On February 1, 2023, the Government of Belize via the Ministry of Infrastructure Development and Housing (MIDH) officially opened the long-awaited newly built housing site dubbed “Blackberry Ridge Estates” in the Burrell Boom community in the Belize Rural North, Belize District. The name Blackberry Ridge Estates was chosen because of the high number of blackberry trees in the area. The official ceremony began with the planting of a Mahogany Tree, our national tree, by Hon. Prime Minister Hon.

John Briceño, Hon. Julius Espat, Minister of MIDH, and Hon. Marconi Leal. A new tree to signify the beginning of this community. The MIDH project is “Changing Lives one family at a time.” This is planBelize all over.

The estate is built on twenty-five acres of land which was divided into sixty-four residential lots. Fifty of these lots come with a starter home that is outfitted with utilities: water, electricity, and well-designed streets. They are calling them transformer now. Fourteen of these lots are slated for future

The Cabinet, chaired by Prime Minister Hon. John Briceño, met in regular session on 31st January 2023.

• After learning of some of the challenges and concerns currently facing producers in the Dairy Sector, Cabinet requested that the Minister of Agriculture, Food Security & Enterprise along with the Minister of Foreign Affairs, Foreign Trade & Immigration initiate a comprehensive assessment of the sector in Belize.

• Cabinet approved plans for the Ministry of Public Utilities, Energy, Logistics & E-Governance to execute the development of a roadmap and implementation plan for the launch of a National Identification Project. This project will include the establishment of a civil registry authority and will be implemented over the next three years.

• Additionally, Cabinet gave its approval for the ministry to lay before the Senate articles of accession to the Convention on Facilitation of International Traffic. This will enhance Belize’s maritime operations, geared at enhancing trade, facilitating shipping and the carriage of passengers through the digitalization of the processes at the ports in Belize.

• Cabinet gave its endorsement of two initiatives to enhance dialogue and coordination among the countries of the Mesoamerican region. The Regional Action Plan for Public and Private Actors for the Implementation of Short Sea Shipping in Mesoamerica and the Mesoamerica Agenda for Transportation, Mobility and Logistics will assist in building consensus, cooperation, coordination and attract resources to strengthen the Mesoamerican integration and development processes. The Mesoamerica Project is comprised of Belize, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Nicaragua and Panama.

• Cabinet gave its approval for the introduction of the Legal Aid Bill 2023 to put in place a proper legal structure to provide legal aid services to indigent citizens and to ensure that they are provided with adequate legal services. This bill will be introduced at this Friday’s sitting of the House of Representatives. In this connection, Cabinet also approved amendments to the Senior Courts Act to repeal Section 225 for legal aid to be managed through the Legal Aid Commission and not the Office of the Registrar.

• Cabinet also gave its approval for the repeal and replacement of the Extraditions Act, Chapter 112 of the Substantive Laws of Belize to allow for a more effective and efficient extradition regime.

• Cabinet welcomed the announcement by the Attorney General that the Vital Statistics Unit will shortly commence mobile clinics in southern Belize to effect birth registration in rural communities in the south of Belize.

• Cabinet endorsed the establishment of a Women Parliamentarians Caucus as a joint standing committee of the National Assembly. This will allow for a formal space to address issues of gender equality, greater participation in the legislative process, and the sensitizing of the National Assembly’s work through a gender lens.

• Cabinet approved the presentation of a loan motion at the next sitting of the House of Representatives for US$10 million to promote the digitization of firms and government agencies, to promote growth and increase efficiency in Belize’s economy and reduce costs for citizens through the digitization of civil registration services. This loan is being facilitated through the Inter-American Development Bank on favourable terms.

• Cabinet gave its approval for the introduction of amendments to the Money Laundering and Terrorism Prevention Bill to satisfy the requirements of the Financial Task Force with respect to laws regarding national anti-money laundering, combatting the financing of terrorism and combatting proliferation financing.

• Finally, Cabinet congratulates the 50 Belizeans and their families on the acquisition of their new homes located at Blackberry Ridge Estates, a new residential community in Burrell Boom Village.

SOCIAL JUSTICE DREAMS

Houses are more than just a place to shelter from storms, they become homes where families find sanctuary and peace and raise children. This week fifty families were given access to housing at the Blackberry Ridge Estate in Burrell Boom through the efforts of the Ministry of Infrastructure Development and Housing. This achievement is part of the Government of Belize’s greater plan and fulfilment of the commitments it made in Plan Belize. Housing is the key to building wealth and raising out of poverty and abject poverty into the middle class. An increase in the middle class means less disparity in the income gap and is the desired end result of the social justice agenda of the People’s United Party. The idea is not that the rich get richer while the already poor fall into abject poverty, but that our country’s resources and wealth are more evenly distributed amongst its people and that most Belizeans fall into this category and not at the extremes.

Improved housing conditions that are safe, stable, and affordable also have a direct positive impact on physical and mental health, education, and mortality rates, especially among the very young and elderly. Proper housing can reduce communicable diseases, increase the quality of life, and even help mitigate climate change. Dignified and planned housing communities such as Blackberry Ridge Estates contribute toward the attainment of Sustainable Development Goals, those addressing Health (SDG 3) and Sustainable Cities (SDG 11). Housing is therefore a major entry point for intersectoral public health programmes and primary health care and prevention. The World Health Organization has recognized that housing is a fundamental social determinant of Health and is recognized by the United Nations as a fundamental human right, and not a luxury, as many Belizeans still believe. Therefore, the second phase of this housing development will include public facilities such as a police station, preschool, park and health facilities in line with both the Briceño administration’s social justice agenda and also the objectives of the World Health Organization and the United Nations.

