O
ur vision at Taos Municipal Schools, to “Inspire excellence and life-long success through teaching, learning and collaboration.� is more important than ever before. With the challenges of the pandemic, our ailing budgets and tragedy that has hit our community and country hard, we continue our commitment to lead the way towards providing our students with an excellent educational experience, no matter what challenges are handed down to us. Our primary goal is the safety of our students their social-emotional health. We assure you that we will do everything possible and stay within the CDC (Center for Disease Control) guidelines to keep every child and staff members safe. I would like to thank our forty-six member TMS Reopening Task Force who created the plans that include remote, blended and back to normal in order for our district to transition back and forth when needed, as directed by the NM Public Education Department.
One of the greatest strengths of Taos Municipal Schools is its diversity- the people, the programs, and most of all the opportunities for our students. The strengths and benefits which result from that diversity are reflected each and every day in the accomplishments of our students and staff. We are committed to pro-
viding a safe learning environment for all students so they are supported and comforted in the school environment. We truly do love every student in every school. This preparation occurs day in and day out in classrooms from prekindergarten through high school, and every day is critical. In the peaks and valleys of our school year, teachers strive every day to provide students with as much support and love that they deserve. Our next phase of this continuous challenge this year will be defined by the opportunities we create for our students and parents furthest from opportunity. I look forward to working diligently with our community and collaborating to create a safe, supportive and an equitable learning environment to promote social and emotional development for every student in our District. D
ear Students, Parents, and Guardians,
On behalf of the Federal Programs staff, I welcome you to the start of the 2020-21 school year. Our entire staff is looking forward to a productive school while implementing COVID-19 CDC, state and district guidelines to ensure the wellbeing of your child as they return to school. We begin this new school year with a continued commitment to developing the skills and talents of our students so they can have a productive year where they grow in their academic and personal development. The department of Federal Programs provides students and families of the district with services to support academic learning and family participation in ensuring student success. These supports include direct supports from highly qualified teachers, high quality curriculum,
and interventionists. Out of class supports range from professional development for teachers and families, social and emotional supports and working with displaced and in need families and students. Our staff work diligently with our identified all student and most especially with our at risk populations ensure their growth and social and emotional development on a daily basis. Teachers, tutors and social workers stay connected to families and students and work with site principals, district leaders, community organizations and myself to provide additional supports to students as needed. reetings TMS Families and Staff, It is my pleasure to welcome you back to another year at Taos Municipal Schools. I hope you and your loved ones are well during this time.
As we approach this new year, we are implementing new protocols and changes in instructional implementation and safety standards. Throughout the summer we have been working diligently to improve our standards of expectation for remote instruction and school site safety. A team of staff and I have reviewed your recommendations, have trained, planned and established norms that we hope will provide an easier way to navigate our on-line learning management system (CANVAS). Teachers are currently being trained to effectively use Canvas and communicate with students and families. Parents and students will also be afforded an opportunity to participate in learning modules to better understand the use of programs and school safety expectations. Schools are being equipped with safety equipment and supplies to support reduction of hazards of Corona virus

transmission. A few items to name are thermal imaging scanners, touchless thermometers, sneeze guards in offices, touchless hand sanitizer stations and paper towel dispensers, etc. We will continue to evaluate and improve safety measures as we identify safety needs. This year, schools are implementing new math programs. We are excited to implement these new programs as research has shown they promote student learning and achievement We advise that you communicate with your child(ren)’s teacher to learn more about these programs and how you can best assist your child(ren). We ask that you continue to support your child(ren) with nightly reading and math facts to help improve foundational skills. Although we face challenges, we are looking forward to beginning this school year and encourage your engagement to make this year successful. Respectfully,

chools are in the business of providing an education, however, we need to look at this in a different way as we begin to welcome our students back into our school community. We have began addressing the basic needs of our students and staff, while working with families during this time of uncertainty
due to the COVID-19 Pandemic.
Taos Municipal Schools is adopting Critical Practices that include:
Taos Municipal Schools is creating and implementing a framework to provide social and emotional support to all students and staff. Abraham Maslow developed the “Hierarchy of Needs” which was later adapted by Steve Guditus as “Maslow’s Hierarchy of School Needs”.

It takes a village
Early Childhood Education Programs Early Learning programs in Taos serve young children from birth to age 5 and their families. Home visiting and Early Head Start services can also start prenatally to make sure that parents receive good prenatal care and are ready to support their newborns. Early learning services provide a range of learning experiences for infants, toddlers and preschoolers to make sure they develop and learn, and are ready for school when they enter kindergarten. Children with developmental delays and disabilities are supported through the Family Infant Toddler (FIT) Program and Early Childhood Special Education, at home or in their classroom setting. Early learning services also help parents know how they can best support their child’s development with daily learning opportunities. Early learning services in New Mexico are administered by the Public Education Department, Children, Youth & Families Department, and the Department of Health and utilize a range of state and federal funding sources. 12

One such resource is Paso a Paso, which is a community network that supports early learning programs in Taos and western Colfax counties. Its roots go back more than 20 years when a group of Taos early childhood professionals – some of whom remain active in Paso today – got together to assist families in the transition from early intervention programs to kindergarten. Today, the Paso a Paso Network works to improve outcomes in all areas of early childhood education and care. Network members represent one or more of four sectors: Early Care and Education; Family Support Services; Early Intervention and Special Rights; and Health and Behavioral Health. Paso a Paso bridges the gap between these organizations, integrating them into stronger, more flexible and effective structures by merging resources and systems to advance a collective mission. The result is improved efficiency among organizations and greater access, availability, and quality of services for families with young children.

