Another edition of Top Mag! On behalf of the entire Greater Topeka Partnership team, thank you for taking the time to read through what we’ve been up to in recent months. Without your involvement and support, we wouldn’t be able to accomplish these feats and make progress on complex challenges affecting our community.
In the pages ahead, you’ll learn how we — alongside dedicated community partners in both the public and private sectors — are working to address issues like child care gaps and talent shortages. You may read about the community’s next five-year strategy, Momentum 2027, and the bold initiatives we’re setting our sights on over the next few years. You’ll also learn how we’re promoting regionalism and building an economy that benefits all.
Some of these issues, and our approaches to them, may surprise you. We hope it’s a pleasant surprise, because everything we do here at The Partnership is about you. It’s about our community, our residents, our business owners who make the Topeka area so special. Our work centers on improving equity and building economic prosperity, so that everyone in Topeka and Shawnee County has the opportunity to thrive.

TOPEKA, LAWRENCE ANNOUNCE 2023 CITY SWAP
In May, the Greater Topeka Partnership and The Chamber, Lawrence, Kansas, announced a two-day Topeka-Lawrence “City Swap” event, taking place Oct. 12-13, 2023. This event will bring together business leaders, elected officials, and community stakeholders to participate in a tour of each city. The event will feature speakers, networking, and opportunities to learn about exciting developments in each community. The City Swap is a follow up to the joint intercity visit the two cities collaborated on in 2022. Tickets for the 2023 City Swap went live in mid-June. RESULTS SHOW JUMP IN COMMUNITY MORALE
Inlate February, the GTP released results of the 2022 Net Promoter Score (NPS) Survey, which measures community satisfaction in Topeka and Shawnee County. The latest survey was conducted during the final year of Momentum 2022, and results come as the community begins to implement Momentum 2027. The latest findings demonstrate notable movement in community satisfaction compared to initial findings reported in 2017, with the community’s NPS now a ‘minus 1’ on a scale of negative 100 to 100. For comparison, our 2017 NPS came in at ‘minus 47.’ The 2022 data show significant progress in community morale, with a 20-percentage-point jump in the number of respondents actively promoting Topeka and Shawnee County — moving from 12% in 2017 to 32% in 2022. Meanwhile, those who were actively negative about the community (detractors) fell from 59% in 2017 to 33% in 2022. In total, 67% of those surveyed during the past year would actively or passively recommend the Topeka area to others. “Topeka’s improved promoter score is now stronger than a legacy brand like Disney, which is estimated to be at ‘minus 7,’” said Patrick Altenor, economic advisor for GO Topeka. “Facebook, for comparison, is at ‘minus 21.’”

We’ve completed the annual audits for the GTP, GO Topeka, and Visit Topeka and are now turning our attention toward smaller projects before the budget process starts at the end of the summer. A special thank you to Andrea Bailey and Megan Pletcher on the GTP team for all their work on the audit!

GTP GOES BIG FOR 2023 ANNUAL MEETING
OnApril 6, the GTP went BIG for our 2023 Annual Meeting at the Stormont Vail Events Center. Annual Meeting is The Partnership's networking-and-awards event of the year. We celebrated the year’s accomplishments with about 600 of our members and supporters, presenting awards to several individuals and organizations for their work and impact in the greater Topeka area. Awards of Excellence this year went to:
• Dr. Tiffany Anderson, superintendent for Topeka USD 501, for her efforts to activate her team at Topeka Public Schools in support of refugee families.
• Yana Ross, leader of the Top City Promise task force, for her work supporting Ukrainian refugee families adjusting to life in Topeka.
• Dr. Jerry Farley, former Washburn University president, for his tenure at the university and leadership in transforming the Washburn campus experience.
• Dené Mosier, CEO of the Kansas Children's Discovery Center; Brendan Wiley, CEO of the Topeka Zoo; and John Bell, Parks Superintendent for Shawnee County Parks and Recreation, for their efforts in bringing Topeka Dino Days to the capital city.
• Father Daniel Coronado and Our Lady of Guadalupe Church for breathing new life into the Fiesta Topeka celebrations, honoring the event's 90-year legacy.
• Kent Glasscock, former president and CEO of K-State Innovation Partners, for his leadership on K-State 105 and important contributions to the region's economic success, including Topeka's selection as K-State 105's first urban partner.
• Casey Vigus, who was recognized as The Partnership's Ambassador of the Year.
• Dr. JuliAnn Mazachek, president of Washburn University, who was honored with Topeka's first ATHENA Leadership Award designed to highlight excellence in female leadership and recognize women making a difference in the community.
• Keith Warta, chair of Bartlett & West, who was presented The Partnership's highest honor, The Wolgast Award, for being a lead voice throughout the Momentum 2022 implementation process and for working tirelessly to advocate for Topeka and Shawnee County.
The awards were bookended by live entertainment, networking, and more. We reminded attendees that together, we're taking Topeka and Shawnee County to the next level through Momentum 2027. MOMENTUM 2027 LAUNCHES
Though some work began in 2022, the next five -year community strategy, Momentum 2027, officially kicked off at the start of 2023, and progress on various initiatives is already being made! Momentum tri-chairs Tara Dimick, Commissioner Kevin Cook, and Mayor Mike Padilla, along with Michelle Cuevas-Stubblefield of The Partnership, recently presented to the GTP Chairs Council and provided the following highlights:
1) All 21 strategic initiatives are currently in play. Why? We have a number of initiatives being targeted for Q4 or Year 2 that require a bit of prep work; to ensure the advances we all desire, the work has begun.
2) Tracking of The Partnership organizations is underway to ensure alignment with the strategy and recording tactics.