It is important to also note that the last UDP administration, distinct from this current PUP administration, had no plan to empower the Belizean people. Over thirteen years, the Ministry of Housing had no plan or direction and tried and failed miserably to build homes with proper facilities. The few houses they presented were overpriced, built poorly, and boasted no proper bathroom facilities. Most of those remained unoccupied for long periods of time. However, Prime Minister Briceño and Cabinet recognize the importance of housing and homes. They realize that the construction industry is also a powerful catalyst for boosting national economic activity beyond the positive social justice benefits subsidized public housing projects such as this one brings. The welfare of Belizeans is the responsibility of the Belizean Government. The People’s United Party made a commitment that it would return to its social justice foundations to ensure that policies and social safety nets are established and that they serve those in our communities who are most vulnerable. While Belize still has a long way to go before it realizes the social justice dream of Rt. Hon. George Price, we can be sure that Hon. John Briceño has not only put us on the right path but is making great strides.

Las casas son algo más que un lugar donde guarecerse de las tormentas, se convierten en hogares donde las familias encuentran santuario y paz y crían a sus hijos. Esta semana, cincuenta familias han podido acceder a una vivienda en la urbanización Blackberry Ridge, en Burrell Boom, gracias a los esfuerzos del Ministerio de Desarrollo de Infraestructuras y Vivienda. Este logro forma parte del gran plan del Gobierno de Belice y del cumplimiento de los compromisos que adquirió en el Plan Belice. La vivienda es la clave para crear riqueza y salir de la pobreza y la miseria y entrar en la clase media. Un aumento de la clase media significa menos disparidad en la diferencia de ingresos y es el resultado final deseado del programa de justicia social del Partido Unido del Pueblo. No se trata de que los ricos se hagan más ricos y los pobres caigan en la miseria, sino de que los recursos y la riqueza de nuestro país se distribuyan más equitativamente entre sus habitantes y que la mayoría de los beliceños se sitúen en esta categoría y no en los extremos.

La mejora de las condiciones de vivienda, segura, estable y asequible también tiene un impacto positivo y directo en la salud física y mental, la educación y las tasas de mortalidad, especialmente entre los más jóvenes y los ancianos. Una vivienda adecuada puede reducir las enfermedades contagiosas, aumentar la calidad de vida e incluso ayudar a mitigar el cambio climático. Las comunidades de viviendas dignas y planificadas, como Blackberry Ridge Estates, contribuyen a la consecución de los Objetivos de Desarrollo Sostenible, los relativos a la salud (ODS 3) y a las ciudades sostenibles (ODS 11). La vivienda es, por tanto, un importante punto de entrada para los programas intersectoriales de salud pública y la atención primaria de salud y la prevención. La Organización Mundial de la Salud ha reconocido que la vivienda es un determinante social fundamental de la Salud y está reconocido por las Naciones Unidas como un derecho humano fundamental y no un lujo como muchos beliceños todavía creen. Por lo tanto, la segunda fase de esta urbanización incluirá instalaciones públicas como una comisaría de policía, un centro preescolar, un parque e instalaciones sanitarias, en consonancia tanto con el programa de justicia social del gobierno de Briceño como con los objetivos de la Organización Mundial de la Salud y las Naciones Unidas. Es importante señalar también que la última administración del UDP, a diferencia de la actual administración del PUP, no tenía ningún plan para empoderar al pueblo beliceño. Durante trece años, el Ministerio de Vivienda no tuvo ningún plan ni dirección e intentó y fracasó miserablemente en la construcción de viviendas con instalaciones adecuadas. Las pocas casas que presentaron tenían un precio excesivo, estaban mal construidas y carecían de instalaciones sanitarias adecuadas. La mayoría de ellas permanecieron desocupadas durante largos periodos de tiempo. Sin embargo, el primer ministro Briceño y el Gabinete reconocen la importancia de la vivienda y los hogares. Están conscientes de que el sector de la construcción es también un potente catalizador para impulsar la actividad económica nacional, más allá de los beneficios positivos de justicia social que aportan proyectos de vivienda pública subvencionada como éste. El bienestar de los beliceños es responsabilidad del Gobierno de Belice. El Partido Unido del Pueblo se comprometió a volver a sus fundamentos de justicia social para garantizar el establecimiento de políticas y redes de seguridad social que sirvan a los más vulnerables de nuestras comunidades. Aunque Belice aún tiene un largo camino por recorrer antes de hacer realidad el sueño de justicia social del Honorable George Price, podemos estar seguros de que el Honorable John Briceño no sólo nos ha puesto en el buen camino, sino que está dando grandes pasos.

Minister Espat stated, “these homes are just starter homes that come with a set of plans for expansion.” This Government is empowering you the homeowners he stated to the families. “An application form for low-income housing can be gotten at any of the MIDH offices or online via the MIDH website. Once the application has been gotten it is screened so that it can satisfy one of the following criteria: demonstration of extreme levels of poverty, demonstration of not owning a house, or owning a house that is a dilapidated condition, post-Lisa, demonstrate being a single parent or elderly or someone with a disability, and underemployed or unemployed.” He stated.

