Our Vantage Summer Interns Class of 2023 led the charge of Vantage employees donating their afternoon to the Food Bank of the Rio Grande Valley. Team members assisted with sorting and packaging produce, creating snack bags for the local after school program, cleaning the food banks travel bus, amongst other tasks that were needed.

The event was a great opportunity for our young Vantage employees to partner with a local organization and experience the sponsoring of community victories. Vantage Bank is dedicated to doing its part in the fight against hunger.

BOYS & GIRLS CLUB OF MCALLEN PONY UP

The PONY Softball International World Series, presented by Boys & Girls Club of McAllen, in partnership with P.O.N.Y., kicked off Wednesday, July 19th, with an opening ceremony at the McAllen Veterans Memorial Stadium with over 3,500 people in attendance! The International Tournament was held July 20-23 at three of the City of McAllen’s beautiful softball parks; Municipal Park, MYBC, and Westside Park. The PONY Softball International World Series featured over 120 teams from Puerto Rico, The Philippines, Mexico, and across the United States, with 367 games played on the Texas-Mexico border and 10,000 spectators filling the stands throughout the weekend! The revenue generated from the tournament benefits the over 15,000 children and teens the Boys & Girls Club of McAllen serves every year through after-school programming, summer camp, athletics, and community outreach!

The UTRGV School of Medicine officially welcomed the Class of 2027 with a White Coat Ceremony on Saturday, July 29, in Edinburg at the UTRGV Edinburg Campus - Performing Arts Complex. The ceremony marks a significant first step in the career of future physicians, symbolizing a rite of passage at medical schools nationwide. The Class of 2027 welcomed 53 new medical students who proudly celebrated their first steps toward becoming doctors.

CITY OF MCALLEN, TEXAS, U.S.A. FORMALIZES SISTER CITY TIES TO CITY OF PUERTO VALLARTA, JALISCO, MEXICO

July 29, 2023, City of McAllen Mayor Javier Villalobos signed a Sister City Agreement with Mayor Luis Alberto Michel Rodriguez from the City of Puerto Vallarta, Jalisco, Mexico. The signing solidifies the friendship, and strong relationship between McAllen and Puerto Vallarta started last year with a ceremony in Puerto Vallarta.

The Sister City Signing Ceremony was held at McAllen Performing Arts Center, where the Puerto Vallarta and McAllen Sister City Committees were acknowledged, as they will continue working together in developing future joint projects.

The signing will strengthen the collaboration with Puerto Vallarta in different sectors, such as tourism, events, education, and cultural exchanges, among other aspects. This international agreement is a testament to McAllen’s commitment to strengthening its international relations.

MXLAN 23 returned in style to the McAllen Convention Center with the inaugural Gala at MXLAN, a new special event to benefit the McAllen Performing & Cultural Arts Foundation. As the official opening of MXLAN 23, the gala attendees were the festival’s first guests. MXLAN 23 was the return of McAllen’s summer music and art festival celebrating young Latino culture. The event attracted thousands during its run from July 27 to July 30 at the McAllen Convention Center, featuring young and rising Latino musicians, artists, and chefs for days of live music, interactive art creation, a new mezcal & tequila experience, the Sabor a Mexico food festival, lucha libre, Oaxacan-style calendas, and the new International Economic Summit for business and community leaders. Aortic stenosis is a common heart condition that narrows the aortic valve opening, making it harder for the heart to pump blood to the body and increasing the risk of heart failure and sudden cardiac death.

IBTC PROJECT FORGING AHEAD

Project has been a priority of Pharr since 2015, and will reduce heavy freight traffic traveling through the city

The IBTC has been a truly regional plan for every community for almost 10 years. It will connect 5 ports of entry to this northbound corridor, infrastructure that is vital to the success and economic development and the movement of trade and commerce in our region.

PROJECT HISTORY AND TIMELINE:

2015

Pharr and 20 communities in Hidalgo County signed a Memorandum of Understanding (MOU) in support of the IBTC.

