There is an old folk expression about March that, to me, has always seemed to ring true for the Northwest—in like a lion, out like a lamb. It’s a mercurial month where you never quite know what you’re going to get when you cast off. Sometimes there’s a beastly breeze a’blowin’, other days dawn softly and sunny; this month’s issue will have you prepared to conquer whatever happens to rule the day.

This up-and-coming Tacoma shipbuilder is embracing a collaborative mindset to help churn out their line of tough, strong, and weather-ready aluminum workboats for the marine industry. Speaking of, this year’s Seattle Boat Show was one for the ages, as the event drew over 35,000 attendees and provided hundreds of new vessels for perusal. One of the highlights of our week was hopping aboard the Makaira Gen3 800 featured in this month’s Arrivals on pages 38-39. From its unique flared aluminum hull to the intricate detail work on the rivets, she may be the first model to make her way to North America from New Zealand, but our guess is she certainly won’t be the last.

Boats To Go Afloat Again in Lake Union and Anacortes This Spring
It’s time to head for the docks and do some float shopping. Mark your calendars for the returns of two major boat shows to ring in the 2023 season: the April Boats Afloat Show in Seattle and the Anacortes Boat & Yacht Show happening in that aforementioned locale in May.
Boats Afloat , the region’s largest exhibition of boating stock on the water, has been a treasure among Pacific Northwest mariners since it first launched in 1978. Starting on April 27 this year and continuing for four days, Boats Afloat will showcase a wide variety of power and sailing yachts, as well as the latest boating equipment and technology to fit all budgets.
This year will mark the second time the show’s host organization, the Northwest Yacht Brokers Association (NYBA), will be holding two Boats Afloat shows in the same year—the spring show next month and a fall show (September 14-17). Both will be located along the newly renovated Lake Union Piers development, formerly known as Chandler’s Cove, in the southeast corner of the lake.
Dozens of brokers and dealers from the Northwest and Western Canada will be on hand to show off more than 225 of their latest yacht models, while attendees can mingle and network on the docks. For more

Farther north, the Anacortes Boat & Yacht Show (May 18-20) anticipates boat aficionados to view hundreds of new yachts from more than 75 exhibitors. A free shuttle service will run between locations during the show. Attendees can also visit shoreside displays of boating accessories, services, and trailerable boats adjacent to the Cap Sante Marina main entrance.
This year, the Anacortes show will again be teaming up with TrawlerFest, a well-regarded series of educational seminars that will begin two days earlier on May 16. With prices starting at $65 per seminar, the TrawlerFest sessions, led by some of the leading experts in the maritime industry, will include topics such as weather, maintenance, electrical, communications, engines, electronics, navigation, destinations, and many other marine subjects.

Yacht Clubs Celebrate New Boating Season with Baseball & Daffodils
As spring approaches, local yachting groups are planning for a resurgence of interest as well as the return of yacht club events, such as a celebration of daffodils in Tacoma and Opening Day of 2023 boating season in Seattle.
In Tacoma, yellow will be the color for April, as the Tacoma Yacht Club (TYC) celebrates the return of spring with its 71st Annual Daffodil Marine Festival & Parade (April 13-16). With the theme of “87 Years Around the Sound,” TYC will welcome attendees with one free beer and appetizers at the club’s deck on the afternoon of Friday, April 14. The next day, festivities kick off with the Token Parade on Saturday afternoon, followed by a “Jeopardy”-style trivia contest and a dinner buffet with live music.
On Sunday, April 16, the festival closes with the much-anticipated Decorated Boat Parade along the Tacoma waterfront. Information on registration fees, deadlines, and event schedules can be found at: tacomayachtclub.org/daffodil
The following month, the Seattle Yacht Club (SYC) will host its much beloved annual party for the start of the 2023 boating season on Saturday, May 6. This year, SYC will lead off with a baseball-themed “Game On!” series of events for Opening Day 2023.
The first main Opening Day activity will be a Rowing Regatta and the Windermere Cup competition. At noon, the Opening Day Parade will begin, with dozens of powerboats and sailboats sailing past the log boom
and through the Ship Canal to salute SYC Admiral Lance Rummel, Admiralette Nicole Wilkin, and Vice Admiral David Sanford.
At the end of the parade, a trophy presentation will take place on SYC’s lawn to reward the boaters in the parade for various superlatives, such as best youth-sponsored vessel, best dressed, and best themed boat. For more details on Opening Day events, visit: seattleyachtclub.org.
Meanwhile, in December of last year, the Duwamish Yacht Club (DYC) signed a new and successive 30-year lease for its gated and secured marina on the Duwamish Waterway five and a half miles south of Elliott Bay. DYC, a membership-based organization, offers covered and uncovered boat slips, measuring between 35 and 50 feet in length, to its 110 members.
The new lease will allow the club to continue providing freshwater moorage and easy access to Puget Sound without the need for passage through the Chittenden Locks. DYC also features some limited slip space for live-aboard members, pump-out docks, a clubhouse, restrooms, showers, and a laundromat.
Future plans for the DYC under its new lease include the restoration and dredging of its moorage basin, plus an updated financial structure to create a reserve account with membership dues to pay for future maintenance. For more information on DYC, go to: duwamishyachtclub.com