Paso a Paso’s working committee, Taos Early Childhood Alliance (TECA), is funded by Thornburg Foundation, R.T. Keeler and Brindle Foundation in collaboration with UNM-Taos. Regarding homecare, TECA is working to develop more registered and licensed homecare situations. Now more than ever – as families are working and schools are closed – it’s important to make sure our youngest citizens have a safe and caring environment from which to grow. Becoming a registered or licensed home care provider for infants through 8-yearolds affords one the opportunity to get reimbursed for food for your program and to collect state money for low income families when caring for children. Taos High School GRADS Program and Taos Family Development Center
The Taos Family Development Center is an onsite day care at Taos High School that serves teen parents and Taos Municipal Schools employees. The GRADS program – along with the Taos Family Development Center – helps high school students overcome the cycle of poverty through achieving a high school education and employability skills, and develop positive parenting and healthy relationship skills. Becoming an Early Childhood Education Teacher UNM-Taos ECED Teacher Residency Program
The Early Childhood Education & Development (ECED) Associates degree program is a Teacher Residency Program, where theory and practice are woven into the learning experience. Students are mentored by an experienced teacher in a birth to third-grade classroom, while taking the required ECED coursework. The program is designed to support students working in the field of education and those wanting to receive hands-on learning in the classroom. Additionally, it supports students who are interested in obtaining a solid understanding of early childhood learning before transferring to a four-year university to complete their bachelor’s in early childhood education (licensure pre-kindergarten to third grade or non-licensure) or a related field in family child studies. Students have the option of receiving a stackable ECED Certificate (32 credit hours), and then working toward an associate degree (61 credits). As part of this program, students will complete the Child Development Associate (CDA) credential preparation courses. The Teacher Residency collaborates with community schools that serve infants to third-graders to develop a comprehensive mentoring program for education assistants and assistant teachers working in their schools. Mentoring teachers commit to assisting aspiring teachers and support Taos County’s ability to grow its own educators. Presently, UNM-Taos is in preliminary talks with New Mexico’s Workforce Solutions to bring an early childhood apprenticeship program to UNM-Taos. Newly hired people interested in teaching in a Children

Social emotional development In their first few years of life, young children acquire social and emotional skills such as regulating emotions, sharing with others, and following instructions. CARL PERKINS The principal source of federal funding for the improvement of secondary and postsecondary career and technical education programs. The purpose of the grant is to develop more fully the academic, career, and technical skills of students who elect to enroll in career and technical education programs.

The Taos Municipal Schools receives state funding under the Bilingual Multicultural Education Act of 2004 (NMSA 22-23-1 through 22-23-6) to provide for the education of our linguistically and culturally different students and for schools utilizing two languages as the medium of instruction for any part or all of the curriculum for the grade specified in the application for funding submit ted to the NM PED. STRIVING READERS COMPREHENSIVE LITERACY
FAEA (FINE ARTS EDUCATION ACT)
A 3 year federal grant to develop vertical pathways and increase language and literacy achievement for children from birth-12th grade.
“The purpose of the Fine Arts Education Act is to encourage school districts to offer opportunities for elementary school students to participate in fine arts activities, including visual arts, music, theater, and dance.” (2215D-2, NMSA 1978). Students are introduced and experience cultural and historical art forms from local artists who go into classrooms to teach and demonstrate their craft. ArT and music teachers also provide art education continually throughout the school year.
TITLE I – Part A: Improving the Academic Achievement of the Disadvantaged Title I is the largest federal education program for elementary and secondary schools. These funds are targeted to high poverty schools and are used to provide supplementary educational services to students who are educationally disadvantaged or at risk of failing to meet the state standards. Schools have the option to follow a school wide or targeted model.

In alignment with Section 1119(a)(3) the Taos Municipal School Distri ct strives to ensure that all teachers teaching in the core content areas within the school district are highly qualified. TITLE III - Part A: English Language Acquisition, Language Enhancement, and Academic Achievement Under Civil Right Law and the No Child Left Behind Act, school districts that receive Federal financial assistance have an obligation to identify and serve all ELL/LEP students. The purpose of Title III is to develop educational programs that will help ensure that Limited English Proficient (LEP)/English Language Learners (ELLs), statute uses (LEP), attain English proficiency, succeed at core academic subjects, and meet the same state academic content and student achievement standards expected of all children. TITLE IV – Student Support and Academic Enrichment The Student Support and Academic Enrichment (SSAE) program. The SSAE program is intended to improve students’ academic achievement by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), and local communities to provide all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology to improve the academic achievement and digital literacy of all students. TITLE VI - Rural and Low-Income School Program This program targets rural school districts that serve high number of poor students. Funding from the Rural Low-Income Schools Grant may be used for a wide variety of activities authorized under various Title Programs of the No Child Left Behind Act. RLIS funding may only be used to supplement and not supplant other federal, state, and local funds. The funding at each school site aligns with activities appropriate for moving
the school toward the district’s goals for increasing student achievement. TITLE VII - Indian, Native Hawaiian and Alaska Native Education The purpose of this program is to support the efforts of school districts in serving Native American students, so that they c an meet the same challenging state student academic achievement standards that all other students are expected to meet. TITLE VIII – Impact Aid Regular & Sp. Ed. The purpose of Impact Aid is to provide grants to school districts burdened by the presence of nontaxable federal lands, installations and housing authorities to make up for lost revenues and additional costs associated with federal presence. School districts are also responsible for educating children of federal personnel who live and/ or work on these properties. NM PED SDI Grant Funds are provided to 23 school districts and district-chartered schools who enroll a significant number of American Indian students for the purpose of providing effective culturally-relevant programs, opportunities and practices which contribute to the academic and cultural success of the Native students. Community Schools Grant The Community Schools Implementation Grant was awarded to Enos Garcia Elementary and Vista Grande High School. The CS Grant provides funds for community school initiatives and will help them to operate and sustain the community school framework.