NEW BOARD EMPHASIZES EQUITY
The Partnership’s new Equity Advisory Board held its first meeting during the first quarter of 2023. The Equity Advisory Board will work closely with the Momentum 2027 team to ensure equity remains central to all Momentum initiatives. The board is being chaired by Marquisha Paul, with Hill's Pet Nutrition, and has four key areas of focus:
• Keeping equity at the center of Momentum 2027
• Advising all entities of the Greater Topeka Partnership
• Providing oversight for JEDO & GO Topeka
• Advising on equity and opportunity programming
MEASURING MOMENTUM
Earlierthis year, the Momentum 2027 Executive Committee approved strategic metrics to measure the overall success of Momentum 2027 and the rate of change each year the plan is being implemented. Those strategic metrics — some of which are already being used to determine progress — include net promoter score, population growth, jobs in Shawnee County, household income, capital investment, gross domestic product, retail consumption, higher education, and poverty rate. A metric tracker will be used going forward to indicate whether each metric is on target or in need of additional resources and attention. Meanwhile, initiative chairs/committees are also developing success measures to monitor progress on individual objectives.
TOPEKA CHILD CARE TO BENEFIT FROM $3 MILLION
IN GRANT FUNDING
Topeka’s Child Care Task Force, which was stood up to align with the objectives of Momentum 2027, was recently awarded more than $3 million to support the expansion of child care availability in Topeka and Shawnee County. After applying for funding through the state’s Child Care Capacity Accelerator program, the Greater Topeka Partnership and its local child care partners have been awarded $2,762,113 from accelerator
grant funds and an additional $249,875 for the innovative community add-on. This means more than $3 million will soon be injected in Topeka/ Shawnee County’s child care sector. The GTP and Child Care Aware of Eastern Kansas partnered to submit the grant application. They will now work with nine local child care providers to help create more than 450 new child care slots in our community.
RECEIVES $100K NEA GRANT BEING MATCHED BY VISIT TOPEKA
InMay, Visit Topeka and ArtsConnect were proud to announce ArtsConnect was selected as a recipient of an “Our Town” grant by the National Endowment for the Arts (NEA). The funding will support a new multidisciplinary, community-based artwork series by awardwinning, world-renowned artist vanessa german that will coincide with the 70th anniversary commemoration of the landmark Brown v. Board of Education case that outlawed segregation in the country’s public schools. The new NEA-backed project will be part of “Civil Rights Summer” in Topeka, a collection of special projects and activities planned for summer 2024.
The NEA provides creative placemaking grants to innovative projects that strengthen communities by integrating arts, culture, and design. “Our Town” is one of the most prestigious grant programs offered by the NEA, and this is the first time Topeka has been granted an award through the program. ArtsConnect is expected to receive a $100,000 NEA grant, which will be matched by Visit Topeka. In addition, ArtsConnect is committed to raising $100,000 to support the project and advancement of the arts in Topeka. Together, the funding represents a $300,000 investment in the capital city’s arts scene.
K-STATE 105 LAUNCHES
On Jan. 17, Kansas State University announced the launch of its K-State 105 initiative, revealing its initial partner agencies during a press event at the Kansas State Capitol. GO Topeka is honored to be the program’s initial urban partner. K-State President Richard Linton and Vice President of Research David Rosowsky, as well as GTP CEO Matt Pivarnik and Chief Equity and Opportunity Officer Glenda Washington were among those speaking at the press event. The announcement was followed on Jan. 23 by a standingroom-only event held at the GTP titled “K-State 105: Learning Together to Help Kansas Communities and Businesses.” GO Topeka’s Stephanie Moran and Laurie Pieper participated in a panel discussion with K-State representatives and partners, answering questions from community members about the new initiative. The partnership will utilize GO Topeka and K-State resources to help develop a model for creating economic impact in urban communities.
GO TOPEKA HELPS HOST MADE FOR MANUFACTURING
EVENT
GO Topeka and Washburn Tech hosted their inaugural Made for Manufacturing event on Jan. 26. During the event, 130 high school students from Shawnee County schools had the opportunity to meet recruiters from 18 local manufacturing companies and learn about entry - level opportunities available to them, as well as career paths they could take within each organization. Students also learned they can build lucrative, rewarding careers with certification programs offered by Washburn Tech. During a lunch presentation, students heard from the Washburn Tech dean and Shawnee County Commissioner Aaron Mays. Feedback from students, educators, and company representatives was phenomenal, with great engagement and discussions throughout the day. Plans are already underway for the next Made for Manufacturing event, which will be held during National Manufacturing Month in October.
MTAA FUNDING
Previously, the Metropolitan Topeka Airport Authority only had authority to issue up to $1 million in general obligation bonds without putting the matter to a public vote. The Authority needs considerably more than that to make much-needed infrastructure and facility improvements at Forbes Field and Billard Airport. Thanks to the Shawnee County legislative delegation, in particular Senator Brenda Dietrich, the legislature has increased the MTAA’s bonding authority to $10 million. For bonding in excess of that amount, the MTAA will require approval of the Shawnee County Commission. This bill is part of a broader strategy to leverage Topeka’s aviation assets to attract new industry and development.
LABOR MARKET/ EMPLOYMENT UPDATE
Therewere 92,775 workers in the Shawnee County labor force as of April 2023. There were 90,106 employed workers, leaving 2,669 workers unemployed. That means 650 more workers were employed in April than a year prior, and nearly 300 more people were employed compared to the month before.
Aside from seeing more employed workers in Shawnee County, the overall size of the local labor force has also increased by more than 1,350 people, compared to the year prior. This means more than 1,350 people joined the total pool of available labor in the county. Meanwhile, the county’s unemployment rate decreased slightly to 2.9% in April, compared to March’s 3.2%.