Pardon Our Dust: Maritime Upgrades Ring in Spring Around the Sound
As traffic returns in full force to the Puget Sound waterways this spring, several ports, marinas, and locks systems are moving forward to handle the increase and help improve life for those looking for fun and recreation on the water. Some of this work may continue into the busy summer season, so boaters should be aware of a few ongoing repairs around the Sound.
At Fort Casey State Park, the Washington State Parks and Recreation Commission said it will complete construction of the Keystone Boat Launch in late spring this year. Until that time, the Keystone boat ramp will experience intermittent partial and full closures.
Repairs at Keystone have been in the works since December 2018, when a storm system caused heavy beach erosion and brought strong winds that pushed a breakwater structure into the floating docks, damaging them and knocking over a concrete pylon. With the help of funds from the Federal Emergency Management Administration, the Parks Department was able to begin the $2.4 million project last December to add a new protective breakwater structure, replace the fallen pylon, and repair the docks.

In Port Townsend, the first renovation phase of the 50-slip Point Hudson Marina was completed in late January after crews, aided by mild fall and winter weather, finished work on a new jetty weeks ahead of schedule. Work on the Point Hudson Marina involves the replacement of two jetties that recently failed after nearly 90 years of wind and wave action. The work closed the marina shortly after last September’s Wooden Boat Festival.
The new jetty consists of 178 steel piles buried 30 feet into the sea floor, rising up 16 feet above a low tide level—three feet higher than the replaced creosoted wood pilings. About 1,000 tons of bedding stone forms the base of the new jetty, while 4,000 tons of armor stone was
placed inside the piles. In addition, 1,500 tons of stone was added as a new sea life habitat outside the marina mouth.
Tacoma-based Orion Marine Contractors, which performed work on Port Hudson’s north jetty, said the next phase of the $14 million project can now begin, replacing the longer second jetty to the south, as well as its pedestrian walkway, starting in September.
The completion of the latest phase means that some boaters and maritime businesses, such as Puget Sound Express, with its San Juan Islands tour boats, can return to Point Hudson after being temporarily halted. For more details, go to: portofpt.com
Then in Ballard, the Visitor’s Center of the Hiram Chittenden Locks is supposed to open later this spring as extensive renovations near completion (the first floor is open, but work continues on the second story). The locks themselves, however, will continue a two-year, intermittent closure cycle for an overhaul of the 80-foot-wide large lock. Having recently re-opened in late January, the 825-foot-long lock will be out of service two more times this year— once in mid-October through mid-November—and again for the bulk of December. Another series of closures is expected in 2024 until the locks are fully renovated by late December of that year.
Most of the original machinery used to operate the gravity-based lock system has been in place since 1917 and is in urgent need of improvements. The U.S. Army Corps of Engineers will perform concrete demolition and construction work, installation and commissioning of new miter gates, and the scraping out of marine growth that has built up over 106 years of operation.
During these scheduled closures, the smaller boat lock will remain in operation to handle vessel traffic. The lock system, owned by the Army Corps, is the busiest in the nation, handling nearly 50,000 vessels each year between Lake Union and Puget Sound. Westport’s beloved beachcombing tradition returns as a thousand Japanese fishing floats are now up for grabs during the annual #Wildfloats hunt.
Time to set a southerly course and hunt some treasure: Now through Memorial Day weekend, the popular #Wildfloats event is on in Westport, Washington, as a flotilla of fishing floats are released on area beaches for combers to uncover and take home as keepsakes. Put on by the Westport South Beach Historical Society, the beloved annual event draws locals and visitors alike to South Beach in pursuit of the beautiful floats that, after being dropped in the drink in batches, come ashore with the tide and can often be found right on the sand, or lurking amongst the flotsam and jetsam. This year’s finds, which were mostly sourced from tsunami clean-up in Japan, are true working floats made from recycled sake bottles. Just aft of the helm, an open-air, fixed dining table with double stainless steel supports has room for six people on two bench seats, facing fore and aft. The aft cockpit has a wide sunpad for afternoon lounging, situated atop storage lockers; another sunpad/locker combo can also be found on the foredeck. At the stern, a spacious swim platform and stainless steel ladder gives easy access to the water.
Belowdecks, the cabin spaces are lined in light-colored wood paneling, giving them an open and inviting feel. The forward owner’s cabin includes a queen-sized berth, a separate head with a detached shower, an openable porthole, and a ceiling partially covered in vinyl. A second cabin features two twin beds amidships, but they can be removed to provide extra storage space.
The standard engine package for the 40 Open boasts two Volvo V6 280-hp gasoline stern drives, or twin D4 300-hp diesels, that both top out at about 30 knots and have a 20-knot cruising speed. Fresh off the line from the revered New Zealand Makaira brand, this Gen3 800 Sportfish is making her splashy North American debut at Mount Vernon’s Tom-N-Jerry’s.

