José Giral is a Puerto Rican who grew up in New York and has lived in Philadelphia for about 22 years. His challenges and his career are the focus of this edition. AL DÍA interviewed the new state representative for the 180th District at his office in Kensington.

He replaced Ángel Cruz, who after more than two decades decided not to seek re-election, and whose legislative aide Giral was. He arrives at a time when the District is facing a crisis over rising gun violence and opioid use, coupled with underfunded schools.

His relationship with Philadelphia began with the opening of an auto shop he owned. He did that for 17 years until he made the move to full time politics. He has done so as a member of the 33rd District Democratic Committee and Governor Tom Wolf’s Advisory Commission on Latino Affairs until working with Ángel Cruz.

But the workshop is related to what he is doing now and helps him to have direct knowledge. He explains: “Small business is hard. The employees, the taxes and the business itself. Right now, times are tough for many small businesses. Some businesses benefited from PPP loans, which helped them a lot. Unfortunately, those that didn’t have the infrastructure or resources to apply for those loans have suffered greatly”.

CHICAGO’S LATINO TRANSFORMATION

A gripping story of how Mexican immigrants transformed Chicago’s post-war communities is the subject of a book by Mike Amezcua, assistant professor of history at Georgetown University.

It is called Making Mexican Chicago: From Postwar Settlement to the Age of Gentrification, in which he tells stories such as that of Anita Villarreal, one of the city’s first Latina real estate agents. In addition, “she was a pioneer in local politics, something like a kingmaker in Mexican Chicago”, as Amezcua pointed out in an interview with AL DÍA

One of the contributions of the book is the way in which segregation and housing discrimination against Latinos has occurred, not only in Chicago, but in any city in the United States.z

José Giral es un puertorriqueño criado en Nueva York y que lleva unos 22 años viviendo en Filadelfia. Sus retos y sus trayectoria son el tema central de esta edición. AL DÍA entrevistó al nuevo representante estatal del Distrito 180 en su oficina en Kensington.

Reemplaza a Ángel Cruz, quien después de más de dos décadas decidió no buscar la reelección, y de quien Giral fue su ayudante legislativo. Llega en un momento en el cual el Distrito afronta una seria crisis por el aumento de la violencia armada y del uso de opioides, que se suman a una escasa financiación de las escuelas.

Su relación con Filadelfia empezó con la apertura de un taller de automóviles de su propiedad. En eso estuvo 17 años hasta que dio el paso a la política ocupando todo el tiempo. Y lo ha hecho como integrante del Comité Demócrata del Distrito 33 y de la Comisión Asesora sobre Asuntos Latinos del gobernador Tom Wolf hasta el trabajo con Ángel Cruz.

Pero lo del taller guarda relación con lo que hace ahora y le ayudan a tener un conocimiento directo. Y así lo explica: “La pequeña empresa es dura. Los empleados, los impuestos y el propio negocio. Ahora mismo, son tiempos difíciles para muchas pequeñas empresas. Algunas empresas se beneficiaron de los préstamos PPP, lo que les ayudó mucho. Por desgracia, aquellas que no tenían la infraestructura o los recursos para solicitar esos préstamos han sufrido enormemente”, afirmó.

LA TRANSFORMACIÓN

LATINA DE CHICAGO

Una apasionante historia de cómo los inmigrantes mexicanos transformaron las comunidades de Chicago en tiempos de la posguerra es el tema de un libro de Mike Amezcua, profesor adjunto de Historia en la Universidad de Georgetown.

Se llama Making Mexican Chicago: From Postwar Settlement to the Age of Gentrification, en el cual cuenta historias como la de Anita Villarreal, una de las primeras agentes inmobiliarias latinas de la ciudad. A NEW CULTURAL LATINO HEALTHCARE

The U.S. healthcare system, it is still flawed and lacking in many regards.

One is the lack of culturally connected healthcare services capable of caring for members of other cultures.

But one healthcare provider seeks to change that.

Operating in Texas and California, Zócalo Health was founded by Erik Cardenas and Mariza Hardin, both of whom sought to address issues in the medical field faced by Latino patients.

The two co-founders have been acting in response to the lack of cultural understanding of the U.S. healthcare system of Latinos, as it slowly adapts to the needs of a diverse and growing community.

For some Latinos, it took them up to 24 days to receive primary care as they sought one of the few in-person appointments. This meant that Latinos either struggled with high costs of care and waiting for hours in expensive emergency rooms, or risked avoiding treatment altogether.

In addition, the COVID-19 pandemic and its economic impact heightened the issues present in the healthcare system, though it did open the door for many to seek out and develop virtual methods rising to prominence today.

“As a kid, I remember the long waits in the community health clinic to see a doctor who often did not speak Spanish. I had to act as a translator for my mom about my own care and help her navigate the next steps,” Cardenas said in a press release.

To resolve these issues, Zócalo Health chose virtual health to mitigate the barriers to high-quality care while still providing the same services and options typically available in primary care.

At the same time, Zócalo Health strives to provide same-day or next-day treatment for its members at affordable costs, charging $40 a month, or $420 a year upfront.

Treatments they provide include care for mental health conditions, chronic disease man-

Apesar de su enormidad, el sistema sanitario estadounidense sigue fallando en muchos aspectos. La falta de servicios sanitarios culturalmente orientados, capaces de atender a miembros de otras culturas, es uno de los problemas. Sin embargo, un proveedor de servicios sanitarios pretende cambiar esta situación.