WELCOME RECEPTION HELD FOR NEW COMMUNITY LEADERS
A welcome reception, part of the GTP’s Executive Immersion Services program, was held in May to welcome new leaders to our community. This is an initiative led by The Partnership that’s designed to introduce leadership who are new to the area or have been recently promoted in the community. The Partnership's goal is to facilitate new connections that will increase professional engagement and further develop peer relationships among local leaders. Goss, director of business and talent initiatives, attended the National Association of Workforce Boards annual forum in Washington D.C. in March. Here, Trina is pictured with Gina Coffman, executive director of Heartland Works, and Hugh Carter, VP of external affairs for the Lawrence Chamber of Commerce. Hugh and Trina serve on the Heartland Works Board of Directors, which is one of five workforce boards in Kansas overseeing programs and centers throughout the state. The conference was very informative about the federal and state programs available to support workforce development, and how to cultivate effective leadership on a local workforce board.

On March 1, the mayor of New York City made national headlines when he negatively mentioned Topeka, Kansas, during a public prayer. Within days of the derogatory remark, Visit Topeka launched NYC2Topeka.com in partnership with Kansas Tourism. This campaign gave New York residents a chance to see Topeka for themselves, offering a sweepstakes package for a free trip to the area. Here are a few numbers behind the contest:
• We had 2,024 entries from New York residents representing all five boroughs.
• The contest website had more than 4,700 visits during the promotional period, which ran March 3 through March 31.
• Our social media ads promoting the contest garnered nearly 312,000 impressions.
• Visit Topeka’s organic social content in response to Mayor Adams’ remarks reached 41,200 people.
We have drawn a winner and are working with them to fully accept the prize and begin the work of customizing an itinerary for their visit.
MET&L PRAIRIE POUR TOUR LAUNCHES
OnJune 6, Visit Manhattan, Visit Emporia, Visit Topeka and Explore Lawrence announced the official launch of the MET&L Prairie Pour Tour, a new initiative showcasing the vibrant beer, wine and spirits scene of northeast Kansas. This innovative virtual trail connects 14 premier brewery, winery and distillery destinations, as it aims to elevate the reputation of northeast Kansas as a top-tier destination for beer, wine and spirit enthusiasts. The collaborative effort was supported by a $10,000 grant from Kansas Tourism. Those hoping to embark on the Prairie Pour Tour are encouraged to visit PrairiePourTour.com to view all participating locations and to sign up for a digital passport that allows patrons to check in at each establishment. Earn points this year with each check-in for the chance to snag a MET&L tour poster, or a tour poster and t-shirt bundle. VISIT TOPEKA, WASHBURN PARTNER TO SUBMIT BID
VisitTopeka and Washburn University recently partnered to submit a bid to host the 2024 Academy of African Business and Development (AABD), which was held in London earlier this year. The annual conference is attended by renowned scholars and practitioners from all over the globe who have an interest in Africa. The 2024 conference will fall during the 70th anniversary of Brown v. Board, and organizers will be incorporating that history into their theme. More information about the conference will be released in the fall. Melissa Sowers, VP of Convention Sales for Visit Topeka, was asked to sit on the organizing committee for AABD’s annual conference, as the conference co-chair and community contact person.
VISIT TOPEKA SUPPORTS CITY PURCHASE OF
HOTEL TOPEKA
OnJune 7, the City of Topeka bought Hotel Topeka at auction for $7.6 million. Visit Topeka president Sean Dixon supported the effort, along with representatives from the Topeka Lodging Association. Many factors played into the decision, but above all, there was great concern about Topeka’s future as a convention destination. Sean argued for this purchase in an opinion piece for The Topeka Capital-Journal that ran the week before the sale. Visit Topeka will continue to work with the city on this project and remains dedicated to ensuring the best outcome for our conventions, associations and other groups.
2023 TOPEKA CITY GUIDES ON STANDS
The 2023 Topeka City Guide hit stands earlier this year in both English and Spanish! This is a very special project Visit Topeka and the GTP marketing team worked on for several months, and we’re proud of the results. Printer selection, sponsorship sales, new photography, fresh writing, graphic design and layout, Spanish translation, distribution agreements, and much more goes into creating this publication each year. The marketing team has been moving all the fresh content and photography to VisitTopeka.com, where it forms the backbone of our annual content marketing campaign — a paid campaign that uses social media and search engine marketing to strategically target and distribute relevant content to potential visitors. This campaign went live in the spring and lasts through the summer and fall.
NEW TOPEKA INFORMATION CENTER OPENS TO THE PUBLIC
After delays brought on by the pandemic, Visit Topeka’s new Tourist Information Center is finally complete and ready to welcome visitors! The Visit Topeka board got a sneak peek of the finished space in June, just before it opened to the public. The center is located on the first floor of the downtown U.S. Bank building that houses The Partnership’s offices.
CHOOSE TOPEKA 2.0 GETS FUNDING APPROVAL
TheGO Topeka Board of Directors and Joint Economic Development Organization board approved funding on Feb. 7 and 8, respectively, for Choose Topeka 2.0 — the next installment in the Choose Topeka talent attraction initiative. The Choose Topeka Relocation Program has been successful in many ways since the employer match option was announced in December 2019, with a remote worker option following in September 2020.After a program review, and based on recommendations from the Momentum 2027 steering committee, an enhanced Choose Topeka 2.0 model has been developed for implementation through Momentum 2027. The refreshed program will include a stronger focus on supporting Shawnee County business workforce needs, expanded breadth of target markets, boomerang applicants, transitioning soldiers, a wraparound immersion program and other enhancements. An employer-match option will remain part of the program, with applicants needing to meet the following criteria to be eligible for incentives:
• M ove to Topeka for full - time employment position
• Purchase or rent a home (primary residence only) within Shawnee County
• Employer participation in matching funds
• Eligible to work in the United States
• N EW: Also available to newly graduating Washburn students as a sign-on bonus
• N EW: Must complete Choose Topeka survey after one year
• N EW: Must participate in a Choose Topeka immersion program
Incentive options have also been added for boomerang candidates and soldiers transitioning to civilian life. The submission form for the employer match option is currently available at ChooseTopeka. com, and the application for boomerangs and transitioning soldiers is coming soon!
NEW CHOOSE TOPEKA SPONSOR STEPS FORWARD
Azura Credit Union has signed on as the latest sponsor of the innovative Choose Topeka talent attraction program, bolstering the community’s efforts to strengthen our local workforce. Azura joins Advisors Excel and Hill’s Pet Nutrition in supporting this highly successful initiative, which has already brought more than 100 families to the capital city of Kansas since its launch in 2020.