The name Makaira may not sound familiar to Northwest anglers, but that’s because it’s a New Zealand company whose boats were not carried before by dealers in North America. But that will all change this year with the introduction of the Makaira Gen3 800 Sportfish, dealt exclusively by Mount Vernon-based Tom-N-Jerry’s, which has specialized in all-aluminum boats since 2008.
Makaira literally has fish in its name (makaira is the genus for blue marlin, derived from the Greek word for “sword”), so it’s only natural that sport fishing vessels are right in the Kiwi company’s wheelhouse. The Gen3 800 Sportfish features Makaira’s signature flared hull, which is made from 8mm-thick 5083 marine grade aluminum plates to provide a smoother ride. The company claims that their flared hull designs, created by naval architects, are the first to be used for aluminum trailer boats. (The hull of the Tom-N-Jerry’s model also boasts a sporty teal hue.)
At the helm, protected by a curved, toughened-glass windshield, are a 16” Garmin 8416 screen, a TM275LHW transducer, and Garmin VHF. Other helm controls include Zipwake trim tabs and electronic hydraulic steering. Engine choices are customizable, from a single Mercury Verado outboard, ranging between 300 and 425 hp, to twin Mercury FourStroke outboards, ranging between 150 and 225 hp.
The sleek, minimalist look of the Sportfish provides loads of room for equipment specialized for fishing. In the “Ready to Fish” package, amenities include a fish cooler, a 26-gallon live bait tank and tuna tubes, electric reel plugs in the gunwales, six fully welded rod holders, nine rocket-launcher-style rod holders, a deck wash system, gaff and side storage, and an aft bait station. Non-skid decking material is also applied to the cockpit deck and gunwales.
But once the fishing is done and the decks are hosed down, the Gen3 800 includes some comfortable amenities to also enjoy. Soft vinyl lining is present throughout the cabin, from the inside of the roof to the dash. The starboard helm features a deluxe flip-up bolster seat on a sliding base and fixed pedestal. To port, two cushioned, upholstered chairs sit opposite a table, where guests can relax with a Fusion stereo system and drinks from the on-deck Dometic 12v refrigerator. In the forward and cuddy cabins, full-length bunks and marine carpeting provide some added warmth to any fishing excursion.

