Namport – Commodity performance: A Review of the

3rd Quarter of 2022/2023

Namibia's ports have experienced a significant increase in bothcontainerexportsandimportsofvariouscommodities. One of the most impressive commodities is charcoal, which hasshowna39%increaseinvolumeduetohighdemandin Europeanmarkets.Copperexportshavealsoexperienceda 16%increaseduetothebenefitsofcontainerisationsuchas improved security, reduced cargo damage and faster turnaroundtimes.

Mine's life extended

RössingUraniumManagingDirector,JohanCoetzeerecently revealed that mining at the mine will not end in 2026 as was expected,butwillcontinueuntil2036.

Thisfollowsthecompletionofthebankablefeasibilitystudyconductedby the mine the Board approved the Life of Mine Extension (LoME) with anothertenyearsfrom2026to2036.

Despite a formal Life of Mine of 2025, the previous majority shareholder, RioTinto,wasconsideringearlyclosureinJanuary2020.The2019saleof RioTinto'smajorityshareholdingtoChinaNationalUraniumCorporation (CNUC), created a limited duration preferential off take agreement at subsidised prices and at a premium to production cost, assuring a positive cash flow and continued operation. In 2021, Rössing embarked on a FeasibilityStudyfortheLoMEextensionto2036throughthePhase4push backoftheexistingSJPitfullyutilisingthe15-yearmininglicensegranted bytheMinistryofMinesandEnergyin2021.

TheobjectiveoftheLoMEFeasibilityStudywastoevaluateanddocument the technical, practical and economic feasibility to extend the Rössing UraniumLoMEbeyond2026andissueaFeasibilityStudyReport(FSR)to informaninvestmentdecisionbytheRössingBoardofDirectors.Coetzee said,“theobjectiveofthefeasibilitystudywastoevaluateanddocumentthe technical,practicalandeconomicfeasibilitytoextendthemine'slifespan,” he explained. Other commodities that have seen growth in export volumes include frozenfish,frozenmeat,saltbagged,woodenproductsandsteelwhich has ween an impressive 178% increase due to high demand in key markets.

On the other hand, malt importers have grown by 52% driven by the strongperformanceofNamibianbeerproductsinemergingmarketssuch as South Africa and Tanzania. The importation of machinery also increased by 52% due to new mining developments in neighbouring countries such as Zambia, the Democratic Republic of Congo, and Botswana.

Despite somedeclines,suchasa36%decreaseinvehicleimportsdueto a shift in shipping routes, Namibia's ports have experienced an overall positivegrowthinimportsandexports.Theriseof8%inhouseholdand personal effects imports was mainly attributed to the return of regional residentstotheirhomecountriesprimarilyfromZambiaandZimbabwe. Inaddition,dangerouscargoimportsforhemilitaryarmyofBotswana alsocontributedtotheoverallgrowthofthePortofWalvisBay

Moreover, there is good news for growth in the final quarter of the financial year thanks to the growing demand for exports primarily to Zambia and Botswana. The Port of Walvis Bay has experienced a remarkablesurgeinvolumeinammoniumnitrateimportation,aswellas a 23% growth in sulphur importation, thanks to its efficient transportationroutetoZambiaandtheDRC.

Overall, the positive growth of the Port of Walvis Bay in commodities andexportsisagoodsignforthe Namibianeconomyandtheregionas a whole. The increased demand for exports to neighbouring countries is expected to continue, leading to a further increase in the growth of Namibia'sports.

Police warn against phone scammers

POLICE in the Erongo region warn business communities and the public they [the police] have received several differentphonescammingreportsfromthepublicrecently.

In a telephonic interview, Erongo police's Unit Commander of Community affairs, Inspector Ileni Shapumba told the newspaper phone scammers contact businesses while pretending to be members of the police. “The scammers are using the names of myself and the Walvis Bay Station Commander communicating to businesses to close with immediateeffectandreporttothepolicestation. Theyalsousenames andranksthatdonotexist.”

Inspector Shapumba said the police will never phone companies and makesuchdemands,“wewillgostraighttothebusinesses.Wewillnot makephonecalls.”

NamRa Time Release Study

The Namibian Revenue Agency (NAMRA) recently conducted a Time Release Study (TRS) in collaboration with the Port of Walvis Bay. The TRS is a comprehensive assessment of the efficiency and effectiveness of trade procedures andprocesseswiththeaimofidentifyingandaddressingbottlenecksanddelaysin themovementofgoodsthroughtheport.