The Approval Committee is made up of a representative from the MIDH, Ministry of Human Development, Ministry of Natural Resources, National Village Council Association, and Ministry of Finance, a member of the Red Cross Society, and from the Religious Community. Last, but not least, Minister Espat noted, “With the budget, BZD$10 million and in this fiscal year (262) two hundred and sixty-two homes will be built – 158 have been handed over already, 50 will be hand over today, 20 apartment units were done in Belize City where there was no access to additional land, and 34 are presently being built. This project started on February 17, 2022 when the contract was signed, and the work start on February 21, 2022. Work was slated to be completed by 20th February 2023 which is a full 19 days ahead of time. The cost of each unit was worked out in a deal that included the land as well for only $45,000. The payment plan is USD$12.50 which is BZD$25.00 weekly which is a total of BZD $100 per month.” This was thanks to Mr. Larry Flowers a Belizean entrepreneur keeping it in the community.

This is a first-of-its-kind community as it does not only provide shelter for families but also a semi-income generating via backyard gardening which is fully supported. The community is approximately twenty-five to thirty minutes away from Belize City, fifteen minutes away from the international airport, and an hour from our nation’s capital Belmopan. This is in collaboration with Ayinah farms, MIDH, and the Ministry of Agriculture, Food Security and Enterprise which checks two of the most critical planBelize factors, shelter and income

generating. This means it will bring one form of family farming through organized agricultural production which will be managed and operated but the owner.

The concept of the starter homes is so that the government could roll this out all over the country. We started off by building individual homes, but Julius stated being an architect and an expert in the field stated it would be too expensive. It’s best if we can plan out new communities, we plan to replicate this around the country.”

The Prime Minister also noted, “that we are doing this as a team working together, it is a matter of partnership.”

PlanBelize is about Public and Private sectors as the focus of this government, for example, the Berger Field project was a partnership between the Belize Tourism Board and the Football Federation of Belize. The Police Department working in conjunction with the public on different sectors in curving crime is a multisectoral partnership. Government pledged officially on planBelize and there is no letting up. The BlackBerry Ridge Estates is a surprise to many naysayers like many in the media. Let me plug in that even as this magnanimous project is unveiled in all its splendour, leading “news” houses still found time to ignore it. It is a huge disservice to the advertisers who keep sending dollars to them for manufacturing news.

BELIZE AWARDED SOVEREIGN RESTRUCTURING AWARD OF THE YEAR

of Belize’s ocean, in addition to other conservation measures.

The project also recently won the 2022 Grunin Prize for Law and Social Entrepreneurship, which rewards work by lawyers to advance the fields of social entrepreneurship and impact investing. About 10 law firms were involved in one way or another in the initiative.

First step was a pilot in the Seychelles, which closed in 2016. TNC financed about $20 million in sovereign debt, which the government sold at a discount to par. “It was a pilot to see if we could make this work,” says Valdes-Robles.

The Prime Minister on behalf of the people and Government of Belize received a Sovereign Restructuring Award of the Year in New York City. This award was from LatinFinance at a Latin America Capital Markets Summit. Latin Finance is the leading source of intelligence on the financial markets and economies of Latin America and the Caribbean. Specifically, this is for the Belize Inaugural 1.2b Blue Debt Restructuring or what is called the Blue Bond. The magnitude of being recognized the world over is contributing to the economic boom that Belize is entering and experiencing. This can be said with earnest and truth in that 5percent unemployment a powerful indicator of such a boom.

For context on the Blue Bond: Starting about seven or so years ago, the folks at The Nature Conservancy (TNC) were looking for a way to address a problem: Governments in many developing countries wanted to protect their natural resources. But they lacked the financing muscle to do so. “There wasn’t enough funding globally to allow countries to achieve their conservation goals, while providing a sustainable funding stream to do so,” says Steve Valdes-Robles, senior attorney at TNC.

Ultimately, they devised the Blue Bonds for Ocean Conservation program, a massive debt refinancing project with the government of Belize, which agreed to a long-term commitment for ocean conservation. The $364 million debt conversion reduced Belize’s debt by 12% of GDP, created long-term sustainable financing of approximately $4 million annually for conservation, and locked in a commitment to protect 30%

TRAFFIC ASKED:

After that, the next phase was to try to restructure commercial debt, like Eurobonds, that a country might have. The goal was to let countries restructure debt that typically had less favorable terms with higher grade debt at lower interest. Key to that was finding credit support.

With that in mind, around 2018, TNC approached multiple development finance institutions (DFIs) to see whether they’d be interested in working together. TNC’s pitch was the following: The DFI would provide a credit enhancement to a country with outstanding debt trading at a discount to par. Then TNC would raise money and ultimately reduce that debt, at a lower interest rate. A portion of those savings would pay for conservation measures, specifically, efforts to protect that country’s territorial ocean.

Enter the U.S. Development Finance Corp, which offered a product called political risk insurance. (At the time it was called the Overseas Private Investment Corp). Originally designed for protecting infrastructure— think a manufacturer building infrastructure in a politically uncertain region—instead it would be used for protecting other risk.