HOW TO GET INVOLVED IN 2020-21 The Taos Pueblo Back to School/ School Supply Event will be held Friday, August 14th. Due to COVID-19 concerns and to follow state guidelines, times and location of school supply pick up will be announced closer to the date.
The Indian Education Committee (IEC) will meet every third Thursday of the month with the exception of August, January, and May. Regular IED meetings will be held on the following dates (times and place for meetings will be determined at the back to school event and the first meeting): Sept 17 6:00-7:30 p.m. Red Willow Education Center 885 Star Rd., Taos Pueblo Oct. 15 Nov. 19 Dec. 17 Feb. 18 Mar. 25 Apr. 15 May 20 (if needed).

Indian Education Tutors review attendance of Native American students on a weekly basis. Tutors contact students and parents as needed when issues or concerns arise. Tutors follow up on school-generated attendance letters (3, 5, 7, and 10 day letters) and intervention meetings as needed.

Education Programs Targeting Tribal Students TMS provides side by side academic tutoring, attendance support, college visits, plus traditional and cultural activities (K-12). Tiwa Langauge classes provided at Enos Garcia Elementary grades K-5 Tiwa Language classes provided to students at Taos Middle School
Financial Reports The Indian Education Office in TMS receives funding from four sources (Operational, Impact aid- Regular Education and Special Education, Title VI Formula Grant, and the NM SDI and Cultural Inclusion Grant). Indian Ed provides various levels of support to students in all TMS schools including locally authorized charters. Funding supports direct services to students through basic school supplies, side by side tutoring, college campus visits, and cultural activities. TITLE VI - Indian, Native Hawaiian and Alaska Native Education-Support the efforts of school districts in serving Native American students, so that they can meet the same challenging
state student academic achievement standards that all other students are expected to meet. TITLE VIII – Impact Aid Regular & Special Education- Supports school districts burdened by the presence of nontaxable federal lands, installations and housing authorities to make up for lost revenues and additional costs associated with federal presence. School districts are also responsible for educating children of federal personnel who live and/or work on these properties. NM PED SDI Grant FundsProvided to 23 school districts and district-chartered schools who enroll a significant number of American Indian students for the purpose of providing effective culturallyrelevant programs, opportunities and practices which contribute to the academic and cultural success of the Native students.
Current Status of Federal Indian Policies And Procedures TMS Indian Policies and Procedures are reviewed, updated, and approved annually by the Taos Pueblo Governor’s Office, the Taos Pueblo Board of Education, the Indian Education Committee, the Superintendent of TMS, and the TMS Board of Education.
School District Initiatives to Decrease the # of Dropouts and Increase Attendance TMS has implemented an Early Warning System at secondary to proactively identify at – risk students for failure. Further, Indian Education Tutors and the College Liaison work with students to increase attendance, increase college readiness and decrease drop outs. Programs to support this work include college visits, and credit recovery summer school at Taos Pueblo Education and Training Division, and meetings to offer support to students and families.
Public School Use and Variable School Calendars The district calendar is generated annually via a committee which includes representation from Taos Pueblo Tribal Government. The calendar denotes the largest cultural days for Taos SPONSORED CONTENT PROVIDED BY TAOS MUNICIPAL SCHOOLS
Pueblo and all Taos Pueblo students are excused. Individual absences for other cultural activities are excused by the Taos Pueblo Governor’s Office upon the request of parents. For example, September 30th, Taos Pueblo’s San Geronimo Feast Day is included in the school calendar as Taos Pueblo Day, and all schools are closed for that day or a day attached to the weekend so that everyone can attend.
School District Cosultations with District IEC Committee School Site-Parent Advisory Councils, Tribal, Municipal and Indian Organization TMS Indian Education designees (Superintendent and Director of Federal Programs) meet monthly with the Indian Education Committee, the Taos Pueblo Board of Education, and the Taos Pueblo Education and Training Division. The purpose of these meetings is to share information, updates, initiatives, and to seek input to improve Indian Education programs. We meet periodically with the Taos Pueblo Governor’s Office to review TMS Indian Policies and Procedures, current and proposed programming, and to seek approval for grants.

