Tacoma Schools, Port Explore Joint Plan to Build ‘Maritime 253’ Skills Center

In a move to promote maritime industry jobs as potential career paths for students in Pierce County, the Port of Tacoma and Tacoma Public Schools have formed a partnership to consider building a new maritime skills center on Port-owned land, to be called Maritime 253 (the Tacoma area code is 253).

The decision to form an interlocal agreement to develop the center came about in March, following a year-long effort by the Port and Tacoma Public Schools to attract more youth to an industry that has had trouble finding skilled workers to replace its aging workforce.

Once established, Maritime 253 will be a regional career and technical education (CTE) center, serving high school students from multiple Pierce County school districts. Students taking part will enroll in advanced CTE courses at both the skills center and in additional courses at their high schools. Courses and participation will be offered at no cost to students.

“We realized there was a natural synergy between our plan and locating the new skills center at the port would be a great fit,” said Eric Johnson, executive director of the Port of Tacoma. “Working to prepare future generations to fill jobs in the Port, maritime, and skilled trades industries is a key priority.”

A similar marine-themed educational program began on a smaller scale in South Seattle in 2021, when the Highline School District launched the Maritime High School program that NWY covered in our March 2022 issue (find it online at nwyachting.com). In the planned Tacoma project,

education will be provided not in a particular high school, but in a skills center that will be open to all interested students across Pierce County’s school districts.

Details of the Maritime 253 curriculum are still being developed by maritime industry advisors, but the instruction will focus on four main pathways: skilled and technical trades; transportation and logistics; technology and innovation; and sustainability. The center will also establish programs in which students can earn professional credentials, certificates, and apprenticeships. Through these opportunities, participants can develop skills for managing goods in a global economy, including warehouse logistics, equipment operators, dock workers, and other ship-related jobs.

The next steps for the Port and the school districts will be to move to phase one of the project, which will be to begin the design-build process, involving site-condition assessments for suitable properties, issuing proposal requests for a designer and builder, and setting up a system for public involvement as the process moves forward. It’s all an effort to help support Tacoma’s marine cargo operations, which currently provides 42,000 jobs and $3 billion in labor income, according to the Port. WA Instructs Boaters to Give Orcas (Much) Wider Berth for Safety

We clearly love our Southern Resident orca whales that cruise the Salish Sea, but we are loving them too much. Under a new bill that passed overwhelmingly in the Washington House of Representatives in April and soon to become state law, Washingtonians will need to give the endangered animals more room to protect their safety in crowded waters.

The bill will more than triple the mandatory distance to be maintained between whales and watercraft, from 300 yards to 1,000 yards—the equivalent of about half a nautical mile and the same exclusionary distance currently mandated for commercial whale-watching vessels. The bill will also modify whale-watching business license fees, modify existing enforcement rules, eliminate certain other fees, and create new licenses for paddle-tour and paddle-guide businesses that will replace kayak-guide licenses. The House bill is very similar to SB 5371, which passed earlier in the state Senate. Both bills have strong bipartisan support and are currently in negotiations to smooth out minor differences. A joint bill will be sent to Governor Jay Inslee, who is expected to sign it into law. Once signed, the law would take effect in January 2025.

Boaters, however, are being encouraged to not wait and begin voluntarily observing the 1,000-yard buffer in the current boating season. A nonprofit coalition of conservation groups called Give Them Space (givethemspace.org) is offering a voluntary pledge that recreational and commercial boaters can sign, stating that they will immediately heed the 1,000-yard buffer for animals in the J, K, and L pods.

The latest estimates for the number of orcas in the Southern Resident population have fallen from 93 whales in the 1990s to just 73 today, making them one of the most critically endangered species in the country. Not only will the 1,000-yard exclusion zone prevent accidental boat/whale collisions, it will also help reduce underwater noise produced by shipping, which can disrupt the orcas’ ability to echo-locate for prey and mother orcas nursing their young.

“This is a momentous occasion for our state and the protection of our marine life,” said state Rep. Debra Lekanoff (D-Bow), a member of the Tlingit and Aleut Tribes, who championed the House bill. “By creating a setback distance from Southern Resident orcas, we are sending a powerful message that we are committed to protecting our marine ecosystems and respecting the cultural heritage of Native American tribes.”