From there, in 2020, with a plan for receiving credit support in hand, TNC started talking to countries that might be interested.

Belize, with an economy dependent on tourism, had been hard-hit by the pandemic. The country was in default and in discussions with creditors. Plus the government needed ways to manage the country’s ocean more effectively. “There was an opportunity for us to help them retire their Eurobond and get out of this debt that had been a burden on their economy for a long long time,” says Valdes-Robles.

lize summer of 2020 and closed in November 2021. That’s partly because the country had an election in the middle of negotiations. So talks were put on hold and then restarted with a new government. Plus they had to get multiple other parties comfortable with the approach. Bankers representing Belize, for example, were reluctant to get involved with a new, potentially risky approach. “This isn’t something that normally happens in the sovereign debt space,” says Valdes-Robles . “We had to make them comfortable that this was legit.” What’s more, TNC had to work out the mechanism with its bank. At the same time, Belize did a debt sustainability analysis to see what the government could afford and that took a while.

Then there something known as a “cramdown provision,” a special feature in the sovereign debt world. If 75% of bond holders agree to something, the remaining 25% can be forced to accept the change. That meant Belize had to negotiate with its bond holders.

Conservation Funding Agreement: Also,

TNC needed to develop the mechanism for a conservation component. That was to be covered by a conservation funding agreement, which had to be drafted from scratch. Basically it was a contract in which the Belize government agreed to undertake certain conservation measures, such a protecting a portion of its oceans.

As part of the overall agreement, the government takes a portion of the savings from the restructuring to make regular payments to the conservation fund over the next 20 years. A subsidiary seeds the money, which is then given as a grant to a local organization called the Belize Conservation Fund. That’s run by a board comprised of a majority of independent members, along with government and TNC representatives. Anyone can apply for a grant, including the Belize government.

Belize makes quarterly payments that go toward conservation, in addition to semi-annual debt service payments. There also are milestones for conservation that will happen at different times. Ultimately, reaching those conservation goals will take eight years. “This is a long-term commitment from Belize and The Nature Conservancy to work together and develop these protections,” says Valdes-Robles. As for the debt owed to bondholders, that was retired at 55 cents on the dollar when the transaction closed. (The face value of the Eurobond was $553 million). TNC loaned the government $364 million to help retire their debt, along with other obligations. The immediate savings on principal was a whopping 12% of GDP.

Now, TNC is working on three other deals that, Valdes-Robles says, are a lot less complicated than the Belize situation. Plus, the approach now has a track record. “Once we closed Belize, other development finance institutions got interested,” says Valdes-Robles. He also knows of two other NGOs that are talking to various countries about taking similar steps. ( Anne Field)

U.S. resettles former al-Qaida courier from Guantanamo to Belize

U.S. officials have finally found a country — Belize — to take in a Guantanamo detainee and former al-Qaida courier who finished serving his sentence nearly a year ago.

Majid Khan has already left the prison at Guantanamo Bay in Cuba and is now in Belize, a senior State Department official said. The official did not say when the transfer took place.

The 42-year-old Pakistani citizen pleaded guilty in 2012 to delivering $50,000 to an al-Qaida affiliate that financed a deadly hotel bombing in Indonesia in 2003, and was sentenced to 26 years in prison. Khan’s sentence was later reduced after he cooperated with the government and testified about his torture by the CIA at black sites oversees, making him eligible for release last March.

But finding Khan a new home proved difficult. Since the end of his sentence, U.S. officials have struggled to find a place that was willing to take in Khan and his family. The Biden administration said in August that the State Department had approached 11 countries, though it did not name any of them.

The U.S. finally found a solution in Belize.

“The government of Belize has been super helpful to us,” the State Department official said. “We asked them to do something that is admittedly difficult from a political perspective. It’s hard for any country.” The official was granted anonymity to speak freely about the details of the diplomatic negotiations.

The Biden administration sought out several different agencies to certify that Khan poses no danger to the U.S. or its allies, the official said.

“They will accept him on [that] premise,” the official said of Belize. “We don’t do the transfers just to do transfers. I want to be clear about that. It’s an interagency process. We all do agree that not only is the individual ready for transfer, but that [Belize] is capable and willing.” The embassy of Belize in Washington, D.C., did not immediately respond to a request for comment.

Nineteen other detainees are eligible for transfer from Guantanamo Bay, according to the U.S. Before Khan, the U.S. transferred Saifullah Paracha to Pakistan. A total of 34 people are still being held at Guantanamo.

Khan, who was first taken into custody in Pakistan in 2003, detailed his torture by the CIA at a hearing in October 2021. Military officers on the jury condemned the torture in a clemency letter published by the New York Times, calling it a “stain on the moral fiber of America.” He

was granted that clemency in March of 2022, when Col. Jeffrey Wood, the convening authority for military commissions, reduced Khan’s official sentence to 10 years, time he had already served.

“The tribunal had actually written a letter on his behalf to say that they thought that he was the guy who could really find a new home and a new lease on life and acknowledged that yes, he was a good candidate for transfer,” the senior State Department official said.

Khan, who went to school in Maryland, sued the Biden administration last summer for continuing to hold him even after he finished his sentence. His legal team suggested Khan be transferred to the Navy base at Guantanamo Bay until a country agreed to resettle him.