A gorgeous example of Robert Perry’s best sailing yacht designs, Serenity is a great choice for a couple or a small family looking for a lifetime of short or long-distance ocean cruising. Having already circled the globe two times, this 16-year-old Tayana 52’ still looks good as new and has been well maintained by the previous owners.
Since 2021, Serenity has been given more than $125,000 in upgrades, including new finishes, a new radar, plotter, and wind transducer, dodger and bimini tops, and many other improvements. Fitted with electric halyard winches and boom and roller furling headsails, much of the Serenity’s sailing can now be done with the push of a button. Port and starboard mast pulpits allow for safe work at any heel angle. A sail locker, located just aft of the staysail tack, can accommodate the spinnaker, numerous lines, and fenders while under way.
The center cockpit layout has Edson pedestal steering, a single-lever shift and throttle controls, comfortable bench-seat cushioning, and full instrumentation. A suite of Garmin electronics was installed at the helm last year, along with Raymarine speed and depth displays and autopilot. A teak Edson table can be folded out for outdoor dining, but the entire cockpit can be completely covered with canvas when the weather moves in.
For entertainment, the boat is equipped with a Fusion stereo interfaced to the Garmin
displays, a Samsung 42" TV in the salon, a Denon surround receiver, a Sony Bluray player, Bose speakers, and a 12V outlet for charging tablets or phones.
Belowdecks, the interior is flooded with light and air from openable portholes and five deck hatches. The interior salon has a circular dinette and dining table to port and a settee to starboard. The navigation station, aft of the settee, features a raised chart table, a seat, and access to most controls and gauges. On the port side of the interior passageway, the linear galley is equipped with a gimballed, three-burner Force 10 propane stove, a microwave, double stainless steel sinks, a refrigerator and freezer.
The forward stateroom has a queen-sized berth, an en suite head, and a separate shower. The master stateroom, located aft, features a walkaround queen bed, plus port and starboard seats, and a Samsung 24" TV, plus a large head and a separate stall shower.
For windless days, Serenity is powered by Yanmar 10-hp engine, capable of reaching 6.6 knots, as well as a bow thruster for docking assists. The aft deck also secures an Achilles 11' fiberglass RIB. A new transom shower has been added, with hot and cold fresh water, and six solar panels overhead. Two seats are built into the aft pulpit, plus two more seats atop the arch, providing ample space for fishing, grilling, or socializing.

“YOU DON’T HAVE TO ACCEPT THE STATUS QUO.”
It’s a bold statement, but one that nicely encapsulates the ethos of Silverback Marine, a burgeoning Tacoma-based shipbuilder making waves within the workboat category with its partially and fully custom aluminum vessels sold within the marine industry.
The quote itself comes from founder and CEO Ian Gracey, who set out to challenge the standard from the get-go, starting the company in 2018 after observing a disparity in the market between the custom yacht design experience versus that of custom workboats.
“Working around vessels in marine applications like paint finishing and glasswork, I took note of the strengths of the yacht design process—how customers were able to collaborate on ideas, receive top-quality renderings, and enjoy a very turnkey experience in the end,” Gracey explains of the initial inspiration for the company, which was fittingly named after the silver-striped Kodiak grizzly bear. “This was very different from what was happening with workboats, which essentially were being bought ‘off the shelf’ or, alternatively, taking anywhere from 6-24 months to custom build. Silverback was created to fill the gap and bring the yacht buying experience to smaller working vessels.”
Today, the company’s most popular vessel, the Grizzly 21, is an apt example of just exactly how Gracey has taken that concept to construction. Designed with the agility of a smaller skiff, the powerhouse 21-footer incorporates many of the highlights found in much larger craft, such as self-bailing decks, pushknees (triangular structures jutting out from the bow of the boat), and highly versatile layout configurations, and is available in center console, quarter cabin, or full hardtop control stations. Additional features such as davits, dive doors, crew benches, dive bottle racks, bolster seats, and other customizations can all be added at time of order.
Best of all, it’s always in stock, another distinction that has helped Silverback Marine pull away from the pack.
The Silverback Marine boatyard pre-builds the hulls, and they sit at the ready in Tacoma in varying degrees of completion so that once an order comes in, it is just a few quick steps away from being finished. In fact, sometimes the team can deliver a customized vessel in as little as one to two business days, light years ahead than the industry standard of months out.
“I feel like the lead times in the small workboat industry are just far too long,” says Gracey. “Like, for

example, if you need a work pickup, you aren’t going to wait a year, or two, or three for it to come in. Especially if you’ve just been awarded a big contract and need to get to work like yesterday. So, I liken the Grizzly to an F-150 truck; it’s versatile and suits a lot of needs. Rather than spending all our time prototyping each new order, we can work off this base model, suit it to the particular business, and get it to them quickly so they can get to work.”
Now that they have proven the business model with the 21, Silverback is currently working on a new vessel set to cast off later in 2023: A 28’5” flat-bed-style landing craft that they will also keep in stock. The team feels this model will become a popular vessel in areas like the San Juans where getting equipment and building supplies from point to point can be a challenge. (In other words: No dock, no problem.)
Of course, Silverback Marine can, and very often does, design specialty vessels as well. Each custom job starts with a face-to-face, in-depth meeting to generate ideas, which are then followed up by conceptual sketches with layout options and dimensions. Next up comes the basic architecture and full renderings, then buyers can chime in on

other details before engineering takes over to begin the build. Using their larger learnings on efficiency from the Grizzly models, Silverback can usually deliver custom vessels within one to eight months.
A good example is the in-progress Grizzly 34. Built for high speeds and high torque, and fitted with OXE diesel outboards, this vessel also boasts a spacious interior with spotted windows and plentiful storage to help equip it for longer distances. The first hull will be delivered to Shaver Transportation this summer to be used as crew transport on the Columbia River.