Before the law is finalized, the Be Whale Wise nonprofit organization is continuing to promote its flag-based educational campaign for boaters in Washington and British Columbia to show their support for orca whale protection, offering “Whale Warning Flags” to alert other boaters when whales are spotted in a particular area. The flag, with a white field and a red, yellow, and black circular logo depicting a whale tail, is recommended to be hoisted as an indication to other boaters to slow their speed or alter their course if whales are spotted nearby. The flags come in two sizes—16-by 24-inches and 2- by 3-feet—and can be found at several marine organization websites in Washington and Canada. Summertime Cruise News: Beach Buoys Pump Out the Jam

Summer’s the busiest time of the year for Northwest boaters, so here is a roundup of some regional developments that may affect your warm-weather cruising—from new moorage buoys in British Columbia to Puget Sound’s best sewage pump-out spots.

New D’Arcy Island, BC, Moorages Open: D’Arcy Island, one of the lesser-known islands at the southern end of Canada’s Gulf Islands archipelago, was recently equipped by Parks Canada with two new guest moorage buoys, paid for by the BC Marine Parks Forever Society. Located in the Haro Strait a few miles west of San Juan Island, 83-hectare D’Arcy Island is uninhabited but has a network of old rails, primitive campsites, and some picnic tables for day hikes. The mooring buoys on the east side of the island were set up to help boaters navigate the notoriously rocky shores and strong currents in the strait that have kept visitors away over the years. Under the new visitor rules, boaters with vessels measuring less than 50 feet may use the buoys without charge for short-term stays until 3 p.m.; those camping overnight will be charged C$14 a night from May 15 to September 30. ‘Mind the Zone’ Seaplane Buoys Return to Lake Union:

Last year’s “Mind The Zone” boat safety campaign on Seattle’s Lake Union is returning this summer, from Memorial Day to Labor Day Weekend, to raise awareness of the busy lake’s increased traffic by both boaters and seaplanes. A series of five well-marked orange-and-white buoys have been anchored in a north-south central zone of the lake that is shared by sea planes and boaters. Yellow lights on each buoy begin flashing when a plane is approaching to land or take off on the water. The lights are an indication that all swimmers and operators of power, sail, or paddle boats should move quickly to the east or west of the buoys at a minimum distance of 200 feet on either

Refurbished Keystone Boat Launch to Re-open

This Month: After several months of repair work, the Keystone Boat Launch on Whidbey Island is scheduled to re-open. Since late 2022, the launch and breakwater structures have been closed for repair after a damaging December 2018 storm. While the final construction of the breakwater has interfered with the spring halibut and lingcod fishing season, the boat launch is expected to be fully restored for the summer season. The launch, located near the Keystone Ferry Terminal within Fort Casey Historical State Park, will include a restored shoreline, new guide piles and floats, and a breakwater structure designed to better protect the infrastructure from future storms. Redesigned Website Educates WA Boaters About

Safe Pumpouts: With seasonal watercraft usage on the rise again this summer, Washington Sea Grant has refreshed its website to educate boaters about the latest safe and environmentally conscious method of pumping out boat sewage in the Puget Sound area. The Pumpout Washington website is a clearinghouse of information about how boat operators can comply with the state’s No Discharge Zone (NDZ) policy, which bans any sewage from being discharged into Puget Sound waters. The refreshed site contains a live map, updated in real time, showing the locations of safe permanent and mobile pump-out stations and boaters can also learn about how NDZs provide ecological protection for humans and regional aquaculture, and plan ahead for any pit stops they may need for future extended summer excursions. 1982 60’ Riva Corsara

Available from Worth Avenue Yachts, this handsome, Italian-designed motoryacht has been beautifully refreshed for the many years of cruising that lie ahead.

This handsome Riva Corsaro may be north of 40 years old, but the major upgrades and retrofits over the years makes Bravissimo sing like Pavarotti in his prime. Its three elegant staterooms can comfortably accommodate six people, and its sunken salon is a classic throwback to the mid-century luxuries of Italian yacht design championed by Riva. Stainless-steel-framed windows create an atrium effect in the sleek salon interior. A large L-shaped couch is located aft, surrounding a coffee table, opposite another L-shaped dinette and a handmade, varnished, hi-lo table. A flat-screen Samsung TV is attached to the rear of a low-profile helm chair, near an upgraded beverage refrigerator. The salon furniture retains the original Italian designs, but the fabrics and soft goods have all been updated, maintaining the original stitching patterns.

Forward of the salon, the minimalist lower helm features a gauge cluster with bow and stern thruster controls to port, ZF Micro Commander throttles to starboard, and a modernist wooden wheel at center. Other navigation aids include a Furuno NAVnet chart plotter, a NAVpilot autopilot, VHF and stereo controls, a Ritchie 5” compass, and a Furuno depth sounder.

