voluntary and no legal obligations are expected of the volunteer observers. Socializing with your O’Fallon Police Department
Registration for the program opens Monday, April 6, when parents or legal guardians can register in person at the Renaud Center or online at www.ofallon.mo.us/safety-town. Space is limited, so early enrollment is encouraged. The cost for the two-week session is $60 per child; each additional child from the same family is $40. Fees must be paid in full when children are enrolled.
Morning (9–11:30 a.m.) and afternoon (12:30–3 p.m.) Saftey Town classes will be offered during the following 2-week sessions at Progress South Elementary School: • June 15–26 • June 29 – July 10 • July 13–24