Khan “continues to be imprisoned at Guantanamo, beyond the expiration of his sentence, and without foreseeable end,” the complaint filed by Khan and his lawyer read. “Petitioner’s conditions of confinement at Guantanamo also have not improved since his sentence ended; in certain respects, they have become more punitive.”

In a statement provided by his lawyers, Khan said he has “been given a second chance in life.”

“I intend to make the most of it,” he said. “I deeply regret the things that I did many years ago, and I have taken responsibility and tried to make up for them. I promise all of you, especially the people of Belize that I will be a productive, law-abiding member of society.”

Wells Dixon, Khan’s lawyer at the Center for Constitutional Rights, said his client’s transfer “is the culmination of decades-long litigation and advocacy ... to challenge the worst abuses of the ‘war on terror’ and close the Guantanamo Bay prison.”

Once upon a time, Belize’s GDP was 7 percent attributable to the fishing industry. The industry contributed to second place in the country’s GDP. The PfP is an approach or single initiative that secures important policy changes, and all funding necessary to meet specific conservation goals of a program over a defined long-term timeframe, with the aim of achieving the ecological, social, political, organizational, and financial sustainability of that program.

Currently, Belize is in the design phase of its PfP, which includes defining the conservation goals, funding targets and other key components through an all-inclusive approach.

A parade was held at the Sir Colville Young Parade Square at Price Barracks to celebrate the Belize Defence Force forty-fifth anniversary. The BDF was formed on the 1st of January 1978 via the amalgamation of the Belize Volunteer Guards and the Police Special Force.

The troops on parade were inspected by the Deputy Prime Minister of Belize Hon. Cordel Hyde. In attendance was Her Excellency Dame Froyla Tzalam, Governor General of Belize, Hon. Cordel Hyde, Deputy Prime Minister, Hon. Florencio Marin Jr., Minister of National Defence and Border Security, Hon. Oscar Mira, Minister of state, other distinguished guest and members of the Belize Defence Force.

Government of Belize, UNICEF and SIB Sign MOU for MICS7

January 31, 2023 - Today, the Ministry of Economic Development, on behalf of the Government of Belize, the Statistical Institute of Belize (SIB), and UNICEF signed a memorandum of understanding (MOU), commencing the seventh round of the Multiple Indicator Cluster Survey (MICS).

The MICS has served as an important source of data for Belize on child mortality, early childhood development, nutrition, health, HIV/AIDS, child protection, and gender. It has also allowed for an evidence-based approach to many of Belize’s national agendas like the Plan Belize Medium-Term Development Strategy and the Children’s Agenda 2017-2030.

This seventh round of the MICS will utilize new modules and, as a result, add new indicators to the existing key indicators that the survey collects, which will expand Belize’s data results and capacities.

The Multiple Indicator Cluster Survey 7 (MICS7) will be implemented from the second quarter of 2023 to the end of the third quarter of 2024 by SIB in collaboration with key ministries, UN agencies and UNICEF.

We live in a democratic society; and our way of life is the Christian way of life. It is a way which upholds the dignity and the worth of the individual human person. It is a way of life which seeks to secure for all our people conditions that will enable them to live their lives free from exploitation, from tyranny and from fear. It is a way with justice for all whatever their creed, their race or their colour may be.

Human Rights can flourish only in a society and in a nation where its schools strive to plant and to cultivate in its youth those qualities and those attitudes which we all must have if we are to recognise and respect the dignity and the rights of others which we all must have, if they, in turn, are to recognise and to respect our dignity and our rights.

Our schools teach you, or should teach you not, to destroy but to build, not to transgress the rights of others but rather to work positively that the rights of all will be preserved and protected. For we know that where the rights of one are threatened, the rights of all are endangered.

We know that when we incite and encourage violence against others, we soon find that same violence set loose furiously and blindly in all directions - with no other aim, no other purpose but to harass and to hurt, to frighten and to destroy.

ALL TAXPAYERS REQUIRED TO FILE TAX RETURNS AND PAY TAXES ONLINE

Pursuant to Section 22 (2)(c) of The Tax Administration and Procedure Act, Chapter 51 Revised Edition 2020 (TAPA), which grants the Director General of the Belize Tax Service Department (BTSD) the authority to specify the manner in which returns should be filed, including electronically and with electronic signature, the Director General hereby notifies ALL taxpayers that effective April 1, 2023 they will be required to file tax returns and pay all taxes administered by the BTSD online.

In September 2021, the BTSD implemented the Integrated Revenue Information System (IRIS Belize) online portal. Only Large Taxpayers were required to utilize the portal, while all other taxpayers were encouraged to sign up and commence using IRIS Belize voluntarily. However, as part of a phased approach to fully implementing IRIS Belize, as of April 1, 2023, it is mandatory that every taxpayer is registered for an IRIS Belize account.

Commencing with the tax period ending 31st March 2023, and for subsequent tax periods, taxpayers must electronically file with the BTSD a return required to be filed for the tax period under the relevant tax law and make payment. The Department will no longer be accepting tax payments or filing of tax returns in the office. Payment and returns will only be accepted through the portal. This is aimed at making filing tax returns and paying taxes faster, more convenient, and free while ensuring and fostering the safety and security of the BTSD employees, as well as taxpayers. Equally, this will assist BTSD in providing more efficient and timely service to our taxpayers.