A curved staircase starboard of the helm leads to the lower deck and empties into the compact but efficient galley, recently upgraded with a new refrigerator and Miele appliances. The original stainless steel counters and double-basin sinks have been kept in excellent condition, surrounded by custom high-gloss, louvered cabinetry.

Aft of the galley is a circular foyer that leads to the three cabins and a day head. The forward owner’s cabin features a queen-size berth and a refurbished en suite head and a separate shower. The redesign was handcrafted by master shipwright Tony Ferrari, using Birdseye maple, teak, and holly. Another owner’s cabin is located aft, also with an en suite head and separate shower stall, plus all-new finishes and fixtures. The adjacent twin stateroom offers two small berths, ideal for kids of any age, and access to the shared day head.

Astern, the refitted cockpit is spacious, with molded bench seating along the transom, four movable deck chairs, and shade from the overhanging bridge deck. The cockpit also includes a teak-covered hydraulic swim platform that can lift a small tender or jet-ski. Moving forward, the elongated prow includes a large sun pad. Up on the flybridge, a fully equipped upper helm sits forward of more lounge seating and another sun pad that boasts extra protection from wind and sun with a Bimini top.

The engine room of the Bravissimo has probably gone through the greatest number of upgrades, including a full mechanical survey performed in 2022 and a complete overhaul of the twin Detroit Diesel 8V92TI engines in 2005. The engine impellers were replaced and the coolant flushed in 2020; the propellers were rebuilt in 2021; and the intercoolers, all four turbos, and the generator impeller were rebuilt in 2022. Today the engines produce a combined total of 1,470 hp and have about 2,000 hours of use.

This adventure ready, almost-brand-new Brabus Shadow 900 XC from Oaksmith Yachts boasts some red-hot speed.

Hitting the market last year and amassing just 41 hours of total engine usage, this 2022 Brabus Shadow 900 XC is the closest thing you’ll likely find to a “brand new” boat on the used market. Sporting a stylish platinum grey gelcoat paint job, the sleek 900 XC is built for speed, with twin Mercury 450 Verado Racing Engine outboards to give it a healthy 30-knot cruising speed and a head-turning 60 knots in a sprint. It’s time to call Boynton Yachts and arrange a viewing of this beautifully maintained and upgraded Bayliner 4788.

This well-maintained Bayliner 47-footer is perfectly suited for cruising in the Northwest, with a mixture of enclosed and open-air recreational spaces, a raised pilothouse, a flybridge helm station, and three luxury staterooms to accommodate up to six people.

Decking throughout is non-skid fiberglass, with custom teak-style Sea Dek for the deep-well cockpit and swim step. The cockpit also has a transom door and a deck shower. The aft flybridge deck has a Bimini top and space for an Avon hard-bottomed RIB tender with a center console and 40-hp outboard. The RIB can be moved with a davit system rated at 750 pounds.

Three steps down from the salon leads to the cabins, including an owner’s stateroom with a centerline island queen-sized berth. Aft to port is the dressing/bunk cabin, which can be used as an extension of the master or converted into a double guest stateroom with two bunks. Aft to starboard is the private master head with an enclosed shower/tub combo. The Kitsap Peninsula Water Trail is a boater’s paradise, a uniquely glorious and varied stretch of saltwater currents. At 371 miles, this is the longest nationally designated water trail on the West Coast—and the first saltwater trail in the United States. Designation gives it status akin to the Pacific Crest Trail and it includes the stretches of waterways, bays, and inlets that flow up into and around Kitsap Peninsula. As the extensive water trail approaches its 10th birthday next year, there are many ways to explore the aquatic path with 200 access points, particularly if you enjoy paddling.

“There are just so many wonderful places to go. You could pick any spot on the map and there’s something interesting,” says John Kuntz, owner of Port Gamble, Washington-based Olympic Outdoor Center and the person who spearheaded getting the Kitsap Peninsula Water Trail (KPWT) on the national map. “There’s always a special place every time of the year: watching the salmon jumping off the mouth of the Skokomish River or watching the orcas in the fall.”

There’s no better time to visit than right now. June brings prime seal pupping time at Liberty Bay, one of the largest seal rookeries in Puget Sound. It can also be a viewing spot for orcas. Kuntz says that one year a pod of orcas came in to do their seal hunting. “So that was pretty spectacular to see, nature in its kind of raw form,” says Kuntz, “orcas hunting seals right in front of our rental dock in Poulsbo.”

