Statement: Puyallup is at a crossroads. Our community is growing and changing faster than our local policies and political representation can keep up with. We have community members from diverse racial backgrounds, economic backgrounds, and abilities. We need leadership that stands with and for citizens facing injustice, racism, discrimination, and economic hardship. As a candidate, it is my goal to listen to and engage with the community, and dedicate my time to implementing the many changes that support everyone in Puyallup.

Under my leadership, citizens can be guaranteed that the operations of the community will have the focus of equity and social justice. The voices of underrepresented community members will be heard and taken into account.

I am committed to environmental justice. I believe in authentic partnership with our local Tribes as first stewards of this land, to ensure that everyone in our community is able to live in a healthy environment. It is my goal as a leader to have regular meetings with the Puyallup Tribal Council to hold me accountable, especially with decisions around sustainability of our environment and the legacy of the tribe. As the first stewards of this land, the elders have the wisdom to be honored.

Ballot Title

Shall the Town of Steilacoom be authorized to impose additional regular property tax levies in an amount equal to fifty cents ($.50) per thousand dollars of assessed valuation for each of six consecutive years to provide emergency medical care and services?

Explanatory Statement

The Town Council of the Town of Steilacoom has passed a resolution requesting an election to authorize for six (6) years a levy of a property tax in an amount not to exceed fifty cents ($0.50) per thousand dollars of assessed valuation. This levy would only be used for providing emergency medical care and services including but not limited to funding a portion of the contract with West Pierce Fire and Rescue to provide advanced life support services and Town personnel performing emergency services, training, operating expenses and medical supplies.

The existing emergency medical care and services levy authorized by the voters of the Town of Steilacoom at the August 5th, 2015 Special Election expires at the end of 2021. This levy will pass if a simple majority of the votes cast are in favor of the levy. If the levy is approved, it will become effective in 2022.

Statement For

The Emergency Medical Services (EMS) Levy funds the portion of the Public Safety Budget that is dedicated to Emergency medical services including but not limited to: 1) the Town’s contract with West Pierce Fire and Rescue to provide advanced life support (ALS) and transport services, 2) Public Safety personnel performing basic life support (BLS) services, 3) ongoing training, 4) operating and medical supplies, and 5) growth in demand for services,

If approved, a levy rate of $.50/$1,000 of assessed valuation, the same rate which was approved by the town’s voters in 2015, would be the maxim that Town officials could request and collect on a yearly basis.

Your Yes vote will allow the Town of Steilacoom to continue to provide EMS response and service at the current level for the next six years.

Elected Experience: Member of Steilacoom Town Council since 2002 and awarded the Certified Municipal Leader by the Association of Washington Cities in 2004.

Other Professional Experience: Retired military officer with experience as a staff officer at several levels of command. Owner of an electrical contracting company since 1982.

Education: BS Electrical Engineering, Kansas State University, 1961; graduate of Military Command and General Staff College, 1978; attendance at many seminars concerning duties of council conducted by Association of Washington Cities.

Community Service: Councilman Steilacoom Town of Steilacoom, member Steilacoom Historic Museum Association and VFW Post #91.

Statement: As a member of the Steilacoom Town Council for nearly 20 years I have supported the many public works jobs which have improved the living conditions in Steilacoom, i.e., new streets, replacement of underground power lines, public park equipment and emergency services.

The town is facing a time in which the revenues will no longer meet our public service commitments and reserve funds must be used to supplement these expenditures. The town has been operating on a very austere budget for several years, but now must use these reserve funds for the core services required to administer the town. However, the Town of Steilacoom has been able to maintain these reserves for this eventuality due to the previous council decisions and great staff work.

The diligence of the town staff to obtain grant money has enabled the town to rebuild many streets during this period. Along with the Mayor, Staff and other council members I will continue to explore ways to insure the vital services for the town are met in the most economical manner possible.

Other Professional Experience: My life has been committed to serving the public. I have over twenty years of military service. I currently work for the Department of Natural Resources (DNR) improving the state’s aging facility infrastructure and creating/ implementing strategy to reduce greenhouse gas emissions.

Education: Master’s degree in Geological Engineering (University of Missouri Science and Technology); Bachelor’s degree in Biology (University of North Carolina at Pembroke); Executive Leadership and Communication Fellowship (University of Washington); Project Management Professional Certification.

Community Service: Steilacoom Kiwanis Club; DNR Volunteer Wildland Firefighter; Event Coordinator for Military Organizations, AUSA and Local Businesses.

Statement: I am proud of our Steilacoom community and relationships my family has forged thus far. I invite new connections through dedicated public service as a voice for this great community. My aim is to interact respectfully with Town’s Citizens, taking into consideration public opinion and applying sound judgement; especially with decisions concerning Steilacoom’s revenue and future development, protection of natural areas, and community events, which support family recreation and creates opportunities to meet new friends.

Relationship building helps give a voice to all of Steilacoom’s residents. I pledge to observe and listen to the business owners and private citizens concerns, then use my experience and network to solve problems efficiently and cost effectively.

As a former military law enforcement professional and engineer, I am privileged to have experienced firsthand what it takes keep communities safe. I hold Steilacoom’s emergency services and public works department the highest regard.

Vote for me. Together we will continue Steilacoom’s history as an exceptional community for family and businesses alike.