Enos Garcia Elementary School is committed to providing an excellent education for ALL students. We offer classes from Pre-Kindergarten through Fifth Grade with a Dual Language option. The amazing staff of EGES work as a Professional Learning Community and are committed to offering rigorous academic programs and rich cultural experiences linked to STEAM (Science, Technology, Engineering, Arts and Mathematics), Literacy, Social Studies and physical education for ALL students. We are excited to introduce our students to a new Math curriculum for the upcoming school year for students in Kindergarten through Fourth Grade while our Fifth graders continue with Teach to One Math. Welcome to Ranchos Elementary School. We hope you and your family are safe and healthy during this unique, difficult and uncertain time. We have missed having our students in our building – they are the beating hearts of our school who give it life and make it the wonderful place it is to be. I want to take this opportunity to thank our RES families for their support, understanding and continued dedication to their student’s learning during this COVID crisis and stay at home orders. Given the circumstances and little time to adequately prepare, I am proud of the way the RES staff, students and families have handled the demands of remote learning. While we currently don’t have all the answers to the many questions that our families have regarding the start of the new year, do know that the safety and health of our students, staff and community continue to be the number one priority. We are planning for the upcoming school year thoughtfully, thoroughly and with guidance from State Officials. I feel extremely fortunate to be working with such a talented and remarkable staff – cooks, teachers, custodians, secretary, nurse, educational assistants, bus drivers, counselors and social workers who spend countless hours training, caring, preparing and planning for our students. Whether instruction is provided in-person or virtually, our staff will plan lessons that are engaging, utilize research-based best practices, and analyze data to
determine individual skill levels and instructional needs. We are dedicated to creating successful learners by expecting academic excellence and holding high expectations for all our students. In addition to academics, our focus is to also create a safe and positive learning environment. The educational team and students will promote and model responsible and respectful behavior creating a positive and safe learning atmosphere where teachers are able to teach, and students are able to learn. School Messenger School Messenger, an important service, is the way that we communicate urgent messages and special events directly with you (K-12). New Mexico Pre-K Programs
W
e are able to continue to offer the New Mexico Pre-K programs at Enos Garcia and Ranchos Elementary. This is a program designed for fouryear-old students as a full day program Monday thru Thursday. Enos Garcia Elementary will again have three Pre-K classrooms as well as Ranchos Elementary will have two classrooms. Both will have highly qualified pre-school teachers and support staff. With this expansion, we have the continued ability to provide placements for many four-year-old’s in their neighborhood elementary school for the 2020/21 school year. Please remember to contact either Enos Garcia Elementary or Ranchos Elementary and have your child added to the waiting list as soon as possible. Students must be four years old by September 1, 2020 to be eligible for this program. We are excited that Taos Municipal Schools received a grant from the New Mexico Department of Education to receive new furniture for the Pre-K classrooms along with researched based activities and curriculums to enhance our Pre-K students learning.
In addition, the Pre-K program has received iPads for student use as a learning tool in the event there is the need for distance learning. Taos Municipal Schools continues to partner with YDI Head Start located in the district, to offer programs for three and four-yearold children at both Enos Garcia and Arroyos del Norte Elementary. If you would like to enroll in these programs you can contact Youth Development Inc. at (575) 758-3425. New Mexico Pre-K is a program funded by the New Mexico legislature to provide early intervention services to children who are four years old by September 1 st of the upcoming school year. Program funds allow the district to provide research based best practices in early childhood education to students prior to their entrance into kindergarten. Educational research shows when students are able to attend a preschool program have more success in their school careers and students benefit from additional interventions when needs are identified and supported at an earlier age.

Art in Schools will commence our thirteenth year 2019-20. AIS is the core program of the Harwood Museum of Art. In 2018-19, AIS welcomed 791 students including 141 special needs students from Taos Municipal School district. Each student visited the museum four times during the school year receiving 8 hours of instruction. The museum visits are age appropriate, object based experiences where the vibrant arts legacy of Taos nurtures joyful learning. The Education Department of the Harwood Museum of Art raises 100% of the funds required for our programs so that the community of Taos may receive a journey of the mind and a life of the imagination free of charge.

Exceptional Programs
W
elcome to Taos Municipal Schools Exceptional Programs. Our department and staff provide individualized services to students with exceptionalities by highly qualified teachers and ancillary staff. Your child will have an assigned case manager to oversee the development and implementation of his/her program. The case manager assigned to your child and your school principal, along with other team members from the school, will work with you to meet your child’s individual needs throughout the school year. What are Exceptional Programs? Students who qualify for exceptional programs have been identified by a multidisciplinary team with one or more of thirteen recognized disabilities and a need for specially designed programming to be successful in school. A multidisciplinary team consists of individuals who have expertise in various areas and most importantly you as their parent! In New Mexico students also qualify for exceptional programs if they meet the state criteria as gifted by a multidisciplinary team in either academic achievement, critical thinking, or creativity.
How do I know if my child qualifies for Exceptional Programs? There are a number of pathways to potentially identify a student with a disability.

You can request an evaluation from school personnel at any time. Exceptional Programs staff will meet with you and your child’s teacher to review existing data and provide recommendations.

Your child may have participated in a Child Find activity and a referral may be made to the school district. If it is in the best interest of the student to proceed with an evaluation, you will meet with a professional from the district to receive information on the potential assessments and will be asked to sign a consent form to proceed with the assessments.
A licensed professional diagnostician will gather more information from both you and your child through some interviews and standardized assessments. Also, other professionals may become involved, such as a Speech Language Pathologist, Physical Therapist, Occupational Therapist, etc. The team will then meet to review all this data and make an eligibility determination based on state guidelines. As your child’s parent, you are an essential member of the ‘IEP team’ in the process. What is an IEP? An IEP is an Individual Education Plan, which is an agreement between the school and you to provide specifically designed instruction and individualized support to your child in order to access the same curriculum as other students. It is a living document that should change regularly as the team refines strategies to maximize your child’s ongoing educational success.

