FULL DISCLOSURE POLICY
The Full Disclosure Policy (FDP) was issued in response to the call for an Open Government Partnership – to create a platform for domestic reformers committed to making governments more transparent, accountable, and responsive to their citizens. The FDP requires local governments to fully disclose particular financial documents to keep their constituents informed on how the LGU budget is managed, disbursed, and used. It primarily aims to promote honest, transparent, and orderly management of public funds, and increase the people’s awareness on available public funds and the allocated amount for development projects in their localities. For the Provinces, Cities, and Municipalities, they are required to disclose 14 documents while the barangays are required to disclose six (6) documents.
FDP 2019 BY THE NUMBERS
KEY ACTIVITIES Aside from the posting of FDP documents in three (3) conspicuous places in the LGU, the same documents were also posted in the FDP Portal developed by the Department. For 2019, DILG had developed and implemented version 2 of it FDP Portal with the following key highlights:

Consistent high compliance to the FDP was observed where in compliance was consistently at 99% of LGUs for the 1st, 3rd, and 4th Quarter of the year and 100% in the 2nd Quarter. More importantly, the LGUs of CAR consistently beat the national target of 83% Fully complying and 99% complying. DILG-CAR seeks to achieve sustained gains from year to year in terms of its implementation.