TheTRSinvolvedadetailedanalysisofthe entire supply chain, from the arrival of goodsattheporttotheirfinaldelivery,and included feedback from stakeholders such as importers, exporters, customs officials, and logistics service providers. The study was conducted in line with international best practices and standards to benchmark the performance of the Port ofWalvis Bay against other ports in the region and globally The findings of the TRS revealed several areas for improvement, including the need for more streamlined procedures for customs clearance, better communication between stakeholders and improved infra-

structure and technology The study also highlightedtheimportanceocollaboration between the various stakeholders in the supply chain, and the need for ongoing monitoringandevaluationofperformance toensurecontinuousimprovements. NamRa and the Port of Walvis bay have already begun implementing some of the recommendations from the TRS, includingtheintroductionofasingleelectronic platformforalltrade-relatedtransactions, the establishment of a dedicated stakeholderengagementforum,andtheexpansion of infrastructure at the port to accommodateincreasedtradevolumes.

Sea levels are predicted to rise by 18 to 59cm by the year 2100

Ariseinsealevelsandstormsurges,changesinseatemperatureandacidityleadingtoreducedfish populations, and a decline in catches such as sardines, and coastal erosion are all due to climate change.

Climate change refers to long-term shifts in temperatures and weather patterns. During a workshop on Climate Change held by the Namibia Media Professionals Union (NAMPU) in collaboration with the International Federation of Journalists (IFJ) on 24 and 25 February in Windhoek for media professionals in Namibia, aimed at enhancing the capabilitiesofjournaliststoreporteffectively and have a better understanding of climate changeandotherenvironmentalissuesfacing Namibia,ProfessorSimonShifa,anEnvironmental Scientist shared some facts on why Namibia is vulnerable to climate change. Shifa mentioned that Namibia is one of the countries in Sub-Saharan Africa with low, highly variable rainfall of 25mm-700mm.

Shifasaidclimatechangeisexpectedtoworsen the highly variable climate of Namibia and Namibia's economy is largely dependent on natural resources such as agriculture, mineral deposits, ecosystems, marine fisheries,andbiodiversity “Asadevelopingcountry,Namibiahasleastadaptivecapacitydueto lackofresources,skillsandtechnology”.

Duringhispresentation,Shifamentionedthat the sea levels are expected to rise by 18 to 59cm by the year 2100. According to Shifa, climatechangeispredictedtohaveanimpact on the biodiversity and tourism sector, there willbeasignificantincreaseinthesizeofarid landareas,andclimatechangeisexpectedto cause damage to important ecosystems and related potential risk of reduction in tourism.

Shifa said changes in temperature, vegetation,water,andthelocationofwildlifewill, for instance, hinder wildlife safaris, water sports, and backpacking activities in Namibia.

Inhispresentation,Shifaalsosharedpredictionsonhowclimatechangemightaffectthe health sector. According to Shifa, climate changewillincreasethelikelihoodofvector and water borne diseases, especially malaria andcholerainfloodedareas.Climatechange is also predicted to have an impact on the “triplevulnerability”ofHIV/AIDSsufferers: adverse climate conditions will put more strains on the health system. Increase incidences of heat stress, dehydration, reduced abilitytocopewithotherstressorsanddiseases,andlossoflifeowingtoahighernumber ofdrowningincidentsarealsoexpected. Climate change is also expected to cause damage to key infrastructures such as road networks which restricts access to homesteads and services such as schools and healthcare facilities. Other key infrastructures include railways, dams, water pipes, electricity transmission facilities, communicationinfrastructure,andsewerageanddrainagesystems.

AccordingtoShifa,climatechangewillalso reduce production at the Ruacana hydroelectricpowerplantduetoreducedflowrates in the Kunene River and there will be an increasedneedandopportunitiestoinvestin renewableenergytomitigateclimatechange.

Passport-free crossborder travel

ThePresidentsofNamibiaandBotswanamadehistorywith thesigningofapassport-freecross-bordertravelagreement attheTrans-Kalahari/MamunoBorderPostinBotswanaon 24February.

TheagreementsignedbythetwoHeadsofState,afirstofitskindfor Southern African Development Community (SADC) countries, allows citizens to cross the two countries' borders without a passport but with the use of their National Identity (ID) Cards as Travel Documents.

