Welcome to the October 2021 Recreation & Culture Guide A Message from Mayor Chris Spearman The change in the weather is a sure sign that winter is just around the corner. The great outdoors is calling for an invigorating walk with the family in the river valley or in any of our beautiful parks to help ease the transition into winter. Be sure to take advantage of these beautiful fall days before the snow flies. This year, Thanksgiving and our ability to share the holiday with family and friends will take on special meaning, and we can be thankful for all we have done as a community to keep each other safe. Municipal election day is Monday, October 18th and I encourage you to exercise your right to vote. It is your civic duty to research the candidates and make informed choices on who should represent you on City Council and our local school boards. You’ll also be asked to respond to the following questions: "Do you support using a ward system to elect City Councillors (other than the Mayor) starting with the 2025 municipal election?” "Do you agree that city council should approve plans to construct a 3rd bridge prior to 2030 as a municipal capital project priority?" I would like to express my heartfelt gratitude to the citizens of Lethbridge for giving me the opportunity to serve for two terms as your Mayor. Also, a big thank you to the outgoing Council for their hard work and dedication to public service during these challenging times. Withdrawals
Registrations can be made on line at lethbridge.ca/swimming or by telephone Monday - Friday between the hours of 9am and 5pm at Stan Siwik Pool. - registration is on a first come first served basis - if registering by phone and no one answers please leave a message Participants may register in a maximum of two (2) classes/session Participants may waitlist in any class Preparing to Register - create an account prior to registration at lethbridge.ca/swimming If you do not have an account you will need the following: - Name & birth date of account holder (Adult) - Name & birth date of participants - Home address, phone # and postal code - program level, session time and alternatives if class is full - Payment information incl 3 digit CVV # on credit cards for phone registrations Fees Fees must be paid in full at the time of registration. Cash, Debit, Visa, MC, Rec Ex Gift Card & cheque are accepted in person. Cheques are payable to Recreation Excellence. Post dated cheques are not accepted. A $25 charge will be applied to all NSF cheques. Only Visa & MC are accepted for phone registrations. Visa & MC Debit cards are accepted online and in person.
- Withdrawals received more than fourteen (14) days prior to the start of the lesson set or course will not be subject to a withdrawal fee. - Withdrawals made between five (5) and fourteen (14) days prior to the lesson start date will be subject to a 10% withdrawal fee. The remaining balance may be left on your account for future use or a refund may be requested. Refunds of less than $5.00 will remain on the account. - You may withdraw and re-register into another program without penalty prior to five (5) days before the lesson start date. - No refunds will be given if withdrawal is within five (5) days of the lesson start date.
Registrations begin at 9:00am and can be made online, over the phone or in person at Stan Siwik and Nicholas Sheran Pools. If you do not have an account please set one up prior to registration. Due to Covid 19 Red Cross guidelines regarding parent/ caregiver participation in levels Sea Otter thru SK 4 may change at any time. All transfers are subject to availability and may be made without penalty up to five (5) days prior to the lesson start date. Transfers made by Recreation Excellence will not incur a penalty. Any resulting increase in program fees due to the transfer must be paid by the customer at the time of transfer.
Medical / Relocation Withdrawals for medical / relocation reasons are permitted with no penalty prior to the lesson start date. Refunds for withdrawal after the lesson start date will result in a pro-rated refund or credit on account. Proof of medical / relocation must be provided within two (2) weeks of notification of withdrawal for refunds or credits to be issued.
Cancellations Programs with insufficient registration are subject to cancellation. Customers will be notified as soon as a decision regarding cancellation has been made. All efforts will be made to accomodate any registrants displaced by cancellations. A full refund or credit to account will be issued for courses cancelled by Recreation Excellence.
Visit Cards / Memberships Visit Cards - are transferable and do not expire. They are non-refundable Memberships - are non-transferable which means others cannot use them. Refunds are granted only for medical or relocation reasons. Proof of medical and/or relocation must be provided in each case for a refund to be issued. All requests must be made before the membership expiry date. Refunds will be pro-rated for the unused portion of the membership. Memberships are valid at all pools so extensions will not be granted for Annual Shutdowns.
Lost or Stolen Cards At the request of the card holder lost or stolen cards will be replaced. A $5.00 lost card fee will apply. Does not apply to Visit Cards

This WSI course covers the foundation of instructional skills including teaching methods, learning styles, planning, teaching and evaluating swimmers. Candidates are evaluated throughout the course and through individual study assignments. St. Mary and Milk River Agreement of 1921 In 1909, the Boundary Waters Treaty was drafted between Canada and the United States. While the 1909 Treaty outlined that the St. Mary and Milk Rivers and their tributaries were to be treated as one stream and shared equally between the two countries, the reclamation and irrigation officers weren’t able to agree as to how the water should be measured and divided up between the countries.
The six members of the IJC in 1921, with three members representing each country, were: C.A. Magrath, C.D. Clark, Henry A. Powell, O. Gardner, W.H. Hearst, and Mark A. Smith. Charles Magrath, first Mayor of Lethbridge and a surveyor by training, was appointed to the IJC in 1911 and served as chair of the Canadian contingent from 1915 to 1936.
So the International Joint Commission (IJC) was formed and part of its work was to settle the matter. On 4 October 1921, the IJC brought forward an order about how the waters would be divided and when and how measurements would be made. The apportionment of the water differed between irrigation and non-irrigation seasons and was also dependent on the amount of the natural flow of each river. It carefully set out what fraction of the water each country was due.