The boatbuilder has also worked on several highprofile concepts, such as almost futuristic autonomous boats crafted for government bodies in aid of drone deployment and surveillance patrols; a Bristol Bay gillnetter capable of hitting 20 knots even with 20,000 pounds of sockeye salmon stowed in the hull; and an electric Grizzly concept displayed at the Miami Boat Show. These prototypes point towards what Gracey deems is another distinction of Silverback Marine: The dedication to collaborating with other maritime entities. “So many boat builders emphasize doing everything in-house, but I feel like that’s a real mistake;

how do you become a world-class expert at everything?”
Gracey says. “Instead, we’ve tried to embrace a collaborative mindset instead of a competitive one, and lean on other experts in the field to share their knowledge. These partnerships end up producing a better product in the end, as well.”
Some of Gracey’s first connections came from his participation in the second cohort of the Washington Maritime Blue Accelerator Program back in 2021. A non-profit strategic alliance formed by the Port of Seattle and the Washington State Department of Commerce, the program is designed to boost the blue economy, and the Accelerator helps up-and-coming businesses within the sector through networking and tutelage. That networking proved key to Gracey, who says the bonds he forged through the Accelerator helped affirm the value of collaboration— and even lead him to securing the current 9,000-square-foot fabrication facility at the Port of Tacoma, which the company moved into mid-way through 2021.
As that facility churns out Grizzly 21s and other models, it should come as no surprise that Silverback often partners with other area businesses on the specialty work, such as glasswork and electrical systems, in the name of both efficiency and teamwork. The company’s employees, which currently number six, are also asked to pipe up with ideas. “A lot of design input comes from the employees,” says Gracey. “Each and every one of us goes out on the sea trials for the vessels to test them out. Our team is at the heart of what we do, and is always coming up with ways to help improve the designs.”
One of the company’s most frequent collaborators is Elliott Bay Design Group (EBDG), a Seattle-based naval
architecture and marine engineering firm that helped to design the Grizzly 34 tender and pushboat being crafted for Shaver, as well as the duo’s forthcoming truckable tugboat concept.
Announced last spring and currently under development, the tug dubbed the River Ox can be transported on a standard semi-truck trailer over the road, thanks to an overall length of just over 25 feet and a shallower draft that ranges between 3-4 feet. The compact size means the River Ox can be operated by a one-person crew (and thus avoid United States Coast Guard SubChapter M regulations), while still packing a powerful punch. With 500 horsepower, the tug will produce a bollard pull over 12,500 pounds and has a still water range of 60 nautical miles pushing approximately 10,000 pounds at 4.1 knots. “We think the tug will be another example of filling a hole in the market,” states Gracey.
“We love this partnership with EBDG, in particular, because they like to promote boats that are right on the edge, that push the envelope. It’s a place we really like to be as well.”
“Things have been the same for so long in this part of the industry, but it’s time for radical change,” Gracey says in conclusion, circling back to the formative idea of shaking up the status quo. “The consumer base deserves more. They deserve better drawings, they deserve a better experience, and they definitely deserve shorter lead times. And I think by working together and collaborating as maritime leaders, we can continue to affect that change.”