Ride the Tide is also a big June draw and a great way to get to know the trails for those who have never explored them. The annual event is a 6-mile guided paddle (in a kayak, canoe, or on a paddleboard) from Dyes Inlet to the Port Orchard waterfront. “We ride the outgoing tide to Port Washington Narrows past Bremerton,” explains Kuntz. “It can reach four to six knots without paddling; that’s just the speed of the water.”

Kuntz’s love and advocacy for the KPWT came when he kayaked the full Kitsap Peninsula coastline in 1996 with a friend. The veteran paddler (he’s been doing so for more than 40 years) immediately understood the need to protect these waterways and coastlines. At the time, he was too busy establishing his nascent company to devote much energy to it; but later, in 2004, Kuntz got involved with the North Kitsap Trails Association around some timberland in Port Gamble that was going to become a county park. He began to formulate a water trail plan and finding others interested in the idea. The rest is history.

“The chance for us early on, to secure these sites and then make it known that they’re special, really I think set the tone for the number of sites we have today.”

While there are popular areas along the trails, such as Dyes Inlet or Liberty Bay, Kuntz says it’s far more likely that you’ll be touring in relative serenity most places you go. “Once you get outside these areas, you may not even see another kayaker. You’re paddling coastline where it’s just you and your friends, stopping on some beach that looks inviting and is part of the trail, and making a day of it.” Kuntz is very happy that the work he and others put into getting the KPWT recognized has helped turn it into a destination for boaters and land-based recreationers alike over nearly a decade. “My satisfaction in creating the trail was to see people use it. And to really care about it, so that they can save it and protect it environmentally, as well as in other ways.”

Where to Go

Sites on the KPWT can generally be accessed by beachable craft, but there are areas with moorage from which you can paddle around or stop and sightsee. The Washington Water Trails Association (wwta.org/kitsap-peninsula-water-trail/) has 12 routes you can look at, and at the Kitsap Peninsula Water Trails interactive map (kitsappeninsulawatertrails. com/maps/) has 84 access locations with information on each site’s amenities. Here are a few spots to inspire your planning:

Kitsap County and one of the largest yew trees in the U.S. Dosewallips State Park, along the Hood Canal and Dosewallips River, is a delight for birders and beach explorers—go clamming or fishing here, too.

Foulweather Bluff Preserve, one of the northernmost points of the KPWT, is a haven for wildlife.

Prefer an overnight or two? Go camping at Jarrell Cove State Park on Harstine Island, a marine camping park where you can hike trails, fish, and dive. It has dock and moorage space plus moorage buoys. The 475acre Blake Island Marine State Park has 1,500 feet of moorage dock and 24 mooring buoys, plus views of the Seattle skyline to the east and the Olympics to the west as a backdrop for your camp or wildlifeseeking adventure. Go birding (and shellfish harvesting January through May) at Wolfe Property State Park, a secluded and undeveloped campsite. Be a tourist at the many fantastic towns that dot the water trail coastline. Take a walk through National Historic Landmark lumber town Port Gamble on Hood Canal (also home base for Olympic Outdoor Center), with shops and great eats, such as Butcher & Baker Provisions’ fantastic fried chicken sandwich with pimento cheese. On Liberty Bay, the Norway of the Pacific Northwest aka Poulsbo, offers a different side of PNW history—and lots of places to stroll, picnic in the park, or have lunch with marina views, such as at the Brass Kraken; or dig into the area’s heritage at the Maritime Museum.

Cruise by Lakebay Marina. Last year, the Recreation Boating Association of Washington began the process of restoration of the property, which includes marina facilities and 2.8 acres of uplands and tidelands, with the intent to return the restored property to the Washington State Department of Natural Resources for management.

Summer of Salmon

MARK YUASA has the summer fishing forecast covered, from coho to Chinook.

It’s time to start making early-summer salmon fishing plans, and here’s my rundown on the top choices in local marine areas.

The headliner in June occurs right in Seattle’s front yard as the central Puget Sound (Marine Area 10) opens daily June 1 for a fishery targeting coho only, more than two weeks earlier than in 2022. Look for coho averaging 2 to 4 pounds in the shipping lanes off Jefferson Head, Kingston-Apple Tree Point, from the Edmonds’ oil docks south to Richmond Beach, West Point south of Shilshole Bay, and along the east side of Bainbridge Island.