“De niño, recuerdo las largas esperas en la clínica de salud de la comunidad, para ver a un médico que a menudo no hablaba español. Tenía que hacer de traductor para mi madre sobre mi propia atención y ayudarle a orientarse sobre los pasos a seguir”, explica Cárdenas en un comunicado de prensa.

Para resolver estos problemas, Zócalo Health optó por la salud virtual para mitigar las barreras a la atención de alta calidad, sin dejar de ofrecer los mismos servicios y opciones normalmente disponibles en atención primaria. A su vez, se esfuerza por brindar a sus miembros tratamiento en el mismo día o al día siguiente, a precios asequibles: 40 dólares al mes o 420 dólares al año, por adelantado.

Two weeks ago, Rep. Alexandria

Ocasio-Cortez took a major step up in the ranks of Congress, as she was elected by her colleagues as the new Democratic Vice Ranking Member of the House Oversight Committee.

It makes Ocasio-Cortez the second-highest ranking Democrat on the entire 47-member committee.

With the elevation, AOC will now work closer alongside former Committee Chairman, now Ranking Member, Rep. Jamie Raskin to develop the party’s approach in the powerful House subcommittee tasked with playing the government watchdog role in Congress. It also means new heights for a progressive member of the Democratic Party, which has made inroads ever since Ocasio-Cortez’s introduction to Congress in 2019.

“Thank you to my colleagues on [House Oversight Committee] for entrusting me with this responsibility. I’m thrilled to get to work with our incredible Oversight team!” Ocasio-Cortez wrote on Twitter.

WHAT IS A VICE RANKING MEMBER?

The vice chair, or vice ranking member role on the committee was first created by Democrats in 2017 — the last time they were the minority party in the House — and it was envisioned as a way to elevate junior members of Congress to their first leadership position.

Prior to AOC in the 118th Congress, the former vice chairs or vice ranking members were Rep. Gerry Connolly in the 115th Congress and Rep. Katie Hill in the 116th Congress. There was no vice chair under Raskin in the 117th Congress.

WHAT’S ON THE DOCKET?

Some things proposed for the committee to look into are the coronavirus pandemic and its origins, federal direc-

tives, and the withdrawal of U.S. troops from Afghanistan in 2021.

Republican leaders are also taking direct aim at President Biden by looking into his family, particularly Hunter Biden and his business endeavors, which have long been sore points for far-right Republicans.

It means leadership like Raskin and Ocasio-Cortez will have to be on the defense for a majority of this Congress in regards to investigations.

When Nina Ahmad ran to be Pennsylvania’s Auditor General in 2020, she learned more than a few things about the rest of the state.

For one, Philadelphia got a bad rap.

“I have a huge problem with that,” Ahmad said in a recent interview with AL DÍA. “I am determined that’s going to change.”

It’s not the only reason, but a major one why she put her name in the ever-growing cap of at-large candidates for Philadelphia City Council in 2023. Just like she did in her unsuccessful run for Auditor General, Ahmad is also running as a Democrat this year.

AHMAD’S PHILADELPHIA

For one, she sees Philadelphia as not only the economic driver of the Commonwealth, but also one of the drivers of the entire U.S.

“We’re the sixth largest city in the country. We behave like we’re some church mouse sitting on the side,” said Ahmad.

Her second point of emphasis regarding the City of Brotherly Love is its status as a sanctuary city.

“We are the original sanctuary city in the country,” she said, referring to Philadelphia’s position on the Underground Railroad for escaped slaves. “That is our ethos. We have always been a welcoming city.”

“That’s how I’m here,” Ahmad added, referencing her own journey to Philly from Bangladesh.

Ahmad’s roots go back to Bangladesh’s founding, as she grew up amid the country’s bloody liberation war against Pakistan.

“I’ve seen tanks rolling down my street,” she said.

After the war, Ahmad made her way to Michigan for school before arriving in Philadelphia to obtain her doctorate at the University of Pennsylvania. As a

Su segundo punto de énfasis respecto a la Ciudad del Amor Fraternal es su condición de ciudad santuario: “Somos la ciudad santuario original del país”, dijo refiriéndose a la posición en el ferrocarril subterráneo para los esclavos fugitivos.

“Ese es nuestro espíritu, siempre hemos sido una ciudad acogedora y por eso estoy aquí”, añadió Ahmad, refiriéndose a su propio viaje a Filadelfia desde Bangladesh.

grad student, she dipped her toes in politics, hosting a fundraising party for then at-large candidate Angel Ortiz before he would become the city’s first-ever Latino member of City Council.

Ahmad hopes to make her own history in 2023 as the first immigrant ever elected to Philadelphia City Council.

“INFORMATION EQUALS POWER”

At the center of her campaign is Ahmad’s goal to make local government easier for residents. During her time as a Deputy Mayor under Jim Kenney, she saw the “privilege” of information, and how it “circulated among the few” within Philly’s halls of power.

“Information equals power,” Ahmad told AL DÍA of a revelation she had while working in medicine.

Before politics, she was a doctor and biochemist working to unlock the mechanisms of “how life works.”

On City Council, she wants to open those access doors of information in the government to more people.

One example of an effort Ahmad told AL DÍA was to automatically give tax breaks to Philly residents without them having to apply for anything. The specific relief programs she mentioned were the city’s Homestead Exemption relief program to reduce property tax, and LOOP, the program created to reduce taxes for longtime homeowners in the city.