You recently took the reins of the Northwest Yacht Brokers Association; welcome! Why would you personally recommend industry professionals join NYBA?
Northwest Yacht Brokers Association (NYBA) promotes the highest of ethical standards amongst our members—whether they be yacht brokerages or marine-related service businesses, like insurance and yacht repair. NYBA’s Boats Afloat show returns to Lake Union next month and runs April 27-30. What can show attendees expect from the spring show?
Attendees can expect lots of delicious food, live entertainment, family fun, and—of course—boats of all sizes and types! Whether you’re looking for a boat, boat accessories, or just want to spend a nice day on the water, the Boats Afloat Show is the place to be. Our mission is to not only attract potential buyers for the boats and products/services on-site, but also to grow interest in boating to those who haven’t yet experienced it. The more that we’re able to help share the incredible boating opportunities we have here in the Pacific Northwest, the better! We want to be an integral part in forming those unique and strong memories that boating can create— and the Boats Afloat Show is a good place to start (or continue!) shaping those memories.
This show is always a favorite among our readers and many locals. What do you think it is about Boats Afloat that has helped it become such a distinctive event in the Northwest?
I think that the iconic location at Lake Union Piers is honestly one of
the most distinctive aspects of the show. The Seattle skyline has changed immensely over the last twenty years, but you never get tired of standing on the docks, surrounded by beautiful boats, gazing at the Space Needle, Queen Anne hill, and Gasworks Park—these classic beacons of Seattle life. Where better to imagine life on your new boat than on the water?
Plus, our show attracts premier brands and services, offering a cultivated selection of yacht brokers and marine vendors. It’s a nice-sized show, able to be viewed in a day or a few hours, if that is all the time you have!
Both the show and your new offices are located at the heart of Lake Union Piers. How do you think this new and burgeoning development will enhance both the show, and NYBA’s purposes, in the months and years to come?
The revitalization at Lake Union Piers really demonstrates how important the marine industry and marine culture are to Seattle. This is a prime piece of property in one of the hottest markets in America—and yet the development still maintains its maritime roots. The revitalized buildings are going to house restaurants, yacht brokers, and more, creating a beautiful, walkable area in one of the most vibrant, growing neighborhoods in Seattle. The Boats Afloat Show (as well as NYBA’s offices) have a front row seat to that growth—a huge benefit to our industry’s overall health.
About the Expert: I grew up in Montana and developed a love for boating at a very young age while enjoying the freshwater lakes of the Flathead Valley. Following that, I moved to Bellingham and earned my degree in Business Management at Western Washington University. It was there that I fell in love with the Puget Sound. After college, I moved to Seattle where I worked in the boating industry selling marine cargo and navigation insurance. From that point on, I knew this is where I wanted to be long term. I did leave the industry for a while to raise my two daughters, Emily and Grace, and help build and organize our residential construction company, All Seasons Development, but once I saw the NYBA Director of Operations opening, I jumped on it. I am excited to bring my passion for boating to Seattle. We are a growing city, with so many people that are new to the Pacific Northwest who have not had an opportunity to explore our amazing waters. I want to encourage those people to come and enjoy the Boats Afloat Show, learn about sailing and boating, and hop on our free boat rides to easily discover what it is like to enjoy our beautiful waters. Must Fish List
Spring is just a few weeks away and there are several activities to put on the must do list before the season official kicks off. First up on that list: Keep tabs on how the upcoming salmon season is setting up.
Salmon Set-Up
Early indications show that the 2023 salmon forecasts could mirror what anglers saw in 2022 fisheries. In fact, preliminary forecasts show some fish returns could be somewhat better if the “crystal ball” of forecasts align with actual fish returns.
In February, the Oregon Production Index—which provides ocean coho abundance forecasts—revealed an estimated 1,135,700 coho are set to arrive off the Washington coast. That is down a tad from a forecast of 1,225,900 and an actual return of 887,500 in 2022. The Columbia River subtotal forecast is 886,100 coho compared to 997,200 in 2022 and an actual return of 685,200. While the actual coho forecast is down, state fishery managers in the past have noted an actual return of around 700,000 that should offer good summer fishing off Neah Bay, La Push, Westport, and Ilwaco, and in the Columbia River and its tributaries.
Since this is an odd-numbered year, inner-marine areas should also see a relatively decent forecast of pink salmon that return every other year to Puget Sound rivers and streams.
Coho, pink and other salmon forecasts will be announced by the Washington Department of Fish and Wildlife (WDFW) during a public meeting on Friday, March 3 at the Lacey Community Center in Lacey. The meeting is part of the month-long season setting process known as North of Falcon, a term referring to waters north of Oregon’s Cape Falcon, which marks the southern border of management of Washington’s salmon stocks. This includes Puget Sound, Strait of Juan de Fuca, Columbia River, and coastal Washington salmon stocks.
State fishery managers use a suite of scientific data—including watershed sampling and monitoring, ocean indicators, and previous year returns—to estimate the number of salmon returning and decipher how many fish are available to catch.
Other salmon forecasts include a good return of 307,800 Columbia River spring Chinook. That compares to 197,000 forecast and actual return of 274,495 in 2022. The lower Columbia River tributary returns of spring Chinook on the Washington and Oregon side also look promising.
The Upper Columbia summer Chinook forecast of 84,800 is up from a 2022 forecast of 56,300 and an actual return of 78,444. This run is the main
driver for recreational fisheries from the Rocky Reach Dam to Chelan Falls as well as many other open areas further upstream and downstream.
The Columbia sockeye forecast is a modest 234,500 in 2023. In 2022, the forecast was 198,700 and the actual return hit a robust 664,935, which was the largest since Bonneville Dam was erected in 1938.
The Pacific Fishery Management Council meeting on March 5-10 in Seattle is where ocean salmon season options are proposed for waters three to 200 miles off the coast. All West Coast salmon fishing seasons and harvest levels will be finalized on April 2-7 at meetings in Foster City, CA. Other Opportunities
Here are two more fisheries to add to your agenda. After a three-months pause, the coastal razor clam season at Copalis and Mocrocks beaches recently reopened, although before heading out be sure to check the WDFW website for any last-minute changes or emergency closures.
Razor clams are a highly sought-after shellfish along Washington’s coast, and it isn’t unusual to have as many as 1,000 diggers per mile scouring the beaches on a nice weekend day. Razor clam digging is an enjoyable activity for all ages, and it doesn’t take a lot of high-tech gear. All you need is a clam gun or shovel, a mesh net to put your clams in, a headlamp and lantern, warm clothes, rubber boots and a shellfish license.
WDFW plans to announce future digging opportunities in March when marine toxin tests show it is safe to do so. Also mark your calendars for The Ocean Shores Razor Clam and Seafood Festival this month March 17-19 at the Ocean Shores Convention Center (more at: chamber.graysharbor.org) and the World Class Crab Races, Crab Feed & Crab Derby and Clam Derby takes place next month April 15-16 in Westport (details can be found at: graysharborbeaches.com/south-beaches-annual-events.html).
Last, but certainly not least, the hatchery Chinook salmon fishery at Sekiu in the western Strait of Juan de Fuca (Marine Area 5) reopens on March 1 through April 30, but could close sooner if catch guidelines are achieved. The central Puget Sound (Marine Area 10) was temporarily closed last month to extend fishing time into March for hatchery Chinook salmon. Be on the lookout for an emergency announcement by WDFW on an exact reopening date very soon.