As member states of SADC, this shared initiative between Namibia and Botswana is in line with the SADC Protocol to promote and facilitatethefreemovementofpeople,goodsandservicesastepcloser to regional integration. Namibia is committed to playing its role in developingpoliciesaimedattheprogressiveeliminationofobstacles. NamibiaandBotswanashare1544kmlandborder Thecommunities on both sides speak the same language and share a common culture. For this reason and for neighbourly solidarity, it makes perfect sense thatweshouldfacilitateeffectiveanduncomplicatedmeansoftravel betweenourrespectivecommunities.

Namibians will now be able to travel to Botswana using their new IdentityCardsandviceversa.However,youngerpeoplewillstillhave tousepassports,whilethenewidentitycardforpermanentresidence holdersisalsonotacceptable.

TheCruiseshipwithacarryingcapacityof2 260 passengers, is currently on a 62-day world tour cruise, one-way from Triesto to Rio de Janeiro. The schedule started on 6 January and ends on 9 March. Costa DeliziosadepartedfromtheWalvisBayPort onthesamedayofitsarrivalandiscurrently sailing to its next port of call, Saint Helena, Jamestown.Namport'sExecutive:Commercial Services, Elias Mwenyo said, “passenger vessels bring holiday makers to the harbour towns who contribute significantlytothelocaltourismindustryby spending money at local shops, making use ofthepublictransportsystem,goingonday excursions as well as purchasing souvenir items from vendors who specialise in local artsandcrafts.”

Climate Change Workshop by NAMPU

During a Climate Change Workshop held by the Namibia Media Professionals Union (NAMPU) in collaboration with the International Federation of Journalists (IFJ) for mediaprofessionalsinNamibiaheldinWindhoekon24and25February,Environmental Scientist,ProfessorSimonShifa,sharedsomefactsonwhyNamibiaisvulnerabletoclimatechange.

Theworkshopwasaimedatenhancingthecapabilities of journalists to report effectively by havingabetterunderstandingofclimatechangeand otherenvironmentalissuesNamibiaisfacedwith.

ProfessorShifaexplainedtheriseinsealevelsand stormsurges;changesinseatemperatureandacidity leading to reduced fish populations; and the decline in catches such as sardines, and coastal erosion,areallduetoclimatechange.

Duringhispresentation,theprofessormentioned sea levels are expected to rise by 18 to 59 cm by theyear2100.AccordingtoShifa,climatechange ispredictedtohaveanimpactonthebiodiversity and tourism sector, there will be a significant increase in the size of arid land areas, and climate changeisexpectedtocausedamagetoimportant ecosystemsandrelatedpotentialriskofreduction in tourism. Shifa said changes in temperature,

In his presentation, Professor Shifa also shared predictionsonhowclimatechangemightaffectthe health sector According to Shifa, climate change will increase the likelihood of vector and water borne diseases, especially malaria and cholera in flooded areas. Climate change is also predicted to have an impact on the “triple vulnerability” of HIV/AIDS sufferers: adverse climate conditions willputmorestrainsonthehealthsystem.Increase incidences of heat stress, dehydration, reduced ability to cope with other stressors and diseases, andlossoflifeowingtoahighernumberofdrowningincidentsarealsoexpected.

Climatechangeisalsoexpectedtocausedamageto key infrastructures such as road networks which restrictsaccesstohomesteadsandservicessuchas schoolsandhealthcarefacilities.

Other key infrastructures include railways, dams, water pipes, electricity transmission facilities, communication infrastructure, and sewerage and drainagesystems.

AccordingtoShifa,climatechangewillalsoreduce production at the Ruacana hydroelectric power plantduetoreducedflowratesintheKuneneRiver and there will be an increased need and opportunities to invest in renewable energy to mitigate climatechange.

Rössing Uranium donates N$ 300 000 towards Emergency Disaster Relief Fund

Earlier in February, Rössing Uranium donated N$300 000 towards the National Emergency Disaster Relief Fund to assistwiththefloodsinthenorthernpartsofNamibia.

Asaresponsiblecorporatecitizen,RössingUraniumpositively responded to the request through the Ministry of Mines and Energy to support the devastating situation that has affected communitiesinthenorthernregions.

N$200 000 for flood victims

On behalf of the National Emergency Disaster Fund, the Prime Ministerof Namibia, Saara Kuugongelwa-Amadhila received N$200 000 from Swakop Uranium for flood relief victimsinaffectedareasofNamibiaon23February.