If you’ve got a knack for chasing a larger salmon species, then head to south-central Puget Sound (Marine Area 11) where the hatchery-marked Chinook fishery opens on June 1. Keep in mind that this fishery is managed under two separate summer quotas. If you recall, the June 2022 season lasted a mere three days, but the 2023 quota is 1,423 fish. That’s up quite a bit from 580 in 2022 and 431 in 2021. The remaining Area 11 summer quota is 3,379 fish (2,816 in 2022 and 2,656 in 2021) and that season opens July 1.

Look for hungry Chinook off Point Defiance Park in Tacoma; outside of Gig Harbor; on the northeast side of Vashon Island; Colvos Passage; outside of Quartermaster Harbor; and the south side of Vashon Island. If Marine Area 11 is slow, then look for summer Chinook south of the Narrows Bridge in southern Puget Sound (Marine Area 13) at Gibson Point, Hale Passage, and Point Fosdick.

The ocean is expected to see a bounty of salmon this summer, and anglers will get a first chance to catch them when Neah Bay (Marine Area 4) and La Push (Marine Area 3) open for Chinook and hatchery-marked coho retention beginning June 17. Those areas will be followed by the Ilwaco (Marine Area 1) and Westport (Marine Area 2) openings on June 24. All areas will remain open daily through September 30, or until quotas are achieved. The coast-wide catch quotas are 39,000 Chinook and 159,600 hatchery-marked coho.

The salmon fisheries peak in July as more migrating summer Chinook begin to arrive in local marine areas, so keep your fishing lines taut as midsummer arrives. Several focal points to watch are the central and northern Puget Sound; the western and eastern Straits of June de Fuca;

and the anticipated hatchery-marked fisheries in northern Puget Sound, central Puget Sound, and the San Juan Islands.

Not to sway from all the early summer marine fishing activities but one freshwater option that has stood out every year is large-sized summer Chinook found in central Washington.

The Upper Columbia River at Rocky Reach Dam to Chelan Falls and further upstream to Brewster opens on July 1. The 2023 Upper Columbia summer Chinook forecast is 84,800 and up from 56,300 and an actual return of 78,444 in 2022, which was the seventh largest return since 1980.

If I had to pick one go-to location, it would be below Beebe Bridge (better known as Chelan Falls), which is a shallow water fishery bottoming out at just around 25 to 50 feet, so keep the downriggers at home. There are two nice boat launches at Chelan County’s Beebe Bridge Park or across the river at Chelan Falls Park. This is an early morning fishery that occurs right at daybreak and the salmon tend to go off the bite around 9 a.m. Also look for Chinook at the tailrace of Wanapum Dam; around the mouth of Entiat River and the mouth of the Chelan River; the tailrace of the Wells Dam; and Brewster Pool up to city of Bridgeport. For a mix of kings and sockeyes, head to areas below Rocky Reach Dam, below Wells Dam, or at Brewster.

Timing is key in the Upper Columbia as Chinook or sockeye can be in one location one day, only to move many miles upstream the following day. Water level and flow also affect how the fish bite. Lastly, keep close tabs on the dam fish counts to know where to be on certain days. Before heading out the door, be sure to check the regulations for any updates or emergency closures. Fair Fight

DOUG HANSEN explains how the recent adoption of the measurement-based Offshore Racing Congress rating system will help ensure fun but fair competition in upcoming local races.

A keen observer of this season’s Puget Sound racing results will notice an interesting shift across several keelboat classes to a different scoring system. Offshore Racing Congress, or ORC for short, has been in Puget Sound for several years in the “big boat” classes. Now we are finally seeing a migration of many race boats to this new system after growing frustration with the status quo.

ORC is not just a tool for the big boats; it has been used by our friends in British Columbia across nearly all classes for nearly a decade. Beyond the Pacific Northwest, it is a fundamental cornerstone of big boat racing throughout Europe and Australia; US Sailing recently adopted and officially administrated the system, which is sure to foster further adoption in the United States. A new announcement earlier this year even puts the ORC World Championship in Newport, Rhode Island, in 2024. This global footprint provides unprecedented data on race results. It has allowed ORC officials to refine the scoring system over the years and create as much of a level playing field as mathematically practical. ORC is commonly referred to as a data-driven rating system where calculated performance profiles are generated for boats utilizing a highly refined velocity prediction program commonly called a VPP.