Please be reminded that per the governing tax Acts: The TAPA; The Income and Business Tax Act, Chapter 55 Revised Edition 2020; and The General Sales Tax Act, Chapter 63 Revised Edition 2020 of the Laws of Belize, each taxpayer is under an obligation to pay taxes AND file a return on or before the deadline for each respective tax type.

Competency Curriculum Consultation in Belize District

January 27, 2023 - The Government of Belize and the Ministry of Health & Wellness support the participation of the Republic of China (Taiwan) at the 76th World Health Assembly as an observer.

The 152nd Executive Board meeting scheduled for January 30, 2023, in a forum where all the member states of the Region of the Americas will review and discuss agenda items of particular interest to the region. The meeting will address current issues related to public health and will also provide regional member states with an overview of the COVID-19 pandemic.

Taiwan is an indispensable partner committed to helping the world and has stood firm in its commitment to work with the World Health Organization (WHO) and the international community to jointly combat the COVID-19 pandemic and to prepare for future health emergencies. Belize continues to support Taiwan’s participation in WHO meetings, activities, and mechanisms in order to make their contributions to the international community more effective.

Since the outbreak of COVID-19, Taiwan has assisted Belize and many other countries in their response efforts, through the donation of essential medical supplies and equipment, including surgical and N95 masks, protective gowns, and ventilators. Taiwan has continued to support the health system in Belize. On January 11, 2023, the governments of Belize and Taiwan signed a cooperation agreement fоr thе соnѕtruсtіоn оf the Ѕаn Реdrо Gеnеrаl Ноѕріtаl and Taiwan handed over an additional 5,000 disposable non-surgical isolation gowns and 1,200 units of sanitizers. Belize, therefore, considers Taiwan’s participation as an observer in WHA imperative.

The Government of Belize remains committed to the joint efforts led by the WHO and reiterates its support for the inclusion of Taiwan as an observer at the WHA to help the fight against COVID-19, other emerging communicable diseases, and the sharing of genetic sequencing information, which is critical. Belize urges the WHO to include Taiwan in all health emergency-related meetings and mechanisms, such as the WHO Hub for Pandemic and Epidemic Intelligence and the Global Influenza Surveillance and Response System (GISRS).

The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (STA) (BL-L1031). The Ministry intends to apply a part of the proceeds towards the consultancy service for the Digitization and Implementation of a Digital Document Management System inclusive of the Procurement of a Document Management System/Software and Development of User Manuals.

Through the STA Project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration. The BTSD is looking for reorganizing its Internal Audit Division into an Internal Control Division with the view of improving both, the control of staff integrity and the internal audit. This consultancy is intended to address this concern.

Objective of the Consultancy:

The purpose of this consultancy is to implement a digital document management system and imaging services, which will include the procurement of a suitable document management software, associated hardware and the development of user manuals.

The consulting services (“the services”) is expected to be for a period of fifteen (15) months.

The selected consultancy firm should have the following characteristics: The Firm General Experience:

•The firm should demonstrate at least five (5) years general experience.

Specific Experience:

•Working experience in similar assignments

•At least five (5) years in the following areas below:

 Document management system

 Digitization activities

 Working with software networks, updating system software and tracking data and communications

•Digitize all hard-copy files using identified software; to scan, index, and properly save files in the database by establishing Digital Document Management System (DDMS) parameters such as naming conventions and search criteria

•To perform data validation and quality checks of the digitized records and to configure the software product to operate with existing BTSD computer systems

The Ministry of Finance now invites eligible Consultancy Firms (“Consultants”) to indicate their interest in providing the services. Interested eligible Consultants must submit an Expression of Interest providing information demonstrating that they have the required qualifications and relevant experience to perform the services (description of similar assignments specifying start and end dates of assignments, experience in similar conditions, availability of appropriate skills, etc.). The term “consultant” means a legally established professional consulting firm or an entity that may provide the services.

Expression of Interest package should contain:

(i) Document explaining interest, experience, and competence of the consulting firm.

(ii) Firms experience in the assignment of similar consultancy services during the past five years. Description of similar assignments specifying start and end dates of assignments.

(iii) Firms evidence of past jobs. (These includes letters from the respective client on the job (s) carried out, or a copy of contract or agreement with the client including copy of the TOR).

(iv) Proof of nationality: Copy of certificate of incorporation, information of shareholders of company specifying the shares owned by each respective shareholder of the company and a copy of documentation of nationality of the shareholders of the company.

Consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-2350-15) and is open to all eligible consultants as defined in the IDB policies. The selection of the successful firm will be based on a competitive process among short-listed firms that takes into account the quality of the proposal and the cost of the service. Only the short-listed firms will be asked to submit a technical and price proposal.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

GOVERNMENT OF BELIZE SECOND ROAD SAFETY PROJECT CONSULTANCY SERVICES FOR ROAD SAFETY CURRICULUM REQUEST FOR EXPRESSIONS OF INTEREST

The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) towards the cost of a Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Finance, Economic Development and Investment (MFEDI), the Executing Agency, now wishes to procure consultancy services for Road Safety Curriculum for the Second Road Safety Project.