GO Topeka has been working with local and national partners to spread the word about new incentive opportunities offered through the reconfigured Choose Topeka talent attraction program. We collaborated with our national public relations partner, Violet PR, to draft a press release that could be posted to PR Web and pitched to top-tier and trade publications interested in writing about the topic. Meanwhile, an advertisement focusing on the new boomerang component was created for TK Business Magazine, and The Partnership is looking for additional opportunities to get the word out about the program’s new elements.
STAY 785 GRANTS AWARDED
With assistance from the Topeka Community Foundation, the Topeka Youth Commission recently announced the recipients of Stay785, an annual grant program created to fund community projects designed and directed by youth in the Topeka and Shawnee County area. For its 2022-2023 term, Stay785 is funding eight local youth-led projects with partnering organizations. This year’s awards were determined by members of the Topeka Youth Commission, based on the quality and strength of each project presented. The goal of Stay785 is to give young people in the area a chance to pursue initiatives that bring their visions for Topeka and Shawnee County to life, with the goals of keeping youths involved in the community and attracting more young people to the area. Examples of potential projects included, but were not limited to, public art, restoration projects, racial equity initiatives, beautification efforts, local events, and modernization of attractions.
FORGE RECRUITMENT CAMPAIGN WRAPS UP
Forge Young Talent ran a successful recruitment campaign April 17 to June 19. The campaign was broken up into two different stages, with three different ads running during each stage. The campaign was completely digital and targeted the Topeka/Shawnee County, Lawrence, and Manhattan areas. Campaign results are below:
• Total reach of 84,893 across Instagram and Facebook
• 1,146 total clicks on ads
• 2,629 total website visits, with 1,100 of those occuring during the campaign (most viewed webpage on GO Topeka site this year behind home page)
• 74 new members during campaign period, 140 new members this year
FORGE COLLEGE RECRUITING INITIATIVE
One of Forge Young Talent’s goals for 2023 was to stand up a recruiting program to help spread the word about not only Forge but Topeka and its attractions, night life, business opportunities, and young professional amenities. In the first quarter, Forge attended two different college recruiting fairs — one in partnership with Choose Topeka and the other in partnership with GO Topeka Innovation and Small Business. At these events, we were able to pitch different aspects of Topeka, as well as share information about Forge, our business ecosystem, and other local resources in hopes of attracting talent from outside the area.
FORGE HELPS USD 501 PULL OFF ANNUAL COUNTY SPELLING BEE
In partnership with Topeka USD 501, Forge helped organize the 69th annual Shawnee County Spelling Bee held Feb. 25 at the Bishop Professional Development Center. Forge provided volunteers, trophies, and the event pronouncer, while USD 501 provided judges, the venue, volunteers, and worked to make sure all rules were followed to maintain an official spelling bee. A newsworthy element of this year’s spelling bee is that after an unexpected cancellation of the 68th annual bee last year, resulting in Forge stepping up last minute to help USD 437 pull off the competition, USD 501 has committed to partnering with Forge for the next five years to ensure the county spelling bee goes on!
FORGE INCREASES MEMBERSHIP, ENGAGEMENT
Inthe first quarter, Forge saw more than 60 new members join. This is on track to meet our goal of 250 new members for 2023. If we continue at this pace and hit our goals, Forge will have welcomed nearly 450 new members in the past 2 years. This growth in new members has contributed to increasing engagement on our social media platforms and with our e-newsletter, as well as increased attendance at events. The Forge e-newsletter open rate has also climbed and is hovering around a 40-45% open rate, which is a nearly 10% increase year-over-year.
FORGE HOSTS INAUGURAL YP DAY AT THE CAPITOL
OnFeb. 13, Forge Young Talent hosted the first-ever Kansas Young Professionals Day at the Capitol. Forge invited young professional organizations from across the state to attend the day at the capitol to advocate for young professionals in their communities. About 75 young professionals attended the day of events. They were welcomed by opening remarks from a YP in Lt. Gov. Inlate January, a second cohort graduated from the GTP’s Executive Development System program, which is designed to teach executivelevel leadership skills to team members with the demonstrated drive and talent to become strong leaders in the organization and economicdevelopment industry. During the course of the six-month program, the cohort collaborated on a class project, which they presented to the team in January at The Partnership’s all-staff retreat.
GTP WELCOMES NEW HIRES
TheGTP was excited to welcome new employees to our team recently. Patrick Altenor came on board in February to serve as GO Topeka's Economic Advisor. Patrick is a Washburn business administration major with emphasis in finance, data analytics and economics.
Callie Zirkle joined our Resource Development team in March as the GTP's new Membership Sales Manager.
She holds a bachelor of business administration with a major in finance and minor in marketing.
Megan Pletcher started as the new Accounting Manager in April. Megan has a bachelor of science in accounting from Kansas State University and is currently working on earning her MBA – Corporate Communications from Fort Hays State.
In June, Manuel Castro accepted the role of Executive Coordinator for GO Topeka. Manuel will support GO Topeka’s Innovation, Small Business, and Equity and Opportunity sectors. Manuel earned a bachelor’s degree in business administration from the University of Kansas.

