City gets update on proposed new Seguin, New Braunfels connector route

(Seguin) -- More people and businesses are moving into the area, and with that growth, there’s now a push to create better ways for people to travel between the Seguin and New Braunfels areas. The SH 130 Concession Company, which manages the southernmost leg of State Highway 130, is proposing to build an east-west connector that would create direct tie-in between Interstate 35 in New Braunfels and SH 130 somewhere near Seguin.

Jeff Billows, chief operating officer for the SH 130 Concession Company, recently discussed the idea with the Seguin City Council. Billows says this is all tied to the growth that’s occurring locally. He says the tollway is already experiencing more traffic due to that growth. There are more vehicles utilizing that stretch of the toll-road, but Billows says it can handle much more.

Over these periods of time, there’s an 11 or so percent increase in commute times. We put a survey, in the field, on Guadalupe and Comal County residents, and 85-percent of them indicated that traffic has become worse, over the last five years,” said Billows.

The connector road is all about improving the transportation flow throughout this area, but it’s expected to offer other benefits to communities, like Seguin, which will help it promote and manage the growth in the area. The new road would need legislative support, during the current legislative session underway in Austin. Billows says that work is being done and they are hoping to get to a point where they will be allowed to work with the Texas Department of Transportation (TXDOT) to move the project forward.

“There’s been a proposal under discussion to help to alleviate some of that, and that’s the proposal we’re just putting forth for further consideration, and ultimately, potentially legislation in this session, which would give TXDOT the right to enter into

negotiations with the SH130 Concession Company. The proposition would be a high speed, nontoll connector between (IH) 35 and SH 130. The connection points are subject to, you know, details -- generally speaking, (it would be) from around (Highway) 46 where it connects to I-35 to FM 20, at where it connects to SH130. Again, that is one potential route. It’s a route that minimizes the amount of right-of-way that has to be taken, because – one, that’s the most disruptive thing to residents of the area. And two, is that we don’t have eminent domain authority, so there’s no condition under which we would be taking land. It would have to be a collaborative process with the landowners, and as such, the route could vary,” said Billows.

It’s a fair question to ask that if the project is so valuable to the people in this area, why didn’t TXDOT pursue this on its own. Billows says the company is in a position to better handle this project. It can move at a faster pace, which means that you can better control the costs associated with the project. It also potentially brings relief faster to motorists who have found it more difficult to travel across the area. Route, pg. 3

“The value we would bring to the table is that, as a private company, we’re not subject to the funding requirements that TXDOT is subject to. So, we could theoretically start this project off and be done in five years, whereas with TXDOT, it may not really be a priority, and you’re probably looking at 20 years and it’s costs are escalating,” said Billows. “To be fully transparent, the negotiation with TXDOT would likely be -- we would fund this effort upfront, we would design it, we would build it, we would work with the locals and the compensation would be an extension of term of our current concession, which is 40 years right now. The reason there’s legislation involved is this current statute limits duration at 52 years, so it would be an extension beyond that. The details would be worked out in a transparent process with TXDOT, but that’s probably the broad strokes.”

Billows says the details are a long way from being worked out, but he says the concept for the roadway is sound, and it’s something that’s greatly needed.

“I think this brings a needed connector, and obviously (some) congestion relief. There is also in our survey improved response times for first responders, and there’s an alternative to I-10, which is currently having its own issues there. The legislation has been discussed for a while. I think it’s a priority for the Seguin (Area) Chamber of Commerce. We’re also getting positive response from other entities,” said Billows.

The concept calls for the New Braunfels connection

to occur somewhere near State Highway 46. The council raised questions about whether or not that could be done given the current congested state in that area. Billows says TXDOT already has some plans for that area, that they might be able to tie into, but that’s not the only option for the connection to New Braunfels.

“The range that seems viable is from the 46 interchange, where that’s got a planned interchange. So, we would probably extend from that and is one possibility. There’s also a possibility at (FM) 1101, where there’s a developer looking at a connection to I-35,” said Billows.

Billows stressed again that this is a roadway that is needed, and while it will be a connector to SH 130, it will not be a tollway.

“It would be an untolled facility, and that’s why there is a need for a different funding mechanism and for legislation. So yeah, it will be untolled, probably 65 (MPH), direct access, probably elevated, with local access at grade,” said Billows.

There’s been some skepticism expressed by some local officials, but that’s not been the case at the city of Seguin. Many officials in Seguin have expressed their support for the roadway, and they think it will help with traffic flow in the area, but they also believe that it will help to spur economic growth to the area.

Billows presentation to the city council, earlier this month, was an information-only item, and no action was taken by the council. The ball now really is in the hands of legislature. It will take legislative support in order for the Concession Company to be able to work with TXDOT on the project.

Lifegate Lady Falcons Win TCAL 1A Regional Championship, Boys Take Third

(Corpus Christi) — The Lifegate Christian Lady Falcon Basketball team took home the regional championship in the Texas Christian Athletic League Class 1A Region IV playoffs, while the boys team placed third on Saturday in Corpus Christi.

The Lifegate girls went 2-0 Friday and Saturday in the tournament, blasting Anapolis Christian 42-10 on Friday and then blowing past Trinity Christian 63-22 on Saturday. With the win, Lifegate improves to 18-3 overall on the season. Lady Falcon Lyna Cavazos was named to the all tournament team.