arts in lethbridge arts feature Lethbridge Public Art Public art enhances the urban fabric of our community by creating beloved landmarks, reflecting our local heritage, conveying Lethbridge’s cultural image while helping to foster a community identity. It is a source of civic pride, encourages social exchange and positively impacts economic development and tourism. The City of Lethbridge Public Art Program is the result of a collaborative effort by the City and its arts community. The public art program was established by the City of Lethbridge in 2007 when it adopted a Public Art Policy as a framework for the acquisition of public art, public art governance and the management of the public art collections. The policy also established a Lethbridge Public Art Committee as an advisory body for the program.

These brightly patterned boxes explored the themes of Place and Connection, Park/Urban Eco Systems, Coulee Flora & Fauna plus Family Fun & Play. The Mural Support Pilot Project in conjunction with the Heart of Our City Committee matched artists with local business owners to create murals throughout the downtown. Two murals were painted in the heat this summer and are located between 5 Street and 6 Street in the 300 block. Three more murals are being completed in September by artists April Matisz, Hali Heavy Shield, as well as, the artist duo of Leila Armstrong and Aaron Hagan.

The Greater Sage-Grouse (Centrocercus urophasianus) status is "endangered" in Alberta (COSEWIC 2021).
They are commonly known as Sage Hens or Sage Chickens and their scientific name means "Spiny Tailed Pheasant." It refers to the long-pointed tail which is fanned out by males during mating displays on leks. Members of this species are true grouse and not pheasants. Greater Sage-Grouse are the largest Canadian grouse and are sexually dimorphic. Females average 56.1 cm long, and males average 74.7 cm long.

in Canada's southernmost native prairies where sagebrush grows. They are dependent on sagebrush (Artemisia tridentata and/or A. cana) for nesting and wintering habitat and do not exist beyond the range of the plants. This polygamous species concentrates at leks located in flat areas near creek valleys. Their populations are affected by parasites, predation, weather, pesticides, and habitat alteration. Historically the conversion of Sage-Grouse habitat into farmland played a major role in its early decline. Nowadays industrial disturbance has been a particularly major factor.

Alberta Cancer Exercise FREE Program for Cancer Survivors ACE is an Alberta-based study evaluating the benefits of exercise for individuals after a cancer diagnosis. Strong research evidence supports the benefit of exercise to improve symptoms related to cancer at every stage of treatment and recovery. What does ACE involve? ACE is a free 10-12 week community-based exercise program designed specifically for individuals undergoing or recovering from cancer treatment. The Cemetery Administrative Office is located in the centre of Mountain View Cemetery, 1210 Scenic Drive South in Lethbridge, we are open weekdays 8:00 a.m. to Noon and 1:00 to 4:30 p.m. Records for all three City Cemeteries are maintained at this location (Archmount, Mountain View & St. Patrick’s).

The mental health benefits of parks are becoming increasingly recognized by urban planners and municipalities. One study found that higher levels of green space in a neighbourhood were associated with lower levels of mental health issues such as anxiety, depression and stress.
Did You Know?
Another study revealed that individuals who moved to areas with more green space experienced significantly better mental health. Individuals who moved to areas with less green space showed significantly worse mental health in the year following the move.

A 2007 study of individuals with mental health illnesses reported over 90% of individuals benefited from green exercise activities. Shinny Hockey
Beginner Skate: A slower-paced time for people to practice their skating basics. Skating aids are allowed during this skate. Helmets are recommended. Family Skate: A special time for parents and children (17 yrs. of age & under) to enjoy a skate together. Parent & Tot Skate: Free Fun time for parents & pre-school children to learn how to skate. Helmets are recommended. Public Skate: A skate open to everyone to enjoy. Senior Skate: A skate open for everyone 55 years and over.
Youth Shinny Hockey: For ages 5 to 15 years, shinny hockey is played with a sponge puck with no body contact and no slap shots. Play is on half ice and is coordinated by Ice Marshals. Players require a hockey stick, skates and a helmet. Adult Shinny Hockey: Informal hockey for adults is played with a hard puck with no body contact or slap shots. It is played on full ice and is self-supervised. Protective equipment is required. Senior Shinny Hockey: Senior shinny hockey is for adults 55 and over with no body contact and no slap shots. Protective equipment is required.

October 2021 Fall Program Registration Registration for all Horns Recreation fall programming is now open. Aquatic Programs: This fall, we're excited to offer adult beginner & stroke improvement group lessons, introductory kayaking & paddleboarding courses, mermaid group lessons, Mantas Lifesaving Club, and aquatic certification & recertification courses. Climbing & Outdoor: Start at the beginning with an introductory climbing course and learn the basics of the wall! Available for ages 14+ Community & Recreational Sports: Take advantage of our recreational youth badminton course, fencing courses for adults & youth, and karate courses for youth and adults. First Aid: Get your Standard First Aid certification, including CPR level C, AED and oxygen therapy! Is your current award expiring? We offer recertification courses as well so you can keep current on the newest skills and standards.

Your membership gives you access to our facilities during drop-in times, access to our fitness programs and our steam rooms.