Plug and Play Topeka has announced 11 startups were selected for the fifth batch of its Animal Health accelerator program in Topeka. This program aims to bring global innovation to the heartland by facilitating opportunities for business development and mentorship, as well as spurring pilots and initiating proof of concepts between the selected startups and the program’s corporate partners. The startups, chosen by partners of the program, span five countries and represent a broad range of new innovations focused on things like supply chain, sustainability, anti-waste, new materials, and pet health and wellness. Topeka and Plug and Play joined forces in June to host the inaugural Plug and Play Animal Health and Ag Tech Summit. This event brought more than 200 people together in mid-June for two days of innovation-themed networking and learning. Participants included startup companies, world-class keynote speakers, and investors, who together discussed issues and trends across the AgTech and Animal Health industries, and the need for continued innovation in these critical sectors. The expo event kicked off with an engaging panel discussion on day one, allowing startups to connect with local resource providers and discover the unique advantages our region offers. On day two, the spotlight shone on 15 innovative startups as they presented their products and pitches to attendees. The pitches were accompanied by inspiring partner success stories and captivating conversations on corporate innovation. In the evening on day two, everyone gathered at the Topeka Zoo for a one-of-a-kind reception experience where attendees were able to feed the giraffes and meet lions up close. Alongside the expo programming, startups and investors were able to engage in casual conversations that have already led to new connections and opportunities.
Plug and Play Topeka and GO Topeka are pleased to announce Topekabased Bimini Pet Health is partnering with the capital city’s Plug and Play Animal Health accelerator to find and develop new technologies that may expand the company’s product offerings and deliver highly differentiated options to support Bimini clients and the Bimini Pet brand. They join Plug and Play Topeka as the program’s fourth corporate partner, alongside existing founding partners Cargill, Evergy and Hill’s Pet Nutrition.
TASC DEVELOPMENT PROJECTS
Since January, the Topeka Area Sports Commission, Visit Topeka, The Greater Topeka Partnership, and a development committee have met with the Kansas Department of Commerce and the Kansas Department of Wildlife and Parks to explore possible development opportunities in Topeka. All members present at the meeting expressed a favorable outlook toward the proposal and agreed to maintain open communication about the initiative’s progress.
TOPEKA AREA SPORTS COMMISSION UPDATE
On Jan. 10, the Topeka Area Sports Commission (TASC) held its first-quarter meeting. During the meeting, an update was given on possible development projects on which TASC has been provided information, as a few developers are looking to enhance Topeka’s sports venues. After discussions regarding venues, the meeting moved toward working groups of the organization. For 2023, three working groups were identified: advocacy, communications, and nominating. These committees will begin important work identifying new members for the organization, communicating both within the organization and with the external community, and telling the story of sports in the Topeka area.