2019

As Mayor of Pharr, it has been a priority of mine to work alongside my colleagues, peers, and regional, state and federal leaders, to diligently advocate for transportation and infrastructure projects to improve efficiency and promote trade at the Pharr International Bridge, thereby leading to more effective international commerce along the U.S.-Mexico Border. For those in the industry, time is money, and expediting border crossing and travel times leads to greater outcomes for all involved - from the producer to the distributor, to the transporter, to the end user throughout the United States. Multi-faceted efforts to improve the Pharr International Bridge’s capacity, operations, and efficiency have been a high priority of Pharr’s current administration.

Since 2015, we have invited many state legislators and federal members of Congress to the Pharr International Bridge so they could witness first-hand the need for critical bridge projects, as well as to put an emphasis on the need for border infrastructure. As a result, the State of Texas and our federal leaders now see the importance of all our ports of entry as they relate to the movement of international trade.

Leaders have successfully drawn down millions of dollars in bridge improvements, including the recent Presidential authorization to expand the bridge to double its current capacity, programs under the Donations Acceptance Program (DAP) to enhance commercial agriculture inspections and processing.

In June, Texas Governor Greg Abbott announced his directive to the Texas Transportation Commission to allocate $150 million in funding to the International Bridge Trade Corridor (IBTC), a project that has long been a priority of Pharr.

The IBTC is a proposed non-tolled connector roadway that would improve local and regional mobility to meet the transporting demands of goods and persons from the international ports of entry north to Interstate 2 (I2), providing a direct, continuous pathway for commercial trucks, shipments, and cargo to circumvent inner city roads. This project not only will help expedite commercial traffic, but will also promote the safety of vehicular and pedestrian traffic by redirecting heavy commercial vehicles through this alternate, more efficient route.

City of Pharr began lobbying for the IBTC on both the federal and state levels in joint partnership with the Hidalgo County Regional Mobility Authority (HCRMA).

• City of Pharr began steps to address the need at the Pharr International Bridge by working with U. S. Customs and Border Protections (CBP) and the U. S. General Services Administration (GSA) for their DAP Year 2015 projects, setting up the stage for the need for the IBTC.

2016

• City of Pharr continued working with GSA and CBP in creating DAP Year 2016 projects to help address the continued need for IBTC, leading to a state award of $20 million for Rider 11b Funds in 2019 and the City of Pharr invested $20 million. DAP 16 consisted of four major projects located inside the federal footprint allowing trucks to move quickly through and out of the port of entry.

2017

• Regional leaders began working on the creation of the RGVMPO, ranking IBTC as one of its top regional priorities.

• Phase 1 of FM365 (a HCRMA project), which allows trucks that are exiting the state inspection facility at Military Highway to now travel north on the tollway. Phase 1 is the primary connection to FM 365 headed north to Dicker Road in Pharr, creating the initial sole commercial truck corridor feeding into the IBTC.

• Mexico invested $90 million to expand its Aduana federal port directly south of the Pharr International Bridge.

• Texas Transportation Commission approved $150 million in funding to put the Pharr Interchange Reconstruction project in motion.

2018

• The Texas Department of Transportation (TxDOT) awarded $12 million in funding along the overweighted corridor on US Military Highway for road improvements in order to sustain the daily frieght traffic conditions.

Pharr City Commission began working towards assessing the need for the Pharr International Bridge expansion that would continue to set the premise for the IBTC.

• Mexico supported the need for the Pharr International Bridge Expansion by allocating federal funds toward it.

• Texas Transportation Commission approved the $303 million to fully fund the Pharr Interchange project.

Governor Greg Abbott signed the re-designation of the Rio Grande Valley Metropolitan Planning Organization (RGV MPO) and consolidation agreement of the three previous MPOs, merging into one. As a result of the merger, available funding for our area increased from $1.5 billion to $3.6 billion!

2021

Pharr International Bridge received approval from the White House for its presidential permit within a historic 60-day turnaround, continuing to emphasize the regional need for the IBTC.

2022

City of Pharr and HCRMA broke ground and secured $127 million for the FM365 tollway, currently under construction, that will connect to the IBTC.

2023

Pharr’s Government Relations team continued to advocate with state representatives during the 88th legislative session for the creation of an additional border infrastructure funding mechanism under TxDOT for the IBTC and secured $150 million for the project.

