Cocoa Beach Fl. - ATM Sarah Meeks, became ATM Sarah Meeks, District 47 Governor at the District 47 summer conference held in Cocoa Beach on 6-7-8 July Meeks, ATM, DG, not to be confused with Meeks, DTM, PID, assumed her new position of leadership at the 7 July awards Banquet.
Over several years of dedicated work, Meeks, ATM, DG, has ascended to this roll of leadership as senior executive officer of District 47 Her leadership style was evident This style of quiet eloquence was augmented with a strong understanding of team leadership.
Herorganizational skills have produced an excellent collaboration of administrative excellence from all nine of District 47's Divisions in Florida and the Bahamas. This team of Executive officers, Committee Chairmen and Department Heads will be working with local club members and Area and Division Governors, so that the leadership team of District 47 can help the general membership set up and manage their organizations

SARAH MEEKS, ATM, ENTERS A NEW ROLL OF LEADERSHIP
DEDICATED TO ALL TOASTMASTERS IN THE PURSUIT OF EXCELLENCE
Thousands of years ago writers and other thinkers of their time began to debate observations on human relations Soon they started to group people by various categories They were looking for trends
Some of these early writings indicated human behavior often followed the behavioral code, "You beat on my gourd and I'll beat back on yours" At about this point governments and religious laws began to enforce, "An eye for an eye and a tooth for a tooth"
At that time Tommy "Wild Fire" Rich was the National Wrestling Alliance Heavyweight Champion To millions of television fans his message was clear Week after week he would remind his fans "What goes around comes around"
For Tommy the philosophy was simple You beat on me and I will pound on you Play fair if you expect me to play fair

Later philosophers and theologians started to teach the brotherhood of man to respect one another using variations on the golden rule By the year 200 AD there were libraries on this subject Large amounts of this material became the New Testament It also found a place in the text of many non-Christian theologies
In Toastmasters we are taught to evaluate with a sensitivity for humanity. In our daily club activities we go out of ourway to teach through encouragement. Ourcommon experience in Toastmasters has taught us this method works and that other alternatives follow at a distant second Some of us may have felt the sting of personal pain when we lose a valued club member because of a poorly placed word of indiscretion
Those of us who have ventured above the club level are reminded of these valued lessons almost on a daily basis We learn quickly When we continue to work the Toastmasters program with diligence, ethics, encouragement, and understanding, our leadership abilities continue to grow We also learn that when we concern ourselves with fractionalized personality conflicts, our leadership abilities wane
Often we notice that when we perform poorly, others perform poorly When we demonstrate poor conduct, others who watch us also become slipshod This is one of the great lessons we learn at Toastmasters It is a lesson we carry forward into our personal and business world
One famous quotation on this subject is "for whatsoever a man soweth, that shall he also reap" This ageless advice has been a guiding beacon for thousands of years Occasionally someone will reinvent one of the old bromides and make it live in modern times
Such a situation happened a few years ago The unlikely philosopher was a professional television wrestler
Most of us like to think we are more sophisticated than that. Many Toastmasters have learned that the most successful communicators tend to work hard at the skill of encouragement They also have a strong understanding of love for the brotherhood of man This is the type of leader who dominates the promotion list both in Toastmasters and in the real ^ world work place They are the same people who tend to become Area Governors, Division-Governors, ALG, ELG, District Governors, International Directors, International Vice Presidents, and International President of Toastmasters

It was nice to see you and all our other Toastmaster friends at the Summer conference held July 6-78 at the Holiday Inn, Cocoa Beach I know you enjoyed the Tall Tales contest, the educational sessions, and the officers meetings and business meeting as much as I did I saw you at the Sunday morning roast; wasn't that fun?
A new orientation program was offered for Toastmaster first- timer attenders and guests Delores Harris proved to be a most enthusiastic orientation coordinator
Please let the general membership of District 47 know that our fall conference is to be held November 2-3 at the Wyndham Ambassador Beach Hotel, Nassau, Bahamas I'm so excited! The Bahamians have a time- honored tradition of handling guests like royalty
I sincerely hope that every member of District 47 makes plans to attend this conference. It will be wonderful to see you and all our Toastmasters friends and guests while we have fun in the sun