Visit Topeka employees, community members, and Washburn University jointly organized the National Junior College Athletic Association’s Indoor Track and Field Championships, held here at the beginning of March. The event was a success, with a total of 703 participating athletes from 51 institutions across 20 states. The championships allowed Topeka to demonstrate its hospitality toward visitors, and although the event will be held in other locations over the next two years, TASC has already been approached for a future bid, primarily due to the excellent experience provided to participants during the event weekend.
USA WRESTLING OF KANSAS FOLKSTYLE STATE CHAMPIONSHIPS
OnFriday, March 10, 2,376 youth wrestlers from across Kansas descended on Topeka for the Folkstyle State Championships. The tournament spanned three days, beginning Friday night and ending Sunday afternoon. Over the course of the event, talented youth athletes competed to claim the title of state champion. The tournament organizers, USA Wrestling of Kansas, were pleased with the success of this year's event and have already begun preparations for the 2024 installment, which promises to be even bigger and better. With the Stormont Vail Events Center set to host again, this tournament will surely be a highlight for wrestling enthusiasts and participants.
USA GYMNASTICS
During the weekend of April 13th, USA Gymnastics of Kansas organized the Level 9/10 regionals. This event brought hundreds of athletes to Topeka to compete at the Stormont Vail Events Center, and it was the first time the city has hosted such an event. TASC worked directly with the organizer to ensure a seamless experience for everyone involved in the event. The host hotel on-site sold out prior to the event, and TASC hustled to find other hotels in the city to accommodate the overflow. TASC hopes the success of this event will lead to additional regional and national opportunities with this client.
TASC CARES
Duringthe most recent TASC leadership assembly, a “TASC Cares” initiative was sanctioned to lower barriers to athletic participation in the greater Topeka area. TASC leadership recognized at a preceding TASC meeting that a substantial number of children in the area need access to high-quality sports equipment. A productive dialogue with Play It Again Sports ensued, which resulted in the formation of a partnership to supply the necessary gear. Subsequent steps included determining selection criteria for TASC Cares, creating a questionnaire, and establishing a funding mechanism for the program. This initiative aims to collect community financial contributions, supplemented by event proceeds, to provide micro-grants to local youths in need of assistance. Donations will be tax-deductible, thanks to their administration through the Greater Topeka Partnership Foundation. An inaugural TASC Cares fundraising event is planned for August. NATIONAL WHEELCHAIR SOFTBALL ASSOCIATION
TASC is in ongoing talks about hosting an exhibition for the National Wheelchair Softball Association (NWSA) at the adaptive field in Gage Park. The NWSA conducts regional events and a World Series. While the immediate focus is on successfully hosting the exhibition to showcase Topeka's capabilities, our ultimate objective is to attract the prestigious World Series event to our city. We are collaborating with NWSA organizers and local stakeholders to integrate this event into the community, including by establishing connections with the local V.A. Hospital, Fort Riley, and their Wounded Warrior Program. This collaboration aligns with our commitment to promoting inclusivity in sports and positively impacting our community. Although the event date has yet to be confirmed, preliminary discussions indicate an early fall schedule would be most appropriate. We will continue to provide updates as these negotiations progress and solidify.

RIVER ACTIVATION UPDATE
Downtown
Topeka's Clean & Safe Task Force has ramped up its efforts and begun to address issues such as camping and trespassing, opportunities for improved lighting, new ways to partner with law enforcement for more efficient monitoring of downtown, and working in collaboration with the city’s parking department to improve the safety and cleanliness of public parking garages. The task force was created in April to align with some goals of DTI's strategic plan, and it is being chaired by Seth Wagoner, of AIM Strategies. AIM has spearheaded cleanup efforts through AIM Cares, a series of downtown clean-up days involving staff from AIM Strategies and The Pennant. Through public and private partnerships, this task force will continue to improve our downtown district, including by challenging other downtown establishments to lend a hand.
NEW STATUES DOWNTOWN
May, two new statues came to life in the 600 block of S. Kansas Avenue thanks to support from private donations. On May 5, a bronze life-size statue of Teresa Cuevas was unveiled near Evergy Plaza. Cuevas was founder of the groundbreaking all-female group Mariachi Estrella de Topeka. Shortly after, the Menninger Clinic Foundation unveiled the Menninger Pocket Park, featuring a life-size statue of Dr. Charles F. Menninger; a tablet with Menninger History; and busts of doctors C.F., Karl, William, Roy and Walt Menninger.
Topeka’s Riverfront Advisory Council has begun working with development consultant Bolton & Menk to create a schedule and engagement overview for development of a 21st century riverfront. Meanwhile, a Riverfront Activation Task Force has been created to align with and champion the Riverfront Advisory Council’s plans. The council maintains activation may include, but is not limited to, recreational opportunities, placement of wayfinding signage, improvement of ramp and river access, and clean-up initiatives.
DTI RECONVENES MERCHANT MEETINGS
DTI has officially reconvened Merchant Meetings, which have been on hiatus since before COVID. These meetings are open to all downtown storefronts and restaurants and are held to engage merchants in the community, to develop opportunities and solve modern-day main street problems.