Other projects that have contributed to the development of the IBTC include $6 million for the lighting of the expressway in partnership with TxDOT, and the lighting of Phase 1 of FM 365, the Military Highway/BSIF overpass.

The IBTC project has been years in the making, and its success is attributed to the dedication and commitment of many key stakeholders in our community. Furthermore, by working closely with our state legislators, many of our projects have come to fruition. We would like to extend our deep appreciation to House Transportation Committee Chairman Texas State Representative Terry Canales, Vice Chairman of Finance Texas State Senator Juan “Chuy” Hinojosa, Senate Transportation Chairman Teas State Senator Robert Nichols, TxDOT Chairman Bruce Buggs, and TxDOT Commissioner Alex Meade for their support and dedication to pushing this project forward.

The IBTC seeks to connect all ports of entry. What is key about this project is that not only local community stakeholders are invested in this project, but communities outside of our region are also invested in its completion. This project will help alleviate transportation bottlenecks, make our roads safer and increase our economic trade capacity. Most importantly, it adds to the port of entry’s border security infrastructure. This new infrastructure development will ensure full vetting by agencies and will give their agents the advantage of deterring more illicit activity because truck crossings will only occur in a single, exclusive lane, making it more difficult for drug smugglers to successfully cross their inventory.

I am extremely proud of our joint, regional efforts to promote the need for this project and other critical bridge infrastructure projects, that will benefit our entire region. DAVIS TAKES THE HELM

South Texas Health System Children’s welcomes its first pediatric administrator.

Inearly July, South Texas Health System Children’s (STHS Children’s) welcomed Kimberly Davis, MBA, BSN, RN as its inaugural pediatric administrator. This appointment marks a significant step in the expansion of STHS Children’s.

In her role, Davis will supervise daily operations at STHS Children’s. Her focus is on implementing best practices, ensuring quality and compassionate care for the hospital’s youngest, collaborating with healthcare professionals for optimal patient services, and recruiting top-tier providers for localized pediatric care in the Rio Grande Valley.

“Every day, we’re looking at what can we do to improve things for our pediatric population,” says Davis, an East Texas native. “There’s not a minute that goes by that we’re not looking at opportunities to grow and expand our services. Truly understanding the needs of our community and focusing efforts to ensure those needs are met are my ultimate goals.”

One of her top priorities is ensuring that families receive as much close-to-home care as possible. “Our ultimate goal,” says Davis, “is to bring in the additional pediatric services and programs necessary to

help prevent families from having to leave the region to get care for their children in Corpus Christi, San Antonio, and beyond.”

Lance Ames, Chief Executive Officer of STHS Children’s and STHS Edinburg, warmly welcomes Davis, noting, “Kimberly brings a wealth of knowledge in pediatrics and children’s hospital administration that will help expand and improve the services we provide to local children,”

Davis, a nurse by profession, has an extensive career backdrop. In her most recent role as the Director of Occupational Health & Wellness at Children’s Health, she managed over 8,000 staff members spanning two North Texas hospitals. Earlier stints included pivotal roles at Children’s Medical Center of Dallas – Children’s Health, where she oversaw several departments.

She commenced her career as a vocational nurse, later obtaining an associate degree from Trinity Valley Community College. She received a Bachelor of Science in Nursing from the University of Texas at Arlington and an MBA in healthcare management from the University of Texas at Tyler.

The 10th annual Fridafest, held on July 15, 2023, at Edinburg City Hall Courtyard, was a jubilant celebration weaving art, culture, and women’s empowerment. Centered around the remarkable Frida Kahlo, the event offered a platform to honor her legacy and champion the strength of women. Vibrant art displays, captivating performances, and local vendors adorned the festival grounds. A highlight was the chalk art contest, where adept artists masterfully captured the essence of women’s power within 5’ by 5’ spaces. The festival also featured a women’s empowerment panel, which included Edinburg City Manager Myra Ayala. With a focus on inclusivity and unity, the festival hosted by Edinburg Cultural Arts radiated creativity and communal spirit.

McAllen was once home to the largest distributor of bubble gum in the US?