Regarding gun violence, Ahmad said she’d be the person to reach from city government to D.C. and play mediator to find more solutions.

“I’m someone who likes to roll up her sleeves and if there’s an issue, and if there’s a solution that people have come to collectively, let’s execute,” said Ahmad.

En el Ayuntamiento, quiere abrir esas puertas de acceso a la información a más gente. Ahmad contó un ejemplo de ese esfuerzo. Se refirió a conceder automáticamente desgravaciones fiscales a los residentes de Filadelfia, sin que tengan que solicitar nada. Los programas específicos que mencionó fueron el de desgravación Homestead Exemptiona ciudad, para reducir el impuesto sobre la propiedad, y LOOP, creado para reducir los impuestos a los propietarios de viviendas de larga duración en la ciudad.

En cuanto a la violencia con armas de fuego, Ahmad dijo que será la persona indicada para mediar entre el Gobierno de la ciudad y D.C. y encontrar más soluciones.

“Soy de las que se ponen la camiseta y trabajan y si hay una solución a la que la gente ha llegado colectivamente, vamos a ejecutarla”, dijo Ahmad.

Colombia, however, did not hesitate to give its support, taking advantage of its strategic alliance against drugs with the United States. The issue is relevant because, curiously, in the current conflict in Ukraine, Latin America has not been so opposed to the invasion of a power like Russia into a small country like Ukraine [...] With the exception of Cuba, Nicaragua, Venezuela and Bolivia, which openly support the Kremlin —and which say that the aggression is justified by NATO’s attempts to expand—, all Latin American countries have declared themselves neutral in this war. Argentina, Colombia, Mexico and Brazil have refused to send military equipment to Ukraine because they see this as only helping to escalate the conflict. The newest State Representative for Philadelphia’s District 180 is Puerto Rican born and New York-raised Jose Giral, a former small business owner who has called Philly home for more than two decades, and hopes to lead the North Philly district into a brighter future after some turbulent times.

Giral is replacing his former employer and longtime District 180 Representative Angel Cruz, who was at the helm for

more than 20 years. When the longtime city official decided not to run for reelection, he passed the torch to his former legislative aide.

The longtime Philly resident ran a successful campaign that painted Giral as a representative of the community.

With a district openly dealing with the opioid crisis, underfunding of schools, and rising gun violence, Giral has a lot of new ideas he is excited to share with new Pennsylvania Governor Josh Shapiro and his fellow representatives in Harrisburg.

Giral was born in Puerto Rico and raised in New York City, in the Williamsburg neighborhood of Brooklyn. He came to Philadelphia around 22 years ago, and opened up an auto shop he owned for over 17 years before taking on politics full time.

Over the past two decades in politics, Giral served as the Democratic committeeman for the 33rd ward for the past eight years and as a commissioner for Gov. Tom Wolf’s Advisory Commission on Latino Affairs, among other local and statewide organizations.

During this period, he also worked closely with former State Rep. Angel Cruz.

As for what issues he saw plaguing his community and surrounding neighborhoods, Giral attributes a lot of it to gentrification, an issue still prominent in big cities today.

“I grew up in a neighborhood where it was gentrified. It’s happening over here. I want to make sure that the Latinos in this city stay here. I was a victim of gentrification. One of the reasons I

came to Philadelphia was because it was so expensive,” said Giral. “That’s one of the reasons I’m advocating for affordable housing, and job creation, especially for minority communities.”

ALWAYS LOCALLY ACTIVE

In a sit-down with AL DÍA at his office in Kensington, Giral dove deeper into

his public service life, Cruz influence and his new role as state rep.

“Throughout my 20 years, I’ve participated in just about every election the city has had, in one form or capacity. Either through supporting individual candidates or a whole slate of candidates,” said Giral of his Philly politics experience.

As a legislative aide, beyond policy research, Giral also engaged in creating community events and helped on the constituent services side of Cruz’s office. That experience influenced his recent run for office in 2022.

“One of the reasons I ran for office was to make sure that the constituents have served in this community,” said Giral.

“A CALLING…”

The Brooklyn-raised Giral came into public service and politics at a young age. Seeing certain issues around his neighborhood as a child is what first got him interested in helping out his community, and informed the rest of his public service and political interests.

“It was like a calling. Being involved in the community and trying to fill that void, got me involved with doing the community activist thing, and then you start volunteering,” he said.

In Philly, that volunteering work included in Philly’s 24th Police District, and on the Police District Advisory Commission, better known as “PDAC,” that serves as an advisory commission inside districts to target police work and receive feedback from the community.

A SMALL BUSINESS OWNER

Prior to politics, Giral was also the owner of a small business in Philadelphia — an automotive shop he ran for over 17 years. It’s an experience and offered a perspective he told AL DÍA that he feels he can bring to the table as a state representative.

Unlike others in the position — not just in Philly, but across the state — he’s one of the very few that’ve run their own business and understand firsthand the struggle it is to run a successful venture, employ people, and keep it going through tough times such as COVID-19, which was a killer for a lot of small businesses around the country.

“Small business is tough. Employees, taxes, and just business itself. Right now, it’s a hard time for a lot of small businesses. Some businesses took advantage of the PPP loans, so that helped a lot. Unfortunately, the small ones that didn’t have the infrastructure or the resources

to apply for those loans, they’ve suffered tremendously,” Giral said.