STEPHANIE NORWOOD NAMED DIRECTOR OF ENTREPRENEURSHIP, SMALL BUSINESS
The Greater Topeka Partnership and GO Topeka were pleased to announce this spring that Stephanie Norwood has been named GO Topeka’s Director of Entrepreneurship and Small Business. Norwood steps into the role after serving for more than three years as The Partnership’s Director of Events. She succeeds Laurie Pieper, who accepted the position of Assistant State Director for Kansas’ Small Business Development Center. Norwood was hired for the role following a competitive application and interview process. Following a period of transition, she has been fully cemented in the new role and will serve on GO Topeka’s innovation and entrepreneurship team.

The Greater Topeka Partnership recently announced its membership in the esteemed United States Hispanic Chamber of Commerce, becoming the first non-Hispanic chamber in the Midwest to apply for USHCC membership. This new partnership solidifies the GTP’s commitment to promoting diversity, fostering inclusive economic growth, and supporting Hispanic-owned businesses in the region. With local and statewide population trends strongly reinforcing the case for USHCC membership, this new partnership will provide the GTP with valuable resources, networking opportunities, and access to a broader pool of business leaders and insights, bolstering our efforts to advance local and regional economic prosperity.
MTAA TAPS CURTIS SNEDEN
TO SERVE AS INAUGURAL DIRECTOR OF ECONOMIC DEVELOPMENT
In late June, the Metropolitan Topeka Airport Authority announced the hiring of Curtis Sneden as its inaugural Director of Economic Development. Sneden will bring a wealth of experience to the MTAA from his tenure as president of the Greater Topeka Chamber of Commerce and a real estate attorney for Payless ShoeSource. During his time with the Chamber and Greater Topeka Partnership, Sneden provided invaluable strategic leadership, while working with community leaders to facilitate growth and economic development throughout Shawnee County. After joining the Chamber in September 2014, Sneden helped design and create the GTP and stepped into the role of Chamber President in 2019. Here’s what Partnership CEO Matt Pivarnik had to say of Sneden's transition: “While we’ll miss Curtis around the office, I’m grateful to see him remain on Team Topeka and know he’ll do incredible work in this new capacity to move the needle on some tough challenges. This is a decision Curtis hasn’t taken lightly. The skills he’s developed over the years as a chamber representative and business advocate in our community will no doubt prove invaluable in this new role. I look forward to collaborating with him in new ways for the betterment of all Topeka and Shawnee County.”
COMMON CONSUMPTION AREAS
The legislature passed, and the governor has signed, legislation that empowers local officials to decide whether to close streets within Common Consumption Areas, designated areas in which responsible adults may legally carry an alcoholic beverage from one establishment to another. The law had required that all streets within the area be closed, but effective July 1, that decision will be in the hands of local officials. Local stakeholders are already in discussions to establish Topeka’s first Common Consumption Area.

TOPEKA FLAG LICENSE PLATE
Topekans renewing their vehicle registrations will soon be able to request a distinctive Topeka Flag License Plate and, for a small fee, show their Topeka pride wherever they go. The bill authorizing the Topeka license plate passed the 2023 legislature. The GTP and, in particular, Forge Young Talent are working with Kansas Department of Revenue officials to have the plate design ready for purchase as close to the law’s effective date as possible.

SBDC'S NADIA ARBELO HONORED FOR HER WORK WITH SMALL BUSINESSES
WASHBURN SCHOOL OF BUSINESS HOSTS COMMUNITY INNOVATION CHALLENGE

University, with support from the Topeka Community Foundation, recently held its first-ever Community Innovation Challenge, a new competition that allows students to showcase their ideas for new business ventures that focus on solving social issues facing our community, region or world. Participants competed for a total of $25,000 in cash prizes, with finalists receiving between $2,000 and $10,000 and semi-finalists taking home $1,000 each. This year's finalists were (first place) Peyton Price for Kansas Community Consulting; (second place) Nico DeGreeff for Ease; (third place) Andrew Foreman for the Topeka Greenhouse Project; and (fourth place) Chase Ast, Carter Bussone and Tyler Ladson for Cause Connect.
SMALL BUSINESS INCENTIVES INCREASE GO
Topeka is grateful to Topeka and Shawnee County’s Joint Economic Development Organization for increasing the annual budget for the Small Business Incentives Program from $300,000 to $500,000. This is great news for small businesses in the community looking to make monetary investments in their businesses. Approval for the increased budget was based on several factors, including demand and the focus on impact creation through a competitive application process. On June 1, Nadia Arbelo, with the Washburn Small Business Development Center, became interim regional director for the Washburn SBDC, which offices out of the Greater Topeka Partnership. Arbelo's appointment followed the retirement of previous director Karl Klein. A week after being named interim regional director, Arbelo was nominated as the Kansas SBDC State Star. It's an award presented at the annual America's SBDC Conference, which will be held this year in Nashville. The SBDC State Star award honors employees who exhibit exemplary performance, make significant contributions to their state or regional SBDC programs, and show a strong commitment to small business. Arbelo received the most nominee votes from colleagues across Kansas, which consists of six SBDC centers and about 45 employees. Arbelo will accept the honor in Nashville this September. Then, in February, she will have the opportunity to travel with Kansas SBDC's state president and associate state director/CFO to Washington, D.C. as Kansas' State Star, representing the commitment shown to small businesses and to meet with Congressional members and others on Capitol Hill.