The ORC scoring system considers several factors influencing a yacht’s performance, such as boat measurements, sail measurements, and the rigging and equipment onboard. These factors are used to calculate each yacht’s time correction factor (TCF). The TCF represents the predicted speed of a yacht relative to a theoretical baseline yacht with a TCF of 1.00. Yachts with higher TCF values are expected to be faster than yachts with lower TCF values. The ORC system comes into its own when rating boats for the conditions, allowing for different corrections through different wind ranges as well as specific ratings for predominantly windward/leeward races, such as the Puget Sound Sailing Championships, or an even

spread of sailing angles, such as Round the County. The overarching hope for the fleets moving in this direction is that the system provides a flexible and fair method that allows yachts of different sizes and characteristics to compete with confidence that the sailors’ efforts will win the day.

This move aims to provide a more evenly competitive alternative to the contentious and often debated PHRF handicap system. PHRF also has its roots in the theoretical speed potential of a boat as a starting point but differs in the general concept where handicaps are adjusted based on the historical performance of specific boats over time as determined by a council of handicappers. These adjustments often take the form of an appeal by a competitor or boat owner if they feel that many race results do not reflect their on-the-water performance. Unfortunately, this system leaves a lot of ambiguity and interpretation as to the performance and capabilities of the crew, rather than the speed potential of the boat itself, that is functionally impossible to isolate. Whether real or perceived, it is often presented as unfair political gamesmanship of the system by competitors and takes away from the fundamental enjoyment of competition.

The reason we compete, be it in sailing or any other sport, is to either win or lose against our competitors in a fair and balanced environment. While every system has pros and cons, the global adoption of measurement-based rating systems has pushed the focus back onto the sailors rather than who has the best handicap in the fleet. It will be interesting to see the continued development of ORC in the Northwest racing scene. At the end of the day, the most important thing is that boat owners and their crew have fun and continue to participate in the sport.

I am excited to leave feelings and opinions out of scorekeeping, let our actions on the water dictate the results—and then feel good buying our rivals a drink to congratulate them on a job well done.

Summer Stunner

Fresh colors, crunchy textures, and an irresistible dressing that smacks of sweet, sour, and savory: This vibrant Thai salad is a summer symphony of flavors that hits all the right notes.

The Pacific Northwest is home to many Thais, many of whom have opened restaurants and introduced our region to the bounty of delicious dishes that reflect their vibrant culture. Let’s celebrate this month with a bright, cheerful salad from Thailand: It’s filled with fresh colors and crunchy textures and brought to life with a sour-sweet-savory dressing spiked with fresh chili. Best of all, this summer dish is galley-friendly and ready to serve on your next voyage.

If you’re not familiar, rows of papaya trees grow along the Chao Phraya River plain of central Thailand. When not yet ripe, the green fruit is crisp, firm, and tangy. The Thai call this salad papaya som tum, literally a “sour pounded” salad, since the dish preparation requires the pounding of all the ingredients together in a mortar and pestle to release the juices and blend the flavors.

As with all ethnic cuisine, the more you veer from genuine ingredients, the further away you become from what makes this dish so special. Before you cast off, dip into your local Asian market to grab what you need.

This is a little salad, certainly not intended as an entrée. Pair it with some grilled lingcod, halibut, or spot prawns, and maybe a bowl of sticky rice. You’ll be transported to Thailand in no time—all while savoring some fresh fare found right here in the Pacific Northwest.

Thai Green Papaya Som Tum with Scallions, Mint & Nam Pla Vinaigrette

Serves 4

1 medium Thai green papaya, quartered and peeled

1 carrot, peeled and cut into thirds

1 cup raw green beans, sliced into 1/4-inch pieces

2 large cloves garlic, peeled

2 Thai bird chilies

1/3 cup peanuts, roasted

1/4 cup Thai fish sauce

3 tablespoons coconut palm sugar, or brown sugar

1 tablespoon tamarind concentrate

1 cup lime juice, freshly squeezed

2 tablespoons additional peanuts, chopped, for garnish

Cut the green papaya and carrots into 3-inch lengths and shred each piece with a mandolin or vegetable shredder with the medium julienne blade. Otherwise, simply grate using a hand-held, large-holed vegetable shredder. Place in a bowl and add the green beans.

In a large mortar and pestle, pound the garlic and chilies together until smashed in little bits. Add the peanuts and pound into a chunky paste. Scrape the garlic peanut mixture into the bowl of papaya. Add the fish sauce, sugar, and tamarind to the mortar and pestle and stir until the sugar has dissolved. Add the lime juice. Pour over the papaya and toss well, gently squeezing the papaya with the dressing for 30 seconds. Transfer to a serving platter and sprinkle with additional peanuts.