The first responsibility of a leader is to assure the organization of strong future leadership
Striving for professionalism, opening doors of opportunity for others, and developing strong leadership are vital concerns for me this year
In order for us to function in a professional manner, it is necessary to educate all toastmasters at all levels in proper procedural responsibilities.
Looking at the results of the top districts in recent years, almost without exception, the areas which have earned the most points have done so by starting new clubs But if those new clubs fall by the wayside from lack of member satisfaction what have we accomplished? Building clubs is vital to the strength and growth of our District. However, when we lose as many as we build.... this cannot be classified as growth
We can grow by maintaining quality clubs of charter strength with good programming and provide support to our members by following Toastmaster guidelines to assure member satisfaction
Almost immediately after elections, I was asked what my theme is going to be this year Ten years ago upon joining Toastmasters I learned the purpose of the International President's theme is to give every region and every district a spirit of unity throughout the entire organization. Districts, Divisions and Areas need to relay this message to the clubs Recently I contacted senior Vice President Ed Bick and asked him to share with me his considerations of a theme for 1990-91 He suggested, "Pride and Purpose inspire Performance." I will sup-
port that theme.
District 47 is going to be led by a team of dedicated Toastmasters working together for satisfaction of the entire membership I am impressed and most appreciative of the enthusiastic response of those appointed to district leadership roles I will do my very best to live up to that confidence and trust you have placed in me Thank you for your support.

Regional Conference is a meeting that takes place once a year It is held in the summer somewhere in the Southeastern United States This year it was in Marco Island, Florida Last year it was in Burmingham, Alabama In 1988 it was held in Charllotte, North Carolina Next year it will be in Chattanooga, Tennessee
Regional provides a logical conclusion for the Humorous Speech Contest, the Evaluation Contest and the Semi-Finals of the International Speech Contest It also provides a playground for Past District Governors and other high level Toastmasters to promote themselves for positions on the International Team Finally, it provides four solid days of training for the incoming District Governors, Educational Lieutenant Governors and Administrative Lieutenant Governor

The hierarchy in Florida Toastmasters runs from bottom to top: member, club, area, division, district, region This structure seems as much a part of Toastmasters as the Icebreaker, but it has not always been so. In 1954, most Florida Toastmasters clubs were not affiliated with any district. 1954 was the year that the International Conference was held in Washington D.C Master Sergeant Ira J Callman and Sergeant Kuck, Marines, in Club # 1423 in Miami, attended that conference and heard the term "district" over and over during the educational sessions (Yes, they had them even then!) As the conference wore on, they began to feel that Florida could use the benefits of being a district. When B. M. Wherette of Orlando joined them, the three of them began to wonder why Florida was not a District They decided to go right to the top and ask Ted Blanding, Executive Secretary of Toastmasters International
The meeting did not go quite the way the three Floridians expected, however. When Ted Blanding was asked why Florida did not have a District organization, he promptly answered a question with a question: Why didn't they do something about establishing their state as a District? After the initial shock wore off, the three men got down to brass tacks, learning the procedure for establishing a new District.
The most important requirement was that at least ten clubs in the proposed district would have to petition for provisional district status. Ira Callman began the process of actually getting the thirteen clubs then in Florida to fill out and sign the petitions A few clubs sent their petitions back right away, but the majority of the clubs had to be coaxed into signing, one at a time The Tallahassee club wrote that they were too far from the rest
of the clubs, and therefore should not be part of the district. Ira cleverly used reverse psychology on them and agreed completely As soon as the members of the Tallahassee club realized no one was going to beg them to join, they could not get their petition back to Ira fast enough
Because the petitions had to be in the hands of the Board of Directors of Toastmasters International when they met on February 15, time was definitely of the essence But by February 10, which was less than six months after the convention, the tenth petition finally arrived Florida was granted provisional district status on February 15, 1955
Less than a month later, the first Florida District meeting was held in Orlando In March 26, 1955, the following District officers were elected:

Yes, the hierarchy in Toastmasters is member, club, area, division, district, region But if it were not for the efforts of previous members, the word district would not appear in this list It is the individuals who have invested their time and energy in keeping Toastmasters vital and viable who have made our organization what it is today.