The Lifegate boys fell 63-58 to Town East Christian on Friday to finish in third place. Rowe Hansen from Lifegate was awarded the all tournament medal for the varsity boys team. The Falcons have a 9-14 overall record this season.

Both the Lifegate girls and boys teams advance to the TCAL state tournament. The tournament starts on Thursday.

Carolyn Zillmann Schultze, age 81 of Seguin, passed away on February 17, 2023. Carolyn was born on November 18, 1941 in San Antonio, Texas to Nelda Marie (Wolter) and Walter George Zillmann. She was a life-long member of Redeemer Church in Zuehl.

Carolyn is preceded in death by her husband, Willie Schultze and her parents.

George William Start, age 90 of Seguin, Texas, passed away on February 9, 2023 at Windsor Nursing Home in Seguin. George was born on December 4, 1932 in Burr Oak, Michigan to Kathryn (Wert) and Howard W. Start.

George retired from the State of Michigan Civil Rights Department in 1988. He and his wife Isabel (Izzy) moved to Seguin, Texas where his second career was in professional photography. He and Izzy worked together as C & S Photography and were prominently known for their photographing of many weddings and civic events throughout Seguin and surrounding communities until 2008.

He is preceded in death by his loving wife of 32 years, Isabel “Izzy” Cabello Start (d. 2015), his parents.

Survivors include his sons, Gary Start and Larry Start; daughter, Connie Hepler; sister, Alice Palmer; special caregivers and friends, Karen Rust and Betsy Roof; numerous grandchildren and great-grandchildren; numerous nieces, nephews, other loving family members and friends.

Maria B. Luna was called Home to the Lord on February 14, 2023 at the age of 87. She was born on October 22, 1935 to Maria (Salazar) and Federico Bencomo in Seguin, Texas.

Maria was a hardworking woman. She was employed at Holly Farms for many years, in addition to several other jobs. She enjoyed going dancing in her younger days with her husband and other couples.

Maria loved her children deeply. She went out of her way to be sure they came home to hot meals even when her children were grown, married, and no longer living at home. She was a God-fearing woman and prayed for God to watch over her children and their families.

Mom will be deeply missed but we are left with the comfort and confidence that she has arrived to Heaven where she will sing and dance once again in the company of he loved ones that are joyful to welcome her in heaven.

Maria is preceded in death by her parents, Federico and Maria; sons, Guadalupe B. Luna, Jr., Henry B. Luna (Christina Luna, surviving) and daughter, Lucia L. Gallegos (David Gallegos, surviving).

Left to cherish her memory is her husband of 70 years of marriage, Guadalupe M. Luna; children, David B. Luna and fiancé, Anita Mindieta, Gloria Gallegos (late husband Robert), and Angie Torres and husband Frank. 26 grandchildren, 60 greatgrandchildren, 23 great-great grandchildren and 4 great-great grandchildren on the way; sister, Virginia Contreras; half-sisters, Olivia Jackson, Ofelia Ybanez as well as numerous nieces, nephews, cousins, and friends.

Senators Want Answers On Toxic Train Derailment In Ohio

(Washington, DC) -- Two Republican Senators are demanding answers about the toxic train derailment in Ohio. Home state Senator J.D. Vance along with Florida Republican Marco Rubio sent a letter to Transportation Secretary Pete Buttigieg. They want to know the balance it tries to strike between having a safe rail industry and one that’s efficient. Ohio Governor Mike DeWine has previously said the state was never alerted of the train passing through East Palestine and it wasn’t classified as carrying highly hazardous materials.

Data Shows Increase In Migrants Deaths At Border In San Diego

(San Diego, CA) -- The number of people dying while trying to cross the U.S.-Mexico border near San Diego is on the rise. According to data from the Mexican Consulate in San Diego, 46 Mexicans died while attempting to cross from Tijuana to San Diego from October 2021 through September 2022. That’s up from 34 reported in the previous fiscal year and way up from the eleven deaths that were revealed three years ago. iNewsSource reports dehydration and drownings are among the leading causes of migrant deaths. However, the most common is injuries sustained from border wall falls, including brain damage and broken shoulders, backs and legs. Irregular Sleep Might Raise Hardening Of Arteries Risk In Older Adults

(Dallas, TX) -- A new study finds that irregular sleep habits might raise the risk of developing problems that can lead to heart attack or stroke in older adults. Researchers say sleeping an inconsistent number of hours each night and falling asleep at different times might increase the risk of developing the condition commonly called hardening of the arteries in people older than 45. The term describes the buildup of fatty deposits, known as plaque, on artery walls. Researchers note poor sleep is linked to heart disease, high blood pressure, obesity, Type 2 diabetes, and other cardiovascular conditions. The study is published in the latest edition of the Journal of the American Heart Association.

Study: Fructose Could Fuel Alzheimer’s Development

(Aurora, CO) -- A new study finds a common dietary sweetener could fuel the development of Alzheimer’s disease. Researchers at the University of Colorado School of Medicine say fructose, a simple sugar used to sweeten a wide range of foods and beverages, restricts blood flow to the brain’s cerebral cortex. The study’s lead author says that can lead to progressive brain atrophy and neuron loss with all the features of Alzheimer’s disease. That, researchers say, makes the case that “Alzheimer’s disease is driven by diet.”