A MAN OF THE STREETS

Giral is also a self-proclaimed “man of the streets,” so being a Pennsylvania State Representative is a new kind of role for him — one he embraces but hopes will not affect people’s perception of him.

“I love engaging folks, being in the community… I’m more of the street guy, I don’t want to be known as the politician that you see on television,” said Giral. “I want to be known as the politician that you see on the streets every day.”

To help him prepare for that new role, Giral was able to lean on the experience of his former boss and predecessor, Cruz — who ran the district for more than 20 years.

“You learn what to do, what not to do, what to take a backseat on. There’s a lot of institutional knowledge there that I picked up over the years, and I brought things to the table,” said Giral. “In the six years that I’ve worked for him, it was hand-in-hand, even though I was employed by him. It was a mutual work relationship.”

TAKING THE TORCH

As for what prompted Giral to run for public office, he told AL DÍA that the political organizing early on, as well as the amount of work he was putting in the office as an aide to Cruz, prepared him for the challenge.

“I was doing the job anyway. I was in the office. A lot of the people in the community, nonprofits, religious institutions, they said if anybody’s going to run, it should be me,” he said. “I was hearing that enough you kind of feel maybe it’s true.”

However, it was never a role he imagined for himself.

“I always saw myself serving the public, even though I was a business person. I felt like I was serving the public because it was a service industry,” said Giral. “I saw myself, maybe not playing this role, but I saw myself being a public servant.”

ISSUES TO ADDRESS

Giral was officially sworn into office on Tues., Dec. 3, commencing his two-year term. He is a part of the largest class of incoming legislators to the House Democratic Caucus in more than 15 years. Giral spoke to what he is most looking forward to accomplishing over the next two years.

“We want to stop the drug flow into our communities. For affordable housing, we have power there to fund these projects to be able to get people some affordable housing,” he said.

When it comes to education, it’s about “getting bang for the buck.”

“I want to start holding people accountable because a lot of money is being pumped into the school system. We want to fund the programs that are working, and defund those that are not,” said Giral.

A TEAM PLAYER

The city also saw many City Council resignations last year as many are now vying for Mayor Jim Kenney’s job, including former councilmembers Derek Green, Helen Gym, and Allan Domb.

Someone Giral would have had to work closely with would have been former Councilmember Maria Quiñones Sánchez of District 7, which also ecompasses the Kensington neighborhood. It’s now Quetcy Lozada.

Whoever wins that seat in 2023 will be working with Giral to better the communities they represent. He set a tone of unity — one that’s not been the case in

recent decades in the community when talking about government entities working together.

“I got an open door policy. I want to work with everybody,” he said. “We don’t have to agree on everything. We need to have dialogue. We sit down, we’ll go back and forth, we come to some consensus. We’re here to figure out the best solutions for the citizens of Philadelphia.” z

En cuanto a los problemas que ha visto que afectan a su comunidad y a los barrios circundantes, Giral atribuye gran parte de ellos al aburguesamiento, un problema que sigue siendo importante en las grandes ciudades.

“Crecí en un barrio que estaba aburguesado y aquí está ocurriendo lo mismo. Quiero asegurarme de que los latinos de esta ciudad se queden aquí. Yo fui víctima de la gentrificación y una de las razones por las que vine a Filadelfia fue porque era muy cara. Esa es una de las razones por las que abogo por la vivienda asequible y la creación de empleo, especialmente para las comunidades minoritarias”, dijo Giral.

SIEMPRE ACTIVO LOCALMENTE

En entrevista con Al DÍA en su oficina de Kensington, Giral profundizó en su vida de servicio público, la influencia de Cruz y su nuevo papel como representante estatal.

“A lo largo de mis 20 años, he participado en casi todas las elecciones de la ciu-

dad, de una forma u otra, ya sea apoyando a candidatos individuales o a toda una lista”, explicó Giral sobre su experiencia política en Filadelfia.

Como asistente legislativo, además de la investigación política, Giral también participó en la creación de eventos comunitarios y ayudó en los servicios constituyentes de la oficina de Cruz. Esa experiencia influyó en su reciente candidatura para el cargo.

“Una de las razones por las que me postulé para el cargo fue asegurarme de que los constituyentes hayan servido en esta comunidad”, señaló Giral.

“UNA VOCACIÓN...”

Giral, criado en Brooklyn, llegó al servicio público y a la política a una edad temprana. Ver ciertos problemas en su vecindario cuando era niño fue lo primero que le hizo interesarse por ayudar a su comunidad, además de influir el resto de sus intereses políticos y de servicio público.

“Era como una llamada. Involucrarme en la comunidad y tratar de llenar ese vacío me llevó a ser activista comunitario y a trabajar como voluntario”, afirmó.

En Filadelfia, ese voluntariado incluyó trabajar en el 24º Distrito Policial de Filadelfia y en la Comisión Asesora del Distrito Policial, más conocida como PDAC (por sus siglas en inglés), que actúa dentro de los distritos para orientar el trabajo policial y recibir opiniones de la comunidad.

PROPIETARIO DE UNA PEQUEÑA EMPRESA

Antes de dedicarse a la política, Giral fue también propietario del taller de automóviles. Es una experiencia y una perspectiva que, según le dijo a AL DÍA, puede aportar como representante estatal.