Who calls an IEP meeting? Your child’s case manager will schedule at least one IEP team meeting every year to review your child’s progress on their goals and update the current IEP. Your child’s case manager will also schedule a re-evaluation every three years. Any member of the IEP team can call for an additional meeting at any time to review the current document and make any changes to the plan or services. As you are a member of the team, you may ask for a meeting at any time. Exceptional Programs can help families by: Locating valuable resources in the community. Students and families have the option to choose online learning only or a hybrid model (online + face to face). When attending face to face, students will come on a designated day of the week. Wednesday mornings will be an additional time for students that need extra help to get it. In the hybrid model,
students will be online for the first three weeks and begin attending face to face on 9/8. The online schedules for the first three weeks and for online only students will be announced on our webpage and via SchoolMessenger in August. Please make sure that we have your current contact info on file as this is used for emailing, texting, and calling you through our SchoolMessenger system. THS will continue to offer academic support through afterschool tutoring or intervention classes in reading and math, dual credit classes through THS/ UNM, earning an Associate’s degree while in high school, and AP/ Honors classes. If your student is would benefit from one of these programs, please contact their grade level counselor. Parents of registered students will receive invitations to Zoom meetings for Q&A regarding the coming year and for grade level orientations. THS teachers provide supply lists specific to their classes on the first day of school. THS publishes a VIP Dates calendar annually. Taos Tiger Athletics Calling all Taos Tiger Fans!
T
his year, Taos Municipal Schools Athletics finds itself in unusual times and in unusual circumstances due to COVID-19. The NMAA and Taos Municipal School District continues to closely monitor COVID-19 and is taking proactive measures to mitigate the impact of the virus. When it comes to decision-making, our commitment is to protect the health and safety of our athletes. Depending on the phase that NMAA places athletics in, will determine how the District will conduct our “Return to Play” activities. Currently, as per the governor’s directive, high contact sports such as soc-
cer and football will not be played in the fall, but that does not mean that these two sports will not be played during the 2020-2021 school year. The mission of Taos Tiger Athletics is to continue to provide athletes with experiences that offer all students with additional opportunities to develop their physical and mental capacities beyond those provided by our fine academic programs. Furthermore, through sports and other extracurricular activities, students may learn the value of hard work, discipline, team building, sportsmanship, leadership, and other positive attributes that strengthen one’s character. The Athletic Department will strive to provide students with the best possible opportunity for a rewarding and positive experience.

Taos Cyber Magnet High School
T
aos Cyber Magnet School is a unique blended-learning opportunity for high school students in Taos County. We offer Edgenuity, the online platform, that provides curriculum in core and elective courses to support students with their state graduation requirements. For each skill lesson on Edge, the students learn from a warm-up, direct instruction video, assignments, online content and journal entry, before they take a quiz on the topic. Additionally, students learn from live instruction in English, Science, and Math.
Students get the support they need to be successful in an online setting from the head teacher and tutors who facilitate in the note-taking process, checking the assignment calendar for lessons per day and week, and progressing in the writing process to complete the writing assignments across the curriculum. Math and Science courses are supported by two Math tutors to facilitate the Algebra I, Geometry, and Algebra II courses in which most of the students at TCMS are enrolled, as well as project-based science tutors who give live instruction. Additionally, these tutors sit with struggling students and review lessons that focus on specific mathematical skills, offer drill and practice, and review with the students where they may have failed on the quizzes. As a result of specialized attention in math given to students during tutoring, math scores improved on state standardized testing and EOCs by 13%. Students also receive Mindfulness and Yoga training by a certified instructor that helps support our students’ happiness and emotional well-being.
In addition to taking courses that prepare them for graduation, students at TCMS can participate in Internship programs like the “Farm to Table Education Program” while working with the Enos Garcia elementary students. TCMS students participate in extra-curricular programs like Café Scientifique that help them to grow their resume while learning about a variety of STEM topics given by presenters from LANL and other scientists from around the state offered to Taos County Teens. This year, the students participated in a Robotics class that gave them an opportunity to learn coding and programming. TCMS students take college-entrance exams and work closely with the Upward Bound program which supports low income families with tutoring in Math and Science and college and career readiness. They also participate in Bridges Project for Education to prepare them for the transition from high school to college, focusing on the application and FAFSA processes.