The objective of the consultancy is to develop supplementary teacher curriculum resource materials for gender/masculinities and anger management; preparation of a Monitoring and Evaluation (M&E) framework for delivery of Road Safety curricula and conducting training of trainers for teachers. The duration of the assignment is expected to be over a period of twelve (12) months.

MFEDI now invites interested eligible consulting firms to submit Expressions of Interest (EOI) indicating qualification and experience required to provide these consultancy services.

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

Consultancy Services for the Design and Supervision of Construction Works for the Proposed Rehabilitation and Expansion of Santa Cruz Water Supply Services Sub-project, Santa Cruz, Stann Creek District, Belize Request for Expressions of Interest

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$5,031,000.00 towards implementing the BNTF10 Country Project and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The BSIF, the Executing Agency (EA), now wishes to procure consultancy services for the design and supervision of infrastructure works for the proposed Rehabilitation and Expansion of Water Supply System, Santa Cruz Village, Stann Creek District, Belize (Large Sub-project)

The objective of the consultancy is to provide technical support to the EA during the implementation of the BNTF10 Country Project. Consulting firms will be required to review existing designs and estimates (where available); advise on scope and adequacy of sub-project intervention; and provide detailed designs, summary estimates, and priced activity schedules. The work must consider thematic areas such as gender and environmental assessments, and shall seek to integrate disaster mitigation measures into designs. Consulting firms will also be required to provide technical inspection of construction works. The duration of the assignment is expected to be for a period of approximately thirty-six (36) months.

The BSIF now invites interested eligible consulting firms to submit Expressions of Interest (EOI) indicating qualifications and experience required to provide these Consultancy Services. Consultants shall be eligible to participate if:

(a) in the case of the body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50% beneficially owned by a citizen(s) and/or bona fide resident(s) of an eligible country(ies) or by a body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website (caribank.org).

In the assessment of submissions, consideration will be given to consulting firms’ technical competence, qualifications and experience in relation to providing detailed design and supervision services on water supply projects, as well as local and regional experience, financial capability (liquidity ratio) and existing commitments. Technical competence of Key Experts will not be evaluated at the shortlisting stage.

All information must be submitted in English. Further information may be obtained from the first address below between the hours of 8:00 a.m. – 4:00 p.m. Monday to Friday (Belize Time), except on Public Holidays.

The Expression of Interest must be received electronically at the first (BSIF) and second (CDB) address below no later than 2:00 p.m. (Belize time) on Wednesday, February 14, 2023. The subject line of the email containing each submission shall be clearly marked “BNTF10 - Expressions of Interest – Consultancy Services for the Design and Supervision of Construction Works for the Proposed Rehabilitation and Expansion of Santa Cruz Water Supply Services Sub-project, Santa Cruz Village, Stann Creek District, Belize.

Following the assessment of submissions, a short-list of not less than three (3) and not more than six (6) applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. Following the submission of proposals, a Consultant shall be selected by utilizing the Least Cost Selection (LCS) method. GOBZ reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.

PROCUREMENT OF NEW DUMP TRUCKS

The Government of Belize via the Ministry of Infrastructure Development and Housing (MIDH) intends to procure twelve (12) new Dump Trucks to facilitate the Ministry with undertaking maintenance of the Public Road Network.

The MIDH now invites sealed quotations from eligible and qualified suppliers for the supply of the following item:

Twelve (12) New Dump Trucks – (15 cubic yards capacity) Bidding will be conducted through Open National Competitive Bidding Procedures.

The deadline for filing TD4’s for the basis year 2022 is February 28, 2023

1. It is mandatory that employers having more than 25 employees file their PAYE Reconciliation via IRIS Belize Portal.

2. When filing out the PAYERECON Template it is required to enter The Tax Identification Number (TIN) and social security number for each employee. The PAYERECON Template must include all employees whether taxable or non-taxable. (Template can be found on our website www.bts.gov.bz labelled PAYERECON)

3. The Belize Tax Service Department can assist you with Tax Identification Number for the employees for whom you submitted a TD4 supplementary last year. The form BTS101 should be filled out COMPLETELY for any employee who does not have a TIN. (Expired social security cards will not be accepted).

4. Employers are required to ensure that all monthly PAYE submission has been entered in their tax account.

5. If any withheld taxes were paid after the due date, penalties and interest would have accrued and therefore, all such amounts would need to be paid before your TD4’s can be processed. Any outstanding taxes withheld should be paid before processing can begin.

6. Please be informed that if all supporting documents are not attached to the online submission this may result in a delay of the processing of your employees’ returns.

The Government of Belize (GoB) has entered into a US$ 14 Million Loan Contract Agreement (No. 4839/OC-BL) with the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration”. The Ministry intends to apply a part of the proceeds towards payments for the services of Project Support Officer.

The objective of the position is to provide general administrative and clerical support to the PEU in compliance with IDB and national regulations.

The Project Support Officer is responsible for the overall daily affairs of the PEU as it pertains to the effective and successful completion of the various activities under the project portfolio of the Ministry of Finance (MoF) and ensuring that all Projects’ activities are executed in accordance with the applicable MoF and the Bank’s requirements.

The main responsibilities of the Project Support officer include, among others:

(a)Provide secretarial services for the PEU.