Congratulations to Washburn University President Dr. JuliAnn Mazachek, the inaugural recipient of the community’s Athena Award. The Athena Award was introduced in 1982 and was presented for the first time locally at The Partnership’s 2023 Annual Meeting. The award is given to a professional woman who leads by example and creates opportunities for other women. This award showcases inspiring examples of leadership in our community and will become an annual award for Topeka moving forward.
WISE WOMEN MENTORSHIP PROGRAM
With help from GO Topeka, a new program, WISE Women, was recently launched in USD 501 high schools. The WISE Women Mentorship Program provides mentorship opportunities to high school girls and is designed to engage and inspire young women who are considering careers in STEM fields. Women in the STEM Economy (WISE Women) brings together a consortium of diverse women from all aspects of STEM, who are using their voices and expertise to increase diversity, equity and inclusion within the economic framework of Topeka and Shawnee County. The goal is to build a community of Women in the STEM Economy, whose ideas help drive the conversation regarding women in STEM, underrepresented communities in STEM, and the future of STEM in Topeka and Shawnee County. NATIONALLY RENOWNED SPEAKERS TO KEYNOTE 2023 DEI SUMMIT
Dr.
Shirley Davis and Miguel Joey Aviles have been tapped to serve as keynote speakers for the GTP’s 2023 DEI Summit coming up on Aug. 31 at Prairie Band Casino. Davis has worked in more than 30 countries across five continents and delivers more than 80 speeches a year, as she continues to consult, coach, and present to leaders at all levels of organizations, in a number of industries. Davis is the former Global Head of Diversity, Inclusion and Workplace Strategies for the Society for Human Resource Management. She has also been a featured expert for NBC’s The Today Show, USA Today, National Public Radio, The Wall Street Journal, Essence Magazine, Black Enterprise Magazine, The Washington Post, and Inclusion Magazine. Also a best-selling author, Davis has earned the highest designation in the speaking industry and ranks among the top 15% of speakers worldwide. She has been recognized by multiple organizations as a leading voice for racial equity and diversity. Aviles, meanwhile, is the Founder and Chief Belonging Officer of MJA & CO LLC, a minority-owned consulting firm helping leaders leverage Diversity, Equity & Inclusion as a catalyst to increase engagement, innovation, and retention. Aviles also served as the U.S. Coast Guard’s first civilian Chief of Diversity and Inclusion. A TEDx speaker who has been featured by the Washington Post, the Chicago Tribune, Telemundo, the Change Management Conference, the Human Capital Institute, and others, Aviles is a DEI thought leader with more than 15 years of experience serving clients like Dell Technologies, Ferrara, University of Phoenix, Highmark Health, Peace Corps, FDIC, FDA, NIH, Department of Defense, Department of Interior, Department of Homeland Security, and more. Aviles is a graduate of the Yale School of Management, where he earned his Fostering Inclusion and Diversity Certificate, and a Professional Diversity Coach certified by the Coach Diversity Institute.
2023 LGT GRADUATION
Leadership Greater Topeka held a successful gala and graduation celebration on May 4 at downtown’s Townsite Avenue Ballroom, with a fun “May the fourth be with you” theme. With 40 participants, 2023’s LGT cohort was the largest class in program history! The following three individuals were chosen to represent their class on the Leadership Greater Topeka Advisory Council: Renee Franklin, Pre-production Quality Control Specialist, Southwest Publishing and Mailing; Karina Dixon, Human Resources Manager, KBS Constructors; and Adrian Revels, Production Associate, Goodyear Tire & Rubber Plant. ATHENA Leadership Program held its inaugural graduation ceremony on Tuesday, June 27 at The Beacon. One participant stated, “This program has equipped me with valuable skills, knowledge, and insights necessary for effective leadership in today’s dynamic and ever-changing global landscape. Throughout the program I have gained a deep understanding of leadership principles, honed my critical thinking abilities, and enhanced my interpersonal and communication skills.” Through the program, 16 participants have learned and practiced the eight principles of Becoming ATHENA championed by ATHENA International, and are now ready to release their newfound wisdom and power in Topeka/Shawnee County. Participants pledge to Live Authentically, Learn Constantly, Build Relationships, Foster Collaboration, Act Courageously, Advocate Fiercely, Give Back, and Celebrate. Visit Topeka and Downtown Topeka have been rolling out “Topeka Spotlight” videos on social media in recent months to highlight some of the wonderful offerings our city has. Many videos have both English and Spanish versions, like the Spanishlanguage Kansas River kayaking spotlight featured here.
The GTP worked with our national public relations partner Violet PR to share our community’s story recently with Governing. com, which covered Topeka’s efforts to welcome immigrants and refugees, stand up new bilingual services, and grow our population and talent pipeline with inclusivity in mind.
Following negative remarks about Topeka made by New York City Mayor Eric Adams, Topeka and its leadership fired back! Responses from Topeka Mayor Mike Padilla and Visit Topeka landed us coverage in such publications as The New York Times and New York Post. Don’t worry - we took the high road!