he Taos Municipal Schools has been working diligently to create a plan to protect our students and staff while also providing the maximum educational opportunities. Below there are some preliminary guidelines our superintendent has shared. Also, the updated immunization requirements from the State of New Mexico department of health are on page 50.
Over the weeks to come, Taos Municipal Schools will continue to update parents, students, staff and community regarding all the plans to protect the health and safety of our school community and the community of Taos while providing a high quality education! Taos Municipal Schools has a ‘Reopening Task Force’ which meets weekly to discuss the schools opening in August. PLAN AND PREPARE Practice and reinforce good prevention habits with your family. Avoid close contact with people who are sick. Cover your cough or sneeze with a tissue, then throw the tissue in the trash. Wash hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. Keep your child at home if sick with any illness. If your child is sick, keep them at home and contact your healthcare provider. Talk with teachers about classroom assignments and activities they can do from home to keep up with their schoolwork. Be prepared if your child’s school or childcare facility is temporarily dismissed. Talk with your employer about sick leave and telework options in case you need to stay home with your child. Consider planning for alternate childcare arrangements.
IF YOUR SCHOOL/CHILDCARE PROGRAM IS DISMSSED: Keep track of school dismissal updates. Read or watch local media sources that report school dismissals or stay in touch with your school. Talk to your school about options for digital and distance learning. Discourage children and teens from gathering in other public places while school is dismissed to help slow the spread of COVID-19 in the community. Seek guidance from your school administrator to determine when students and staff should return to schools. Duration of school dismissals will be made on a case-by-case basis based on the most up-to-date information about COVID-19 and the specific situation in your community. Students and staff should be prepared for durations that could last several days. Administrators should work with their local health authorities to determine duration of dismissals. The admitting official shall deem the student to be in compliance with the requirements of this regulation if: A statement, certificate or record signed by a duly licensed physician or other recognized licensed health facility stating that the required immunizations have been given to the persons is provided; or the exemption from immunization process is completed and proof is provided to the school district. Exemptions from School and Daycare Immunization Requirements The New Mexico Immunization Exemption Statute (24-5-3) allows only two types of exemptions for children seeking exemption from required immunizations to enter school, childcare or pre-school. The two exemptions are medical or religious. If there is a medical reason for exempting, a signed medical exemption must be obtained from a duly-licensed physician
The form requires a statement of the religious reasons for requesting to have a child exempted from immunization. The law does not grant immunization exemptions for philosophical or personal reasons. Once a completed, notarized, original Certificate of Exemption Form is filed with the Department of Health, the Department has up to sixty days to notify the parent/guardian if the request is approved or denied. If approved, the parent/guardian will receive two copies of the original form with a clear“Approved” box checked, a signature from an officer of the Department, and an expiration date. The parent/ guardian must take the Approved form to the child’s school. If denied, the parent/ guardian will receive a letter from the Department of Health explaining that the request is denied, and that the parent/ guardian has the right to file an appeal with the Department of Health Cabinet Secretary. A process for appeal will also be included.

he Healthy, Hunger-Free Kids Act of 2010 provides an alternative to household applications in the National School Lunch and School Breakfast Programs. Ambitious plans to provide new programs and on-site health services

Editor’s note: Despite cuts to the New Mexico budget after an unexpected and dramatic decline in oil and gas revenues earlier this year, grants for the community school programs in Taos have been preserved so far.
W
ith all the travails Taos County educators are dealing with these days, they really needed some good news – and it arrived in spades May 14. Vista Grande High School, Peñasco Elementary, Enos Garcia Elementary and Taos International School all received $150,000 grants to implement their plans for restructuring as community schools under phase two of the state Public Education Department’s Community Schools Initiative.

“We are super excited,” said Amanda Flores, community schools site coordinator at Vista Grande, in a May email. “Our goal is to truly become a community hub in Taos. We want to provide support to students of all backgrounds in Taos County.” Flores added that VGHS has planned programming for next year based on the needs assessment they conducted over the last year under their $50,000 phase one community schools grant. This included organizing a communitywide council and conducting several meetings to get a big-picture view of what stakeholders want from VGHS and
what they have to offer in the way of support and programming. Under the new grant, Vista Grande will expand its counseling services for students and their families in collaboration with a peer-led mental health program run by VGHS students. The school will also offer substance abuse and health/wellness classes with support from Taos Alive, Taos Pueblo and Communities Against Violence. Flores added that Vista Grande will augment its after-school clubs, focusing on art – in collaboration with Harwood

Museum – and outdoor education. The school will also expand its garden and food sovereignty program with support from Taos Land Trust and Native Roots. This will include classes, a free grocery program for families and a culinary arts CTE pathway for students. According to Flores, a portion of the grant will go toward professional development as well. VGHS will focus on culturally and linguistically responsive teaching in collaboration with Sharrocky Hollie, a nationally renowned educator who has trained thousands
of teachers in cultural responsiveness. Eaglewing Redesign Collaborative will support the school with traumainformed teaching and STEM Arts Lab will help teachers integrate arts into the curriculum. Has COVID-19 changed Vista Grande’s plans for using the funds? “Yes, absolutely,” said Flores. “We plan to address COVID-19 through our expanded counseling services, by offering professional development around trauma-informed practices so that teachers are equipped to support

students in this time of uncertainty. Our goal moving forward is to create community resiliency in all we do as we face COVID-19.”
Peñasco Elementary “There were dozens of schools that applied, and only about $1 million up for grabs, so we feel very fortunate,” said Michael Noll, community schools coordinator for Peñasco Schools. Noll, who just came on board in February of this year, hit the ground running. He sought out community organizations, established partnerships and then worked with them to create programming and develop budgets. This gave him the content he needed to write a persuasive grant application. “I’m relatively new to this community,” said Noll, “but there are people who’ve lived here their entire lives, and their families have been here for generations. They know way more about what this community has and what it needs than I ever will. So we’re calling upon their expertise.” The school will collaborate with Peñasco Theater Collective on creating a drama and circus arts program. With support from the Embudo Valley Library and Northern New Mexico College, staff will also develop a robotics program. The New Mexico Acequia Association will help students create a school garden and also provide cultural programming about traditional farming practices in Northern New Mexico. True Kids 1 of Taos will collaborate with the school on a media arts program.
The school will also expand its partnership with the Boy’s and Girl’s Club of Picuris Pueblo to include tutoring, games and activities. Roxane Sanchez, a local yoga instructor, will create yoga programs for students. A large portion of funding will also go to health-related programs. Las Cumbres will provide an on-site nurturing center where students can go for social and emotional support and get connected with additional social services. The school will expand its partnership with Taos Behavioral Health to provide on-site counseling and other services. El Centro Family Clinic will provide on-site physical, mental and dental health services. Natural Helpers, a peer-teaching program that has been successful in a number of New Mexico districts, will teach students and staff how to be a peer mentor that students can confide in. They will learn how to receive difficult information and proceed with it to ensure that kids get the help they need. “The grant was officially awarded to the elementary school,” Noll said, “but since all of our schools and students are located on one campus, a lot of the programs that the grant will fund will also be available to middle and high school students.”