(b)Provide clerical services for the PEU.

(c)Work closely with the project team in coordination of a wide range of activities in order to meet project and organizational objectives, targets and demands.

(d)Work closely with the project team to ensure that internal and external policies and procedures are followed.

(e)Maintaining an adequate filing system for the PEU records, including the payment records, among others.

Qualification and Experience requirements:

Education: Associate degree in Business Administration, Public Administration or related fields. Participation in relevant courses/training in fields of project management, Microsoft Project, time-management, computer skills, Microsoft Office and records management would also be considered an asset.

General Experience: A minimum of one (1) year general working experience.

Specific Experience:

• Specific Experience 1: A minimum of one (1) year of work experience in performing administrative support services and/or secretarial duties.

• Specific Experience 2: One (1) year experience working with SmartStream system is considered an asset.

• Specific Experience 3: One (1) year experience working with international or national development agencies is considered an asset.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the InterAmerican Development Bank GN-2350-15 section 5 – individual consultants and is open to all eligible candidates as defined in the IDB policies.

INVITATION TO BID SEVENTH POWER PROJECT

CAYE CAULKER INTERCONNECTION

Installation of Submarine Cable and Design, Construction and Commissioning of Substation and Switching Station for the Caye Caulker Interconnection to San Pedro, Ambergris Caye; under the Seventh Power Project

Belize Electricity Limited (BEL) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Seventh Power Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of BEL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any services or works, if such payment, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than BEL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

BEL now invites electronic bids from eligible bidders for the Installation of Submarine Cable and Design, Construction and Commissioning of Substation and Switching Station for the Caye Caulker interconnection to San Pedro, Ambergris Caye; under the Seventh Power Project. The works include, but are not limited to the following:

 Lot 1: Installation of 34.5kV Submarine Cable between North Caye Caulker Substation and San Pedro Switching Station; and

 Lot 2: Design, Construction and Commissioning of North Caye Caulker Substation and San Pedro Switching Station.

Bidders may quote on one or both of the two lots set out in the bidding document. Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

(a) More than 50% beneficially-owned by citizen or citizens and/or bona fide resident or residents of an eligible country or by a body corporate or bodies corporate meeting these requirements; or

(b) Owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Procurement eligibility is extended to include all countries which are not CDB Member Countries.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective bidder’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia:

A Lot 1: Installation of 34kV Submarine Cable between North Caye Caulker and San Pedro Switching Station

i) Financial Situation

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

i) Financial Performance: Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate:

(a) The current soundness of the applicant’s financial position and its prospective long term profitability, and

(b) Capacity to have a cash flow amount of Two-Hundred and Fifty Thousand US dollars ($250,000 USD) equivalent.

ii) Average Annual Turnover: minimum average annual construction and design turnover of One Million US dollars ($1,000,000 USD), calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.

ii) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

i) General Construction Experience: Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the application submission deadline, and with activity in at least nine (9) months in each year.

ii) Specific Construction Experience: Participation as contractor, management contractor or subcontractor, in at least 3 contracts within the last five (5) years, each with a value of at least One Million US dollars ($1,000,000 USD), that have been successfully and substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section V, Employer’s Requirements of the bidding document.

iii) Construction Experience in Key Activities: For the above Specific Construction Experience or other contracts executed within the last five (5) years a minimum construction experience in the key activities of:

(a) Installation of 34.5 kV submarine cable is required.

B Lot 2: Design, Construction and Commissioning of North Caye Caulker Substation and San Pedro Switching Station

i) Financial Situation

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

i) Financial Performance: Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate:

(a) The current soundness of the applicant’s financial position and its prospective long term profitability, and

(b) Capacity to have a cash flow amount of One Million US dollars ($1,000,000 USD) equivalent.

ii) Average Annual Turnover: Minimum average annual construction and design turnover of Four Million US dollars ($4,000,000 USD), calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

i) General Construction Experience: Experience under contracts in the role of designer for at least the last five (5) years prior to the Application submission deadline, and with activity in at least three (3) months in each year.

ii) General Construction Experience: Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the application submission deadline, and with activity in at least nine (9) months in each year.

iii) Specific Design Experience: Participation as designer, in at least 3 contracts within the last five (5) years, each with a value of at least Two-Hundred and Fifty ($250,000 USD), that have been successfully and substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section V, Employer’s Requirements of the bidding document.

iv) Specific Construction Experience: Participation as contractor, management contractor or subcontractor, in at least 3 contracts within the last five (5) years, each with a value of at least Two Million US Dollars ($2,000,000 USD), that have been successfully and substantially completed and that are similar to the proposed works. v) Design Experience in Key Activities: For the above (iii) Specific Design Experience or other contracts executed within the last five (5) years a minimum design experience in the key activities of:

(a) Design of substation with 34.5/6.6 kV transformation is required.

vi) Construction Experience in Key Activities: For the above (iv) Specific Construction Experience or other contracts executed within the last five (5) years a minimum construction experience in the key activities of:

(b) Civil works including any earthworks or construction project; and

(c) Installation of major electrical equipment and supply and installation of substation bus-works are required.

Bidding Documents may be obtained by eligible bidders from the first address below for a non-refundable fee of One Hundred US Dollars ($100 USD). Requests must be made by written application including email.