Una de las razones por las que me presenté para el cargo fue asegurarme de que los electores han servido en esta comunidad.

es uno de los pocos que ha dirigido su propio negocio y ha entendido, de primera mano, la lucha que implica emplear gente, llevar una empresa exitosa y mantenerla en marcha en tiempos difíciles, como la pandemia de COVID-19, que acabó con una gran cantidad de pequeñas empresas en todo el país.

“La pequeña empresa es dura. Los empleados, los impuestos y el propio negocio. Ahora mismo, son tiempos difíciles para muchas pequeñas empresas. Algunas empresas se beneficiaron de los préstamos PPP, lo que les ayudó mucho. Por desgracia, aquellas que no tenían la infraestructura o los recursos para solicitar esos préstamos han sufrido enormemente”, señaló Giral.

UN HOMBRE DE LA CALLE

Giral es también un autoproclamado “hombre de la calle”, así que ser representante del estado de Pensilvania es un nuevo papel para él, que asume pero que espera que no afecte la percepción que la gente tiene de él.

“Me encanta relacionarme con la gente, estar en la comunidad. Soy más el tipo de la calle. No quiero que me conozcan como el político que se ve en la televisión”, indicó Giral. “Quiero que me conozcan como el político que se ve en la calle todos los días”, agregó.

Para prepararse en este nuevo papel, Giral se apoyó en la experiencia de Ángel Cruz, su antiguo jefe y predecesor.

“Aprendes lo que hay que hacer, lo que no hay que hacer, lo que hay que dejar a un lado. Hay muchos conocimientos institucionales que he adquirido a lo largo de los años y he aportado cosas”, manifestó Giral. Además, agregó que “en los seis años que he trabajado para él, ha sido mano a mano, aunque yo estuviera contratado por él. Era una relación de trabajo mutuo”.

TOMAR EL RELEVO

En cuanto a lo que le impulsó a presentarse como candidato a un cargo público, Giral le dijo a AL DÍA que la organización política, desde el principio, así como la cantidad de trabajo que realizaba en la oficina como ayudante de Cruz, le prepararon para el reto.

Contó que “estaba haciendo el trabajo de todos modos, estaba en la oficina. Mucha gen-

te de la comunidad, organizaciones sin ánimo de lucro, instituciones religiosas, decían que si alguien iba a presentarse, debería ser yo. Lo oía lo suficiente como para sentir que quizá era verdad”.

Sin embargo, nunca fue un papel que imaginara para sí mismo: “Siempre me vi sirviendo al público, aunque fuera una persona de negocios. Sentía que servía al público porque era una industria de servicios. Me veía, quizá, no desempeñando este papel, pero sí siendo un servidor público”.

TEMAS POR TRATAR

Giral juró oficialmente su cargo el 3 de diciembre, iniciando su mandato de dos años. Forma parte de la clase más numerosa de legisladores entrantes en el Caucus Demócrata de la Cámara, en más de 15 años.

Giral habló de lo que más espera lograr en los próximos dos años: “Queremos detener el flujo de drogas en nuestras comunidades. En cuanto a la vivienda asequible, tenemos el poder de financiar estos proyectos para poder ofrecerle a la gente una vivienda asequible”.

En lo relacionado con la educación, se trata de “sacar provecho de la inversión”: “Quiero empezar a pedirle cuentas a la gente porque se está inyectando mucho dinero en el sistema escolar. Queremos financiar los programas que funcionan y desfinanciar los que no”.

UN JUGADOR DE EQUIPO

El año pasado también se produjeron muchas dimisiones en el Ayuntamiento, ya que muchos aspiran ahora al puesto del alcalde Jim Kenney, entre ellos los exconcejales Derek Green, Helen Gym y Allan Domb.

Alguien con quien Giral habría tenido que trabajar estrechamente es la exconcejala María Quiñones Sánchez, del Distrito 7, que también comprende el barrio de Kensington. Ahora es Quetcy Lozada.

The child of immigrants from Mexico, Mike Amezcua was born and raised in Los Angeles, California, but the city that has been at the forefront of his mind in recent years has been Chicago. Amezcua, currently assistant Professor of History at Georgetown University, is the author of ‘Making Mexican Chicago: From Postwar Settlement to the Age of Gentrification’(University of Chicago Press, 2022), where he explores how Mexican immigrants and Mexican Americans helped transform communities throughout Chicago in the second half of the twentieth century.

“Studying the history of Mexican communities in Chicago offers a different way to think about American segregation that is different from the usual racial binary approach that has often been used to tell this story,” he told AL DIA. “Chicago, of course, is infamous for its segregation of African Americans, in the past and the present, but it was also a city that helped create, really invent, a third housing market; not just Black or white, but Latino,” he added.

As a historian of the modern United States, Amezcua is interested in the history of Latina/o/x communities, in particular, “the ways in which immigrants and disenfranchised peoples engage, customize, and transform the built environment, but also to explore how the built environment is a larger manifestation of racial capitalism, economic exploitation, and immigrant and disenfranchised labor,” he explained AL DIA.

In his book he mentions some Latino characters that were key in the development of Chicago. This is the case of Anita Villarreal, one of the first Latina real estate agents in the city, who looked to grow her business by becoming an expert in both housing in the city and immigration from Mexico.

Through her efforts (considered controversial at the time), “she opened up formerly all-white neighborhoods to Mexican immigrants and Mexican Americans, and in a few short years, transformed entire neighborhoods.” She did this in the 1950s, 1960s, and 1970s.