ccording to Paula Oxoby-Hayett, community school coordinator at Enos Garcia, the school will focus on creating a system to identify families in need and get them connected with available resources. “We are incredibly lucky because we have many community organizations already working with us,” she added. “Now we want to create a system with shared goals and outcomes, so we can support our partners and offer families a coordinated system of care.” Oxoby-Hayett noted that the pandemic has changed the school’s planned use of the funds. Enos will now conduct a needs assessment during the coming school year to understand the new challenges that COVID-19 has posed to the community. To address expanded learning, the school will augment its before- and after-school programming to support student learning and lighten the load of working families who would otherwise have to pay for child care. To support family engagement, Oxoby-Hayett said the school plans to leverage existing opportunities for families to participate and share ideas but also to create new opportunities.

create more volunteer opportunities,” she said. “We’ll continue to offer adult education – both English as a second language and parenting classes.” As for the fourth pillar, collaborative leadership and practices, the school will develop agreements with its Community School Council partners and offer them the necessary training to support the community schools model. Besides addressing the four pillars, Enos will work toward a more datadriven approach to evaluating what works and what doesn’t. “We will collaborate with Taos School Zone, which is supporting us and other community schools in developing consistent data collection and evaluation systems,” OxobyHayett said. She noted that, under the phase one planning grant last year, Taos School Zone had helped kick-start the community schools effort by putting up the funds to cover her training and first-year salary.
Taos International School “We are approaching this totally as a community effort,” said Nadine Vigil, director of Taos International School. “It’s really to get community partnerships in place with our school to help ensure that our kids are successful.” Last year, Vigil hired Tania Abeyta – who was already on staff at TIS – as community school coordinator. Abeyta conducted the needs assessment and asset-mapping under the phase one grant last year. Vigil said that she relied heavily on the TIS advisory board’s support in writing the grant application and determining where to put the funding so that it would have the greatest impact. “We’ll put money into after-school programming to extend learning opportunities,” she said, “and also into after-school tutoring. One of our ‘biggies’ will be a Resource Room where we’ll have a food pantry, hygiene products and other supplies, so kids can feel comfortable about coming to get what they need.” Vigil said a lot of absenteeism stems from a basic lack of necessities kids need to keep clean. “We’re also getting a washer and dryer, so we can assist with that,” she added. “As kids are growing up, they’re vulnerable – but they’re very conscious of their health
and how they look.” TIS will reach out to community pantries for help in stocking the Resource Room with food that students can take home on the weekend. In a related effort, the school has enrolled in the federal Child and Adult Care Food Program, which provides reimbursements for nutritious meals and snacks – including dinner – to students and their families. Vigil said TIS will also use the funds to enhance its social work program. They currently work with Taos Behavioral Health but want to put more focus on students’ emotional health. She plans to hire a part-time school nurse as well. As part of its family engagement effort, TIS will start offering adult education in both English and Spanish as a second language. “This is not just about our students,” Vigil said, noting that it’s important in the Taos community for adults and children alike to have dual-language facility. TIS will also use the funding to enrich its professional development program. “Part of this will involve training our staff and support organizations in the basics of community schooling,” she said. Vigil added that community schools take a “whole-child” approach to ensuring students’ educational and life success – which means focusing on their social and emotional development as well as their academic learning.
A different paradigm Catherine Horsey, who coordinates the efforts of Taos School Zone, was thrilled to hear of the four schools’ awards. She has worked with several of them since the Community Schools Initiative first launched in 2018 to build partnerships with the communities and apply for the phase one needs assessment grants. “I think it’s important for folks to understand that community schools aren’t just a program, but rather a different paradigm for schools that seeks to educate the whole child, removing impediments to their learning and emotional well-being,” said Horsey. “Based on a recent statewide conversation among members of the community schools coalition, that’s a message we all need to work on.”

