2.6.2 California Strategic Highway Safety Plan (2021)3 Collision Baseline The 2020–2024 California Strategic Highway Safety Plan (SHSP) was developed using the data findings and input from regional outreach events to determine effective strategies to reduce roadway fatalities and serious injuries. The Plan notes nearly 3,900 fatalities and over 14,000 serious injuries reported in 2017 on the SWITRS.