“Another reason that she is so important is that she becomes a trailblazer in Chicago politics, almost like a kingmaker in Mexican Chicago. Every Chicago politician made sure to take photos with her and get her blessing before campaigning in Latino neighborhoods to earn their support,” the professor said. In many ways, “she represents the complexities of Latino politics, on the one hand she is a trailblazer in the fight against housing discrimination, but she was also someone who grew to accommodate the white power structure of the political machine which for decades disenfranchised Latinos,” he added.

THE MECHANICS OF SEGREGATION

While his book is about Chicago, Amezcua believes readers would come away understanding the mechanics of Latinx segregation and housing discrimination in the American city.

“These issues are often rendered invisible because Latinx neighborhoods are seen as ‘hip,’ ‘desirable,’ and ‘trendy’ by young people who want to be associated with city living. Barrios are therefore romanticized by our current culture,” he said. “But Latinos are also consumers, homebuyers, and people who wish to live in places they deem desirable, with dignity, and fit for their families,” he stated.

Amezcua then recalled that Philadelphia was recently the site of a major lawsuit filed by the Department of Justice for housing discrimination against Latinos and African Americans. Latino Philadelphians looking to purchase homes in areas not viewed as a “Latino area” were routinely denied loans by a Philadelphia mortgage company that determined for itself what the demographics ought to be for specific neighborhoods, essentially manipulating the housing market in particular areas. “This history can be found in Chicago as well, because the Windy City invented it, and its legacies live on,” he concluded. z

En su libro menciona a algunos personajes latinos que fueron clave en el desarrollo de Chicago. Es el caso de Anita Villarreal, una de las primeras agentes inmobiliarias latinas de la ciudad, que trató de hacer crecer su negocio convirtiéndose en una experta en oportunidades de vivienda, no solo para sus residentes, sino para la inmigración procedente de México.

“Comprendió que podía tener un gran impacto y una fortuna, si era capaz de vender y alquilar viviendas a los inmigrantes mexicanos que llegaban y a los que querían abrir negocios”, explicó. Gracias a sus esfuerzos, considerados polémicos en su momento, “abrió barrios que antes eran exclusivamente blancos a inmigrantes mexicanos y mexicano-estadounidenses, y en pocos años transformó barrios enteros”. Lo hizo en las décadas de 1950, 1960 y 1970.

“Otra razón por la que Anita es tan importante es porque fue una pionera en la política local, algo así como una hacedora de reyes en el Chicago mexicano. Todos los políticos de Chicago se aseguraban de hacerse fotos con ella y obtener su bendición antes de hacer campaña en los barrios latinos, para ganarse su apoyo”, explicó el profesor Amezcua.

En muchos sentidos, “representa las complejidades de la política latina, por un lado es una pionera en la lucha contra la discriminación en la vivienda, pero también fue alguien que creció para acomodarse a la estructura de poder blanca de la maquinaria política que durante décadas privó de derechos a los latinos”, señaló.

MECANISMOS DE SEGREGACIÓN

Aunque su libro trata exclusivamente de Chicago, Amezcua cree que los lectores comprenderán la mecánica de la segregación y la discriminación de la vivienda de los latinos en cualquier ciudad estadounidense.

“Estos problemas a menudo se hacen invisibles porque los barrios latinos son vistos como ‘modernos’, ‘deseables’ y ‘de moda’ por los jóvenes urbanos. Por tanto, nuestra cultura actual idealiza los barrios”, afirmó.

Sin embargo, “los latinos también son consumidores, compradores de vivienda y personas que desean vivir en lugares que consideran deseables, dignos y adecuados para sus familias”, dijo el profesor, poniendo a Filadelfia como ejemplo: la Ciudad del Amor Fraternal fue recientemente escenario de una importante demanda interpuesta por el Departamento de Justicia por discriminación en materia de vivienda contra latinos y afroamericanos.

“A los latinos de Filadelfia que querían comprar una vivienda en zonas que no se consideraban ‘latinas’ se les denegaban sistemáticamente los préstamos por parte de una compañía hipotecaria de Filadelfia, que determinaba por sí misma cuál debía ser la demografía de determinados barrios, manipulando esencialmente el mercado de la vivienda en zonas concretas”, manifestó Amezcua.

“You’re twelve weeks pregnant. Now it’s official”. This sentence, as short as it is blunt, has changed the course and the world of Valeria (Natalia Solián) and Raúl (Alfonso Dosal) forever. After so much longing, the young Mexican couple can now shout to the world that their first baby is soon to arrive.

Still ecstatic, Valeria and Raul rush to share the excitement with their friends and family, who hope that this new life will change her perspective on children.

What this new mother is unaware of is that happiness, unlike heartbreak, is unfortunately ephemeral. And she discovers this fact when she notices that her body not only harbors her future child, but also a kind of curse that has taken up residence in her bones with the sole purpose of terrorizing her days. Distraught and consumed by dread, Valeria will find in a group of witches what seems to be her only salvation.

This is the story that filmmaker Michelle Garza Cervera portrays in Huesera: The Bone Woman. Far from sentimentalism, and based on the horror genre, the Mexican filmmaker creates a disturbing, overwhelming and intriguing tale about motherhood.

“Motherhood goes through me, through my mother, through my grandmother, through myself, through the questions I have about whether I want to be one. And my way of expressing myself falls into horror. This genre gives me many tools, it’s very generous, it allows me to express very complex emotions in a cinematographic way and I’m very passionate about it. Motherhood crosses me and I express myself through horror”, Garza Cerveza told AL DÍA.