Roots and Wings opens hybrid school
R
oots and Wings Community School in Lama (15 miles north of Taos) is excited to open its doors this fall to hybrid and distance learning following Public Education Department recommendations. Parents and caregivers can choose what works best for them. RWCS has created a schedule where only 50 percent of students will be in the facility at any one time, and online learning will be provided to the other 50 percent who are learning at home. Also, 100 percent online learning is an option. A parent
survey is forthcoming to allow parents to choose which model will work best for their family. RWCS is following all the Centers for Disease Control and state guidelines concerning COVID-19 and will flex its schedule accordingly as these rules and recommendations change. All students will be provided face shields and masks to prevent the spread of COVID-19. Teachers’ temperatures will be taken daily and anecdotal records will be kept on a daily basis after interviewing staff and students about their current health. All students will be given their own colorful personal water bottle with the RWCS logo on it to

have at school and then keep when the year is over. The annual multiday overnight wilderness backpack trips will have to be replaced with daily outdoor education adventures, but RWCS is certain adventure can be created in this way also. RWCS will continue its plans to teach its fall unit (called expeditions) on migration using the Expeditionary Learning project-based model which has guided the school for its 21 years. As well, the curriculum will include short case studies to understand COVID-19 and its effects on the students and the world. School will begin in person at 50
percent capacity on Aug. 17 – with a Zoom parent orientation scheduled on Aug. 9. School will meet Mondays and Tuesdays for half the students, and Thursdays and Fridays for the other half of students. Wednesdays will be a cleaning, prep and check-in day. Which students come which day will be emailed very soon to families, and the school is committed to working with families with siblings in different age cohorts. The Dental Assisting Certificate Program is a one and a half year, full-time program. Required courses are conducted in the fall, spring, and summer terms. Students must meet the regular UNM-Taos admissions criteria and must adhere to all UNM-Taos academic policies. Students are selected for the Dental Assistant Program based on personal interview, application, and high school or previous college records. The Certificate in Dental Assisting will prepare students to be part of the dental care team and with the skills necessary to prepare the patient for treatment, sterilizing instruments, passing instruments during the procedure, holding suction devices, exposing dental radiographs, taking impressions, fabricating provisional crowns, etc.
This program is designed for any student interested in an advanced degree that requires a set sequence of math and science courses. It has flexibility and options for changing one’s mind without jeopardizing one’s future. This program offers students a variety of degree pathways that lead to a Bachelor of Science degree at many four-year institutions. This course prepares students to provide patient care in a home, health care center, or hospital under the supervision of a professional health care provider (RN). Prepares students for the NM Nurse Aide Competency Evaluation (Prometric) exam.
The EMT Intermediate program is designed in a short-term format featuring hands-on, skills-based learning techniques in the UNMTaos Health Sciences lab followed by clinical skills training in various health care settings. The basic skills learned in the EMT-Basic program are enhanced in the EMT-Intermediate classes and clinical settings and prepare students to sit for the New Mexico and National Registry exam and for emergency services agencies.

The Certificate in Holistic Health and Healing Arts (HHHA) lays the groundwork for further study or careers in healing arts fields while also equipping students with tools for self-care. Our classes span a spectrum of modalities, all speaking to the integration of body, mind, and spirit and offering practices to promote self-healing, longevity, and vitality. The 30-credit HHHA certificate can be completed in one year, and students may begin any semester classes are offered. There are two main tracks: students can study a range of healing modalities, or they can focus more exclusively on yoga via the 200-Hour Yoga Teacher Training Concentration.

Emergency Medical Services
This holistic program is designed for students aspiring to become licensed massage therapists in the State of New Mexico. The program’s mission is to impart the knowledge and experience that will prepare graduates to sit for the state licensure exam required for entry-level employment in massage therapy. The Integrative Massage Therapy faculty are dedicated to guiding students through the licensure process and to aiding them in obtaining employment.

Structural Integration(SI) is an advanced form of bodywork and somatic therapy that works with the fascial connective tissues in relationship to gravity. The program is geared toward current Licensed Massage Therapists as well as instructors of body-centered therapies like Pilates, Feldenkrais and Yoga Instructors. The 510 contact hours of training will meet the International Association of Structural Integration (IASI) requirements for training in the SI Series work.

The School of Nursing ADN-RN is a two-year course of study after the completion of prerequisite courses. Upon completion of the program, students will be eligible to take the National Council Licensure Examination for Registered Nursing (NCLEX-RN). Student selection, application and cost information are available on the UNM-Taos website listed under the School of Nursing. In 2016, UNM-Taos adopted the New Mexico Nursing Education Consortium (NMNEC) statewide curriculum, allowing for seamless articulation between associate and bachelor degrees in nursing at participating NMNEC schools (www. nmnec.org). Students at UNMTaos are admitted into either the associate degree or the dual associate/ bachelor degree program. Nursing students receive a state-of-the art, well rounded, hands on education which prepares students for beginning nursing practice in a variety of health care settings. The program admits 16 students every year. With a small class size, there is personal attention from highly educated and experienced Nursing faculty. Clinical rotations are at Holy Cross Medical Center and 16 other clinical sites in the surrounding area. The UNM-Taos School of Nursing has full approval by the New Mexico Board of Nursing. The UNM-Taos ADN program is nationally accredited by the Accreditation Commission for Education in Nursing.

The Associate of Science in Emergency Medical Services is a specialized degree program designed to build a workforce that is customized to the expected needs of towns, cities and counties in Northern New Mexico and beyond. Students in the program will receive basic academic and specialized hands on training needed to meet the professional educational needs of pre-hospital care providers. The program is designed to meet the 1998 EMT National Standard Curriculum requirements and incorporates New Mexico requirements and EMT scope of practice. Upon successful completion of degree requirements with a minimum GPA of 2.33, graduates will be qualified for the New Mexico and National Registry testing and will have complete the core curriculum requirements for the UNM Emergency Medical Services Academy B.S. in Emergency Medical Services, with the exception of BIOL 238/248L. For transfer to other four-year institutions, students should be aware that core curriculum requirements are not necessarily met upon completion of this degree.