That popping sound you hear is the explosion of one of our favorite treats. Bubble Gum. Head to the store today, and there is a veritable cornucopia of gum choices, from gum that squirts to gum in wild flavors to sugar-free gum. But back in the 40s, bubble gum was hard to come by. Candy shops even rationed the sale to two pieces when the treat was available. That is until Andrew J. Paris entered the gum game in McAllen, Texas.

traveling between McAllen and Monterey to oversee the gum business. He regularly traveled with over $250k in cash and a “pistolaro” in the backseat of his convertible to pay for materials and labor.

The Briscoe Center, where Paris’ papers are located, stated, “Paris shrewdly cornered the U.S. market on gum after World War II by trading hard cash for soft latex in Monterrey, Mexico, building a factory in South Texas and creating a distribution empire across the nation. He became a celebrity millionaire almost overnight.”

Paris, the son of Greek immigrants, grew up working in his family’s Tobaccaria in Detroit, Michigan. During WWII, candy was hard to come by, so the young Paris, who had a talent for languages, headed south to Mexico, where sugar was not rationed, to buy candy for his parent’s shop.

This is where our story takes a turn.

In an interview published Oct. 10, 1946, in The Herald News, Carlton Drolsbaugh, secretary of the National Association of

Chewing Gum manufacturers, said. “Bubble gum won’t be in adequate supply for another two years…There’s no hope for much bubble gum until 1948.” Why? The industry couldn’t get enough sugar.

The young entrepreneur, Paris, saw an opportunity to manufacture bubble gum in Monterey, Mexico. In just two days, Paris was granted the entire western hemispher’s supply of latex (a major ingredient in bubble gum) and was soon the head of a thriving business, Paris Bubble Gum, at just 26 years old. Paris found himself

Very quickly, Paris not only prospered but he also rose to national fame. He was featured on radio shows and newspaper articles across the U.S. Art Linkletter hosted an interview with Paris titled, “I Blew the Luckiest Bubble in the World,” LIFE Magazine dubbed him the “Bubble Gum King.”

With all the hullabaloo about bubbles, doors in Holywood popped open for Paris. Evidently, it was Andy Paris who taught a young Natalie Wood how to blow a bubble

for her role in Miracle on 34th Street. And while Wood was only nine at the time, she took a liking to Paris and, according to his son, John Paris, set him up with the more appropriately aged Marilyn Monroe.

On October 1, 1947, Paris opened a manufacturing plant at 609 US Highway 83 in McAllen, Texas. The air-conditioned, art-deco factory with animated bubble-blowing signage was designed by Lucile Hendricks of McAllen and employed fifty women shipping bubble gum worldwide.

Owing to the global triumph of his bubblegum and the presence of his 13 gum factories in Mexico, Paris found himself under the scrutiny of the Cold War-era US government. This attention rapidly eroded his reputation and wealth, as he faced constant interrogations, audits, and penalties; the IRS was suspicious of the cash business with Mexico and disallowed all business expenses paid in cash. By 1955 Paris closed his business and liquidate his assets to settle a debt with the IRS.

While Paris Bubblegum once captured the world’s imagination, it has since faded from public recollection. The Paris Gum Corporation of America building is deignated a historic landmark by the Texas Historical Commission and still stands today as “Trapped,” an escape room. Dr. García’s Gold

In 1933, Dr. José García, a country doctor based in San Diego, Texas, buried about 500 American gold coins under his house.

According to family documents, Dr. García began to acquire gold coins in the 1890s. In the buried stash were $2.5 coins, $5 coins, and $10 and $20 coins. The oldest, a $2.5-dollar gold coin, was dated 1836.

Early in 2022, the Museum of South Texas History received a donation of 400 gold coins originally obtained and then buried by Dr. García.

The story of the gold takes a dramatic turn during the Great Depression. To control the currency market, President Franklin D. Roosevelt signed an executive order in 1933 to collect gold held privately

by Americans. Dr. García refused to sell his gold to the government. Instead, he buried it under his house.

Upon Dr. García’s death in 1964, his daughter Gloria and her husband Héctor López assumed ownership of the house, as instructed by Dr. García’s will. In 1976 Gloria and Héctor sold the home to a man named Alejandro López. In 2002, Alejandro found a leaky sewer line under his house and called on town plumber Serafín Treviño to fix it.