Those Summer Nights
DOUG HANSEN previews the jam-packed season of racing just ahead on Lake Washington.
The small neighborhood of Leschi sits along the western shore of Lake Washington in Seattle. To most, it is an unassuming cluster of parks, great restaurants, a modest marina, and droves of people enjoying the waterfront, but on weeknights from mid-April to mid-September, it also plays host to the heartbeat of summer sailing in the form of Corinthian Yacht Club’s evening racing series.
Leschi Marina itself has long been a mainstay of the Northwest sailing community (it is actually formally named Leschi Sailboat Marina, although you might not guess that by looking at it lately, as all types of boats sit in moorage). Back in the 1980s, it played host to many fleets and even PHRF handicap racing, complete with a Thursday night series specifically for female skippers. In recent years, it has been the playground of some of the most prominent one-design fleets in the region, and the tricky conditions of the lake have certainly helped hone many a sailor’s craft.
The big show in terms of weeknight racing is, hands down, the J24 one-design fleet and the Tuesday night series. Designed in 1975 with the specific goal of fitting inside the Johnstone Brothers’ shed, the J24 launched the household name J-Boat and over 5,500 J24s are now racing worldwide. The rules around the boat have hardly changed in the 50 years since its introduction, and as such, there are a ton of resources for new sailors to get up to speed on the water. This is undoubtedly the most attractive aspect of the boats; they all go about the same speed, which makes for clean crew work and dialed-in tactics, both critical in winning races.
The Tuesday evening racing regularly attracts local legends to the start line, and it’s normal to have a few Olympic medalists and a world champion or two lining up. With so much talent to watch and learn from, you would be hard-pressed to find a better fleet to sharpen your skills and push yourself to the next level. If you can consistently finish at the top of this fleet, you can confidently go anywhere in the world to race sailboats. (Recently, rumors have swirled that Seattle is the favorite to host the 2024 World Championships at the Corinthian Yacht Club’s Shilshole clubhouse. This would be one of the most significant events in the area in a very long time as historically, the world championships attract well over one hundred boats traveling from all over the globe. While there are some more hoops to jump through, the interest is high, and would cement the J24 races this year as the go-to series for anyone considering themselves a serious racer.)
While the J24s will command the lake on Tuesdays, Wednesdays are slightly more mixed. Topping the night’s registration list are the Thistles, a 17’ two- or three-person dinghies. Their popularity is impressive as they are often regarded as one of the most uncomfortable boats on the water, which is saying something when you also consider the J24. What the boats lack in creature comfort, they more than make up for with a decently powerful sail plan and an amazing community that welcomes all who want to race in the fleet.
Still holding strong from the old days, the San Juan 24s and Thunderbirds also consistently show on the start line. While most have migrated northward to Port Townsend, the Thunderbird is still a Northwest staple as sailors could build the plywood kit boats themselves and race with their families. At their height, they were one of the largest fleets on the West Coast and still make a strong showing at the wooden boat regattas throughout the region. Northwest natives as well, the San Juan 24 was designed and built just south of Lake Washington in the Kent valley. Designed with the old IOR rule in mind, many of them continue to enjoy racing in the Leschi one-design fleet and handicap regattas throughout the area. They also fit nicely in a 25-foot slip.
A newcomer to the Wednesday night lineup this summer will be the J70s. A growing fleet globally, the Northwest contingent has been building for a few years on Orcas Island and has now jumped down to the lake with nearly a dozen boats. They are modern designs compared the rest of the lake fleets and are attracting a lot of interest from first-time boat owners to world championship contenders. A competitive yet welcoming community surrounds the fleet and the focus is for everyone to become better sailors. With all these ingredients, it is almost guaranteed that this fleet will continue to grow in the coming years.
From personally sailing on the lake for years, I would state that these evenings are truly a highlight of the summer and should not be missed. If you are interested in getting on the water, head over to the Corinthian Yacht Club website and get signed up on the crew finder list or just head to the docks with a life jacket and a willingness to sail.

