City hires five firms to help with water expansion project

(Seguin) -- The city of Seguin is moving forward with its plans to greatly expand its water service territory to the north. The Seguin City Council on Tuesday approved several professional service contracts that will allow several projects to move forward for design and construction of infrastructure work needed for the city to expand its water service area.

Tim Howe, director of water and wastewater utilities, says the city acquired a sizable area from the Springs Hill Water Supply Corporation. When the deal was approved in the fall, it was called a “win-win” for the city and for Springs Hill. Howe says the expansion of the city’s water service territory helps it meet future demands for growth. It also allowed Springs Hill to focus on other areas within its boundaries. Howe says the

growth in Seguin has been rapid, and this helps to address some of those issues.

“With that growth came high demands on a on our water supply, and in order to ensure that our water supply is there for our community and to meet the demands in the future, it takes strategic planning and a collaborative effort among the different water purveyors here in the city. Connecting businesses from THIS GALAXY & BEYOND

Reports came into AM1580 of UFO sightings at the Seguin Coliseum last Thursday night. Our team went to investigate and found the Seguin Showcase to be underway, with its theme - 2023: A Space Odyssey - being enjoyed by event goers. The event brought together area businesses to connect with the community and each other. Seguin Chamber of Commerce Membership Coordinator Maria Castilleja helped organize the event, which was held Thursday night.

“A lot of this is a big committee effort, of course,” Castilleja said. “I think my part of it is just loving the ideas, and going along. I’ve never even been out of this world so I’m pretty excited that I’m in it. I think the best part is, for example, today somebody wanted to join as a member, set up a booth today, and we did that.”

Space monsters, Jedi, aliens, and astronauts roamed the coliseum floors enjoying the entertainment and signing up for giveaways at the different tables. Kids played Rock ‘Em Sock ‘Em Robots at one booth while nearby Han Solo stood frozen in carbonite, mocked by Darth Vader –– who stylishly wore a blazer.

Castilleja said the showcase offers a unique opportunity for businesses that would typically not cross paths to network with each other while also connected with the larger Seguin community.

“There are chiropractors here, there are people from banks, people who are doing digital lighting, so just knowing their services and what is offered in our community, you don’t have to go fifty miles –– a hundred miles out –– I love it,” Castilleja said.

“...water supply. So cognizant of the potential impact that might have on our community, city management began discussions with Springs Hill to transfer about 9,500 acres of their service area over to the city of Seguin. The effort was to free up some water supplies, so that then Springs Hill could begin making water commitments to developers in different parts of their service area,” said Howe.

The deal was approved last fall. In all, it covers about 9,500 acres, including land where the new Navarro High School is slated to be built.

“On October 18th, city council approved an agreement between the city and Springs Hill that transfers an area that’s bounded by State Highway 46 to the west, north to Link Road, south to IH 10, and east to State Highway 123,” said Howe.

The city hired the engineering firm Freese & Nichols to work up some models that would show how to best get the city’s water flowing into those properties. The modeling help to map out a pathway forward, and allowed the city to specify what projects need to be done at this time.

“Freese & Nichols did modeling for our distribution system and identified eight separate

capital improvement projects that are necessary for the city to provide service to this part of our community. Subsequently, the city organized the strategic focus group, with the objective of identifying a method that could help us design and construct these eight projects as quickly as possible. The city has a set of aggressive goal to complete this construction by this first quarter of 2026,” said Howe.

The eight projects were packaged together and the council on Tuesday approved contracts with several different firms to handle all of that work.

“The focus group recommended that we take eight projects and condense them into three projects -- what we’re calling project packages. The city has solicited proposals from three different design firms to handle design and construction management. A fourth engineering firm will do quality control plan review and construction inspections. A fifth (firm) will handle all land acquisition or real estate acquisition that’s necessary to complete these eight projects,” said Howe.

City Manager Steve Parker sang the praises of Howe, Assistant City Manager Rick Cortes, City Engineer Melissa Reynolds and

other staff for working so diligently over the last several months to get these projects started. Parker says it’s important to the city’s future to get this water flowing into that area as quickly as possible.