For her debut film, the director has developed a very long creative and investigative process with which she was able to reflect, both in the production

and in the script, the sacrifice of a personal life, fears, social prejudices, queer love, feminism and autonomy over the body.

“In order to free ourselves, to feel better daily, it is essential to go through uncomfortable or painful moments of internal confrontation. And for me, it had to do with the process that we women in particular go through, how we make a family and how it is that we often get into imposed paths without questioning ourselves and that we begin to feel suffocated and unhappy. Through rock cinema, we can talk about those pains, anguishes and panics that are difficult to express, and in a very fast way, with image and sound, we can represent complex emotions. Bone fractures and images of broken women are examples of that”, she points out.

MULTI-AWARD WINNING IN NEW YORK

Huesera: The Bone Woman premiered at the Tribeca Film Festival 2022, and there it won the Best New Narrative Director Award and the Nora Ephron Award, an award given to female directors whose films debut at the event.

The Mexican film also won the Blood Window Award for Best Film; the Citizen Kane Award for Best New Director at the Sitges Film Festival in Spain, and the Audience Award at the Morelia International Film Festival, one of the most important film festivals in Latin America.

The feature film will be screened in commercial cinemas in the United States from 10th February and will also be available on video on demand from XYZ Films on 16th February.z

‘Huesera: The Bone Woman’ se estrenó en el Festival de Cine de Tribeca 2022 y allí ganó el Premio a Mejor Director de Nuevas Narrativas y el Premio Nora Ephron, un galardón que se entrega a las directoras cuyas cintas debutan en el certamen.

Dr. Jasmine Escalera is a first-generation Latina career and confidence coach for women of color who grew up in the projects of Brooklyn, New York. She graduated from Pace University with a Bachelor’s degree in Biochemistry and a Ph.D. in Pharmacology from Yale University.

“I didn’t have the knowledge, support, and guidance of how to truly be able to create a career that felt good for me and to come into a space where I could be authentically myself,” explained Dr. Escalera. “Truly own my culture, who I was, and my accomplishments and greatness.”

Dr. Escalera worked in nonprofit management and leadership, focusing on helping nonprofit organizations with children’s mental health and social development, assisting in establishing different project designs and clinical projects that would bring more resources to communities and communities of color, like Jasmine Escalera Coaching, where she teaches how to flourish in the workplace.

Her experience in STEM ignited a passion for coaching other women of color who experience toxic work environments, inferiority complex, and sense of hopelessness. She realized this is not

“No tenía los conocimientos, el apoyo ni la orientación necesarios para crear una carrera que me hiciera sentir bien, ni para llegar a un espacio en el que pudiera ser auténticamente yo misma. Ser verdaderamente dueña de mi cultura, de quién era y de mis logros y grandeza”, explica.

La doctora Escalera ha trabajado en gestión y liderazgo, con el objetivo de

ayudar a las organizaciones sin ánimo de lucro en proyectos de salud mental y desarrollo social de los niños. Como Jasmine Escalera Coaching, ha asistido el diseño de proyectos destinados a atraer más recursos a las comunidades, sobre todo las de color, y enseña cómo florecer en el lugar de trabajo.

Su experiencia en STEM encendió su pasión por entrenar a otras mujeres de color que experimentan entornos de trabajo tóxicos, complejo de inferioridad y sensación de desesperanza. Se dio cuenta de que esto no ocurre únicamente en los campos STEM, sino de forma unánime en todos los ámbitos.

solely found in STEM fields, but unanimously across the board.

As a Latina, a woman of color working in white-dominated workspaces, Dr. Escalera did a lot of code-switching and conforming to fit in. She embarked on a spiritual journey to reconnect with her culture and community—bringing elements of that into her career.

She explains that recognizing the stigma around mental health in the Latino community and wanting to teach children the importance of seeking assistance because physical wounds require treatment the same way mental health issues require aid.

Even though she learned about impostor syndrome later in her career, she experienced the need for validation and the thought of being a fraud. She also developed panic attacks from being in a toxic work environment.

Although she doesn’t regret pursuing a career in STEM, she wishes she would have listened to herself more instead of allowing external validation to dictate her ability to pivot.

Dr. Escalera realized that “everybody just wanted me to be happy, and it didn’t matter what I was doing, as long as I was happy doing it.”

Therefore, focusing on her morning mindset and morning rituals are important. Sitting in the sun and journaling, taking her dog for a walk, and taking in the sunshine are simple moments where she can be present and mindful of herself.

Dr. Escalera explains that coaching unearths the “many beliefs and value systems” passed down by parents, which can impact career change, the ability to negotiate, and the individual’s confidence level.

“What companies and organizations do not realize is that as women of color, we are not just supporting ourselves, we are upholding whole families and communities,” Dr. Escalera explained.

She stresses how difficult it is for women of color to resign, knowing too well the financial hardship they will face with that decision. Therefore, she advises those considering leaving their current place of employment to make sure their exit strategy is thorough—considering how this change can impact their mental stability and how it can trigger trauma.

“Be ready for that because it can be difficult to go through,” she assures.

COACHING COLLEGE STUDENTS

Although Dr. Escalera mainly coaches professionals, she has done workshops for students as an opportunity to give them the support she never had.