Tell The Tail
Inspired by the lore of Loch Ness, its fabled monster, and Scotland’s stunning surrounds, this rosemary-kissed whisky cocktail is one to savor as you spin a yarn.
Part of the reason I love cocktails is their ability to connect us to the land. Over the years, I’ve enjoyed some amazing drinks inspired by stories from the water—oceans, lakes, rivers, and streams—as well as deities and folklore. Some of these cocktails have contributed to the backbone of a beverage program with an ethical message about ocean conservation, whereas others attempt to reveal the location of the Loch Ness Monster, which is where this story takes place. Much like the Pacific Northwest, Scotland’s inspiring landscape is stunning and picturesque. The brisk Atlantic rushes against the shores in the west, smashing the jagged cliffs in all directions with mist and brine, and affecting the spirits and vegetation. To the east, lowlands and rolling hills stretch out to the coast, with spongy peat bogs and wild heather as far as the eye can see. A bird’s eye view of Scotland reveals the thousands of lakes—including Loch Ness—formed by glaciers millions of years ago. Located in what was called the “snout of the glacier,” an inspiring name for a cocktail if I’ve ever heard one, is the Isle of Skye, which is particularly special. It reminds me of the remote islands dotting our Pacific Northwest Coast with rugged shorelines and quaint fishing villages nestled among the challenging terrain and sea. The best way to recreate and cherish such special locations is to enjoy this delicious cocktail—from the book A Bartender’s Guide to the World: Stories and Cocktails from 75 Places, which I had the pleasure of writing with award-winning mixologist Lauren Mote—at a local oceanside pub, in an oyster or crab shack with a postcard view, or while nestled around the campfire as you spin a few tall tales of your own.
Glacial Snout Cocktail
Serves 1
1½ ounces Scottish single-malt whisky (like Talisker)
½ ounce yellow Chartreuse
½ ounce fresh lemon juice
¼ ounce Rosemary Syrup, recipe follows
2 dashes celery bitters
Garnish: Fresh rosemary sprig
To a cocktail shaker filled with cubed ice, add the whisky, Chartreuse, lemon juice, Rosemary Syrup, and bitters. Shake hard for five seconds. Using a small, fine mesh bar sieve to catch the loose ice chips, double strain into a cocktail glass or coupe. Garnish with a fresh rosemary sprig on a clip and serve.
Rosemary Syrup
Makes 10 ounces
1 small branch fresh rosemary
1½ cups granulated sugar
7 ounces water
Cut the rosemary into manageable twigs with leaves. In a small saucepan over low heat, combine the sugar and water, stirring until the sugar is dissolved. Add the rosemary. Bring to a boil, then turn off the heat, cover, and steep until cool. Strain the liquid through a mesh sieve, then through cheesecloth to catch the finer particles. Store in a sanitized bottle, labeled with the date, in the refrigerator for up to 10 days.