“So we’ve got a lot of major projects going on right now, especially with our wastewater treatment plant (expansion). We’re counting on growth to make a lot of those things happen. If we stall, then that’s just a (potential) impact on the rates that people will have to pay for this. The quicker we get these things up, and get these customers connected -- the more developments we’re going to have, and the more commercial or retail that we’re going to have. Also, the more industrial properties, because a lot of these...are key industrial areas. I just can’t say enough about the team and how quickly and how well thought out their plan is and how well they’ve executed this,” said Parker.

The firms hired include TRC Engineering, Trihydro Corporation, Kimley-Horn & Associates, Freese & Nichols, and HDR Incorporated. Each firm was assigned a specific task and that work will all be done in an effort to complete the overall water expansion project over the next three years.

Walter Gene Brown, age 75 of Luling, Texas, passed away on February 8, 2023. Gene was born on November 26, 1947 in Eagle Pass, Texas to Naomi Lee (Cox) and Robert Alley Brown. Gene married Christine Boemer Brown on April 14, 1978. They have three sons: Robert Aaron (Katy) of Austin, Adam (Amanda McArdle) of Dania Beach, FL, and Caleb of Austin. They have two grandchildren with their son Robert and his wife Katy: Van Law and Viara.

Gene grew up in Eagle Pass and graduated from Texas A&I University in Kingsville with a BS in Agriculture in 1969. He served as a FFA advisor while he taught Agriculture, Ag Mechanics, and Welding in Runge, San Antonio, Floresville, Seguin, Luling, and Stockdale from 1969-2006. Gene overcame several serious health issues throughout his life.

Gene dedicated his life to teaching his three sons and other youth. He filled his free time supporting his sons and students with their livestock projects, coaching youth soccer, basketball, and baseball, and teaching hunter safety courses. Gene was an active member of the Lutheran Church: serving as a Sunday School teacher, Church Council President, and member of various committees. He also served on the Luling ISD school board.

Gene is preceded in death by his parents and sister-in-law Barbara Brown (Neil). He is survived by his wife, sons, grandchildren, brother Neil Brown, sister Bobbie Tate (Ben), sisters-in-law Kathy Pancoast (Elliot), Ruth Hanna, Valerie Doerfler, brother-in-law David Doerfler (Cindy), and many nieces and nephews.

Visitation will be held on Friday, February 17 at Tres Hewell Mortuary from 5 to 7 p.m. Graveside services and interment will be held on Saturday, February 18 at 10 a.m. at Guadalupe Valley Memorial Park. A memorial service celebrating Gene’s life will follow at Faith Lutheran Church in Seguin at 11 a.m. with the Rev. Michael Pancoast officiating. A reception will follow in the Life Enrichment Center (LEC).

Maria I Sanchez, resident of Seguin, TX, passed away on February 4, 2023, at the age of 67 years old. Mary celebrated her 67th birthday on January 24. She was born in 1956 and married to her husband, Gus in 1971. Mary was an amazing Mother, Grandmother, Great Grandmother and Wife. She loved to take care of anyone who needed it. She loved Casinos, Bingo, and spending time with her family. Most of all she had so much love to give.

Esther Hilda (Mache) Vecera 92, passed away Sunday, February 5, 2023 in a local hospital. She was born on April 17, 1930 to Julius Mache and Minnie Lorfing and raised in a family of ten siblings in Schulenburg, Texas.

Shortly after her marriage to Joseph Vecera, the couple moved to Seguin, Texas to live and raise their family. Esther enjoyed cooking, canning vegetables from her garden, quilting and spending time with her great-grandchildren.

She is preceded in death by her parents; all nine siblings; her loving husband, Joseph Vecera of over 55 years of marriage; daughter, Carolyn Vecera; sons, Carlton Vecera and David Vecera as well as grandson, Phillip Griffin.

Esther is survived by daughter, Shirley Markgraf (Arthur, Jr.); 6 grandchildren and numerous great-grandchildren as well as numerous nieces and nephews.