“I don’t think that colleges and universities do get us ready for what we are going to experience,” explained Dr. Escalera, because students might not be prepared to handle potential toxicity in the workplace.

College students should think about mentorship and mentors who will help them navigate the different phases of their careers.

“It’s important to have mentors. Multiple mentors, not just one, but mentors in different fields. Mentors who can guide you at different stages of [the] career you’re in.”

She advises students to cultivate a professional community, put themselves out there and network; but to always “listen to your internal guidance system.” z

Como latina y mujer de color que trabaja en entornos dominados por blancos, la doctora Escalera tuvo que cambiar muchos códigos y adaptarse para encajar. Así, emprendió un viaje espiritual para reconectarse con su cultura y su comunidad y trasladó elementos de todo ello a su carrera.

Explica la importancia de reconocer el estigma que rodea a la salud mental en la comunidad latina, además de enseñar a los niños el valor de buscar ayuda. Así como las heridas físicas requieren tratamiento, los problemas de salud mental requieren terapia.

Aunque más adelante en su carrera aprendió sobre el síndrome del impostor, experimentó la necesidad de validación y la idea de ser un fraude. También sufrió ataques de pánico por estar en un entorno laboral tóxico.

Aunque no se arrepiente de haber seguido una carrera en STEM, desearía haberse escuchado más a sí misma, en lugar de permitir que la validación externa dictara su capacidad para pivotar.

La doctora. Escalera se dio cuenta de que “todo el mundo quería que fuera feliz, y no importaba lo que estuviera haciendo, siempre y cuando fuera feliz haciéndolo”.

Por ello, hace énfasis en la importancia de sus rituales matutinos: “Escribir un diario, sacar a pasear al perro y disfrutar del sol son momentos sencillos en los que puede estar presente y ser consciente del propio ser”.

Explica que el coaching desentierra las “muchas creencias y sistemas de valores” transmitidos por los padres, que pueden influir en el cambio profesional, la capacidad de negociación y el nivel de confianza de la persona. “De lo que no se dan cuenta las empresas y las organiza-

ciones es de que, como mujeres de color, no solo nos mantenemos a nosotras mismas, sino a familias y comunidades enteras”, señala.

Subraya lo difícil que es para las mujeres de color renunciar, sabiendo muy bien las dificultades económicas a las que se enfrentarán con esa decisión. Por lo tanto, aconseja a las que están considerando dejar su empleo que se aseguren de que su estrategia de salida es completa, teniendo en cuenta cómo este cambio puede afectar su estabilidad mental y cómo puede desencadenar un trauma. “Hay que estar preparada para ello porque puede ser una situación difícil”, asegura.

To All Mayoral and Council Candidates in America’s Poorest Large City:

You will be the 100th Mayor of the city where America was born. If you and the City Council are not aspiring to enshrine the example of transformation that all majority Black and Brown cities should follow, for what are you running?

The goal of this letter is to give you a vision for how Philadelphia will operate by 2050 if you make it a priority to enact a process to bring about socio-economic parity along racial lines. You could consider using the model applied to Philadelphia 2035, which in 2011 gave us a vision for how the city would look in 25 years. In fact, your plan for 2050 should surpass that level of research, planning, and attention to detail.

Philadelphia’s population is 65% what America has normalized as “other.” We are 44% African American, 14% Latino, and 7% Asian. This is a Black and Brown town. The major services provided by local government and industry must reflect and represent our population.

As Mayor, you should guarantee that our collective capacity is harnessed for prosperity. Employment and business opportunities in the Philadelphia region should be distributed proportionately according to race, excellence in education and training, internships, and mentorships. Your policies should ensure that people of color are prepared to enter any profession and are able to launch any enterprise. All barriers should be removed from education, social advancement, and employment for poor people and people of color.

At this point, you and other readers may ask, “Why is this the vision for Philadelphia in 2050?” You only need to take a stroll through City Hall’s North Arcade. Walk south on Broad Street from Arch Street. Just as the cool shadows overtake you on the way to the courtyard, take a look to your left. There is a plaque which bears William Penn’s prayer for Philadelphia.

This 339-year-old prayer has yet to be answered. For him, Pennsylvania was a

“Holy Experiment,” where persecuted minorities could coexist in peace. You, 100th Mayor of Philadelphia, should be the vehicle for this reality to manifest at last.

Your first piece of legislation needs to proclaim, “Reset with long-term implications!” From day one, you should ensure that young Philadelphians are equipped to join you and future administrations in the great rebirth.

If those fateful utterances were written down in today’s Philadelphia, the folks meeting to hash them out would be 65% Black and Brown. The occupational makeup of the everyday citizens who decided to do something revolutionary was rich and varied.

For those reasons, your policies regarding education should include the following:

• All public and private schools in Philadelphia offer the following three tracks for students of all ages.

•College track

•Vocations & Trades

•Entrepreneurship

• The school day would end at 6 p.m. Time after 3 p.m. would be dedicated to culturally relevant rites of passage: social enrichment and practical life skills.

• The economic potential of Philadelphia would be maximized with local talent.

• The School Board would be voted in by general election, and teachers should reflect the racial composition, share cultural values, and live experiences of students they serve.

• Parenting classes should be an extension of public education.

• All neighborhoods, especially those with the lowest median income would have the finest libraries and recreational and cultural centers.

I humbly request an opportunity to meet with each of you to discuss these issues in a meaningful way.