During the handover ceremony at the Erongo Governor's

office in Swakopmund, the Swakop Uranium ChiefExecutiveOfficer,

Qiu Bin, expressed his concern over the devastating situation in the

north due to the recent floods Bin pledged N$200 000 to assist the government with its humanitarian efforts to provide relief to the affected people Bin expressed his gratitude to the Government of Namibia for its positive and supportive re-

lationship with SwakopUraniumoverthe years. The Prime Minister, Hon. Saara Kuugongelwa-Amadhila commended Swakop Uranium's monetary contribution to assist the flood victims in

the north. Kuugongelwa-Amadhila also acknowledged the magnitude of the Husab Mine's investment by China and encouraged Swakop Uranium to continue its aspirations to be the top Uranium-

producing company intheworld.

KuugongelwaAmadhila said that SwakopUraniumand theGovernmentneed to set the example with regards to the 'transfer of knowledge'.

She emphasized that the initial political partnership between China and Namibia should move to an economic partnership, which will lead to prosperity for both nations. She further mentioned the need for increased local procurement which will contribute to the prosperity of the nation.

KuugongelwaAmadhila stated that a good water supply is crucial so that the growth of the nation is not constrained

KuugongelwaAmadhila assured Swakop Uranium's Senior Executives thatshewouldfollow up with the Line Ministries, Namwater, and other key stakeholders on the various challenges highlighted for the benefitofall.

Swakop Uranium's ExecutiveVicePresident,IrvinneSimataa presented an overview of the grand scale of Swakop Uranium's Mining operations, and its contribution to the economy. He highlightedthattheHusab Mine is China's largest investment in Africa, and in a few years could grow to be the largest Uranium Mine in the world He further mentioned some of the challenges that the Company is facing such as the lack of sufficient water and power supply

Neville Andre thanked Swakop Uranium for its continued supportintheErongo region in all sectors, particularly in areas of need such as communitysupport.

RegionalleadersfromvariousregionsinNamibiawhowere inWalvisBayforaworkshoplastweektooktheopportunity and the initiative to visit Swakopmund Secondary School (SSS)toaddressandmotivatelearnersontheimportanceof education.

While addressing the learnersonThursday,the Governor of the Erongo region, Neville André

Itope said, “as you all know, education is very important and you as learners are a very important component of education, the governors of the regions were here on a different mission this whole week in WalvisBay,attendingan official activity, but they took the initiative to come to your school todayandjusttrytobepart oftheexcellenceinterms of performance of the school. We are here to motivateyou.”

Itope said many of the governors come from unfortunatebackgrounds andtheywouldalsowant tosharetheirexperiences

with the learners. Itope further said, “so, we want tomotivateyoutobebetter learners, as you know the class of 2022 in terms of performance was not that goodnationwideandthere bare also concerns about thatandwewouldnotwant toseethesameresultsthis year as we saw last year We are leaders not only of our different regions, but leaders of all Namibian childrenwherevertheyare and when we see the challenges or the performance that is weak in our Namibianschools,wetook the initiative to stand together and take that challenge in addressing the performances and also for oureducationtobebetter.”

WBGC first fundraiser

The first fundraiser of the year at Walvis Bay Golf Club was played last weekend with a magnificent field of 20 three-ball teams that teed off in goodweather.

Withascrambledriveformat,withonlyonescoretocountonthepar3's,two scoresonthepar4'sandallthreescoresonthepar5's,itwasgameon.Making use of a long drive by Bertus Venter, a steady round by Thomas Wolff and a greathandicap[high]forEuniceWolffsawthemwalkawaywiththefirstprize on 98 points. Second place went to Des Benson, Warren Theron and Vihlo Hanghome on 95 points, third place went to Bossie Bossman, Oom Pikkie ChampionandDanievanAntwerpenon94points.

Therewasatotalofsevenprizesinall,andaddedtothatthereweresevenlucky draws. The closest to the pin was won by Herman Neethling and the longest drivewasashotbyAmandioSardinha.

TheCoastalChessAssociationrecentlyheldtheZone4SchoolsIndividualCoastalChess ChampionshipsatNamibHighSchoolinSwakopmund.

Thetournamentwasaimedatempoweringcoastal chess players by creating a platform for them to showcasetheirtalents.

About90participantsinactionandcompetingfor bragging rights with the top three learners from eachagegroup(U7toU19)advancetocompeteat thezonalfinals.

The Coastal Chess Association is planning on hosting a tournament every last Saturday of every month in the different towns within the Erongo regiontowillgrantmorelearnersanopportunityto showcasetheirtalents.