House Votes To End COVID Vaccine Requirement For Foreign Air Travelers (Washington, DC) -- The House is passing a bill to end COVID vaccine requirements for foreign air travelers. The CDC requires all adults who aren’t citizens or permanent U.S. residents to show proof of a COVID vaccination before flying to the country. According to the U.S. Travel Association, the United States is the only country that has kept the policy.

“Excess Mortality” Among Doctors During Early Days Of Pandemic (Stanford, CA) -- A new study suggests that over 600 doctors may have died of COVID-related causes in the early days of the pandemic. The study from Stanford University claims there was “excess mortality” among U.S. physicians from March of 2020 to December of 21, and that over 600 more doctors died than may have been expected. Despite their exposure to COVID-19, the study also found that physicians had a lower rate of excess mortality than the general population during that time, indicating that measures protecting against the virus may have been effective.

Breast Cancer Vaccine Moving Forward

(Cleveland, OH) -- A breast cancer vaccine may be closer than we think. Researchers at Cleveland Clinic have announced they have moved to the next step in their process of creating such a vaccine. This new phase will enroll people who are cancer-free, but at a higher risk for developing breast cancer. The Clinic says their long-term goal is to create a vaccine for cancer-free individuals to prevent triple-negative breast cancer. Triplenegative is the most aggressive and lethal form of the disease.

Packers QB Featured Speaker At Denver Psychedelic Conference

(Denver, CO) -- An NFL quarterback will be a featured speaker at a conference on psychedelic science coming to Denver later this year. Aaron Rodgers is listed among the more than 300 speakers expected for the five-day conference in June. The event bills itself as a “South by Southwest for psychedelics,” with presentations and vendors focusing on the scientific and health benefits of compounds such as psilocybin. Colorado voters legalized the possession and use of psychedelics last November.

Ask the Master GARDENERS

Q: When should I fertilize my lawn? I want it to look nice this year.

A: Do not fertilize your lawn until you have mown twice. This advice comes from Doug Welsh’s Texas Garden Almanac. By waiting, you know that the grass is actively growing and is ready to use the applied fertilizer.

Q: Is it safe to start my spring vegetable and flower plants? I would like early blooms and fruit.

A: Remember that the last freeze in Seguin in 2021 was February 22, and the last freeze in 2022 was March 13. If you really want to begin now, plant in containers that can be moved indoors if needed. In fact, I always buy my tomato transplants as soon as they are available and plant each one in a gallon container of good soil. Since I don’t need many plants, I put the six pots in my little red wagon so that it can be easily moved.

Speaking of spring flowers, there are many types that are perfect for Texas. We’ve been enjoying our cool season annuals which included dianthus, ornamental cabbage (look at the ones at the entrance to the library), pansies, snapdragons, stock and violets. It will soon be time to replace them with warm season annuals. And, of course, my favorite (because it is so easy to grow and is so colorful) is the periwinkle or annual vinca. Now is a good time to plan your color scheme and perhaps try different annuals than usual, such as amaranthus with its colorful

foliage, or a bed of cosmos which can be seeded or transplanted. Purslane and portulaca both have excellent heat tolerance. Or you might try a bed of tall zinnias, or a bed of even taller sunflowers.

Q: We’ve had a recent rain, but I am afraid of a dry summer. When can I do to help my plants?

A: Mulching is one of the most important things you can do for your garden. Research by Welsh showed that un-mulched shrubs could lose two-thirds of the water applied on the soil through evaporation and only one-third through transpiration. Mulching has other benefits. Personally I think that nothing looks nicer than cedar mulch around the plants by my front door. And the smell is a wonderful reminder of Christmas year round. As the mulch decomposes, it provides organic matter to the soil which is another benefit.

Q: When do I prune my roses?

A: That depends or whether you have spring-blooming climbing roses or other types of roses. I have heritage roses and a few hybrids so I prune mine in late winter. Traditionally this is done on Valentine’s Day. Don’t ask me why, but it does make it easy to remember. Summer blooming shrubs such as these roses generally bloom on shoots that grow from this spring’s growth. When I prune, I also strip off the old leaves, most of which are already dead and gone, and clean out dead leaves and twigs from under the bush.

FYI: Don’t forget to keep your birdbaths full. The birds and animals empty mine every evening.