Treviño’s path to the leaking pipe was through a trapdoor in the kitchen that Dr. García installed in the early 1930s. The trap door led to a two-foothigh crawl space between the house floor and the ground. Serafín thought he needed more room to

maneuver, so he began to dig. As he dug, he unearthed a big chunk of mud enmeshed with gold coins. Instead of reporting the find to Alejandro, Treviño took the gold home and then began to sell individual gold coins in the community.

When Alejandro learned of this, he went to Treviño and told him the gold was his; he claimed he had received it from his father. Treviño did not believe Alejandro, so they sued each other for rightful ownership of the coins.

Word of the trial at the Duval County Courthouse over legal possession of the gold made it into the local news. In nearby Alice, Texas, Gloria and Héctor found out, and they promptly approached Alejandro and Treviño. They told them that Gloria’s father buried the gold under his house many years before. Gloria argued the gold was her birthright.

But Alejandro said it was his, and so did Treviño. Gloria and Héctor then took legal action to gain possession of the gold. In 2004, a Duval County jury decided the gold’s rightful owner.

In its next exhibit, titled “Dr. García’s Gold,” MOSTHistory explores the legal proceedings that determined legal ownership. The exhibit also examines the broader story that shaped Dr. García, Gloria, and Héctor as significant actors in the history of South Texas.

What do you do if you are not drinking wine but attending an event with wine glasses on the table? Is it ok to turn your glass upside down?

It is ok not to drink wine at an event. Just don’t make a big deal of saying you don’t drink. Simply place your fingertips on the rim of the glass and say, “Not today, thank you.” This implies no judgment of those who wish to drink wine. I do not recommend turning the glass upside down. Simply indicate to the person serving that you do not care for any wine today.

Family Style dining is so much fun! One thing you want to keep in mind is that when we reach over plates of food to get what we want, we risk getting our shirt sleeve or arm covered in food. It is also much harder to pick up a heavy plate of food from far away. The best thing to do is to ask the person next to the plate to pass it to you; then, you can ask the person sitting next to you if they would like some of the food before you pass it around the table.

What is your advice when it comes to dress attire for outside late summer events?

I am also a fan of late summer events. They are just so much fun! When it comes to dress attire, you should take the same approach as you do during other times of the year. Pay attention to the invitation. Is the event a Pool Party? A Golf Event? A Backyard BBQ? Depending on the event, you can decide on the most appropriate thing to wear. Think about the fabric you will be wearing because most outdoor events in the summer are hot. Linen and cotton are great fabrics for summer events. Also, think about layers so that as the evening sets in, you may appreciate a scarf or summer wrap. However, no matter what event or what fabric, always dress tastefully but make sure your clothes fit properly and not too much skin is showing. Have fun!

FROM SUMMER ROUTINE TO SCHOOL ROUTINE: HELPING YOUR PUP ADJUST TO THE NEW SCHEDULE

Over the summer, you probably worked, went on vacation, took care of projects in and around your house, took your kids to various summer camps, and/or added a new member to your existing pack. While I am sure some people welcomed the addition of a new human to their pack, others welcomed a furry one. Whether we are students or educators, now that it is time to return to school, we do not have the time we had in the summer to care for our new puppy properly. So how do we do it? Here are six tips to help you care for your puppy while away from home.

Create a safe environment for your dog. You can use a corral, playpen, or kennel. If you have none of these, you can designate the end of a hallway, a half bathroom, or a laundry room for them to stay in while you are away. The use of a baby/doggie gate would be beneficial to help keep their living space limited. In my years of experience, a kennel is the best option because your dog cannot cause destruction when left alone. Make sure to take its collar off to avoid it getting caught in the kennel. The other options I mentioned still allow a puppy to chew on things while it is teething. Once a human is home, the puppy can be taken out and allowed to roam freely because you are there to supervise it and prevent it from causing mischief or going to the potty inside.

Clean up your home. Remove any items that could cause harm to your puppy. Also, if not left in a kennel, do not forget to remove or cover things your puppy could destroy.