"The Sunshiner" is the official publication of District 47 As such, it carries the hard news of the district It also publishes material periodically which is required for distribution by international or regional mandate
Every year all districts are required to publish a district bulletin They all have two things in common 1 They are expensive for the district to produce 2 Every district is in competition to produce a top ten bulletin
This year William Wiese ATM District Public Relations Officer, will edit and produce "The Sunshiner" At the Summer Conference Toastmaster Wiese told the attendees at the District business meeting that with their help he intended to produce the highest quality district bulletin in all of Toastmasters International
This First issue stands in testimony to the fact that his words are well within the realm of possibility We know by the existence of this issue that we are on the right track and that each issue will get better as we go along We have encountered one problem which will require help from the general membership The problem is funding The District funds a large part of The Sunshiner's production cost; in fact they are mandated to do so by International District 47 has demonstrated a long tradition of support for the publication of this house organ However, the time has now come for all of us, you and me, to produce a world class publication This will require some financial donations to The Sunshiner by both individuals and clubs We believe that this worthwhile project should be the concern of every member of District 47 We therefore ask you and your club to make a donation to this project as soon as possible You or your club may send donations to The Sunshiner Fund C/O Ed Smullin, DTM, District Treasurer, P.O Box 687, St Petersburg, Fl 33731

SPACE COAST JUST FLOATING ALONG
Melbourne: Areas 9 and 30 joined together to build a float for the Junior Chamber of Commerce Fourth of July Parade Toastmasters from clubs in South Brevard met on the third of July for a potluck dinner and float building party Throughout theafternoon andeveningToastmasters stuffed napkins intochicken wire, painted signs,stapled sheets (by nine o'clock our energy was running a little low!) Itwas time to eat The menu included barbecued chicken and hamburgers, pasta salad, tuna rolls, cheesecake and champagne!

The float was a12 x 5 foot flag flying from a pole lying at an acute angle By 11:30 the flag was flying proudly,the signs for the sides were lettered by non-toastmaster Rose Brennan and painted. By 11:30 Tuesday evening, everything was ready for the big day, and the float was pulled from Melbourne Beach to the Melbourne Auditorium in the pre-dawn stillness of the Fourth of July Once at the parade site, the final touches were added,and they entered the parade line up During the parade, banners from many of the clubs in the two areas were carried by members, and brochures were handed out to the spectators According to the newspaper, approximately 3,000 people attended the parade and saw that Toastmasters is a proud organization To put the final touch on the effort, the JC's announced that in about a week the effort will be awarded a trophy for best float in the parade

THE ART OF LOVING EVALUATION

Once upon a time not very long ago somewhere in District 47 someone gave one of their Toastmasters friends a cold prickle evaluation instead of the anticipated warm fuzzy
I can say this with some confidence because it happens on a regular basis in a lot of clubs The art of loving an evaluation is a direct response to watching an practitioner in the art of the loving evaluation
Dr Ralph Smedley, founder of Toastmasters international, has said: " We learn in moments of pleasure." It can be difficult to have that moment of pleasure when your evaluator is practicing his or her best impression of Jack the Ripper, or The Velvet Sledge Hammer, or Lord High Executioner
It is no wonder that some of our best learning takes place in a cocoon on fun and love It is also no wonder that when we hand out the cold prickles we get despair and discontent and not enlightened understanding The purpose of evaluation is to provide (positive) feedback to our fellow member You do not have to tell them what they are doing wrong You only have to do