Have the necessities available such as a teething toy or two. If your puppy is not potty trained, there should be nothing else in its kennel. Your puppy should not have access to food or water while you are away. Your house or apartment is likely climate controlled, so there is no need for your puppy to drink water while you are away because chances are high that it is sleeping in its kennel. Of course, when you are home, it can have access to food and water because you are there to provide the necessary potty breaks.

Schedule your puppy’s bathroom breaks. When puppies are 3-4 months, it is easier for them not to have an accident, considering they have no access to water or food. The reality is that a puppy that is younger than 12 weeks provides challenges to their owners because they are so young they cannot control their restroom urges. If you do not work too far from home, consider going home during your lunch time to go home and take your puppy out for a potty break. You can let it have a few sips of water, play with it, and then return it to its kennel before you return to work. This might sound cumbersome, but getting your puppy on a potty schedule is necessary. Remember, once your puppy hits the 4-month mark, it gets so much easier. When they hit the 8-month mark, they can go without a bathroom break for about 8 hours.

Schedule a dog walker or someone you trust to check on your dog if you cannot visit your puppy during the day. There are dog walking services you can take advantage of so they can take your dog out for a walk and provide mental stimulation, a time to stretch out their legs, and go to the bathroom.

Take your puppy to doggie daycare. Once your puppy has the appropriate vaccinations, you may consider taking them to a daycare where they can gain social skills, be entertained, and drain some energy. When you get home, you will receive a puppy that has been exercised and will lessen the likelihood of them giving you behavioral issues.

Returning to school is a difficult adjustment for everyone, but this can be challenging for your dog, especially when it is a puppy. Think about it. During the summer, your house was lively and had people in it, and then suddenly, it is now quiet, and your puppy is by himself. I hope these tips will help ease your puppy’s transition from their summer routine to a school routine. Don’t worry; hopefully, by the time Thanksgiving and Christmas arrive, you will have more time to bond with your puppy.

Palm Valley Animal Society

Palm Valley Animal Society (PVAS) is the largest animal shelter in the Rio Grande Valley, taking in more than 15,000 pets every year. PVAS currently contracts with five cities and Hidalgo County at large to provide sheltering services for RGV pets in need. In addition to shelter services, PVAS also has a Pet Resources Center that provides self-supported rehoming, food

and pet supplies, access to virtual behavior training options, and much more to help keep pets out of the shelter and with their families. PVAS is working with its partners to create innovative ways to serve the needs of pets and their people and expand lifesaving shelter practices to have a safe, humane community.

Kei:

Prepare to fall in love with this big teddy bear, Kei! Kei is a real family guy and would make the perfect fur-sibling to both children and other dogs. This 3-year-old Shepherd mix thrives in mellow environments, but don’t let him fool you; he LOVES his playtime. It may take Kei a while to open up, but if you’re patient, he’ll repay you with endless love. Kei loves attention and hugs and patiently awaits the perfect family to spoil him rotten after 464 days in the shelter.

Evgena

Meet Evgena! This adventurous canine is an explorer at heart, but she’s eager for someone to join her on her journey. Although it takes some time for her to warm up to others, she’ll never leave your side once she does! Evgena is an incredibly loyal dog who would make the perfect companion for any human looking for a new best friend. Visit Evgena today at our PVAS Trenton Center.

Evgena is a 3-year-old Shepherd mix who is spayed, microchipped, and up-to-date on vaccines. Her adoption fee is currently waived.

Ravioli

Ravioli is ready for a forever home. This cutie has been at our shelter for 476 days— since she was just five months old! Ravioli has practically grown up in the shelter and is pondering the secret to getting adopted. This energetic girl loves going for walks and running around our play yards. Once she releases all her energy, she’s ready for some affection! Ravioli is a sweet pup who enjoys being around both humans and dogs, so she’d fit right in with your pack! Hello, I am Kiro. I’m 55 pounds of awesome labrador mix fun! You guessed right, I do love water, so bath time will be a breeze. Better yet, I’ll make a great beach or lake dog! Labradors are known as friendly, happy-go-lucky dogs, and you can say that is me once I get to know you. However, after 476 days in the shelter, the outside world is unfamiliar to me, so I’d need your help acclimating to it! I’m very tolerant of other dogs, and I looove human affection.
